It could be up to 18 months before 660 Christchurch homeowners know who will pay for earthquake damage repairs with a $1 billion price tag. The bill to fix houses in Christchurch that weren't repaired properly the first time round, or have suffered more damage in aftershocks, is climbing - and the government can't say who's liable. The problem is the homes have new owners who can't claim on theri insurance because the damage pre-dates them owning the home. Earlier Greater Christchurch Regeneration Minister Megan Woods told us the previous National government put no plan in place, and the current government is being left to pick up the pieces. Former Christchurch earthquake recovery minister Gerry Brownlee disputes the issue.
During the 21st century, New Zealand has experienced increasing public concern over the quality of the design and appearance of new developments, and their effects on the urban environment. In response to this, a number of local authorities developed a range of tools to address this issue, including urban design panels to review proposals and provide independent advice. Following the 2010 and 2011 Canterbury earthquake sequence, the commitment to achieve high quality urban design within Christchurch was given further importance, with the city facing the unprecedented challenge of rebuilding a ‘vibrant and successful city’. The rebuild and regeneration reinforced the need for independent design review, putting more focus and emphasis on the role and use of the urban design panel; first through collaboratively assisting applicants in achieving a better design outcome for their development by providing an independent set of eyes on their design; and secondly in assisting Council officers in forming their recommendations on resource consent decisions. However, there is a perception that urban design and the role of the urban design panel is not fully understood, with some stakeholders arguing that Council’s urban design requirements are adding cost and complexity to their developments. The purpose of this research was to develop a better understanding on the role of the Christchurch urban design panel post-earthquake in the central city; its direct and indirect influence on the built environment; and the deficiencies in the broader planning framework and institutional settings that it might be addressing. Ultimately, the perceived role of the Panel is understood, and there is agreement that urban design is having a positive influence on the built environment, albeit viewed differently amongst the varying groups involved. What has become clear throughout this research is that the perceived tension between the development community and urban design well and truly exists, with the urban design panel contributing towards this. This tension is exacerbated further through the cost of urban design to developers, and the drive for financial return from their investments. The panel, albeit promoting a positive experience, is simply a ‘tick box’ exercise for some, and as the research suggests, groups or professional are determining themselves what constitutes good urban design, based on their attitude, the context in which they sit and the financial constraints to incorporate good design elements. It is perhaps a bleak time for urban design, and more about building homes.
Smart cities utilise new and innovative technology to improve the function of the city for governments, citizens and businesses. This thesis offers an in-depth discussion on the concept of the smart city and sets the context of smart cities internationally. It also examines how to improve a smart city through public engagement, as well as, how to implement participatory research in a smart city project to improve the level of engagement of citizens in the planning and implementation of smart projects. This thesis shows how to incentivise behaviour change with smart city technology and projects, through increasing participation in the planning and implementation of smart technology in a city. Meaningful data is created through this process of participation for citizens in the city, by engaging the citizens in the creation of the data, therefore the information created through a smart city project is created by and for the citizens themselves. To improve engagement, a city must understand its specific context and its residents. Using Christchurch, New Zealand, and the Christchurch City Council (CCC) Smart City Project as a case study, this research engages CCC stakeholders in the Smart City Project through a series of interviews, and citizens in Christchurch through a survey and focus groups. A thorough literature review has been conducted, to illuminate the different definitions of the smart city in academia, business and governments respectively, and how these definitions vary from one another. It provides details of a carefully selected set of relevant smart cities internationally and will discuss how the Christchurch Earthquake Sequence of 2010 and 2011 has affected the CCC Smart City Project. The research process, alongside the literature review, shows diverse groups of citizens in the city should be acknowledged in this process. The concept of the smart city is redefined to incorporate the context of Christchurch, its citizens and communities. Community perceptions of smart cities in Christchurch consider the post-disaster environment and this event and subsequent rebuild process should be a focus of the smart city project. The research identified that the CCC needs to focus on participatory approaches in the planning and implementation of smart projects, and community organisations in Christchurch offer an opportunity to understand community perspectives on new smart technology and that projects internationally should consider how the context of the city will affect the participation of its residents. This project offers ideas to influence the behaviour change of citizens through a smart city project. Further research should consider other stakeholders, for instance, innovation and technology-focused business in the city, and to fully engage citizens, future research must continue the process of participatory engagement, and target diverse groups in the city, including but not limited to minority groups, older and younger generations, and those with physical and mental disabilities.
The Canterbury region of New Zealand experienced a sequence of strong earthquakes during 2010-2011. Responses included government acquisition of many thousands of residential properties in the city of Christchurch in areas with severe earthquake effects. A large and contiguous tract of this ‘red zoned’ land lies in close proximity to the Ōtākaro / Avon River and is known as the Avon-Ōtākaro Red Zone (AORZ). The focus of this study was to provide an overview of the floodplain characteristics of the AORZ and review of international experience in ecological restoration of similar river margin and floodplain ecosystems to extract restoration principles and associated learnings. Compared to pre-earthquake ground levels, the dominant trend in the AORZ is subsidence, together with lateral movement especially in the vicinity of waterway. An important consequence of land subsidence in the lower Ōtākaro / Avon River is greater exposure to flooding and the effects of sea level rise. Scenario modelling for sea level rise indicates that much of the AORZ is exposed to inundation within a 100 year planning horizon based on a 1 m sea level rise. As with decisions on built infrastructure, investments in nature-based ‘green infrastructure’ also require a sound business case including attention to risks posed by climate change. Future-proofing of the expected benefits of ecological restoration must therefore be secured by design. Understanding and managing the hydrology and floodplain dynamics are vital to the future of the AORZ. However, these characteristics are shared by other floodplain and river restoration projects worldwide. Identifying successful approaches provides a useful a source of useful information for floodplain planning in the AORZ. This report presents results from a comparative case study of three international examples to identify relevant principles for large-scale floodplain management at coastal lowland sites.
Tsunami events including the 2004 Indian Ocean Tsunami and the 2011 Tohoku Earthquake and Tsunami confirmed the need for Pacific-wide comprehensive risk mitigation and effective tsunami evacuation planning. New Zealand is highly exposed to tsunamis and continues to invest in tsunami risk awareness, readiness and response across the emergency management and science sectors. Evacuation is a vital risk reduction strategy for preventing tsunami casualties. Understanding how people respond to warnings and natural cues is an important element to improving evacuation modelling techniques. The relative rarity of tsunami events locally in Canterbury and also globally, means there is limited knowledge on tsunami evacuation behaviour, and tsunami evacuation planning has been largely informed by hurricane evacuations. This research aims to address this gap by analysing evacuation behaviour and movements of Kaikōura and Southshore/New Brighton (coastal suburb of Christchurch) residents following the 2016 Kaikōura earthquake. Stage 1 of the research is engaging with both these communities and relevant hazard management agencies, using a survey and community workshops to understand real-event evacuation behaviour during the 2016 Kaikōura earthquake and subsequent tsunami evacuations. The second stage is using the findings from stage 1 to inform an agent-based tsunami evacuation model, which is an approach that simulates of the movement of people during an evacuation response. This method improves on other evacuation modelling approaches to estimate evacuation times due to better representation of local population characteristics. The information provided by the communities will inform rules and interactions such as traffic congestion, evacuation delay times and routes taken to develop realistic tsunami evacuation models. This will allow emergency managers to more effectively prepare communities for future tsunami events, and will highlight recommended actions to increase the safety and efficiency of future tsunami evacuations.
The Canterbury Earthquakes of 2010 and 2011 and subsequent re-organisation and rebuilding of schools in the region is initiating a rapid transitioning from traditional classrooms and individual teaching to flexible learning spaces (FLS’s) and co-teaching. This transition is driven by the Ministry of Education property division who have specific guidelines for designing new schools, re-builds and the five and ten year property plan requirements. Boards of Trustees, school leaders and teachers are faced with the challenge of reconceptualising teaching and learning from private autonomous learning environments to co-teaching in Flexible Learning Spaces provisioned for 50 to 180 children and two to six teachers in a single space. This process involves risks and opportunities especially for teachers and children. This research project investigates the key components necessary to create effective co-teaching relationships and environments. It explores the lessons learnt from the 1970’s open plan era and the views of 40 experienced practitioners and leaders with two or more years’ experience working in collaborative teaching and learning environments in sixteen New Zealand and Australian schools. The research also considers teacher collaboration and co-teaching as evidenced in literature. The findings lead to the identification of eight key components required to create effective collaborative teaching and learning environments which are discussed using three themes of student centeredness, effective pedagogy and collaboration. Six key recommendations are provided to support the effective co-teaching in a flexible learning space: 1. Situate learners at the centre 2. The M7.8 Kaikoura Earthquake in 2016 presented a number of challenges to science agencies and institutions throughout New Zealand. The earthquake was complex, with 21 faults rupturing throughout the North Canterbury and Marlborough landscape, generating a localised seven metre tsunami and triggering thousands of landslides. With many areas isolated as a result, it presented science teams with logistical challenges as well as the need to coordinate efforts across institutional and disciplinary boundaries. Many research disciplines, from engineering and geophysics to social science, were heavily involved in the response. Coordinating these disciplines and institutions required significant effort to assist New Zealand during its most complex earthquake yet recorded. This paper explores that effort and acknowledges the successes and lessons learned by the teams involved.
Following devastating earthquakes in 2010 and 2011 in Christchurch, there is an opportunity to use sustainable urban design variables to redevelop the central city in order to address climate change concerns and reduce CO₂ emissions from land transport. Literature from a variety of disciplines establishes that four sustainable urban design variables; increased density, mixed-use development, street layout and city design, and the provision of sustainable public transport, can reduce car dependency and vehicle kilometres travelled within urban populations- widely regarded as indicators of the negative environmental effects of transport. The key question for the research is; to what extent has this opportunity been seized by NZ’s Central Government who are overseeing the central city redevelopment? In order to explore this question the redevelopment plans for the central city of Christchurch are evaluated against an adapted urban design matrix to determine whether a reduction in CO₂ emissions from land transport is likely to be achieved through their implementation. Data obtained through interviews with experts is used to further explore the extent to which sustainable urban design variables can be employed to enhance sustainability and reduce CO₂ emissions. The analysis of this data shows that the four urban design variables will feature in the Central Government’s redevelopment plans although the extent to which they are employed and their likely success in reducing CO₂ emissions will vary. Ultimately, the opportunity to redevelop the central city of Christchurch to reduce CO₂ emissions from land transport will be undermined due to timeframe, co-ordination, and leadership barriers.
Recent global tsunami events have highlighted the importance of effective tsunami risk management strategies (including land-use planning, structural and natural defences, warning systems, education and evacuation measures). However, the rarity of tsunami means that empirical data concerning reactions to tsunami warnings and tsunami evacuation behaviour is rare when compared to findings about evacuations to avoid other sources of hazard. To date empirical research into tsunami evacuations has focused on evacuation rates, rather than other aspects of the evacuation process. More knowledge is required about responses to warnings, pre-evacuation actions, evacuation dynamics and the return home after evacuations. Tsunami evacuation modelling has the potential to inform evidence-based tsunami risk planning and response. However to date tsunami evacuation models have largely focused on timings of evacuations, rather than evacuation behaviours. This Masters research uses a New Zealand case study to reduce both of these knowledge gaps. Qualitative survey data was gathered from populations across coastal communities in Banks Peninsula and Christchurch, New Zealand, required to evacuate due to the tsunami generated by the November 14th 2016 Kaikōura Earthquake. Survey questions asked about reactions to tsunami warnings, actions taken prior to evacuating and movements during the 2016 tsunami evacuation. This data was analysed to characterise trends and identify factors that influenced evacuation actions and behaviour. Finally, it was used to develop an evacuation model for Banks Peninsula. Where appropriate, the modelling inputs were informed by the survey data. Three key findings were identified from the results of the evacuation behaviour survey. Although 38% of the total survey respondents identified the earthquake shaking as a natural cue for the tsunami, most relied on receiving official warnings, including sirens, to prompt evacuations. Respondents sought further official information to inform their evacuation decisions, with 39% of respondents delaying their evacuation in order to do so. Finally, 96% of total respondents evacuated by car. This led to congestion, particularly in more densely populated Christchurch city suburbs. Prior to this research, evacuation modelling had not been completed for Banks Peninsula. The results of the modelling showed that if evacuees know how to respond to tsunami warnings and where and how to evacuate, there are no issues. However, if there are poor conditions, including if people do not evacuate immediately, if there are issues with the roading network, or if people do not know where or how to evacuate, evacuation times increase with there being more bottlenecks leading out of the evacuation zones. The results of this thesis highlight the importance of effective tsunami education and evacuation planning. Reducing exposure to tsunami risk through prompt evacuation relies on knowledge of how to interpret tsunami warnings, and when, where and how to evacuate. Recommendations from this research outline the need for public education and engagement, and the incorporation of evacuation signage, information boards and evacuation drills. Overall these findings provide more comprehensive picture of tsunami evacuation behaviour and decision making based on empirical data from a recent evacuation, which can be used to improve tsunami risk management strategies. This empirical data can also be used to inform evacuation modelling to improve the accuracy and realism of the evacuation models.
“One of the most basic and fundamental questions in urban master planning and building regulations is ‘how to secure common access to sun, light and fresh air?” (Stromann-Andersen & Sattrup, 2011). Daylighting and natural ventilation can have significant benefits in office buildings. Both of these ‘passive’ strategies have been found to reduce artificial lighting and air-conditioning energy consumption by as much as 80% (Ministry for the Environment, 2008); (Brager, et al., 2007). Access to daylight and fresh air can also be credited with improved occupant comfort and health, which can lead to a reduction of employee absenteeism and an increase of productivity (Sustainability Victoria, 2008). In the rebuild of Christchurch central city, following the earthquakes of 2010 and 2011, Cantabrians have expressed a desire for a low-rise, sustainable city, with open spaces and high performance buildings (Christchurch City Council, 2011). With over 80% of the central city being demolished, a unique opportunity to readdress urban form and create a city that provides all buildings with access to daylight and fresh air exists. But a major barrier to wide-spread adoption of passive buildings in New Zealand is their dependence on void space to deliver daylight and fresh air – void space which could otherwise be valuable built floor space. Currently, urban planning regulations in Christchurch prioritize density, allowing and even encouraging low performance compact buildings. Considering this issue of density, this thesis aimed to determine which urban form and building design changes would have the greatest effect on building performance in Central City Christchurch. The research proposed and parametrically tested modifications of the current compact urban form model, as well as passive building design elements. Proposed changes were assessed in three areas: energy consumption, indoor comfort and density. Three computer programs were used: EnergyPlus was the primary tool, simulating energy consumption and thermal comfort. Radiance/Daysim was used to provide robust daylighting calculations and analysis. UrbaWind enabled detailed consideration of the urban wind environment for reliable natural ventilation predictions. Results found that, through a porous urban form and utilization of daylight and fresh air via simple windows, energy consumption could be reduced as much as 50% in buildings. With automatic modulation of windows and lighting, thermal and visual comfort could be maintained naturally for the majority of the occupied year. Separation of buildings by as little as 2m enabled significant energy improvements while having only minimal impact on individual property and city densities. Findings indicated that with minor alterations to current urban planning laws, all buildings could have common access to daylight and fresh air, enabling them to operate naturally, increasing energy efficiency and resilience.

The government has confirmed speed limits on some of the main expressways will be lifted to 110km/h. National's MP for Kaikoura, Stuart Smith, has leaked when State Highway 1 north of Kaikoura will be re-opened - on December 15. The country's building regulator admits it needs a major overhaul after years scrambling just to react to leaky homes and the Canterbury and Kaikoura earthquakes. Peter Dunne's shock exit this week has forced both National and Labour to completely re-evaluate their strategies in the contest for the Ohariu electorate.
After 160 years of colonial settlement, Christchurch has recently experienced a sequence of devastating earthquakes and seen the need for a widespread de- and re-construction of the central city, as well as, many of the surrounding neighbourhoods and peri-urban satellite settlements. This paper will offer a view of the opportunities and restrictions to the post-earthquake re-development of Christchurch as informed by ‘growth machine’ theory. A case study investigating an illegal dump in central Christchurch will be used to assess the applicability of growth machine theory to the current disaster response.
Recent surface-rupturing earthquakes in New Zealand have highlighted significant exposure and vulnerability of the road network to fault displacement. Understanding fault displacement hazard and its impact on roads is crucial for mitigating risks and enhancing resilience. There is a need for regional-scale assessments of fault displacement to identify vulnerable areas within the road network for the purposes of planning and prioritising site-specific investigations. This thesis employs updated analysis of data from three historical surface-rupturing earthquakes (Edgecumbe 1987, Darfield 2010, and Kaikoūra 2016) to develop an empirical model that addresses the gap in regional fault displacement hazard analysis. The findings contribute to understanding of • How to use seismic hazard model inputs for regional fault displacement hazard analysis • How faulting type and sediment cover affects the magnitude and spatial distribution of fault displacement • How the distribution of displacement and regional fault displacement hazard is impacted by secondary faulting • The inherent uncertainties and limitations associated with employing an empirical approach at a regional scale • Which sections of New Zealand’s roading network are most susceptible to fault displacement hazard and warrant site-specific investigations • Which regions should prioritise updating emergency management plans to account for post-event disruptions to roading. I used displacement data from the aforementioned historical ruptures to generate displacement versus distance-to-fault curves for various displacement components, fault types, and geological characteristics. Using those relationships and established relationships for along-strike displacement, displacement contours were generated surrounding active faults within the NZ Community Fault Model. Next, I calculated a new measure of 1D strain along roads as well as relative hazard, which integrated 1D strain and normalised slip rate data. Summing these values at the regional level identified areas of heightened relative hazard across New Zealand, and permits an assessment of the susceptibility of road networks using geomorphon land classes as proxies for vulnerability. The results reveal that fault-parallel displacements tend to localise near the fault plane, while vertical and fault-perpendicular displacements sustain over extended distances. Notably, no significant disparities were observed in off-fault displacement between the hanging wall and footwall sides of the fault, or among different surface geology types, potentially attributed to dataset biases. The presence of secondary faulting in the dataset contributes to increased levels of tectonic displacement farther from the fault, highlighting its significance in hazard assessments. Furthermore, fault displacement contours delineate broader zones around dip-slip faults compared to strike-slip faults, with correlations identified between fault length and displacement width. Road ‘strain’ values are higher around dip-slip faults, with notable examples observed in the Westland and Buller Districts. As expected, relative hazard analysis revealed elevated values along faults with high slip rates, notably along the Alpine Fault. A regional-scale analysis of hazard and exposure reveals heightened relative hazard in specific regions, including Wellington, Southern Hawke’s Bay, Central Bay of Plenty, Central West Coast, inland Canterbury, and the Wairau Valley of Marlborough. Notably, the Central West Coast exhibits the highest summed relative hazard value, attributed to the fast-slipping Alpine Fault. The South Island generally experiences greater relative hazard due to larger and faster-slipping faults compared to the North Island, despite having fewer roads. Central regions of New Zealand face heightened risk compared to Southern or Northern regions. Critical road links intersecting high-slipping faults, such as State Highways 6, 73, 1, and 2, necessitate prioritisation for site-specific assessments, emergency management planning and targeted mitigation strategies. Roads intersecting with the Alpine Fault are prone to large parallel displacements, requiring post-quake repair efforts. Mitigation strategies include future road avoidance of nearby faults, modification of road fill and surface material, and acknowledgement of inherent risk, leading to prioritised repair efforts of critical roads post-quake. Implementing these strategies enhances emergency response efforts by improving accessibility to isolated regions following a major surface-rupturing event, facilitating faster supply delivery and evacuation assistance. This thesis contributes to the advancement of understanding fault displacement hazard by introducing a novel regional, empirical approach. The methods and findings highlight the importance of further developing such analyses and extending them to other critical infrastructure types exposed to fault displacement hazard in New Zealand. Enhancing our comprehension of the risks associated with fault displacement hazard offers valuable insights into various mitigation strategies for roading infrastructure and informs emergency response planning, thereby enhancing both national and global infrastructure resilience against geological hazards.
On 4 September 2010, people in Canterbury were shaken from their beds by a major earthquake. This report tells the story of the University of Canterbury (UC), its staff and its students, as they rose to the many challenges presented by the earthquake. This report however, is intended to do more than just acknowledge their hard work and determination; it also critically reflects on the things that worked well and the aspects of the response that, in hindsight, could have been done better. Luckily major events such as this earthquake do not happen every day. UC has benefited from the many universities around the world that have shared their experiences of previous disasters. This thesis is a theoretical exploration of ‘remembrance’ and its production in the interactions between people/s and the landscape. This exploration takes place in the broad context of post earthquake Christchurch with a focus on public spaces along the Ōtākaro – Avon river corridor. Memory is universal to human beings, yet memories are subjective and culturally organized and produced - the relationship between memory and place therefore operates at individual and collective levels. Design responses that facilitate opportunities to create new memories, and also acknowledge the remembered past of human – landscape relationships are critical for social cohesion and wellbeing. I draw on insights from a range of theoretical sources, including critical interpretive methodologies, to validate subjective individual and group responses to memory and place. Such approaches also allowed me, as the researcher, considerable freedom to apply memory theory through film to illustrate ways we can re-member ourselves to our landscapes. The Ōtākaro-Avon river provided the site through and in which film strategies for remembrance are explored. Foregrounding differences in Māori and settler cultural orientations to memory and landscape, has highlighted the need for landscape design to consider remembrance - those cognitive and unseen dimensions that intertwine people and place. I argue it is our task to make space for such diverse relationships, and to ensure these stories and memories, embodied in landscape can be read through generations. I do not prescribe methods or strategies; rather I have sought to encourage thinking and debate and to suggest approaches through which the possibilities for remembrance may be enhanced.

In major seismic events, a number of plan-asymmetric buildings which experienced element failure or structural collapse had twisted significantly about their vertical axis during the earthquake shaking. This twist, known as “building torsion”, results in greater demands on one side of a structure than on the other side. The Canterbury Earthquakes Royal Commission’s reports describe the response of a number of buildings in the February 2011 Christchurch earthquakes. As a result of the catastrophic collapse of one multi-storey building with significant torsional irregularity, and significant torsional effects also in other buildings, the Royal Commission recommended that further studies be undertaken to develop improved simple and effective guides to consider torsional effects in buildings which respond inelastically during earthquake shaking. Separately from this, as building owners, the government, and other stakeholders, are planning for possible earthquake scenarios, they need good estimates of the likely performance of both new and existing buildings. These estimates, often made using performance based earthquake engineering considerations and loss estimation techniques, inform decision making. Since all buildings may experience torsion to some extent, and torsional effects can influence demands on building structural and non-structural elements, it is crucial that demand estimates consider torsion. Building seismic response considering torsion can be evaluated with nonlinear time history analysis. However, such analysis involves significant computational effort, expertise and cost. Therefore, from an engineers’ point of view, simpler analysis methods, with reasonable accuracy, are beneficial. The consideration of torsion in simple analysis methods has been investigated by many researchers. However, many studies are theoretical without direct relevance to structural design/assessment. Some existing methods also have limited applicability, or they are difficult to use in routine design office practice. In addition, there has been no consensus about which method is best. As a result, there is a notable lack of recommendations in current building design codes for torsion of buildings that respond inelastically. There is a need for building torsion to be considered in yielding structures, and for simple guidance to be developed and adopted into building design standards. This study aims to undertaken to address this need for plan-asymmetric structures which are regular over their height. Time history analyses are first conducted to quantify the effects of building plan irregularity, that lead to torsional response, on the seismic response of building structures. Effects of some key structural and ground motion characteristics (e.g. hysteretic model, ground motion duration, etc.) are considered. Mass eccentricity is found to result in rather smaller torsional response compared to stiffness/strength eccentricity. Mass rotational inertia generally decreases the torsional response; however, the trend is not clearly defined for torsionally restrained systems (i.e. large λty). Systems with EPP and bilinear models have close displacements and systems with Takeda, SINA, and flag-shaped models yield almost the same displacements. Damping has no specific effect on the torsional response for the single-storey systems with the unidirectional eccentricity and excitation. Displacements of the single-storey systems subject to long duration ground motion records are smaller than those for short duration records. A method to consider torsional response of ductile building structures under earthquake shaking is then developed based on structural dynamics for a wide range of structural systems and configurations, including those with low and high torsional restraint. The method is then simplified for use in engineering practice. A novel method is also proposed to simply account for the effects of strength eccentricity on response of highly inelastic systems. A comparison of the accuracy of some existing methods (including code-base equivalent static method and model response spectrum analysis method), and the proposed method, is conducted for single-storey structures. It is shown that the proposed method generally provides better accuracy over a wide range of parameters. In general, the equivalent static method is not adequate in capturing the torsional effects and the elastic modal response spectrum analysis method is generally adequate for some common parameters. Record-to-record variation in maximum displacement demand on the structures with different degrees of torsional response is considered in a simple way. Bidirectional torsional response is then considered. Bidirectional eccentricity and excitation has varying effects on the torsional response; however, it generally increases the weak and strong edges displacements. The proposed method is then generalized to consider the bidirectional torsion due to bidirectional stiffness/strength eccentricity and bidirectional seismic excitation. The method is shown to predict displacements conservatively; however, the conservatism decreases slightly for cases with bidirectional excitation compared to those subject to unidirectional excitation. In is shown that the roof displacement of multi-storey structures with torsional response can be predicted by considering the first mode of vibration. The method is then further generalized to estimate torsional effects on multi-storey structure displacement demands. The proposed procedure is tested multi-storey structures and shown to predict the displacements with a good accuracy and conservatively. For buildings which twist in plan during earthquake shaking, the effect of P-Δλ action is evaluated and recommendations for design are made. P-Δλ has more significant effects on systems with small post- yield stiffness. Therefore, system stability coefficient is shown not to be the best indicator of the importance of P-Δλ and it is recommended to use post-yield stiffness of system computed with allowance for P-Δλ effects. For systems with torsional response, the global system stability coefficient and post- yield stiffness ration do not reflect the significance of P-Δλ effects properly. Therefore, for torsional systems individual seismic force resisting systems should be considered. Accuracy of MRSA is investigated and it is found that the MRSA is not always conservative for estimating the centre of mass and strong edge displacements as well as displacements of ductile systems with strength eccentricity larger than stiffness eccentricity. Some modifications are proposed to get the MRSA yields a conservative estimation of displacement demands for all cases.
The David and Goliath battle over a heritage building sitting in the way of a planned $473 million dollar, multi-use arena for Christchurch has ended up in court. The 25,000-seated, roofed arena is the final anchor project for the Christchurch rebuild and will be designed to host everything from All Blacks tests to big concerts. But sitting on the edge of the site, at 212 Madras Street, is the NG Building, a 115-year old warehouse that's home to a number of creative businesses. It escaped the worst of the 2011 earthquake and was strengthened by its owners: Roland Logan and Sharon Ng. They say they were told in 2013 the building could be incorporated into the arena's design, and are at loggerheads over its compulsory acquisition. Last week they were at the High Court seeking an injunction that would allow them to temporarily maintain ownership of the building, and that decision was released yesterday - and upheld. Roland joins Kathryn to discuss why they hope the building can be saved.

The 48hr Design Challenge, run by the Christchurch City Council and held at Lincoln University, provided an opportunity for Council to gain inspiration from the design and architecture industry, while testing the draft Central City Plan currently being developed. The Challenge was a response to the recent earthquakes in Christchurch and brought together local and international talent. A total of 15 teams took part in the Challenge, with seven people in each including engineers, planners, urban designers, architects and landscape architects, as well as one student on each team. The four sites within the Red Zone included the Cathedral Square and BNZ Building; 160 Gloucester Street; the Orion NZ Building at 203 Gloucester Street; and 90 Armagh Street, including the Avon River and Victoria Square. The fifth site, which sits outside the Red Zone, is the former Christchurch Women’s Hospital at 885 Colombo Street. This is team SoLA's entry for 160 Gloucester Street.
