Background Liquefaction induced land damage has been identified in more than 13 notable New Zealand earthquakes within the past 150 years, as presented on the timeline below. Following the 2010-2011 Canterbury Earthquake Sequence (CES), the consequences of liquefaction were witnessed first-hand in the city of Christchurch and as a result the demand for understanding this phenomenon was heightened. Government, local councils, insurers and many other stakeholders are now looking to research and understand their exposure to this natural hazard.

Williams is the Programme Manager of the Ministry of Education's Greater Christchurch Education Renewal Programme. The presentation is titled, "Education Renewal: A section response to the February 2011 Christchurch earthquake".The abstract for this presentation reads as follows: The Canterbury earthquakes caused a disaster recovery situation unparalleled in New Zealand's history. In addition to widespread damage to residential dwellings and destruction of Christchurch's central business district, the earthquakes damaged more than 200 schools from Hurunui in the north, to the Mackenzie District in the east, and Timaru in the south. The impact on education provision was substantial, with the majority of early childhood centres, schools and tertiary providers experiencing damage or subsequent, with the majority of early childhood centres, schools and tertiary providers experiencing damage or subsequent operational issues caused by the ensuing migration of people. Following the February earthquake, over 12,000 students had left the school they had been attending and enrolled elsewhere - often at a school outside the region. Shortened school days and compression of teaching into short periods meant shift-sharing students engaged in the curriculum being delivered in more diverse ways. School principals and staff reported increased fatigue and stress and changes in student behaviours, often related to repeated exposure to and ongoing reminders of the trauma of the earthquakes. While there has been a shift from direct, trauma-related presentations to the indirect effects of psychological adversity and daily life stresses, international experiences tells us that psychological recovery generally lags behind the immediate physical recovery and rebuilding. The Ministries of Health and Education and the Canterbury District Health Board have developed and implemented a joint action plan to address specifically the emerging mental health issues for youth in Canterbury. However, the impact of vulnerable and stressed adults on children's behaviour contributes to the overall impact of ongoing wellbeing issues on the educational outcomes for the community. There is substantial evidence supporting the need to focus on adults' resilience so they can support children and youth. Much of the Ministry's work around supporting children under stress is through supporting the adults responsible for teaching them and leading their schools. The education renewal programme exists to assist education communities to rebuild and look toward renewal. The response to the earthquakes provides a significant opportunity to better meet the needs and aspirations of children and youth people. All the parents want to see their children eager to learn, achieving success, and gaining knowledge and skills that will, in time, enable them to become confident, adaptable, economically independent adults. But this is not always the case, hence our approach to education renewal seeks to address inequities and improve outcome, while prioritising actions that will have a positive impact on learners in greatest need of assistance.

At 00:02 on 14 November, 2016 a destructive 7.8 Mw earthquake struck the North Canterbury region of New Zealand’s South Island. Prior to and following the earthquake, natural and social scientists conducted a significant amount of research on the resilience processes and recovery efforts in North Canterbury. This thesis examines community resilience in Kaikōura, a small town and district greatly impacted by the earthquake. Community resilience has been widely used in disaster risk reduction research, policy, and practice to describe how a group of individuals within a boundary respond to events, hazards, and shifts in their everyday life. Using exploratory inquiry, this thesis adopts qualitative research methods including document analysis, 24 semi-structured interviews, and participant observation to explore the idea that the recent scholarly emphasis on resilience has come at the expense of critical engagement with the complexities of communities. I draw on the idea of ‘collectives’ (comprising community-based organisations or less formal social networks with a shared purpose) as a lens to consider how, when unexpected life events happen, collectives can be regarded as a resource for change or constancy. The examination of collectives following a disaster can lend insight into the many elements of community as they bring people together in collaboration or drive them apart in conflict. This thesis therefore contributes to an enhanced practical and theoretical understanding of both community and resilience.

The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, an inventory of the stone masonry buildings in Christchurch and surrounding areas was carried out in order to assemble a database containing the characteristic features of the building stock, as a basis for studying the vulnerability factors that might have influenced the seismic performance of the stone masonry building stock during the Canterbury earthquake sequence. The damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described using a specific survey procedure currently in use in Italy. The observed performance of seismic retrofit interventions applied to stone masonry buildings is also described, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the utility of such strengthening techniques when applied to unreinforced stone masonry structures. The Canterbury earthquake sequence of 2010-2011 wrought ruptures in not only the physical landscape of Canterbury and Christchurch’s material form, but also in its social, economic, and political fabrics and the lives of Christchurch inhabitants. In the years that followed, the widespread demolition of the CBD that followed the earthquakes produced a bleak landscape of grey rubble punctuated by damaged, abandoned buildings. It was into this post-earthquake landscape that Gap Filler and other ‘transitional’ organisations inserted playful, creative, experimental projects to bring life and energy back into the CBD. This thesis examines those interventions and the development of the ‘Transitional Movement’ between July 2013 and June 2015 via the methods of walking interviews and participant observation. This critical period in Christchurch’s recovery serves as an example of what happens when do-it-yourself (DIY) urbanism is done at scale across the CBD and what urban experimentation can offer city-making. Through an understanding of space as produced, informed by Lefebvre’s thinking, I explore how these creative urban interventions manifested a different temporality to orthodox planning and demonstrate how the ‘soft’ politics of these interventions contain the potential for gentrification and also a more radical politics of the city, by creating an opening space for difference.

The current seismic design practice for reinforced concrete (RC) walls has been drawn into question following the Canterbury earthquakes. An overview of current research being undertaken at the University of Auckland into the seismic behaviour of RC walls is presented. The main objectives of this research project are to understand the observed performance of several walls in Christchurch, quantify the seismic loads on RC walls, and developed improved design procedures for RC walls that will assist in revisions to NZS 3101. A database summarising of the performance of RC wall buildings in the Christchurch CBD was collated to identify damage modes and case-study buildings. A detailed investigation is underway to verify the seismic performance of lightly reinforced concrete walls and an experimental setup has been developed to subject RC wall specimen to loading that is representative of a multi-storey building. Numerical modelling is being used to understand the observed performance of several case-study RC walls buildings in Christchurch. Of particular interest is the influence that interactions between walls and other structural elements have on the seismic response of buildings and the loads generated on RC walls.

The influence of nonlinear soil-foundation-structure interaction (SFSI) on the performance of multi-storey buildings during earthquake events has become increasingly important in earthquake resistant design. For buildings on shallow foundations, SFSI refers to nonlinear geometric effects associated with uplift of the foundation from the supporting soil as well as nonlinear soil deformation effects. These effects can potentially be beneficial for structural performance, reducing forces transmitted from ground shaking to the structure. However, there is also the potential consequence of residual settlement and rotation of the foundation. This Thesis investigates the influence of SFSI in the performance of multi-storey buildings on shallow foundations through earthquake observations, experimental testing, and development of spring-bed numerical models that can be incorporated into integrated earthquake resistant design procedures. Observations were made following the 22 February 2011 Christchurch Earthquake in New Zealand of a number of multi-storey buildings on shallow foundations that performed satisfactorily. This was predominantly the case in areas where shallow foundations, typically large raft foundations, were founded on competent gravel and where there was no significant manifestation of liquefaction at the ground surface. The properties of these buildings and the soils they are founded on directed experimental work that was conducted to investigate the mechanisms by which SFSI may have influenced the behaviour of these types of structure-foundation systems. Centrifuge experiments were undertaken at the University of Dundee, Scotland using a range of structure-foundation models and a layer of dense cohesionless soil to simulate the situation in Christchurch where multi-storey buildings on shallow foundations performed well. Three equivalent single degree of freedom (SDOF) models representing 3, 5, and 7 storey buildings with identical large raft foundations were subjected to a range of dynamic Ricker wavelet excitations and Christchurch Earthquake records to investigate the influence of SFSI on the response of the equivalent buildings. The experimental results show that nonlinear SFSI has a significant influence on structural response and overall foundation deformations, even though the large raft foundations on competent soil meant that there was a significant reserve of bearing capacity available and nonlinear deformations may have been considered to have had minimal effect. Uplift of the foundation from the supporting soil was observed across a wide range of input motion amplitudes and was particularly significant as the amplitude of motion increased. Permanent soil deformation represented by foundation settlement and residual rotation was also observed but mainly for the larger input motions. However, the absolute extent of uplift and permanent soil deformation was very small compared to the size of the foundation meaning the serviceability of the building would still likely be maintained during large earthquake events. Even so, the small extent of SFSI resulted in attenuation of the response of the structure as the equivalent period of vibration was lengthened and the equivalent damping in the system increased. The experimental work undertaken was used to validate and enhance numerical modelling techniques that are simple yet sophisticated and promote interaction between geotechnical and structural specialists involved in the design of multi-storey buildings. Spring-bed modelling techniques were utilised as they provide a balance between ease of use, and thus ease of interaction with structural specialists who have these techniques readily available in practice, and theoretically rigorous solutions. Fixed base and elastic spring-bed models showed they were unable to capture the behaviour of the structure-foundation models tested in the centrifuge experiments. SFSI spring-bed models were able to more accurately capture the behaviour but recommendations were proposed for the parameters used to define the springs so that the numerical models closely matched experimental results. From the spring-bed modelling and results of centrifuge experiments, an equivalent linear design procedure was proposed along with a procedure and recommendations for the implementation of nonlinear SFSI spring-bed models in practice. The combination of earthquake observations, experimental testing, and simplified numerical analysis has shown how SFSI is influential in the earthquake performance of multi-storey buildings on shallow foundations and should be incorporated into earthquake resistant design of these structures.
