A school pool, a BMX bike club and a music school are among twenty organisations in Christchurch that have benefitted from the final grants from an international appeal for re-building the quake-damaged city. The Christchurch Earthquake Appeal has so far raised almost 100 million dollars, and as our reporter Teresa Cowie discovered, the latest 8 million dollars that's been released from the fund is giving a welcome boost to residents.
This presentation discusses recent empirical ground motion modelling efforts in New Zealand. Firstly, the active shallow crustal and subduction interface and slab ground motion prediction equations (GMPEs) which are employed in the 2010 update of the national seismic hazard model (NSHM) are discussed. Other NZ-specific GMPEs developed, but not incorporated in the 2010 update are then discussed, in particular, the active shallow crustal model of Bradley (2010). A brief comparison of the NZ-specific GMPEs with the near-source ground motions recorded in the Canterbury earthquakes is then presented, given that these recordings collectively provide a significant increase in observed strong motions in the NZ catalogue. The ground motion prediction expert elicitation process that was undertaken following the Canterbury earthquakes for active shallow crustal earthquakes is then discussed. Finally, ongoing GMPE-related activities are discussed including: ground motion and metadata database refinement, improved site characterization of strong motion station, and predictions for subduction zone earthquakes.
The UC CEISMIC Canterbury Earthquakes Digital Archive was built following the devastating earthquakes that hit the Canterbury region in the South Island of New Zealand from 2010 – 2012. 185 people were killed in the 6.3 magnitude earthquake of February 22nd 2011, thousands of homes and businesses were destroyed, and the local community endured over 10,000 aftershocks. The program aims to document and protect the social, cultural, and intellectual legacy of the Canterbury community for the purposes of memorialization and enabling research. The nationally federated archive currently stores 75,000 items, ranging from audio and video interviews to images and official reports. Tens of thousands more items await ingestion. Significant lessons have been learned about data integration in post-disaster contexts, including but not limited to technical architecture, governance, ingestion process, and human ethics. The archive represents a model for future resilience-oriented data integration and preservation products.
Since the early 1980s seismic hazard assessment in New Zealand has been based on Probabilistic Seismic Hazard Analysis (PSHA). The most recent version of the New Zealand National Seismic Hazard Model, a PSHA model, was published by Stirling et al, in 2012. This model follows standard PSHA principals and combines a nation-wide model of active faults with a gridded point-source model based on the earthquake catalogue since 1840. These models are coupled with the ground-motion prediction equation of McVerry et al (2006). Additionally, we have developed a time-dependent clustering-based PSHA model for the Canterbury region (Gerstenberger et al, 2014) in response to the Canterbury earthquake sequence. We are now in the process of revising that national model. In this process we are investigating several of the fundamental assumptions in traditional PSHA and in how we modelled hazard in the past. For this project, we have three main focuses: 1) how do we design an optimal combination of multiple sources of information to produce the best forecast of earthquake rates in the next 50 years: can we improve upon a simple hybrid of fault sources and background sources, and can we better handle the uncertainties in the data and models (e.g., fault segmentation, frequency-magnitude distributions, time-dependence & clustering, low strain-rate areas, and subduction zone modelling)? 2) developing revised and new ground-motion predictions models including better capturing of epistemic uncertainty – a key focus in this work is developing a new strong ground motion catalogue for model development; and 3) how can we best quantify if changes we have made in our modelling are truly improvements? Throughout this process we are working toward incorporating numerical modelling results from physics based synthetic seismicity and ground-motion models.

Nine to Noon has been told that the Ministry of Business, Innovation and Employment is leading a multiagency group - including the Earthquake Commission, Fletcher Construction's EQR and the Department of Prime Minister and Cabinet - to try to identify which houses may have have had a high risk of containing asbestos and thereby quantify how many people may have been exposed. The performance of conventionally designed reinforced concrete (RC) structures during the 2011 Christchurch earthquake has demonstrated that there is greater uncertainty in the seismic performance of RC components than previously understood. RC frame and wall structures in the Christchurch central business district were observed to form undesirable cracks patterns in the plastic hinge region while yield penetration either side of cracks, and into development zones, were less than theoretical predictions. The implications of this unexpected behaviour: (i) significantly less available ductility; (ii) less hysteretic energy dissipation; and (iii) the localization of peak reinforcement strains, results in considerable doubt for the residual capacity of RC structures. The significance of these consequences has prompted a review of potential sources of uncertainty in seismic experimentation with the intention to improve the current confidence level for newly designed conventional RC structures. This paper attempts to revisit the principles of RC mechanics, in particular, to consider the influence of loading history, concrete tensile strength, and reinforcement ratio on the performance of ‘real’ RC structures compared to experimental test specimens.
This paper presents the preliminary findings of a study on the resilience and recovery of organisations following the Darfield earthquake in New Zealand on 4 September 2010. Sampling included organisations proximal and distal to the fault trace, organisations located within central business districts, and organisations from seven diverse industry sectors. The research captured information on the challenges to, the impacts on, and the reflections of the organisations in the first months of recovery. Organisations in central business districts and in the hospitality sector were most likely to close while organisations that had perishable stock and livestock were more heavily reliant on critical services. Staff well-being, cash flow, and customer loss were major concerns for organisations across all sectors. For all organisations, the most helpful factors in mitigating the effects of the earthquake to be their relationship with staff, the design and type of buildings, and critical service continuity or swift reinstatement of services.
Between September 4, 2010 and December 23, 2011, a series of earthquakes struck the South Island of New Zealand including the city of Christchurch producing heavy damage. During the strongest shaking, the unreinforced masonry (URM) building stock in Christchurch was subjected to seismic loading equal to approximately 150-200% of code values. Post-earthquake reconnaissance suggested numerous failures of adhesive anchors used for retrofit connection of roof and floor diaphragms to masonry walls. A team of researchers from the Universities of Auckland (NZ) and Minnesota (USA) conducted a field investigation on the performance of new adhesive anchors installed in existing masonry walls. Variables included adhesive type, anchor diameter, embedment length, anchor inclination, and masonry quality. Buildings were selected that had been slated for demolition but which featured exterior walls that had not been damaged. Following the devastation of the Canterbury earthquake sequence a unique opportunity exists to rebuild and restructure the city of Christchurch, ensuring that its infrastructure is constructed better than before and is innovative. By installing an integrated grid of modern sensor technologies into concrete structures during the rebuild of the Christchurch CBD, the aim is to develop a network of self-monitored ‘digital buildings’. A diverse range of data will be recorded, potentially including parameters such as concrete stresses, strains, thermal deformations, acoustics and the monitoring of corrosion of reinforcement bars. This procedure will allow an on-going complete assessment of the structure’s performance and service life, both before and after seismic activity. The data generated from the embedded and surface mounted sensors will be analysed to allow an innovative and real-time health monitoring solution where structural integrity is continuously known. This indication of building performance will allow the structure to alert owners, engineers and asset managers of developing problems prior to failure thresholds being reached. A range of potential sensor technologies for monitoring the performance of existing and newly constructed concrete buildings is discussed. A description of monitoring work conducted on existing buildings during the July 2013 Cook Strait earthquake sequence is included, along with details of current work that investigates the performance of sensing technologies for detecting crack formation in concrete specimens. The potential market for managing the real-time health of installed infrastructure is huge. Civil structures all over the world require regular visual inspections in order to determine their structural integrity. The information recorded during the Christchurch rebuild will generate crucial data sets that will be beneficial in understanding the behaviour of concrete over the complete life cycle of the structure, from construction through to operation and building repairs until the time of failure. The paper presents preliminary findings from comprehensive research studies on the liquefaction-induced damage to buildings and infrastructure in Christchurch during the 2010-2011 Canterbury earthquakes. It identifies key factors and mechanisms of damage to road bridges, shallow foundations of CBD buildings and buried pipelines, and highlights the implications of the findings for the seismic analysis and design of these structures.

War and natural disasters share many features including great loss of life, traumatised populations and haunting memories. The Christchurch earthquakes were the third most costly event of 2011 with total costs of up to $NZ30 billion. Many homes, communities, families and an established way of life have gone for ever. The paper comes from the Women’s Voices project that documents women’s narratives of earthquake trauma and loss and examines their profiles of emotional expression associated with coping. For these women in Christchurch, solace is not about talking experiences of suffering but by doing practical things that inform and are shaped by existing personal narratives. As they relayed this common arc, they also entered into national (and gendered) narrative themes of being practical, stoic, independent and resourceful in the face of tragedy and loss and so embody communal aspects of coping with loss and grief particular to the New Zealand even ‘the South Island settler’ identity narrative. These narratives suggest it useful to rethink key concepts that inform our understanding of coping with disaster and loss.
