A video of an interview with Julia Morison, a Christchurch-based artist, about her sculptures in a vacant site on the Christchurch central city. The artwork, titled 'Tree Houses for Swamp Dwellers', took over a year to make and will act as a centrepiece for the Scape Public Art festival, which begins on 27 September 2013. The sculpture was designed to provide a playground for children and a shady spot for workers on their lunch breaks. Morison also talks about how the sculpture was designed to be relocated and reconfigured so that it can be moved to a new location when construction begins on the vacant site.

The level of destruction from the 2011 Christchurch earthquakes led to changes in the New Zealand seismic building code. The destruction showed that the NZ building codes did not fully performed to expectation and needed Improvement to ensure that impact of future earthquakes would be minimised. The building codes have been amended to improve buildings resilience to earthquake and other related extreme loading conditions. Rebuilding Christchurch with the new modifications in the seismic building code comes with its own unique challenges to the entire system. This project investigates the impact of rebuilding Christchurch with the new seismic Building codes in terms of how the new changes affected the building industry and the management of construction.

After 160 years of colonial settlement, Christchurch has recently experienced a sequence of devastating earthquakes and seen the need for a widespread de- and re-construction of the central city, as well as, many of the surrounding neighbourhoods and peri-urban satellite settlements. This paper will offer a view of the opportunities and restrictions to the post-earthquake re-development of Christchurch as informed by ‘growth machine’ theory. A case study investigating an illegal dump in central Christchurch will be used to assess the applicability of growth machine theory to the current disaster response.

The Christchurch earthquakes have highlighted the importance of low-damage structural systems for minimising the economic impacts caused by destructive earthquakes. Post-tensioned precast concrete walls have been shown to provide superior seismic resistance to conventional concrete construction by minimising structural damage and residual drifts through the use of a controlled rocking mechanism. The structural response of unbonded post-tensioned precast concrete wall systems, with and without additional energy dissipating elements, were investigated by means of pseudo-static cyclic, snap back and forced vibration testing with shake table testing to be completed. Two types of post-tensioned rocking wall system were investigated; a single unbonded post-tensioned precast concrete wall or Single Rocking Wall (SRW) and a system consisting of a Precast Wall with End Columns (PreWEC). The equivalent viscous damping (EVD) was evaluated using both the pseudo-static cyclic and snap back test data for all wall configurations. The PreWEC configurations showed an increase in EVD during the snap back tests in comparison to the cyclic test response. In contrast the SRW showed lower EVD during the snap back tests in comparison to the SRW cyclic test response. Despite residual drifts measured during the pseudo-static cyclic tests, negligible residual drift was measured following the snap back tests, highlighting the dynamic shake-down that occurs during the free vibration decay. Overall, the experimental tests provided definitive examples of the behaviour of posttensioned wall systems and validated their superior performance compared to reinforced concrete construction when subjected to large lateral drifts.

Very little research exists on total house seismic performance. This testing programme provides stiffness and response data for five houses of varying ages including contributions of non-structural elements. These light timber framed houses in Christchurch, New Zealand had minor earthquake damage from the 2011 earthquakes and were lateral load tested on site to determine their strength and stiffness, and preliminary damage thresholds. Dynamic characteristics were also investigated. Various loading schemes were utilised including quasi-static loading above the foundation, unidirectional loading through the floor diaphragm, cyclic quasi-static loading and snapback tests. Dynamic analysis on two houses provided the seismic safety levels of post-quake houses with respect to local hazard levels. Compared with New Zealand Building Standards all the tested houses had an excess of strength, damage is a significant consideration in earthquake resilience and was observed in all of the houses. A full size house laboratory test is proposed.

Existing unreinforced masonry (URM) buildings are often composed of traditional construction techniques, with poor connections between walls and diaphragms that results in poor performance when subjected to seismic actions. In these cases the application of the common equivalent static procedure is not applicable because it is not possible to assure “box like” behaviour of the structure. In such conditions the ultimate strength of the structure relies on the behaviour of the macro-elements that compose the deformation mechanisms of the whole structure. These macroelements are a single or combination of structural elements of the structure which are bonded one to each other. The Canterbury earthquake sequence was taken as a reference to estimate the most commonly occurring collapse mechanisms found in New Zealand URM buildings in order to define the most appropriate macroelements.

As cities evolve, change and grow, the need and desire for adaptable architecture becomes evident across the nation. Architecture needs to undertake techniques that are flexible in order to adapt and align with the development of future generations in New Zealand.  The Education industry is a primary example of a sector which requires flexibility within both classroom architectural form and interior configuration. This is a resultant of the recently updated Ministry of Education requirements; which state that every new classroom built or renovated nationwide, must implement the MoE classroom design standards for Innovative Learning Environments.  ILE teaching spaces are configured as an open plan interior, supporting flexibility in classroom arrangement and teaching techniques. ILE classrooms are capable of evolving and adapting as educational practices evolve and change, allowing schools to remain modern and future focused.  As part of this movement to ILE, the Ministry of Education has also recently made an attempt to improve the quality of temporary classrooms. This has been done by looking into the initiation of a programme that utilizes relocatable classroom buildings. Relocatable classrooms have been selected for multiple reasons, primarily flexibility. Flexibility is key for a school environment as it allows the school to actively respond to fluctuating school rolls. It is anticipated that the programme will provide a faster delivery process with a standardised design that allows the classrooms to be relocated from one school to another with relative ease.  Following the devastating February 2011 earthquake the Greater Christchurch Region, the Education sector is in the midst of the Canterbury Schools Rebuild Programme. As a repercussion of this natural disaster, the majority of Christchurch schools have redevelopment or rebuild projects in progress, with preliminary design phases already in action for a small group of select schools regarded as high priority.  The primary funding for these projects are sourced from insurance money, implementing tight budget restrictions, affecting the architectural design, quality and speed of the construction and repair works. The available funding limits the affordable classroom options to basic teaching spaces that have been stripped back to simple architectural forms, dictating not only the re-design, but also how our future generations will learn. Thus causing the development of the new student-led learning ILE concept to become controlled by existing construction techniques and the Rebuild Programmes budget restrictions.  This thesis focuses on the future proofing of New Zealand schools by providing an affordable and time efficient alternative option to the current static, traditional construction, an option that has the ability to cater to the unpredictable fluctuating school rolls across the nation.  This has been done by developing a prefabricated system for standalone classroom blocks. These blocks have the ability to be relocated between different school sites, dynamically catering to the unpredictable school roll numbers experienced across New Zealand. This site flexibility is reflected with the interior flexibility in the classrooms, enhancing the internal teaching space composition and challenges the existing design standards set by the Ministry of Education for Innovative Learning Environments. This system is called “Flexi-Ed”.  Flexibility has been a key driver for this thesis, as the prefabricated structure is have to be flexible in three ways; first in the sense of being easy to assemble and disassemble. Second by offering flexible interior learning environments and thirdly the joints of the structure are designed with the ability to be flexible in order to cope with seismic activity. These three principles will provide schools with long term flexibility, minimal on-site interruption and heighten the standard of ILE across the nation.  I strive to provide schools with long term flexibility and minimal site interruption, whilst heightening the standard of Innovative Learning Environments across New Zealand.

A three dimensional approximately half scale experimental subassemblage is currently being tested at the University of Canterbury to investigate the effect of precast-prestressed floor units, which do not span past the internal columns, on the seismic performance of reinforced concrete moment resisting frames. This paper reports the preliminary results from the test, with the focus on elongation within the plastic hinges and strength enhancement in the frames. The preliminary results have shown that elongation between the external and internal plastic hinges varies by more than two fold. With the addition of the prestressed floor units, the strength of the moment resisting frame used in the test was found to be 25% higher than the current code specified value. In other situations, particularly where there are more than 2 bays in a moment resisting frame, greater strength enhancement may be expected. Any underestimation of beam strength is undesirable as it may result in the development of nonductile failure modes in a major earthquake.

During the past two decades, the focus has been on the need to provide communities with structures that undergo minimal damage after an earthquake event while still being cost competitive. This has led to the development of high performance seismic resisting systems, and advances in design methodologies, in order respect this demand efficiently. This paper presents the experimental response of four pre-cast, post-tensioned rocking wall systems tested on the shake-table at the University of Canterbury. The wall systems were designed as a retrofit solution for an existing frame building, but are equally applicable for use in new design. Design of the wall followed a performance-based retrofit strategy in which structural limit states appropriate to both the post-tensioned wall and the existing building were considered. Dissipation for each of the four post-tensioned walls was provided via externally mounted devices, located in parallel to post-tensioned tendons for re-centring. This allowed the dissipation devices to be easily replaced or inspected following a major earthquake. Each wall was installed with viscous fluid dampers, tension-compression yielding steel dampers, a combination of both or no devices at all – thus relying on contact damping alone. The effectiveness of both velocity and displacement dependant dissipation are investigated for protection against far-field and velocity-pulse ground motion characteristics. The experimental results validate the behaviour of ‘Advanced Flag-Shape’ rocking, dissipating solutions which have been recently proposed and numerically tested. Maximum displacements and material strains were well controlled and within acceptable bounds, and residual deformations were minimal due to the re-centring contribution from the post-tensioned tendons. Damage was confined to inelastic yielding (or fluid damping) of the external dampers.

This thesis is about many things, not least of all the September 4th 2010 and February 22nd 2011 earthquakes that shook Christchurch, New Zealand. A city was shaken, events which worked to lay open the normally invisible yet vital objects, processes and technologies which are the focus of inquiry: the sewers, pipes, pumps, the digital technologies, the land and politics which constitute the Christchurch wastewater networks. The thesis is an eclectic mix drawing together methods and concepts from Bruno Latour, John Law, Giles Deleuze and Felix Guattari, Nigel Thrift, Donna Haraway and Patrick Joyce. It is an exploration of how the technologies and objects of sanitation perform the city, and how such things which are normally hidden and obscured, are made visible. The question of visibility is also turned toward the research itself: how does one observe, and describe? How are sociological visibilities constructed? Through the research, the encountering of objects in the field, the processes of method, the pedagogy of concepts, and the construction of risk, the thesis comes to be understood as a particular kind of social scientific artefact which assembles four different accounts: the first regards the construction of visibility; the second explores Christchurch city from the control room where the urban sanitary infrastructures are monitored; the third chapter looks at the formatted and embodied practices which emerge with the correlation of the city and sanitation; the fourth looks at the changing politics of a city grappling with severely damaged essential services, land and structures. The final chapter considers how the differences between romantic and baroque sensibilities mean that these four accounts elicit knowing not through smoothness or uniformity, but in partiality and non-coherence. This thesis is about pipes, pump stations, and treatment plants; about the effluent of a city; about the messiness of social science when confronted by the equally messy world of wastewater.

<b>New Zealand has a housing crisis. High land prices and high construction costs have all contributed to unaffordable housing. Additionally, the New Zealand dream of the "quarter acre section" lifestyle that has encouraged urban sprawl throughout our major cities with increasingly unsustainable services, transport and road costs. New and exciting housing options need to be explored for urban areas. </b> Christchurch is a city in New Zealand where urban sprawl has always been prevalent. In the wake of the 2010/2011 earthquakes sprawl increased further, relocating large suburban areas yet further away from the city centre. This has caused a greater reliance on cars, and a slower revival to the city. Historically there is an aversion to higher density living. Perceived desirability is a large factor. The medium to high density solutions produced thus far have little regard for the concept of "home", with the use of substandard materials, and monotonous and repetitive design, and essentially falling short of addressing the needs of New Zealand's increasing population. "A Home with a View" looks to address the needs of New Zealanders and Christchurch, through the individual tower-house within an overarching tower-housing neighbourhood development. The design as research thesis develops a medium density tower-housing neighbourhood as a mini city-scape, through the exploration of the tower-house as an intimate space to live and observe from. Tower-housing has the potential to create a delightful, lively neighbourhood environment that contributes to quirky, new, and exciting housing options for New Zealand. The tower-house creates desire through unconventional lifestyle and highlights engaging solutions to an individual vertical housing type.

The former Earthquake Commission minister, Gerry Brownlee, is defending EQC over claims its assessors in Christchurch were not properly qualified. A growing number of homeowners in the city are discovering EQC assessors have completely missed quake damage including broken foundations costing hundreds of thousands to repair. That's been disastrous for people who've bought homes with hidden damage who are sometimes finding private insurers unwilling to cover the cost of putting right mistakes made by EQC. The company hired by EQC to carry out repairs was Fletcher Construction. Its chief executive at the time, Mark Binns, told Checkpoint that EQC probably hired unqualified people to assess quake damaged homes. Gerry Brownlee refused to be drawn on the comments from Mr Binns. But when asked by RNZ Christchurch reporter, Conan Young, if it was acceptable to have retired policemen, school principals and vacuum cleaner salesmen carrying out assessments for EQC, he admitted finding enough people to do the job was a challenge.

The 2010 Darfield earthquake is the largest earthquake on record to have occurred within 40 km of a major city and not cause any fatalities. In this paper the authors have reflected on their experiences in Christchurch following the earthquake with a view to what worked, what didn’t, and what lessons can be learned from this for the benefit of Australian earthquake preparedness. Owing to the fact that most of the observed building damage occurred in Unreinforced Masonry (URM) construction, this paper focuses in particular on the authors’ experience conducting rapid building damage assessment during the first 72 hours following the earthquake and more detailed examination of the performance of unreinforced masonry buildings with and without seismic retrofit interventions.

Recent advances in timber design at the University of Canterbury have led to new structural systems that are appropriate for a wide range of building types, including multi-storey commercial office structures. These buildings are competitive with more traditional construction materials in terms of cost, sustainability and structural performance. This paper provides seismic design recommendations and analytical modelling approaches, appropriate for the seismic design of post-tensioned coupled timber wall systems. The models are based on existing seismic design theory for precast post-tensioned concrete, modified to more accurately account for elastic deformation of the timber wall systems and the influence of the floor system. Experimental test data from a two storey post-tensioned timber building, designed, constructed and tested at the University of Canterbury is used to validate the analytical models.

The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, the damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described. A detailed technical description of the most prevalently observed failure mechanisms is provided, with reference to recognised failure modes for unreinforced masonry structures. The observed performance of existing seismic retrofit interventions is also provided, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the vulnerability of similar strengthening techniques when applied to unreinforced stone masonry structures.

New Zealand has a long tradition of using light timber frame for construction of its domestic dwellings. After the most recent earthquakes (e.g. Canterbury earthquakes sequence), wooden residential houses showed satisfactory life safety performance which aligns with New Zealand design codes requirements. However, poor performance was reported in terms of their seismic resilience that can be generally associated with community demands. Future expectations of the seismic performance of wooden-framed houses by homeowners were assessed in this research. Homeowners in the Wellington region were asked in a survey about the levels of safety and expected possible damage in their houses after a seismic event. Findings bring questions about whether New Zealand code requirements are good enough to satisfy community demands. Also, questions whether available information of strengthening techniques to structurally prepare wooden-framed houses to face future major earthquakes can help to make homeowners feel safer at home during major seismic events.

This dissertation addresses a diverse range of topics in the physics-based broadband ground motion simulation, with a focus on New Zealand applications. In particular the following topics are addressed: the methodology and computational implementation of a New Zealand Velocity Model for broadband ground motion simulation; generalised parametric functions and spatial correlations for seismic velocities in the Canterbury, New Zealand region from surface-wave-based site characterisation; and ground motion simulations of Hope Fault earthquakes. The paragraphs below outline each contribution in more detail. A necessary component in physics-based ground motion simulation is a 3D model which details the seismic velocities in the region of interest. Here a velocity model construction methodology, its computational implementation, and application in the construction of a New Zealand velocity model for use in physics-based broadband ground motion simulation are presented. The methodology utilises multiple datasets spanning different length scales, which is enabled via the use of modular sub-regions, geologic surfaces, and parametric representations of crustal velocity. A number of efficiency-related workflows to decrease the overall computational construction time are employed, while maintaining the flexibility and extensibility to incorporate additional datasets and re- fined velocity parameterizations as they become available. The model comprises explicit representations of the Canterbury, Wellington, Nelson-Tasman, Kaikoura, Marlborough, Waiau, Hanmer and Cheviot sedimentary basins embedded within a regional travel-time tomography-based velocity model for the shallow crust and provides the means to conduct ground motion simulations throughout New Zealand for the first time. Recently developed deep shear-wave velocity profiles in Canterbury enabled models that better characterise the velocity structure within geologic layers of the Canterbury sedimentary basin to be developed. Here the development of depth- and Vs30-dependent para-metric velocity and spatial correlation models to characterise shear-wave velocities within the geologic layers of the Canterbury sedimentary basin are presented. The models utilise data from 22 shear-wave velocity profiles of up to 2.5km depth (derived from surface wave analysis) juxtaposed with models which detail the three-dimensional structure of the geologic formations in the Canterbury sedimentary basin. Parametric velocity equations are presented for Fine Grained Sediments, Gravels, and Tertiary layer groupings. Spatial correlations were developed and applied to generate three-dimensional stochastic velocity perturbations. Collectively, these models enable seismic velocities to be realistically represented for applications such as 3D ground motion and site response simulations. Lastly the New Zealand velocity model is applied to simulate ground motions for a Mw7.51 rupture of the Hope Fault using a physics-based simulation methodology and a 3D crustal velocity model of New Zealand. The simulation methodology was validated for use in the region through comparison with observations for a suite of historic small magnitude earthquakes located proximal to the Hope Fault. Simulations are compared with conventionally utilised empirical ground motion models, with simulated peak ground velocities being notably higher in regions with modelled sedimentary basins. A sensitivity analysis was undertaken where the source characteristics of magnitude, stress parameter, hypocentre location and kinematic slip distribution were varied and an analysis of their effect on ground motion intensities is presented. It was found that the magnitude and stress parameter strongly influenced long and short period ground motion amplitudes, respectively. Ground motion intensities for the Hope Fault scenario are compared with the 2016 Kaikoura Mw7.8 earthquake, it was found that the Kaikoura earthquake produced stronger motions along the eastern South Island, while the Hope Fault scenario resulted in stronger motions immediately West of the near-fault region. The simulated ground motions for this scenario complement prior empirically-based estimates and are informative for mitigation and emergency planning purposes.

It is fast becoming common practice for civil engineering infrastructure and building structures to be designed to achieve a set of performance objectives. To do so, consideration is now being given to systems capable of sustaining minimal damage after an earthquake while still being cost competitive. This has led to the development of high performance seismic resisting systems, followed by advances in design methodologies. The paper presents the experimental response of four pre-cast, post-tensioned rocking walls with high-performing dissipating solutions tested on the shake-table at the University of Canterbury. The wall systems were designed as a retrofit solution for an existing frame building however, can also be used for the design of new, high-performance structures. The use of externally mounted dampers allowed numerous dissipation schemes to be explored including mild-steel dampers (hysteretic dampers), viscous dampers, a combination of both or no dampers. The advantages of both velocity and displacement dependant dissipation was investigated for protection against strong ground motions with differing rupture characteristics i.e. far-field and near-field events. The experimental results are used to verify a proposed design procedure for post-tensioned rocking systems with supplementary hysteretic and viscous dissipation. The predicted response compared well with the measured shake-table response.

To address the provocation provided by the editors I wish to reflect upon the ongoing civic and artistic responses to the earthquakes in Christchurch, New Zealand, 2010-11, in which 185 people lost their lives (largely due to poor engineering and construction practices). Whilst the example is very different in character from that of efforts to memorialize July 22, 2011, I wish to use the case to briefly respond to the issue of temporality as raised by Jacques Rancière in his critique of the ‘endless work of mourning’ produced by testimonial art. The orientation of this mourning, he argues, is always backward-looking, characterized by, ‘a reversal of the flow of time: the time turned towards an end to be accomplished – progress, emancipation or the Other – is replaced by that turned towards the catastrophe behind us.’ How might memorial practices divide their gaze between remembered pasts and possible futures? It was so nearly lost. As the Christ Church Anglican Cathedral is being rebuilt, historian Edmund Bohan is releasing a history of the distinctive Gothic building. It shows it was controversial even before work started on designing it, let alone building in. From the laying of the foundations to the official opening, it took 40 years, after squabbles over pretty much every aspect of its construction - not to mention the huge problems raising the money to build it in the City Centre. In Heart of the City: The Story of Christchurch's Controversial Cathedral, Edmund is critical of the former Anglican Bishop Victoria Matthews' determination to demolish the badly-damaged cathedral after the Canterbury earthquakes, to replace it with a modern church. And he tells Lynn Freeman he's very much looking forward to seeing the Cathedral restored to its former glory after a lengthy and pricey rebuild. But first he sets the scene. Back in the 1860s, there was controversy over where the cathedral should go, its design, whether it should be in stone or timber - even if there should be a cathedral built at all! Following the 2010/2011 Canterbury earthquakes the seismic design of buildings with precast concrete panels has received significant attention. Although this form of construction generally performed adequately in Christchurch, there were a considerable number of precast concrete panel connection failures. This observation prompted a review of more than 4700 panel details from 108 buildings to establish representative details used in both existing and new multi-storey and low rise industrial precast concrete buildings in three major New Zealand cities of Auckland, Wellington and Christchurch. Details were collected from precast manufacturers and city councils and were categorised according to type. The detailing and quantity of each reviewed connection type in the sampled data is reported, and advantages and potential deficiencies of each connection type are discussed. The results of this survey provide a better understanding of the relative prevalence of common detailing used in precast concrete panels and guidance for the design of future experimental studies. http://www.nzsee.org.nz/publications/nzsee-quarterly-bulletin/

Two days after the 22 February 2011 M6.3 earthquake in Christchurch, New Zealand, three of the authors conducted a transect of the central city, with the goal of deriving an estimate of building damage levels. Although smaller in magnitude than the M7.1 4 September 2010 Darfield earthquake, the ground accelerations, ground deformation and damage levels in Christchurch central city were more severe in February 2011, and the central city was closed down to the general public. Written and photographic notes of 295 buildings were taken, including construction type, damage level, and whether the building would likely need to be demolished. The results of the transect compared favourably to Civil Defence rapid assessments made over the following month. Now, more than one year and two major aftershocks after the February 2011 earthquake these initial estimates are compared to the current demolition status to provide an updated understanding of the state of central Christchurch.

During the 2010/2011 Canterbury earthquakes, Reinforced Concrete Frame with Masonry Infill (RCFMI) buildings were subjected to significant lateral loads. A survey conducted by Christchurch City Council (CCC) and the Canterbury Earthquake Recovery Authority (CERA) documented 10,777 damaged buildings, which included building characteristics (building address, the number of storeys, the year of construction, and building use) and post-earthquake damage observations (building safety information, observed damage, level of damage, and current state of the buildings). This data was merged into the Canterbury Earthquake Building Assessment (CEBA) database and was utilised to generate empirical fragility curves using the lognormal distribution method.
