Earthquake Recovery Minister Gerry Brownlee has backed off on his threats to the Christchurch City Council and one of the New Zealand Greenpeace activists is freed from a Russian detention centre.
Signs posted the fence cordoning off High Street. They read "Welcome to Limboland, just waiting!", "Christchurch Economic Recovery Abandoned", and "We're raising $50,000 for our City C96 FM".

The video includes presentations by Canterbury Earthquake Recovery Minister Gerry Brownlee and Warwick Isaacs, the Director of the CCDU. Brownlee and Isaacs announce the acquisition of properties within the central city, and the creation of a green space bordering the central city. They also announce the building of a convention centre, stadium, and sports facility.
The rebuild of central Christchurch has been taken out of the control of the city council and will now be managed by a newly formed unit within the Government's Earthquake Recovery Authority.
As Christchurch prepares to mark 10 years since its deadly earthquake, the impact of that day continues to be felt differently. The less affluent eastern suburbs, which bore the brunt of the damage, continue to lag behind the rest of the city in their recovery. The former dean of Christchurch and fellow east sider, Peter Beck, told Conan Young that while government agencies such as EQC often failed people in their hour of need, what did not fail was the willingness of people to help out their neighbours.

The newly elected Christchurch City Council had its first meeting with the Earthquake Recovery Minister last night, and councillors say it was the beginning of a much better working relationship.
The Canterbury Earthquake Recovery Minister has been forced to concede he's received official advice on the Christchurch City Council selling some of its assets to help pay for rebuilding the city.

The Earthquake Recovery Authority is knocking on the door of every red and orange zone resident in Christchurch to check on their welfare and offer them temporary accommodation if they need it.
We examine the role of business interruption insurance in business recovery following the Christchurch earthquake in 2011 in the short- and medium-term. In the short-term analysis, we ask whether insurance increases the likelihood of business survival in the aftermath of a disaster. We find only weak evidence that those firms that had incurred damage, but were covered by business interruption insurance, had higher likelihood of survival post-quake compared with those firms that did not have insurance. This absence of evidence may reflect the high degree of uncertainty in the months following the 2011 earthquake and the multiplicity of severe aftershocks. For the medium-term, our results show a more explicit role for insurance in the aftermath of a disaster. Firms with business interruption insurance have a higher probability of increasing productivity and improved performance following a catastrophe. Furthermore, our results show that those organisations that receive prompt and full payments of their claims have a better recovery, in terms of profitability and a subjective ‘”better off” measure’ than those that had protracted or inadequate claim payments (less than 80% of the claim paid within 2.5 years). Interestingly, the latter group does worse than those organisations that had damage but no insurance coverage. This analysis strongly indicates the importance not only of good insurance coverage, but of an insurance system that also delivers prompt claim payments. As a first paper attempting to empirically identify a causal effect of insurance on business recovery, we also emphasize some caveats to our analysis.

This participant-observation study explores the process of gathering and evaluating both financial and non-financial information and communication and transfer of that information within a medium-size Electrical Company in Christchurch, New Zealand. The previous literature has established the importance and the main characteristics of small and medium enterprises (SMEs), mainly studying manufacturing companies. However, there has been little research done in New Zealand on the overall communication process and the financial and non-financial information usage in a small-medium enterprise. Face-to-face interviews were carried out with all the office employees and two partners, along with a ten month participant-observation in the Electrical Company in order to understand how financial and non-financial information is communicated and processed in an SME. Also, research in an SME that has overcome the 2008 economic depression and several major earthquakes allows a deep understanding of lessons learned and what is valued by the Electrical Company. The research has found characteristics of this SME similar to those that have been mentioned in previous literature. However, the partners of the Electrical Company understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. Moreover, the partners use more than just financial information to manage the company. They gather non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch.
