Context - The Reds (Queensland) and Crusaders (Christchurch) played on the 11th July in the Final of the Investec Super Rugby competition at Suncorp Stadium, Brisbane. The comment referring to 'one zone' relates to the dividing Christchurch, after the earthquakes, into zones labelled with different colours that indicates whether buildings have to be removed, or can be repaired or whether a decision has yet to be made or they are ok. Context: After the 22 Feburary 2011 earthquake in Christchurch, the central business district (CBD) was marked as a red zone. Red zone areas were deemed unsuitable for habitation due to significant damage and at high risk of further damage from low levels of earth shaking. CERA (Christchurch Earthquake Recovery Authority) ran public bus tours of the Christchurch CBD from November to December 2011. The form allowed contractors to apply for the authorisation to enter the Christchurch Red Zone after the 22 February 2011 earthquake. Information on the back reads, "What does this authorisation mean for me? I am wearing appropriate personal protection clothing and equipment. At all times DO NOT enter any red placarded building. You may enter a yellow placarded building for a period of time (no longer than 30 minutes) and follow the instruction of the escorts. A green placarded building may be accessed for longer periods. Please note: do not enter any buildings which are not for the purpose of your authorisation".
