While there are varying definitions of the term ‘social cohesion’, a number of common themes regularly surface to describe what cohesive societies look like. Previous studies using known indicators of social cohesion have often been conducted at the international level for cross-country comparison, while there has been less focus on social cohesion within countries. The purpose of this research is to identify if indicators of social cohesion can be used to map trends at the city level in order to draw meaningful conclusions, particularly in the aftermath of a natural disaster. Using known indicators of social cohesion and Christchurch City as the basis for this study, variations in social cohesion have been found within the city wards, that preceded but were affected by the events of the Canterbury earthquakes during 2010/11. These findings have significant policy implications for the future of Christchurch, as city leaders work towards the recovery of and subsequent rebuilding of communities.
The David and Goliath battle over a heritage building sitting in the way of a planned $473 million dollar, multi-use arena for Christchurch has ended up in court. The 25,000-seated, roofed arena is the final anchor project for the Christchurch rebuild and will be designed to host everything from All Blacks tests to big concerts. But sitting on the edge of the site, at 212 Madras Street, is the NG Building, a 115-year old warehouse that's home to a number of creative businesses. It escaped the worst of the 2011 earthquake and was strengthened by its owners: Roland Logan and Sharon Ng. They say they were told in 2013 the building could be incorporated into the arena's design, and are at loggerheads over its compulsory acquisition. Last week they were at the High Court seeking an injunction that would allow them to temporarily maintain ownership of the building, and that decision was released yesterday - and upheld. Roland joins Kathryn to discuss why they hope the building can be saved.
An exceedingly large 'Gerry' Brownlee, the Minister for Earthquake Recovery, rises from a chair, holding a briefcase labeled 'CERA' and calling for 'Bob' Parker, the mayor of Christchurch. The thin Parker was flattened against Brownlee's enormous rear, when Brownlee sat on the chair. Brownlee and Parker had a strained relationship, with the government taking an increasing amount of control in local decision making. After ongoing assurances by Parker that Christchurch City Council would meet all of International Accreditation New Zealand's requirements on issuing building consents, Brownlee announced in June 2013 without Parker's prior knowledge that the authority had withdrawn its accreditation. New Zealand is one of the most highly urbanised countries in the world with well over 87 per cent of us living in 138 recognised urban centres, yet the number of people residing in inner city areas is proportionally very low. Householders have been exercising their preference for suburban or rural areas by opting for low density suburban environments. It is widely agreed that productivity and sustainability increase when people aggregate in the inner city, however there is a perceived trade-off between the density and liveability of an area. Achieving liveability in the inner city is concerned with reducing the pressures which emerge from higher population densities. Promoting inclusive societies, revitalising underutilised cityscapes, ensuring accessibility and fostering sense of place, are all elements essential to achieving liveable communities. The rebuild following the 2010 and 2011 Canterbury earthquakes provides Christchurch with an opportunity to shape a more environmentally sustainable, economically vibrant and liveable city. This research involves undertaking a case study of current inner city liveability measures and those provided for through the rebuild. A cross-case analysis with two of the world’s most liveable cities, Melbourne and Vancouver, exposes Christchurch’s potential shortcomings and reveals practical measures the city could implement in order to promote liveability.
"Prior to the devastating 2010-2011 Canterbury earthquakes, the city of Christchurch was already exhibiting signs of a housing affordability crisis. The causes and symptoms were similar to those being experienced in Auckland, but the substantial damage to the housing stock caused by the earthquakes added new dimensions and impetus to the problem. Large swathes of the most affordable housing stock in the east of the city were effectively destroyed by the earthquakes. In itself this would have pushed the mean house price upwards, but compounding problems exacerbated the situation. These include the price effects of reduced supply of both rented and owned housing and increased demand from both displaced residents and an influx of rebuild workers. The need for additional temporary housing while repairs were undertaken and the associated insurance pay-outs bidding up rents with improved rental returns leading to increased interest in property investment. Land supply constraints and consenting issues inhibiting the build of new housing and political infighting and uncertainty regarding the future of parts of the city leading to a flight of development activity to peripheral locations and adjoining local authorities. Concerns that the erosion of the city council rating base combined with inadequacy of insurance cover for infrastructure will lead to large rates increases, increased development costs and reduced amenities and services in future years. There is a critical strand of literature suggesting that there are no ‘natural’ disasters (Abramovitz, 2001; Anderson and Woodrow, 1998; Clarke, 2008; Hinchliffe, 2004). There are only those that leave us – the people - more or less shaken and disturbed. There may be some substance to this; for example, how many readers recall the 7.8 magnitude earthquake centred in Fiordland in July 2009? Because it was so far away from a major centre and very few people suffered any consequences, the number is likely to be far fewer than those who remember (all too vividly) the relatively smaller 7.1 magnitude Canterbury quake of September 4th 2010 and the more recent 6.3 magnitude February 22nd 2011 event. One implication of this construction of disasters is that seismic events, like those in Canterbury, are as much socio-political as they are geological. Yet, as this paper shows, the temptation in recovery is to tick boxes and rebuild rather than recover, and to focus on hard infrastructure rather than civic expertise and community involvement. In this paper I draw upon different models of community engagement and use Putnam’s (1995) notion of ‘social capital’ to frame the argument that ‘building bridges’ after a disaster is a complex blend of engineering, communication and collaboration. I then present the results of a qualitative research project undertaken after the September 4th earthquake. This research helps to illustrate the important connections between technical rebuilding, social capital, recovery processes and overall urban resilience.
Queenstown and Christchurch are twin poles of New Zealand's landscape of risk. As the country's 'adventure capital', Queenstown is a spectacular landscape in which risk is a commodity. Christchurch's landscape is also risky, ruptured by earthquakes, tentatively rebuilding. As a far-flung group of tiny islands in a vast ocean, New Zealand is the poster-child of the sublime. Queenstown and Christchurch tell two different, yet complementary, stories about the sublime. Christchurch and Queenstown are vehicles for exploring the 21st-century sublime, for reflecting on its expansive influence on shaping cultural landscapes. Christchurch and Queenstown stretch and challenge the sublime's influence on the designed landscape. Circling the paradoxes of risk and safety, suffering and pleasure, the sublime feeds an infinite appetite for fear as entertainment, and at the same time calls for an empathetic caring for a broken landscape and its residents.

The rock-blasting work was paid for by two Christchurch couples whose properties were red-zoned and red-stickered. The couples hope that the blasting work will encourage CERA to change their land zoning from red to green, allowing them to rebuild their homes on the same sites.
Social media have changed disaster response and recovery in the way people inform themselves, provide community support and make sense of unfolding and past events online. During the Canterbury earthquakes of 2010 and 2011 social media platforms such as Facebook and Twitter became part of the story of the quakes in the region, as well as a basis for ongoing public engagement during the rebuild efforts in Christchurch. While a variety of research has been conducted on the use of social media in disaster situations (Bruns & Burgess, 2012; Potts, Seitzinger, Jones, & Harrison, 2011; Shklovski, Palen, & Sutton, 2008), studies about their uses in long-term disaster recovery and across different platforms are underrepresented. This research analyses networked practices of sensemaking around the Canterbury earthquakes over the course of disaster response, recovery and rebuild, focussing on Facebook and Twitter. Following a mixed methodological design data was gathered in interviews with people who started local Facebook pages, and through digital media methods of data collection and computational analysis of public Facebook pages and a historical Twitter dataset gathered around eight different earthquake-related events between 2010 and 2013. Data is further analysed through discursive and narrative tools of inquiry. This research sheds light on communication practices in the drawn-out process of disaster recovery on the ground in connecting different modes of discourse. Examining the ongoing negotiation of networked identities through technologically mediated social practices during Canterbury’s rebuild, the connection between online environments and the city of Christchurch, as a physical place, is unpacked. This research subsequently develops a new methodology to study social media platforms and provide new and detailed information on both the communication practices in issue-based online publics and the ongoing negotiation of the impact of the Canterbury earthquakes through networked digital means.

The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand. This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.
Over 900 buildings in the Christchurch central business district and 10,000 residential homes were demolished following the 22nd of February 2011 Canterbury earthquake, significantly disrupting the rebuild progress. This study looks to quantify the time required for demolitions during this event which will be useful for future earthquake recovery planning. This was done using the Canterbury Earthquake Recovery Authority (CERA) demolition database, which allowed an in-depth look into the duration of each phase of the demolition process. The effect of building location, building height, and the stakeholder which initiated the demolition process (i.e. building owner or CERA) was investigated. The demolition process comprises of five phases; (i) decision making, (ii) procurement and planning, (iii) demolition, (iv) site clean-up, and (v) completion certification. It was found that the time required to decide to demolish the building made up majority of the total demolition duration. Demolition projects initiated by CERA had longer procurement and planning durations, but was quicker in other phases. Demolished buildings in the suburbs had a longer decision making duration, but had little effect on other phases of the demolition process. The decision making and procurement and planning phases of the demolition process were shorter for taller buildings, though the other phases took longer. Fragility functions for the duration of each phase in the demolition process are provided for the various categories of buildings for use in future studies.
Principal contractors can achieve better financial performance in civil construction projects by increasing the proportion of works delivered by subcontractors. However, anecdotally the use of subcontractors is thought to be make principal contractors less competitive due to compounding profit margins. This study found that projects with a higher proportion of subcontracted work exhibit better financial results than projects with less work delivered by subcontractors. This study uses the Christchurch Infrastructure Alliance (known as the Stronger Christchurch Infrastructure Rebuild Team, SCIRT) as a case study to observe why principal contracting firms engage subcontractors and the effect subcontracting has on the overall performance of a construction project. Five top tier civil contracting firms (known as ‘delivery teams’) participated in the alliance. Each team was responsible for the delivery of individual projects. A sample of 334 individual SCIRT projects were analysed, and key delivery team staff were surveyed, to investigate the effect subcontractor engagement has on performance. Between the five delivery teams there were clear differences in how much work was delivered via subcontracts. The extent of this subcontractor engagement had a significant effect on the relative performance of the principal contractor. A positive correlation between subcontractor engagement and overall financial performance is observed, and a negative correlation is observed between subcontractor engagement and non-financial performance. Although the causes of these relationships appear complex, the primary reason appears to be that subcontracting fosters increased productivity by cascading financial performance incentives closer to the physical construction task. To maximise competitiveness and financial performance, principal contractors must embrace the use of subcontractors and develop efficient systems of managing subcontracted work.
Christchurch Ōtautahi, New Zealand, is a city of myriad waterways and springs. Māori, the indigenous people of New Zealand, have water quality at the core of their cultural values. The city’s rivers include the Avon/Ōtākaro, central to the city centre’s aesthetic appeal since early settlement, and the Heathcote/Ōpāwaho. Both have been degraded with increasing urbanisation. The destructive earthquake sequence that occurred during 2010/11 presented an opportunity to rebuild significant areas of the city. Public consultation identified enthusiasm to rebuild a sustainable city. A sustainable water sensitive city is one where development is constructed with the water environment in mind. Water sensitive urban design applies at all scales and is a holistic concept. In Christchurch larger-scale multi-value stormwater management solutions were incorporated into rapidly developed greenfield sites on the city’s outskirts and in satellite towns, as they had been pre-earthquake. Individual properties on greenfield sites and within the city, however, continued to be constructed without water sensitive features such as rainwater tanks or living roofs. This research uses semi-structured interviews, policy analysis, and findings from local and international studies to investigate the benefits of building-scale WSUD and the barriers that have resulted in their absence. Although several inter-related barriers became apparent, cost, commonly cited as a barrier to sustainable development in general, was strongly represented. However, it is argued that the issue is one of mindset rather than cost. Solutions are proposed, based on international and national experience, that will demonstrate the benefits of adopting water sensitive urban design principles including at the building scale, and thereby build public and political support. The research is timely - there is still much development to occur, and increasing pressures from urban densification, population growth and climate change to mitigate.

We're broadcasting today from Christchurch on the second anniversary of the six point three magnitude earthquake which devastated this city. One hundred and eighty five died in the quake and today at midday a memorial service will be held in Latimer Square. After two years, the pace of the rebuild is growing, but for some, so is frustration. More than seven thousand property owners in the residential red zone received a buyout offer from the government. Most of those have taken it - but there are a few who haven't.

Lincoln University and CBRE, a commercial real estate service provider, have conducted research to investigate the impacts of the Canterbury earthquake on the commercial office market in Christchurch. The 22 February 2011 Canterbury earthquake had a devastating impact on Christchurch property with significant damage caused to land and buildings. As at January 2012, around 740 buildings have either been demolished or identified to be demolished in central Christchurch. On top of this, around 140 buildings have either been partially demolished or identified to be partially demolished. The broad aims of our research are to (i) examine the nature and extent of the CBD office relocation, (ii) identify the nature of the occupiers, (iii) determine occupier’s perceptions of the future: their location and space needs post the February earthquake, and the likelihood of relocating back to the CBD after the rebuild, and (iv) find out what occupiers see as the future of the CBD, and how they want this to look.

Context - Former ACT leader Rodney Hide in his role as Minister for Local Government likes 'supercities' and Hone Harawira has left the Maori Party, fed up with the compromises he believes they have to make to suit their coalition agreement with the National government. Context - The minister says he is happy with the speed of the work being done, as he wants tomake sure those involved in the rebuild portion of the recovery effort are well prepared. The bill establishes the Canterbury Earthquake Recovery Authority (Cera) and empowers it to lead reconstruction efforts in Christchurch. It gives Cera specific powers to get information from any source, to requisition and build on land and to carry out demolitions. Labour's proposing a special court be set up just to deal with earthquake insurance claims, as part of a policy around the Christchurch rebuild. The policy would see an Earthquake Court established to try to speed up the settling of 9,755 outstanding "over cap" insurance claims. John Banks will be gone by Friday from Parliament, at the behest of the ACT party with a gentle nudge from the Nats as well. The PM thinks it's a joke that the Civilian political party, run by Ben Uffindell and named after his satirical webite, will receive $33,000 of taxpayer funding for the coming election.

The Christchurch earthquakes brought to an abrupt halt a process of adaptive reuse and gentrification that was underway in the south eastern corner of the central business district. The retail uses that were a key to the success of this area pre-earthquake could be characterised as small, owner operated, quirky, bohemian, chaotic and relatively low rent. This research reports on the progress of a long term, comprehensive case study that follows the progress of these retailers both before and after the earthquakes. Findings include the immediate post-earthquake intentions to resume business in the same location as soon as possible were thwarted by government imposed cordons of the CBD that were only lifted nearly three years later. But, businesses were resilient and generally reinvented themselves quickly in alternative suburban locations where government “rebuild” restrictions were absent. It remains to be seen if this type of retail will ever return to the CBD as government imposed plans and the rents demanded for retail space in new buildings appear to preclude small owner-operated businesses.
Christchurch was struck by a 6.3 magnitude earthquake on the 22 February 2011. The quake devastated the city, taking lives and causing widespread damage to the inner city and suburban homes. The central city lost over half its buildings and over 7000 homes were condemned throughout Christchurch. The loss of such a great number of homes has created the requirement for new housing to replace those that were lost. Many of which were located in the eastern, less affluent, suburbs. The response to the housing shortage is the planned creation of large scale subdivisions on the outskirts of the city. Whilst this provides the required housing it creates additional sprawl to a city that does not need it. The extension of Christchurch’s existing suburban sprawl puts pressure on roading and pushes residents further out of the city, creating a disconnection between them. Christchurch’s central city had a very small residential population prior to the earthquakes with very few options for dense inner city living. The proposed rebuild of the inner city calls for a new ‘dense, vibrant and diverse central hub’. Proposing the introduction of new residential units within the central city. However the placement of the low-rise housing in a key attribute of the rebuild, the eastern green ‘Frame’, diminishes its value as open green space. The proposed housing will also be restrictive in its target market and therefore the idea of a ‘vibrant’ inner city is difficult to achieve. This thesis acts as response to the planned rebuild of inner Christchurch. Proposing the creation of a model for inner city housing which provides an alternative option to the proposed housing and existing and ongoing suburban sprawl. The design options were explored through a design-led process were the options were critiqued and developed. The ‘final’ proposal is comprises of three tall towers, aptly named the Triple Towers, which condense the proposed low-rise housing from an 11000 square metre footprint to combined footprint of 1500 square metres. The result is an expansion of the publicly available green space along the proposed eastern frame of the city. The height of the project challenges the height restrictions and is provocative in its proposal and placement. The design explores the relationships between the occupants, the building, the ‘Frame’ and the central city. The project is discussed through an exploration of the architecture of Rem Koolhaas, Renzo Piano and Oscar Niemeyer. Rather than their architecture being taken as a direct influence on which the design is based the discussion revolves around how and why each piece of comparative architecture is relevant to the designs desired outcome.
The University of Canterbury has initialized a research program focusing on the seismic sustainability of structures. As part of this program, the relative seismic sustainability of various structures will be assessed to identify those with the highest sustainability for the Christchurch rebuild and general use in New Zealand. This preliminary case study assesses one reinforced concrete (RC) frame structure and one RC wall structure. The scenario loss is evaluated for two earthquake records considering direct losses only in order to explain and illustrate the methodology.
