Aerial footage of the Christchurch central city, taken in April 2011, several months after the 22 February 2011 earthquake. The video shows damage to the Cathedral of the Blessed Sacrament, Manchester Street, the Press building, the Octagon Live restaurant, St Elmo Courts, Cashel Mall, the Regent Theatre, the Arts Centre, Woolsack Lane, and the Farmers Building car park. It also shows USAR members meeting in Cathedral Square.

Construction delays and cost over-runs are prolonging the earthquake risks facing patients and staff at Christchurch hospital. Six major hospital buildings at the central city site have been listed as earthquake prone since May, but there is no safer space to shift patients into. Christchurch Hospital boss David Meates pron; Mates says the hospital is still basically a construction site. One earthquake prone building has roof tanks containing 75 tonnes of water. Mr Meates told RNZ reporter Phil Pennington removing the water from the tanks in the meantime is not an option.

Eye patients in South Auckland face threats to their eyesight because of long waits for treatment. But patients in central Auckland do not. The Auckland DHB doesn't have a backlog, but Counties Manukau has 4000 people waiting to see a specialist. Why is there such a difference? Simon Dean is head of ophthalmology at Counties Manukau. He tells Susie Ferguson the size of their department is the main problem at Counties-Manukau DHB. It was due for an upgrade in 2013 but was sidelined because of the needs around the Christchurch earthquake.

The Alps and ranges around New Zealand are now laden with snow yet while most of us are hunkering down and keeping warm, some in Canterbury are still having to get on within a broken city following this year's earlier devastating earthquakes. The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand. This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.

A video of an interview with artefact analyst Gwen Jackson, about the artefacts found at the site of the Theatre Royal. Hundreds of artefacts were found under the Isaac Theatre Royal, including bottles and ceramic shards. This was part of a greater project by archaeologists to examine pre-1900 sites in the Christchurch central city before work is conducted on them. Archaeological assessment of pre-1900 buildings is required by the 1993 Historic Places Act before work can be done on the site.

The Reserve Bank has cut its benchmark interest rate, to support the economy against the impact of the Covid-19 virus. The central bank cut its official cash rate to 0.25 percent from one percent. Governor Adrian Orr says the cut is necessary to support businesses and employment. The last time the Reserve Bank made such a big cut was in March 2011 after the Canterbury earthquake. Last week, the bank outlined a range of unconventional monetary policy tools such as negative interest rates, special loans to banks, and buying bonds to put money into the economy. Cameron Bagrie is an independent economist. He speaks to Susie Ferguson.

A video about Whare, a gift and homeware store which relocated several times after the 4 September 2010 earthquake. Whare originally had two stores, one in Beckenham, and another on Lichfield Street in the central city. Both stores were closed as a result of the 22 February 2011 earthquake. The store reopened temporarily in a garage and then in the Snowride Store on Lincoln Road. This video was part of The Press's 'Up and Running' series which showcases businesses which have stayed up and running despite the challenges posed by the 2010 and 2011 Canterbury earthquakes.

As a result of the Canterbury earthquakes, over 60% of the concrete buildings in the Christchurch Central Business District have been demolished. This experience has highlighted the need to provide guidance on the residual capacity and repairability of earthquake-damaged concrete buildings. Experience from 2010 Chile indicates that it is possible to repair severely damaged concrete elements (see photo at right), although limited testing has been performed on such repaired components. The first phase of this project is focused on the performance of two lightly-reinforced concrete walls that are being repaired and re-tested after damage sustained during previous testing.

The NMIT Arts & Media Building is the first in a new generation of multistorey timber structures. It employs an advanced damage avoidance earthquake design that is a world first for a timber building. Aurecon structural engineers are the first to use this revolutionary Pres-Lam technology developed at the University of Canterbury. This technology marks a fundamental change in design philosophy. Conventional seismic design of multi-storey structures typically depends on member ductility and the acceptance of a certain amount of damage to beams, columns and walls. The NMIT seismic system relies on pairs of coupled LVL shear walls that incorporate high strength steel tendons post-tensioned through a central duct. The walls are centrally fixed allowing them to rock during a seismic event. A series of U-shaped steel plates placed between the walls form a coupling mechanism, and act as dissipators to absorb seismic energy. The design allows the primary structure to remain essentially undamaged while readily replaceable connections act as plastic fuses. In this era where sustainability is becoming a key focus, the extensive use of timber and engineered-wood products such as LVL make use of a natural resource all grown and manufactured within a 100km radius of Nelson. This project demonstrates that there are now cost effective, sustainable and innovative solutions for multi-story timber buildings with potential applications for building owners in seismic areas around the world.

Prior to the devastating 2010 and 2011 earthquakes, parts of the CBD of Christchurch, New Zealand were undergoing revitalisation incorporating aspects of adaptive reuse and gentrification. Such areas were often characterised by a variety of bars, restaurants, and retail outlets of an “alternative” or “bohemian” style. These early 20th century buildings also exhibited relatively low rents and a somewhat chaotic and loosely planned property development approach by small scale developers. Almost all of these buildings were demolished following the earthquakes and a cordon placed around the CBD for several years. A paper presented at the ERES conference in 2013 presented preliminary results, from observation of post-earthquake public meetings and interviews with displaced CBD retailers. This paper highlighted a strongly held fear that the rebuild of the central city, then about to begin, would result in a very different style and cost structure from that which previously existed. As a result, permanent exclusion from the CBD of the types of businesses that previously characterised the successfully revitalised areas would occur. Five years further on, new CBD retail and office buildings have been constructed, but large areas of land between them remain vacant and the new buildings completed are often having difficulty attracting tenants. This paper reports on the further development of this long-term Christchurch case study and examines if the earlier predictions of the displaced retailers are coming true, in that a new CBD that largely mimics a suburban mall in style and tenancy mix, inherently loses some of its competitive advantage?

A video of an interview with Julia Morison, a Christchurch-based artist, about her sculptures in a vacant site on the Christchurch central city. The artwork, titled 'Tree Houses for Swamp Dwellers', took over a year to make and will act as a centrepiece for the Scape Public Art festival, which begins on 27 September 2013. The sculpture was designed to provide a playground for children and a shady spot for workers on their lunch breaks. Morison also talks about how the sculpture was designed to be relocated and reconfigured so that it can be moved to a new location when construction begins on the vacant site.
