On Tuesday 22 February 2011, a 6.3 magnitude earthquake struck Christchurch, New Zealand’s second largest city. The ‘earthquake’ was in fact an aftershock to an earlier 7.1 magnitude earthquake that had occurred on Saturday 4 September 2010. There were a number of key differences between the two events that meant they had dramatically different results for Christchurch and its inhabitants. The 22 February 2011 event resulted in one of New Zealand’s worst natural disasters on record, with 185 fatalities occurring and hundreds more being injured. In addition, a large number of buildings either collapsed or were damaged to the point where they needed to be totally demolished. Since the initial earthquake in September 2010, a large amount of building-related research has been initiated in New Zealand to investigate the impact of the series of seismic events – the major focus of these research projects has been on seismic, structural and geotechnical engineering matters. One project, however, conducted jointly by the University of Canterbury, the Fire Protection Association of New Zealand and BRANZ, has focused on the performance of fire protection systems in the earthquakes and the effectiveness of the systems in the event of post-earthquake fires occurring. Fortunately, very few fires actually broke out following the series of earthquake events in Christchurch, but fire after earthquakes still has significant implications for the built environment in New Zealand, and the collaborative research has provided some invaluable insight into the potential threat posed by post-earthquake fires in buildings. As well as summarising the damage caused to fire protection systems, this paper discusses the flow-on effect for designing structures to withstand post-earthquake fires. One of the underlying issues that will be explored is the existing regulatory framework in New Zealand whereby structural earthquake design and structural design for fire are treated as discrete design scenarios.

Prediction of building collapse due to significant seismic motion is a principle objective of earthquake engineers, particularly after a major seismic event when the structure is damaged and decisions may need to be made rapidly concerning the safe occupation of a building or surrounding areas. Traditional model-based pushover analyses are effective, but only if the structural properties are well understood, which is not the case after an event when that information is most useful. This paper combines hysteresis loop analysis (HLA) structural health monitoring (SHM) and incremental dynamic analysis (IDA) methods to identify and then analyse collapse capacity and the probability of collapse for a specific structure, at any time, a range of earthquake excitations to ensure robustness. This nonlinear dynamic analysis enables constant updating of building performance predictions following a given and subsequent earthquake events, which can result in difficult to identify deterioration of structural components and their resulting capacity, all of which is far more difficult using static pushover analysis. The combined methods and analysis provide near real-time updating of the collapse fragility curves as events progress, thus quantifying the change of collapse probability or seismic induced losses very soon after an earthquake for decision-making. Thus, this combination of methods enables a novel, higher-resolution analysis of risk that was not previously available. The methods are not computationally expensive and there is no requirement for a validated numerical model, thus providing a relatively simpler means of assessing collapse probability immediately post-event when such speed can provide better information for critical decision-making. Finally, the results also show a clear need to extend the area of SHM toward creating improved predictive models for analysis of subsequent events, where the Christchurch series of 2010–2011 had significant post-event aftershocks.

In the hours after the February 2011 Canterbury earthquake, Chessie Henry's father Chris Henry, a Kaikoura-based doctor, crawled into makeshift tunnels in the collapsed CTV building to rescue the living and look for the dead. Six years later, Chessie interviewed Chris in an attempt to understand the trauma that lead her father to burnout. Its budget may have blown out by almost a third more than the original figure, but this weekend the doors to the Christchurch Town Hall will re-open for the first time since the 2011 earthquakes. It was touch and go whether the 47 year-old building would even be repaired after the 6.2 quake eight years ago today. 167-million-dollars later and the city is finally getting its town hall back. Conan Young was allowed inside for a sneak peak ahead of Saturday's official opening.
The company running the restoration of Christchurch's Anglican Cathedral is confident it will be able to raise the extra $51 million still needed to finish the job, and says potential large donors are already being approached here and overseas. The building has sat derelict since the 2011 earthquake and now the cost to fix it has soared from an original estimate of $104 million to $154 million. Some Cantabrians are finding the price hard to justify. The director of the restoration project Keith Paterson speaks to Corin Dann.

The public policy think tank, the New Zealand Initiative, says this country is still under-prepared for the next big earthquake. The group of economists has reviewed the policy response to the Canterbury earthquakes and has just released its report: Recipe for disaster: Building policy on shaky ground. It says recovery from the quakes was hindered by avoidable policy mistakes that still haven't been addressed. One of the report's co authors Dr Eric Crampton joins Susie Ferguson to discuss the issues.
The much loved 'Dux de Lux' pub in Christchurch could be set to open its doors again in the next few years if enough money can be raised to restore it. The building was badly damaged by the earthquake in 2011 and a group looking to rebuild the pub say it could take around 12 million dollars to see it welcoming Cantabrians back. Exploring women’s experiences of entering, working in, or leaving the Christchurch construction industry between 2010 and 2018 led to the creation of the theory of “deferential tailoring.” Deferential tailoring explains how women shape their responses to industry conditions as an intentional behavioural adjustment process. Most importantly, this theory provides insight into women’s unseen efforts to build positive workplace relationships, their capability to advance, and challenges to existing views of gender roles in this context. Research on women in construction focusses primarily on identifying and explaining barriers that impact on women’s entry, progression, and retention in the industry. There is an absence of process studies that explain the actions women take to manage industry conditions in business-as-usual, let alone post-disaster contexts. In the eight years following the 2010 Canterbury (New Zealand) earthquakes, rapid changes to the construction industry meant women had unprecedented access and new opportunities in this historically male-dominated domain. This setting provided a unique context within which to investigate how women respond to industry opportunities and challenges. The aim of this interpretive research was to construct a response theory, particular to women working in the Christchurch construction industry. Applying a constructivist grounded theory approach, theoretical sampling, coding and memo writing allowed for the collection and comparative analysis of 36 semi-structured interviews conducted with women working in a cross-section of industry occupations. Three inter- related categories were built: capitalising on opportunity, building capability and token tolerance, which together constitute the deferential tailoring process. Akin to building an invisible glass scaffold, women intentionally regulate their behaviours to successfully seize opportunities and manage social challenges. In building this scaffold, women draw heavily on personal values and positive, proactive attributes as a response to industry conditions. In contrast to previous research, which suggests that women conform to the male-dominated norms of the industry, the theory of deferential tailoring proposes that women are prepared to regulate their behaviour to address the gendered norms that impact on their work experiences. This research contributes towards an evolving body of knowledge that aims to understand how women’s entry into the construction industry, retention, and workplace relationships can be improved. By expanding the view of how women respond to industry conditions over time, this research has generated knowledge that addresses gaps in construction industry literature relating to the management of coping strategies, capitalising on opportunities, and building positive workplace relationships. Knowledge and concepts generated from this research could be integrated into recruitment and training programmes to enhance women’s professional development, shift perceptions of women’s work, and address cultural norms that impact on women’s retention in the construction industry.
