It also goes far beyond what is required to get things done. In bypassing the normal consent process, the bill says the authority does not have to hold hearings on applications and that its decisions can be challenged in the High Court only on points of law. Effectively, the legislation asks New Zealanders to accept that the Rugby World Cup Minister knows best. It is he who knows how the event must be run. Precisely the same attitude pervades the Canterbury Earthquake Response and Recovery Act. This hands individual Government ministers the power to change almost every law, thereby handing Parliament's normal law-making role to the Executive. Twelve years after the CTV building collapsed during the Christchurch earthquake, families of the victims killed inside have told an engineering disciplinary hearing they want justice and accountability. 115 people died when the six-storey building came down in February 2011. A complaint against an engineer whose firm designed the building is being heard by an Engineering New Zealand disciplinary committee. Dr Alan Reay lost a High Court bid to stop the hearing. Christchurch's historic Theatre Royal will reopen for business in November, with bookings about to open for the first show, the Royal New Zealand Ballet season of "A Christmas Carol" The 106-year old theatre has been closed for almost four years because of earthquake damage in the 2010 and 2011 earthquakes. The $40million rebuild and restoration project will be completed over the next five months and on 17 November 2014, the 'Grand Old Lady' of New Zealand theatre will reopen her doors for performances. Thousands of Christchurch refugees have poured into Timaru since the earthquake on February 22, boosting its population by nearly 20 per cent. Social services are giving out hundreds of food parcels, blankets, toiletries and clothes every day as well as finding accommodation for people who have turned up in town with nothing. Major Dean Herring of the Salvation Army in Timaru has been helping evacuees find places to live as well as dealing with the huge piles of donated goods.

This paper provides a photographic tour of the ground-surface rupture features of the Greendale Fault, formed during the 4th September 2010 Darfield Earthquake. The fault, previously unknown, produced at least 29.5 km of strike-slip surface deformation of right-lateral (dextral) sense. Deformation, spread over a zone between 30 and 300 m wide, consisted mostly of horizontal flexure with subsidiary discrete shears, the latter only prominent where overall displacement across the zone exceeded about 1.5 m. A remarkable feature of this event was its location in an intensively farmed landscape, where a multitude of straight markers, such as fences, roads and ditches, allowed precise measurements of offsets, and permitted well-defined limits to be placed on the length and widths of the surface rupture deformation.

This thesis explores how social entrepreneurship develops following a crisis. A review of literature finds that despite more than 15 years of academic attention, a common definition of social entrepreneurship remains elusive, with the field lacking the unified framework to set it apart as a specialised field of study. There are a variety of different conceptualisations of how social entrepreneurship works, and what it aims to achieve. The New Zealand context for social entrepreneurship is explored, finding that it receives little attention from the government and education sectors, despite its enormous potential. A lack of readily available information on social entrepreneurship leads most studies to investigate it as a phenomenon, and given the unique context of this research, it follows suit. Following from several authors’ recommendations that social entrepreneurship be subjected to further exploration, this is an exploratory, inductive study. A multiple case study is used to explore how social entrepreneurship develops following a natural disaster, using the example of the February 2011 earthquake in Christchurch, New Zealand. With little existing theory in this research area, this method is used to provide interesting examples of how the natural disaster, recognised as a crisis, can lead to business formation. Findings revealed the crisis initially triggered an altruistic response from social entrepreneurs, leading them to develop newly highlighted opportunities that were related to fields in which they had existing skills and expertise. In the process of developing these opportunities, initial altruistic motivations faded, with a new focus on the pursuit of a social mission and aims for survival and growth. The social missions addressed broad issues, and while they did address the crisis to differing extents, they were not confined to addressing its consequences. A framework is presented to explain how social entrepreneurship functions, once triggered in response to crisis. This framework supports existing literature that depicts social entrepreneurship as a continuous process, and illustrates the effects of a crisis as the catalyst for social business formation. In the aftermath of a crisis, when resources are likely to be scarce, social entrepreneurs play a significant role in the recovery process and their contributions should be highly valued both by government and relevant disaster response bodies. Policies that support social entrepreneurs and their ventures should be considered in the same way as commercial ventures.

Though there is a broad consensus that communities play a key role in disaster response and recovery, most of the existing work in this area focuses on the activities of donor agencies, formal civil defence authorities, and local/central government. Consequently, there is a paucity of research addressing the on-going actions and activities undertaken by communities and ‘emergent groups’ , particularly as they develop after the immediate civil defence or ‘response’ phase is over. In an attempt to address this gap, this inventory of community-led recovery initiatives was undertaken approximately one year after the most devastating February 2011 earthquake. It is part of on-going project at Lincoln University documenting – and seeking a better understanding of - various emergent communities’ roles in recovery, their challenges, and strategies for overcoming them. This larger project also seeks to better understand how collaborative work between informal and formal recovery efforts might be facilitated at different stages of the process. This inventory was conducted over the December 2011 – February 2012 period and builds on Landcare Research’s Christchurch Earthquake Activity Inventory which was a similar snapshot taken in April 2011. The intention behind conducting this updated inventory is to gain a longitudinal perspective of how community-led recovery activities evolve over time. Each entry is ordered alphabetically and contact details have been provided where possible. A series of keywords have also been assigned that describe the main attributes of each activity to assist searches within this document.This inventory was supported by the Lincoln University Research Fund and the Royal Society Marsden Fund.

On February 22, 2011, a magnitude Mw 6.2 earthquake affected the Canterbury region, New Zealand, resulting in many fatalities. Liquefaction occurred across many areas, visible on the surface as ‘‘sand volcanoes’’, blisters and subsidence, causing significant damage to buildings, land and infrastructure. Liquefaction occurred at a number of sites across the Christchurch Boys High School sports grounds; one area in particular contained a piston ground failure and an adjacent silt volcano. Here, as part of a class project, we apply near-surface geophysics to image these two liquefaction features and determine whether they share a subsurface connection. Hand auger results enable correlation of the geophysical responses with the subsurface stratigraphy. The survey results suggest that there is a subsurface link, likely via a paleo-stream channel. The anomalous responses of the horizontal loop electromagnetic survey and electrical resistivity imaging highlight the disruption of the subsurface electrical properties beneath and between the two liquefaction features. The vertical magnetic gradient may also show a subtle anomalous response in this area, however the results are inconclusive. The ground penetrating radar survey shows disruption of the subsurface stratigraphy beneath the liquefaction features, in particular sediment mounding beneath the silt ejection (‘‘silt volcano’’) and stratigraphic disruption beneath the piston failure. The results indicate how near-surface geophysics allow the characteristics of liquefaction in the subsurface to be better understood, which could aid remediation work following liquefaction-induced land damage and guide interpretation of geophysical surveys of paleoliquefaction features.

KordaMentha is an independent auditing firm which specialises in insolvencies and corporate recovery. The report analysed the Christchurch City Council's three year budgeting plan and the financial strategies that lay behind it. Much of this budget dealt with the challenges in Christchurch caused by the 2010 and 2011 earthquakes. Local independent radio stations in Christchurch, New Zealand, had their operations severely disrupted by major earthquakes in September 2010 and February 2011. This article examines the experiences of three radio stations that were shut out of their central city premises by the cordon drawn around the city after the 22 February quake. One of the stations continued broadcasting automatically, while the others were unable to fully get back on air for several weeks afterwards. All of the stations had to manage access to workspaces, the emotional needs of staff and volunteers, the technical ability to broadcast, and the need to adapt content appropriately when back on air. For the locally based radio managers decisions had to be made about the future of the stations in a time of significant emotional, physical, and geological upheaval. The article explores how these radio stations were disrupted by the earthquake, and how they returned to air through new combinations and interconnections of people, workspace, technology, content and transmission.

This is an interim report from the research study performed within the NHRP Research Project “Impacts of soil liquefaction on land, buildings and buried pipe networks: geotechnical evaluation and design, Project 3: Seismic assessment and design of pipe networks in liquefiable soils”. The work presented herein is a continuation of the comprehensive study on the impacts of Christchurch earthquakes on the buried pipe networks presented in Cubrinovski et al. (2011). This report summarises the performance of Christchurch City’s potable water, waste water and road networks through the 2010-2011 Canterbury Earthquake Sequence (CES), and particularly focuses on the potable water network. It combines evidence based on comprehensive and well-documented data on the damage to the water network, detailed observations and interpretation of liquefaction-induced land damage, records and interpretations of ground motion characteristics induced by the Canterbury earthquakes, for a network analysis and pipeline performance evaluation using a GIS platform. The study addresses a range of issues relevant in the assessment of buried networks in areas affected by strong earthquakes and soil liquefaction. It discusses performance of different pipe materials (modern flexible pipelines and older brittle pipelines) including effects of pipe diameters, fittings and pipeline components/details, trench backfill characteristics, and severity of liquefaction. Detailed breakdown of key factors contributing to the damage to buried pipes is given with reference to the above and other relevant parameters. Particular attention is given to the interpretation, analysis and modelling of liquefaction effects on the damage and performance of the buried pipe networks. Clear link between liquefaction severity and damage rate for the pipeline has been observed with an increasing damage rate seen with increasing liquefaction severity. The approach taken here was to correlate the pipeline damage to LRI (Liquefaction Resistance Index, newly developed parameter in Cubrinovski et al., 2011) which represents a direct measure for the soil resistance to liquefaction while accounting for the seismic demand through PGA. Key quality of the adopted approach is that it provides a general methodology that in conjunction with conventional methods for liquefaction evaluation can be applied elsewhere in New Zealand and internationally. Preliminary correlations between pipeline damage (breaks km-1), liquefaction resistance (LRI) and seismic demand (PGA) have been developed for AC pipes, as an example. Such correlations can be directly used in the design and assessment of pipes in seismic areas both in liquefiable and non-liquefiable areas. Preliminary findings on the key factors for the damage to the potable water pipe network and established empirical correlations are presented including an overview of the damage to the waste water and road networks but with substantially less detail. A comprehensive summary of the damage data on the buried pipelines is given in a series of appendices.

The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand. This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.

A Christchurch woman whose mother died in the 2011 earthquake says an apology from the Christchurch mayor Lianne Dalziel does not lessen her grief. Yesterday - nine years and one day since the quake killed 185 people - Dalziel invited their families for a private apology. Meet a local town hero from Auckland's Northshore - 86-year-old Māori Warden Peggy Hughes. Peggy has been serving in her community as a volunteer for about 60 years and officially as a Māori Warden for almost 50 years. She's won dozens of awards for her services - from working at the 1981 Springbok tour protests, supporting Christchurch residents after the 2011 earthquakes, serving at many memorable Waitangi Day events to the recent Black Lives Matter protests.

This thesis looks at the protocols museums and galleries adopt for the safeguarding of art, artefacts and cultural heritage. In particular, it analyses these procedures in relation to the 2010 and 2011 earthquakes in Christchurch, and considers how these events shaped the preventative conservation measures in place in museum and gallery institutions. Through gathering, assessing, and comparing this information about Christchurch’s institutions to disaster management best practices in national and international organisations, this thesis gauges the extent to which disaster management was changed in response to the events in Christchurch. This thesis first considers the growth in disaster management as a field, before examining what are considered best practices within this sector. Finally, it looks at specific institutions in Christchurch, including the Christchurch Art Gallery Te Puna o Waiwhetu, Canterbury Museum, and the Air Force Museum of New Zealand.

Liquefaction affects late Holocene, loose packed and water saturated sediment subjected to cyclical shear stress. Liquefaction features in the geological record are important off-fault markers that inform about the occurrence of moderate to large earthquakes (> 5 Mw). The study of contemporary liquefaction features provides a better understanding of where to find past (paleo) liquefaction features, which, if identified and dated, can provide information on the occurrence, magnitude and timing of past earthquakes. This is particularly important in areas with blind active faults. The extensive liquefaction caused by the 2010-2011 Canterbury Earthquake Sequence (CES) gave the geoscience community the opportunity to study the liquefaction process in different settings (alluvial, coastal and estuarine), investigating different aspects (e.g. geospatial correlation with landforms, thresholds for peak ground acceleration, resilience of infrastructures), and to collect a wealth geospatial dataset in the broad region of the Canterbury Plains. The research presented in this dissertation examines the sedimentary architecture of two environments, the alluvial and coastal settings, affected by liquefaction during the CES. The novel aim of this study is to investigate how landform and subsurface sedimentary architecture influence liquefaction and its surface manifestation, to provide knowledge for locating studies of paleoliquefaction in future. Two study cases documented in the alluvial setting showed that liquefaction features affected a crevasse splay and point bar ridges. However, the liquefaction source layer was linked to paleochannel floor deposits below the crevasse splay in the first case, and to the point bar deposits themselves in the second case. This research documents liquefaction features in the coastal dune system of the Canterbury Plains in detail for the first time. In the coastal dune setting the liquefiable layer is near the surface. The pore water pressure is vented easily because the coastal dune soil profile is entirely composed of non-cohesive, very well sorted sandy sediment that weakly resists disturbance from fluidised sediment under pressure. As a consequence, the liquefied flow does not need to find a specific crack through which the sediment is vented at the surface; instead, the liquefied sand finds many closely spaced conduits to vent its excess of pore water pressure. Therefore, in the coastal dune setting it is rare to observe discrete dikes (as they are defined in the alluvial setting), instead A horizon delamination (splitting) and blistering (near surface sills) are more common. The differences in styles of surface venting lead to contrasts in patterns of ejecta in the two environments. Whereas the alluvial environment is characterised by coalesced sand blows forming lineations, the coastal dune environment hosts apparently randomly distributed isolated sand blows often associated with collapse features. Amongst the techniques tested for the first time to investigate liquefaction features are: 3D GPR, which improved the accuracy of the trenching even six years after the liquefaction events; thin section analysis to investigate sediment fabric, which helped to discriminate liquefied sediment from its host sediment, and modern from paleoliquefaction features; a Random Forest classification based on the CES liquefaction map, which was used to test relationships between surface manifestation of liquefaction and topographic parameters. The results from this research will be used to target new study sites for future paleoliquefaction research and thus will improve the earthquake hazard assessment across New Zealand.

There are many swaths of land that are deemed unsuitable to build on and occupy. These places, however, are rarely within an established city. The Canterbury earthquakes of 2010 and 2011 left areas in central Christchurch with such significant land damage that it is unlikely to be re-inhabited for a considerable period of time. These areas are commonly known as the ‘Red Zone’.This thesis explores redevelop in on volatile land through innovative solutions found and adapted from the traditional Indonesian construction techniques. Currently, Indonesia’s vernacular architecture sits on the verge of extinction after a cultural shift towards the masonry bungalow forced a rapid decline in their occupation and construction. The 2004 Indian Ocean earthquake and tsunami illustrated the bungalows’ poor performance in the face of catastrophic seismic activity, being outperformed by the traditional structures. This has been particularly evident in the Rumah Aceh construction of the Aceh province in Northern Sumatra. Within a New Zealand context an adaptation and modernisation of the Rumah Aceh construction will generate an architectural response not currently accepted under the scope of NZS 3604:2011; the standards most recent revision following the Canterbury earthquake of 2010 concerning timber-based seismic performance. This architectural exploration will further address light timber structures, their components, sustainability and seismic resilience. Improving new builds’ durability as New Zealand moves away from the previously promoted bungalow model that extends beyond residential and into all aspects of New Zealand built environment.

This article presents a quantitative case study on the site amplification effect observed at Heathcote Valley, New Zealand, during the 2010-2011 Canterbury earthquake sequence for 10 events that produced notable ground acceleration amplitudes up to 1.4g and 2.2g in the horizontal and vertical directions, respectively. We performed finite element analyses of the dynamic response of the valley, accounting for the realistic basin geometry and the soil non-linear response. The site-specific simulations performed significantly better than both empirical ground motion models and physics based regional-scale ground motion simulations (which empirically accounts for the site effects), reducing the spectral acceleration prediction bias by a factor of two in short vibration periods. However, our validation exercise demonstrated that it was necessary to quantify the level of uncertainty in the estimated bedrock motion using multiple recorded events, to understand how much the simplistic model can over- or under-estimate the ground motion intensities. Inferences from the analyses suggest that the Rayleigh waves generated near the basin edge contributed significantly to the observed high frequency (f>3Hz) amplification, in addition to the amplification caused by the strong soil-rock impedance contrast at the site fundamental frequency. Models with and without considering soil non-linear response illustrate, as expected, that the linear elastic assumption severely overestimates ground motions in high frequencies for strong earthquakes, especially when the contribution of basin edge-generated Rayleigh waves becomes significant. Our analyses also demonstrate that the effect of pressure-dependent soil velocities on the high frequency ground motions is as significant as the amplification caused by the basin edge-generated Rayleigh waves.
