The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.

The Canterbury earthquakes that happened in 2010 and 2011 have attracted many migrant workers to the region to assist with the rebuilding effort. However, research on the impact of influx of migrants on the labour market outcomes of a local industry post-disaster is limited internationally and locally. The main objective of this study is to examine the impact of the Canterbury earthquakes on the changes in demographic composition and occupational structure for the local and foreign workers in the Greater Christchurch construction industry. Replicating the discrete dependent variable regression methods used in the study by Sisk and Bankston III (2014), this study also aimed to compare their findings on the impact of the influx of migrants on the New Orleans construction industry with outcomes in Greater Christchurch. Customised data from New Zealand Censuses 2006 and 2013 were used to represent the pre- and post-earthquake periods. This study found that the rebuild has provided opportunities for migrant workers to enter the Greater Christchurch construction industry. The increased presence of migrant construction workers did not displace the locals. In fact, the likelihoods for both locals’ and migrants’ participation in the industry improved post-earthquakes. The earthquakes also increased overall workers’ participation at the lowest end of the occupational structure. However, the earthquakes created few significant changes to the distribution of local and migrant workers at the various occupational levels in the industry. Local workers still dominated all occupational levels post-earthquakes. The aggregated education levels of the construction workers were higher post-earthquakes, particularly among the migrant workers. Overall, migrant workers in the Greater Christchurch construction industry were more diverse, more educated and participated in higher occupational levels than migrants assisting in the New Orleans rebuild, due possibly to differences in immigration policies between New Zealand and the United States of America.

The 4 September, 22 February, and 13 June earthquakes experienced in Canterbury, New Zealand would have been significant events individually. Together they present a complex and unprecedented challenge for Canterbury and New Zealand. The repetitive and protracted nature of these events has caused widespread building and infrastructure damage, strained organisations’ financial and human resources and challenged insurer and investor confidence. The impact of the earthquakes was even more damaging coming in the wake of the worst worldwide recession since the great depression of the 1930s. However, where there is disruption there is also opportunity. Businesses and other organisations will drive the physical, economic and social recovery of Canterbury, which will be a dynamic and long-term undertaking. Ongoing monitoring of the impacts, challenges and developments during the recovery is critical to maintaining momentum and making effective mid-course adjustments. This report provides a synthesis of research carried out by the Resilient Organisations (ResOrgs) Research Programme1 at the University of Canterbury and Recover Canterbury in collaboration with Opus Central Laboratories (part of Opus International Consultants). The report includes discussions on the general state of the economy as well as data from three surveys (two conducted by ResOrgs and one by Recover Canterbury) on business impacts of the earthquakes, population movements and related economic recovery issues. Unreinforced masonry (URM) is a construction type that was commonly adopted in New Zealand between the 1880s and 1930s. URM construction is evidently vulnerable to high magnitude earthquakes, with the most recent New Zealand example being the 22 February 2011 Mw6.3 Christchurch earthquake. This earthquake caused significant damage to a majority of URM buildings in the Canterbury area and resulted in 185 fatalities. Many URM buildings still exist in various parts of New Zealand today, and due to their likely poor seismic performance, earthquake assessment and retrofit of the remaining URM building stock is necessary as these buildings have significant architectural heritage and occupy a significant proportion of the nation’s building stock. A collaborative research programme between the University of Auckland and Reid Construction Systems was conducted to investigate an economical yet effective solution for retrofitting New Zealand’s existing URM building stock. This solution adopts the shotcrete technique using an Engineered Cementitious Composite (ECC), which is a polyvinyl alcohol fibre reinforced mortar that exhibits strain hardening characteristics. Collaborations have been formed with a number of consulting structural engineers throughout New Zealand to develop innovative and cost effective retrofit solutions for a number of buildings. A couple of Christchurch men are collecting letterboxes from the city's red-zoned suburbs, to create sculptures to tell the stories of the homes which have been demolished since the February 2011 earthquake. One of the men is Evan Smith - who co-chairs a group called the Avon-Otakaro Network. It's working toward creating a riverside park along the Avon, where the houses once stood.

An insurance expert says a Supreme Court decision yesterday could open lawyers up to legal action from anybody who has bought a home in Christchurch since the 2010 and 2011 earthquakes. The court's decision makes it clear that insurers cannot be held liable for meeting the full replacement cost of a quake damaged home by the subsequent purchaser of that house.

A complaint against an engineer whose firm designed the CTV building that collapsed in the Christchurch earthquake will be heard by a disciplinary committee on Monday. One-hundred-and-fifteen people were killed when the six-storey building came down in February 2011. Dr Alan Reay lost a High Court bid to stop the hearing. Reporter Anna Sargent spoke to Corin Dann.

This presentation summarizes the development of high-resolution surficial soil velocity models in the Canterbury, New Zealand basin. Shallow (<30m) shear wave velocities were primarily computed based on a combination of a large database of over 15,000 cone penetration test (CPT) logs in and around Christchurch, and a recently-developed Christchurch-specific empirical correlation between soil shear wave velocity and CPT. Large active-source testing at 22 locations and ambient-wavefield surface wave and H/V testing at over 80 locations were utilized in combination with 1700 water well logs to constrain the inter-bedded stratigraphy and velocity of Quaternary sediments up to depths of several hundred meters. Finally, seismic reflection profiles and the ambient-wavefield surface wave data provide constraint on velocities from several hundred meters to several kilometres. At all depths, the high resolution data illustrates the complexity of the soil conditions in the region, and the developed 3D models are presently being used in broadband ground motion simulations to further interpret the observed strong ground motions in the 2010-2011 Canterbury earthquake sequence.

On September the 4th 2010 and February 22nd 2011 the Canterbury region of New Zealand was shaken by two massive earthquakes. This paper is set broadly within the civil defence and emergency management literature and informed by recent work on community participation and social capital in the building of resilient cities. Work in this area indicates a need to recognise both the formal institutional response to the earthquakes as well as the substantive role communities play in their own recovery. The range of factors that facilitate or hinder community involvement also needs to be better understood. This paper interrogates the assumption that recovery agencies and officials are both willing and able to engage communities who are themselves willing and able to be engaged in accordance with recovery best practice. Case studies of three community groups – CanCERN, Greening the Rubble and Gap Filler – illustrate some of the difficulties associated with becoming a community during the disaster recovery phase. Based on my own observations and experiences, combined with data from approximately 50 in-depth interviews with Christchurch residents and representatives from community groups, the Christchurch City Council, the Earthquake Commission and so on, this paper outlines some practical strategies emerging communities may use in the early disaster recovery phase that then strengthens their ability to ‘participate’ in the recovery process.

The Avon and Heathcote Rivers, located in the city of Christchurch, New Zealand, are lowland spring-fed rivers linked with the Christchurch Groundwater System. At present, the flow paths and recharge sources to the Christchurch Groundwater System are not fully understood. Study of both the Avon and Heathcote Rivers can provide greater insight into this system. In addition, during the period 2010-2012, Christchurch has experienced large amounts of seismic activity, including a devastating Mw 6.2 aftershock on February 22nd, 2011, which caused widespread damage and loss of life. Associated with these earthquakes was the release of large amounts of water through liquefaction and temporary springs throughout the city. This provided a unique opportunity to study groundwater surface water interactions following a large scale seismic event. Presented herein is the first major geochemical study on the Avon and Heathcote Rivers and the hydrological impact of the February 22, 2011 Christchurch Earthquake. The Avon, Heathcote, and Waimakariri Rivers were sampled in quarterly periods starting in July 2011 and analyzed for stable Isotopes δ¹⁸O, δD, and δ¹³C and major anion composition. In addition, post -earthquake samples were collected over the days immediately following the February 22, 2011 earthquake and analyzed for stable isotopes δ¹⁸O and δD and major anion composition. A variety of analytical methods were used identify the source of the waters in the Avon-Heathcote System and evaluate the effectiveness of stable isotopes as geochemical tracers in the Christchurch Groundwater System. The results of this thesis found that the waters from the Avon and Heathcote Rivers are geochemically the same, originating from groundwater, and exhibit a strong tidal influence within 5km of the Avon-Heathcote Estuary. The surface waters released following the February 22nd, 2011 earthquake were indistinguishable from quarterly samples taken from the Avon and Heathcote Rivers when comparing stable isotopic composition. The anion data suggests the waters released following the February 22nd, 2011 Christchurch Earthquake were sourced primarily from shallow groundwater, and also suggests a presence of urban sewage at some sites. Attempts to estimate recharge sources for the Avon-Heathcote Rivers using published models for the Christchurch Groundwater System yielded results that were not consistent between models. In evaluating the use of geochemical constituents as tracers in the Christchurch Groundwater System, no one isotope could provide a clear resolution, but when used in conjunction, δ¹⁸O, δ¹³C, and DIC, seem to be the most effective tracers. Sample sizes for δ¹³C were too small for a robust evaluation. Variability on the Waimakariri River appears to be greater than previously estimated, which could have significant impacts on geochemical models for the Christchurch Groundwater System. This research demonstrates the value of using multiple geochemical constituents to enrich our understanding of the groundwater surfaces-water interactions and the Christchurch Groundwater System as a whole.
