For the people of Christchurch and its wider environs of Canterbury in New Zealand, the 4th of September 2010 earthquake and the subsequent aftershocks were daunting. To then experience a more deadly earthquake five months later on the 22nd of February 2011 was, for the majority, overwhelming. A total of 185 people were killed and the earthquake and continuing aftershocks caused widespread damage to properties, especially in the central city and eastern suburbs. A growing body of literature consistently documents the negative impact of experiencing natural disasters on existing psychological disorders. As well, several studies have identified positive coping strategies which can be used in response to adversities, including reliance on spiritual and cultural beliefs as well as developing resilience and social support. The lifetime prevalence of severe mental health disorders such as posttraumatic stress disorder (PTSD) occurring as a result of experiencing natural disasters in the general population is low. However, members of refugee communities who were among those affected by these earthquakes, as well as having a past history of experiencing traumatic events, were likely to have an increased vulnerability. The current study was undertaken to investigate the relevance to Canterbury refugee communities of the recent Canterbury Earthquake Recovery Authority (CERA) draft recovery strategy for Christchurch post-earthquakes. This was accomplished by interviewing key informants who worked closely with refugee communities. These participants were drawn from different agencies in Christchurch including Refugee Resettlement Services, the Canterbury Refugee Council, CERA, and health promotion and primary healthcare organisations, in order to obtain the views of people who have comprehensive knowledge of refugee communities as well as expertise in local mainstream services. The findings from the semi-structured interviews were analysed using qualitative thematic analysis to identify common themes raised by the participants. The key informants described CERA’s draft recovery strategy as a significant document which highlighted the key aspects of recovery post disaster. Many key informants identified concerns regarding the practicality of the draft recovery strategy. For the refugee communities, some of those concerns included the short consultation period for the implementation phase of the draft recovery strategy, and issues surrounding communication and collaboration between refugee agencies involved in the recovery. This study draws attention to the importance of communication and collaboration during recovery, especially in the social reconstruction phase following a disaster, for all citizens but most especially for refugee communities.

We examined changes in psychological distress experienced by residents of Christchurch following two catastrophic earthquakes in late 2010 and early 2011, using data from the New Zealand Attitudes and Values Study (NZAVS), a national probability panel study of New Zealand adults. Analyses focused on the 267 participants (172 women, 95 men) who were living in central Christchurch in 2009 (i.e., before the Christchurch earthquakes), and who also provided complete responses to our yearly panel questionnaire conducted in late 2010 (largely between the two major earthquakes), late 2011, and late 2012. Levels of psychological distress were similar across the different regions of central Christchurch immediately following the September 2010 earthquake, and remained comparable across regions in 2011. By late 2012, however, average levels of psychological distress in the regions had diverged as a function of the amount of property damage experienced within each given region. Specifically, participants in the least damaged region (i.e., the Fendalton-Waimairi and Riccarton-Wigram wards) experienced greater drops in psychological distress than did those in the moderately damaged region (i.e., across the Spreydon-Heathcote and Hagley- Ferrymead wards). However, the level of psychological distress reported by participants in the most damaged region (i.e., across Shirley-Papanui and Burwood-Pegasus) were not significantly different to those in the least damaged region of central Christchurch. These findings suggest that different patterns of psychological recovery emerged across the different regions of Christchurch, with the moderately damaged region faring the worst, but only after the initial shock of the destruction had passed.

Background The 2010/2011 Canterbury earthquakes and aftershocks in New Zealand caused unprecedented destruction to the physical, social, economic, and community fabric of Christchurch city. The recovery phase in Christchurch is on going, six years following the initial earthquake. Research exploring how disabled populations experience community inclusion in the longer-term recovery following natural disasters is scant. Yet such information is vital to ensure that recovering communities are inclusive for all members of the affected population. This thesis specifically examined how people who use wheelchairs experienced community inclusion four years following the 2010/2011 Canterbury earthquakes. Aims The primary research aim was to understand how one section of the disability community – people who use wheelchairs – experienced community inclusion over the four years following the 2010/2011 Canterbury earthquakes and aftershocks. A secondary aim was to test a novel sampling approach, Respondent Driven Sampling, which had the potential to enable unbiased population-based estimates. This was motivated by the lack of an available sampling frame for the target population, which would inhibit recruitment of a representative sample. Methodology and methods An exploratory sequential mixed methods design was used, beginning with a qualitative phase (Phase One), which informed a second quantitative phase (Phase Two). The qualitative phase had two stages. First, a small sample of people who use wheelchairs participated in an individual, semi-structured interview. In the second stage, these participants were then invited to a group interview to clarify and prioritise themes identified in the individual interviews. The quantitative phase was a cross-sectional survey developed from the findings from Phase One. Initially, Respondent Driven Sampling was employed to conduct a national, electronic cross-sectional survey that aimed to recruit a sample that may provide unbiased population-based estimates. Following the unsuccessful application of Respondent Driven Sampling, a region-specific convenience sampling approach was used. The datasets from the qualitative and quantitative phases were integrated to address the primary aim of the research. Results In Phase One 13 participants completed the individual interviews, and five of them contributed to the group interview. Thematic analysis of individual and group interview data suggested that participants felt the 2010/11 earthquakes magnified many pre-existing barriers to community inclusion, and also created an exciting opportunity for change. This finding was encapsulated in five themes: 1) earthquakes magnified barriers, 2) community inclusion requires energy, 3) social connections are important, 4) an opportunity lost, and 5) an opportunity found. The findings from Phase One informed the development of a survey instrument to investigate how these findings generalised to a larger sample of individuals who use wheelchairs. In Phase Two, the Respondent Driven Sampling approach failed to recruit enough participants to satisfy the statistical requirements needed to reach equilibrium, thereby enabling the calculation of unbiased population estimates. The subsequent convenience sampling approach recruited 49 participants who, combined with the 15 participants from the Respondent Driven Sampling approach that remained eligible for the region-specific sample, resulted in the total of 64 individuals who used wheelchairs and were residents of Christchurch. Participants reported their level of community inclusion at three time periods: the six months prior to the first earthquake in September 2010 (time one), the six months following the first earthquake in September 2010 (time two), and the six months prior to survey completion (between October 2015 and March 2016, (time three)). Survey data provided some precision regarding the timing in which the magnified barriers developed. Difficulty with community inclusion rose significantly between time one and time two, and while reducing slightly, was still present during time three, and had not returned to the time one baseline. The integrated findings from Phase One and Phase Two suggested that magnified barriers to community inclusion had been sustained four years post-earthquake, and community access had not returned to pre-earthquake levels, let alone improved beyond pre-earthquake levels. Conclusion Findings from this mixed methods study suggest that four years following the initial earthquake, participants were still experiencing multiple magnified barriers, which contributed to physical and social exclusion, as well as fatigue, as participants relied on individual agency to negotiate such barriers. Participants also highlighted the exciting opportunity to create an accessible city. However because they were still experiencing barriers four years following the initial event, and were concerned that this opportunity might be lost if the recovery proceeds without commitment and awareness from the numerous stakeholders involved in guiding the recovery. To truly realise the opportunity to create an accessible city following a disaster, the transition from the response phase to a sustainable longer-term recovery must adopt a new model of community engagement where decision-makers partner with people living with disability to co-produce a vision and strategy for creating an inclusive community. Furthermore, despite the unsuccessful use of Respondent Driven Sampling in this study, future research exploring the application of RDS with wheelchair users is recommended before discounting this sampling approach in this population.

After a disaster, cities experience profound social and environmental upheaval. Current research on disasters describes this social disruption along with collective community action to provide support. Pre-existing social capital is recognised as fundamental to this observed support. This research examines the relationship between sense of place for neighbourhood, social connectedness and resilience. Canterbury residents experienced considerable and continued disruption following a large and protracted sequence of earthquakes starting in September 2010. A major aftershock on 22 February 2011 caused significant loss of life, destruction of buildings and infrastructure. Following this earthquake some suburbs of Christchurch showed strong collective action. This research examines the features of the built environment that helped to form this cooperative support. Data were collected through semi-structured interviews with 20 key informants followed by 38 participants from four case study suburbs. The objectives were to describe the community response of suburbs, to identify the key features of the built environment and the role of social infrastructure in fostering social connectedness. The last objective was to contribute to future planning for community resilience. The findings from this research indicated that social capital and community competence are significant resources to be called upon after a disaster. Features of the local environment facilitated the formation of neighbourhood connections that enabled participants to cope, manage and to collectively solve problems. These features also strengthened a sense of belonging and attachment to the home territory. Propinquity was important; the bumping and gathering places such as schools, small local shops and parks provided the common ground for meaningful pre-existing local interaction. Well-defined geography, intimate street typology, access to quality natural space and social infrastructure helped to build the local social connections and develop a sense of place. Resourceful individuals and groups were also a factor, and many are drawn to live near the inner city or more natural places. The features are the same well understood attributes that contribute to health and wellbeing. The policy and planning framework needs to consider broader social outcomes, including resilience in new and existing urban developments. The socio-political structures that provide access to secure and stable housing and local education should also be recognised and incorporated into local planning for resilience and the everyday.

The presentation is titled, "Land Use Recovery Plan: How an impact assessment process engaged communities in recovery planning".The abstract for this presentation reads as follows: In response to the Canterbury earthquakes, the Minister for Canterbury Earthquake Recovery directed Environment Canterbury (Canterbury's regional council) to prepare a Land Use Recovery Plan that would provide a spatial planning framework for Greater Christchurch and aid recovery from the Canterbury earthquakes. The Land Use Recovery Plan sets a policy and planning framework necessary to rebuild existing communities and develop new communities. As part of preparing the plan, an integrated assessment was undertaken to address wellbeing and sustainability concerns. This ensured that social impacts of the plan were likely to achieve better outcomes for communities. The process enabled a wide range of community and sector stakeholders to provide input at the very early stages of drafting the document. The integrated assessment considered the treatment of major land use issues in the plan, e.g. overall distribution of activities across the city, integrated transport routes, housing typography, social housing, employment and urban design, all of which have a key impact on health and wellbeing. Representatives from the Canterbury Health in All Policies Partnership were involved in designing a three-part assessment process that would provide a framework for the Land Use Recovery Plan writers to assess and improve the plan in terms of wellbeing and sustainability concerns. The detail of these assessment stages, and the influence that they had on the draft plan, will be outlined in the presentation. In summary, the three stages involved: developing key wellbeing and sustainability concerns that could form a set of criteria, analysing the preliminary draft of the Land Use Recovery Plan against the criteria in a broad sector workshop, and analysing the content and recommendations of the Draft Plan. This demonstrates the importance of integrated assessment influencing the Land Use Recovery Plan that in turn influences other key planning documents such as the District Plan. This process enabled a very complex document with wide-ranging implications to be broken down, enabling many groups, individuals and organisations to have their say in the recovery process. There is also a range of important lessons for recovery that can be applied to other projects and actions in a disaster recovery situation.

Aotearoa New Zealand’s population has grown rapidly from 3.85 million in 2000, to 5 million in 2020. Ethnic diversity has consequently increased. Territorial Authorities (TAs) undertaking statutory consultation and wider public engagement processes need to respond to increased diversity and foster inclusivity. Inclusivity is necessary to facilitate a greater understanding of TA statutory functions, as well as to encourage awareness and participation in annual planning processes, and resource management plans and consents. We examined perceptions, and experiences, of planning within the ethnic Chinese immigrant population of Christchurch. The Chinese ethnic group is a significant part of the city’s population and is in itself derived from diverse cultural and language backgrounds. We surveyed 111 members of this community, via social media and in person, to identify environmental and planning issues of concern to them. We sought to ascertain their previous engagement with planning processes and to gauge their willingness for future involvement. We also undertook a small number of semi-structured interviews with Chinese immigrants to explore their experiences with planning in more detail. Results showed only 6% of respondents had been engaged in any planning processes, despite only 20% being unwilling to participate. We analysed these responses by gender, age, visa category, and length of time resident in Christchurch. Notwithstanding the low level of reported engagement, earthquake recovery (70% of respondents) along with water quality, transport, and air quality were the most important issues of concern. However, there was a general lack of awareness of the ability to make public submissions on these and other issues, and of the statutory responsibilities of TAs. We discuss possible explanations and provide several suggestions for TAs to increase awareness and to improve engagement. This includes further research to assist in identifying the nature of barriers as well as the effectiveness of trialling different solutions.

In the period between September 2010 and December 2011, Christchurch was shaken by a series of strong earthquakes including the MW7.1 4 September 2010, Mw 6.2 22 February 2011, MW6.2 13 June 2011 and MW6.0 23 December 2011 earthquakes. These earthquakes produced very strong ground motions throughout the city and surrounding areas that resulted in soil liquefaction and lateral spreading causing substantial damage to buildings, infrastructure and the community. The stopbank network along the Kaiapoi and Avon River suffered extensive damage with repairs projected to take several years to complete. This presented an opportunity to undertake a case-study on a regional scale of the effects of liquefaction on a stopbank system. Ultimately, this information can be used to determine simple performance-based concepts that can be applied in practice to improve the resilience of river protection works. The research presented in this thesis draws from data collected following the 4th September 2010 and 22nd February 2011 earthquakes. The stopbank damage is categorised into seven key deformation modes that were interpreted from aerial photographs, consultant reports, damage photographs and site visits. Each deformation mode provides an assessment of the observed mechanism of failure behind liquefaction-induced stopbank damage and the factors that influence a particular style of deformation. The deformation modes have been used to create a severity classification for the whole stopbank system, being ‘no or low damage’ and ‘major or severe damage’, in order to discriminate the indicators and factors that contribute to ‘major to severe damage’ from the factors that contribute to all levels of damage a number of calculated, land damage, stopbank damage and geomorphological parameters were analysed and compared at 178 locations along the Kaiapoi and Avon River stopbank systems. A critical liquefiable layer was present at every location with relatively consistent geotechnical parameters (cone resistance (qc), soil behaviour type (Ic) and Factor of Safety (FoS)) across the study site. In 95% of the cases the critical layer occurred within two times the Height of the Free Face (HFF,). A statistical analysis of the geotechnical factors relating to the critical layer was undertaken in order to find correlations between specific deformation modes and geotechnical factors. It was found that each individual deformation mode involves a complex interplay of factors that are difficult to represent through correlative analysis. There was, however, sufficient data to derive the key factors that have affected the severity of deformation. It was concluded that stopbank damage is directly related to the presence of liquefaction in the ground materials beneath the stopbanks, but is not critical in determining the type or severity of damage, instead it is merely the triggering mechanism. Once liquefaction is triggered it is the gravity-induced deformation that causes the damage rather than the shaking duration. Lateral spreading and specifically the depositional setting was found to be the key aspect in determining the severity and type of deformation along the stopbank system. The presence or absence of abandoned or old river channels and point bar deposits was found to significantly influence the severity and type of deformation. A review of digital elevation models and old maps along the Kaiapoi River found that all of the ‘major to severe’ damage observed occurred within or directly adjacent to an abandoned river channel. Whilst a review of the geomorphology along the Avon River showed that every location within a point bar deposit suffered some form of damage, due to the depositional environment creating a deposit highly susceptible to liquefaction.

The supply of water following disasters has always been of significant concern to communities. Failure of water systems not only causes difficulties for residents and critical users but may also affect other hard and soft infrastructure and services. The dependency of communities and other infrastructure on the availability of safe and reliable water places even more emphasis on the resilience of water supply systems. This thesis makes two major contributions. First, it proposes a framework for measuring the multifaceted resilience of water systems, focusing on the significance of the characteristics of different communities for the resilience of water supply systems. The proposed framework, known as the CARE framework, consists of eight principal activities: (1) developing a conceptual framework; (2) selecting appropriate indicators; (3) refining the indicators based on data availability; (4) correlation analysis; (5) scaling the indicators; (6) weighting the variables; (7) measuring the indicators; and (8) aggregating the indicators. This framework allows researchers to develop appropriate indicators in each dimension of resilience (i.e., technical, organisational, social, and economic), and enables decision makers to more easily participate in the process and follow the procedure for composite indicator development. Second, it identifies the significant technical, social, organisational and economic factors, and the relevant indicators for measuring these factors. The factors and indicators were gathered through a comprehensive literature review. They were then verified and ranked through a series of interviews with water supply and resilience specialists, social scientists and economists. Vulnerability, redundancy and criticality were identified as the most significant technical factors affecting water supply system robustness, and consequently resilience. These factors were tested for a scenario earthquake of Mw 7.6 in Pukerua Bay in New Zealand. Four social factors and seven indicators were identified in this study. The social factors are individual demands and capacities, individual involvement in the community, violence level in the community, and trust. The indicators are the Giving Index, homicide rate, assault rate, inverse trust in army, inverse trust in police, mean years of school, and perception of crime. These indicators were tested in Chile and New Zealand, which experienced earthquakes in 2010 and 2011 respectively. The social factors were also tested in Vanuatu following TC Pam, which hit the country in March 2015. Interestingly, the organisational dimension contributed the largest number of factors and indicators for measuring water supply resilience to disasters. The study identified six organisational factors and 17 indicators that can affect water supply resilience to disasters. The factors are: disaster precaution; predisaster planning; data availability, data accessibility and information sharing; staff, parts, and equipment availability; pre-disaster maintenance; and governance. The identified factors and their indicators were tested for the case of Christchurch, New Zealand, to understand how organisational capacity affected water supply resilience following the earthquake in February 2011. Governance and availability of critical staff following the earthquake were the strongest organisational factors for the Christchurch City Council, while the lack of early warning systems and emergency response planning were identified as areas that needed to be addressed. Economic capacity and quick access to finance were found to be the main economic factors influencing the resilience of water systems. Quick access to finance is most important in the early stages following a disaster for response and restoration, but its importance declines over time. In contrast, the economic capacity of the disaster struck area and the water sector play a vital role in the subsequent reconstruction phase rather than in the response and restoration period. Indicators for these factors were tested for the case of the February 2011 earthquake in Christchurch, New Zealand. Finally, a new approach to measuring water supply resilience is proposed. This approach measures the resilience of the water supply system based on actual water demand following an earthquake. The demand-based method calculates resilience based on the difference between water demand and system capacity by measuring actual water shortage (i.e., the difference between water availability and demand) following an earthquake.

This paper explores the responses by a group of children to an art project that was undertaken by a small school in New Zealand after the September 2010 and February 2011 Christchurch earthquakes. Undertaken over a period of two years, the project aimed to find a suitable form of memorialising this significant event in a way that was appropriate and meaningful to the community. Alongside images that related directly to the event of the earthquakes, the art form of a mosaic was chosen, and consisted of images and symbols that clearly drew on the hopes and dreams of a school community who were refusing to be defined by the disaster. The paper 'writes' the mosaic by placing fragments of speech spoken by the children involved in relation to ideas about memory, affect, and the 'sublime', through the work of Jean-Francois Lyotard. The paper explores the mosaic as constituted by the literal and metaphorical 'broken pieces' of the city of Christchurch in ways that confer pedagogic value inscribed through the creation of a public art space by children. The Bachelor of Youth and Community Leadership (BYCL) was launched by the University of Canterbury (UC) in 2020. The genesis of this new degree was a Stage One service-learning course that, in turn, arose from the innovative and active response of many of the university’s students in the aftermath of the Christchurch earthquakes in 2010 and 2011. That innovative action saw the formation of the Student Volunteer Army as well as the adoption of a new set of Graduate Attributes for every undergraduate at the university. The idea of a specialist undergraduate degree that captured this unique chain of events began to take form from 2016. The resulting degree was developed as a flexible, transdisciplinary programme for young (and not so young) leaders wanting an academic grounding for their passions in community leadership and social action. In 2020, the inaugural intake of students commenced their studies. In this reflection, we discuss our experience of teaching within the BYCL for the first time, using a collaborative approach to teaching that we based on what we understand, individually and collectively, to draw on principles of democratic pedagogy.

Disasters that significantly affect people typically result in the production of documents detailing disaster lessons. This was the case in the 2010 and 2011 Canterbury earthquakes, as government and emergency response agencies, community organisations, and the media, engaged in the practice of producing and reporting disaster lessons. This thesis examines the disaster lessons that were developed by emergent groups following the Canterbury earthquakes (4 September 2010 and 22 February 2011). It adopts a Foucauldian analysis approach to investigate both the construction of disaster lessons and to document how this practice has come to dominate postdisaster activity following the Canterbury earthquakes. The study involved an analysis of academic literature, public documents and websites and interviews with key members of a range of Canterbury based emergent community groups. This material was used to generate a genealogy of disaster lessons, which was given in order to generate an account of how disaster lessons emerged and have come to dominate as a practice of disaster management. The thesis then examines the genealogy through the concept of governmentality so as to demonstrate how this discourse of disaster lessons has come to be used as a governing rationale that shapes and guides the emergent groups conduct in postdisaster New Zealand.

The world is constantly changing. Christchurch, New Zealand, has recently experienced drastic changes after earthquakes struck the city. The earthquakes caused the city to physically shake, and the land to sink in some places and rise in others. Now further change is forcast and parts of Christchurch could be under water by 2115 according to experts. Climate change induced sea level rise is recognised as a international issue with potential impacts for coastal communities all over the world. The Chrischtchurch City Council is required to have a 100-year planning horizon for sea level rise and this means planning for at least one meter, and possibly up to two meters, of sea level rise by 2115. This dissertation investigates the planning response to slow onset disasters, change, and uncertainty, using the example of sea-level rise in Christchurch, and it examines the role of public participation in this. To achieve this, the ways in which planning theory and practice acknowledge uncertainty, and cope with change, were critically analysed along with the Christchurch City Council’s response to the Tonkin and Taylor predictions and modelling. Semi-structured interviews with professionals in natural hazards risk reduction, policy, and planning were conducted, and the previous and proposed Christchurch City District Plans were compared. Planning for sea level rise in Christchurch provides an example of how planners may cope with slow onset change. The results of this dissertation suggests that the favoured risk reduction strategy for coastal communities in Christchurch is an adaptation strategy, and at present there is no sign of managed retreat being employed. The results also suggests using a planning approach that involves public participation for best results when planning for change, uncertainty or slow onset disasters.

Creativity that is driven by a need for physical or economic survival, which disasters are likely to inspire, raises the question of whether such creativity fits with conventional theories and perspectives of creativity. In this paper we use the opportunity afforded by the 2010-2013 Christchurch, New Zealand earthquakes to follow and assess the creative practices and responses of a number of groups and individuals. We use in-depth interviews to tease out motivations and read these against a range of theoretical propositions about creativity. In particular, we focus on the construct of “elite panic” and the degree to which this appeared to be evident in the Christchurch earthquakes context. Bureaucratic attempts to control or limit creativity were present but they did not produce a completely blanket dampening effect. Certain individuals and groups seemed to be pre-equipped to navigate or ignore potential blocks to creativity. We argue, using Geir Kaufmann’s novelty-creativity matrix and aspects of Teresa Amabile’s and Michael G. Pratt’s revised componential theory of creativity that a special form of disaster creativity does exist.

An often overlooked aspect of urban housing development is the composition of the space between buildings; the streetscape. The pressures of suppressing suburban sprawl have seen housing developments respond by increasing residential density within more centralised city sites. Medium-density housing typologies are often used as urban infill in response to the challenge of accommodating an increasing population. A by-product of these renewed areas is the creation of new open space which serves as the fundamental public space for sociability to develop in communities. Street space should emphasise this public expression by encouraging social exchange and interaction. As a result, a neighbourhood owes its liveliness (or lack thereof) to its streets. The issue of density when applied to the urban housing landscape encompasses two major components: the occupancy of both the private realms, constituting the residential built form, and the public spaces that adjoins them, the streets. STREETSCAPE: dialogues of street + house. Continual transition between the realms of public and private (building and street space) enact active edges, giving way to public stimulation; the opportunity for experiencing other people. The advent of seeing and hearing other people in connection with daily comings and goings encourages social events to evolve, enhancing the notion of neighbourly conduct. Within New Zealand, and specifically in Christchurch as considered here, the compositions of current streetscapes lack the demeanor to really encourage and facilitate the idea of neighbourly interaction and public expression. Here lies the potential for new street design to significantly heighten the interplay of human activity. In response, this research project operates under the notion that the street spaces of urban residential areas are largely underutilised. This lack is particularly evident in the street. Street design should strive to produce spaces which stimulate the public life of residents. There exists a need to reassert eminence of the street as a space for vibrant neighbourhood life. This thesis employs design as a tool for researching and will involve using numerous concept generators to trigger the production of multiple scenarios. These scenarios are to explore the ways in which the streetscapes within medium-density urban communities could respond in the event of (re) development.

The coordination of actors has been a major focus for much of the research in the disaster relief humanitarian logistics discipline. While much of this literature focuses on the initial response phase, little has been written on the longer term recover phase. As the response phase transitions into the longer term recover phase the number and types of actors change from predominantly disaster relief NGOs to more commercial entities we argue that humanitarian values should still be part of the rebuild phase. It has been noted that humanitarian actors both cooperate and compete at the same time (Balcik, Beamon, Krejci, Muramatsu and Ramirez, 2010), in a form of behavior that can be described as ‘co-opetition’ (Nalebuff and Brandenburger, 1996). We use a case study approach to examine an organizational model used to coordinate civil and commercial actors for the rebuild of the civil infrastructure for Christchurch, New Zealand following a series of devastating earthquakes in 2010/11. For the rebuild phase we argue that ‘co-opetition’ is a key behaviour that allows the blending of humanitarian and commercial values to help communities rebuild to a new normal. While at this early stage our contribution is limited, we eventually hope to fully elaborate on an organisational model that has been created specifically for the tight coordination of commercial actors and its relevance to the rebuild phase of a disaster. Examining the behaviour of co-opetition and the structures that incentivise this behaviour offers insights for the humanitarian logistic field.

Individual responses to natural disasters are highly variable. The psychological and behavioural response trajectories of those who manage to cope well with adverse life events are in need of further investigation. Increased alcohol use is often observed in communities exposed to mass traumas, particularly among those exposed to severe levels of trauma, with males drinking more than females. The current study examined patterns of alcohol use and motivations for drinking among a sample of psychologically resilient individuals with varying levels of exposure to the Canterbury earthquakes (N = 91) using structured and semi-structured interviews and self-report measures. As hypothesised, there was a significant increase in alcohol consumption since the earthquakes began, and males reported significantly higher levels of pre-earthquake and current alcohol consumption than females. Contrary to expectations, there was no association between traumatic exposure severity and alcohol consumption. While participants reported anxiety-based coping motives for drinking at levels comparable to those reported by other studies, depression-based coping motives were significantly lower, providing partial support for the hypothesis that participants would report coping motives for drinking at levels comparable to those found by other researchers. No gender differences in drinking motives were found. As expected, current alcohol consumption was positively correlated with anxiety and depression-based coping motives for drinking. Psychological resilience was not significantly associated with alcohol use, however resilience was negatively associated with depression-based coping motives for drinking. These findings have inter-generational and international implications for post-traumatic intervention.

Recent tsunami events have highlighted the importance of effective tsunami risk management strategies (including land-use planning, structural and natural mitigation, warning systems, education and evacuation planning). However, the rarity of tsunami means that empirical data concerning reactions to tsunami warnings and evacuation behaviour is rare when compared to findings for evacuations from other hazards. More knowledge is required to document the full evacuation process, including responses to warnings, pre-evacuation actions, evacuation dynamics, and the return home. Tsunami evacuation modelling has the potential to inform evidence-based tsunami risk planning and response. However, to date, tsunami evacuation models have largely focused on the timings of evacuations, rather than behaviours of those evacuating. In this research, survey data was gathered from coastal communities in Banks Peninsula and Christchurch, New Zealand, relating to behaviours and actions during the November 14th 2016 Kaikōura earthquake tsunami. Survey questions asked about immediate actions following the earthquake shaking, reactions to tsunami warnings, pre-evacuation actions, evacuation dynamics and details on congestion. This data was analysed to characterise trends and identify factors that influenced evacuation actions and behaviour, and was further used to develop a realistic evacuation model prototype to evaluate the capacity of the roading network in Banks Peninsula during a tsunami evacuation. The evacuation model incorporated tsunami risk management strategies that have been implemented by local authorities, and exposure and vulnerability data, alongside the empirical data collected from the survey. This research enhances knowledge of tsunami evacuation behaviour and reactions to tsunami warnings, and can be used to refine evacuation planning to ensure that people can evacuate efficiently, thereby reducing their tsunami exposure and personal risk.

Social media have changed disaster response and recovery in the way people inform themselves, provide community support and make sense of unfolding and past events online. During the Canterbury earthquakes of 2010 and 2011 social media platforms such as Facebook and Twitter became part of the story of the quakes in the region, as well as a basis for ongoing public engagement during the rebuild efforts in Christchurch. While a variety of research has been conducted on the use of social media in disaster situations (Bruns & Burgess, 2012; Potts, Seitzinger, Jones, & Harrison, 2011; Shklovski, Palen, & Sutton, 2008), studies about their uses in long-term disaster recovery and across different platforms are underrepresented. This research analyses networked practices of sensemaking around the Canterbury earthquakes over the course of disaster response, recovery and rebuild, focussing on Facebook and Twitter. Following a mixed methodological design data was gathered in interviews with people who started local Facebook pages, and through digital media methods of data collection and computational analysis of public Facebook pages and a historical Twitter dataset gathered around eight different earthquake-related events between 2010 and 2013. Data is further analysed through discursive and narrative tools of inquiry. This research sheds light on communication practices in the drawn-out process of disaster recovery on the ground in connecting different modes of discourse. Examining the ongoing negotiation of networked identities through technologically mediated social practices during Canterbury’s rebuild, the connection between online environments and the city of Christchurch, as a physical place, is unpacked. This research subsequently develops a new methodology to study social media platforms and provide new and detailed information on both the communication practices in issue-based online publics and the ongoing negotiation of the impact of the Canterbury earthquakes through networked digital means.

Rapid, reliable information on earthquake-affected structures' current damage/health conditions and predicting what would happen to these structures under future seismic events play a vital role in accelerating post-event evaluations, leading to optimized on-time decisions. Such rapid and informative post-event evaluations are crucial for earthquake-prone areas, where each earthquake can potentially trigger a series of significant aftershocks, endangering the community's health and wealth by further damaging the already-affected structures. Such reliable post-earthquake evaluations can provide information to decide whether an affected structure is safe to stay in operation, thus saving many lives. Furthermore, they can lead to more optimal recovery plans, thus saving costs and time. The inherent deficiency of visual-based post-earthquake evaluations and the importance of structural health monitoring (SHM) methods and SHM instrumentation have been highlighted within this thesis, using two earthquake-affected structures in New Zealand: 1) the Canterbury Television (CTV) building, Christchurch; 2) the Bank of New Zealand (BNZ) building, Wellington. For the first time, this thesis verifies the theoretically- and experimentally validated hysteresis loop analysis (HLA) SHM method for the real-world instrumented structure of the BNZ building, which was damaged severely due to three earthquakes. Results indicate the HLA-SHM method can accurately estimate elastic stiffness degradation for this reinforced concrete (RC) pinched structure across the three earthquakes, which remained unseen until after the third seismic event. Furthermore, the HLA results help investigate the pinching effects on the BNZ building's seismic response. This thesis introduces a novel digital clone modelling method based on the robust and accurate SHM results delivered by the HLA method for physical parameters of the monitored structure and basis functions predicting the changes of these physical parameters due to future earthquake excitations. Contrary to artificial intelligence (AI) based predictive methods with black-box designs, the proposed predictive method is entirely mechanics-based with an explicitly-understandable design, making them more trusted and explicable to stakeholders engaging in post-earthquake evaluations, such as building owners and insurance firms. The proposed digital clone modelling framework is validated using the BNZ building and an experimental RC test structure damaged severely due to three successive shake-table excitations. In both structures, structural damage intensifies the pinching effects in hysteresis responses. Results show the basis functions identified from the HLA-SHM results for both structures under Event 1 can online estimate structural damage due to subsequent Events 2-3 from the measured structural responses, making them valuable tool for rapid warning systems. Moreover, the digital twins derived for these two structures under Event 1 can successfully predict structural responses and damage under Events 2-3, which can be integrated with the incremental dynamic analysis (IDA) method to assess structural collapse and its financial risks. Furthermore, it enables multi-step IDA to evaluate earthquake series' impacts on structures. Overall, this thesis develops an efficient method for providing reliable information on earthquake-affected structures' current and future status during or immediately after an earthquake, considerably guaranteeing safety. Significant validation is implemented against both experimental and real data of RC structures, which thus clearly indicate the accurate predictive performance of this HLA-based method.

In 2010 and 2011, Aotearoa New Zealand was hit by a number of major disasters involving loss of human life and severe disruption to social, ecological and economic wellbeing. The Pike River mine explosions were closely followed by a sequence of major earthquakes in Christchurch, seismic events that have permanently altered the lives of thousands of people in our third largest city, the closure of the central business district and the effective abandonment of whole residential areas. In early October 2011, the ship, Rena, grounded on a reef off the port of Tauranga and threatened a major oil spill throughout the Bay of Plenty, where local communities with spiritual and cultural connections to the land depend on sea food as well as thrive on tourism. The Council for Social Work Education Aotearoa New Zealand (CSWEANZ), representing all the Schools of Social Work in New Zealand, held a ‘Disaster Curriculum’ day in November 2011, at which social workers and Civil Defence leaders involved in the Christchurch earthquakes, the Rena Disaster, Fiji floods and the Boxing Day tsunami presented their narrative experience of disaster response and recovery. Workshops discussed and identified core elements that participants considered vital to a social work curriculum that would enable social work graduates in a range of community and cultural settings to respond in safe, creative and informed ways. Earthquakes and other major disasters present communities and their authorities with an extraordinary challenge. While a lot can be done to prepare a city’s response in the event of a disaster, few cities are truly prepared for the initial impact, devastation, grief, and the seemingly formidable challenge of recovery. Many people find themselves overwhelmed with facing critical problems; ones which they have often never had experience with before. While the simple part is agreeing on a desired outcome for recovery, it appears the argument that exists between stakeholders is the conflicting ideas of How To effectively achieve the main objective. What I have identified as an important step toward collaborating on the How To of recovery is to identify the ways in which each discipline can most effectively contribute to the recovery. Landscape architecture is just one of the many disciplines (that should be) invovled in the How To of earthquake recovery. Canterbury has an incredible opportunity to set the benchmark for good practice in earthquake recovery. To make the most of this opportuntiy, it is critical that landscape architects are more effectively engaged in roles of recovery across a much broader spectrum of recovery activities. The overarching purpose of this research is to explore and provide insight to the current and potential of landscape architects in the earthquake recovery period in Canterbury, using international good practice as a benchmark. The research is aimed at stimulating and guiding landscape architects dealing with the earthquake recovery in Canterbury, while informing stakeholders: emergency managers, authorities, other disciplines and the wider community of themost effective role(s) for landscape architects in the recovery period.

On 14 November 2016, a magnitude (Mw) 7.8 earthquake struck the small coastal settlement of Kaikōura, Aotearoa-New Zealand. With an economy based on tourism, agriculture, and fishing, Kaikōura was immediately faced with significant logistical, economic, and social challenges caused by damage to critical infrastructure and lifelines, essential to its main industries. Massive landslips cut offroad and rail access, stranding hundreds of tourists, and halting the collection, processing and distribution of agricultural products. At the coast, the seabed rose two metres, limiting harbour-access to high tide, with implications for whale watching tours and commercial fisheries. Throughout the region there was significant damage to homes, businesses, and farmland, leaving owners and residents facing an uncertain future. This paper uses qualitative case study analysis to explore post-quake transformations in a rural context. The aim is to gain insight into the distinctive dynamics of disaster response mechanisms, focusing on two initiatives that have emerged in direct response to the disaster. The first examines the ways in which agriculture, food harvesting, production and distribution are being reimagined with the potential to enhance regional food security. The second examines the rescaling of power in decision-making processes following the disaster, specifically examining the ways in which rural actors are leveraging networks to meet their needs and the consequences of that repositioning on rural (and national) governance arrangements. In these and other ways, the local economy is being revitalised, and regional resilience enhanced through diversification, capitalising not on the disaster but the region's natural, social, and cultural capital. Drawing on insights and experience of local stakeholders, policy- and decision-makers, and community representatives we highlight the diverse ways in which these endeavours are an attempt to create something new, revealing also the barriers which needed to be overcome to reshape local livelihoods. Results reveal that the process of transformation as part of rural recovery must be grounded in the lived reality of local residents and their understanding of place, incorporating and building on regional social, environmental, and economic characteristics. In this, the need to respond rapidly to realise opportunities must be balanced with the community-centric approach, with greater recognition given to the contested nature of the decisions to be made. Insights from the case examples can inform preparedness and recovery planning elsewhere, and provide a rich, real-time example of the ways in which disasters can create opportunities for reimagining resilient futures.

Disaster recovery is significantly affected by funding availability. The timeliness and quality of recovery activities are not only impacted by the extent of the funding but also the mechanisms with which funding is prioritised, allocated and delivered. This research addresses the impact of funding mechanisms on the effectiveness and efficiency of post-disaster demolition and debris management programmes. A qualitative assessment of the impacts on recovery of different funding sources and mechanisms was carried out, using the 2010 Canterbury Earthquake as well as other recent international events as case studies. The impacts assessed include: timeliness, completeness, environmental, economic and social impacts. Of the case studies investigated, the Canterbury Earthquake was the only disaster response to rely solely on a privatised approach to insurance for debris management. Due to the low level of resident displacement and low level of hazard in the waste, this was a satisfactory approach, though not ideal. This approach has led to greater organisational complexity and delays. For many other events, the potential community wide impacts caused by the prolonged presence of disaster debris means that publicly funded and centrally facilitated programmes appear to be the most common and effective method of managing disaster waste.

This study followed two similarly affected, but socio-economically disparate suburbs as residents responded to and attempted to recover from the devastating 6.3 magnitude earthquake that struck Christchurch, New Zealand, on February 22, 2011. More specifically, it focuses on the role of local churches, community-based organisations (CBOs) and non-governmental organisations (NGOs), here referred to broadly as civil society, in meeting the immediate needs of local residents and assisting with the longer-term recovery of each neighbourhood. Despite considerable socioeconomic differences between the two neighbourhoods, civil society in both suburbs has been vital in addressing the needs of locals in the short and long term following the earthquake. Institutions were able to utilise local knowledge of both residents and the extent of damage in the area to a) provide a swifter local response than government or civil defence and then help direct the relief these agencies provided locally; b) set up central points for distribution of supplies and information where locals would naturally gather; c) take action on what were perceived to be unmet needs; and d) act as a way of bridging locals to a variety of material, informational, and emotional resources. However the findings also support literature which indicates that other factors are also important in understanding neighbourhood recovery and the role of civil society, including: local leadership; a shared, place-based identity; the type and form of civil society organizations; social capital; and neighbourhood- and household-level indicators of relative vulnerability and inequality. The intertwining of these various factors seems to influence how these neighbourhoods have coped with and taken steps in recovering from this disaster. It is recommended that future research be directed at developing a better understanding of how this occurs. It is suggested that a model similar to Yasui’s (2007) Community Vulnerability and Capacity model be developed as a useful way to approach future research in this area.

In this paper we introduce CityViewAR, a mobile outdoor Augmented Reality (AR) application for providing AR information visualization on a city scale. The CityViewAR application was developed to provide geographical information about the city of Christchurch, which was hit by several major earthquakes in 2010 and 2011. The application provides information about destroyed buildings and historical sites that were affected by the earthquakes. The geo-located content is provided in a number of formats including 2D map views, AR visualization of 3D models of buildings on-site, immersive panorama photographs, and list views. The paper describes the iterative design and implementation details of the application, and gives one of the first examples of a study comparing user response to AR and non-AR viewing in a mobile tourism application. Results show that making such information easily accessible to the public in a number of formats could help people to have richer experience about cities. We provide guidelines that will be useful for people developing mobile AR applications for city-scale tourism or outdoor guiding, and discuss how the underlying technology could be used for applications in other areas.

Research on responses to trauma has historically focused on the negative repercussions of a struggle with adversity. However, more recently, researchers have begun to examine posttraumatic growth: the positive psychological change that emerges from the struggle with a potentially traumatic event. Associations have been found between posttraumatic growth and greater peritraumatic distress, greater objective severity of trauma exposure, greater perceived stressfulness of events, social support, female gender, cognitive and behavioural responses to trauma, and personality measures. Posttraumatic growth has been measured typically in individuals with varying levels of posttraumatic stress disorder symptoms and other psychological difficulties, such as depression and anxiety. Although some theory and research posits that higher resilience would prohibit posttraumatic growth, no studies have examined posttraumatic growth in a resilient sample. The Canterbury earthquake sequence of 2010 and 2011 involved potentially traumatic events that saw the community struggle with a variety of challenges. However, in the midst of earthquake destruction, some positive initiatives emerged, driven by locals. The Gap Filler project (using city spaces left empty from fallen buildings for art and interactive community projects) and the Student Volunteer Army (groups of volunteers coordinated to help others in need) are examples of this. In this context, it seemed likely that posttraumatic growth was occurring and might be seen in individuals who were coping well with challenges. Culture is theorised to influence the posttraumatic growth process (Calhoun, Cann, & Tedeschi, 2010), and the nature of the trauma undergone is also likely to influence the process of growth. The current thesis measures posttraumatic growth quantitatively and qualitatively in a New Zealand sample. It measures and describes posttraumatic growth in a resilient population after the earthquake sequence of 2010 and 2011 in Canterbury, New Zealand. Findings are used to test current models of posttraumatic growth for individuals coping well after trauma and to elaborate on mechanisms proposed by models such as the comprehensive model of posttraumatic growth (Calhoun et al., 2010) and the organismic valuing theory of growth through adversity (Joseph & Linley, 2005). Correlates of posttraumatic growth are examined and likely supporting factors of posttraumatic growth are identified for this population. Study 1 used quantitative analysis to explore correlates of posttraumatic growth and found that greater posttraumatic growth related to greater peritraumatic distress, greater perceived stressfulness of earthquake events, greater objective stressfulness of earthquake events, greater difficulty with stressful life events, less satisfaction with social support, and female gender. Findings from Study 1 give important detail about the nature of distress included in the comprehensive model of posttraumatic growth (Calhoun et al., 2010) for this population. Levels of posttraumatic growth were lower than those in North American studies but similar to those in a Chinese study. The current sample, however, showed lower endorsement of Relating to Others than the Chinese study, perhaps because of cultural differences. Study 2 used qualitative analysis to examine the experience of posttraumatic growth in the sample. The theme of ‘a greater sense of community’ was found and adds to the comprehensive model of posttraumatic growth, in that an expression of posttraumatic growth (a greater connection with others) can inform ongoing social processing in the posttraumatic growth process. Having a formal or informal role in earthquake recovery appeared to influence self-concept and reflection; this elaborates on the influence of role on reflection in Calhoun et al.’s model. Findings illustrate possible mechanisms of the organismic valuing process theorised by Joseph and Linley (2005). Implications include the importance of providing opportunities for individuals to take on a role after a crisis, encouraging them to act to respond to difficulties, and encouraging them to meet personal needs for relatedness, competence, and autonomy. Finding positive aspects to a difficult situation, as well as acknowledging adversity, can be supported in future to help individuals process their traumas. As a society, we can help individuals cope with adversity by providing ways they can meet their needs for relatedness, competence, and autonomy. Community groups likely provide opportunities for members to act in ways that meet such needs. This will allow them to effectively act to meet their needs in times of crisis.
