Nine to Noon continues to look at who's in the running to head up our biggest cities after local elections in October, with a focus today on the 11 candidates vying to be mayor of Christchurch. Three-term mayor Lianne Dalziel announced last July she'd be stepping down as mayor, having overseen nearly a decade's worth of the city's rebuild following the devastating earthquakes. The two major contenders for the role are Burwood city councillor Phil Mauger and former Canterbury District Health Board chief executive David Meates. Other contenders include the city's Wizard, a coffee boss, pro-gun pastor and a candidate who's stood in every election since 1971. The New Zealand city of Christchurch suffered a series of devastating earthquakes in 2010-11 that changed the urban landscape forever. A new rebuilt city is now underway, largely based on the expressed wishes of the populace to see Christchurch return to being a more people-oriented, cycle-friendly city that it was known for in decades past. Currently 7% of commuters cycle to work, supported by a 200km network of mostly conventional on-road painted cycle lanes and off-road shared paths. The new "Major Cycleways" plan aims to develop approximately 100km of high-quality cycling routes throughout the city in 5-7 years. The target audience is an unaccompanied 10-year-old cycling, which requires more separated cycleways and low-volume/speed "neighbourhood greenways" to meet this standard. This presentation summarises the steps undertaken to date to start delivering this network. Various pieces of research have helped to identify the types of infrastructure preferred by those currently not regularly cycling, as well as helping to assess the merits of different route choices. Conceptual cycleway guidelines have now been translated into detailed design principles for the different types of infrastructure being planned. While much of this work is based on successful designs from overseas, including professional advice from Dutch practitioners, an interesting challenge has been to adapt these designs as required to suit local road environments and road user expectations. The first parts of the new network are being rolled out now, with the hope that this will produce an attractive and resilient network for the future population that leads to cycling being a major part of the local way of life.

The Canterbury earthquakes that happened in 2010 and 2011 have attracted many migrant workers to the region to assist with the rebuilding effort. However, research on the impact of influx of migrants on the labour market outcomes of a local industry post-disaster is limited internationally and locally. The main objective of this study is to examine the impact of the Canterbury earthquakes on the changes in demographic composition and occupational structure for the local and foreign workers in the Greater Christchurch construction industry. Replicating the discrete dependent variable regression methods used in the study by Sisk and Bankston III (2014), this study also aimed to compare their findings on the impact of the influx of migrants on the New Orleans construction industry with outcomes in Greater Christchurch. Customised data from New Zealand Censuses 2006 and 2013 were used to represent the pre- and post-earthquake periods. This study found that the rebuild has provided opportunities for migrant workers to enter the Greater Christchurch construction industry. The increased presence of migrant construction workers did not displace the locals. In fact, the likelihoods for both locals’ and migrants’ participation in the industry improved post-earthquakes. The earthquakes also increased overall workers’ participation at the lowest end of the occupational structure. However, the earthquakes created few significant changes to the distribution of local and migrant workers at the various occupational levels in the industry. Local workers still dominated all occupational levels post-earthquakes. The aggregated education levels of the construction workers were higher post-earthquakes, particularly among the migrant workers. Overall, migrant workers in the Greater Christchurch construction industry were more diverse, more educated and participated in higher occupational levels than migrants assisting in the New Orleans rebuild, due possibly to differences in immigration policies between New Zealand and the United States of America.
It's been a long, long wait but Christchurch's Arts Centre finally has a contemporary art gallery space again - and it's just opened. It's the latest 'reveal' in the Arts Centre post-earthquake rebuild. The new gallery's called The Central and is housed in the original Canterbury College Library. Four Christchurch families and gallerist Jonathan Smart have made it happen and artists including local sculptor Neil Dawson, photographer Peter Peryer, glitter specialist Reuben Patterson and painter Dick Frizzell are in the mix for the opening group show. There are some new names there too. Lynn Freeman speaks to The Central's Jonathan Smart and Ngai Tahu artist Lonnie Hutchinson who has work in the opening show.
It was so nearly lost. As the Christ Church Anglican Cathedral is being rebuilt, historian Edmund Bohan is releasing a history of the distinctive Gothic building. It shows it was controversial even before work started on designing it, let alone building in. From the laying of the foundations to the official opening, it took 40 years, after squabbles over pretty much every aspect of its construction - not to mention the huge problems raising the money to build it in the City Centre. In Heart of the City: The Story of Christchurch's Controversial Cathedral, Edmund is critical of the former Anglican Bishop Victoria Matthews' determination to demolish the badly-damaged cathedral after the Canterbury earthquakes, to replace it with a modern church. And he tells Lynn Freeman he's very much looking forward to seeing the Cathedral restored to its former glory after a lengthy and pricey rebuild. But first he sets the scene. Back in the 1860s, there was controversy over where the cathedral should go, its design, whether it should be in stone or timber - even if there should be a cathedral built at all! This research attempts to understand how the Christchurch rebuild is promoting urban liveability in the Central City, focussing on the influence of communities and neighbourhoods in this area. To do this, gathering the perceptions of Christchurch residents through surveys, a focus group and semi-structured interviews was carried out to see what aspects they believe contribute to creating more liveable places. These methods revealed that there are pockets of neighbourhoods and communities in the inner-city, but no overall sense of community. Results from the semi-structured interviews reinforced this; the current buyers of inner-city property are in the financial position to be able to do this, and they seem to be purchasing in this area due to convenience and investment rather than to join the existing communities in the area. Analysing the survey responses from Central City residents revealed contrasting results. Those currently living in the area felt there is a sense of community in the inner-city, but these are found in pockets of neighbourhoods around the Central City rather than in the overall area. The focus group revealed that community is further prioritised later in life, and that many of the community groups in the inner-city predominantly consist of those who have lived there since before the Christchurch Earthquake Series. However, participants of all three methods believed that the Central City is slowly becoming a lively and vibrant place. To improve urban liveability in the inner-city, it seems that prioritisation of the needs of current inner-city residents is required. Improving these neighbourhoods, whether it be through the implementation of services or providing more communal spaces, is needed to create stronger communities. The feelings of place, connectedness, and belonging that arise from being part of a community or well-connected neighbourhood can improve mental health and wellbeing, ultimately enhancing the overall health of the population as well as the perceived urban liveability of the area.
There is a now a rich literature on the connections between digital media, networked computing, and the shaping of urban material cultures. Much less has addressed the post-disaster context, like we face in Christchurch, where it is more a case of re-build rather than re-new. In what follows I suggest that Lev Manovich’s well-known distinction between narrative and database as distinct but related cultural forms is a useful framework for thinking about the Christchurch rebuild, and perhaps urbanism more generally.

Collective identity construction in organisations engaged in an inter-organisational collaboration (IOC), especially temporary IOCs set up in disaster situations, has received scant attention in the organisational studies literature yet collective identity is considered to be important in fostering effective IOC operations. This doctoral study was designed to add to our understanding about how collective identity is constituted throughout the entire lifespan of a particular temporary coopetitive (i.e., simultaneously collaborative and competitive) IOC formed in a post-disaster environment. To achieve this purpose, a qualitative case study of the Stronger Christchurch Infrastructure Rebuild Team (SCIRT), a time-bound coopetition formed to repair the horizontal infrastructure in Christchurch, New Zealand after the devastating 2011 Canterbury earthquakes, was undertaken. Using data from semi-structured interviews, field observations, and organisational documents and other artefacts, an inductive analytic method was employed to explore how internal stakeholders engaged with and co- constructed a collective SCIRT identity and reconciled this with their home organization identity. The analysis revealed that the SCIRT collective identity was an ongoing process, involving the interweaving of social, temporal, material and geospatial dimensions constructed through intersecting cycles of senior managers’ sensegiving and employees’ sensemaking across SCIRT’s five and a half years of existence. Senior management deliberately undertook identity work campaigns that used organisational rituals, artefacts, and spatial design to disseminate and encourage a sense of “we are all SCIRT”. However, there was no common sense of “we-ness”. Identification with SCIRT was experienced differently among different groups of employees and across time. Employees’ differing senses of collective identity were accounted for by their past, present, and anticipated future relationships with their home organisation, and also (re)shaped by the geosocial environments in which they worked. The study supports previous research claiming that collective identity is a process of recursive sensegiving and sensemaking between senior managers and employees. However, it extends the literature by revealing the imbricated nature of collective identity, how members’ sense of “who we are” can change across the entire lifetime of a temporary IOC, and how sociomateriality, temporality, and geosocial effects strongly intervene in employees’ emerging senses of collective identity. Moreover, the study demonstrates how the ongoing identity work can be embedded in a time-space frame that further accentuates the influence of temporality, especially the anticipated future, organisational rituals, artefacts, and the geosocial environment. The study’s primary contribution to theory is a processual model of collective identity that applies specifically to a temporary IOC involving coopetition. In doing so, it represents a more finely nuanced and situational model than existing models. At a practical level, this model suggests that managers need to appreciate that organisational artefacts, rituals, and the prevailing organisational geosocial environment are inextricably linked in processes that can be manipulated to enhance the construction of collective identity.

This research will provide my community partner with a useful evidence base to help show that increased accessibility does create a more resilient environment. This research uses an in-depth literature review along with qualitative interview approach discussing current levels of accessibility and resilience in Christchurch and whether or not the interview participants believe that increased accessibility in Christchurch will make our city more resilient to future disasters. This research is important because it helps to bridge the connection between accessibility and resilience by showing how accessibility is an important aspect of making a city resilient. In Christchurch specifically, it is a great time to create an accessible and inclusive environment in the post-earthquake rebuild state the city is currently in. Showing that an accessible environment will lead to a more resilient city is important will potentially lead to accessible design being included in the rebuild of places and spaces in Christchurch. In theory, the results of this research show that having an accessible environment leads to universal inclusiveness which in turn, leads to a resilient city. An overarching theme that arose during this research is that accessibility is a means to inclusion and without inclusion a society cannot be resilient. In practice, the results show that for Christchurch to become more accessible and inclusive for people with disabilities, there needs to not only be an increase the accessibility of places and spaces but accessibility to the community as well. Having accessible infrastructure and communities will lead to increased social and urban resilience, especially for individuals with disabilities. This research is beneficial because it helps to bridge the connection between accessibility and resilience. As the fourth anniversary of the earthquake which devastated Christchurch approaches, the slow pace of the rebuild has surprised many. But how quickly have other earthquake hit cities returned to their former glory? Radio New Zealand Christchurch reporter, Rachel Graham, visited Japan for an Insight documentary to compare the progress made in the Sendai area, almost four years after it was hit by a magnitude 9 earthquake and a mega tsunami. She also visited Kobe to look at the impact on that city, and the lessons learnt, 20 years after it was hit by a major earthquake.

British researchers have found smokers are twice as likely to succeed in quitting if they receive supportive text messages, the head of the Christchurch Earthquake Rebuilding Agency (CERA) Roger Sutton says there will be no quick end in sight for the ongoing insurance problems in Canterbury and the government's hoping a new deal with Bollywood film-makers could bring millions of dollars into New Zealand.
The government's looking overseas to get more hands on deck to help with the rebuild from Cyclone Gabrielle. A new short-term Recovery Visa will bring in specialist foreign workers through a similar pathway used after the Christchurch and Kaikoura earthquakes. The visas will be fast-tracked with officials aiming to get applications through within seven days. Corn Dann spoke with immigration minister Michael Wood.

It’s almost 13 years since the devastating earthquake of 22 February 2011, which forced 70 percent of the Ōtautahi Christchurch CBD to be demolished. While the rebuild has been a slow and often difficult process in visions meeting reality, there is also much to celebrate in the city taking up the opportunity, through art and design, to remake it as a place for all.
