This is St Peters Riccarton. It was damaged in one of the two big Earthquakes to hit Christchurch in September 2010 and February 2011. Its taken a LONG time for work to really get going, but now that it is, they are also upgrading and extending the church with a modern annexe.
The Global Earthquake Model’s (GEM) Earthquake Consequences Database (GEMECD) aims to develop, for the first time, a standardised framework for collecting and collating geocoded consequence data induced by primary and secondary seismic hazards to different types of buildings, critical facilities, infrastructure and population, and relate this data to estimated ground motion intensity via the USGS ShakeMap Atlas. New Zealand is a partner of the GEMECD consortium and to-date has contributed with 7 events to the database, of which 4 are localised in the South Pacific area (Newcastle 1989; Luzon 1990; South of Java 2006 and Samoa Islands 2009) and 3 are NZ-specific events (Edgecumbe 1987; Darfield 2010 and Christchurch 2011). This contribution to GEMECD represented a unique opportunity for collating, comparing and reviewing existing damage datasets and harmonising them into a common, openly accessible and standardised database, from where the seismic performance of New Zealand buildings can be comparatively assessed. This paper firstly provides an overview of the GEMECD database structure, including taxonomies and guidelines to collect and report on earthquake-induced consequence data. Secondly, the paper presents a summary of the studies implemented for the 7 events, with particular focus on the Darfield (2010) and Christchurch (2011) earthquakes. Finally, examples of specific outcomes and potentials for NZ from using and processing GEMECD are presented, including: 1) the rationale for adopting the GEM taxonomy in NZ and any need for introducing NZ-specific attributes; 2) a complete overview of the building typological distribution in the Christchurch CBD prior to the Canterbury earthquakes and 3) some initial correlations between the level and extent of earthquake-induced physical damage to buildings, building safety/accessibility issues and the induced human casualties.

We present preliminary observations on three waters impacts from the Mw7.8 14th November 2016 Kaikōura Earthquake on wider metropolitan Wellington, urban and rural Marlborough, and in Kaikōura township. Three waters systems in these areas experienced widespread and significant transient ground deformation in response to seismic shaking, with localised permanent ground deformation via liquefaction and lateral spreading. In Wellington, potable water quality was impacted temporarily by increased turbidity, and significant water losses occurred due to damaged pipes at the port. The Seaview and Porirua wastewater treatment plants sustained damage to clarifier tanks from water seiching, and increased water infiltration to the wastewater system occurred. Most failure modes in urban Marlborough were similar to the 2010-2011 Canterbury Earthquake Sequence; however some rural water tanks experienced rotational and translational movements, highlighting importance of flexible pipe connections. In Kaikōura, damage to reservoirs and pipes led to loss of water supply and compromised firefighting capability. Wastewater damage led to environmental contamination, and necessitated restrictions on greywater entry into the system to minimise flows. Damage to these systems necessitated the importation of tankered and bottled water, boil water notices and chlorination of the system, and importation of portaloos and chemical toilets. Stormwater infrastructure such as road drainage channels was also damaged, which could compromise condition of underlying road materials. Good operational asset management practices (current and accurate information, renewals, appreciation of criticality, good system knowledge and practical contingency plans) helped improve system resilience, and having robust emergency management centres and accurate Geographic Information System data allowed effective response coordination. Minimal damage to the wider built environment facilitated system inspections. Note Future research will include detailed geospatial assessments of seismic demand on these systems and attendant modes of failure, levels of service restoration, and collaborative development of resilience measures.
An insurance expert says a Supreme Court decision yesterday could open lawyers up to legal action from anybody who has bought a home in Christchurch since the 2010 and 2011 earthquakes. The court's decision makes it clear that insurers cannot be held liable for meeting the full replacement cost of a quake damaged home by the subsequent purchaser of that house.
The old Christchurch Railway Station Clock Tower was damaged during the 7.1 magnitude quake on 4 September 2010 and was braced by the wooden sleeve until repaired. The sequence of earthquakes that has greatly affected Christchurch and Canterbury since September 2010 has again demonstrated the need for seismic retrofit of heritage unreinforced masonry buildings. Commencing in April 2011, the damage to unreinforced stone masonry buildings in Christchurch was assessed and recorded with the primary objective being to document the seismic performance of these structures, recognising that they constitute an important component of New Zealand’s heritage architecture. A damage statistics database was compiled by combining the results of safety evaluation placarding and post-earthquake inspections, and it was determined that the damage observed was consistent with observations previously made on the seismic performance of stone masonry structures in large earthquakes. Details are also given on typical building characteristics and on failure modes observed. Suggestions on appropriate seismic retrofit and remediation techniques are presented, in relation also to strengthening interventions that are typical for similar unreinforced stone masonry structures in Europe.
