Recent tsunami events have highlighted the importance of effective tsunami risk management strategies (including land-use planning, structural and natural mitigation, warning systems, education and evacuation planning). However, the rarity of tsunami means that empirical data concerning reactions to tsunami warnings and evacuation behaviour is rare when compared to findings for evacuations from other hazards. More knowledge is required to document the full evacuation process, including responses to warnings, pre-evacuation actions, evacuation dynamics, and the return home. Tsunami evacuation modelling has the potential to inform evidence-based tsunami risk planning and response. However, to date, tsunami evacuation models have largely focused on the timings of evacuations, rather than behaviours of those evacuating. In this research, survey data was gathered from coastal communities in Banks Peninsula and Christchurch, New Zealand, relating to behaviours and actions during the November 14th 2016 Kaikōura earthquake tsunami. Survey questions asked about immediate actions following the earthquake shaking, reactions to tsunami warnings, pre-evacuation actions, evacuation dynamics and details on congestion. This data was analysed to characterise trends and identify factors that influenced evacuation actions and behaviour, and was further used to develop a realistic evacuation model prototype to evaluate the capacity of the roading network in Banks Peninsula during a tsunami evacuation. The evacuation model incorporated tsunami risk management strategies that have been implemented by local authorities, and exposure and vulnerability data, alongside the empirical data collected from the survey. This research enhances knowledge of tsunami evacuation behaviour and reactions to tsunami warnings, and can be used to refine evacuation planning to ensure that people can evacuate efficiently, thereby reducing their tsunami exposure and personal risk.

This report provided information on the location and character of the Ostler Fault Zone near Twizel. The fault traces, and associated recommended fault avoidance zones, were mapped in detail for inclusion in a District Plan Change for the Twizel area. The Ostler Fault Zone was mapped in detail because of the higher likelihood of movement on that fault than others in the district, and the potential for future development across the fault zone because of its proximity to Twizel. See Object Overview for background and usage information. The report recommended that the information be incorporated into the District Plan Change and that site-specific investigations be undertaken before development is allowed within the fault avoidance zones. These recommendations were taken up by Mackenzie District Council.
New Zealand's devastating Canterbury earthquakes provided an opportunity to examine the efficacy of existing regulations and policies relevant to seismic strengthening of vulnerable buildings. The mixed-methods approach adopted, comprising both qualitative and quantitative approaches, revealed that some of the provisions in these regulations pose as constraints to appropriate strengthening of earthquake-prone buildings. Those provisions include the current seismic design philosophy, lack of mandatory disclosure of seismic risks and ineffective timeframes for strengthening vulnerable buildings. Recommendations arising from these research findings and implications for pre-disaster mitigation for future earthquake and Canterbury's post-disaster reconstruction suggest: (1) a reappraisal of the requirements for earthquake engineering design and construction, (2) a review and realignment of all regulatory frameworks relevant to earthquake risk mitigation, and (3) the need to develop a national programme necessary to achieve consistent mitigation efforts across the country. These recommendations are important in order to present a robust framework where New Zealand communities such as Christchurch can gradually recover after a major earthquake disaster, while planning for pre-disaster mitigation against future earthquakes. The earthquakes that struck Ōtautahi/Christchurch began September 2010 and continued throughout2012 with the worse shock being February 22, 2011. The extended ‘seismic event’ radically altered thegeophysical and socio-cultural environments of the city. This working paper presents a broad array of datadescribing the impacts of the disaster on Māori. These data frame the results of small email surveyconducted 18 months after the most destructive February 22, 2011. This survey followed two projectsinvestigating the resilience of Māori to the disaster (Lambert & Mark-Shadbolt, 2011; Lambert & Mark-Shadbolt, 2012; Lambert, Mark-Shadbolt, Ataria, & Black, 2012). Results show that while the termresilience has become common to the point of cliché, the Māori experience thus far is best described asendurance.
The topic of ‘resilience’ thinking seems of late to have superseded that of ‘sustainability’ thinking. Sustainability means simply that which sustains and lasts but has taken on many different subtle nuances over the last 20 years since it came into common parlance with the Bruntland Report of 1987, which sought to clarify the definition. However, resilience ‘speak’ has become hot property now, especially highlighted since Christchurch experienced a natural disaster in the form of several large earthquakes from Sep 2010 until most recently in December 2011. Many people comment on how resilient people have been, how resilient the city has been, so it seems timely to investigate what resilience actually means and importantly, resilient to what and of what? (Lorenz, 2010). This essay will look at the concept of systems and resilience, definitions and theories will be explored generally and then these concepts will be more closely defined within the context of a particular system, that of Somerfield School located in the western suburbs of Christchurch.
The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.On 2 March 1987 the Bay of Plenty region suffered an earthquake of magnitude 6.3 on the Richter scale, centred at Edgecumbe. Severe damage to personal and industrial property and drainage systems occurred. In hindsight, although much of the damage was covered by insurance, loans, public and government contributions, the continuing reconstruction costs have had a tremendous impact financially on individuals and the District as a whole. By highlighting some of these ongoing costs and suggestions of alternatives other Rural communities may be better prepared to lessen the effect of a natural disaster such as the Edgecumbe Earthquake of 1987.
The Canterbury region of New Zealand was shaken by major earthquakes on the 4th September 2010 and 22nd February 2011. The quakes caused 185 fatalities and extensive land, infrastructure and building damage, particularly in the Eastern suburbs of Christchurch city. Almost 450 ha of residential and public land was designated as a ‘Red Zone’ unsuitable for residential redevelopment because land damage was so significant, engineering solutions were uncertain, and repairs would be protracted. Subsequent demolition of all housing and infrastructure in the area has left a blank canvas of land stretching along the Avon River corridor from the CBD to the sea. Initially the Government’s official – but enormously controversial – position was that this land would be cleared and lie fallow until engineering solutions could be found that enabled residential redevelopment. This paper presents an application of a choice experiment (CE) that identified and assessed Christchurch residents’ preferences for different land use options of this Red Zone. Results demonstrated strong public support for the development of a recreational reserve comprising a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision. By highlighting the value of a range of alternatives, the CE provided a platform for public participation and expanded the conversational terrain upon which redevelopment policy took place. We conclude the method has value for land use decision-making beyond the disaster recovery context.
