Home address-based school zoning regulations are widely used in many countries as one means of selecting pupils and estimating future enrolment. However, there is little research regarding an alternative system of zoning for parents’ place of employment. Previous research has failed to analyse potential impacts from workplace-based zoning, including negating the effects of chain migration theory and settlement patterns to facilitate cultural integration, promoting the physical and mental wellbeing of families by enabling their close proximity during the day, as well as positive results concerning a volatile real estate market. As the modern family more often consists of one or both parents working full-time, the requirement of children to attend school near their home may not be as reasonably convenient as near their parents’ workplace. A case study was performed on one primary school in Christchurch, consisting of surveys and interviews of school stakeholders, including parents and staff, along with GIS mapping of school locations. This found deeper motivations for choosing a primary school, including a preference for cultural integration and the desire to school children under 14 years near their parents’ place of employment in case of illness or earthquake. These data suggest that the advantages of workplace-based zoning may be worth considering, and this thesis creates a framework for the Ministry of Education to implement this initiative in a pilot programme for primary schools in Christchurch.

Tertiary students, not just working populations, might be experiencing feelings of burnout following the Christchurch earthquakes of 2010 and 2011. In the aftermath of a major disaster, the gap between the resources available to handle pressures (e.g., support) and the demands inherent in the pursuit of an academic degree (e.g., heavy workload) may lead to feelings of burnout among students. This study hypothesised that burnout dimensions (emotional exhaustion and disengagement) would be related to students’ perceptions of immediate institutional support, extended institutional support, peer support, family support, and work overload. Additionally, it was proposed that institutional and social support would moderate the relationship between work overload and burnout. Two hundred and seventy one third and fourth year students were sampled using an online questionnaire. These particular students were expected to be at greater risk of emotional exhaustion and academic disengagement because they were at the earliest stage of their tertiary education when the major earthquakes first hit. Family support and extended institutional support were found to be associated with decreased levels of emotional exhaustion and disengagement. Meanwhile, work overload was found to be related to increased levels of emotional exhaustion and disengagement. Furthermore, both peer support and immediate institutional support were found to have a moderating effect on the relationship between work overload and disengagement. This study has exposed unique findings which contribute to burnout research especially in a post-disaster context, and raises the importance of providing the right types of support for individuals who are particularly dealing with the consequences of a natural disaster.
The self-regulation approach to educating parents focusses on promoting parenting confidence, independence, and the ability to solve future problems. As parents learn the skills to modify their own behaviour, in turn, they aim to foster self-regulation in their children/adolescents. A need had been identified by Christchurch school principals for the Ministry of Education to respond to the post-earthquake stress in local families. The aim of this study was to investigate if a parenting programme was effective in promoting parental self-management skills and adolescent behaviour change in Christchurch families affected by earthquakes between 2010 and 2012. A single case research design was used to follow five families with adolescents (12-16 years old) as they participated in a Group Teen Triple P – Positive Parenting Programme. Measures of self-management skill acquisition were taken during three family discussions (pre-intervention, mid-intervention, and post-intervention) and during the three telephone consultations (Sessions 5-7). Adolescent target behaviour tallies were also analysed for change. The main findings showed that parental self-management skill acquisition increased over-time accompanied by positive change in adolescent behaviour. Additionally, the results suggested that higher rates and levels of self-management skill acquisition in the parents were associated with greater improvements in adolescent behaviour. This study demonstrated that Group Teen Triple P – Positive Parenting Programme was effective in promoting self-management competencies in parents and behaviour change in adolescents.

In 2010 and 2011, Aotearoa New Zealand was hit by a number of major disasters involving loss of human life and severe disruption to social, ecological and economic wellbeing. The Pike River mine explosions were closely followed by a sequence of major earthquakes in Christchurch, seismic events that have permanently altered the lives of thousands of people in our third largest city, the closure of the central business district and the effective abandonment of whole residential areas. In early October 2011, the ship, Rena, grounded on a reef off the port of Tauranga and threatened a major oil spill throughout the Bay of Plenty, where local communities with spiritual and cultural connections to the land depend on sea food as well as thrive on tourism. The Council for Social Work Education Aotearoa New Zealand (CSWEANZ), representing all the Schools of Social Work in New Zealand, held a ‘Disaster Curriculum’ day in November 2011, at which social workers and Civil Defence leaders involved in the Christchurch earthquakes, the Rena Disaster, Fiji floods and the Boxing Day tsunami presented their narrative experience of disaster response and recovery. Workshops discussed and identified core elements that participants considered vital to a social work curriculum that would enable social work graduates in a range of community and cultural settings to respond in safe, creative and informed ways. Recent tsunami events have highlighted the importance of effective tsunami risk management strategies (including land-use planning, structural and natural mitigation, warning systems, education and evacuation planning). However, the rarity of tsunami means that empirical data concerning reactions to tsunami warnings and evacuation behaviour is rare when compared to findings for evacuations from other hazards. More knowledge is required to document the full evacuation process, including responses to warnings, pre-evacuation actions, evacuation dynamics, and the return home. Tsunami evacuation modelling has the potential to inform evidence-based tsunami risk planning and response. However, to date, tsunami evacuation models have largely focused on the timings of evacuations, rather than behaviours of those evacuating. In this research, survey data was gathered from coastal communities in Banks Peninsula and Christchurch, New Zealand, relating to behaviours and actions during the November 14th 2016 Kaikōura earthquake tsunami. Survey questions asked about immediate actions following the earthquake shaking, reactions to tsunami warnings, pre-evacuation actions, evacuation dynamics and details on congestion. This data was analysed to characterise trends and identify factors that influenced evacuation actions and behaviour, and was further used to develop a realistic evacuation model prototype to evaluate the capacity of the roading network in Banks Peninsula during a tsunami evacuation. The evacuation model incorporated tsunami risk management strategies that have been implemented by local authorities, and exposure and vulnerability data, alongside the empirical data collected from the survey. This research enhances knowledge of tsunami evacuation behaviour and reactions to tsunami warnings, and can be used to refine evacuation planning to ensure that people can evacuate efficiently, thereby reducing their tsunami exposure and personal risk.
The Canterbury Earthquakes of 2010 and 2011 and subsequent re-organisation and rebuilding of schools in the region is initiating a rapid transitioning from traditional classrooms and individual teaching to flexible learning spaces (FLS’s) and co-teaching. This transition is driven by the Ministry of Education property division who have specific guidelines for designing new schools, re-builds and the five and ten year property plan requirements. Boards of Trustees, school leaders and teachers are faced with the challenge of reconceptualising teaching and learning from private autonomous learning environments to co-teaching in Flexible Learning Spaces provisioned for 50 to 180 children and two to six teachers in a single space. This process involves risks and opportunities especially for teachers and children. This research project investigates the key components necessary to create effective co-teaching relationships and environments. It explores the lessons learnt from the 1970’s open plan era and the views of 40 experienced practitioners and leaders with two or more years’ experience working in collaborative teaching and learning environments in sixteen New Zealand and Australian schools. The research also considers teacher collaboration and co-teaching as evidenced in literature. The findings lead to the identification of eight key components required to create effective collaborative teaching and learning environments which are discussed using three themes of student centeredness, effective pedagogy and collaboration. Six key recommendations are provided to support the effective co-teaching in a flexible learning space: 1. Situate learners at the centre 2. The presentation is titled, "A Qualitative Study of Paramedic Duty to Treat During Disaster Response".The abstract for this presentation reads as follows: Disasters place unprecedented demands on emergency medical services and test paramedic personal commitment to the health care profession. Despite this challenge, legal guidelines, professional codes of ethics and ambulance service management guidelines are largely silent on the issue of professional obligations during disasters. They provide little to no guidance on what is expected of paramedics or how they ought to approach their duty to treat in the face of risk. This research explores how paramedics view their duty to treat during disasters. Reasons that may limit or override such a duty are examined. Understanding these issues is important in enabling paramedics to make informed and defensible decisions during disasters. The authors employed qualitative methods to gather Australian paramedic perspectives. Participants' views were analysed and organised according to three emerging themes: the scope of individual paramedic obligations, the role and obligations of ambulance services, and the broader ethical context. Our findings suggest that paramedic decisions around duty to treat will largely depend on their individual perception of risk and competing obligations. A reciprocal obligation is expected of paramedic employers. Ambulance services need to provide their employees with the best current information about risks in order to assist paramedics in making defensible decisions in difficult circumstances. Education plays a key role in providing paramedics with an understanding and appreciation of fundamental professional obligations by focusing attention on both the medical and ethical challenges involved with disaster response. Finally, codes of ethics might be useful, but ultimately paramedic decisions around professional obligations will largely depend on their individual risk assessment, perception of risk, and personal value systems.

Courage has remained an elusive concept to define despite having been in the English lexicon for hundreds of years. The Canterbury earthquake sequence that began in 2010 provided a unique context in which to undertake research that would contribute to further conceptualisation of courage. This qualitative study was undertaken in Christchurch, New Zealand, with adults over the age of 70 who experienced the Canterbury earthquakes and continued to live in the Canterbury region. The population group was chosen because it is an under researched group in post-disaster environments, and one that offers valuable insights because of members' length and breadth of life experiences, and likely reminiscent and reflective life stage. A constructivist grounded theory approach was utilised, with data collected through semi-structured focus groups and individual key informant interviews. The common adverse experience of the participants initially discussed was the earthquakes, which was followed by exploration of courage in their other lived experiences. Through an inductive process of data analysis, conceptual categories were identified, which when further analysed and integrated, contributed to a definition of courage. The definition was subsequently discussed with social work professionals who had remained working in the Canterbury region after experiencing the earthquakes. From the examples and the actions described within these, a process model was developed to support the application of courage. The model includes five steps: recognising an adverse situation, making a conscious decision to act, accessing sources of motivation, mastering emotion and taking action. Defining and utilising courage can help people to face adversity associated with everyday life and ultimately supports self-actualisation and self-development. Recommendations from the study include teaching about courage within social work education, utilising the process model within supervision, intentionally involving older adults in emergency management planning and developing specific social work tasks in hospital settings following a disaster.
The Canterbury earthquakes that happened in 2010 and 2011 have attracted many migrant workers to the region to assist with the rebuilding effort. However, research on the impact of influx of migrants on the labour market outcomes of a local industry post-disaster is limited internationally and locally. The main objective of this study is to examine the impact of the Canterbury earthquakes on the changes in demographic composition and occupational structure for the local and foreign workers in the Greater Christchurch construction industry. Replicating the discrete dependent variable regression methods used in the study by Sisk and Bankston III (2014), this study also aimed to compare their findings on the impact of the influx of migrants on the New Orleans construction industry with outcomes in Greater Christchurch. Customised data from New Zealand Censuses 2006 and 2013 were used to represent the pre- and post-earthquake periods. This study found that the rebuild has provided opportunities for migrant workers to enter the Greater Christchurch construction industry. The increased presence of migrant construction workers did not displace the locals. In fact, the likelihoods for both locals’ and migrants’ participation in the industry improved post-earthquakes. The earthquakes also increased overall workers’ participation at the lowest end of the occupational structure. However, the earthquakes created few significant changes to the distribution of local and migrant workers at the various occupational levels in the industry. Local workers still dominated all occupational levels post-earthquakes. The aggregated education levels of the construction workers were higher post-earthquakes, particularly among the migrant workers. Overall, migrant workers in the Greater Christchurch construction industry were more diverse, more educated and participated in higher occupational levels than migrants assisting in the New Orleans rebuild, due possibly to differences in immigration policies between New Zealand and the United States of America.
Disasters can create the equivalent of 20 years of waste in only a few days. Disaster waste can have direct impacts on public health and safety, and on the environment. The management of such waste has a great direct cost to society in terms of labor, equipment, processing, transport and disposal. Disaster waste management also has indirect costs, in the sense that slow management can slow down a recovery, greatly affecting the ability of commerce and industry to re-start. In addition, a disaster can lead to the disruption of normal solid waste management systems, or result in inappropriate management that leads to expensive environmental remediation. Finally, there are social impacts implicit in disaster waste management decisions because of psychological impact we expect when waste is not cleared quickly or is cleared too quickly. The paper gives an overview of the challenge of disaster waste management, examining issues of waste quantity and composition; waste treatment; environmental, economic, and social impacts; health and safety matters; and planning. Christchurch, New Zealand, and the broader region of Canterbury were impacted during this research by a series of shallow earthquakes. This has led to the largest natural disaster emergency in New Zealand’s history, and the management of approximately 8 million tons of building and infrastructure debris has become a major issue. The paper provides an overview of the status of disaster waste management in Christchurch as a case study. A key conclusion is the vital role of planning in effective disaster waste management. In spite of the frequency of disasters, in most countries the ratio of time spent on planning for disaster waste management to the time spent on normal waste management is extremely low. Disaster waste management also requires improved education or training of those involved in response efforts. All solid waste professionals have a role to play to respond to the challenges of disaster waste management.
School travel is a major aspect of a young person’s everyday activity. The relationship between the built environment that youth experience on their way to and from school, influences a number of factors including their development, health and wellbeing. This is especially important in low income areas where the built environment is often poorer, but the need for it to be high quality and accessible is greater. This study focusses on the community of Aranui, a relatively low income suburb in Christchurch, New Zealand. It pays particular attention to Haeata Community Campus, a state school of just under 800 pupils from year one through to year thirteen (ages 5-18). The campus opened in 2017 following the closure of four local schools (three primary and one secondary), as part of the New Zealand Government’s Education Renewal scheme following the Christchurch earthquakes of 2010/11. Dedicated effort toward understanding the local built environment, and subsequent travel patterns has been argued to be insufficiently considered. The key focus of this research was to understand the importance of the local environment in encouraging active school travel. The present study combines geospatial analysis, quantitative survey software Maptionnaire, and statistical models to explore the features of the local environment that influence school travel behaviour. Key findings suggest that distance to school and parental control are the most significant predictors of active transport in the study sample. Almost 75% of students live within two kilometres of the school, yet less than 40% utilise active transport. Parental control may be the key contributing factor to the disproportionate private vehicle use. However, active school travel is acknowledged as a complex process that is the product of many individual, household, and local environment factors. To see increased active transport uptake, the local environment needs to be of greater quality. Meaning that the built environment should be improved to be youth friendly, with greater walkability and safe, accessible cycling infrastructure.
Previous research has found that the capacity to self-regulate is associated with a number of positive life outcomes and deficits in self-regulation have been linked with poorer life outcomes. Therefore, parent and child self-regulation is an important focus of the Positive Parenting Program for Teenagers (Teen Triple P). The aim of this study was to investigate if Group Teen Triple P was effective in promoting parental self-regulation and adolescent behaviour change in families affected by the earthquakes in Canterbury NZ between 2010 and 2012. METHOD: Five families with teenagers aged 12-16 years were recruited from among families participating in a Group Teen Triple P program specifically implemented by the education authorities for parents self-reporting long-term negative effects of the earthquakes on their family. A single-case multiple-baseline across participants design was used to examine change in target teenager behaviour. Measures of self-regulation skill acquisition were taken using a coding scheme devised for the study from transcripts of three telephone consultations and from three family discussions at pre-intervention, mid-intervention, and post-intervention. Parents and their child also completed questionnaires addressing adolescent functioning, the parent-adolescent relationship and parenting at pre- and post-intervention. RESULTS: The multiple-baseline data showed that parents were successful at changing targeted behaviour for their child. Analysis of the telephone consultations and family discussions showed that parents increased their self-regulation skills over the therapy period and there was positive change in adolescent behavior reported on the Strengths and Difficulties Questionnaire. Additionally, the results suggested that higher rates and levels of self-regulation in the parents were associated with greater improvements in adolescent behaviour. CONCLUSION: This study demonstrated that the Group Teen Triple P -Program was effective in promoting self-regulation in parents and behaviour change in adolescents, specifically in a post-disaster context.

Research on human behaviour during earthquake shaking has identified three main influences of behaviour: the environment the individual is located immediately before and during the earthquake, in terms of where the individual is and who the individual is with at the time of the earthquake; individual characteristics, such as age, gender, previous earthquake experience, and the intensity and duration of earthquake shaking. However, little research to date has systematically analysed the immediate observable human responses to earthquake shaking, mostly due to data constraints and/or ethical considerations. Research on human behaviour during earthquakes has relied on simulations or post-event, reflective interviews and questionnaire studies, often performed weeks to months or even years following the event. Such studies are therefore subject to limitations such as the quality of the participant's memory or (perceived) realism of a simulation. The aim of this research was to develop a robust coding scheme to analyse human behaviour during earthquake shaking using video footage captured during an earthquake event. This will allow systematic analysis of individuals during real earthquakes using a previously unutilized data source, thus help develop guidance on appropriate protective actions. The coding scheme was developed in a two-part process, combining a deductive and inductive approach. Previous research studies of human behavioral response during earthquake shaking provided the basis for the coding scheme. This was then iteratively refined by applying the coding scheme to a broad range of video footage of people exposed to strong shaking during the Canterbury earthquake sequence. The aim of this was to optimise coding scheme content and application across a broad range of scenarios, and to increase inter-coder reliability. The methodology to code data will enhance objective observation of video footage to allow cross-event analysis and explore (among others): reaction time, patterns of behaviour, and social, environmental and situational influences of behaviour. This can provide guidance for building configuration and design, and evidence-based recommendations for public education about injury-preventing behavioural responses during earthquake shaking.
