The impact of the Canterbury earthquake sequence of 2010-12 and its aftermath has been enormous. This inventory lists some of the thousands of community-led groups and initiatives across the region that have developed or evolved as a result of the quake. This inventory is the third such inventory to have been produced. The Christchurch Earthquake Activity Inventory was released by Landcare Research in May 2011, three months after the devastating 22 February 2011 earthquake. The second inventory, entitled An Inventory of Community-led Recovery Initiatives in Canterbury, was collated by Bailey Peryman and Dr Suzanne Vallance (Lincoln University) approximately one year after the February earthquake. The research for this third inventory was undertaken over a four month period from June to September 2013, and was conducted primarily through online searches.This research was undertaken with funding support from the Natural Hazards Platform and GNS, New Zealand.

The Canterbury earthquakes of 2010 and 2011 have shone the spotlight on a number of tax issues. These issues, and in particular lessons learned from them, will be relevant for revenue authorities, policymakers and taxpayers alike in the broader context of natural disasters. Issues considered by this paper include the tax treatment of insurance monies. For example, building owners will receive pay-outs for destroyed assets and buildings which have been depreciated. Where the insurance payment is more than the adjusted tax value, there will be a taxable "gain on sale" (or depreciation recovery income). If the building owner uses those insurance proceeds to purchase a replacement asset, legislative amendments specifically enacted following the earthquakes provide that rollover relief of the depreciation recovery income is available. The tax treatment of expenditure to seismically strengthen a building is another significant issue faced by building owners. Case law has determined that this expenditure will usually be capital expenditure. In the past such costs could be capitalised to the building and depreciated accordingly. However, since the 2011-2012 income year owners have been prohibited from claiming depreciation on buildings and therefore currently no deduction is available for such strengthening expenditure (whether immediate or deferred). This has significant potential implications for landlords throughout New Zealand facing significant seismic retrofit costs. Incentives, or some form of financial support, whether delivered through the tax system or some other mechanism may be required. International Financial Reporting Standards (IFRS) require insurance proceeds, including reimbursement for expenditure of a capital nature, be reported as income while expenditure itself is not recorded as a current period expense. This has the effect of overstating current income and creating a larger variation between reported income for accounting and taxation purposes. Businesses have obligations to maintain certain business records for tax purposes. Reconstructing records destroyed by a natural disaster depends on how the information was originally stored. The earthquakes have demonstrated the benefits of ‘off-site’ (outside Canterbury) storage, in particular electronic storage. This paper considers these issues and the Inland Revenue Department (Inland Revenue) Standard Practice Statement which deals with inter alia retention of business records in electronic format and offshore record storage. Employer provided accommodation is treated as income to the benefitting employee. A recent amendment to the Income Tax Act 2007 retrospectively provides that certain employer provided accommodation is exempt from tax. The time aspect of these rules is extended where the employee is involved in the Canterbury rebuild and comes from outside the region.

Following the 2010/2011 Canterbury, New Zealand earthquakes, a detailed door-to-door survey was conducted in the Christchurch region to establish the earthquake performance of lightweight timber-framed residential dwellings with a masonry veneer external cladding system. The post-earthquake survey involved documenting the condition of dwellings in areas that had experienced different levels of earthquake shaking, allowing comparison between the performance of different veneer systems and different shaking intensities. In total, just fewer than 1,100 residential dwellings were inspected throughout the wider Christchurch area. The survey included parameters such as level of veneer damage, type of veneer damage, observed crack widths, and level of repair required. It is concluded that based on observed earthquake performance at the shaking intensities matching or exceeding ultimate limit state loading, the post-1996 veneer fixing details performed satisfactorily and continued use of the detail is recommended without further modification. The previously unknown Greendale Fault was buried beneath the Canterbury Plains and ruptured in the September 4th 2010 moment magnitude (Mw) 7.1 Darfield Earthquake. The Darfield Earthquake and subsequent Mw 6 or greater events that caused damage to Christchurch highlight the importance of unmapped faults near urban areas. This thesis examines the morphology, age and origin of the Canterbury Plains together with the paleoseismology and surface-rupture displacement distributions of the Greendale Fault. It offers new insights into the surface-rupture characteristics, paleoseismology and recurrence interval of the Greendale Fault and related structures involved in the 2010 Darfield Earthquake. To help constrain the timing of the penultimate event on the Greendale Fault the origin and age of the faulted glacial outwash deposits have been examined using sedimentological analysis of gravels and optically stimulated luminescence (OSL) dating combined with analysis of GPS and LiDAR survey data. OSL ages from this and other studies, and the analysis of surface paleochannel morphology and subsurface gravel deposits indicate distinct episodes of glacial outwash activity across the Canterbury Plains, at ~20 to 24 and ~28 to 33 kyr separated by a hiatus in sedimentation possibly indicating an interstadial period. These data suggest multiple glacial periods between ~18 and 35 kyr which may have occurred throughout the Canterbury region and wider New Zealand. A new model for the Waimakariri Fan is proposed where aggradation is mainly achieved during episodic sheet flooding with the primary river channel location remaining approximately fixed. The timing, recurrence interval and displacements of the penultimate surface-rupturing earthquake on the Greendale Fault have been constrained by trenching the scarp produced in 2010 at two locations. These excavations reveal a doubling of the magnitude of surface displacement at depths of 2-4 m. Aided by OSL ages of sand lenses in the gravel deposits, this factor-of-two increase is interpreted to indicate that in the central section of the Greendale Fault the penultimate surface-rupturing event occurred between ca. 20 and 30 kyr ago. The Greendale Fault remained undetected prior to the Darfield earthquake because the penultimate fault scarp was eroded and buried during Late Pleistocene alluvial activity. The Darfield earthquake rupture terminated against the Hororata Anticline Fault (HAF) in the west and resulted in up to 400 mm of uplift on the Hororata Anticline immediately above the HAF. Folding in 2010 is compared to Quaternary and younger deformation across the anticline recorded by a seismic reflection line, GPS-measured topographic profiles along fluvial surfaces, and river channel sinuosity and morphology. It is concluded that the HAF can rupture during earthquakes dissimilar to the 2010 event that may not be triggered by slip on the Greendale Fault. Like the Greendale Fault geomorphic analyses provide no evidence for rupture of the HAF in the last 18 kyr, with the average recurrence interval for the late Quaternary inferred to be at least ~10 kyr. Surface rupture of the Greendale Fault during the Darfield Earthquake produced one of the most accessible and best documented active fault displacement and geometry datasets in the world. Surface rupture fracture patterns and displacements along the fault were measured with high precision using real time kinematic (RTK) GPS, tape and compass, airborne light detection and ranging (LiDAR), and aerial photos. This allowed for detailed analysis of the cumulative strike-slip displacement across the fault zone, displacement gradient (ground shear strain) and the type of displacement (i.e. faulting or folding). These strain profiles confirm that the rupture zone is generally wide (~30 to ~300 metres) with >50% of displacement (often 70-80%) accommodated by ground flexure rather than discrete fault slip and ground cracking. The greatest fault-zone widths and highest proportions of folding are observed at fault stepovers.

The presentation is titled, "Canterbury Family Violence Collaboration: An innovative response to family violence following the Canterbury earthquakes - successes, challenges, and achievements".The abstract for this presentation reads as follows: Across a range of international jurisdictions there is growing evidence that shows a high prevalence of family violence, child abuse and sexual violence over a number of years following natural disasters (World Health Organisation, 2005). Such empirical findings were also reflected within the Canterbury region following the earthquake events in 2010 and 2011. For example, in the weekend following the September 2010 earthquake, Canterbury police reported a 53% increase in call-outs to family violence incidents. In 2012, Canterbury police investigated over 7,400 incidents involving family violence - approximately 19 incidents each day. Child, youth and family data also reflect an increase in family violence, with substantiated cases of abuse increasing markedly from 1,130 cases in 2009 to 1,650 cases in 2011. These numbers remain elevated. Challenging events like the Canterbury earthquakes highlight the importance of, and provide the catalyst for, strengthening connections with various communities of interest to explore new ways of responding to the complex issue of family violence. It was within this context that the Canterbury Family Violence Collaboration (Collaboration) emerged. Operating since 2012, the Collaboration now comprises 45 agencies from across governmental and non-governmental sectors. The Collaboration's value proposition is that it delivers system-wide responses to family violence that could not be achieved by any one agency. These responses are delivered within five strategic priority areas: housing, crisis response and intervention, prevention, youth, and staff learning and development. The purpose of this presentation is to describe the experiences of the collaborative effort and lessons learnt by the collaborative partners in the first three years after its establishment. It will explore the key successes and challenges of the collaborative effort, and outline the major results achieved - a unique contribution, in unique circumstances, to address family violence experienced by Canterbury people throughout the period of recovery and rebuild.
This study investigates evidence for linkages and fault interactions centred on the Cust Anticline in Northwest Canterbury between Starvation Hill to the southwest and the Ashley and Loburn faults to the northeast. An integrated programme of geologic, geomorphic, paleo-seismic and geophysical analyses was undertaken owing to a lack of surface exposures and difficulty in distinguishing active tectonic features from fluvial and/or aeolian features across the low-relief Canterbury Plains. LiDAR analysis identified surface expression of several previously unrecognised active fault traces across the low-relief aggradation surfaces of the Canterbury Plains. Their presence is consistent with predictions of a fault relay exploiting the structural mesh across the region. This is characterised by interactions of northeast-striking contractional faults and a series of re-activating inherited Late Cretaceous normal faults, the latter now functioning as E–W-striking dextral transpressive faults. LiDAR also allowed for detailed analysis of the surface expression of individual faults and folds across the Cust Anticline contractional restraining bend, which is evolving as a pop-up structure within the newly established dextral shear system that is exploiting the inherited, now re-activated, basement fault zone. Paleo-seismic trenches were located on the crest of the western arm of the Cust Anticline and across a previously unrecognised E–W-striking fault trace, immediately southwest of the steeply plunging Cust Anticline termination. These studies confirmed the location and structural style of north-northeast-striking faults and an E–W-striking fault associated with the development of this structural culmination. A review of available industry seismic reflection lines emphasised the presence of a series of common structural styles having the same underlying structural drivers but with varying degrees of development and expression, both in the seismic profiles and in surface elevations across the study area. Based on LiDAR surface mapping and preliminary re-analysis of industry seismic reflection data, four fault zones are identified across the restraining bend structural culminations, which together form the proposed Oxford–Cust–Ashley Fault System. The 2010–2012 Canterbury Earthquake Sequence showed many similarities to the structural pattern established across the Oxford–Cust–Ashley Fault System, emphasising the importance of identification and characterization of presently hidden fault sources, and the understanding of fault network linkages, in order to improve constraints on earthquake source potential. Improved understanding of potentially-interactive fault sources in Northwest Canterbury, with the potential for combined initial fault rupture and spatial and temporal rupture propagation across this fault system, can be used in probabilistic seismic hazard analysis for the region, which is essential for the suitability and sustainability of future social and economic development.
The Canterbury Region is susceptible to a variety of natural hazards, including earthquakes, landslides and climate hazards. Increasing population and tourism within the region is driving development pressures and as more and more development occurs, the risk from natural hazards increases. In order to avoid development occurring in unacceptably vulnerable locations, natural hazard assessments are required. This study is a reconnaissance natural hazard assessment of Lakes Lyndon, Coleridge and Tekapo. There is restricted potential for development at Lake Lyndon, because the land surrounding the lake is owned by the Crown and has a number of development restrictions. However, there is the potential for conservation or recreation-linked development to occur. There is more potential for development at Lake Coleridge. Most of the land surrounding the lake is privately owned and has less development restrictions. The majority of land surrounding Lake Tekapo is divided into Crown-owned pastoral leases, which are protected from development, such as subdivision. However, there are substantial areas around the lake, which are privately owned and, therefore, have potential for development. Earthquake, landslide and climate hazards are the main natural hazards threatening Lakes Lyndon, Coleridge and Tekapo. The lakes are situated in a zone of active earth deformation in which large and relatively frequent earthquakes are produced. A large number of active faults lie within 15 km of each lake, which are capable of producing M7 or larger earthquakes. Ground shaking, liquefaction, landslides, tsunami and seiches are among the consequences of earthquakes, all of which have the potential to cause severe damage to lives, lifelines and infrastructure. Landslides are also common in the landscape surrounding the lakes. The majority of slopes surrounding the lakes are at significant risk from earthquake-induced failure under moderate to strong earthquake shaking. This level of shaking is expected to occur in any 50 year period around Lakes Lyndon and Coleridge, and in any 150 year period around Lake Tekapo. Injuries, fatalities and property damage can occur directly from landslide impact or from indirect effects such as flooding from landslide-generated tsunami or from landslide dam outbreaks. Lakes Lyndon, Coleridge and Tekapo are also susceptible to climate hazards, such as high winds, drought, heavy snowfall and heavy rainfall, which can lead to landslides and flooding. Future climate change due to global warming is most likely going to affect patterns of frequency and magnitudes of extreme weather events, leading to an increase in climate hazards. Before development is permitted around the lakes, it is essential that each of these hazards is considered so that unacceptably vulnerable areas can be avoided.
During the 2010/2011 Canterbury earthquakes, Reinforced Concrete Frame with Masonry Infill (RCFMI) buildings were subjected to significant lateral loads. A survey conducted by Christchurch City Council (CCC) and the Canterbury Earthquake Recovery Authority (CERA) documented 10,777 damaged buildings, which included building characteristics (building address, the number of storeys, the year of construction, and building use) and post-earthquake damage observations (building safety information, observed damage, level of damage, and current state of the buildings). This data was merged into the Canterbury Earthquake Building Assessment (CEBA) database and was utilised to generate empirical fragility curves using the lognormal distribution method. This paper provides a brief discussion of observed strong ground motions from the 14 November 2016 Mw7.8 Kaikoura earthquake. Specific attention is given to examining observations in the near-source region where several ground motions exceeding 1.0g horizontal are recorded, as well as up to 2.7g in the vertical direction at one location. Ground motion response spectra in the near-source, North Canterbury, Marlborough and Wellington regions are also examined and compared with design levels. Observed spectral amplitudes are also compared with predictions from empirical and physics-based ground motion modelling.
This report examines and compares case studies of labour market policy responses in APEC economies to natural disasters. It first reviews the policies and practice within APEC economies and internationally in managing the labour market effects of natural disasters. By using comparative case studies, the report then compares recent disaster events in the Asia-Pacific region, including: - the June 2013 Southern Alberta floods in Canada; - the 2010 and 2011 Queensland floods in Australia; - the 2010 and 2011 Canterbury earthquakes in New Zealand; - the 2011 Great East Japan Earthquake and Tsunami in Japan; and - the 2008 Wenchuan earthquake in China.
This paper provides an overview of the salient aspects of the dense array of ground motions observed in the 4 September 2010 Darfield and 22 February 2011 Christchurch earthquakes. Particular attention is given to inferred physical reasons for the observed ground motions, which include: (i) source features such as forward directivity effects; (ii) The effects of the Canterbury Plains sedimentary basin on basin-generated surface waves, and waveguide effects through the region; and (iii) the importance of local site response as evidenced by observations of large long period amplification and liquefaction. The significance of vertical ground motion intensity is also examined.
The 2010 and 2011 earthquakes in the region of Canterbury, New Zealand caused widespread damage and the deaths of 185 people. Suburbs on the eastern side of Christchurch and in the satellite town of Kaiapoi, 20 kilometres north of Christchurch, were badly damaged by liquefaction. The Canterbury Earthquake Recovery Authority (CERA), a government organisation set up in the wake of the earthquakes, began to systematically zone all residential land in 2011. Based on the possibility for land remediation, 7860 houses in Christchurch and Kaiapoi were zoned red. Those who were in this zone were compensated and had to buy or build elsewhere. The other zone examined within this research – that of TC3 – lies within the green zone. Residents, in this zone, were able to stay in their houses but land was moderately damaged and required site-specific geotechnical investigations. This research sought to understand how residents’ senses of home were impacted by a disaster and the response efforts. Focusing on the TC3 and red zone of the eastern suburbs and the satellite town of Kaiapoi, this study interviewed 29 residents within these zones. The concept of home was explored with the respondents at three scales: home as a household; home as a community; and home as a city. There was a large amount of resistance to the zoning process and the handling of claims by insurance companies and the Earthquake Commission (EQC) after the earthquakes. Lack of transparency and communication, as well as extremely slow timelines were all documented as failings of these agencies. This research seeks to understand how participant’s sense of home changed on an individual level and how it was impacted by outside agencies. Homemaking techniques were also focused on showing that a changed sense of home will impact on how a person interacts with a space.
This study explores the impact post-earthquake images from Christchurch, New Zealand inserted into a task requiring sustained attention or vigilance have on performance, selfreports of task-focus, and cerebra activity using functional near-infrared spectroscopy (fNIRS). The images represent the current state of Christchurch; a city struggling to recover from devastating earthquakes that peaked in February, 2011, killing 185 people, injuring hundreds more and causing widespread and massive damage to infrastructure, land and building in the region. Crowdsourcing was used to gather a series of positive and negative photos from greater Christchurch to be employed in the subsequent experiment. Seventy-one Christchurch resident participants (51 women, 20 men) then took part in a vigilance task with the sourced images embedded to assess possible cognitive disruptions. Participants were randomly assigned to one of three conditions: embedded positive pictures, embedded negative pictures, or embedded scrambled image controls. Task performance was assessed with signal detection theory metrics of sensitivity A’ and β’’. Individuals viewing the positive images, relating to progress, rebuild, or aesthetic aspects within the city, were overall more conservative or less willing to respond than those in the other conditions. In addition, positive condition individuals reported lower task focus, when compared to those in the control condition. However, indicators of cerebral activity (fNIRS) did not differ significantly between the experimental groups. These results combined, suggest that mind wandering events may be being generated when exposed to positive post-earthquake images. This finding fits with recent research which indicates that mind-wandering or day dreaming tends to be positive and future oriented. While positive recovery images may initiate internal thoughts, this could actually prove problematic in contexts in which external attention is required. While the actual environment, of course, needs to recover, support agencies may want to be careful with employing positive recovery imagery in contexts where people actually should be paying attention to something else, like operating a vehicle or machinery.
In the aftermath of the 2010-2011 Canterbury Earthquake Sequence (CES), the location of Christchurch-City on the coast of the Canterbury Region (New Zealand) has proven crucial in determining the types of- and chains of hazards that impact the city. Very rapidly, the land subsidence of up to 1 m (vertical), and the modifications of city’s waterways – bank sliding, longitudinal profile change, sedimentation and erosion, engineered stop-banks… - turned rainfall and high-tides into unprecedented floods, which spread across the eastern side of the city. Within this context, this contribution presents two modeling results of potential floods: (1) results of flood models and (2) the effects of further subsidence-linked flooding – indeed if another similar earthquake was to strike the city, what could be the scenarios of further subsidence and then flooding. The present research uses the pre- and post-CES LiDAR datasets, which have been used as the boundary layer for the modeling. On top of simple bathtub model of inundation, the river flood model was conducted using the 2-D hydrodynamic code NAYS-2D developed at the University of Hokkaido (Japan), using a depth-averaged resolution of the hydrodynamic equations. The results have shown that the area the most at risk of flooding are the recent Holocene sedimentary deposits, and especially the swamplands near the sea and in the proximity of waterways. As the CES drove horizontal and vertical displacement of the land-surface, the surface hydrology of the city has been deeply modified, increasing flood risks.
