Observations made in past earthquakes, in New Zealand and around the world, have highlighted the vulnerability of non-structural elements such as facades, ceilings, partitions and services. Damage to these elements can be life-threatening or jeopardise egress routes but typically, the main concern is the cost and time associated with repair works. The Insurance Council of New Zealand highlighted the substantial economic losses in recent earthquakes due to poor performance of non-structural elements. Previous inspections and research have attributed the damage to non-structural elements principally to poor coordination, inadequate or lack of seismic restraints and insufficient clearances to cater for seismic actions. Secondary issues of design responsibility, procurement and the need for better alignment of the various Standards have been identified. In addition to the compliance issues, researchers have also demonstrated that current code provisions for non-structural elements, both in New Zealand and abroad, may be inadequate. This paper first reviews the damage observed against the requirements of relevant Standards and the New Zealand Building Code, and it appears that, had the installations been compliant, the cost of repair and business interruption would have been substantially less. The second part of the paper highlights some of the apparent shortcomings with the current design process for non-structural elements, points towards possible alternative strategies and identifies areas where more research is deemed necessary. The challenge of improving the seismic performance of non-structural elements is a complex one across a diverse construction industry. Indications are that the New Zealand construction industry needs to completely rethink the delivery approach to ensure an integrated design, construction and certification process. The industry, QuakeCentre, QuakeCoRE and the University of Canterbury are presently working together to progress solutions. Indications are that if new processes can be initiated, better performance during earthquakes will be achieved while delivering enhanced building and business resilience.

The Anglican Bishop of Christchurch Victoria Mathews says the decision to demolish the cathedral was reached through prayer, great deliberation and with the utmost concern for safety. The Bishop says a number of options were considered before deciding to bring the walls down but the turning point was 23 December 2011, when a series of strong quakes rocked the city. At that stage the Canterbury Earthquake Authority approached the church. Rocket Lab's Electron rocket launch today on the Mahia Peninsula has been scrubbed again, sadly. A power fault this time. Kaikoura residents and businesses are celebrating the re-opening of State Highway 1 north following a year of earthquake repairs. The coastal highway link between Picton and Christchurch was badly damaged during the November 2016 quake but will now re-open during the day from 7am. The Canterbury earthquakes in 2010 and 2011 had a significant impact on landlords and tenants of commercial buildings in the city of Christchurch. The devastation wrought on the city was so severe that in an unprecedented response to this disaster a cordon was erected around the central business district for nearly two and half years while demolition, repairs and rebuilding took place. Despite the destruction, not all buildings were damaged. Many could have been occupied and used immediately if they had not been within the cordoned area. Others had only minor damage but repairs to them could not be commenced, let alone completed, owing to restrictions on access caused by the cordon. Tenants were faced with a major problem in that they could not access their buildings and it was likely to be a long time before they would be allowed access again. The other problem was uncertainty about the legal position as neither the standard form leases in use, nor any statute, provided for issues arising from an inaccessible building. The parties were therefore uncertain about their legal rights and obligations in this situation. Landlords and tenants were unsure whether tenants were required to pay rent for a building that could not be accessed or whether they could terminate their leases on the basis that the building was inaccessible. This thesis looks at whether the common law doctrine of frustration could apply to leases in these circumstances, where the lease had made no provision. It analyses the history of the doctrine and how it applies to a lease, the standard form leases in use at the time of the earthquakes and the unexpected and extraordinary nature of the earthquakes. It then reports on the findings of the qualitative empirical research undertaken to look at the experiences of landlords and tenants after the earthquakes. It is argued that the circumstances of landlords and tenants met the test for the doctrine of frustration. Therefore, the doctrine could have applied to leases to enable the parties to terminate them. It concludes with a suggestion for reform in the form of a new Act to govern the special relationship between commercial landlords and tenants, similar to legislation already in place covering other types of relationships like those in residential tenancies and employment. Such legislation could provide dispute resolution services to enable landlords and tenants to have access to justice to determine their legal rights at all times, and in particular, in times of crisis.

A Christchurch couple locked in an ongoing legal battle with state-owned quake insurer Southern Response says it is sobering for a Court of Appeal decision to go their way, one decade on from the harrowing earthquakes. An earlier High Court decision found Southern Response guilty of misleading and deceptive behaviour when it short-changed Karl and Alison Dodds tens of thousands of dollars after their quake damaged house was written off. The Dodds say they were tricked into accepting a lower offer from Southern Response only to later discover the insurer had kept secret from them a second higher estimate to rebuild their damaged house, a so-called second secret detailed repair and rebuild analysis (DRA). The High Court ordered Southern Response to pay the Dodds almost $180,000 in damages, plus costs. But the government appealed the decision, saying it needed clarity, because of the thousands of similar cases it could be liable for. The Court of Appeal reduced the damages Southern Response has to pay $10,656.44 due to an earlier error in calculations. The Minister responsible Grant Robertson has declined to be interviewed. Southern Response also declined to be interviewed. Neither have ruled out appealing the decision in the Supreme Court.
In this thesis, focus is given to develop methodologies for rapidly estimating specific components of loss and downtime functions. The thesis proposes methodologies for deriving loss functions by (i) considering individual component performance; (ii) grouping them as per their performance characteristics; and (iii) applying them to similar building usage categories. The degree of variation in building stock and understanding their characteristics are important factors to be considered in the loss estimation methodology and the field surveys carried out to collect data add value to the study. To facilitate developing ‘downtime’ functions, this study investigates two key components of downtime: (i) time delay from post-event damage assessment of properties; and (ii) time delay in settling the insurance claims lodged. In these two areas, this research enables understanding of critical factors that influence certain aspects of downtime and suggests approaches to quantify those factors. By scrutinising the residential damage insurance claims data provided by the Earthquake Commission (EQC) for the 2010- 2011 Canterbury Earthquake Sequence (CES), this work provides insights into various processes of claims settlement, the time taken to complete them and the EQC loss contributions to building stock in Christchurch city and Canterbury region. The study has shown diligence in investigating the EQC insurance claim data obtained from the CES to get new insights and build confidence in the models developed and the results generated. The first stage of this research develops contribution functions (probabilistic relationships between the expected losses for a wide range of building components and the building’s maximum response) for common types of claddings used in New Zealand buildings combining the probabilistic density functions (developed using the quantity of claddings measured from Christchurch buildings), fragility functions (obtained from the published literature) and cost functions (developed based on inputs from builders) through Monte Carlo simulations. From the developed contribution functions, glazing, masonry veneer, monolithic and precast concrete cladding systems are found to incur 50% loss at inter-storey drift levels equal to 0.027, 0.003, 0.005 and 0.011, respectively. Further, the maximum expected cladding loss for glazing, masonry veneer, monolithic, precast concrete cladding systems are found to be 368.2, 331.9, 365.0, and 136.2 NZD per square meter of floor area, respectively. In the second stage of this research, a detailed cost breakdown of typical buildings designed and built for different purposes is conducted. The contributions of structural and non- structural components to the total building cost are compared for buildings of different usages, and based on the similar ratios of non-structural performance group costs to the structural performance group cost, four-building groups are identified; (i) Structural components dominant group: outdoor sports, stadiums, parkings and long-span warehouses, (ii) non- structural drift-sensitive components dominant group: houses, single-storey suburban buildings (all usages), theatres/halls, workshops and clubhouses, (iii) non-structural acceleration- sensitive components dominant group: hospitals, research labs, museums and retail/cold stores, and (iv) apartments, hotels, offices, industrials, indoor sports, classrooms, devotionals and aquariums. By statistically analysing the cost breakdowns, performance group weighting factors are proposed for structural, and acceleration-sensitive and drift-sensitive non-structural components for all four building groups. Thus proposed building usage groupings and corresponding weighting factors facilitate rapid seismic loss estimation of any type of building given the EDPs at storey levels are known. A model for the quantification of post-earthquake inspection duration is developed in the third stage of this research. Herein, phase durations for the three assessment phases (one rapid impact and two rapid building) are computed using the number of buildings needing inspections, the number of engineers involved in inspections and a phase duration coefficient (which considers the median building inspection time, efficiency of engineer and the number of engineers involved in each assessment teams). The proposed model can be used: (i) by national/regional authorities to decide the length of the emergency period following a major earthquake, and estimate the number of engineers required to conduct a post-earthquake inspection within the desired emergency period, and (ii) to quantify the delay due to inspection for the downtime modelling framework. The final stage of this research investigates the repair costs and insurance claim settlement time for damaged residential buildings in the 2010-2011 Canterbury earthquake sequence. Based on the EQC claim settlement process, claims are categorized into three groups; (i) Small Claims: claims less than NZD15,000 which were settled through cash payment, (ii) Medium Claims: claims less than NZD100,000 which were managed through Canterbury Home Repair Programme (CHRP), and (iii) Large Claims: claims above NZD100,000 which were managed by an insurance provider. The regional loss ratio (RLR) for greater Christchurch for three events inducing shakings of approximate seismic intensities 6, 7, and 8 are found to be 0.013, 0.066, and 0.171, respectively. Furthermore, the claim duration (time between an event and the claim lodgement date), assessment duration (time between the claim lodgement day and the most recent assessment day), and repair duration (time between the most recent assessment day and the repair completion day) for the insured residential buildings in the region affected by the Canterbury earthquake sequence is found to be in the range of 0.5-4 weeks, 1.5- 5 months, and 1-3 years, respectively. The results of this phase will provide useful information to earthquake engineering researchers working on seismic risk/loss and insurance modelling.

The Canterbury Earthquakes of 2010-2011, in particular the 4th September 2010 Darfield earthquake and the 22nd February 2011 Christchurch earthquake, produced severe and widespread liquefaction in Christchurch and surrounding areas. The scale of the liquefaction was unprecedented, and caused extensive damage to a variety of man-made structures, including residential houses. Around 20,000 residential houses suffered serious damage as a direct result of the effects of liquefaction, and this resulted in approximately 7000 houses in the worst-hit areas being abandoned. Despite the good performance of light timber-framed houses under the inertial loads of the earthquake, these structures could not withstand the large loads and deformations associated with liquefaction, resulting in significant damage. The key structural component of houses subjected to liquefaction effects was found to be their foundations, as these are in direct contact with the ground. The performance of house foundations directly influenced the performance of the structure as a whole. Because of this, and due to the lack of research in this area, it was decided to investigate the performance of houses and in particular their foundations when subjected to the effects of liquefaction. The data from the inspections of approximately 500 houses conducted by a University of Canterbury summer research team following the 4th September 2010 earthquake in the worst-hit areas of Christchurch were analysed to determine the general performance of residential houses when subjected to high liquefaction loads. This was followed by the detailed inspection of around 170 houses with four different foundation types common to Christchurch and New Zealand: Concrete perimeter with short piers constructed to NZS3604, concrete slab-on-grade also to NZS3604, RibRaft slabs designed by Firth Industries and driven pile foundations. With a focus on foundations, floor levels and slopes were measured, and the damage to all areas of the house and property were recorded. Seven invasive inspections were also conducted on houses being demolished, to examine in more detail the deformation modes and the causes of damage in severely affected houses. The simplified modelling of concrete perimeter sections subjected to a variety of liquefaction-related scenarios was also performed, to examine the comparative performance of foundations built in different periods, and the loads generated under various bearing loss and lateral spreading cases. It was found that the level of foundation damage is directly related to the level of liquefaction experienced, and that foundation damage and liquefaction severity in turn influence the performance of the superstructure. Concrete perimeter foundations were found to have performed most poorly, suffering high local floor slopes and being likely to require foundation repairs even when liquefaction was low enough that no surface ejecta was seen. This was due to their weak, flexible foundation structure, which cannot withstand liquefaction loads without deforming. The vulnerability of concrete perimeter foundations was confirmed through modelling. Slab-on-grade foundations performed better, and were unlikely to require repairs at low levels of liquefaction. Ribraft and piled foundations performed the best, with repairs unlikely up to moderate levels of liquefaction. However, all foundation types were susceptible to significant damage at higher levels of liquefaction, with maximum differential settlements of 474mm, 202mm, 182mm and 250mm found for concrete perimeter, slab-on-grade, ribraft and piled foundations respectively when subjected to significant lateral spreading, the most severe loading scenario caused by liquefaction. It was found through the analysis of the data that the type of exterior wall cladding, either heavy or light, and the number of storeys, did not affect the performance of foundations. This was also shown through modelling for concrete perimeter foundations, and is due to the increased foundation strengths provided for heavily cladded and two-storey houses. Heavy roof claddings were found to increase the demands on foundations, worsening their performance. Pre-1930 concrete perimeter foundations were also found to be very vulnerable to damage under liquefaction loads, due to their weak and brittle construction.

People got together with close neighbours to hold joint Garage Sales. In the area where the garage sales were held all the homes have been 'written off' by the government, as the land on which they sit is too damaged by the Christchurch earthquakes to repair. In places it looked more like a ships graveyard with the hulls of the houses sinking lopsidedly into the sand. Unfortunately for nearly everyone in the red zone they cannot rebuild a new home as sections to build on start now around $2,000 and the government is not paying them enough to buy a plot of land and build a new home. The choices for Bexley residents in most cases is to rent, buy a house at least a few years old or move to Australia to start again. I was told that up to 80% could be off to Oz".

In recent years, rocking isolation has become an effective approach to improve seismic performance of steel and reinforced concrete structures. These systems can mitigate structural damage through rigid body displacement and thus relatively low requirements for structural ductility, which can significantly improve seismic resilience of structures and reduce repairing costs after strong earthquakes. A number of base rocking structural systems with only a single rocking interface have been proposed. However, these systems can have significant high mode effect for high rise structures due to the single rocking interface. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including the BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. A number of structural configurations will be tested [1, 2], and non-structural elements including ceilings, infilling walls, glazed curtain walls, precast concrete panels, piping system will also be tested in this project [3]. Within this study, a multiple rocking column steel structural system was proposed and investigated mainly by Tongji team with assistance of NZ members. The concept of rocking column system initiates from the structure of Chinese ancient wooden pagoda. In some of Chinese wooden pagodas, there are continuous core columns hanged only at the top of each pagoda, which is not connected to each stories. This core column can effectively avoid collapse of the whole structure under large storey drifts. Likewise, there are also central continuous columns in the newly proposed steel rocking column system, which can avoid weak story failure mechanism and make story drifts more uniform. In the proposed rocking column system, the structure can switch between an elastic rigidly connected moment resisting frame and a controlled rocking column system when subjected to strong ground motion excitations. The main seismic energy can be dissipated by asymmetric friction beam–column connections, thereby effectively reducing residual displacement of the structure under seismic loading without causing excessive damage to structural members. Re–centering of the structure is provided not only by gravity load carried by rocking columns, but also by mould coil springs. To investigate dynamic properties of the proposed system under different levels of ground excitations, a full-scale threestory steel rocking column structural system with central continuous columns is to be tested using the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China and an analytical model is established. A finite element model is also developed using ABAQUS to simulate the structural dynamic responses. The rocking column system proposed in this paper is shown to produce resilient design with quick repair or replacement.
Based on the recent developments on alternative jointed ductile dry connections for concrete multistorey buildings, the paper aims to extend and propose similar innovative seismic connections for laminated veneer lumber (LVL) timber buildings. The dry connections herein proposed are characterised by a sort of rocking occurring at the section interface of the structural elements when an earthquake occurs; unbonded post-tensioned techniques and dissipative devices respectively provide self-centring and dissipation capacities. The paper illustrates some experimental investigations of an extensive campaign, still undergoing at the University of Canterbury Christchurch, NZ) are herein presented and critically discussed. In particular, results of cyclic quasi-static testing on exterior beam-column subassemblies and wall-to-foundation systems are herein presented; preliminary results of pseudo-dynamic testing on wall-to-foundation specimens are also illustrated. The research investigations confirmed the enhanced seismic performance of these systems/connections; three key aspects , as the no-damageability in the structural elements, typical “flag-shape” cyclic behaviour (with self-centring and dissipation capacity), negligible residual deformations, i.e. limited costs of repair, joined with low mass, flexibility of design and rapidity of construction LVL timber, all create the potential for an increased use in low-rise multistorey buildings.
Capacity design and hierarchy of strength philosophies at the base of modern seismic codes allow inelastic response in case of severe earthquakes and thus, in most traditional systems, damage develops at well-defined locations of reinforced concrete (RC) structures, known as plastic hinges. The 2010 and 2011 Christchurch earthquakes have demonstrated that this philosophy worked as expected. Plastic hinges formed in beams, in coupling beams and at the base of columns and walls. Structures were damaged permanently, but did not collapse. The 2010 and 2011 Christchurch earthquakes also highlighted a critical issue: the reparability of damaged buildings. No methodologies or techniques were available to estimate the level of subsequent earthquakes that RC buildings could still sustain before collapse. No repair techniques capable of restoring the initial condition of buildings were known. Finally, the cost-effectiveness of an eventual repair intervention, when compared with a new building, was unknown. These aspects, added to nuances of New Zealand building owners’ insurance coverage, encouraged the demolition of many buildings. Moreover, there was a perceived strong demand from government and industry to develop techniques for assessing damage to steel reinforcement bars embedded in cracked structural concrete elements. The most common questions were: “Have the steel bars been damaged in correspondence to the concrete cracks?”, “How much plastic deformation have the steel bars undergone?”, and “What is the residual strain capacity of the damaged bars?” Minimally invasive techniques capable of quantifying the level and extent of plastic deformation and residual strain capacity are not yet available. Although some studies had been recently conducted, a validated method is yet to be widely accepted. In this thesis, a least-invasive method for the damage-assessment of steel reinforcement is developed. Based on the information obtained from hardness testing and a single tensile test, it is possible to estimate the mechanical properties of earthquake-damaged rebars. The reduction in the low-cycle fatigue life due to strain ageing is also quantified. The proposed damage assessment methodology is based on empirical relationships between hardness and strain and residual strain capacity. If damage is suspected from in situ measurements, visual inspection or computer analysis, a bar may be removed and more accurate hardness measurements can be obtained using the lab-based Vickers hardness methodology. The Vickers hardness profile of damaged bars is then compared with calibration curves (Vickers hardness versus strain and residual strain capacity) previously developed for similar steel reinforcement bars extracted from undamaged locations. Experimental tests demonstrated that the time- and temperature-dependent strain-ageing phenomenon causes changes in the mechanical properties of plastically deformed steels. In particular, yield strength and hardness increases, whereas ductility decreases. The changes in mechanical properties are quantified and their implications on the hardness method are highlighted. Low-cycle fatigue (LCF) failures of steel reinforcing bars have been observed in laboratory testing and post-earthquake damage inspections. Often, failure might not occur during a first seismic event. However, damage is accumulated and the remaining fatigue life is reduced. Failure might therefore occur in a subsequent seismic event. Although numerous studies exist on the LCF behaviour of steel rebars, no studies had been conducted on the strain-ageing effects on the remaining fatigue life. In this thesis, the reduction in fatigue life due to this phenomenon is determined through a number of experimental tests.
The lateral capacity of a conventional CLT shear wall is often governed by the strength and stiffness of its connections, which do not significantly utilize the in-plane strength of the CLT. Therefore, CLT shear walls are not yet being used efficiently in the construction of mass timber buildings due to a lack of research on high-capacity connections and alternative wall configurations. In this study, cyclic experiments were completed on six full-scale, 5-ply cantilever CLT shear walls with high-capacity hold-downs using mixed angle screws and bolts. All specimens exhibited significantly higher strength and stiffness than previously tested conventional CLT shear walls in the literature. The base connections demonstrated ductile failure modes through yielding of the hold-down connections. Based on the experimental results, numerical models were calibrated to investigate the seismic behaviour of CLT shear walls for prototype buildings of 3 and 6-storeys in Christchurch, NZ. As an alternative to cantilever (single) shear walls, a type of coupled wall with steel link beams between adjacent CLT wall piers was investigated. Effective coupling requires the link beam-to-wall connections to have adequate strength to ensure ductile link beam responses and adequate stiffness to yield the link beams at a relatively low inter-storey drift level. To this end, three beam-to-wall connection types were developed and cyclically tested to investigate their behaviour and feasibility. Based on the test results of the critical connection, a 3-storey, 2/3-scale coupled CLT wall specimen with three steel link beams and mixed angle screwed hold-downs was cyclically tested to evaluate its performance and experimentally validate the system concept. The test results showed a relatively high lateral strength compared to conventional CLT shear walls, as well as a high system ductility ratio of 7.6. Failure of the system was characterised by combined bending and withdrawal of the screws in the mixed angle screw hold-downs, yielding and eventual inelastic buckling of the steel link beams, CLT toe crushing, and local CLT delamination. Following the initial test, the steel link beams, mixed angle screw hold-downs, and damaged CLT regions were repaired, then the wall specimen was re-tested. The repaired wall behaved similarly to the original test and exhibited slightly higher energy dissipation and peak strength, but marginally more rapid strength deterioration under cyclic loading. Several hybrid coupled CLT shear walls were numerically modelled and calibrated based on the results of the coupled wall experiments. Pushover analyses were conducted on a series of configurations to validate a capacity design method for the system and to investigate reasonable parameter values for use in the preliminary design of the system. Additionally, an iterative seismic design method was proposed and used to design sample buildings of 6, 8, and 10-storeys using both nonlinear pushover and nonlinear time history analyses to verify the prototype designs. Results of the sample building analyses demonstrated adequate seismic behaviour and the proposed design parameters were found to be appropriate. In summary, high-capacity CLT shear walls can be used for the resistance of earthquakes by using stronger base connections and coupled wall configurations. The large-scale experimental testing in this study has demonstrated that both cantilever and coupled CLT shear walls are feasible LLRSs which can provide significantly greater lateral strength, stiffness, and energy dissipation than conventional CLT shear wall configurations.

On Thursday 23 June Prime Minister John Key, Canterbury Earthquake Recovery Minister Gerry Brownlee and representatives from engineering consultants Tonkin & Taylor announced the first part of the Government's long-awaited land report that revealed the fate of up to 5000 quake-damaged homes. These homes were in the 'red zone'. But 10,500 owners in the orange zone were left in limbo, with their properties requiring further assessment. One of the options presented to residents in the red zone, ideal for people with replacement policies, was the government bought your land, and you dealt directly with your insurers about your house. The timeliness and quality of recovery activities are impacted by the organisation and human resourcing of the physical works. This research addresses the suitability of different resourcing strategies on post-disaster demolition and debris management programmes. This qualitative analysis primarily draws on five international case studies including 2010 Canterbury earthquake, 2009 L’Aquila earthquake, 2009 Samoan Tsunami, 2009 Victorian Bushfires and 2005 Hurricane Katrina. The implementation strategies are divided into two categories: collectively and individually facilitated works. The impacts of the implementation strategies chosen are assessed for all disaster waste management activities including demolition, waste collection, transportation, treatment and waste disposal. The impacts assessed include: timeliness, completeness of projects; and environmental, economic and social impacts. Generally, the case studies demonstrate that detritus waste removal and debris from major repair work is managed at an individual property level. Debris collection, demolition and disposal are generally and most effectively carried out as a collective activity. However, implementation strategies are affected by contextual factors (such as funding and legal constraints) and the nature of the disaster waste (degree of hazardous waste, geographical spread of waste etc.) and need to be designed accordingly. Community involvement in recovery activities such as demolition and debris removal is shown to contribute positively to psychosocial recovery.
Low Damage Seismic Design (LDSD) guidance material being developed by Engineering NZ is considering a design drift limit for multi-storey buildings of 0.5% at a new damage control limit state (DCLS). The impact of this new design requirement on the expected annual loss due to repair costs is investigated for a four-storey office building with reinforced concrete walls located in Christchurch. The LDSD guidance material aims to reduce the expected annual loss of complying buildings to below 0.1% of building replacement cost. The research tested this expectation. Losses were estimated in accordance with FEMA P58, using building responses from non-linear time history analyses (performed with OpenSees using lumped plasticity models). The equivalent static method, in line with NZS 1170.5 and NZS 3101, was used to design the building to LDSD specifications, representing a future state-of-practice design. The building designed to low-damage specification returned an expected annual loss of 0.10%, and the building designed conventionally returned an expected annual loss of 0.13%. Limitations with the NZS 3101 method for determining wall stiffness were identified, and a different method acknowledging the relationship between strength and stiffness was used to redesign the building. Along with improving this design assumption, the study finds that LDSD design criteria could be an effective way of limiting damage and losses.
"Prior to the devastating 2010-2011 Canterbury earthquakes, the city of Christchurch was already exhibiting signs of a housing affordability crisis. The causes and symptoms were similar to those being experienced in Auckland, but the substantial damage to the housing stock caused by the earthquakes added new dimensions and impetus to the problem. Large swathes of the most affordable housing stock in the east of the city were effectively destroyed by the earthquakes. In itself this would have pushed the mean house price upwards, but compounding problems exacerbated the situation. These include the price effects of reduced supply of both rented and owned housing and increased demand from both displaced residents and an influx of rebuild workers. The need for additional temporary housing while repairs were undertaken and the associated insurance pay-outs bidding up rents with improved rental returns leading to increased interest in property investment. Land supply constraints and consenting issues inhibiting the build of new housing and political infighting and uncertainty regarding the future of parts of the city leading to a flight of development activity to peripheral locations and adjoining local authorities. Concerns that the erosion of the city council rating base combined with inadequacy of insurance cover for infrastructure will lead to large rates increases, increased development costs and reduced amenities and services in future years. These and other issuers will be elaborated on in this paper with a view to exploring the way forward for affordable housing Christchurch City."
