This study analyses the success and limitations of the recovery process following the 2010–11 earthquake sequence in Christchurch, New Zealand. Data were obtained from in-depth interviews with 32 relocated households in Christchurch, and from a review of recovery policies implemented by the government. A top-down approach to disaster recovery was evident, with the creation of multiple government agencies and processes that made grassroots input into decision-making difficult. Although insurance proceeds enabled the repair and rebuilding of many dwellings, the complexity and adversarial nature of the claim procedures also impaired recovery. Householders’ perceptions of recovery reflected key aspects of their post-earthquake experiences (e.g. the housing offer they received, and the negotiations involved), and the outcomes of their relocation (including the value of the new home, their subjective well-being, and lifestyle after relocation). Protracted insurance negotiations, unfair offers and hardships in post-earthquake life were major challenges to recovery. Less-thanfavourable recovery experiences also transformed patterns of trust in local communities, as relocated householders came to doubt both the government and private insurance companies’ ability to successfully manage a disaster. At the same time, many relocated households expressed trust in their neighbours and communities. This study illuminates how government policies influence disaster recovery while also suggesting a need to reconsider centralised, top-down approaches to managing recovery.
Seismic isolation is an effective technology for significantly reducing damage to buildings and building contents. However, its application to light-frame wood buildings has so far been unable to overcome cost and technical barriers such as susceptibility of light-weight buildings to movement under high-wind loading. The 1994 Northridge Earthquake (6.7 MW) in the United States, 1995 Kobe Earthquake (6.9 MW) in Japan and 2011 Christchurch Earthquake (6.7 Mw) all highlighted significant loss to light-frame wood buildings with over half of earthquake recovery costs allocated to their repair and reconstruction. This poster presents a value case to highlight the benefits of seismically isolated residential buildings compared to the standard fixed-base dwellings for the Wellington region. Loss data generated by insurance claim information from the 2011 Christchurch Earthquake has been used to determine vulnerability functions for the current light-frame wood building stock. By using a simplified single degree of freedom (SDOF) building model, methods for determining vulnerability functions for seismic isolated buildings are developed. Vulnerability functions are then applied directly in a loss assessment to determine the Expected Annual Loss. Vulnerability was shown to dramatically reduce for isolated buildings compared to an equivalent fixed-base building resulting in significant monetary savings, justifying the value case. A state-of-the-art timber modelling software, Timber3D, is then used to model a typical residential building with and without seismic isolation to assess the performance of a proposed seismic isolation system which addresses the technical and cost issues.
In recent Canterbury earthquakes, structures have performed well in terms of life safety but the estimated total cost of the rebuild was as high as $40 billion. The major contributors to this cost are repair/demolition/rebuild cost, the resulting downtime and business interruption. For this reason, the authors are exploring alternate building systems that can minimize the downtime and business interruption due to building damage in an earthquake; thereby greatly reducing the financial implications of seismic events. In this paper, a sustainable and demountable precast reinforced concrete (RC) frame system in which the precast members are connected via steel tubes/plates or steel angles/plates and high strength friction grip (HSFG) bolts is introduced. In the proposed system, damaged structural elements in seismic frames can be easily replaced with new ones; thereby making it an easily and quickly repairable and a low-loss system. The column to foundation connection in the proposed system can be designed either as fixed or pinned depending on the requirement of strength and stiffness. In a fixed base frame system, ground storey columns will also be damaged along with beams in seismic events, which are to be replaced after seismic events; whereas in a pin base frame only beams (which are easy to replace) will be damaged. Low to medium rise (3-6 storey) precast RC frame buildings with fixed and pin bases are analyzed in this paper; and their lateral capacity, lateral stiffness and natural period are scrutinized to better understand the pros and cons of the demountable precast frame system with fixed and pin base connections.
Designing a structure for higher- than-code seismic performance can result in significant economic and environmental benefits. This higher performance can be achieved using the principles of Performance-Based Design, in which engineers design structures to minimize the probabilistic lifecycle seismic impacts on a building. Although the concept of Performance-Based Design is not particularly new, the initial capital costs associated with designing structures for higher performance have historically hindered the widespread adoption of performance-based design practices. To overcome this roadblock, this research is focused on providing policy makers and stakeholders with evidence-based environmental incentives for designing structures in New Zealand for higher seismic performance. In the first phase of the research, the environmental impacts of demolitions in Christchurch following the Canterbury Earthquakes were quantified to demonstrate the environmental consequences of demolitions following seismic events. That is the focus here. A building data set consisting of 142 concrete buildings that were demolished following the earthquake was used to quantify the environmental impacts of the demolitions in terms of the embodied carbon and energy in the building materials. A reduced set of buildings was used to develop a material takeoff model to estimate material quantities in the entire building set, and a lifecycle assessment tool was used to calculate the embodied carbon and energy in the materials. The results revealed staggering impacts in terms of the embodied carbon and energy in the materials in the demolished buildings. Ongoing work is focused developing an environmental impact framework that incorporates all the complex factors (e.g. construction methodologies, repair methodologies (if applicable), demolition methodologies (if applicable), and waste management) that contribute to the environmental impacts of building repair and demolition following earthquakes.
Resilience and community spirit have shone through in North Canterbury in the aftermath of the earthquake. With no active civil defence post in operation in Cheviot in the days after the 7.8 quake, a group of locals mobilised a task force to support those in need. Further north at Mendip Hills Station farm manager Simon Lee has been repairing broken water pipes and clearing slips in time for weaning, while on Ben Lissington's dairy farm near Waiau, milk tankers are having to go off the beaten track to get to the rotary shed after a six metre section of the road was destroyed.
A school leader says the Ministry of Education of wasted millions of taxpayer dollars over years of earthquake repairs, and was obstructive and misleading. The building budget at Christchurch Girls High School has blown out by 50 percent to $40 million and it's not finished, even after five years of work. Mike Lay, who was chair of the board of trustees for most of those years, until 2018, says the ministry botched the job then targeted him when he tried to hold it accountable. He told Phil Pennington about the school's struggle to get the school re-built properly.
Earthquake Engineering is facing an extraordinarily challenging era, the ultimate target being set at increasingly higher levels by the demanding expectations of our modern society. The renewed challenge is to be able to provide low-cost, thus more widely affordable, high-seismic-performance structures capable of sustaining a design level earthquake with limited or negligible damage, minimum disruption of business (downtime) or, in more general terms, controllable socio-economical losses. The Canterbury earthquakes sequence in 2010-2011 has represented a tough reality check, confirming the current mismatch between societal expectations over the reality of seismic performance of modern buildings. In general, albeit with some unfortunate exceptions, modern multi-storey buildings performed as expected from a technical point of view, in particular when considering the intensity of the shaking (higher than new code design) they were subjected to. As per capacity design principles, plastic hinges formed in discrete regions, allowing the buildings to sway and stand and people to evacuate. Nevertheless, in many cases, these buildings were deemed too expensive to be repaired and were consequently demolished. Targeting life-safety is arguably not enough for our modern society, at least when dealing with new building construction. A paradigm shift towards damage-control design philosophy and technologies is urgently required. This paper and the associated presentation will discuss motivations, issues and, more importantly, cost-effective engineering solutions to design buildings capable of sustaining low-level of damage and thus limited business interruption after a design level earthquake. Focus will be given to the extensive research and developments in jointed ductile connections based upon controlled rocking & dissipating mechanisms for either reinforced concrete and, more recently, laminated timber structures. An overview of recent on-site applications of such systems, featuring some of the latest technical solutions developed in the laboratory and including proposals for the rebuild of Christchurch, will be provided as successful examples of practical implementation of performance-based seismic design theory and technology.
Recent severe earthquakes, such as Christchurch earthquake series, worldwide have put emphasis on building resilience. In resilient systems, not only life is protected, but also undesirable economic effects of building repair or replacement are minimized following a severe earthquake. Friction connections are one way of providing structure resilience. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs), and the symmetric friction connections (SFCs) in braces of the braced frames. Experimental and numerical studies on components have been conducted internationally. However, actual building performance depends on the many interactions, occurring within a whole building system, which may be difficult to determine accurately by numerical modelling or testing of structural components alone. Dynamic inelastic testing of a full-scale multi-storey composite floor building with full range of non-structural elements (NSEs) has not yet been performed, so it is unclear if surprises are likely to occur in such a system. A 9 m tall three-storey configurable steel framed composite floor building incorporating friction-based connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. Beams and columns are designed to remain elastic during an earthquake event, with all non-linear behaviour occurring through stable sliding frictional behaviour, dissipating energy by SHJAFCs used in MRFs and SFCs in braced frames, with and without Belleville springs. Structural systems are configurable, allowing different moment and braced frame structural systems to be tested in two horizontal directions. In some cases, these systems interact with rocking frame or rocking column system in orthogonal directions subjected to unidirectional and bidirectional horizontal shaking. The structure is designed and detailed to undergo, at worst, minor damage under series of severe earthquakes. NSEs applied include precast-concrete panels, glass curtain walling, internal partitions, suspended ceilings, fire sprinkler piping as well as some other common contents. This paper presents the probabilistic seismic performance and loss assessment of an actual bridge– foundation–soil system, the Fitzgerald Avenue twin bridges in Christchurch, New Zealand. A two-dimensional finite element model of the longitudinal direction of the system is modelled using advanced soil and structural constitutive models. Ground motions at multiple levels of intensity are selected based on the seismic hazard deaggregation at the site. Based on rigorous examination of several deterministic analyses, engineering demand parameters (EDP’s), which capture the global and local demand, and consequent damage to the bridge and foundation are determined. A probabilistic seismic loss assessment of the structure considering both direct repair and loss of functionality consequences was performed to holistically assess the seismi risk of the system. It was found that the non-horizontal stratification of the soils, liquefaction, and soil–structure interaction had pronounced effects on the seismic demand distribution of the bridge components, of which the north abutment piles and central pier were critical in the systems seismic performance. The consequences due to loss of functionality of the bridge during repair were significantly larger than the direct repair costs, with over a 2% in 50 year probability of the total loss exceeding twice the book-value of the structure.
The Earthquake Commission has settled with a Christchurch homeowner, just days before their test case was due to be heard at the High Court. Jamie Gibling used his KiwiSaver to buy his first family home in New Brighton after the quakes, believing it had been properly repaired. He later learned the repairs were botched and would cost $300,000 to fix. His "onsold" test case was supposed to be heard on Monday to clarify who was liable. But today EQC announced it had reached a settlement with the family and that agreement would provide a framework for the 54 other claimants also with Shine Lawyers. Finance and EQC Minister Grant Robertson last week announced an "onsold" settlement kitty of $300 million for the next 12 months but legal experts working with claimants have told Checkpoint it could cost taxpayers much much more. EQC's Deputy Chief Executive is Renee Walker. On Thursday she came into the studio and Lisa Owen asked her if the Giblings got what they asked for and if the 54 others who signed up to the class action would get the same.

In the period between September 2010 and December 2011, Christchurch was shaken by a series of strong earthquakes including the MW7.1 4 September 2010, Mw 6.2 22 February 2011, MW6.2 13 June 2011 and MW6.0 23 December 2011 earthquakes. These earthquakes produced very strong ground motions throughout the city and surrounding areas that resulted in soil liquefaction and lateral spreading causing substantial damage to buildings, infrastructure and the community. The stopbank network along the Kaiapoi and Avon River suffered extensive damage with repairs projected to take several years to complete. This presented an opportunity to undertake a case-study on a regional scale of the effects of liquefaction on a stopbank system. Ultimately, this information can be used to determine simple performance-based concepts that can be applied in practice to improve the resilience of river protection works. The research presented in this thesis draws from data collected following the 4th September 2010 and 22nd February 2011 earthquakes. The stopbank damage is categorised into seven key deformation modes that were interpreted from aerial photographs, consultant reports, damage photographs and site visits. Each deformation mode provides an assessment of the observed mechanism of failure behind liquefaction-induced stopbank damage and the factors that influence a particular style of deformation. The deformation modes have been used to create a severity classification for the whole stopbank system, being ‘no or low damage’ and ‘major or severe damage’, in order to discriminate the indicators and factors that contribute to ‘major to severe damage’ from the factors that contribute to all levels of damage a number of calculated, land damage, stopbank damage and geomorphological parameters were analysed and compared at 178 locations along the Kaiapoi and Avon River stopbank systems. A critical liquefiable layer was present at every location with relatively consistent geotechnical parameters (cone resistance (qc), soil behaviour type (Ic) and Factor of Safety (FoS)) across the study site. In 95% of the cases the critical layer occurred within two times the Height of the Free Face (HFF,). A statistical analysis of the geotechnical factors relating to the critical layer was undertaken in order to find correlations between specific deformation modes and geotechnical factors. It was found that each individual deformation mode involves a complex interplay of factors that are difficult to represent through correlative analysis. There was, however, sufficient data to derive the key factors that have affected the severity of deformation. It was concluded that stopbank damage is directly related to the presence of liquefaction in the ground materials beneath the stopbanks, but is not critical in determining the type or severity of damage, instead it is merely the triggering mechanism. Once liquefaction is triggered it is the gravity-induced deformation that causes the damage rather than the shaking duration. Lateral spreading and specifically the depositional setting was found to be the key aspect in determining the severity and type of deformation along the stopbank system. The presence or absence of abandoned or old river channels and point bar deposits was found to significantly influence the severity and type of deformation. A review of digital elevation models and old maps along the Kaiapoi River found that all of the ‘major to severe’ damage observed occurred within or directly adjacent to an abandoned river channel. Whilst a review of the geomorphology along the Avon River showed that every location within a point bar deposit suffered some form of damage, due to the depositional environment creating a deposit highly susceptible to liquefaction.
Despite their good performance in terms of their design objectives, many modern code-prescriptive buildings built in Christchurch, New Zealand had to be razed after the 2010-2011 Canterbury earthquakes because repairs were deemed too costly due to widespread sacrificial damage. Clearly a more effective design paradigm is needed to create more resilient structures. Rocking, post-tensioned connections with supplemental energy dissipation can contribute to a damage avoidance designs (DAD). However, few have achieved all three key design objectives of damage-resistant rocking, inherent recentering ability, and repeatable, damage-free energy dissipation for all cycles, which together offer a response which is independent of loading history. Results of experimental tests are presented for a near full-scale rocking beam-column sub-assemblage. A matrix of test results is presented for the system under varying levels of posttensioning, with and without supplemental dampers. Importantly, this parametric study delineates each contribution to response. Practical limitations on posttensioning are identified: a minimum to ensure static structural re-centering, and a maximum to ensure deformability without threadbar yielding. Good agreement between a mechanistic model and experimental results over all parameters and inputs indicates the model is robust and accurate for design. The overall results indicate that it is possible to create a DAD connection where the non-linear force-deformation response is loading history independent and repeatable over numerous loading cycles, without damage, creating the opportunity for the design and implementation of highly resilient structures.
Capacity design and hierarchy of strength philosophies at the base of modern seismic codes allow inelastic response in case of severe earthquakes and thus, in most traditional systems, damage develops at well-defined locations of reinforced concrete (RC) structures, known as plastic hinges. The 2010 and 2011 Christchurch earthquakes have demonstrated that this philosophy worked as expected. Plastic hinges formed in beams, in coupling beams and at the base of columns and walls. Structures were damaged permanently, but did not collapse. The 2010 and 2011 Christchurch earthquakes also highlighted a critical issue: the reparability of damaged buildings. No methodologies or techniques were available to estimate the level of subsequent earthquakes that RC buildings could still sustain before collapse. No repair techniques capable of restoring the initial condition of buildings were known. Finally, the cost-effectiveness of an eventual repair intervention, when compared with a new building, was unknown. These aspects, added to nuances of New Zealand building owners’ insurance coverage, encouraged the demolition of many buildings. Moreover, there was a perceived strong demand from government and industry to develop techniques for assessing damage to steel reinforcement bars embedded in cracked structural concrete elements. The most common questions were: “Have the steel bars been damaged in correspondence to the concrete cracks?”, “How much plastic deformation have the steel bars undergone?”, and “What is the residual strain capacity of the damaged bars?” Minimally invasive techniques capable of quantifying the level and extent of plastic deformation and residual strain capacity are not yet available. Although some studies had been recently conducted, a validated method is yet to be widely accepted. In this thesis, a least-invasive method for the damage-assessment of steel reinforcement is developed. Based on the information obtained from hardness testing and a single tensile test, it is possible to estimate the mechanical properties of earthquake-damaged rebars. The reduction in the low-cycle fatigue life due to strain ageing is also quantified. The proposed damage assessment methodology is based on empirical relationships between hardness and strain and residual strain capacity. If damage is suspected from in situ measurements, visual inspection or computer analysis, a bar may be removed and more accurate hardness measurements can be obtained using the lab-based Vickers hardness methodology. The Vickers hardness profile of damaged bars is then compared with calibration curves (Vickers hardness versus strain and residual strain capacity) previously developed for similar steel reinforcement bars extracted from undamaged locations. Experimental tests demonstrated that the time- and temperature-dependent strain-ageing phenomenon causes changes in the mechanical properties of plastically deformed steels. In particular, yield strength and hardness increases, whereas ductility decreases. The changes in mechanical properties are quantified and their implications on the hardness method are highlighted. Low-cycle fatigue (LCF) failures of steel reinforcing bars have been observed in laboratory testing and post-earthquake damage inspections. Often, failure might not occur during a first seismic event. However, damage is accumulated and the remaining fatigue life is reduced. Failure might therefore occur in a subsequent seismic event. Although numerous studies exist on the LCF behaviour of steel rebars, no studies had been conducted on the strain-ageing effects on the remaining fatigue life. In this thesis, the reduction in fatigue life due to this phenomenon is determined through a number of experimental tests.

In the last century, seismic design has undergone significant advancements. Starting from the initial concept of designing structures to perform elastically during an earthquake, the modern seismic design philosophy allows structures to respond to ground excitations in an inelastic manner, thereby allowing damage in earthquakes that are significantly less intense than the largest possible ground motion at the site of the structure. Current performance-based multi-objective seismic design methods aim to ensure life-safety in large and rare earthquakes, and to limit structural damage in frequent and moderate earthquakes. As a result, not many recently built buildings have collapsed and very few people have been killed in 21st century buildings even in large earthquakes. Nevertheless, the financial losses to the community arising from damage and downtime in these earthquakes have been unacceptably high (for example; reported to be in excess of 40 billion dollars in the recent Canterbury earthquakes). In the aftermath of the huge financial losses incurred in recent earthquakes, public has unabashedly shown their dissatisfaction over the seismic performance of the built infrastructure. As the current capacity design based seismic design approach relies on inelastic response (i.e. ductility) in pre-identified plastic hinges, it encourages structures to damage (and inadvertently to incur loss in the form of repair and downtime). It has now been widely accepted that while designing ductile structural systems according to the modern seismic design concept can largely ensure life-safety during earthquakes, this also causes buildings to undergo substantial damage (and significant financial loss) in moderate earthquakes. In a quest to match the seismic design objectives with public expectations, researchers are exploring how financial loss can be brought into the decision making process of seismic design. This has facilitated conceptual development of loss optimisation seismic design (LOSD), which involves estimating likely financial losses in design level earthquakes and comparing against acceptable levels of loss to make design decisions (Dhakal 2010a). Adoption of loss based approach in seismic design standards will be a big paradigm shift in earthquake engineering, but it is still a long term dream as the quantification of the interrelationships between earthquake intensity, engineering demand parameters, damage measures, and different forms of losses for different types of buildings (and more importantly the simplification of the interrelationship into design friendly forms) will require a long time. Dissecting the cost of modern buildings suggests that the structural components constitute only a minor portion of the total building cost (Taghavi and Miranda 2003). Moreover, recent research on seismic loss assessment has shown that the damage to non-structural elements and building contents contribute dominantly to the total building loss (Bradley et. al. 2009). In an earthquake, buildings can incur losses of three different forms (damage, downtime, and death/injury commonly referred as 3Ds); but all three forms of seismic loss can be expressed in terms of dollars. It is also obvious that the latter two loss forms (i.e. downtime and death/injury) are related to the extent of damage; which, in a building, will not just be constrained to the load bearing (i.e. structural) elements. As observed in recent earthquakes, even the secondary building components (such as ceilings, partitions, facades, windows parapets, chimneys, canopies) and contents can undergo substantial damage, which can lead to all three forms of loss (Dhakal 2010b). Hence, if financial losses are to be minimised during earthquakes, not only the structural systems, but also the non-structural elements (such as partitions, ceilings, glazing, windows etc.) should be designed for earthquake resistance, and valuable contents should be protected against damage during earthquakes. Several innovative building technologies have been (and are being) developed to reduce building damage during earthquakes (Buchanan et. al. 2011). Most of these developments are aimed at reducing damage to the buildings’ structural systems without due attention to their effects on non-structural systems and building contents. For example, the PRESSS system or Damage Avoidance Design concept aims to enable a building’s structural system to meet the required displacement demand by rocking without the structural elements having to deform inelastically; thereby avoiding damage to these elements. However, as this concept does not necessarily reduce the interstory drift or floor acceleration demands, the damage to non-structural elements and contents can still be high. Similarly, the concept of externally bracing/damping building frames reduces the drift demand (and consequently reduces the structural damage and drift sensitive non-structural damage). Nevertheless, the acceleration sensitive non-structural elements and contents will still be very vulnerable to damage as the floor accelerations are not reduced (arguably increased). Therefore, these concepts may not be able to substantially reduce the total financial losses in all types of buildings. Among the emerging building technologies, base isolation looks very promising as it seems to reduce both inter-storey drifts and floor accelerations, thereby reducing the damage to the structural/non-structural components of a building and its contents. Undoubtedly, a base isolated building will incur substantially reduced loss of all three forms (dollars, downtime, death/injury), even during severe earthquakes. However, base isolating a building or applying any other beneficial technology may incur additional initial costs. In order to provide incentives for builders/owners to adopt these loss-minimising technologies, real-estate and insurance industries will have to acknowledge the reduced risk posed by (and enhanced resilience of) such buildings in setting their rental/sale prices and insurance premiums.
A heritage advocate says he is over the moon to see a special piece of this country's history restored for future generations to enjoy. Three second world war era gun emplacements have been officially opened at Godley Head near Christchurch. The concrete bunkers and network of tunnels were badly damaged in the 2011 earthquakes and have only now been repaired and had screeds of graffiti removed. At the height of the war, the guns at the entry to Lyttelton Harbour were home to two thousand army personnel. They were the main defence from an anticipated Japanese invasion. The Godley Heads Heritage Trust chair, Peter Wilkins, told Conan Young the restored emplacements will ensure this history is never forgotten.
The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.At 4.35am on 4th September 2010, Canterbury was hit by an earthquake measuring 7.1 on the Richter scale. On 22nd February 2011 and 13th June 2011 a separate fault line approximately 35km from the first, ruptured to inflict two further earthquakes measuring 6.3 and 6.0 respectively. As a direct result of the February earthquake, 181 people lost their lives. Some commentators have described this series of earthquakes as the most expensive global insurance event of all time. These earthquakes and the more than 7000 associated aftershocks have had a significant physical impact on parts of Canterbury and virtually none on others. The economic, social and emotional impacts of these quakes spread across Canterbury and beyond. Waimakariri district, north of Christchurch, has reflected a similar pattern, with over 1400 houses requiring rebuild or substantial repair, millions of dollars of damage to infrastructure, and significant social issues as a result. The physical damage in Waimakiriri District was predominately in parts of Kaiapoi, and two small beach settlements, The Pines and Kairaki Beach with pockets elsewhere in the district. While the balance of the district is largely physically untouched, the economic, social, and emotional shockwaves have spread across the district. Waimakariri district consists of two main towns, Rangiora and Kaiapoi, a number of smaller urban areas and a larger rural area. It is considered mid-size in the New Zealand local government landscape. This paper will explore the actions and plans of Waimakiriri District Council (WDC) in the Emergency Management Recovery programme to provide context to allow a more detailed examination of the planning processes prior to, and subsequent to the earthquakes. This study looked at documentation produced by WDC, applicable legislation and New Zealand Emergency Management resources and other sources. Key managers and elected representatives in the WOC were interviewed, along with a selection of governmental and nongovernmental agency representatives. The interview responses enable understanding of how central Government and other local authorities can benefit from these lessons and apply them to their own planning. It is intended that this paper will assist local government organisations in New Zealand to evaluate their planning processes in light of the events of 2010/11 in Canterbury and the lessons from WDC.
Low Damage Seismic Design (LDSD) guidance material being developed by Engineering NZ is considering a design drift limit for multi-storey buildings of 0.5% at a new damage control limit state (DCLS). The impact of this new design requirement on the expected annual loss due to repair costs is investigated for a four-storey office building with reinforced concrete walls located in Christchurch. The LDSD guidance material aims to reduce the expected annual loss of complying buildings to below 0.1% of building replacement cost. The research tested this expectation. Losses were estimated in accordance with FEMA P58, using building responses from non-linear time history analyses (performed with OpenSees using lumped plasticity models). The equivalent static method, in line with NZS 1170.5 and NZS 3101, was used to design the building to LDSD specifications, representing a future state-of-practice design. The building designed to low-damage specification returned an expected annual loss of 0.10%, and the building designed conventionally returned an expected annual loss of 0.13%. Limitations with the NZS 3101 method for determining wall stiffness were identified, and a different method acknowledging the relationship between strength and stiffness was used to redesign the building. Along with improving this design assumption, the study finds that LDSD design criteria could be an effective way of limiting damage and losses.
The Canterbury earthquake sequence (2010-2011) was the most devastating catastrophe in New Zealand‘s modern history. Fortunately, in 2011 New Zealand had a high insurance penetration ratio, with more than 95% of residences being insured for these earthquakes. This dissertation sheds light on the functions of disaster insurance schemes and their role in economic recovery post-earthquakes. The first chapter describes the demand and supply for earthquake insurance and provides insights about different public-private partnership earthquake insurance schemes around the world. In the second chapter, we concentrate on three public earthquake insurance schemes in California, Japan, and New Zealand. The chapter examines what would have been the outcome had the system of insurance in Christchurch been different in the aftermath of the Canterbury earthquake sequence (CES). We focus on the California Earthquake Authority insurance program, and the Japanese Earthquake Reinsurance scheme. Overall, the aggregate cost of the earthquake to the New Zealand public insurer (the Earthquake Commission) was USD 6.2 billion. If a similar-sized disaster event had occurred in Japan and California, homeowners would have received only around USD 1.6 billion and USD 0.7 billion from the Japanese and Californian schemes, respectively. We further describe the spatial and distributive aspects of these scenarios and discuss some of the policy questions that emerge from this comparison. The third chapter measures the longer-term effect of the CES on the local economy, using night-time light intensity measured from space, and focus on the role of insurance payments for damaged residential property during the local recovery process. Uniquely for this event, more than 95% of residential housing units were covered by insurance and almost all incurred some damage. However, insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery; and that insurance payments contributed significantly to the process of local economic recovery after the earthquake. Yet, delayed payments were less affective in assisting recovery and cash settlement of claims were more effective than insurance-managed repairs. After the Christchurch earthquakes, the government declared about 8000 houses as Red Zoned, prohibiting further developments in these properties, and offering the owners to buy them out. The government provided two options for owners: the first was full payment for both land and dwelling at the 2007 property evaluation, the second was payment for land, and the rest to be paid by the owner‘s insurance. Most people chose the second option. Using data from LINZ combined with data from Stats NZ, the fourth chapter empirically investigates what led people to choose this second option, and how peer effect influenced the homeowners‘ choices. Due to climate change, public disclosure of coastal hazard information through maps and property reports have been used more frequently by local government. This is expected to raise awareness about disaster risks in local community and help potential property owners to make informed locational decision. However, media outlets and business sector argue that public hazard disclosure will cause a negative effect on property value. Despite this opposition, some district councils in New Zealand have attempted to implement improved disclosure. Kapiti Coast district in the Wellington region serves as a case study for this research. In the fifth chapter, we utilize the residential property sale data and coastal hazard maps from the local district council. This study employs a difference-in-difference hedonic property price approach to examine the effect of hazard disclosure on coastal property values. We also apply spatial hedonic regression methods, controlling for coastal amenities, as our robustness check. Our findings suggest that hazard designation has a statistically and economically insignificant impact on property values. Overall, the risk perception about coastal hazards should be more emphasized in communities.
In this thesis, focus is given to develop methodologies for rapidly estimating specific components of loss and downtime functions. The thesis proposes methodologies for deriving loss functions by (i) considering individual component performance; (ii) grouping them as per their performance characteristics; and (iii) applying them to similar building usage categories. The degree of variation in building stock and understanding their characteristics are important factors to be considered in the loss estimation methodology and the field surveys carried out to collect data add value to the study. To facilitate developing ‘downtime’ functions, this study investigates two key components of downtime: (i) time delay from post-event damage assessment of properties; and (ii) time delay in settling the insurance claims lodged. In these two areas, this research enables understanding of critical factors that influence certain aspects of downtime and suggests approaches to quantify those factors. By scrutinising the residential damage insurance claims data provided by the Earthquake Commission (EQC) for the 2010- 2011 Canterbury Earthquake Sequence (CES), this work provides insights into various processes of claims settlement, the time taken to complete them and the EQC loss contributions to building stock in Christchurch city and Canterbury region. The study has shown diligence in investigating the EQC insurance claim data obtained from the CES to get new insights and build confidence in the models developed and the results generated. The first stage of this research develops contribution functions (probabilistic relationships between the expected losses for a wide range of building components and the building’s maximum response) for common types of claddings used in New Zealand buildings combining the probabilistic density functions (developed using the quantity of claddings measured from Christchurch buildings), fragility functions (obtained from the published literature) and cost functions (developed based on inputs from builders) through Monte Carlo simulations. From the developed contribution functions, glazing, masonry veneer, monolithic and precast concrete cladding systems are found to incur 50% loss at inter-storey drift levels equal to 0.027, 0.003, 0.005 and 0.011, respectively. Further, the maximum expected cladding loss for glazing, masonry veneer, monolithic, precast concrete cladding systems are found to be 368.2, 331.9, 365.0, and 136.2 NZD per square meter of floor area, respectively. In the second stage of this research, a detailed cost breakdown of typical buildings designed and built for different purposes is conducted. The contributions of structural and non- structural components to the total building cost are compared for buildings of different usages, and based on the similar ratios of non-structural performance group costs to the structural performance group cost, four-building groups are identified; (i) Structural components dominant group: outdoor sports, stadiums, parkings and long-span warehouses, (ii) non- structural drift-sensitive components dominant group: houses, single-storey suburban buildings (all usages), theatres/halls, workshops and clubhouses, (iii) non-structural acceleration- sensitive components dominant group: hospitals, research labs, museums and retail/cold stores, and (iv) apartments, hotels, offices, industrials, indoor sports, classrooms, devotionals and aquariums. By statistically analysing the cost breakdowns, performance group weighting factors are proposed for structural, and acceleration-sensitive and drift-sensitive non-structural components for all four building groups. Thus proposed building usage groupings and corresponding weighting factors facilitate rapid seismic loss estimation of any type of building given the EDPs at storey levels are known. A model for the quantification of post-earthquake inspection duration is developed in the third stage of this research. Herein, phase durations for the three assessment phases (one rapid impact and two rapid building) are computed using the number of buildings needing inspections, the number of engineers involved in inspections and a phase duration coefficient (which considers the median building inspection time, efficiency of engineer and the number of engineers involved in each assessment teams). The proposed model can be used: (i) by national/regional authorities to decide the length of the emergency period following a major earthquake, and estimate the number of engineers required to conduct a post-earthquake inspection within the desired emergency period, and (ii) to quantify the delay due to inspection for the downtime modelling framework. The final stage of this research investigates the repair costs and insurance claim settlement time for damaged residential buildings in the 2010-2011 Canterbury earthquake sequence. Based on the EQC claim settlement process, claims are categorized into three groups; (i) Small Claims: claims less than NZD15,000 which were settled through cash payment, (ii) Medium Claims: claims less than NZD100,000 which were managed through Canterbury Home Repair Programme (CHRP), and (iii) Large Claims: claims above NZD100,000 which were managed by an insurance provider. The regional loss ratio (RLR) for greater Christchurch for three events inducing shakings of approximate seismic intensities 6, 7, and 8 are found to be 0.013, 0.066, and 0.171, respectively. Furthermore, the claim duration (time between an event and the claim lodgement date), assessment duration (time between the claim lodgement day and the most recent assessment day), and repair duration (time between the most recent assessment day and the repair completion day) for the insured residential buildings in the region affected by the Canterbury earthquake sequence is found to be in the range of 0.5-4 weeks, 1.5- 5 months, and 1-3 years, respectively. The results of this phase will provide useful information to earthquake engineering researchers working on seismic risk/loss and insurance modelling.
Structural engineering is facing an extraordinarily challenging era. These challenges are driven by the increasing expectations of modern society to provide low-cost, architecturally appealing structures which can withstand large earthquakes. However, being able to avoid collapse in a large earthquake is no longer enough. A building must now be able to withstand a major seismic event with negligible damage so that it is immediately occupiable following such an event. As recent earthquakes have shown, the economic consequences of not achieving this level of performance are not acceptable. Technological solutions for low-damage structural systems are emerging. However, the goal of developing a low-damage building requires improving the performance of both the structural skeleton and the non-structural components. These non-structural components include items such as the claddings, partitions, ceilings and contents. Previous research has shown that damage to such items contributes a disproportionate amount to the overall economic losses in an earthquake. One such non-structural element that has a history of poor performance is the external cladding system, and this forms the focus of this research. Cladding systems are invariably complicated and provide a number of architectural functions. Therefore, it is important than when seeking to improve their seismic performance that these functions are not neglected. The seismic vulnerability of cladding systems are determined in this research through a desktop background study, literature review, and postearthquake reconnaissance survey of their performance in the 2010 – 2011 Canterbury earthquake sequence. This study identified that precast concrete claddings present a significant life-safety risk to pedestrians, and that the effect they have upon the primary structure is not well understood. The main objective of this research is consequently to better understand the performance of precast concrete cladding systems in earthquakes. This is achieved through an experimental campaign and numerical modelling of a range of precast concrete cladding systems. The experimental campaign consists of uni-directional, quasi static cyclic earthquake simulation on a test frame which represents a single-storey, single-bay portion of a reinforced concrete building. The test frame is clad with various precast concrete cladding panel configurations. A major focus is placed upon the influence the connection between the cladding panel and structural frame has upon seismic performance. A combination of experimental component testing, finite element modelling and analytical derivation is used to develop cladding models of the cladding systems investigated. The cyclic responses of the models are compared with the experimental data to evaluate their accuracy and validity. The comparison shows that the cladding models developed provide an excellent representation of real-world cladding behaviour. The cladding models are subsequently applied to a ten-storey case-study building. The expected seismic performance is examined with and without the cladding taken into consideration. The numerical analyses of the case-study building include modal analyses, nonlinear adaptive pushover analyses, and non-linear dynamic seismic response (time history) analyses to different levels of seismic hazard. The clad frame models are compared to the bare frame model to investigate the effect the cladding has upon the structural behaviour. Both the structural performance and cladding performance are also assessed using qualitative damage states. The results show a poor performance of precast concrete cladding systems is expected when traditional connection typologies are used. This result confirms the misalignment of structural and cladding damage observed in recent earthquake events. Consequently, this research explores the potential of an innovative cladding connection. The outcomes from this research shows that the innovative cladding connection proposed here is able to achieve low-damage performance whilst also being cost comparable to a traditional cladding connection. It is also theoretically possible that the connection can provide a positive value to the seismic performance of the structure by adding addition strength, stiffness and damping. Finally, the losses associated with both the traditional and innovative cladding systems are compared in terms of tangible outcomes, namely: repair costs, repair time and casualties. The results confirm that the use of innovative cladding technology can substantially reduce the overall losses that result from cladding damage.
In recent years, rocking isolation has become an effective approach to improve seismic performance of steel and reinforced concrete structures. These systems can mitigate structural damage through rigid body displacement and thus relatively low requirements for structural ductility, which can significantly improve seismic resilience of structures and reduce repairing costs after strong earthquakes. A number of base rocking structural systems with only a single rocking interface have been proposed. However, these systems can have significant high mode effect for high rise structures due to the single rocking interface. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including the BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. A number of structural configurations will be tested [1, 2], and non-structural elements including ceilings, infilling walls, glazed curtain walls, precast concrete panels, piping system will also be tested in this project [3]. Within this study, a multiple rocking column steel structural system was proposed and investigated mainly by Tongji team with assistance of NZ members. The concept of rocking column system initiates from the structure of Chinese ancient wooden pagoda. In some of Chinese wooden pagodas, there are continuous core columns hanged only at the top of each pagoda, which is not connected to each stories. This core column can effectively avoid collapse of the whole structure under large storey drifts. Likewise, there are also central continuous columns in the newly proposed steel rocking column system, which can avoid weak story failure mechanism and make story drifts more uniform. In the proposed rocking column system, the structure can switch between an elastic rigidly connected moment resisting frame and a controlled rocking column system when subjected to strong ground motion excitations. The main seismic energy can be dissipated by asymmetric friction beam–column connections, thereby effectively reducing residual displacement of the structure under seismic loading without causing excessive damage to structural members. Re–centering of the structure is provided not only by gravity load carried by rocking columns, but also by mould coil springs. To investigate dynamic properties of the proposed system under different levels of ground excitations, a full-scale threestory steel rocking column structural system with central continuous columns is to be tested using the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China and an analytical model is established. A finite element model is also developed using ABAQUS to simulate the structural dynamic responses. The rocking column system proposed in this paper is shown to produce resilient design with quick repair or replacement.
A Christchurch homeowner in a five year battle with the Earthquake Commission over the damaged house she unwittingly bought says a critical new report about EQC tells her nothing new. The 27 page review by Independent Ministerial Advisor Christine Stevenson looks at how to resolve the 3,600 claims that still haven't been settled after the 2010 and 2011 quakes. The recommendations include getting the Commission to hire more staff and to stop forcing people to use the Official Information Act to get their files. It also suggests giving EQC more power to settle the on-sold claims where people bought houses under the impression all damage had been identified and fixed. Georgina Hannafin has a home that needs $260,000 worth of repairs but EQC has offered her just $48,000.
Southern Response is back in court today - this time having a final go at arguing that a class action against it should not be an 'opt-out'. Christchurch residents Brendan and Colleen Ross say the state insurer deliberately withheld the true cost of repairing their home which was damaged in the Canterbury earthquakes. They are now among 3000 people represented in a class action led by Christchurch lawyer Grant Cameron. In September last year the Court of Appeal decided the class action could proceed on an 'opt-out' basis - which means it would cover more people and potentially cost the state-owned insurer more money if it loses. Southern Response is challenging that decision in the Supreme Court, a two day hearing wrapped up on Tuesday. Checkpoint reporter Logan Church was there.
Sewerage systems convey sewage, or wastewater, from residential or commercial buildings through complex reticulation networks to treatment plants. During seismic events both transient ground motion and permanent ground deformation can induce physical damage to sewerage system components, limiting or impeding the operability of the whole system. The malfunction of municipal sewerage systems can result in the pollution of nearby waterways through discharge of untreated sewage, pose a public health threat by preventing the use of appropriate sanitation facilities, and cause serious inconvenience for rescuers and residents. Christchurch, the second largest city in New Zealand, was seriously affected by the Canterbury Earthquake Sequence (CES) in 2010-2011. The CES imposed widespread damage to the Christchurch sewerage system (CSS), causing a significant loss of functionality and serviceability to the system. The Christchurch City Council (CCC) relied heavily on temporary sewerage services for several months following the CES. The temporary services were supported by use of chemical and portable toilets to supplement the damaged wastewater system. The rebuild delivery agency -Stronger Christchurch Infrastructure Rebuild Team (SCIRT) was created to be responsible for repair of 85 % of the damaged horizontal infrastructure (i.e., water, wastewater, stormwater systems, and roads) in Christchurch. Numerous initiatives to create platforms/tools aiming to, on the one hand, support the understanding, management and mitigation of seismic risk for infrastructure prior to disasters, and on the other hand, to support the decision-making for post-disaster reconstruction and recovery, have been promoted worldwide. Despite this, the CES in New Zealand highlighted that none of the existing platforms/tools are either accessible and/or readable or usable by emergency managers and decision makers for restoring the CSS. Furthermore, the majority of existing tools have a sole focus on the engineering perspective, while the holistic process of formulating recovery decisions is based on system-wide approach, where a variety of factors in addition to technical considerations are involved. Lastly, there is a paucity of studies focused on the tools and frameworks for supporting decision-making specifically on sewerage system restoration after earthquakes. This thesis develops a decision support framework for sewerage pipe and system restoration after earthquakes, building on the experience and learning of the organisations involved in recovering the CSS following the CES in 2010-2011. The proposed decision support framework includes three modules: 1) Physical Damage Module (PDM); 2) Functional Impact Module (FIM); 3) Pipeline Restoration Module (PRM). The PDM provides seismic fragility matrices and functions for sewer gravity and pressure pipelines for predicting earthquake-induced physical damage, categorised by pipe materials and liquefaction zones. The FIM demonstrates a set of performance indicators that are categorised in five domains: structural, hydraulic, environmental, social and economic domains. These performance indicators are used to assess loss of wastewater system service and the induced functional impacts in three different phases: emergency response, short-term recovery and long-term restoration. Based on the knowledge of the physical and functional status-quo of the sewerage systems post-earthquake captured through the PDM and FIM, the PRM estimates restoration time of sewer networks by use of restoration models developed using a Random Forest technique and graphically represented in terms of restoration curves. The development of a decision support framework for sewer recovery after earthquakes enables decision makers to assess physical damage, evaluate functional impacts relating to hydraulic, environmental, structural, economic and social contexts, and to predict restoration time of sewerage systems. Furthermore, the decision support framework can be potentially employed to underpin system maintenance and upgrade by guiding system rehabilitation and to monitor system behaviours during business-as-usual time. In conjunction with expert judgement and best practices, this framework can be moreover applied to assist asset managers in targeting the inclusion of system resilience as part of asset maintenance programmes.
Christchurch City has to be rebuilt after the earthquakes of 4 September 2010 and 22 February 2011. People are being invited to contribute ideas about how to rebuild on a city council website. On Thursday 23 June Prime Minister John Key, Canterbury Earthquake Recovery Minister Gerry Brownlee and representatives from engineering consultants Tonkin & Taylor announced the first part of the Government's long-awaited land report that revealed the fate of up to 5000 quake-damaged homes. These homes were in the 'red zone'. But 10,500 owners in the orange zone were left in limbo, with their properties requiring further assessment. One of the options presented to residents in the red zone, ideal for people with replacement policies, was the government bought your land, and you dealt directly with your insurers about your house.
