Validating dynamic responses of engineered systems subjected to simulated ground motions is essential in scrutinising the applicability of simulated ground motions for engineering demand analyses. This paper compares the responses of two 3D building models subjected to recorded and simulated ground motions scaled to the NZS1170.5 design response spectrum, in order to evaluate the applicability of simulated ground motions for use in conventional engineering practice in New Zealand. The buildings were designed according to the NZS1170.5 and physically constructed in Christchurch prior to the 2010-2011 Canterbury earthquakes. 40 recorded ground motions from the 22 February 2011 Christchurch earthquake, along with the simulated ground motions for this event from Razafindrakoto et al. (2018) are considered. The seismic responses of the structures are principally quantified via the peak floor acceleration and maximum inter-storey drift ratio. Overall, the results indicate a general agreement in seismic demands obtained using the recorded and simulated ensembles of ground motions and provide further evidence that simulated ground motions using state-of-the-art methods can be used in code-based structural performance assessments inplace of, or in combination with, ensembles of recorded ground motions.

This paper investigates the effects of variability in source rupture parameters on site-specific physics-based simulated ground motions, ascertained through the systematic analysis of ground motion intensity measures. As a preliminary study, we consider simulations of the 22 February 2011 Christchurch earthquake using the Graves and Pitarka (2015) methodology. The effects of source variability are considered via a sensitivity study in which parameters (hypocentre location, earthquake magnitude, average rupture velocity, fault geometry and the Brune stress parameter) are individually varied by one standard deviation. The sensitivity of simulated ground motion intensity measures are subsequently compared against observational data. The preliminary results from this study indicate that uncertainty in the stress parameter and the rupture velocity have the most significant effect on the high frequency amplitudes. Conversely, magnitude uncertainty was found to be most influential on the spectral acceleration amplitudes at low frequencies. Further work is required to extend this preliminary study to exhaustively consider more events and to include parameter covariance. The ultimate results of this research will assist in the validation of the overall simulation method’s accuracy in capturing various rupture parameters, which is essential for the use of simulated ground motion models in probabilistic seismic hazard analysis.

In the wake of the Canterbury earthquakes, one of the biggest threats to our heritage buildings is the risk of earthquakes and the associated drive to strengthen or demolish buildings. Can Small Town NZ balance the requirements of the EQPB legislation and economic realities of their places? The government’s priority is on safety of building occupants and citizens in the streets. However, maintaining and strengthening privately-owned heritage buildings is often cost prohibitive. Hence, heritage regulation has frequently been perceived as interfering with private property rights, especially when heritage buildings occupy a special place in the community becoming an important place for people (i.e. public benefits are larger than private). We investigate several case studies where building owners have been given green light to demolish heritage listed buildings to make way for modern developments. In two of the case studies developers provided evidence of unaffordable strengthening costs. A new trend that has emerged is a voluntary offer of contributing to an incentive fund to assist with heritage preservation of other buildings. This is a unique example where private owners offer incentives (via council controlled organisations) instead of it being purely the domain of the central or local governments.

This article presents a subset of findings from a larger mixed methods CEISMIC1 funded study of twenty teachers’ earthquake experiences and post-earthquake adjustment eighteen months after a fatal earthquake struck Christchurch New Zealand, in the middle of a school day (Geonet Science, 2011; O’Toole & Friesen, 2016). This earthquake was a significant national and personal disaster with teachers’ emotional self-management as first responders being crucial to the students’ immediate safety (O’Toole & Friesen, 2016). At the beginning of their semi-structured interviews conducted eighteen months later, the teachers shared their earthquake stories (O’Toole & Friesen, 2016). They recalled the moment it struck in vivid detail, describing their experiences in terms of what they saw (destruction), heard (sonic boom, screaming children) and felt (fright and fear) as though they were back in that moment similar to flashbulb memory (Brown & Kulik, 1977). Their memories of the early aftermath were similarly vivid (Rubin & Kozin, 1984). This article focuses on how the mood meter (Brackett & Kremenitzer, 2011) was then used (with permission) to further explore the teachers’ perceived affect to enlighten their lived experiences.

Shaking table testing of a full-scale three storey resilient and reparable complete composite steel framed building system is being conducted. The building incorporates a number of interchangeable seismic resisting systems of New Zealand and Chinese origin. The building has a steel frame and cold formed steel-concrete composite deck. Energy is dissipated by means of friction connections. These connections are arranged in a number of structural configurations. Typical building non-skeletal elements (NSEs) are also included. Testing is performed on the Jiading Campus shaking table at Tongji University, Shanghai, China. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including the BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. This paper provides a general overview of the project describing a number of issues encountered in the planning of this programme including issues related to international collaboration, the test plan, and technical issues.

In the last two decades, New Zealand (NZ) has experienced significant earthquakes, including the 2010 M 7.2 Darfield, 2011 M 6.2 Christchurch, and 2016 M 7.8 Kaikōura events. Amongst these large events, tens of thousands of smaller earthquakes have occurred. While previous event and ground-motion databases have analyzed these events, many events below M 4 have gone undetected. The goal of this study is to expand on previous databases, particularly for small magnitude (M<4) and low-amplitude ground motions. This new database enables a greater understanding of regional variations within NZ and contributes to the validity of internationally developed ground-motion models. The database includes event locations and magnitude estimates with uncertainty considerations, and tectonic type assessed in a hierarchical manner. Ground motions are extracted from the GeoNet FDSN server and assessed for quality using a neural network classification approach. A deep neural network approach is also utilized for picking P and S phases for determination of event hypocentres. Relative hypocentres are further improved by double-difference relocation and will contribute toward developing shallow (< 50 km) seismic tomography models. Analysis of the resulting database is compared with previous studies for discussion of implications toward national hazard prediction models.

In response to the February 2011 earthquake, Parliament enacted the Canterbury Earthquake Recovery Act. This emergency legislation provided the executive with extreme powers that extended well beyond the initial emergency response and into the recovery phase. Although New Zealand has the Civil Defence Emergency Management Act 2002, it was unable to cope with the scale and intensity of the Canterbury earthquake sequence. Considering the well-known geological risk facing the Wellington region, this paper will consider whether a standalone “Disaster Recovery Act” should be established to separate an emergency and its response from the recovery phase. Currently, Government policy is to respond reactively to a disaster rather than proactively. In a major event, this typically involves the executive being given the ability to make rules, regulations and policy without the delay or oversight of normal legislative process. In the first part of this paper, I will canvas what a “Disaster Recovery Act” could prescribe and why there is a need to separate recovery from emergency. Secondly, I will consider the shortfalls in the current civil defence recovery framework which necessitates this kind of heavy governmental response after a disaster. The Bachelor of Youth and Community Leadership (BYCL) was launched by the University of Canterbury (UC) in 2020. The genesis of this new degree was a Stage One service-learning course that, in turn, arose from the innovative and active response of many of the university’s students in the aftermath of the Christchurch earthquakes in 2010 and 2011. That innovative action saw the formation of the Student Volunteer Army as well as the adoption of a new set of Graduate Attributes for every undergraduate at the university. The idea of a specialist undergraduate degree that captured this unique chain of events began to take form from 2016. The resulting degree was developed as a flexible, transdisciplinary programme for young (and not so young) leaders wanting an academic grounding for their passions in community leadership and social action. In 2020, the inaugural intake of students commenced their studies. In this reflection, we discuss our experience of teaching within the BYCL for the first time, using a collaborative approach to teaching that we based on what we understand, individually and collectively, to draw on principles of democratic pedagogy.

This research examines a surprising partner in emergency management - a local community time bank. Specifically, we explain the role of the Lyttelton Time Bank in promoting community resiliency following the Canterbury earthquakes in 2010 and 2011. A time bank is a grassroots exchange system in which members trade services non-reciprocally. This exchange model assumes that everyone has tradable skills and all labour is equal in value. One hour of any labour earns a member one time bank hour, which can be used to purchase another member’s services. Before the earthquakes struck, the Lyttelton Time Bank (TB) had organised over 10% of the town’s residents and 18 local organisations. It was documenting, developing, and mobilising skills to solve individual and collective problems. This report examines the Lyttelton Time Bank and its’ role before, during, and after the earthquakes based on the analysis of over three and a half years of fieldwork, observations, interviews, focus groups, trading activity, and secondary data.

The Civil Defense understanding of the role of radio in disaster tends to focus on its value in providing essential information during and after the event. However this role is compromised when a station’s premises are destroyed, or rendered inaccessible by official cordons. The Radio Quake study examines how radio stations in Christchurch managed to resume broadcasting in the aftermath of the earthquake of February 22, 2011. In New Zealand’s heavily networked and commercialised radio environment there is a significant disparity between networked and independent stations’ broadcast commitments and resourcing. All Christchurch radio broadcasters were forced to improvise new locations, complex technical workarounds, and responsive styles of broadcasting after the February 22 earthquake, but the need to restore, or maintain, a full on air presence after the earthquake, rested entirely on often financially tenuous, locally owned and staffed independent radio: student, Iwi, community access, and local commercial stations. This paper will explore the resourcefulness and resilience of broadcasters riding out the aftershocks in hotels, motels, bedrooms, and a horse truck, using digital technologies in new ways to reimagine the practice of radio in Christchurch.

There are many things that organisations of any size can do to prepare for a disaster or crisis. Traditionally, the advice given to business has focused on identifying risks, reducing their likely occurrence, and planning in advance how to respond. More recently, there is growing interest in the broader concept of organisational resilience which includes planning for crisis but also considers traits that lead to organisational adaptability and ability to thrive despite adverse circumstances. In this paper we examine the policy frameworks1 within New Zealand that influence the resilience of small and medium sized businesses (SMEs). The first part of the paper focuses on the New Zealand context, including the prevailing political and economic ideologies, the general nature of New Zealand SMEs and the nature of New Zealand’s hazard environment. The paper then goes on to outline the key policy frameworks in place relevant to SMEs and hazards. The final part of the paper examines the way the preexisting policy environment influenced the response of SMEs and Government following the Canterbury earthquakes.

The Christchurch earthquake sequence has been on-going since September 4th 2010. The largest two earthquakes, magnitude (M) 7.1 on September 4th and the M 6.3 on February 22nd 2011 caused immediate and significant damage to the city of Christchurch. As a consequence of the earthquakes, the tourism sector in the Canterbury region has been heavily impacted, with broader impacts being felt throughout the South Island. Resilient Organisations and the University of Canterbury began a series of quantitative investigations into the recovery and response of key business sectors to the earthquakes. The purpose of this study was to build on this work by exploring the outcomes of the earthquakes on the tourism sector, a critical economic driver in the region. Two postal surveys were sent to 719 tourism business managers; the first to businesses in the ‘Impact Zone’ defined as areas that experienced Modified Mercalli intensities greater than 6. The second survey was sent to the remaining businesses throughout the Canterbury region (‘Rest of Canterbury’). Response rates were 46% response for the Impact Zone, and 29% for the Rest of Canterbury. Key findings:

Children are often overlooked in the aftermath of a natural disaster, and children’s use of coping strategies plays an important part in their post-disaster adaptation (Vernberg, La Greca, Silverman, & Prinstein, 1996). The aim of this qualitative study was to explore the coping strategies of children with adequate self-regulation skills and minimal behaviour problems, living in Christchurch following the major 2010 and 2011 earthquakes. This aim was achieved through the use of semi-structured interviews with five seven-year-old children, their parents, and their teachers. These interviews were analysed using Directed Content Analysis and results showed that children most often reported using active and adaptive coping strategies, followed by avoidant strategies. Results in the current literature regarding children’s coping suggest that children exposed to natural disasters are able to utilise strategies that involve some personal control over their environment and emotions, through the use of active and adaptive coping strategies. Findings from this study contribute to the current understanding of children’s use of coping strategies when faced with commonly occurring childhood upsets. Further research is required regarding the outcomes associated with the use of effective coping strategies following traumatic events.

Using different rupture scenarios and site conditions, various aspects of the GCIM methodology are scrutinized, including: (i) implementation of different weight vectors and the composition of the IM vector; (ii) quantifying the importance of replicate selections for different number of desired ground motions; and (iii) the effect of considering bounds on the implicit causal parameters of the prospective ground motions. Using the extended methodology, representative ground motion ensembles for several major earthquake scenarios in New Zealand are developed. Cases considered include representative ground motions for the occurrence of Alpine, Hope, and Porters Pass earthquakes in Christchurch city, and the occurrence of Wellington, Wairarapa, and Ohariu fault ruptures in Wellington city. Challenges in the development of ground motion ensembles for subduction zone earthquakes are also highlighted. The selected scenario-based ground motion sets can be used to complement ground motions which are often selected in conjunction with probabilistic seismic hazard analysis, in order to understand the performance of structures for the question “what if this fault ruptures?”

Active faults capable of generating highly damaging earthquakes may not cause surface rupture (i.e., blind faults) or cause surface ruptures that evade detection due to subsequent burial or erosion by surface processes. Fault populations and earthquake frequency-­‐magnitude distributions adhere to power laws, implying that faults too small to cause surface rupture but large enough to cause localized strong ground shaking densely populate continental crust. The rupture of blind, previously undetected faults beneath Christchurch, New Zealand in a suite of earthquakes in 2010 and 2011, including the fatal 22 February 2011 moment magnitude (Mw) 6.2 Christchurch earthquake and other large aftershocks, caused a variety of environmental impacts, including major rockfall, severe liquefaction, and differential surface uplift and subsidence. All of these effects occurred where geologic evidence for penultimate effects of the same nature existed. To what extent could the geologic record have been used to infer the presence of proximal, blind and / or unidentified faults near Christchurch? In this instance, we argue that phenomena induced by high intensity shaking, such as rock fragmentation and rockfall, revealed the presence of proximal active faults in the Christchurch area prior to the recent earthquake sequence. Development of robust earthquake shaking proxy datasets should become a higher scientific priority, particularly in populated regions.

This thesis examines how 18 University of Canterbury students based in Christchurch experienced housing insecurity during the three years after a series of major earthquakes from late 2010 and throughout 2011. I adopted a qualitative exploratory approach to gather students’ accounts and examine their experiences which were analysed using constructivist grounded theory methods. Three core categories were identified from the data: mobility, recreating security, and loss. Mobility included the effects of relocation and dislocation, as well as how the students searched for stability. Recreating security required a renewed sense of belonging and also addressed the need to feel physically safe. Lastly, loss included the loss of material possessions and also the loss of voice and political representation. The theory that emerged from these findings is that the extent to which students were able to control their mobility largely explained their experiences of housing insecurity. When students experienced a loss of control over their mobility they effectively addressed this by being resourceful and drawing on existing forms of capital. This resourcefulness generated a new form of capital, here called security capital, which represents a conceptual contribution to existing debates on students’ experiences of homelessness in a disaster context.

War and natural disasters share many features including great loss of life, traumatised populations and haunting memories. The Christchurch earthquakes were the third most costly event of 2011 with total costs of up to $NZ30 billion. Many homes, communities, families and an established way of life have gone for ever. The paper comes from the Women’s Voices project that documents women’s narratives of earthquake trauma and loss and examines their profiles of emotional expression associated with coping. For these women in Christchurch, solace is not about talking experiences of suffering but by doing practical things that inform and are shaped by existing personal narratives. As they relayed this common arc, they also entered into national (and gendered) narrative themes of being practical, stoic, independent and resourceful in the face of tragedy and loss and so embody communal aspects of coping with loss and grief particular to the New Zealand even ‘the South Island settler’ identity narrative. These narratives suggest it useful to rethink key concepts that inform our understanding of coping with disaster and loss.

The 2010-2011 Canterbury earthquakes were recorded over a dense strong motion network in the near-source region, yielding significant observational evidence of seismic complexities, and a basis for interpretation of multi-disciplinary datasets and induced damage to the natural and built environment. This paper provides an overview of observed strong motions from these events and retrospective comparisons with both empirical and physics-based ground motion models. Both empirical and physics-based methods provide good predictions of observations at short vibration periods in an average sense. However, observed ground motion amplitudes at specific locations, such as Heathcote Valley, are seen to systematically depart from ‘average’ empirical predictions as a result of near surface stratigraphic and topographic features which are well modelled via sitespecific response analyses. Significant insight into the long period bias in empirical predictions is obtained from the use of hybrid broadband ground motion simulation. The comparison of both empirical and physics-based simulations against a set of 10 events in the sequence clearly illustrates the potential for simulations to improve ground motion and site response prediction, both at present, and further in the future.

The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, an inventory of the stone masonry buildings in Christchurch and surrounding areas was carried out in order to assemble a database containing the characteristic features of the building stock, as a basis for studying the vulnerability factors that might have influenced the seismic performance of the stone masonry building stock during the Canterbury earthquake sequence. The damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described using a specific survey procedure currently in use in Italy. The observed performance of seismic retrofit interventions applied to stone masonry buildings is also described, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the utility of such strengthening techniques when applied to unreinforced stone masonry structures. In 2013 Becca Wood, Spatial Performance Practitioner, and Molly Mullen, Applied Theatre Practitioner, collaborated to create a short ambulatory performance with audio score for a group of drama educators attending a conference workshop on the possibilities of walking as performance. The performance was created remotely from the intended site: Rangi Ruru Girls’ School, in Christchurch, New Zealand. Following the destruction of the 2012 earthquake, this site was in a state of transformation and recovery. The performance walk attended to the histories, geographies and politics of this place, somatically, architecturally and socially. This paper engages with three critical questions: How might mediated listening and walking activate the coming together of bodies and place? What performative shifts occurred for the participants in the walk and workshop? How might we come to our senses? Through a performative practice of mediated site-based listening and walking, this paper is a reflection on the creative process and performance. Recent earthquakes have shown that liquefaction and associated ground deformations are major geotechnical hazards to civil engineering infrastructures, such as pipelines. In particular, sewer pipes have been damaged in many areas in Christchurch as a result of liquefaction-induced lateral spreading near waterways and ground oscillation induced by seismic shaking. In this paper, the addition of a flexible AM liner as a potential countermeasure to increase sewer pipe capacity was investigated. Physical testing through 4-point loading test was undertaken to characterise material properties and the response of both unlined pipe and its lined counterpart. Next, numerical models were created using SAP2000 and ABAQUS to analyse buried pipeline response to transverse permanent ground displacement and to quantify, over a range of pipe segment lengths and soil parameters, the effectiveness of the AM liner in increasing displacement capacity. The numerical results suggest that the addition of the AM liner increases the deformation capacity of the unlined sewer pipe by as much as 50 times. The results confirmed that AM liner is an effective countermeasure for sewer pipes in liquefied ground not only in terms of increased deformation capacity but also the fact that AM-Liner can prevent influx of sand and water through broken pipes, making sewer pipes with liner remaining serviceable even under severe liquefaction condition.

The Canterbury earthquake sequence of 2010-2011 wrought ruptures in not only the physical landscape of Canterbury and Christchurch’s material form, but also in its social, economic, and political fabrics and the lives of Christchurch inhabitants. In the years that followed, the widespread demolition of the CBD that followed the earthquakes produced a bleak landscape of grey rubble punctuated by damaged, abandoned buildings. It was into this post-earthquake landscape that Gap Filler and other ‘transitional’ organisations inserted playful, creative, experimental projects to bring life and energy back into the CBD. This thesis examines those interventions and the development of the ‘Transitional Movement’ between July 2013 and June 2015 via the methods of walking interviews and participant observation. This critical period in Christchurch’s recovery serves as an example of what happens when do-it-yourself (DIY) urbanism is done at scale across the CBD and what urban experimentation can offer city-making. Through an understanding of space as produced, informed by Lefebvre’s thinking, I explore how these creative urban interventions manifested a different temporality to orthodox planning and demonstrate how the ‘soft’ politics of these interventions contain the potential for gentrification and also a more radical politics of the city, by creating an opening space for difference.

The M7.1 Darfield earthquake shook the town of Christchurch (New Zealand) in the early morning on Saturday 4th September 2010 and caused damage to a number of heritage unreinforced masonry buildings. No fatalities were reported directly linked to the earthquake, but the damage to important heritage buildings was the most extensive to have occurred since the 1931 Hawke‟s Bay earthquake. In general, the nature of damage was consistent with observations previously made on the seismic performance of unreinforced masonry buildings in large earthquakes, with aspects such as toppled chimneys and parapets, failure of gables and poorly secured face-loaded walls, and in-plane damage to masonry frames all being extensively documented. This report on the performance of the unreinforced masonry buildings in the 2010 Darfield earthquake provides details on typical building characteristics, a review of damage statistics obtained by interrogating the building assessment database that was compiled in association with post-earthquake building inspections, and a review of the characteristic failure modes that were observed.

Micro - electro - mechanical system (MEMS) based accelerometers are now frequently used in many different parts of our day - to - day lives. It is also increasingly being used for structural testing applications. Researchers have had res ervation of using these devices as they are relatively untested, but now with the wider adoption, it provides a much cheaper and more versatile tool for structural engineering researchers. A number of damaged buildings in the Christchurch Central Business District (CBD) were instrumented with a number of low - cost MEMS accelerometers after the major Christchurch earthquakes. The accelerometers captured extremely high quality building response data as the buildings experienced thousands of aftershocks. This d ata set was amongst one of only a handful of data set s available around the world which provides building response data subjected to real ground motion. Furthermore, due to technological advances, a much larger than usual number of accelerometers has been deployed making the data set one of the most comprehensive available. This data set is utilised to extract modal parameters of the buildings. This paper summarises the operating requirements and preference for using such accelerometers for experimental mod al analysis. The challenges for adapting MEMS based devices for successful modal parameters identification are also discussed.

The current seismic design practice for reinforced concrete (RC) walls has been drawn into question following the Canterbury earthquakes. An overview of current research being undertaken at the University of Auckland into the seismic behaviour of RC walls is presented. The main objectives of this research project are to understand the observed performance of several walls in Christchurch, quantify the seismic loads on RC walls, and developed improved design procedures for RC walls that will assist in revisions to NZS 3101. A database summarising of the performance of RC wall buildings in the Christchurch CBD was collated to identify damage modes and case-study buildings. A detailed investigation is underway to verify the seismic performance of lightly reinforced concrete walls and an experimental setup has been developed to subject RC wall specimen to loading that is representative of a multi-storey building. Numerical modelling is being used to understand the observed performance of several case-study RC walls buildings in Christchurch. Of particular interest is the influence that interactions between walls and other structural elements have on the seismic response of buildings and the loads generated on RC walls.

Having a quick but reliable insight into the likelihood of damage to bridges immediately after an earthquake is an important concern especially in the earthquake prone countries such as New Zealand for ensuring emergency transportation network operations. A set of primary indicators necessary to perform damage likelihood assessment are ground motion parameters such as peak ground acceleration (PGA) at each bridge site. Organizations, such as GNS in New Zealand, record these parameters using distributed arrays of sensors. The challenge is that those sensors are not installed at, or close to, bridge sites and so bridge site specific data are not readily available. This study proposes a method to predict ground motion parameters for each bridge site based on remote seismic array recordings. Because of the existing abundant source of data related to two recent strong earthquakes that occurred in 2010 and 2011 and their aftershocks, the city of Christchurch is considered to develop and examine the method. Artificial neural networks have been considered for this research.
