This thesis examines how 18 University of Canterbury students based in Christchurch experienced housing insecurity during the three years after a series of major earthquakes from late 2010 and throughout 2011. I adopted a qualitative exploratory approach to gather students’ accounts and examine their experiences which were analysed using constructivist grounded theory methods. Three core categories were identified from the data: mobility, recreating security, and loss. Mobility included the effects of relocation and dislocation, as well as how the students searched for stability. Recreating security required a renewed sense of belonging and also addressed the need to feel physically safe. Lastly, loss included the loss of material possessions and also the loss of voice and political representation. The theory that emerged from these findings is that the extent to which students were able to control their mobility largely explained their experiences of housing insecurity. When students experienced a loss of control over their mobility they effectively addressed this by being resourceful and drawing on existing forms of capital. This resourcefulness generated a new form of capital, here called security capital, which represents a conceptual contribution to existing debates on students’ experiences of homelessness in a disaster context.

The Civil Defense understanding of the role of radio in disaster tends to focus on its value in providing essential information during and after the event. However this role is compromised when a station’s premises are destroyed, or rendered inaccessible by official cordons. The Radio Quake study examines how radio stations in Christchurch managed to resume broadcasting in the aftermath of the earthquake of February 22, 2011. In New Zealand’s heavily networked and commercialised radio environment there is a significant disparity between networked and independent stations’ broadcast commitments and resourcing. All Christchurch radio broadcasters were forced to improvise new locations, complex technical workarounds, and responsive styles of broadcasting after the February 22 earthquake, but the need to restore, or maintain, a full on air presence after the earthquake, rested entirely on often financially tenuous, locally owned and staffed independent radio: student, Iwi, community access, and local commercial stations. This paper will explore the resourcefulness and resilience of broadcasters riding out the aftershocks in hotels, motels, bedrooms, and a horse truck, using digital technologies in new ways to reimagine the practice of radio in Christchurch.

The Christchurch earthquake sequence has been on-going since September 4th 2010. The largest two earthquakes, magnitude (M) 7.1 on September 4th and the M 6.3 on February 22nd 2011 caused immediate and significant damage to the city of Christchurch. As a consequence of the earthquakes, the tourism sector in the Canterbury region has been heavily impacted, with broader impacts being felt throughout the South Island. Resilient Organisations and the University of Canterbury began a series of quantitative investigations into the recovery and response of key business sectors to the earthquakes. The purpose of this study was to build on this work by exploring the outcomes of the earthquakes on the tourism sector, a critical economic driver in the region. Two postal surveys were sent to 719 tourism business managers; the first to businesses in the ‘Impact Zone’ defined as areas that experienced Modified Mercalli intensities greater than 6. The second survey was sent to the remaining businesses throughout the Canterbury region (‘Rest of Canterbury’). Response rates were 46% response for the Impact Zone, and 29% for the Rest of Canterbury. Key findings:

Children are often overlooked in the aftermath of a natural disaster, and children’s use of coping strategies plays an important part in their post-disaster adaptation (Vernberg, La Greca, Silverman, & Prinstein, 1996). The aim of this qualitative study was to explore the coping strategies of children with adequate self-regulation skills and minimal behaviour problems, living in Christchurch following the major 2010 and 2011 earthquakes. This aim was achieved through the use of semi-structured interviews with five seven-year-old children, their parents, and their teachers. These interviews were analysed using Directed Content Analysis and results showed that children most often reported using active and adaptive coping strategies, followed by avoidant strategies. Results in the current literature regarding children’s coping suggest that children exposed to natural disasters are able to utilise strategies that involve some personal control over their environment and emotions, through the use of active and adaptive coping strategies. Findings from this study contribute to the current understanding of children’s use of coping strategies when faced with commonly occurring childhood upsets. Further research is required regarding the outcomes associated with the use of effective coping strategies following traumatic events.

With the occurrence of natural disasters on the increase, major cities around the world face the potential of complete loss of infrastructure due to design guidelines that do not consider resilience in the design. With the February 22nd, 2011 earthquake in Christchurch, being the largest insured event, lessons learnt from the rebuild will be vital for the preparation of future disasters. Therefore the objective of this research is to understand the financial implications of the changes to the waste water design guidelines used throughout the five year rebuild programme of works. The research includes a study of the SCIRT alliance model selected for the delivery that is flexible enough to handle changes in the design with minimal impact on the direct cost of the rebuild works. The study further includes the analysis and compares the impact of the three different guidelines on maintenance and replacement cost over the waste water pipe asset life. The research concludes that with the varying ground conditions in Christchurch and also the wide variety of materials in use in the waste water network up to the start of the CES, the rebuild was not a ‘one size fits all’ approach.

This paper investigates the effects of variability in source rupture parameters on site-specific physics-based simulated ground motions, ascertained through the systematic analysis of ground motion intensity measures. As a preliminary study, we consider simulations of the 22 February 2011 Christchurch earthquake using the Graves and Pitarka (2015) methodology. The effects of source variability are considered via a sensitivity study in which parameters (hypocentre location, earthquake magnitude, average rupture velocity, fault geometry and the Brune stress parameter) are individually varied by one standard deviation. The sensitivity of simulated ground motion intensity measures are subsequently compared against observational data. The preliminary results from this study indicate that uncertainty in the stress parameter and the rupture velocity have the most significant effect on the high frequency amplitudes. Conversely, magnitude uncertainty was found to be most influential on the spectral acceleration amplitudes at low frequencies. Further work is required to extend this preliminary study to exhaustively consider more events and to include parameter covariance. The ultimate results of this research will assist in the validation of the overall simulation method’s accuracy in capturing various rupture parameters, which is essential for the use of simulated ground motion models in probabilistic seismic hazard analysis.

In the last two decades, New Zealand (NZ) has experienced significant earthquakes, including the 2010 M 7.2 Darfield, 2011 M 6.2 Christchurch, and 2016 M 7.8 Kaikōura events. Amongst these large events, tens of thousands of smaller earthquakes have occurred. While previous event and ground-motion databases have analyzed these events, many events below M 4 have gone undetected. The goal of this study is to expand on previous databases, particularly for small magnitude (M<4) and low-amplitude ground motions. This new database enables a greater understanding of regional variations within NZ and contributes to the validity of internationally developed ground-motion models. The database includes event locations and magnitude estimates with uncertainty considerations, and tectonic type assessed in a hierarchical manner. Ground motions are extracted from the GeoNet FDSN server and assessed for quality using a neural network classification approach. A deep neural network approach is also utilized for picking P and S phases for determination of event hypocentres. Relative hypocentres are further improved by double-difference relocation and will contribute toward developing shallow (< 50 km) seismic tomography models. Analysis of the resulting database is compared with previous studies for discussion of implications toward national hazard prediction models.

The Bachelor of Youth and Community Leadership (BYCL) was launched by the University of Canterbury (UC) in 2020. The genesis of this new degree was a Stage One service-learning course that, in turn, arose from the innovative and active response of many of the university’s students in the aftermath of the Christchurch earthquakes in 2010 and 2011. That innovative action saw the formation of the Student Volunteer Army as well as the adoption of a new set of Graduate Attributes for every undergraduate at the university. The idea of a specialist undergraduate degree that captured this unique chain of events began to take form from 2016. The resulting degree was developed as a flexible, transdisciplinary programme for young (and not so young) leaders wanting an academic grounding for their passions in community leadership and social action. In 2020, the inaugural intake of students commenced their studies. In this reflection, we discuss our experience of teaching within the BYCL for the first time, using a collaborative approach to teaching that we based on what we understand, individually and collectively, to draw on principles of democratic pedagogy.

The city of Ōtautahi/Christchurch experienced a series of earthquakes that began on September 4th, 2010. The most damaging event occurred on February 22nd, 2011 but significant earthquakes also occurred on June 13th and December 23rd with aftershocks still occurring well into 2012. The resulting disaster is the second deadliest natural disaster in New Zealand’s history with 185 deaths. During 2011 the Canterbury earthquakes were one of the costliest disasters worldwide with an expected cost of up to $NZ30 billion. Hundreds of commercial buildings and thousands of houses have been destroyed or are to be demolished and extensive repairs are needed for infrastructure to over 100,000 homes. As many as 8,900 people simply abandoned their homes and left the city in the first few months after the February event (Newell, 2012), and as many as 50,000 may leave during 2012. In particular, young whānau and single young women comprised a disproportionate number of these migrants, with evidence of a general movement to the North Island. Te Puni Kōkiri sought a mix of quantitative and qualitative research to examine the social and economic impacts of the Christchurch earthquakes on Māori and their whānau. The result of this work will be a collection of evidence to inform policy to support and assist Māori and their whānau during the recovery/rebuild phases. To that end, this report triangulates available statistical and geographical information with qualitative data gathered over 2010 and 2011 by a series of interviews conducted with Māori who experienced the dramatic events associated with the earthquakes. A Māori research team at Lincoln University was commissioned to undertake the research as they were already engaged in transdisciplinary research (began in the May 2010), that focused on quickly gathering data from a range of Māori who experienced the disaster, including relevant economic, environmental, social and cultural factors in the response and recovery of Māori to these events. Participants for the qualitative research were drawn from Māori whānau who both stayed and left the city. Further data was available from ongoing projects and networks that the Lincoln research team was already involved in, including interviews with Māori first responders and managers operating in the CBD on the day of the February event. Some limited data is also available from younger members of affected whānau. Māori in Ōtautahi/Christchurch City have exhibited their own culturally-attuned collective responses to the disaster. However, it is difficult to ascertain Māori demographic changes due to a lack of robust statistical frameworks but Māori outward migration from the city is estimated to range between 560 and 1,100 people. The mobility displayed by Māori demonstrates an important but unquantified response by whānau to this disaster, with emigration to Australia presenting an attractive option for young Māori, an entrenched phenomenon that correlates to cyclical downturns and the long-term decline of the New Zealand economy. It is estimated that at least 315 Māori have emigrated from the Canterbury region to Australia post-quake, although the disaster itself may be only one of a series of events that has prompted such a decision. Māori children made up more than one in four of the net loss of children aged 6 to 15 years enrolled in schools in Greater Christchurch over the year to June 2011. Research literature identifies depression affecting a small but significant number of children one to two years post-disaster and points to increasing clinical and organisational demands for Māori and other residents of the city. For those residents in the eastern or coastal suburbs – home to many of the city’s Māori population - severe damage to housing, schools, shops, infrastructure, and streets has meant disruption to their lives, children’s schooling, employment, and community functioning. Ongoing abandonment of homes by many has meant a growing sense of unease and loss of security, exacerbated by arson, burglaries, increased drinking, a stalled local and national economy, and general confusion about the city’s future. Māori cultural resilience has enabled a considerable network of people, institutions, and resources being available to Māori , most noticeably through marae and their integral roles of housing, as a coordinating hub, and their arguing for the wider affected communities of Christchurch. Relevant disaster responses need to be discussed within whānau, kōhanga, kura, businesses, communities, and wider neighbourhoods. Comprehensive disaster management plans need to be drafted for all iwi in collaboration with central government, regional, and city or town councils. Overall, Māori are remarkably philosophical about the effects of the disaster, with many proudly relishing their roles in what is clearly a historic event of great significance to the city and country. Most believe that ‘being Māori’ has helped cope with the disaster, although for some this draws on a collective history of poverty and marginalisation, features that contribute to the vulnerability of Māori to such events. While the recovery and rebuild phases offer considerable options for Māori and iwi, with Ngāi Tahu set to play an important stakeholder in infrastructural, residential, and commercial developments, some risk and considerable unknowns are evident. Considerable numbers of Māori may migrate into the Canterbury region for employment in the rebuild, and trades training strategies have already been established. With many iwi now increasingly investing in property, the risks from significant earthquakes are now more transparent, not least to insurers and the reinsurance sector. Iwi authorities need to be appraised of insurance issues and ensure sufficient coverage exists and investments and developments are undertaken with a clear understanding of the risks from natural hazards and exposure to future disasters.

To the casual observer, community gardens may look like places where people just come to grow fruit and vegetables. Through digging beneath surface appearances, however, the research literature suggests that there is more to the creation of and participation in community gardens than that which is immediately apparent. The overall aim of this research was to explore and interpret the meaning of community gardens in terms of the sought and experienced well-being of the individuals who participate, and their associated communities. This research was undertaken in the Christchurch/Selwyn district, in the aftermath of the Christchurch earthquakes of 2010-2011. This research utilised the technique of photo-elicitation interviews to study the meanings attributed to community gardening, in the post-earthquake environment. Five gardens were investigated. Results show that a range of meanings, and well-being outcomes are experienced through a combination of physical, educational, aesthetic appreciation, contemplative, creative and social connections within the garden and within the overall context of nature. Significantly, within the post-earthquake environment, the community gardens can offer participants the opportunity to appreciate life and what it means for them.

‘Housing affordability’ has been a term used to refer to a problem that arises when the costs of housing are seen as being unreasonably high in relation to incomes. In the United Kingdom and Australia the local town planning systems have been used to address housing affordability issues. This response in countries that share New Zealand’s town and country planning history raised the question for this research of the local government response to housing affordability issues in the city of Christchurch, New Zealand. This research was undertaken during the fifth year after the 2010/2011 Canterbury earthquake series. Research conducted by the Centre for Housing Research Aotearoa New Zealand and the New Zealand Productivity Commission present quite different pictures of the housing affordability problem, suggest different solutions and indicate different roles for levels of government, the community housing sector and the housing market. The research undertaken for this dissertation aimed to address the question of the role of the state, through the lense of a local response to housing affordability issues, in the context of a central government response focused on land supply and reforming the Resource Management Act 1991.

Earthquakes rupture not only the objective realm of the physical landscape, but also the subjective landscape of emotions. Using the concepts of topophilia and topophobia developed by Yi-Fu Tuan as theories of love and fear of place, this paper investigates the impact of Christchurch’s earthquakes of 2010 and 2011 on relationships with the city’s landscape. Published accounts of the earthquakes in newspapers from around New Zealand are examined for evidence of how people responded to the situation, in particular their shifting relationship with familiar landscapes. The reports illustrate how residents and visitors reacted to the actual and perceived changes to their surroundings, grappling with how a familiar place had become alien and often startling. The extreme nature of the event and the death toll of 185 heightened perceptions of the landscape, and even the most taken-for-granted elements of the landscape became amplified in significance. Enhanced understanding of the landscape of emotions is a vital component of wellbeing. Through recognising that the impact of disasters and perceived threats to familiar places has a profound emotional effect, the significance of sense of place to wellbeing can be appreciated.

This research is a creative exploration of transmedia’s ability to offer up a model of distribution and audience engagement for political documentary. Transmedia, as is well known, is a fluid concept. It is not restricted to the activities of the entertainment industry and its principles also reverberate in the practice of political and activist documentary projects. This practice-led research draws on data derived from the production and circulation of Obrero, an independent transmedia documentary. The project explores the conditions and context of the Filipino rebuild workers who migrated to Christchurch, New Zealand after the earthquake in 2011. Obrero began as a film festival documentary that co-exists with two other new media iterations, each reaching its respective target audience: a web documentary, and a Facebook-native documentary. This study argues that relocating the documentary across new media spaces not only expands the narrative but also extends the fieldwork and investigation, forms like-minded publics, and affords the creation of an organised hub of information for researchers, academics and the general public. Treating documentary as research can represent a novel pathway to knowledge generation and the present case study, overall, provides an innovative model for future scholarship.

In this paper we introduce CityViewAR, a mobile outdoor Augmented Reality (AR) application for providing AR information visualization on a city scale. The CityViewAR application was developed to provide geographical information about the city of Christchurch, which was hit by several major earthquakes in 2010 and 2011. The application provides information about destroyed buildings and historical sites that were affected by the earthquakes. The geo-located content is provided in a number of formats including 2D map views, AR visualization of 3D models of buildings on-site, immersive panorama photographs, and list views. The paper describes the iterative design and implementation details of the application, and gives one of the first examples of a study comparing user response to AR and non-AR viewing in a mobile tourism application. Results show that making such information easily accessible to the public in a number of formats could help people to have richer experience about cities. We provide guidelines that will be useful for people developing mobile AR applications for city-scale tourism or outdoor guiding, and discuss how the underlying technology could be used for applications in other areas.

This article examines the representation of Christchurch, New Zealand, student radio station RDU in the exhibition Alternative Radio at the Canterbury Museum in 2016. With the intention of ‘making visible what is invisible’ about radio broadcasting, the exhibition articulated RDU as a point of interconnection between the technical elements of broadcasting, the social and musical culture of station staff and volunteers, and the broader local and national music scenes. This paper is grounded in observations of the exhibitions and associated public programmes, and interviews with the key participants in the exhibition including the museum's exhibition designer and staff from RDU, who acted as independent practitioners in collaboration with the museum. Alternative Radio also addressed the aftermath of the major earthquake of 22 February 2011, when RDU moved into a customised horse truck after losing its broadcast studio. The exhibition came about because of the cultural resonance of the post-quake story, but also emphasised the long history of the station before that event, and located this small student radio station in the broader heritage discourse of the Canterbury museum, activating the historical, cultural, and personal memories of the station's participants and audiences.

Geological research in the immediate aftermath of the 2016 Kaikōura Earthquake, New Zealand, was necessary due to the importance and perishability of field data. It also reflects a real desire on the part of researchers to contribute not only to immediate scientific understanding but also to the societal recovery effort by enhancing knowledge of the event for the benefit of affected communities, civil defence organizations and regional and national decision makers. This commitment to outreach and engagement is consistent with the recent IAPG statement of Geoethics. More immediately, it was informed by experience of the 2010-2011 Canterbury Earthquake sequence. After that earlier disaster, intense interactions between researchers and various response agencies as well as local communities informed the development and dissemination of a set of ethical guidelines for researchers immediately following the Mw7.8 14 November 2016 Kaikōura Earthquake. In this presentation, I argue that ethical engagement of this kind is the key to gathering high quality research data immediately after the event. Creating trusting and mutually respectful, mutually beneficial relationships is also vital to ongoing engagement to facilitate further “in depth” research in collaboration with communities.

Heritage buildings are an important element of our urban environments, representing the hope and aspirations of a generation gone, reminding us of our achievements and our identity.  When heritage buildings suffer damage, or fall into disrepair they are either met by one of two extremes; a bulldozer or painstaking repair. If the decision to conserve defeats the bulldozer, current heritage practice favours restoration into a mausoleum-type monument to yesteryear. But what if, rather than becoming a museum, these heritage buildings could live on and become a palimpsest of history? What if the damage was embraced and embodied in the repair?  The Cathedral of the Blessed Sacrament on Barbadoes Street, Christchurch is the case study building for this thesis. Suffering damage in the Canterbury earthquakes of 2010 and 2011, the Cathedral sits in ruin waiting for decisions to be made around how it can be retained for future generations.  This thesis will propose a reconstruction for the Cathedral through the analysis of precedent examples of reconstructing damaged heritage buildings and guided by a heritage framework proposed in this thesis. The employed process will be documented as an alternative method for reconstructing other damaged heritage buildings.

New Zealand has experienced several strong earthquakes in its history. While an earthquake cannot be prevented from occurring, planning can reduce its consequences when it does occur. This dissertation research examines various aspects of disaster risk management policy in Aotearoa New Zealand. Chapter 2 develops a method to rank and prioritise high-rise buildings for seismic retrofitting in Wellington, the earthquake-prone capital city of New Zealand. These buildings pose risks to Wellington’s long-term seismic resilience that are of clear concern to current and future policymakers. The prioritization strategy we propose, based on multi-criteria decision analysis (MCDA) methods, considers a variety of data on each building, including not only its structural characteristics, but also its location, its economic value to the city, and its social importance to the community around it. The study demonstrates how different measures, within four general criteria – life safety, geo-spatial location of the building, its economic role, and its socio-cultural role – can be operationalized into a viable framework for determining retrofitting/demolition policy priorities. Chapter 3 and chapter 4 analyse the Residential Red Zone (RRR) program that was implemented in Christchurch after the 2011 earthquake. In the program, approximately 8,000 homeowners were told that their homes were no longer permittable, and they were bought by the government (through the Canterbury Earthquake Recovery Authority). Chapter 3 examines the subjective wellbeing of the RRR residents (around 16000 people) after they were forced to move. We consider three indicators of subjective wellbeing: quality of life, stress, and emotional wellbeing. We found that demographic factors, health conditions, and the type of government compensation the residents accepted, were all significant determinants of the wellbeing of the Red Zone residents. More social relations, better financial circumstances, and the perception of better government communication were also all associated positively with a higher quality of life, less stress, and higher emotional wellbeing. Chapter 4 concentrates on the impact of this managed retreat program on RRR residents’ income. We use individual-level comprehensive, administrative, panel data from Canterbury, and difference in difference evaluation method to explore the effects of displacement on Red Zone residential residents. We found that compared to non-relocated neighbours, the displaced people experience a significant initial decrease in their wages and salaries, and their total income. The impacts vary with time spent in the Red Zone and when they moved away. Wages and salaries of those who were red-zoned and moved in 2011 were reduced by 8%, and 5.4% for those who moved in 2012. Females faced greater decreases in wages and salaries, and total income, than males. There were no discernible impacts of the relocation on people’s self-employment income.

New Zealand is one of the most highly urbanised countries in the world with well over 87 per cent of us living in 138 recognised urban centres, yet the number of people residing in inner city areas is proportionally very low. Householders have been exercising their preference for suburban or rural areas by opting for low density suburban environments. It is widely agreed that productivity and sustainability increase when people aggregate in the inner city, however there is a perceived trade-off between the density and liveability of an area. Achieving liveability in the inner city is concerned with reducing the pressures which emerge from higher population densities. Promoting inclusive societies, revitalising underutilised cityscapes, ensuring accessibility and fostering sense of place, are all elements essential to achieving liveable communities. The rebuild following the 2010 and 2011 Canterbury earthquakes provides Christchurch with an opportunity to shape a more environmentally sustainable, economically vibrant and liveable city. This research involves undertaking a case study of current inner city liveability measures and those provided for through the rebuild. A cross-case analysis with two of the world’s most liveable cities, Melbourne and Vancouver, exposes Christchurch’s potential shortcomings and reveals practical measures the city could implement in order to promote liveability.

Ground motion observations from the most significant 10 events in the 2010-2011 Canterbury earthquake sequence at near-source sites are utilized to scrutinize New Zealand (NZ)-specific pseudo-spectral acceleration (SA) empirical ground motion prediction equations (GMPE) (Bradley 2010, Bradley 2013, McVerry et al. 2006). Region-specific modification factors based on relaxing the conventional ergodic assumption in GMPE development were developed for the Bradley (2010) model. Because of the observed biases with magnitude and source-to-site distance for the McVerry et al. (2006) model it is not possible to develop region-specific modification factors in a reliable manner. The theory of non-ergodic empirical ground motion prediction is then outlined, and applied to this 10 event dataset to determine systematic effects in the between- and within-event residuals which lead to modifications in the predicted median and standard deviation of the GMPE. By examining these systematic effects over sub-regions containing a total of 20 strong motion stations within the Canterbury area, modification factors for use in region-specific ground motion prediction are proposed. These modification factors, in particular, are suggested for use with the Bradley et al. (2010) model in Canterbury-specific probabilistic seismic hazard analysis (PSHA) to develop revised design response, particularly for long vibration periods.

In this paper, the characteristics of near-fault ground motions recorded during the Mw7.1 Darfield and Mw 6.2 Christchurch earthquakes are examined and compared with existing empirical models. The characteristics of forward-directivity effects are first examined using a wavelet-based pulse-classification algorithm. This is followed by an assessment of the adequacy of empirical models which aim to capture the effect of directivity effects on amplifying the acceleration response spectra; and the period and peak velocity of the forward-directivity pulse. It is illustrated that broadband directivity models developed by Somerville et al. (1997) and Abrahamson (2000) generally under-predict the observed amplification of response spectral ordinates at longer vibration periods. In contrast, a recently developed narrowband model by Shahi and Baker (2011) provides significantly improved predictions by amplifying the response spectra within a small range of periods surrounding the directivity pulse period. Although the empirical predictions of the pulse period are generally favourable for the Christchurch earthquake, the observations from the Darfield earthquake are significantly under-predicted. The elongation in observed pulse periods is inferred as being a result of the soft sedimentary soils of the Canterbury basin. However, empirical predictions of the observed peak velocity associated with the directivity pulse are generally adequate for both events.

In order to provide information related to seismic vulnerability of non-ductile reinforced concrete (RC) frame buildings, and as a complementary investigation on innovative feasible retrofit solutions developed in the past six years at the University of Canterbury on pre-19170 reinforced concrete buildings, a frame building representative of older construction practice was tested on the shake table. The specimen, 1/2.5 scale, consists of two 3-storey 2-bay asymmetric frames in parallel, one interior and one exterior, jointed together by transverse beams and floor slabs. The as-built (benchmark) specimen was first tested under increasing ground motion amplitudes using records from Loma Prieta Earthquake (California, 1989) and suffered significant damage at the upper floor, most of it due to lap splices failure. As a consequence, in a second stage, the specimen was repaired and modified by removing the concrete in the lap splice region, welding the column longitudinal bars, replacing the removed concrete with structural mortar, and injecting cracks with epoxy resin. The modified as-built specimen was then tested using data recorded during Darfield (New Zealand, 2010) and Maule (Chile, 2010) Earthquakes, with whom the specimen showed remarkably different responses attributed to the main variation in frequency content and duration. In this contribution, the seismic performance of the three series of experiments are presented and compared.

This article reports on research conducted in Christchurch, New Zealand, after the 22 February 2011 earthquake. This quake and thousands of subsequent aftershocks have left the city of Christchurch with serious infrastructure damage to roads, sewage supply, housing and commercial buildings. The emergence of a vibrant art and craft movement in the Christchurch region post earthquake has been an unexpected aspect of the recovery process. The article begins with a review of the literature on traditional responses to disaster recovery illustrating how more contemporary approaches are community-focused. We review the links between crafting and well-being, and report on qualitative research conducted with five focus groups and nine individuals who have contributed to this movement in Christchurch. The findings illustrate the role crafting has played post earthquake, in terms of processing key elements of the disaster for healing and recovery, creating opportunities for social support; giving to others; generating learning and meaning making and developing a vision for the future. The data analysis is underpinned by theory related to post-traumatic growth and ecological concerns. The role of social work in promoting low-cost initiatives such as craft groups to foster social resilience and aid in the recovery from disaster trauma is explored. This discussion considers why such approaches are rare in social work.

This paper presents preliminary results of an experimental campaign on three beam-column joint subassemblies extracted from a 22-storey reinforced concrete frame building constructed in late 1980s at the Christchurch’s Central Business District (CBD) area, damaged and demolished after the 2010-2011 Canterbury earthquakes sequence (CES). The building was designed following capacity design principles. Column sway (i.e., soft storey) mechanisms were avoided, and the beams were provided with plastic hinge relocation details at both beam-ends, aiming at developing plastic hinges away from the column faces. The specimens were tested under quasi-static cyclic displacement controlled lateral loading. One of the specimens, showing no visible residual cracks was cyclically tested in its as-is condition. The other two specimens which showed residual cracks varying between hairline and 1.0mm in width, were subjected to cyclic loading to simulate cracking patterns consistent with what can be considered moderate damage. The cracked specimens were then repaired with an epoxy injection technique and subsequently retested until reaching failure. The epoxy injection techniques demonstrated to be quite efficient in partly, although not fully, restoring the energy dissipation capacities of the damaged specimens at all beam rotation levels. The stiffness was partly restored within the elastic range and almost fully restored after the onset of nonlinear behaviour.

Recent severe earthquakes, such as the 2010-2011 Christchurch earthquake series, have put emphasis on building resilience all over the world. To achieve such resilience, procedures for low damage seismic design have been developed to satisfy both life safety requirements and the need to minimize undesirable economic effects of required building repair or structural member replacement following a major earthquake. Seismic resisting systems following this concept are expected to withstand severe earthquakes without requiring major post-earthquake repairs, using isolating mechanisms or sacrificial systems that either do not need repair or are readily repairable or replaceable. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs) and symmetric friction connections (SFCs) in braces of the braced frames. A 9 m tall, configurable three-storey steel framed composite floor building incorporating frictionbased connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. The structural systems are configurable, allowing different moment and braced frame structural systems tested in two horizontal directions. The structure is designed and detailed to undergo, at worst, minor damage under a planned series of severe earthquakes.

One of the failure modes that got the attention of researchers in the 2011 February New Zealand earthquake was the collapse of a key supporting structural wall of Grand Chancellor Hotel in Christchurch which failed in a brittle manner. However, until now this failure mode has been still a bit of a mystery for the researchers in the field of structural engineering. Moreover, there is no method to identify, assess and design the walls prone to such failure mode. Following the recent break through regarding the mechanism of this failure mode based on experimental observations (out-of-plane shear failure), a numerical model that can capture this failure was developed using the FE software DIANA. A comprehensive numerical parametric study was conducted to identify the key parameters contributing to the development of out-of-plane shear failure in reinforced concrete (RC) walls. Based on the earthquake observations, experimental and numerical studies conducted by the authors of this paper, an analytical method to identify walls prone to out-of-plane shear failure that can be used in practice by engineers is proposed. The method is developed based on the key parameters affecting the seismic performance of RC walls prone to out-of-plane shear failure and can be used for both design and assessment purposes

In practice, several competing liquefaction evaluation procedures (LEPs) are used to compute factors of safety against soil liquefaction, often for use within a liquefaction potential index (LPI) framework to assess liquefaction hazard. At present, the influence of the selected LEP on the accuracy of LPI hazard assessment is unknown, and the need for LEP-specific calibrations of the LPI hazard scale has never been thoroughly investigated. Therefore, the aim of this study is to assess the efficacy of three CPT-based LEPs from the literature, operating within the LPI framework, for predicting the severity of liquefaction manifestation. Utilising more than 7000 liquefaction case studies from the 2010–2011 Canterbury (NZ) earthquake sequence, this study found that: (a) the relationship between liquefaction manifestation severity and computed LPI values is LEP-specific; (b) using a calibrated, LEP-specific hazard scale, the performance of the LPI models is essentially equivalent; and (c) the existing LPI framework has inherent limitations, resulting in inconsistent severity predictions against field observations for certain soil profiles, regardless of which LEP is used. It is unlikely that revisions of the LEPs will completely resolve these erroneous assessments. Rather, a revised index which more adequately accounts for the mechanics of liquefaction manifestation is needed.

Access to clean and safe drinking water is a fundamental human requirement. However, in many areas of the world natural water sources have been impacted by a variety of biological and chemical contaminants. The ingestion of these contaminants may cause acute or chronic health problems. To prevent such illnesses, many technologies have been developed to treat, disinfect and supply safe drinking water quality. However, despite these advancements, water supply distribution systems can adversely affect the drinking water quality before it is delivered to consumers. The primary aim of this research was to investigate the effect that water distribution systems may have on household drinking water quality in Christchurch, New Zealand and Addis Ababa, Ethiopia. Water samples were collected from the source water and household taps in both cities. The samples were then tested for various physical, chemical and biological water quality parameters. The data collected was also used to determine if water samples complied with national drinking water quality standards in both countries. Independent samples t-test statistical analyses were also performed to determine if water quality measured in the samples collected from the source and household taps was significantly different. Water quality did not vary considerably between the source and tap water samples collected in Christchurch City. No bacteria were detected in any sample. However, the pH and total iron concentrations measured in source and tap water samples were found to be significantly different. The lower pH values measured in tap water samples suggests that corrosion may be taking place in the distribution system. No water samples transgressed the Drinking Water Standards for New Zealand (DWSNZ) MAVs. Monitoring data collected by the Christchurch City Council (CCC) was also used for comparison. A number of pH, turbidity and total iron concentration measurements collected by the CCC in 2011 were found to exceed the guideline values. This is likely due to structural damage to the source wells and pump-stations that occurred during the 2011 earthquake events. Overall, it was concluded that the distribution system does not adversely affect the quality of Christchurch City’s household drinking water. The water quality measured in samples collected from the source (LTP) and household taps in Addis Ababa was found to vary considerably. The water collected from the source complied with the Ethiopian (WHO) drinking water quality standards. However, tap water samples were often found to have degraded water quality for the physical and chemical parameters tested. This was especially the case after supply interruption and reinstatement events. Bacteria were also often detected in household tap water samples. The results from this study indicate that water supply disruptions may result in degraded water quality. This may be due to a drop in pipeline pressure and the intrusion of contaminants through the leaky and cross-connected pipes in the distribution network. This adversely affects the drinking water quality in Addis Ababa.

Capacity design and hierarchy of strength philosophies at the base of modern seismic codes allow inelastic response in case of severe earthquakes and thus, in most traditional systems, damage develops at well-defined locations of reinforced concrete (RC) structures, known as plastic hinges. The 2010 and 2011 Christchurch earthquakes have demonstrated that this philosophy worked as expected. Plastic hinges formed in beams, in coupling beams and at the base of columns and walls. Structures were damaged permanently, but did not collapse. The 2010 and 2011 Christchurch earthquakes also highlighted a critical issue: the reparability of damaged buildings. No methodologies or techniques were available to estimate the level of subsequent earthquakes that RC buildings could still sustain before collapse. No repair techniques capable of restoring the initial condition of buildings were known. Finally, the cost-effectiveness of an eventual repair intervention, when compared with a new building, was unknown. These aspects, added to nuances of New Zealand building owners’ insurance coverage, encouraged the demolition of many buildings. Moreover, there was a perceived strong demand from government and industry to develop techniques for assessing damage to steel reinforcement bars embedded in cracked structural concrete elements. The most common questions were: “Have the steel bars been damaged in correspondence to the concrete cracks?”, “How much plastic deformation have the steel bars undergone?”, and “What is the residual strain capacity of the damaged bars?” Minimally invasive techniques capable of quantifying the level and extent of plastic deformation and residual strain capacity are not yet available. Although some studies had been recently conducted, a validated method is yet to be widely accepted. In this thesis, a least-invasive method for the damage-assessment of steel reinforcement is developed. Based on the information obtained from hardness testing and a single tensile test, it is possible to estimate the mechanical properties of earthquake-damaged rebars. The reduction in the low-cycle fatigue life due to strain ageing is also quantified. The proposed damage assessment methodology is based on empirical relationships between hardness and strain and residual strain capacity. If damage is suspected from in situ measurements, visual inspection or computer analysis, a bar may be removed and more accurate hardness measurements can be obtained using the lab-based Vickers hardness methodology. The Vickers hardness profile of damaged bars is then compared with calibration curves (Vickers hardness versus strain and residual strain capacity) previously developed for similar steel reinforcement bars extracted from undamaged locations. Experimental tests demonstrated that the time- and temperature-dependent strain-ageing phenomenon causes changes in the mechanical properties of plastically deformed steels. In particular, yield strength and hardness increases, whereas ductility decreases. The changes in mechanical properties are quantified and their implications on the hardness method are highlighted. Low-cycle fatigue (LCF) failures of steel reinforcing bars have been observed in laboratory testing and post-earthquake damage inspections. Often, failure might not occur during a first seismic event. However, damage is accumulated and the remaining fatigue life is reduced. Failure might therefore occur in a subsequent seismic event. Although numerous studies exist on the LCF behaviour of steel rebars, no studies had been conducted on the strain-ageing effects on the remaining fatigue life. In this thesis, the reduction in fatigue life due to this phenomenon is determined through a number of experimental tests.

This dissertation addresses a diverse range of applied aspects in ground motion simulation validation via the response of complex structures. In particular, the following topics are addressed: (i) the investigation of similarity between recorded and simulated ground motions using code-based 3D irregular structural response analysis, (ii) the development of a framework for ground motion simulations validation to identify the cause of differences between paired observed and simulated dataset, and (iii) the illustration of the process of using simulations for seismic performance-based assessment. The application of simulated ground motions is evaluated for utilisation in engineering practice by considering responses of 3D irregular structures. Validation is performed in a code-based context when the NZS1170.5 (NZS1170.5:2004, 2004) provisions are followed for response history analysis. Two real buildings designed by engineers and physically constructed in Christchurch before the 2010-2011 Canterbury earthquake sequence are considered. The responses are compared when the buildings are subjected to 40 scaled recorded and their subsequent simulated ground motions selected from 22 February 2011 Christchurch. The similarity of recorded and simulated responses is examined using statistical methods such as bootstrapping and hypothesis testing to determine whether the differences are statistically significant. The findings demonstrate the applicability of simulated ground motion when the code-based approach is followed in response history analysis. A conceptual framework is developed to link the differences between the structural response subjected to simulated and recorded ground motions to the differences in their corresponding intensity measures. This framework allows the variability to be partitioned into the proportion that can be “explained” by the differences in ground motion intensity measures and the remaining “unexplained” variability that can be attributed to different complexities such as dynamic phasing of multi-mode response, nonlinearity, and torsion. The application of this framework is examined through a hierarchy of structures reflecting a range of complexity from single-degree-of-freedom to 3D multi-degree-of-freedom systems with different materials, dynamic properties, and structural systems. The study results suggest the areas that ground motion simulation should focus on to improve simulations by prioritising the ground motion intensity measures that most clearly account for the discrepancies in simple to complex structural responses. Three approaches are presented to consider recorded or simulated ground motions within the seismic performance-based assessment framework. Considering the applications of ground motions in hazard and response history analyses, different pathways in utilising ground motions in both areas are explored. Recorded ground motions are drawn from a global database (i.e., NGA-West2 Ancheta et al., 2014). The NZ CyberShake dataset is used to obtain simulations. Advanced ground motion selection techniques (i.e., generalized conditional intensity measure, GCIM) are used for ground motion selection at a few intensity levels. The comparison is performed by investigating the response of an example structure (i.e., 12-storey reinforced concrete special moment frame) located in South Island, NZ. Results are compared and contrasted in terms of hazard, groundmotion selection, structural responses, demand hazard, and collapse risk, then, the probable reasons for differences are discussed. The findings from this study highlight the present opportunities and shortcomings in using simulations in risk assessment. i
