This participant-observation study explores the process of gathering and evaluating both financial and non-financial information and communication and transfer of that information within a medium-size Electrical Company in Christchurch, New Zealand. The previous literature has established the importance and the main characteristics of small and medium enterprises (SMEs), mainly studying manufacturing companies. However, there has been little research done in New Zealand on the overall communication process and the financial and non-financial information usage in a small-medium enterprise. Face-to-face interviews were carried out with all the office employees and two partners, along with a ten month participant-observation in the Electrical Company in order to understand how financial and non-financial information is communicated and processed in an SME. Also, research in an SME that has overcome the 2008 economic depression and several major earthquakes allows a deep understanding of lessons learned and what is valued by the Electrical Company. The research has found characteristics of this SME similar to those that have been mentioned in previous literature. However, the partners of the Electrical Company understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. Moreover, the partners use more than just financial information to manage the company. They gather non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch.

Many Christchurch trades people are refusing to carry out quake repairs unless the homeowner agrees to pay the bill, saying it takes too long to get the money out of the Earthquake Commission. Seismic behaviour of typical unreinforced masonry (URM) brick houses, that were common in early last century in New Zealand and still common in many developing countries, is experimentally investigated at University of Canterbury, New Zealand in this research. A one halfscale model URM house is constructed and tested under earthquake ground motions on a shaking table. The model structure with aspect ratio of 1.5:1 in plan was initially tested in the longitudinal direction for several earthquakes with peak ground acceleration (PGA) up to 0.5g. Toppling of end gables (above the eaves line) and minor to moderate cracking around window and door piers was observed in this phase. The structure was then rotated 90º and tested in the transverse (short) direction for ground motions with PGA up to 0.8g. Partial out-of-plane failure of the face loaded walls in the second storey and global rocking of the model was observed in this phase. A finite element analysis and a mechanism analysis are conducted to assess the dynamic properties and lateral strength of the model house. Seismic fragility function of URM houses is developed based on the experimental results. Damping at different phases of the response is estimated using an amplitude dependent equivalent viscous damping model. Financial risk of similar URM houses is then estimated in term of expected annual loss (EAL) following a probabilistic financial risk assessment framework. Risks posed by different levels of damage and by earthquakes of different frequencies are then examined.
Principal contractors can achieve better financial performance in civil construction projects by increasing the proportion of works delivered by subcontractors. However, anecdotally the use of subcontractors is thought to be make principal contractors less competitive due to compounding profit margins. This study found that projects with a higher proportion of subcontracted work exhibit better financial results than projects with less work delivered by subcontractors. This study uses the Christchurch Infrastructure Alliance (known as the Stronger Christchurch Infrastructure Rebuild Team, SCIRT) as a case study to observe why principal contracting firms engage subcontractors and the effect subcontracting has on the overall performance of a construction project. Five top tier civil contracting firms (known as ‘delivery teams’) participated in the alliance. Each team was responsible for the delivery of individual projects. A sample of 334 individual SCIRT projects were analysed, and key delivery team staff were surveyed, to investigate the effect subcontractor engagement has on performance. Between the five delivery teams there were clear differences in how much work was delivered via subcontracts. The extent of this subcontractor engagement had a significant effect on the relative performance of the principal contractor. A positive correlation between subcontractor engagement and overall financial performance is observed, and a negative correlation is observed between subcontractor engagement and non-financial performance. Although the causes of these relationships appear complex, the primary reason appears to be that subcontracting fosters increased productivity by cascading financial performance incentives closer to the physical construction task. To maximise competitiveness and financial performance, principal contractors must embrace the use of subcontractors and develop efficient systems of managing subcontracted work.
