The Mѡ=7.1 Darfield (Canterbury) earthquake struck on 4 September 2010, approximately 45 km west of Christchurch, New Zealand. It revealed a previously unknown fault (the Greendale fault) and caused billions of dollars of damage due to high peak ground velocities and extensive liquefaction. It also triggered the Mw=6.3 Christchurch earthquake on 22 February 2011, which caused further damage and the loss of 185 lives. The objective of this research was to determine the relationship between stress and seismic properties in a seismically active region using manually-picked P and S wave arrival times from the aftershock sequence between 8 September 2010-13 January 2011 to estimate shear-wave splitting (SWS) parameters, VP =VS-ratios, anisotropy (delay-time tomography), focal mechanisms, and tectonic stress on the Canterbury plains. The maximum horizontal stress direction was highly consistent in the plains, with an average value of SHmax=116 18 . However, the estimates showed variation in SHmax near the fault, with one estimate rotating by as much as 30° counter-clockwise. This suggests heterogeneity of stress at the fault, though the cause remains unclear. Orientations of the principal stresses predominantly indicate a strike-slip regime, but there are possible thrust regimes to the west and north/east of the fault. The SWS fast directions (ø) on the plains show alignment with SHmax at the majority of stations, indicating stress controlled anisotropy. However, structural effects appear more dominant in the neighbouring regions of the Southern Alps and Banks Peninsula.

It is well established that urban green areas provide a wide range of social, aesthetic, environmental and economic benefits. The importance of urban green spaces has been known for decades; however the relationship between urban livability and green areas, as incorporated in overall urban green structure, has become the focus of international studies during the last 10 to 15 years. The spatial structure of green space systems has important consequences for urban form; configuring urban resources, controlling urban size, improving ecological quality of urban areas and preventing or mitigating natural disasters. However, in the field of architecture or urban design, very little work has been done to investigate the potential for built form to define and differentiate the edge to a green corridor ... This thesis therefore poses the hypothesis that architecture and urban design critically mediate between city and green corridor, through intensification and definition of the built edge, as a means of contributing to an ecological city form.

The magnitude 6.2 Christchurch earthquake struck the city of Christchurch at 12:51pm on February 22, 2011. The earthquake caused 186 fatalities, a large number of injuries, and resulted in widespread damage to the built environment, including significant disruption to lifeline networks and health care facilities. Critical facilities, such as public and private hospitals, government, non-government and private emergency services, physicians’ offices, clinics and others were severely impacted by this seismic event. Despite these challenges many systems were able to adapt and cope. This thesis presents the physical and functional impact of the Christchurch earthquake on the regional public healthcare system by analysing how it adapted to respond to the emergency and continued to provide health services. Firstly, it assesses the seismic performance of the facilities, mechanical and medical equipment, building contents, internal services and back-up resources. Secondly, it investigates the reduction of functionality for clinical and non-clinical services, induced by the structural and non-structural damage. Thirdly it assesses the impact on single facilities and the redundancy of the health system as a whole following damage to the road, power, water, and wastewater networks. Finally, it assesses the healthcare network's ability to operate under reduced and surged conditions. The effectiveness of a variety of seismic vulnerability preparedness and reduction methods are critically reviewed by comparing the observed performances with the predicted outcomes of the seismic vulnerability and disaster preparedness models. Original methodology is proposed in the thesis which was generated by adapting and building on existing methods. The methodology can be used to predict the geographical distribution of functional loss, the residual capacity and the patient transfer travel time for hospital networks following earthquakes. The methodology is used to define the factors which contributed to the overall resilence of the Canterbury hospital network and the areas which decreased the resilence. The results show that the factors which contributed to the resilence, as well as the factors which caused damage and functionality loss were difficult to foresee and plan for. The non-structural damage to utilities and suspended ceilings was far more disruptive to the provision of healthcare than the minor structural damage to buildings. The physical damage to the healthcare network reduced the capacity, which has further strained a health care system already under pressure. Providing the already high rate of occupancy prior to the Christchurch earthquake the Canterbury healthcare network has still provided adequate healthcare to the community.

Cultural heritage is a dynamic concept, incorporating the ideas and values of many different organisations and individuals; it is heavily dependent on the context of the item or site being conserved, and transforms something from an old article into a historically significant object. A formal definition of cultural heritage did not appear in the Antarctic Treaty System until 1995, however Antarctic heritage value has been applied to various sites and monuments since the inception of the Treaty, from Shackleton’s Nimrod Hut to a heavy tractor. This report examines a number of case studies to determine the various ways in which heritage items and sites can be managed – such as the removal of the South Pole Dome – as well as their conservation after natural disasters, for instance the Christchurch earthquakes.

The University of Canterbury is known internationally for the Origins of New Zealand English (ONZE) corpus (see Gordon et al 2004). ONZE is a large collection of recordings from people born between 1851 and 1984, and it has been widely utilised for linguistic and sociolinguistic research on New Zealand English. The ONZE data is varied. The recordings from the Mobile Unit (MU) are interviews and were collected by members of the NZ Broadcasting service shortly after the Second World War, with the aim of recording stories from New Zealanders outside the main city centres. These were supplemented by interview recordings carried out mainly in the 1990s and now contained in the Intermediate Archive (IA). The final ONZE collection, the Canterbury Corpus, is a set of interviews and word-list recordings carried out by students at the University of Canterbury. Across the ONZE corpora, there are different interviewers, different interview styles and a myriad of different topics discussed. In this paper, we introduce a new corpus – the QuakeBox – where these contexts are much more consistent and comparable across speakers. The QuakeBox is a corpus which consists largely of audio and video recordings of monologues about the 2010-2011 Canterbury earthquakes. As such, it represents Canterbury speakers’ very recent ‘danger of death’ experiences (see Labov 2013). In this paper, we outline the creation and structure of the corpus, including the practical issues involved in storing the data and gaining speakers’ informed consent for their audio and video data to be included.

The Canterbury earthquakes, which started with the 7.1 magnitude event on September 4, 2010, caused significant damage in the region. The September 4 earthquakes brought substantial damage to land, buildings, and infrastructure, while the 6.3 magnitude earthquake on February 22, 2011 (and its subsequent aftershocks), brought even greater property damage, but also significant loss of life in addition to the region. Thousands were injured, and 185 persons died. A national State of Emergency was declared and remained in effect until April 30, 2011. A significant number of people required immediate assistance and support to deal with loss, injury, trauma experiences, and property damages. Many had to find alternate accommodation as their houses were too damaged to stay in. Of those affected, many were already vulnerable, and others had been too traumatized by the events to effectively deal with the challenges they were faced with. A number of human service organizations in the region, from both government and non-government sectors, joined forces to be able to more effectively and efficiently help those in need. This was the start of what would become known as the Earthquake Support Coordination Service. The aim of this report is to present an evaluation of the Earthquake Support Coordination Service and its collaborative organization, based on documentation and interviews with key stakeholders of the service. The aim is also to evaluate the service based on perspectives gathered among the clients as well as the coordinators working in the service. The final aim is to offer a reflection on the service model, and on what factors enabled the service, as well as recommendations regarding aspects of the service which may require review, and aspects which may be useful in other contexts.

Two projects are documented within this MEM Report: I. The first project examined what was learnt involving the critical infrastructure in the aftermath of natural disasters in the Canterbury region of New Zealand – the most prominent being the series of earthquakes between 2010 and 2011. The project identified several learning gaps, leading to recommendations for further investigations that could add significant value for the lifeline infrastructure community. II. Following the Lifeline Lesson Learnt Project, the Disaster Mitigation Guideline series was initiated with two booklets, one on Emergency Potable Water and a second on Emergency Sanitation. The key message from both projects is that we can and must learn from disasters. The projects described are part of the emergency management, and critical infrastructure learning cycles – presenting knowledge captured by others in a digestible format, enabling the lessons to be reapplied. Without these kinds of projects, there will be fewer opportunities to learn from other’s successes and failures when it comes to preparing for natural disasters.

This study sought to investigate employee burnout within a post-disaster context by exploring teachers’ burnout perceptions and workplace attitudes in the aftermath of the 2010-2011 Christchurch earthquakes. The study hypothesised that burnout dimensions (emotional exhaustion and cynicism) would be related with the extent to which individuals and schools were impacted by the earthquakes, and with the quality of school support for staff and students (i.e., personal disaster impact, school disaster impact and school responsiveness to the disaster), with perceptions of role conflict and role overload, and with turnover intentions. Additionally, a Teacher Burnout Model was proposed whereby emotional exhaustion and cynicism were hypothesised to mediate the relationships between the independent variables (i.e., the disaster-related and role-related variables) and turnover intentions. 125 primary, intermediate and secondary school teachers from the city of Christchurch completed an online survey. Results revealed that high role overload, high role conflict, high school disaster impact, and schools’ ineffective disaster coping responses, were associated with increased levels of emotional exhaustion and cynicism. Although greater impact of earthquakes on teachers’ personal lives was related to higher levels of emotional exhaustion, results revealed a non-significant relationship between personal disaster impact and cynicism. In the Teacher Burnout Model, the relationships between both role stress variables and turnover intentions were mediated by perceptions of emotional exhaustion. This study contributes novel findings to the burnout literature, and provides implications for schools and organisations operating within a disaster context.

Disasters are rare events with major consequences; yet comparatively little is known about managing employee needs in disaster situations. Based on case studies of four organisations following the devastating earthquakes of 2010 - 2011 in Christchurch, New Zealand, this paper presents a framework using redefined notions of employee needs and expectations, and charting the ways in which these influence organisational recovery and performance. Analysis of in-depth interview data from 47 respondents in four organisations highlighted the evolving nature of employee needs and the crucial role of middle management leadership in mitigating the effects of disasters. The findings have counterintuitive implications for human resource functions in a disaster, suggesting that organisational justice forms a central framework for managing organisational responses to support and engage employees for promoting business recovery.

During 2010 and 2011, major earthquakes caused widespread damage and the deaths of 185 people in the city of Christchurch. Damaged school buildings resulted in state intervention which required amendment of the Education Act of 1989, and the development of ‘site sharing agreements’ in undamaged schools to cater for the needs of students whose schools had closed. An effective plan was also developed for student assessment through establishing an earthquake impaired derived grade process. Previous research into traditional explanations of educational inequalities in the United Kingdom, the United States of America, and New Zealand were reviewed through various processes within three educational inputs: the student, the school and the state. Research into the impacts of urban natural disasters on education and education inequalities found literature on post disaster education systems but nothing could be found that included performance data. The impacts of the Canterbury earthquakes on educational inequalities and achievement were analysed over 2009-2012. The baseline year was 2009, the year before the first earthquake, while 2012 is seen as the recovery year as no schools closed due to seismic events and there was no state intervention into the education of the region. National Certificate of Educational Achievement (NCEA) results levels 1-3 from thirty-four secondary schools in the greater Christchurch region were graphed and analysed. Regression analysis indicates; in 2009, educational inequalities existed with a strong positive relationship between a school’s decile rating and NCEA achievement. When schools were grouped into decile rankings (1-10) and their 2010 NCEA levels 1-3 results were compared with the previous year, the percentage of change indicates an overall lower NCEA achievement in 2010 across all deciles, but particularly in lower decile schools. By contrast, when 2011 NCEA results were compared with those of 2009, as a percentage of change, lower decile schools fared better. Non site sharing schools also achieved higher results than site sharing schools. State interventions, had however contributed towards student’s achieving national examinations and entry to university in 2011. When NCEA results for 2012 were compared to 2009 educational inequalities still exist, however in 2012 the positive relationship between decile rating and achievement is marginally weaker than in 2009. Human ethics approval was required to survey one Christchurch secondary school community of students (aged between 12 and 18), teachers and staff, parents and caregivers during October 2011. Participation was voluntary and without incentives, 154 completed questionnaires were received. The Canterbury earthquakes and aftershocks changed the lives of the research participants. This school community was displaced to another school due to the Christchurch earthquake on 22 February 2011. Research results are grouped under four geographical perspectives; spatial impacts, socio-economic impacts, displacement, and health and wellbeing. Further research possibilities include researching the lag effects from the Canterbury earthquakes on school age children.
