Developing a holistic understanding of social, cultural, and economic impacts of disasters can help in building disaster risk knowledge for policy making and planning. Many methods can help in developing an understanding of the impacts of a disaster, including interviews and surveys with people who have experienced disaster, which may be invasive at times and create stress for the participants to relive their experiences. In the past decade, social media, blog posts, video blogs (i.e. “vlogs”), and crowdsourcing mechanisms such as Humanitarian OpenStreetMap and Ushahidi, have become prominent platforms for people to share their experiences and impacts of an event from the ground. These platforms allow for the discovery of a range of impact information, from physical impacts, to social, cultural, and psychological impacts. It can also reveal interesting behavioural information such as their decision to heed a warning or not, as people tend to share their experiences and their reactions online. This information can help researchers and authorities understand both the impacts as well as behavioural responses to hazards, which can then shape how early warning systems are designed and delivered. It can also help to identify gaps in desired behavioural responses. This poster presents a selection of cases identified from the literature and grey literature, such as the Haiti earthquake, the Christchurch earthquake, Hurricane Sandy, and Hurricane Harvey, where online platforms were widely used during and after a disaster to document impacts, experiences, and behavioural responses. A summary of key learnings and areas for future research is provided.

This is a joint Resilience Framework undertaken by the Electrical, Computer and Software Engineering Department of the University of Auckland in association with West Power and Orion networks and partially funded by the New Zealand National Science Challenge and QuakeCoRE. The Energy- Communication research group nearly accomplished two different researches focusing on both asset resilience and system resilience. Asset resilience research which covers underground cables system in Christchurch region is entitled “2010-2011 Canterbury Earthquake Sequence Impact on 11KV Underground Cables” and system resilience research which covers electricity distribution and communication system in West Coast region is entitled “NZ Electricity Distribution Network Resilience Assessment and Restoration Models following Major Natural Disturbance“. As the fourth milestone of the aforementioned research project, the latest outcome of both projects has been socialised with the stakeholders during the Cigre NZ 2019 Forum.

The lived reality of the 2010-2011 Canterbury earthquakes and its implications for the Waimakariri District, a small but rapidly growing district (third tier of government in New Zealand) north of Christchurch, can illustrate how community well-being, community resilience, and community capitals interrelate in practice generating paradoxical results out of what can otherwise be conceived as a textbook ‘best practice’ case of earthquake recovery. The Waimakariri District Council’s integrated community based recovery framework designed and implemented post-earthquakes in the District was built upon strong political, social, and moral capital elements such as: inter-institutional integration and communication, participation, local knowledge, and social justice. This approach enabled very positive community outputs such as artistic community interventions of the urban environment and communal food forests amongst others. Yet, interests responding to broader economic and political processes (continuous central government interventions, insurance and reinsurance processes, changing socio-cultural patterns) produced a significant loss of community capitals (E.g.: social fragmentation, participation exhaustion, economic leakage, etc.) which simultaneously, despite local Council and community efforts, hindered community well-being in the long term. The story of the Waimakariri District helps understand how resilience governance operates in practice where multi-scalar, non-linear, paradoxical, dynamic, and uncertain outcomes appear to be the norm that underpins the construction of equitable, transformative, and sustainable pathways towards the future.

Coastal margins are exposed to rising sea levels that present challenging circumstances for natural resource management. This study investigates a rare example of tectonic displacement caused by earthquakes that generated rapid sea-level change in a tidal lagoon system typical of many worldwide. This thesis begins by evaluating the coastal squeeze effects caused by interactions between relative sea-level (RSL) rise and the built environment of Christchurch, New Zealand, and also examples of release from similar effects in areas of uplift where land reclamations were already present. Quantification of area gains and losses demonstrated the importance of natural lagoon expansion into areas of suitable elevation under conditions of RSL rise and showed that they may be necessary to offset coastal squeeze losses experienced elsewhere. Implications of these spatial effects include the need to provide accommodation space for natural ecosystems under RSL rise, yet other land-uses are likely to be present in the areas required. Consequently, the resilience of these environments depends on facilitating transitions between human land-uses either proactively or in response to disaster events. Principles illustrated by co-seismic sea-level change are generally applicable to climate change adaptation due to the similarity of inundation effects. Furthermore, they highlight the potential role of non-climatic factors in determining the overall trajectory of change. Chapter 2 quantifies impacts on riparian wetland ecosystems over an eight year period post- quake. Coastal wetlands were overwhelmed by RSL rise and recovery trajectories were surprisingly slow. Four risk factors were identified from the observed changes: 1) the encroachment of anthropogenic land-uses, 2) connectivity losses between areas of suitable elevation, 3) the disproportionate effect of larger wetland vulnerabilities, and 4) the need to protect new areas to address the future movement of ecosystems. Chapter 3 evaluates the unique context of shoreline management on a barrier sandspit under sea-level rise. A linked scenario approach was used to evaluate changes on the open coast and estuarine shorelines simultaneously and consider combined effects. The results show dune loss from a third of the study area using a sea-level rise scenario of 1 m over 100 years and with continuation of current land-uses. Increased exposure to natural hazards and accompanying demand for seawalls is a likely consequence unless natural alternatives can be progressed. In contrast, an example of managed retreat following earthquake-induced subsidence of the backshore presents a new opportunity to restart saltmarsh accretion processes seaward of coastal defences with the potential to reverse decades of degradation and build sea-level rise resilience. Considering both shorelines simultaneously highlights the existence of pinch-points from opposing forces that result in small land volumes above the tidal range. Societal adaptation is delicately poised between the paradigms of resisting or accommodating nature and challenged by the long perimeter and confined nature of the sandspit feature. The remaining chapters address the potential for salinity effects caused by tidal prism changes with a focus on the conservation of īnanga (Galaxias maculatus), a culturally important fish that supports New Zealand‘s whitebait fishery. Methodologies were developed to test the hypothesis that RSL changes would drive a shift in the distribution of spawning sites with implications for their management. Chapter 4 describes a new practical methodology for quantifying the total productivity and spatiotemporal variability of spawning sites at catchment scale. Chapter 5 describes the novel use of artificial habitats as a detection tools to help overcome field survey limitations in degraded environments where egg mortality can be high. The results showed that RSL changes resulted in major shifts in spawning locations and these were associated with new patterns of vulnerability due to the continuation of pre-disturbance land-uses. Unexpected findings includes an improved understanding of the spatial relationship between salinity and spawning habitat, and identification of an invasive plant species as important spawning habitat, both with practical management implications. To conclude, the design of legal protection mechanisms was evaluated in relation to the observed habitat shifts and with a focus on two new planning initiatives that identified relatively large protected areas (PAs) in the lower river corridors. Although the larger PAs were better able to accommodate the observed habitat shifts inefficiencies were also apparent due to spatial disparities between PA boundaries and the values requiring protection. To reduce unnecessary trade-offs with other land-uses, PAs of sufficient size to cover the observable spatiotemporal variability and coupled with adaptive capacity to address future change may offer a high effectiveness from a network of smaller PAs. The latter may be informed by both monitoring and modelling of future shifts and these are expected to include upstream habitat migration driven by the identified salinity relationships and eustatic sea-level rise. The thesis concludes with a summary of the knowledge gained from this research that can assist the development of a new paradigm of environmental sustainability incorporating conservation and climate change adaptation. Several promising directions for future research identified within this project are also discussed.

From 2010, Canterbury, a province of Aotearoa New Zealand, experienced three major disaster events. This study considers the socio-ecological impacts on cross-sectoral suicide prevention agencies and their service users of the 2010 – 2016 Canterbury earthquake sequence, the 2019 Christchurch mosque attacks and the COVID-19 pandemic in Canterbury. This study found the prolonged stress caused by these events contributed to a rise in suicide risk factors including anxiety, fear, trauma, distress, alcohol misuse, relationship breakdown, childhood adversity, economic loss and deprivation. The prolonged negative comment by the media on wellbeing in Canterbury was also unhelpful and affected morale. The legacy of these impacts was a rise in referrals to mental health services that has not diminished. This adversity in the socio-ecological system also produced post-traumatic growth, allowing Cantabrians to acquire resilience and help-seeking abilities to support them psychologically through the COVID-19 pandemic. Supporting parental and teacher responses, intergenerational support and targeted public health campaigns, as well as Māori family-centred programmes, strengthened wellbeing. The rise in suicide risk led to the question of what services were required and being delivered in Canterbury and how to enable effective cross-sectoral suicide prevention in Canterbury, deemed essential in all international and national suicide prevention strategies. Components from both the World Health Organisation Suicide Prevention Framework (WHO, 2012; WHO 2021) and the Collective Impact model (Hanleybrown et al., 2012) were considered by participants. The effectiveness of dynamic leadership and the essential conditions of resourcing a supporting agency were found as were the importance of processes that supported equity, lived experience and the partnership of Māori and non-Māori stakeholders. Cross-sectoral suicide prevention was found to enhance the wellbeing of participants, hastening learning, supporting innovation and raising awareness across sectors which might lower stigma. Effective communication was essential in all areas of cross-sectoral suicide prevention and clear action plans enabled measurement of progress. Identified components were combined to create a Collective Impact Suicide Prevention framework that strengthens suicide prevention implementation and can be applied at a local, regional and national level. This study contributes to cross-sectoral suicide prevention planning by considering the socio- ecological, policy and practice mitigations required to lower suicide risk and to increase wellbeing and post-traumatic growth, post-disaster. This study also adds to the growing awareness of the contribution that social work can provide to suicide prevention and conceptualises an alternative governance framework and practice and policy suggestions to support effective cross-sectoral suicide prevention.

This study explores the nature of smaller businesses’ resilience following two major earthquakes that severely disrupted their place of doing business. Data from the owners of ten smaller businesses are qualitative and longitudinal, spanning the period 2011 through 2018, providing first-hand narrative accounts of their responses in the earthquakes’ aftermath. All ten owners showed some individual resilience; six businesses survived through to 2018, of which three have recovered strongly. All three owned their premises; operated business-tobusiness models; and were able to adapt and continue to follow path-extension strategies. All the other businesses had direct business-to-customer models operating from leased premises, typically in major retail malls. Four eventually recognised path-exhaustion at different times and so did not survive through to 2018. We conclude however that post-disaster recovery is best explained in terms of business model resilience. Even the most resilient of individual owners will struggle to survive if their business model is either not resilient or cannot be made so. Individual resilience is necessary but not sufficient.

This thesis documents the development and demonstration of an assessment method for analysing earthquake-related damage to concrete waste water gravity pipes in Christchurch, New Zealand, following the 2010-2011 Canterbury Earthquake Sequence (CES). The method is intended to be internationally adaptable to assist territorial local authorities with improving lifelines infrastructure disaster impact assessment and improvements in resilience. This is achieved through the provision of high-resolution, localised damage data, which demonstrate earthquake impacts along the pipe length. The insights gained will assist decision making and the prioritisation of resources following earthquake events to quickly and efficiently restore network function and reduce community impacts. The method involved obtaining a selection of 55 reinforced concrete gravity waste water pipes with available Closed-Circuit Television (CCTV) inspection footage filmed before and after the CES. The pipes were assessed by reviewing the recordings, and damage was mapped to the nearest metre along the pipe length using Geographic Information Systems. An established, systematic coding process was used for reporting the nature and severity of the observed damage, and to differentiate between pre-existing and new damage resulting from the CES. The damage items were overlaid with geospatial data such as Light Detection and Ranging (LiDAR)-derived ground deformation data, Liquefaction Resistance Index data and seismic ground motion data (Peak Ground acceleration and Peak Ground Velocity) to identify potential relationships between these parameters and pipe performance. Initial assessment outcomes for the pipe selection revealed that main pipe joints and lateral connections were more vulnerable than the pipe body during a seismic event. Smaller diameter pipes may also be more vulnerable than larger pipes during a seismic event. Obvious differential ground movement resulted in increased local damage observations in many cases, however this was not obvious for all pipes. Pipes with older installation ages exhibited more overall damage prior to a seismic event, which is likely attributable to increased chemical and biological deterioration. However, no evidence was found relating pipe age to performance during a seismic event. No evidence was found linking levels of pre-CES damage in a pipe with subsequent seismic performance, and seismic performance with liquefaction resistance or magnitude of seismic ground motion. The results reported are of limited application due to the small demonstration sample size, but reveal the additional level of detail and insight possible using the method presented in this thesis over existing assessment methods, especially in relation to high resolution variations along the length of the pipe such as localised ground deformations evidenced by LiDAR. The results may be improved by studying a larger and more diverse sample pool, automating data collection and input processes in order to improve efficiency and consider additional input such as pipe dip and cumulative damage over a large distance. The method is dependent on comprehensive and accurate pre-event CCTV assessments and LIDAR data so that post-event data could be compared. It is proposed that local territorial authorities should prioritise acquiring this information as a first important step towards improving the seismic resilience of a gravity waste water pipe network.

This research examines the connection between accessibility and resilience in post-earthquake Christchurch. This research will provide my community partner with a useful evidence base to help show that increased accessibility does create a more resilient environment. This research uses an in-depth literature review along with qualitative interview approach discussing current levels of accessibility and resilience in Christchurch and whether or not the interview participants believe that increased accessibility in Christchurch will make our city more resilient to future disasters. This research is important because it helps to bridge the connection between accessibility and resilience by showing how accessibility is an important aspect of making a city resilient. In Christchurch specifically, it is a great time to create an accessible and inclusive environment in the post-earthquake rebuild state the city is currently in. Showing that an accessible environment will lead to a more resilient city is important will potentially lead to accessible design being included in the rebuild of places and spaces in Christchurch. In theory, the results of this research show that having an accessible environment leads to universal inclusiveness which in turn, leads to a resilient city. An overarching theme that arose during this research is that accessibility is a means to inclusion and without inclusion a society cannot be resilient. In practice, the results show that for Christchurch to become more accessible and inclusive for people with disabilities, there needs to not only be an increase the accessibility of places and spaces but accessibility to the community as well. Having accessible infrastructure and communities will lead to increased social and urban resilience, especially for individuals with disabilities. This research is beneficial because it helps to bridge the connection between accessibility and resilience. Resilience is important because it help cities prepare for, respond to and recover from disasters and this research helps to show that accessibility is an important part of creating resilience. Some questions still remain unresolved mainly looking into normalising accessibility and deciphering how to prove that accessibility is an issue that effects everybody, not just individuals with disabilities.

The Covid-19 pandemic has brought to the foreground the importance of social connectedness for wellbeing, at the individual, community and societal level. Within the context of the local community, pro-connection facilities are fundamental to foster community development, resilience and public health. Through identifying the gap in social connectedness literature for Māori, this has created space for new opportunities and to reflect on what is already occurring in Ōtautahi. It is well documented that Māori experience unequal societal impacts across all health outcomes. Therefore, narrowing the inequities between Māori and non-Māori across a spectrum of dimensions is a priority. Evaluating the #WellconnectedNZ project, which explores the intersections between social connection and wellbeing is one way to trigger these conversations. This was achieved by curating a dissimilar set of community pro-connection facilities and organizing them into a Geographic Information System (GIS). Which firstly involved, the collecting and processing of raw data, followed by spatial analysis through creating maps, this highlighted the alignment between the distribution of places, population and social data. Secondly, statistical analysis focusing on the relationship between deprivation and accessibility. Finally, semi-structured interviews providing perceptions of community experience. This study describes findings following a kaupapa Māori research approach. Results demonstrated that, in general some meshblocks in Ōtautahi benefit from a high level of accessibility to pro-connection facilities; but with an urban-rural gradient (as is expected, further from the central business district (CBD) are less facilities). Additionally, more-deprived meshblocks in the Southern and Eastern suburbs of Christchurch have poorer accessibility, suggesting underlying social and spatial inequalities, likely exacerbated by Covid-19 and the Christchurch earthquakes. In this context, it is timely to (re)consider pro-connection places and their role in the development of social infrastructure for connected communities, in the community facility planning space. ‘We are all interwoven, we just need to make better connections’.

The research is funded by Callaghan Innovation (grant number MAIN1901/PROP-69059-FELLOW-MAIN) and the Ministry of Transport New Zealand in partnership with Mainfreight Limited. Need – The freight industry is facing challenges related to climate change, including natural hazards and carbon emissions. These challenges impact the efficiency of freight networks, increase costs, and negatively affect delivery times. To address these challenges, freight logistics modelling should consider multiple variables, such as natural hazards, sustainability, and emission reduction strategies. Freight operations are complex, involving various factors that contribute to randomness, such as the volume of freight being transported, the location of customers, and truck routes. Conventional methods have limitations in simulating a large number of variables. Hence, there is a need to develop a method that can incorporate multiple variables and support freight sustainable development. Method - A minimal viable model (MVM) method was proposed to elicit tacit information from industrial clients for building a minimally sufficient simulation model at the early modelling stages. The discrete-event simulation (DES) method was applied using Arena® software to create simulation models for the Auckland and Christchurch corridor, including regional pick-up and delivery (PUD) models, Christchurch city delivery models, and linehaul models. Stochastic variables in freight operations such as consignment attributes, customer locations, and truck routes were incorporated in the simulation. The geographic information system (GIS) software ArcGIS Pro® was used to identify and analyse industrial data. The results obtained from the GIS software were applied to create DES models. Life cycle assessment (LCA) models were developed for both diesel and battery electric (BE) trucks to compare their life cycle greenhouse gas (GHG) emissions and total cost of ownership (TCO) and support GHG emissions reduction. The line-haul model also included natural hazards in several scenarios, and the simulation was used to forecast the stock level of Auckland and Christchurch depots in response to each corresponding scenario. Results – DES is a powerful technique that can be employed to simulate and evaluate freight operations that exhibit high levels of variability, such as regional pickup and delivery (PUD) and linehaul. Through DES, it becomes possible to analyse multiple factors within freight operations, including transportation modes, routes, scheduling, and processing times, thereby offering valuable insights into the performance, efficiency, and reliability of the system. In addition, GIS is a useful tool for analysing and visualizing spatial data in freight operations. This is exemplified by their ability to simulate the travelling salesman problem (TSP) and conduct cluster analysis. Consequently, the integration of GIS into DES modelling is essential for improving the accuracy and reliability of freight operations analysis. The outcomes of the simulation were utilised to evaluate the ecological impact of freight transport by performing emission calculations and generating low-carbon scenarios to identify approaches for reducing the carbon footprint. LCA models were developed based on simulation results. Results showed that battery-electric trucks (BE) produced more greenhouse gas (GHG) emissions in the cradle phase due to battery manufacturing but substantially less GHG emissions in the use phase because of New Zealand's mostly renewable energy sources. While the transition to BE could significantly reduce emissions, the financial aspect is not compelling, as the total cost of ownership (TCO) for the BE truck was about the same for ten years, despite a higher capital investment for the BE. Moreover, external incentives are necessary to justify a shift to BE trucks. By using simulation methods, the effectiveness of response plans for natural hazards can be evaluated, and the system's vulnerabilities can be identified and mitigated to minimize the risk of disruption. Simulation models can also be utilized to simulate adaptation plans to enhance the system's resilience to natural disasters. Novel contributions – The study employed a combination of DES and GIS methods to incorporate a large number of stochastic variables and driver’s decisions into freight logistics modelling. Various realistic operational scenarios were simulated, including customer clustering and PUD truck allocation. This showed that complex pickup and delivery routes with high daily variability can be represented using a model of roads and intersections. Geographic regions of high customer density, along with high daily variability could be represented by a two-tier architecture. The method could also identify delivery runs for a whole city, which has potential usefulness in market expansion to new territories. In addition, a model was developed to address carbon emissions and total cost of ownership of battery electric trucks. This showed that the transition was not straightforward because the economics were not compelling, and that policy interventions – a variety were suggested - could be necessary to encourage the transition to decarbonised freight transport. A model was developed to represent the effect of natural disasters – such as earthquake and climate change – on road travel and detour times in the line haul freight context for New Zealand. From this it was possible to predict the effects on stock levels for a variety of disruption scenarios (ferry interruption, road detours). Results indicated that some centres rather than others may face higher pressure and longer-term disturbance after the disaster subsided. Remedies including coastal shipping were modelled and shown to have the potential to limit the adverse effects. A philosophical contribution was the development of a methodology to adapt the agile method into the modelling process. This has the potential to improve the clarification of client objectives and the validity of the resulting model.

Improving community resilience requires a way of thinking about the nature of a community. Two complementary aspects are proposed: the flows connecting the community with its surrounding environment and the resources the community needs for its ongoing life. The body of necessary resources is complex, with many interactions between its elements. A systems approach is required to understand the issues adequately. Community resilience is discussed in general terms together with strategies for improving it. The ideas are then illustrated and amplified by an extended case study addressing means of improving the resilience of a community on the West Coast of New Zealand to natural disasters. The case study is in two phases. The first relies on a mix of on-the-ground observations and constructed scenarios to provide recommendations for enhancing community resilience, while the second complements the first by developing a set of general lessons and issues to be addressed from observations of the Christchurch earthquakes of 2010 and 2011.

- The Avon-Ōtākaro Redzone is an 11 kilometer stretch of land along the Avon-Ōtākaro River in Christchurch. - This project focused on the creation of a publicly available biodiversity map of the AvonŌtākaro River Corridor, a project undertaken as part of the ecological restoration of the Christchurch redzone. - This project originated from the Christchurch 2010-2011 earthquake sequence which saw liquefaction damage along 11km of the Avon River. Under guidance from The Nature Lab & Ōtākaro Living Laboratory, and various other experts, the primary research objective was to map historical biodiversity, identify hotspots, and assess areas for potential revegetation. - The data collected came from historical black maps, current iNaturalist data, and soil classification information. - The findings show that, pre-colonialism, the area was composed of herbaceous areas, wetlands, native shrubland, and tussock land, with key plants such as river, fern, tutu, and cabbage trees. - The post-earthquake analysis shows a transition from a residential area to patchy grasslands and swampy areas. - The findings also showed a strong relationship between historic sites and soil classifications, providing knowledge for past and future vegetation patterns and spread. - This map will be a valuable resource for conservation efforts and public engagement as the area transitions into a blue-green corridor.

In their everyday practice, social workers support those experiencing distress, poverty, oppression, and marginalisation in recovering from past and present crises and trauma. This expertise and knowledge is highly relevant in the aftermath of disasters, which disproportionately impact those on the margins of society. This research examines the experiences of social workers who responded to two major disaster events in Ōtautahi Christchurch, Aotearoa New Zealand: the Canterbury earthquakes of 2010 and 2011, and the Christchurch mosque attacks of 2019. This qualitative study was interpreted through a theoretical framework comprised of posttraumatic growth (PTG), ecological systems theory, the notion of ‘place’, and social capital. Data for this research was collected in two phases; individual interviews with 23 registered social workers who practised through both disaster sequences, and two focus groups which reviewed the findings of the interviews and contributed further reflections on their experiences. The data was analysed through a reflexive thematic analysis (RTA). Analysis of the data revealed three major themes from the individual interviews, and one overall theme from the focus groups. The first theme from the interviews explored participants’ feelings around the challenges associated with disaster practice and how these had enhanced their practice skills, expanded their knowledge, and aided in the development of new skills. The second theme investigated participants’ new understandings of trauma. This theme included a greater appreciation for the negative toll of trauma and how it can manifest, and the unexpected positive changes which can occur as a result of reflecting on traumatic experiences. The third theme from the individual interviews examined how participants felt their sense of resilience was connected to their experiences of support. Through the focus groups, participants contributed further data and knowledge. Participants in the focus groups identified and discussed principles that they felt were necessary for disaster practice, including being trauma attuned, culturally aware, and adaptable individually and organisationally to the changing needs of disaster. These findings have important implications for social work disaster practice and everyday work, both in Aotearoa New Zealand and internationally. The participants’ experiences and perspectives were analysed to develop a model for disaster practice.

When researchers seek to understand community resilience, it often centres on individual agents and actors. They look at the traits individuals have in order to help recover from adverse events, as well as the decisionmaking processes required to plan and adapt. In Aotearoa New Zealand, Māori forms of organising can challenge these. This research was about uncovering Māori forms organising and practices in the context of resilience. The methodology I used was He Awa Whiria/Braided Rivers and storytelling analysis in kanohi ki te kanohi/semi-structured interviews to understand how Māori communities responded to and recovered from the 2010 Darfield (Canterbury), 2011 Ōtautahi/Christchurch, and 2016 Kaikōura earthquakes. Five themes emerged from the project: (i) the importance of marae as a powerful physical location, (ii) the value in building strong reciprocal connections and cultural relationships, (iii) the stronghold that kai/food has in helping to heal communities, (iv) the exchange and trading of resources, and (v) being practical when move forward after a disaster event. As a non-Māori researcher, I have been an outsider to te Ao Māori and to Aotearoa. In using this blended methodology, it became apparent that there are many socio-cultural and historical contentions from the effects of colonisation, assimilation, to grappling with Western norms. Notably, the findings pointed to more similarities than differences, such as taking care of family and communities, being community-driven, and ways of coping with adverse events. This revealed that there are similar ways of doing things regardless of having different customs. This research makes several contributions. It contributes to the field of management studies by addressing gaps in how the concept of resilience is viewed from a practical Māori perspective. The research presents emergency management professionals with similar blended and practical strategies to co-design approaches for collaborative readiness, response, and recovery plans and programmes. The study further demonstrates the localised and tangible benefits that can be gained from utilising a blended methodology and storying method. Ultimately, the purpose of the thesis was to start bridging the gap between agencies and communities, to shift to more Indigenous-led approaches, integrating local Indigenous practices and knowledges that lead to more prepared communities in managing, responding to, and recovering from earthquake hazard events.

In 2010/11 Christchurch, New Zealand suffered a series of major earthquakes that resulted in significant damage to the physical and social environment. The majority of buildings suffered some type of damage, with an estimated 11% of homes requiring demolition. The total cost of rebuilding the city has been estimated at $31bn; equivalent to 17% of NZ’s annual GDP. The social impacts of the disaster are ongoing and difficult to estimate, with continuing social displacement throughout the city and metropolitan area. These impacts will continue to have a significant impact on community recovery and resilience for some time to come. This paper introduces the Greening the Greyfields research project, which aims to develop and implement of a number of tools to aid urban planning decision-making with an overt focus on community and stakeholder engagement in the post-disaster reconstruction of Christchurch. The research was initially developed in two Australian metropolitan areas (Perth and Melbourne) and has been extended to New Zealand, to help facilitate the reconstruction process in Christchurch. The project has developed a geospatial toolkit designed to help produce best reconstruction options, by identifying potential redevelopment precincts, and simulating different scenarios in a 3D visualisation environment. The implementation of the project in Christchurch includes direct feedback from different stakeholders, in order to get buy-in and make the reconstruction process more sustainable and community-inclusive. This paper will briefly outline the methodology comprising the tools, and how it encourages community and stakeholder involvement in the post-disaster reconstruction of Christchurch.

The characteristics of the local environment such as access to community amenity and facilities and their impact on health and wellbeing have been well researched. The question is can local amenity confer similar benefits to help facilitate community resilience? Research following the Christchurch, New Zealand February 22nd 2011 earthquake has shown that socially connected communities were able to respond and adapt with collective action. The informal community response was important in supporting residents until infrastructure and more formal structures could be put in place. This research provides support to the importance of social connectedness prior to a disaster to help foster community resilience. It discusses the role of local infrastructure such as shops, local pubs and community amenity in providing gathering places for people to meet and interact and share information. It shows that geographically defined communities with central meeting places were able to use social connections and from this collective action as support. Resilience is a by-product of having good social connections and community amenity helps to facilitate those connections.

Under the framework of New Public Management, the government has decentralised the responsibility for Disaster Risk Management (DRM) to regional, local, and community levels in New Zealand. This decentralisation serves political agendas related to resource allocation and is supported by empirical evidence suggesting that involving communities in DRM during recovery decision-making enhances disaster resilience. Extensive evidence indicates that community participation in DRM, especially during recovery decision-making, can significantly improve recovery outcomes at the community level. However, there has been limited research into whether the legal framework in New Zealand effectively facilitates meaningful public engagement to empower the public in influencing disaster recovery decisions. To address this gap in the literature, this thesis aims to explore the extent to which legislative and governance arrangements transfer the responsibility, liability, and costs of managing disaster risks to local levels without enabling meaningful public contribution to and influence on recovery decisions affecting them. Situated within Public Law and Disaster Risk and Resilience disciplines and using a case study of Greater Christchurch, New Zealand, this interdisciplinary thesis examines both common law and statutory provisions in the legal framework impacting public engagement before and during recovery from the Canterbury Earthquake Sequence. In particular, this thesis assesses how legislative, and governance frameworks influenced communities’ ability to influence recovery decision-making following the 2010-2011 Canterbury Earthquake Sequence (CES). This thesis shows that before the CES, the New Zealand public engagement system closely adhered to the common law principle of the ‘duty to consult’, which remains the current legal standard. This principle required decision-makers to use the 'public notice and comment' approach as a minimum, limiting meaningful community participation in decision-making. After the earthquakes, reliance on this traditional approach caused growing frustration and division locally, as the public struggled to effectively engage in and influence recovery decisions, resulting in new community activism. The Canterbury Earthquake Recovery Act (CER Act), introduced following the Christchurch Earthquake, included innovative provisions on public engagement. However, for various reasons, this Act appeared to have minimal impact on meaningful public engagement in recovery decision-making, which continued to align with the broader, existing public engagement system and associated norms. The empirical findings indicate that despite the novel legislative language, the traditional public engagement framework in New Zealand constrained effective engagement, leading to a broader erosion of trust between the public and the government. This was largely attributed to the default ‘public notice and comment’ approach at the local government level, with inadequate mechanisms for community engagement in central government decision-making shaping the expectations of recovery decision-makers still operating within this framework. Notable departures from this traditional approach were evident in the practices of the Waimakariri District Council and Christchurch City Council. Particularly noteworthy was the ‘Share an Idea’ public engagement campaign. Unlike conventional processes, it did not commence with a near-final or draft document. Instead, it utilised participatory mechanisms that fostered meaningful dialogue, enabling the public to significantly shape the content of the draft Christchurch Central Recovery Plan. The initial success of such participatory engagement underscores its potential effectiveness throughout the entire recovery planning process, an option that was not exercised by the central government. In conclusion, this thesis argues that New Zealand should move beyond the entrenched ‘public notice and comment’ approach and adopt more open and inclusive public participation mechanisms. It contends that supplementing this approach with proactive participatory methods before disasters could yield favorable outcomes during disaster recovery, thereby ensuring meaningful public involvement in future decisions that affect communities.

In 2010/2011, Ōtautahi Christchurch, Aotearoa New Zealand, suffered a devastating series of earthquakes and aftershocks that resulted in loss of life and significant damage to infrastructure and housing. This created an opportunity to re-build and regenerate a city ready to meet the challenges of the twenty-first century. This paper examines the effectiveness of cross sector collaboration to deliver a more resilient, sustainable, and healthy city. Drawing on case studies focused on a proposed innercity housing project, we highlight the challenges and barriers to alternative healthier development. We found a series of barriers to an urban recovery and rebuild that included a lack of skills to transact between the private and public sector, a lack of cooperation and shared drivers, and a lack of bold leadership and workable relationships. This paper underlines some of the failures to support regeneration that in turn highlights what is needed for regeneration approaches and processes to foster innovation and deliver healthier and more sustainable urban living.

There are many things that organisations of any size can do to prepare for a disaster or crisis. Traditionally, the advice given to business has focused on identifying risks, reducing their likely occurrence, and planning in advance how to respond. More recently, there is growing interest in the broader concept of organisational resilience which includes planning for crisis but also considers traits that lead to organisational adaptability and ability to thrive despite adverse circumstances. In this paper we examine the policy frameworks1 within New Zealand that influence the resilience of small and medium sized businesses (SMEs). The first part of the paper focuses on the New Zealand context, including the prevailing political and economic ideologies, the general nature of New Zealand SMEs and the nature of New Zealand’s hazard environment. The paper then goes on to outline the key policy frameworks in place relevant to SMEs and hazards. The final part of the paper examines the way the preexisting policy environment influenced the response of SMEs and Government following the Canterbury earthquakes.

On 4 September 2010, people in Canterbury were shaken from their beds by a major earthquake. This report tells the story of the University of Canterbury (UC), its staff and its students, as they rose to the many challenges presented by the earthquake. This report however, is intended to do more than just acknowledge their hard work and determination; it also critically reflects on the things that worked well and the aspects of the response that, in hindsight, could have been done better. Luckily major events such as this earthquake do not happen every day. UC has benefited from the many universities around the world that have shared their experiences of previous disasters. We hope that this report serves to pass forward the favour and enables others to benefit from the lessons that we have learnt from this event.

Individual responses to natural disasters are highly variable. The psychological and behavioural response trajectories of those who manage to cope well with adverse life events are in need of further investigation. Increased alcohol use is often observed in communities exposed to mass traumas, particularly among those exposed to severe levels of trauma, with males drinking more than females. The current study examined patterns of alcohol use and motivations for drinking among a sample of psychologically resilient individuals with varying levels of exposure to the Canterbury earthquakes (N = 91) using structured and semi-structured interviews and self-report measures. As hypothesised, there was a significant increase in alcohol consumption since the earthquakes began, and males reported significantly higher levels of pre-earthquake and current alcohol consumption than females. Contrary to expectations, there was no association between traumatic exposure severity and alcohol consumption. While participants reported anxiety-based coping motives for drinking at levels comparable to those reported by other studies, depression-based coping motives were significantly lower, providing partial support for the hypothesis that participants would report coping motives for drinking at levels comparable to those found by other researchers. No gender differences in drinking motives were found. As expected, current alcohol consumption was positively correlated with anxiety and depression-based coping motives for drinking. Psychological resilience was not significantly associated with alcohol use, however resilience was negatively associated with depression-based coping motives for drinking. These findings have inter-generational and international implications for post-traumatic intervention.

The Resilient Organisations Research Programme and the University of Canterbury are undertaking a longitudinal study to examine the resilience and recovery of organisations within the Canterbury region following the 4 September Canterbury earthquake. The preliminary data suggest the physical, economic and social effects of the earthquake were varied across industry sectors within Canterbury. These preliminary results catalogue organisations’ perceptions of the: - disruptions to their ability to do business - challenges faced in the aftermath of the earthquake - factors that have helped mitigate the effects of the earthquake - revenue changes and projections for the duration of this change - financing options for recovery

The 4 September, 22 February, and 13 June earthquakes experienced in Canterbury, New Zealand would have been significant events individually. Together they present a complex and unprecedented challenge for Canterbury and New Zealand. The repetitive and protracted nature of these events has caused widespread building and infrastructure damage, strained organisations’ financial and human resources and challenged insurer and investor confidence. The impact of the earthquakes was even more damaging coming in the wake of the worst worldwide recession since the great depression of the 1930s. However, where there is disruption there is also opportunity. Businesses and other organisations will drive the physical, economic and social recovery of Canterbury, which will be a dynamic and long-term undertaking. Ongoing monitoring of the impacts, challenges and developments during the recovery is critical to maintaining momentum and making effective mid-course adjustments. This report provides a synthesis of research carried out by the Resilient Organisations (ResOrgs) Research Programme1 at the University of Canterbury and Recover Canterbury in collaboration with Opus Central Laboratories (part of Opus International Consultants). The report includes discussions on the general state of the economy as well as data from three surveys (two conducted by ResOrgs and one by Recover Canterbury) on business impacts of the earthquakes, population movements and related economic recovery issues. The Canterbury earthquakes are unique in that the there have been a series of major earthquakes, each with their own subsequent aftershock pattern. These have extended from the first large earthquake in September 2010 to currently, at the time of writing, two years later. The last significant earthquake of over magnitude 5.0 on the Richter scale was in May on 2012, and the total number of aftershocks has exceeded 12,000. The consequences, in addition to the loss of life, significant injury and widespread damage, have been far reaching and long term, with detrimental effects and still uncertain effects for many. This provides unique challenges for individuals, communities, organisations and institutions within Canterbury. This document reviews research-based understandings of the concept of resilience. A conceptual model is developed which identifies a number of the factors that influence individual and household resilience. Guided by the model, a series of recommendations are developed for practices that will support individual and household resilience in Canterbury in the aftermath of the 2010-2011 earthquakes.

Following a disaster, an organisation’s ability to recover is influenced by its internal capacities, but also by the people, organisations, and places to which it is connected. Current approaches to organisational resilience tend to focus predominantly on an organization's internal capacities and do not adequately consider the place-based contexts and networks in which it is embedded. This thesis explores how organisations’ connections may both hinder and enable organisational resilience. Organisations in the Canterbury region of New Zealand experienced significant and repeated disruptions as a result of two major earthquakes and thousands of aftershocks throughout 2010 and 2011. This thesis draws upon 32 case studies of organisations located in three severely damaged town centres in Canterbury to assess the influence that organisations’ place-based connections and relational networks had on their post-earthquake trajectories. The research has four objectives: 1) to examine the ways organisations connected to their local contexts both before and after the earthquakes, 2) to explore the characteristics of the formal and informal networks organisations used to aid their response and recovery, 3) to identify the ways organisations’ connections to their local contexts and support networks influenced their ability to recover following the earthquakes, and finally, 4) to develop approaches to assess resilience that consider these extra-organisational connections. The thesis contests the fiction that organisations recover and adapt independently from their contexts following disasters. Although organisations have a set of internal capacities that enable their post-disaster recovery, they are embedded within external structures that constrain and enable their adaptive options following a disaster. An approach which considers organisations’ contexts and networks as potential sources of organisational resilience has both conceptual and practical value. Refining our understanding of the influence of extra-organisational connections can improve our ability to explain variability in organisational outcomes following disasters and foster new ways to develop and manage organisational resilience.

The purpose of this study is to analyse the felt earthquake impacts, resilience and recovery of organizations in Canterbury by comparing three business sectors (accommodation/food services, Education/Training and Manufacturing). A survey of the three sectors in 2013 of Canterbury organizations impacted by the earthquakes revealed significant differences between the three sectors on felt earthquake impacts and resilience. On recovery and mitigation factors, the accommodation/food services sector is not significantly different from the other two sectors. Overall, the survey results presented here indicate that the Accommodation/Food Services sector was the least impacted by the earthquakes in comparison to the Education/Training and Manufacturing sectors. Implications for post-disaster management and recovery of the accommodation sector are suggested.

This report is the first in a series that will describe the impact of the Canterbury earthquake on businesses. The earthquake response, recovery and rebuild efforts have highlighted unheralded social strengths and vulnerabilities within individuals, organisations, communities and country writ large. It is imperative that the social sciences stand up to be counted amongst the myriad of academic research, commentary and analysis.

Following the 2010-2011 earthquakes in Canterbury, New Zealand, the University of Canterbury (UC) was faced with the need to respond to major challenges in its teaching and learning environment. With the recognition of education as a key component to the recovery of the Canterbury region, UC developed a plan for the transformation and renewal of the campus. Central to this renewal is human capital – graduates who are distinctly resilient and broadly skilled, owing in part to their living and rebuilding through a disaster. Six desired graduate attributes have been articulated through this process: knowledge and skills of a recognized subject, critical thinking skills, the ability to interpret information from a range of sources, the ability to self-direct learning, cultural competence, and the recognition of global connections through social, ethical, and environmental values. All of these attributes may readily be identified in undergraduate geoscience field education and graduate field-based studies, and this is particularly important to highlight in a climate where the logistical and financial requirements of fieldwork are becoming a barrier to its inclusion in undergraduate curricula. Fieldwork develops discipline-specific knowledge and skills and fosters independent and critical thought. It encourages students to recognize and elaborate upon relevant information, plan ways to solve complicated problems, execute and re-evaluate these plans. These decisions are largely made by the learners, who often direct their own field experience. The latter two key graduate attributes, cultural competence and global recognition of socio-environmental values, have been explicitly addressed in field education elsewhere and there is potential to do so within the New Zealand context. These concepts are inherent to the sense of place of geoscience undergraduates and are particularly important when the field experience is viewed through the lens of landscape heritage. This work highlights the need to understand how geoscience students interact with field places, with unique implications for their cultural and socio-environmental awareness as global citizens, as well as the influence that field pedagogy has on these factors.
