This research aims to explore how business models of SMEs revolve in the face of a crisis to be resilient. The business model canvas was used as a tool to analyse business models of SMEs in Greater Christchurch. The purpose was to evaluate the changes SMEs brought in their business models after hit by a series of earthquake in 2010 and 2011. The idea was to conduct interviews of business owners and analyse using grounded theory methods. Because this method is iterative, a tentative theoretical framework was proposed, half way through the data collection. It was realised that owner specific characteristics were more prominent in the data than the elements business model. Although, SMEs in this study experienced several operational changes in their business models such as change of location and modification of payment terms. However, the suggested framework highlights how owner specific attributes influence the survival of a small business. Small businesses and their owners are extremely interrelated that the business models personify the owner specific characteristics. In other words, the adaptation of the business model reflects the extent to which the owner possess these attributes. These attributes are (a) Mindsets – the attitude and optimism of business owner; (b) Adaptive coping – the ability of business owner to take corrective actions; and (c) Social capital – the network of a business owner, including family, friends, neighbours and business partners.

This chapter will draw on recent literature and practice experience to discuss the nature of field education in Aotearoa New Zealand. Social work education in this country is provided by academic institutions that are approved by the Social Workers Registration Board. The field education curriculum is therefore shaped by both the regulatory body and the tertiary institutions. Significant numbers of students undertake field education annually which places pressure on industry and raises concerns as to the quality of student experience. Although the importance of field education is undisputed it remains poised in a liminal space between the tertiary education and social service sectors where it is not sufficiently resourced by either. This affects the provision of practice placements as well as the establishment of long-term cross-sector partnerships. Significant events such as the 2010 and 2011 Christchurch earthquakes and recent terrorist attacks have exposed students to different field education experiences signalling the need for programmes to be responsive. Examples of creative learning opportunities in diverse environments, including in indigenous contexts, will be described. Drawing upon recent research, we comment on student and field educator experiences of supervision in the field. Recommendations to further develop social work field education in Aotearoa New Zealand relate to resourcing, infrastructure and quality, support for field educators, and assessment.

People aged 65 years and older are the fastest growing age group in New Zealand. By the mid-2070s, there are predictions that this age group is likely to comprise approximately one third of the population. Older people are encouraged to stay in their own homes within their community for as long as possible with support to encourage the extension of ageing in place. Currently around 14% of those aged 75 years or older, make the move into retirement villages. This is expected to increase. Little is known by retirement villages about the wellbeing and health of those who decide to live independently in these facilities. Predicting the need for a continuum of care is challenging. This research measured the wellbeing and health of older adults. It was situated in a critical realist paradigm, overlaid with an empathetic axiology. A focused literature review considered the impact on wellbeing from the aspects of living place, age, gender, health status and the 2010/2011 Canterbury earthquakes. Longitudinal studies used the Enlightenment Scale and the interRAI Community Health Assessment (CHA) to measure the wellbeing and health of one group of residents (n=120) living independently in one retirement village in Canterbury, New Zealand. The research was extended to incorporate two cross-section studies when initial results for wellbeing were found to be higher than anticipated. These additional studies included participants living independently from other retirement villages (n=115) and those living independently within the community (n=354). A total of 589 participants, aged 65 – 97 years old, completed the Enlightenment Scale across the four studies. Across the living places, wellbeing continued to significantly improve with age. The Enlightenment Scale was a useful measure of wellbeing with older adults. Participants in the longitudinal studies largely maintained a relatively good health status, showing little change over the study period of 15 months. Predictions for the need for a move to supportive care were not able to be made using the CHA. The health status of participants did not influence their level of wellbeing. The key finding of note is that the wellbeing score of older adults increases by 1.27 points per year, using the Enlightenment Scale, irrespective of where they live.

Cities need places that contribute to quality of life, places that support social interaction. Wellbeing, specifically, community wellbeing, is influenced by where people live, the quality of place is important and who they connect with socially. Social interaction and connection can come from the routine involvement with others, the behavioural acts of seeing and being with others. This research consisted of 38 interviews of residents of Christchurch, New Zealand, in the years following the 2010-12 earthquakes. Residents were asked about the place they lived and their interactions within their community. The aim was to examine the role of neighbourhood in contributing to local social connections and networks that contribute to living well. Specifically, it focused on the role and importance of social infrastructure in facilitating less formal social interactions in local neighbourhoods. It found that neighbourhood gathering places and bumping spaces can provide benefit for living well. Social infrastructure, like libraries, parks, primary schools, and pubs are some of the places of neighbourhood that contributed to how well people can encounter others for social interaction. In addition, unplanned interactions were facilitated by the existence of bumping places, such as street furniture. The wellbeing value of such spaces needs to be acknowledged and factored into planning decisions, and local rules and regulations need to allow the development of such spaces.

“much of what we know about leadership is today redundant because it is literally designed for a different operating model, a different context, a different time” (Pascale, Sternin, & Sternin, p. 4). This thesis describes a project that was designed with a focus on exploring ways to enhance leadership capacity in non-government organisations operating in Christchurch, New Zealand. It included 20 CEOs, directors and managers from organisations that cover a range of settings, including education, recreation, and residential and community therapeutic support; all working with adolescents. The project involved the creation of a peer-supported professional learning community that operated for 14 months; the design and facilitation of which was informed by the Appreciative Inquiry principles of positive focus and collaboration. At the completion of the research project in February 2010, the leaders decided to continue their collective processes as a self-managing and sustaining professional network that has grown and in 2014 is still flourishing under the title LYNGO (Leaders of Youth focussed NGOs). Two compelling findings emerged from this research project. The first of these relates to efficacy of a complexity thinking framework to inform the actions of these leaders. The leaders in this project described the complexity thinking framework as the most relevant, resonant and dynamic approach that they encountered throughout the research project. As such this thesis explores this complexity thinking informed leadership in detail as the leaders participating in this project believed it offers an opportune alternative to more traditional forms of positional leadership and organisational approaches. This exploration is more than simply a rationale for complexity thinking but an iterative in-depth exploration of ‘complexity leadership in action’ which in Chapter 6 elaborates on detailed leadership tools and frameworks for creating the conditions for self-organisation and emergence. The second compelling finding relates to efficacy of Appreciative Inquiry as an emergent research and development process for leadership learning. In particular the adoption of two key principles; positive focus and inclusivity were beneficial in guiding the responsive leadership learning process that resulted in a professional learning community that exhibited high engagement and sustainability. Additionally, the findings suggest that complexity thinking not only acts as a contemporary framework for adaptive leadership of organisations as stated above; but that complexity thinking has much to offer as a framework for understanding leadership development processes through the application of Appreciative Inquiry (AI)-based principles. A consideration of the components associated with complexity thinking has promise for innovation and creativity in the development of leaders and also in the creation of networks of learning. This thesis concludes by suggesting that leaders focus on creating hybrid organisations, ones which leverage the strengths (and minimise the limitations) of self-organising complexity-informed organisational processes, while at the same time retaining many of the strengths of more traditional organisational management structures. This approach is applied anecdotally to the place where this study was situated: the post-earthquake recovery of Christchurch, New Zealand.

Research indicates that aside from the disaster itself, the next major source of adverse outcomes during such events, is from errors by either the response leader or organisation. Yet, despite their frequency, challenge, complexity, and the risks involved; situations of extreme context remain one of the least researched areas in the leadership field. This is perhaps surprising. In the 2010 and 2011 (Christchurch) earthquakes alone, 185 people died and rebuild costs are estimated to have been $40b. Add to this the damage and losses annually around the globe arising from natural disasters, major business catastrophes, and military conflict; there is certainly a lot at stake (lives, way of life, and our well-being). While over the years, much has been written on leadership, there is a much smaller subset of articles on leadership in extreme contexts, with the majority of these focusing on the event rather than leadership itself. Where leadership has been the focus, the spotlight has shone on the actions and capabilities of one person - the leader. Leadership, however, is not simply one person, it is a chain or network of people, delivering outcomes with the support of others, guided by a governance structure, contextualised by the environment, and operating on a continuum across time (before, during, and after an event). This particular research is intended to examine the following: • What are the leadership capabilities and systems necessary to deliver more successful outcomes during situations of extreme context; • How does leadership in these circumstances differ from leadership during business as usual conditions; • Lastly, through effective leadership, can we leverage these unfortunate events to thrive, rather than merely survive?

Liquefaction of sandy soil has been observed to cause significant damage to infrastructure during major earthquakes. Historical cases of liquefaction have typically occurred in sands containing some portion of fines particles, which are defined as 75μm or smaller in diameter. The effects of fines on the undrained behaviour of sand are not however fully understood, and this study therefore attempts to quantify these effects through the undrained testing of sand mixed with non-plastic fines sourced from Christchurch, New Zealand. The experimental program carried out during this study consisted of undrained monotonic and cyclic triaxial tests performed on three different mixtures of sand and fines: the Fitzgerald Bridge mixture (FBM), and two Pinnacles Sand mixtures (PSM1 and PSM2). The fines content of each host sand was systematically varied up to a maximum of 30%, with all test specimens being reconstituted using moist tamping deposition. The undrained test results from the FBM soils were interpreted using a range of different measures of initial state. When using void ratio and relative density, the addition of fines to the FBM sand caused more contractive behaviour for both monotonic and cyclic loadings. This resulted in lower strengths at the steady state of deformation, and lower liquefaction resistances. When the intergranular void ratio was used for the interpretation, the effect of additional fines was to cause less contractive response in the sand. The state parameter and state index were also used to interpret the undrained cyclic test results – these measures suggested that additional fines caused less contractive sand behaviour, the opposite to that observed when using the void ratio. This highlighted the dependency on the parameter chosen as a basis for the response comparison when determining the effects of fines, and pointed out a need to identify a measure that normalizes such effects. Based on the FBM undrained test results and interpretations, the equivalent granular void ratio, e*, was identified from the literature as a measure of initial state that normalizes the effects of fines on the undrained behaviour of sand up to a fines content of 30%. This is done through a parameter within the e* definition termed the fines influence factor, b, which quantifies the effects of fines from a value of zero (no effect) to one (same effect as sand particles). The value of b was also determined to be different when interpreting the steady state lines (bSSL) and cyclic resistance curves (bCR) respectively for a given mixture of sand and fines. The steady state lines and cyclic resistance curves of the FBM soils and a number of other sand-fines mixtures sourced from the literature were subsequently interpreted using the equivalent granular void ratio concept, with bSSL and bCR values being back-calculated from the respective test data sets. Based on these interpretations, it was concluded that e* was conceptually a useful parameter for characterizing and quantifying the effects of fines on the undrained behaviour of sand, assuming the fines influence factor value could be derived. To allow prediction of the fines influence factor values, bSSL and bCR were correlated with material and depositional properties of the presented sand-fines mixtures. It was found that as the size of the fines particles relative to the sand particles became smaller, the values of bSSL and bCR reduced, indicating lower effect of fines. The same trend was also observed as the angularity of the sand particles increased. The depositional method was found to influence the value of bCR, due to the sensitivity of cyclic loading to initial soil fabric. This led to bSSL being used as a reference for the effect of fines, with specimens prepared by moist tamping having bCR > bSSL, and specimens prepared by slurry deposition having bCR < bSSL. Finally the correlations of the fines influence factor values with material and depositional properties were used to define the simplified estimation method – a procedure capable of predicting the approximate steady state lines and cyclic resistance curves of a sand as the non-plastic fines content is increased up to 30%. The method was critically reviewed based on the undrained test results of the PSM1 and PSM2 soils. This review suggested the method could accurately predict undrained response curves as the fines content was raised, based on the PSM1 test results. It also however identified some key issues with the method, such as the inability to accurately predict the responses of highly non-uniform soils, a lack of consideration for the entire particle size distribution of a soil, and the fact the errors in the prediction of bSSL carry through into the prediction of bCR. Lastly some areas of further investigation relating to the method were highlighted, including the need to verify the method through testing of sandy soils sourced from outside the Christchurch area, and the need to correlate the value of bCR with additional soil fabrics / depositional methods.

In their everyday practice, social workers support those experiencing distress, poverty, oppression, and marginalisation in recovering from past and present crises and trauma. This expertise and knowledge is highly relevant in the aftermath of disasters, which disproportionately impact those on the margins of society. This research examines the experiences of social workers who responded to two major disaster events in Ōtautahi Christchurch, Aotearoa New Zealand: the Canterbury earthquakes of 2010 and 2011, and the Christchurch mosque attacks of 2019. This qualitative study was interpreted through a theoretical framework comprised of posttraumatic growth (PTG), ecological systems theory, the notion of ‘place’, and social capital. Data for this research was collected in two phases; individual interviews with 23 registered social workers who practised through both disaster sequences, and two focus groups which reviewed the findings of the interviews and contributed further reflections on their experiences. The data was analysed through a reflexive thematic analysis (RTA). Analysis of the data revealed three major themes from the individual interviews, and one overall theme from the focus groups. The first theme from the interviews explored participants’ feelings around the challenges associated with disaster practice and how these had enhanced their practice skills, expanded their knowledge, and aided in the development of new skills. The second theme investigated participants’ new understandings of trauma. This theme included a greater appreciation for the negative toll of trauma and how it can manifest, and the unexpected positive changes which can occur as a result of reflecting on traumatic experiences. The third theme from the individual interviews examined how participants felt their sense of resilience was connected to their experiences of support. Through the focus groups, participants contributed further data and knowledge. Participants in the focus groups identified and discussed principles that they felt were necessary for disaster practice, including being trauma attuned, culturally aware, and adaptable individually and organisationally to the changing needs of disaster. These findings have important implications for social work disaster practice and everyday work, both in Aotearoa New Zealand and internationally. The participants’ experiences and perspectives were analysed to develop a model for disaster practice.

In 2010/11 Christchurch, New Zealand suffered a series of major earthquakes that resulted in significant damage to the physical and social environment. The majority of buildings suffered some type of damage, with an estimated 11% of homes requiring demolition. The total cost of rebuilding the city has been estimated at $31bn; equivalent to 17% of NZ’s annual GDP. The social impacts of the disaster are ongoing and difficult to estimate, with continuing social displacement throughout the city and metropolitan area. These impacts will continue to have a significant impact on community recovery and resilience for some time to come. This paper introduces the Greening the Greyfields research project, which aims to develop and implement of a number of tools to aid urban planning decision-making with an overt focus on community and stakeholder engagement in the post-disaster reconstruction of Christchurch. The research was initially developed in two Australian metropolitan areas (Perth and Melbourne) and has been extended to New Zealand, to help facilitate the reconstruction process in Christchurch. The project has developed a geospatial toolkit designed to help produce best reconstruction options, by identifying potential redevelopment precincts, and simulating different scenarios in a 3D visualisation environment. The implementation of the project in Christchurch includes direct feedback from different stakeholders, in order to get buy-in and make the reconstruction process more sustainable and community-inclusive. This paper will briefly outline the methodology comprising the tools, and how it encourages community and stakeholder involvement in the post-disaster reconstruction of Christchurch.

Recent seismic events, such as the 2010-2011 Canterbury earthquakes and the 2016 Kaikōura earthquakes, have shed light on issues with the seismic performance of glazing systems. This is attributed to the limited amount of research and consideration of glazing systems in design and assessments. Previous research and evidence from post-earthquake reconnaissance have shown that glazing systems pose a hazard due to falling glass. As such, it is vital to ensure that glazing systems are designed with the necessary levels of seismic performance. Furthermore, the post-earthquake repair of glass facades can be costly and time-consuming. Some previous research has been conducted to highlight the seismic performance and fragility of glazing systems. However, most prior research only focussed on life-safety issues of glazing systems and rarely on the serviceability of glazing systems. The serviceability of glazing systems, such as water-tightness, is a vital aspect of glazing systems as a low serviceability capacity will increase the likelihood of further damage which will increase economic losses. This is the aim of this research, to provide insight towards the seismic performance of glazing systems considering both the serviceability and ultimate limit state by generating insight into the behaviour of glazing systems and developing tools for the consideration of glazing systems in design and assessment. This will allow a value proposition for seismic detailing of glazing to be evaluated. In order to provide insight into the behaviour of glazing systems and a means for evaluating their seismic performance, this research firstly develops an applicable experimental testing procedure that allows for serviceability limit state tests on glazing units. This experimental testing procedure is used to obtain data on the vulnerability of general New Zealand glazing systems’ performance, specifically unitised glazing systems that are commonly used as commercial shopfront glazing system types. These glazing systems typically realised using aluminium framing with gaskets connecting the frame to the glass. After the experimental testing, numerical analyses calibrated to the experimental testing results are conducted to enable robust analyses of glazing systems’ fragility. Finally, a value proposition for glazing systems with seismic detailing is made by comparing the performance of glazing systems with seismic detailing and conventional glazing systems. This comparison is done using the PEER-PBEE method and the economic implications of each glazing system is shown. Suggestions for designers and stakeholders aimed at reducing costs related to the seismic performance of glazing systems is also shown. Using the novel experimental method developed in this research, three different full-scale glazing systems were tested. A total of 10 unitised glazing specimens were tested; three with standard detailing, three with seismic detailing and four that were structurally glazed. These tests evaluated three damage states (DS): loss of water-tightness (DS1), gasket damage (DS2), and glass or framing failure (DS3). The experimental method that was adopted is considered to be more desirable than the optional procedures set out in New Zealand glazing standards. The method does not require high-speed testing equipment and is easy to replicate by the industry. The test results show that water-tightness was lost at low drift levels, with the first leakage occurring at just 0.15% drift for one specimen, while a standard glazing system had a median drift capacity of 0.35%. In contrast, seismic glazing systems detailed to better accommodate in-plane movements, demonstrated a significantly higher median drift capacity of 1.88%. The numerical approach proposed in this research has shown that it is possible to numerically model the glazing-gasket interaction to conservatively predict the water-leakage drift (damage state 1). The modelling approach still needs further development if it were to be used for damage states DS2 and DS3. The last part of the research considered the value proposition for seismic glazing systems. This was achieved by applying the FEMA P-58 performance assessment framework to a number of case study buldings that are typical of New Zealand design. The results suggest that it may not be economically worthwhile to use well-detailed seismic glazing systems despite the considerably larger drift capacity they possess relative to standard systems. However, as the cost of seismic glazing systems reduces, and more information on repair costs for different damage states is obtained, the value proposition may change.

This thesis focuses on the role of legal preparedness for managing large-scale urban disasters in Aotearoa New Zealand. It uses the Auckland Volcanic Field as a case study to answer the question: ‘is New Zealand’s current legal framework prepared to respond to and recover from a large-scale urban disaster?’. The Auckland Volcanic Field was chosen as the main case study because a future eruption is a low likelihood, high-impact event that New Zealand is going to have to manage in the future. Case studies are a key feature of this thesis as both New Zealand based and overseas examples are used to explore the role of legal preparedness by identifying and investigating a range of legal issues that need to be addressed in advance of a future Auckland Volcanic Field eruption. Of particular interest is the impact of legal preparedness for the recovery phase. The New Zealand case studies include; Canterbury earthquake sequence 2010-2011, the Kaikōura earthquake 2016, the Auckland flooding 2018, and the North Island Severe Weather event 2023, which encompasses both the Auckland Anniversary weekend flooding and Cyclone Gabrielle. As New Zealand has not experienced a large-scale urban volcanic eruption, overseas examples are explored to provide insights into the legal issues that are volcano specific. The overseas volcanic case studies cover eruptions in Heimaey (Iceland), the Soufrière Hills (Montserrat and the Grenadines), La Soufrière (St Vincent) and Tungurahua (Ecuador). New Zealand’s past experiences highlight a trend for introducing post-event legal frameworks to manage recovery. Consequently, the current disaster management system is not prioritising legal preparedness and instead is choosing to rely on exceptional powers. Unsurprisingly, the introduction of new post-event recovery frameworks has repercussions. In New Zealand, new post-event legal frameworks are introduced swiftly under urgency, they contain broad unstructured decision-making powers, and are often flawed. As these exceptional new frameworks sit outside the ‘normal’ legal frameworks, they in effect create a parallel “shadow system”. Based on the evidence explored in this thesis it does not appear that Auckland’s current disaster management framework is prepared to deal with a large-scale urban event caused by an Auckland Volcanic Field eruption. Following this conclusion, it is the submission of this thesis that New Zealand’s current legal framework is not prepared to respond to and recover from a large-scale urban disaster. To become legally prepared, New Zealand needs to consider the legal tools required to manage large-scale urban disasters in advance. This will prevent the creation of a legal vacuum in the aftermath of disasters and the need for new recovery frameworks. Adopting a new attitude will require a change in approach towards legal preparedness which prioritises it, rather than sidelining it. This may also require changes within New Zealand’s disaster management system including the introduction of a formal monitoring mechanism, which will support and prioritise legal preparedness. This thesis has shown that not legally preparing for future disasters is a choice which carries significant consequences. None of these consequences are inevitable when managing large-scale disasters, however they are inevitable when frameworks are not legally prepared in advance. To not legally prepare, is to prepare to fail and thus create a disaster by choice.

Researchers have begun to explore the opportunity presented by blue-green infrastructure(a subset of nature-based solutions that provide blue and green space in urban infrastructure)as a response to the pressures of climate change. The 2010/2011 Canterbury earthquake sequence created a unique landscape within which there is opportunity to experiment with and invest in new solutions to climate change adaptation in urban centres. Constructed wetlands are an example of blue-green infrastructure that can potentially support resilience in urban communities. This research explores interactions between communities and constructed wetlands to understand how this may influence perceptions of community resilience. The regeneration of the Ōtākaro Avon River Corridor (OARC) provides a space to investigate these relationships. Seven stakeholders from the community, industry, and academia, each with experience in blue-green infrastructure in the OARC, participated in a series of semi-structured interviews. Each participant was given the opportunity to reflect on their perspectives of community, community resilience, and constructed wetlands and their interconnections. Interview questions aligned with the overarching research objectives to (1) understand perceptions around the role of wetlands in urban communities, (2) develop a definition for community resilience in the context of the Ōtākaro Avon community, and (3) reflect on how wetlands can contribute to (or detract from) community resilience. This study found that constructed wetlands can facilitate learning about the challenges and solutions needed to adapt to climate change. From the perspective of the community representatives, community resilience is linked to social capital. Strong social networks and a relationship with nature were emphasised as core components of a community’s ability to adapt to disruption. Constructed wetlands are therefore recognised as potentially contributing to community resilience by providing spaces for people to engage with each other and nature. Investment in constructed wetlands can support a wider response to climate change impacts. This research was undertaken with the support of the Ōtākaro Living Laboratory Trust, who are invested in the future of the OARC. The outcomes of this study suggest that there is an opportunity to use wetland spaces to establish programmes that explore the perceptions of constructed wetlands from a broader community definition, at each stage of the wetland life cycle, and at wider scales(e.g., at a city scale or beyond).

Following the Canterbury earthquake sequence of 2010-11, a large and contiguous tract of vacated ‘red zoned’ land lies alongside the lower Ōtākaro / Avon River and is known as the Avon-Ōtākaro Red Zone (AORZ). This is the second report in the Ecological Regeneration Options (ERO) project that addresses future land uses in the AORZ. The purpose of this report is to present results from an assessment of restoration opportunities conducted in April 2017. The objectives of the assessment were to identify potential benefits of ecological restoration activities across both land and water systems in the AORZ and characterise the key options for their implementation. The focus of this report is not to provide specific advice on the methods for achieving specific restoration endpoints per se. This will vary at different sites and scales with a large number of combinations possible. Rather, the emphasis is on providing an overview of the many restoration and regeneration options in their totality across the AORZ. An additional objective is to support their adequate assessment in the identification of optimum land uses and adaptive management practices for the AORZ. Participatory processes may play a useful role in assessment and stakeholder engagement by providing opportunities for social learning and the co-creation of new knowledge. We used a facilitated local knowledge based approach that generated a large quantity of reliable and site specific data in a short period of time. By inviting participation from a wide knowledge-holder network inclusivity is improved in comparison to small-group expert panel approaches. Similar approaches could be applied to other information gathering and assessment needs in the regeneration planning process. Findings from this study represent the most comprehensive set of concepts available to date to address the potential benefits of ecological regeneration in the AORZ. This is a core topic for planning to avoid missed opportunities and opportunity costs. The results identify a wide range of activities that may be applied to generate benefits for Christchurch and beyond, all involving aspects of a potential new ecology in the AORZ. These may be combined at a range of scales to create scenarios, quantify benefits, and explore the potential for synergies between different land use options. A particular challenge is acquiring the information needed within relatively short time frames. Early attention to gathering baseline data, addressing technical knowledge gaps, and developing conceptual frameworks to account for the many spatio-temporal aspects are all key activities that will assist in delivering the best outcomes. Methodologies by which these many facets can be pulled together in quantitative and comparative assessments are the focus of the final report in the ERO series.

Contemporary organisations operate in rapidly evolving complex and ambiguous environments for which traditional change management approaches are insufficient. Under these conditions, organisations need to demonstrate learning and adaptive capabilities to effectively manage crises. Yet, the swift development and enactment of these capabilities can be particularly challenging for large, operationally diverse, and financially constrained public-sector organisations such as universities. Despite growing need for evidence-based research to guide crisis and change management in the higher education sector, the organisational literature offers limited insights. The combined impact of the 2010 and 2011 Canterbury earthquakes with a well-advanced restructure provided an opportunity to investigate institutional adaptation to and management of a compounded planned change (i.e., restructure) and an unplanned change (i.e., natural disaster response) at a university. Beginning in 2016, individual semi-structured interviews were conducted with 20 middle and senior university managers to capture their perspectives of compounded planned and unplanned change management, covering views of leadership, and of operational, structural, relational, and extra-organisational factors. Data were analysed using reflexive thematic analysis. The analysis coalesced into two overarching themes: Change Management Approaches and Lessons Learned through Change. Change Management Approaches evince institutional adaptation factors, along with barriers and enablers to effective change management, arising from the interplay of, and tensions between, leadership capabilities and a longstanding participatory culture. Lessons Learned through Change encompass business continuity mechanisms, and the learning opportunities seized and missed by leaders. The findings assert the primacy of workforce capabilities to 21st-century organisational success and thriving and substantiate that the calibre and availability of workforce capability is contingent on organisational culture and leadership. Leaders must ensure organisational agility by empowering employees, leveraging and integrating their contributions within and across functional units, and promoting effective two-way communication. The research argues for a hybrid repertoire of versatile dynamic organisational leadership qualities and capabilities to effectively navigate the multidimensional challenges and uncertainties in this sector and 21st-century business conditions. Of overarching significance to this repertoire is purpose-oriented emotionally intelligent leadership that honours the individual and collective dignity, diversity, and intelligence of all employees. This research empirically evidences the co-occurrence of planned and unplanned change in contemporary society, and continuous organisational adaptation and resilience to navigate the persistent volatility during a protracted crisis. Accordingly, the thesis argues that continued bifurcation of planned and unplanned change fields, and strategic and change management leadership theories is untenable, and that an integrated framework of organisational leadership and change management methodologies is required for organisations to effectively respond to and navigate the challenges and volatility of contemporary organisational contexts.

This community-partnered thesis explores the impact of ReVision Youth Audits in promoting youth-friendly community spaces in Christchurch, a city undergoing long-term urban transformation following the 2010–2011 earthquakes. In partnership with ReVision, a not-for-profit organisation facilitating youth-led audits of public and community spaces, this research examines how audit recommendations have been implemented by organisations responsible for 23 previously audited sites. Using a mixed-methods approach, including an online stakeholder survey (n = 16) and semi-structured interviews (n = 2), the study identified variation in implementation outcomes, with non-profit organisations reporting higher adoption levels than local government entities. Stakeholders reported that commonly implemented recommendations included enhanced lighting, inclusive signage, additional seating, and youth-focused amenities such as murals, free Wi-Fi, and gender-neutral toilets. The average youth-friendliness score increased from 4.7 to 7.5 out of 10 following implementations, reflecting tangible improvements in accessibility, inclusivity, and youth engagement. Despite these gains, several barriers limited full implementation. Local government stakeholders cited procedural delays, regulatory frameworks, and funding cycles tied to long- term planning. At the same time, non-profits stakeholders faced constraints such as property ownership and limited influence over shared spaces. Challenges related to timing, staffing capacity, and the absence of follow-up mechanisms were also reported. Stakeholders recomended integrating youth input in the design process earlier, as several audits occurred after key planning phases. Feedback on the audit process was largely positive, with high ratings for the clarity of recommendations and the tool's credibility. However, stakeholders advocated for refinements when recording the audit recommendations to capture young people's lived experiences better and sustain youth involvement beyond the initial audit phase. The research demonstrates that the ReVision Youth Audit framework contributes to meaningful improvements in public spaces especially for youth and reinforces the value of youth-informed urban design. This research provides practical guidance for enhancing youth engagement in urban planning and improving the long-term utility of participatory audit frameworks, based on an analysis of both the factors that enabled and those that constrained the implementation of audit recommendations.

This dissertation addresses a diverse range of applied aspects in ground motion simulation validation via the response of complex structures. In particular, the following topics are addressed: (i) the investigation of similarity between recorded and simulated ground motions using code-based 3D irregular structural response analysis, (ii) the development of a framework for ground motion simulations validation to identify the cause of differences between paired observed and simulated dataset, and (iii) the illustration of the process of using simulations for seismic performance-based assessment. The application of simulated ground motions is evaluated for utilisation in engineering practice by considering responses of 3D irregular structures. Validation is performed in a code-based context when the NZS1170.5 (NZS1170.5:2004, 2004) provisions are followed for response history analysis. Two real buildings designed by engineers and physically constructed in Christchurch before the 2010-2011 Canterbury earthquake sequence are considered. The responses are compared when the buildings are subjected to 40 scaled recorded and their subsequent simulated ground motions selected from 22 February 2011 Christchurch. The similarity of recorded and simulated responses is examined using statistical methods such as bootstrapping and hypothesis testing to determine whether the differences are statistically significant. The findings demonstrate the applicability of simulated ground motion when the code-based approach is followed in response history analysis. A conceptual framework is developed to link the differences between the structural response subjected to simulated and recorded ground motions to the differences in their corresponding intensity measures. This framework allows the variability to be partitioned into the proportion that can be “explained” by the differences in ground motion intensity measures and the remaining “unexplained” variability that can be attributed to different complexities such as dynamic phasing of multi-mode response, nonlinearity, and torsion. The application of this framework is examined through a hierarchy of structures reflecting a range of complexity from single-degree-of-freedom to 3D multi-degree-of-freedom systems with different materials, dynamic properties, and structural systems. The study results suggest the areas that ground motion simulation should focus on to improve simulations by prioritising the ground motion intensity measures that most clearly account for the discrepancies in simple to complex structural responses. Three approaches are presented to consider recorded or simulated ground motions within the seismic performance-based assessment framework. Considering the applications of ground motions in hazard and response history analyses, different pathways in utilising ground motions in both areas are explored. Recorded ground motions are drawn from a global database (i.e., NGA-West2 Ancheta et al., 2014). The NZ CyberShake dataset is used to obtain simulations. Advanced ground motion selection techniques (i.e., generalized conditional intensity measure, GCIM) are used for ground motion selection at a few intensity levels. The comparison is performed by investigating the response of an example structure (i.e., 12-storey reinforced concrete special moment frame) located in South Island, NZ. Results are compared and contrasted in terms of hazard, groundmotion selection, structural responses, demand hazard, and collapse risk, then, the probable reasons for differences are discussed. The findings from this study highlight the present opportunities and shortcomings in using simulations in risk assessment. i

Recent surface-rupturing earthquakes in New Zealand have highlighted significant exposure and vulnerability of the road network to fault displacement. Understanding fault displacement hazard and its impact on roads is crucial for mitigating risks and enhancing resilience. There is a need for regional-scale assessments of fault displacement to identify vulnerable areas within the road network for the purposes of planning and prioritising site-specific investigations. This thesis employs updated analysis of data from three historical surface-rupturing earthquakes (Edgecumbe 1987, Darfield 2010, and Kaikoūra 2016) to develop an empirical model that addresses the gap in regional fault displacement hazard analysis. The findings contribute to understanding of • How to use seismic hazard model inputs for regional fault displacement hazard analysis • How faulting type and sediment cover affects the magnitude and spatial distribution of fault displacement • How the distribution of displacement and regional fault displacement hazard is impacted by secondary faulting • The inherent uncertainties and limitations associated with employing an empirical approach at a regional scale • Which sections of New Zealand’s roading network are most susceptible to fault displacement hazard and warrant site-specific investigations • Which regions should prioritise updating emergency management plans to account for post-event disruptions to roading. I used displacement data from the aforementioned historical ruptures to generate displacement versus distance-to-fault curves for various displacement components, fault types, and geological characteristics. Using those relationships and established relationships for along-strike displacement, displacement contours were generated surrounding active faults within the NZ Community Fault Model. Next, I calculated a new measure of 1D strain along roads as well as relative hazard, which integrated 1D strain and normalised slip rate data. Summing these values at the regional level identified areas of heightened relative hazard across New Zealand, and permits an assessment of the susceptibility of road networks using geomorphon land classes as proxies for vulnerability. The results reveal that fault-parallel displacements tend to localise near the fault plane, while vertical and fault-perpendicular displacements sustain over extended distances. Notably, no significant disparities were observed in off-fault displacement between the hanging wall and footwall sides of the fault, or among different surface geology types, potentially attributed to dataset biases. The presence of secondary faulting in the dataset contributes to increased levels of tectonic displacement farther from the fault, highlighting its significance in hazard assessments. Furthermore, fault displacement contours delineate broader zones around dip-slip faults compared to strike-slip faults, with correlations identified between fault length and displacement width. Road ‘strain’ values are higher around dip-slip faults, with notable examples observed in the Westland and Buller Districts. As expected, relative hazard analysis revealed elevated values along faults with high slip rates, notably along the Alpine Fault. A regional-scale analysis of hazard and exposure reveals heightened relative hazard in specific regions, including Wellington, Southern Hawke’s Bay, Central Bay of Plenty, Central West Coast, inland Canterbury, and the Wairau Valley of Marlborough. Notably, the Central West Coast exhibits the highest summed relative hazard value, attributed to the fast-slipping Alpine Fault. The South Island generally experiences greater relative hazard due to larger and faster-slipping faults compared to the North Island, despite having fewer roads. Central regions of New Zealand face heightened risk compared to Southern or Northern regions. Critical road links intersecting high-slipping faults, such as State Highways 6, 73, 1, and 2, necessitate prioritisation for site-specific assessments, emergency management planning and targeted mitigation strategies. Roads intersecting with the Alpine Fault are prone to large parallel displacements, requiring post-quake repair efforts. Mitigation strategies include future road avoidance of nearby faults, modification of road fill and surface material, and acknowledgement of inherent risk, leading to prioritised repair efforts of critical roads post-quake. Implementing these strategies enhances emergency response efforts by improving accessibility to isolated regions following a major surface-rupturing event, facilitating faster supply delivery and evacuation assistance. This thesis contributes to the advancement of understanding fault displacement hazard by introducing a novel regional, empirical approach. The methods and findings highlight the importance of further developing such analyses and extending them to other critical infrastructure types exposed to fault displacement hazard in New Zealand. Enhancing our comprehension of the risks associated with fault displacement hazard offers valuable insights into various mitigation strategies for roading infrastructure and informs emergency response planning, thereby enhancing both national and global infrastructure resilience against geological hazards.

Recognising that informal (also termed family, whānau, aiga or unpaid) caregivers/carers are a vital part of Aotearoa New Zealand’s health system, providing care and support for loved ones, whānau, friends and neighbours, this study aimed to explore the experiences of older informal caregivers during the COVID-19 pandemic. Priority research questions were: how did informal caregivers experience caregiving during the pandemic, and how might we support them during another pandemic, disaster, or national emergency? To our knowledge, this is the first exploration of such experiences in Aotearoa New Zealand. We wanted to understand the unprecedented challenges and barriers informal caregivers faced during the pandemic and highlight the resilience and mana (power, strength) of informal caregivers in overcoming them. To explore the lived experiences of informal caregiving during the pandemic, the research team travelled across New Zealand between May 2023 and February 2024 to conduct 81 in-depth interviews, with 73 completed face-to-face, four via Zoom and four by phone. A total of 34 male and 47 female informal caregivers were interviewed, including 35 Māori and 46 non-Māori. The mean age of participants was 66 years old. Thirty-nine rural and 42 urban-dwelling informal caregivers were interviewed, and the study covered both the North and South Islands. A Kaupapa Māori researcher and a Māori adviser oversaw appropriate tikanga (processes), kōrero (discussion) and manaakitanga (care and support) for all the Māori participants interviewed. The COVID-19 pandemic placed significant strain on older informal caregivers in Aotearoa New Zealand, exacerbating existing challenges and exposing critical gaps in support systems. Many participants experienced heightened emotional and psychological distress due to increased caregiving demands, social isolation, and the disruption of formal and informal support networks. The closure of essential services meant that informal caregivers in this study had to navigate complex healthcare systems with little guidance, often facing bureaucratic hurdles and limited access to respite care. Financial strain further compounded these difficulties, with some participants struggling to meet the rising costs associated with informal caregiving while experiencing reduced income or employment instability. For Māori participants, the inability to engage in kanohi ki te kanohi (face-to-face) interactions with whānau and communities disrupted cultural traditions such as whanaungatanga, tangihanga (funeral practices), and communal caregiving, intensifying feelings of isolation and distress. Despite these challenges, participants demonstrated remarkable resilience and adaptability, drawing on their life experiences (or "resilience in older people") and existing support systems to navigate the pandemic. Many participants relied on self-sufficiency, using strategies learned from past crises and disasters such as the 2010-2011 Canterbury earthquakes and the 1940s/1950s polio epidemics to manage caregiving responsibilities and everyday challenges with limited external assistance. Strengthened relationships with care recipients and an increased sense of community support were positive outcomes for some participants, who found solace in tighter family bonds and mutual aid from neighbours and local groups. Māori participants, in particular, emphasised the importance of cultural and community-based networks, with iwi and extended whānau playing crucial roles in providing informal support. These findings underscore the need for policies that recognise and support the diverse needs of informal caregivers, including tailored caregiving assistance, clearer communication about available services, and culturally responsive caregiving frameworks that strengthen resilience in future health crises. Findings from this study highlight the need for: 1) tailored, context-specific support systems: Formal support services must be more flexible to accommodate the diverse needs of informal caregivers, particularly those in rural and Māori communities; 2) Improved access to information and services: Many participants were unaware of available support, pointing to the need for clearer, caregiver-specific communication and helplines; 3) Enhancing emotional and social support mechanisms: Regular check-ins from healthcare providers and community groups could alleviate the emotional burden of caregiving; and 4) Resilience-based and bicultural approaches to caregiving support: Policies should integrate Māori perspectives on informal caregiving and strengthen social capital among informal caregivers. It is clear from this research that no one-size-fits-all approach is appropriate for supporting informal caregivers. This research provides a critical evidence base for improving the support structures available to informal caregivers, ensuring they are better prepared for future pandemics, disasters, and national emergencies.
