The purpose of this research is to investigate men’s experiences of the 2016 7.8 magnitude Kaikōura earthquake and Tsunami. While, research into the impacts of the earthquake has been conducted, few studies have examined how gender shaped people’s experiences of this natural hazard event. Analysing disasters through a gender lens has significantly contributed to disaster scholarship in identifying the resilience and vulnerabilities of individuals and communities pre- and post-disaster (Fordham, 2012; Bradshaw, 2013). This research employs understandings of masculinities (Connell, 2005), to examine men’s strengths and challenges in responding, recovering, and coping following the earthquake. Qualitative inquiry was carried out in Northern Canterbury and Marlborough involving 18 face-to-face interviews with men who were impacted by the Kaikōura earthquake and its aftermath. Interview material is being analysed using thematic and narrative analysis. Some of the preliminary findings have shown that men took on voluntary roles in addition to their fulltime paid work resulting in long hours, poor sleep and little time spent with family. Some men assisted wives and children to high ground then drove into the tsunami zone to check on relatives or to help evacuate people. Although analysis of the findings is currently ongoing, preliminary findings have identified that the men who participated in the study have been negatively impacted by the 2016 Kaikōura earthquake. A theme identified amongst participants was an avoidance to seek support with the challenges they were experiencing due to the earthquake. The research findings align with key characteristics of masculinity, including demonstrating risky behaviours and neglecting self or professional care. This study suggests that these behaviours affect men’s overall resilience, and thus the resilience of the wider community.

The last few years have seen the emergence of a range of Digital Humanities projects concerned with archiving material related to traumatic events and disasters. The 9/11 Digital Archive, The Hurricane Memory Bank and the CEISMIC Canterbury Earthquakes Digital Archive are a few such projects committed to collecting, curating and making available disaster-related images, stories and media for the purposes of commemoration, teaching and research. In this paper Paul Millar 1. examines the value of such projects in preserving post-disaster memories, 2. explores some differences between passive and active digital memory projects, and 3. asks whether even the most determinedly open and inclusive digital memory project can preserve its values when issues of race, class, gender, politics and economics impact upon its activities.

We’ll never know why the thirteen people whose corpses were discovered in Pompeii’s Garden of the Fugitives hadn’t fled the city with the majority of the population when Vesuvius turned deadly in AD79. But surely, thanks to 21st century technology, we know just about everything there is to know about the experiences of the people who went through the Canterbury Earthquakes. Or has the ubiquity of digital technology, combined with seemingly massive online information flows and archives, created a false sense that Canterbury’s earthquake stories, images and media are being secured for posterity? In this paper Paul Millar makes reference to issues experienced while creating the CEISMIC Canterbury Earthquakes Digital Archive (www.ceismic.org.nz) to argue that rather than having preserved all the information needed to fully inform recovery, the record of the Canterbury earthquakes’ impacts, and the subsequent response, is incomplete and unrepresentative. While CEISMIC has collected and curated over a quarter of a million earthquake-related items, Millar is deeply concerned about the material being lost. Like Pompeii, this disaster has its nameless, faceless, silenced victims; people whose stories must be heard, and whose issues must be addressed, if recovery is to be meaningful.

On 4 September 2010, people in Canterbury were shaken from their beds by a major earthquake. This report tells the story of the University of Canterbury (UC), its staff and its students, as they rose to the many challenges presented by the earthquake. This report however, is intended to do more than just acknowledge their hard work and determination; it also critically reflects on the things that worked well and the aspects of the response that, in hindsight, could have been done better. Luckily major events such as this earthquake do not happen every day. UC has benefited from the many universities around the world that have shared their experiences of previous disasters. We hope that this report serves to pass forward the favour and enables others to benefit from the lessons that we have learnt from this event.

This study analyses the success and limitations of the recovery process following the 2010–11 earthquake sequence in Christchurch, New Zealand. Data were obtained from in-depth interviews with 32 relocated households in Christchurch, and from a review of recovery policies implemented by the government. A top-down approach to disaster recovery was evident, with the creation of multiple government agencies and processes that made grassroots input into decision-making difficult. Although insurance proceeds enabled the repair and rebuilding of many dwellings, the complexity and adversarial nature of the claim procedures also impaired recovery. Householders’ perceptions of recovery reflected key aspects of their post-earthquake experiences (e.g. the housing offer they received, and the negotiations involved), and the outcomes of their relocation (including the value of the new home, their subjective well-being, and lifestyle after relocation). Protracted insurance negotiations, unfair offers and hardships in post-earthquake life were major challenges to recovery. Less-thanfavourable recovery experiences also transformed patterns of trust in local communities, as relocated householders came to doubt both the government and private insurance companies’ ability to successfully manage a disaster. At the same time, many relocated households expressed trust in their neighbours and communities. This study illuminates how government policies influence disaster recovery while also suggesting a need to reconsider centralised, top-down approaches to managing recovery.

The current study examined the psychological effects of recurring earthquake aftershocks in the city of Christchurch, New Zealand, which began in September 2010. Although it has been identified that exposure to ongoing adverse events such as continuing terrorist attacks generally leads to the development of increasing symptomology over time, differences in perceived controllability and blame between man-made and natural adverse events may contribute to differences in symptom trajectories. Residents of two Christchurch suburbs differentially affected by the earthquakes (N = 128) were assessed on measures of acute stress disorder, generalised anxiety, and depression, at two time points approximately 4-5 months apart, in order to determine whether symptoms intensified or declined over time in the face of ongoing aftershocks. At time 1, clinically significant levels of acute stress were identified in both suburbs, whereas clinical elevations in depression and anxiety were only evident in the most affected suburb. By time 2, both suburbs had fallen below the clinical range on all three symptom types, identifying a pattern of habituation to the aftershocks. Acute stress symptoms at time 2 were the most highly associated with the aftershocks, compared to symptoms of generalised anxiety and depression which were identified by participant reports to be more likely associated with other earthquake-related factors, such as insurance troubles and less frequent socialisation. The finding that exposure to ongoing earthquake aftershocks leads to a decline in symptoms over time may have important implications for the assessment of traumatic stress-related disorders, and provision of services following natural, as compared to man-made, adverse events.

The Resilient Organisations Research Programme and the University of Canterbury are undertaking a longitudinal study to examine the resilience and recovery of organisations within the Canterbury region following the 4 September Canterbury earthquake. The preliminary data suggest the physical, economic and social effects of the earthquake were varied across industry sectors within Canterbury. These preliminary results catalogue organisations’ perceptions of the: - disruptions to their ability to do business - challenges faced in the aftermath of the earthquake - factors that have helped mitigate the effects of the earthquake - revenue changes and projections for the duration of this change - financing options for recovery

This research attempts to understand how the Christchurch rebuild is promoting urban liveability in the Central City, focussing on the influence of communities and neighbourhoods in this area. To do this, gathering the perceptions of Christchurch residents through surveys, a focus group and semi-structured interviews was carried out to see what aspects they believe contribute to creating more liveable places. These methods revealed that there are pockets of neighbourhoods and communities in the inner-city, but no overall sense of community. Results from the semi-structured interviews reinforced this; the current buyers of inner-city property are in the financial position to be able to do this, and they seem to be purchasing in this area due to convenience and investment rather than to join the existing communities in the area. Analysing the survey responses from Central City residents revealed contrasting results. Those currently living in the area felt there is a sense of community in the inner-city, but these are found in pockets of neighbourhoods around the Central City rather than in the overall area. The focus group revealed that community is further prioritised later in life, and that many of the community groups in the inner-city predominantly consist of those who have lived there since before the Christchurch Earthquake Series. However, participants of all three methods believed that the Central City is slowly becoming a lively and vibrant place. To improve urban liveability in the inner-city, it seems that prioritisation of the needs of current inner-city residents is required. Improving these neighbourhoods, whether it be through the implementation of services or providing more communal spaces, is needed to create stronger communities. The feelings of place, connectedness, and belonging that arise from being part of a community or well-connected neighbourhood can improve mental health and wellbeing, ultimately enhancing the overall health of the population as well as the perceived urban liveability of the area.

Recent global tsunami events have highlighted the importance of effective tsunami risk management strategies (including land-use planning, structural and natural defences, warning systems, education and evacuation measures). However, the rarity of tsunami means that empirical data concerning reactions to tsunami warnings and tsunami evacuation behaviour is rare when compared to findings about evacuations to avoid other sources of hazard. To date empirical research into tsunami evacuations has focused on evacuation rates, rather than other aspects of the evacuation process. More knowledge is required about responses to warnings, pre-evacuation actions, evacuation dynamics and the return home after evacuations. Tsunami evacuation modelling has the potential to inform evidence-based tsunami risk planning and response. However to date tsunami evacuation models have largely focused on timings of evacuations, rather than evacuation behaviours. This Masters research uses a New Zealand case study to reduce both of these knowledge gaps. Qualitative survey data was gathered from populations across coastal communities in Banks Peninsula and Christchurch, New Zealand, required to evacuate due to the tsunami generated by the November 14th 2016 Kaikōura Earthquake. Survey questions asked about reactions to tsunami warnings, actions taken prior to evacuating and movements during the 2016 tsunami evacuation. This data was analysed to characterise trends and identify factors that influenced evacuation actions and behaviour. Finally, it was used to develop an evacuation model for Banks Peninsula. Where appropriate, the modelling inputs were informed by the survey data. Three key findings were identified from the results of the evacuation behaviour survey. Although 38% of the total survey respondents identified the earthquake shaking as a natural cue for the tsunami, most relied on receiving official warnings, including sirens, to prompt evacuations. Respondents sought further official information to inform their evacuation decisions, with 39% of respondents delaying their evacuation in order to do so. Finally, 96% of total respondents evacuated by car. This led to congestion, particularly in more densely populated Christchurch city suburbs. Prior to this research, evacuation modelling had not been completed for Banks Peninsula. The results of the modelling showed that if evacuees know how to respond to tsunami warnings and where and how to evacuate, there are no issues. However, if there are poor conditions, including if people do not evacuate immediately, if there are issues with the roading network, or if people do not know where or how to evacuate, evacuation times increase with there being more bottlenecks leading out of the evacuation zones. The results of this thesis highlight the importance of effective tsunami education and evacuation planning. Reducing exposure to tsunami risk through prompt evacuation relies on knowledge of how to interpret tsunami warnings, and when, where and how to evacuate. Recommendations from this research outline the need for public education and engagement, and the incorporation of evacuation signage, information boards and evacuation drills. Overall these findings provide more comprehensive picture of tsunami evacuation behaviour and decision making based on empirical data from a recent evacuation, which can be used to improve tsunami risk management strategies. This empirical data can also be used to inform evacuation modelling to improve the accuracy and realism of the evacuation models.

A large number of businesses that used to be in the centre of Christchurch relocated after the earthquakes. Are they satisfied with their new locations and do they intend to return to the central city? We questioned 209 relocated businesses about their relocation history, present circumstances and future intentions. Many businesses were content with their new premises, despite having encountered a range of problems; those businesses that were questioned later in our survey period were more content. The average business in our sample rated the chances of moving back to the central city as around 50 %, but this varies with the type of business. Building height did not emerge as a major issue, but rents may be. The mix of types of business is likely to be different in the new city centre.

Earthquake-triggered soil liquefaction caused extensive damage and heavy economic losses in Christchurch during the 2010-2011 Canterbury earthquakes. The most severe manifestations of liquefaction were associated with the presence of natural deposits of clean sands and silty sands of fluvial origin. However, liquefaction resistance of fines-containing sands is commonly inferred from empirical relationships based on clean sands (i.e. sands with less than 5% fines). Hence, existing evaluation methods have poor accuracy when applied to silty sands. Also, existing methods do not quantify appropriately the influence on liquefaction resistance of soil fabric and structure, which are unique to a specific depositional environment. This study looks at the influence of fines content, soil fabric (i.e. arrangement of soil particles) and structure (e.g. layering, segregation) on the undrained cyclic behaviour and liquefaction resistance of fines-containing sandy soils from Christchurch using Direct Simple Shear (DSS) tests on soil specimens reconstituted in the laboratory with the water sedimentation technique. The poster describes experimental procedures and presents early test results on two sands retrieved at two different sites in Christchurch.

A three dimensional approximately half scale experimental subassemblage is currently being tested at the University of Canterbury to investigate the effect of precast-prestressed floor units, which do not span past the internal columns, on the seismic performance of reinforced concrete moment resisting frames. This paper reports the preliminary results from the test, with the focus on elongation within the plastic hinges and strength enhancement in the frames. The preliminary results have shown that elongation between the external and internal plastic hinges varies by more than two fold. With the addition of the prestressed floor units, the strength of the moment resisting frame used in the test was found to be 25% higher than the current code specified value. In other situations, particularly where there are more than 2 bays in a moment resisting frame, greater strength enhancement may be expected. Any underestimation of beam strength is undesirable as it may result in the development of nonductile failure modes in a major earthquake.

In 2016, the Building (Earthquake-prone Buildings) Amendment Act 2016 was introduced to address the issue of seismic vulnerability amongst existing buildings in Aotearoa New Zealand. This Act introduced a mandatory scheme to remediate buildings deemed particularly vulnerable to seismic hazard, as recommended by the 2012 Royal Commission into the Canterbury earthquake sequence of 2010–2011. This Earthquake-prone Building (EPB) framework is unusual internationally for the mandatory obligations that it introduces. This article explores and critiques the operation of the scheme in practice through an examination of its implementation provisions and the experiences of more recent seismic events (confirmed by engineering research). This analysis leads to the conclusion that the operation of the current scheme and particularly the application of the concept of EPB vulnerability excludes large numbers of (primarily urban) buildings which pose a significant risk in the event of a significant (but expected) seismic event. As a result, the EPB scheme fails to achieve its goals and instead may create a false impression that it does so

This thesis explores the discussions and perspectives of Christchurch secondary school students in regards to their particular experiences and engagement with Anzac. In this thesis I seek to rigorously and robustly examine these viewpoints through semi-structured focus group interviews and thematic analysis. I seek to situate these youth perspectives within wider debates around Anzac mythology and Anzac resurgence in New Zealand which often do not represent the youth outlook. These debates are seen, on the one hand, to present a resurgence of youth engagement with Anzac and, on the other hand, to present the idea that Anzac has become an exclusionary myth which distorts Australians’ and New Zealanders’ understanding of wider Anzac experiences and educates them in a narrow, militarised way. Youth engagement with Anzac was not something which could be solely situated under either of these debates and, instead, it was seen to be multifaceted and made up of unique ideas and elements. The youth in my study acknowledged that their Anzac education did have mythic elements which made it hard for them to engage with Anzac despite the fact that they were actually interested in learning and understanding it. These mythic elements were the idea that Anzac is taught as a ‘simple narrative’ which does not allow room for critique, that it emphasises a link between Anzac and national identity, that it disregards many alternative Anzac experiences and that it presents a particular New Zealand identity to internalise. These students responded to their mythic Anzac education in a very active way, and instead of accepting it as truth, they were able to have constructive and critical conversations about their education and push against parts of it which they found to be too narrow or skewed in particular directions based on gender, ethnicity and national identity. The students were not passive vessels which internalised their Anzac education as fact; instead, they were able to acknowledge the mythic elements of their education and its negative influence in the classroom. This thesis went further in exploring what factors were seen to enhance this active process of critique and provide students with alternative knowledge and perspectives about Anzac. These factors were ancestral ties to Anzac, research into personal Anzac stories and experiences, unassessed educational units, centenary discussions, an understanding of hardship through the earthquakes and alternative perspectives of the Anzac experience through access to the internet. These factors presented a broader understanding of Anzac perspectives and experiences and students believed that if the mythic elements of their education could be revised and these elements encouraged then their engagement with Anzac would continue long into the future.

This paper outlines the deconstruction, redesign and reconstruction of a 2 storey timber building at the University of Canterbury, in Christchurch, New Zealand. The building consists of post tensioned timber frames and walls for lateral and gravity resistance, and timber concrete composite flooring. Originally a test specimen, the structure was subjected to extreme lateral displacements in the University structural testing laboratory. This large scale test of the structural form showed that post tensioned timber can withstand high levels of drift with little to no structural damage in addition to displaying full recentering characteristics with no residual displacements, a significant contributor to post earthquake cost. The building subsequently has been dismantled and reconstructed as offices for the Structural Timber Innovation Company (STIC). In doing this over 90% of the materials have been recycled which further enhances the sustainability of this construction system. The paper outlines the necessary steps to convert the structure from a test specimen into a functioning office building with minimal wastage and sufficient seismic resistance. The feasibility of recycling the structural system is examined using the key indicators of cost and time.

There are many things that organisations of any size can do to prepare for a disaster or crisis. Traditionally, the advice given to business has focused on identifying risks, reducing their likely occurrence, and planning in advance how to respond. More recently, there is growing interest in the broader concept of organisational resilience which includes planning for crisis but also considers traits that lead to organisational adaptability and ability to thrive despite adverse circumstances. In this paper we examine the policy frameworks1 within New Zealand that influence the resilience of small and medium sized businesses (SMEs). The first part of the paper focuses on the New Zealand context, including the prevailing political and economic ideologies, the general nature of New Zealand SMEs and the nature of New Zealand’s hazard environment. The paper then goes on to outline the key policy frameworks in place relevant to SMEs and hazards. The final part of the paper examines the way the preexisting policy environment influenced the response of SMEs and Government following the Canterbury earthquakes.

War and natural disasters share many features including great loss of life, traumatised populations and haunting memories. The Christchurch earthquakes were the third most costly event of 2011 with total costs of up to $NZ30 billion. Many homes, communities, families and an established way of life have gone for ever. The paper comes from the Women’s Voices project that documents women’s narratives of earthquake trauma and loss and examines their profiles of emotional expression associated with coping. For these women in Christchurch, solace is not about talking experiences of suffering but by doing practical things that inform and are shaped by existing personal narratives. As they relayed this common arc, they also entered into national (and gendered) narrative themes of being practical, stoic, independent and resourceful in the face of tragedy and loss and so embody communal aspects of coping with loss and grief particular to the New Zealand even ‘the South Island settler’ identity narrative. These narratives suggest it useful to rethink key concepts that inform our understanding of coping with disaster and loss.

With the occurrence of natural disasters on the increase, major cities around the world face the potential of complete loss of infrastructure due to design guidelines that do not consider resilience in the design. With the February 22nd, 2011 earthquake in Christchurch, being the largest insured event, lessons learnt from the rebuild will be vital for the preparation of future disasters. Therefore the objective of this research is to understand the financial implications of the changes to the waste water design guidelines used throughout the five year rebuild programme of works. The research includes a study of the SCIRT alliance model selected for the delivery that is flexible enough to handle changes in the design with minimal impact on the direct cost of the rebuild works. The study further includes the analysis and compares the impact of the three different guidelines on maintenance and replacement cost over the waste water pipe asset life. The research concludes that with the varying ground conditions in Christchurch and also the wide variety of materials in use in the waste water network up to the start of the CES, the rebuild was not a ‘one size fits all’ approach.

The QuakeCoRE Emerging Researchers Chapter (QERC) is a network of students and emerging researchers composed of three chapters: Auckland, Canterbury, and Wellington. Our aim is to promote networking, collaboration, and knowledge sharing among emerging researchers in the earthquake resilience community. QERC does this by organising technical, social, and outreach events. As with everyone else during the pandemic crisis, QERC had to change its approach in organising events. However, instead of treating it as an obstacle, QERC utilised the lockdown period as an opportunity to connect the three chapters and organised more events than they usually would during normal times. In the 11 weeks that universities were closed and New Zealand was under Alert Levels 2, 3 and 4, QERC organised 15 various events such as research presentations, well-being workshops, a women's catch-up, and a trivia night. However, as the weeks went by, the novelty of online meetings faded and fewer people came to the virtual events. Therefore as soon as the country moved to Alert Level 1, the Chapters started organising in-person events, which members were eager to attend. Nonetheless, the option to join events remotely still remains and the three chapters continue to collaborate for various events.

Over 6.3 million waste tyres are produced annually in New Zealand (Tyrewise, 2021), leading to socioeconomic and environmental concerns. The 2010-11 Canterbury Earthquake Sequence inflicted extensive damage to ~6,000 residential buildings, highlighting the need to improve the seismic resilience of the residential housing sector. A cost-effective and sustainable eco-rubber geotechnical seismic isolation (ERGSI) foundation system for new low-rise buildings was developed by the authors. The ERGSI system integrates a horizontal geotechnical seismic isolation (GSI) layer i.e., a deformable seismic energy dissipative filter made of granulated tyre rubber (GTR) and gravel (G) – and a flexible rubberised concrete raft footing. Geotechnical experimental and numerical investigations demonstrated the effectiveness of the ERGSI system in reducing the seismic demand at the foundation level (i.e., reduced peak ground acceleration) (Hernandez et al., 2019; Tasalloti et al., 2021). However, it is essential to ensure that the ERGSI system has minimal leaching attributes and does not result in long-term negative impacts on the environment.

Worldwide turbidity is a huge concern for the health of aquatic ecosystems. Human activities on the land such as construction, deforestation, agriculture, and mining all have impacts on the amount of particulate solids that enter the world’s waterways. These particulate solids can pose a number of risks to aquatic life, but primary among them is the turbidity that they create in the water column. The way suspended solids interact with light creates cloudiness in the water which interferes with the vision, and visually mediated behaviours of aquatic organisms, particularly fish. The Avon-Heathcote estuary of Christchurch, New Zealand, is one such body of water that is subject to tremendous variation in turbidity, no doubt exacerbated by the destruction of Christchurch in the 2010 and 2011 earthquakes, as well as the subsequent ongoing rebuild. The yellow eyed mullet, Aldrichetta Forsteri, is one species that is common with the estuary, and uses it as a habitat for breeding. Though very common throughout New Zealand, and even a part of the catch of commercial fisheries, the yellow eyed mullet is a largely unstudied organism, with virtually no published scientific enquiry based on the species. The present work assesses how several behaviours of the yellow eyed mullet are effected by acute turbidity at 10, 50, 90, 130 and 170 NTU, finding that: 1) The optomotor response of mullet to 2.5 mm stripes drops to insignificant levels between 10 and 50 NTU, 2) The swimming activity of the yellow eyed mullet is highest at 10 NTU and drops to a significantly lower level at higher turbidities, 3) The grouping behaviour of small groups of yellow eyed mullet are unchanged by increasing turbidity levels, 4) that yellow eyed mullet do not exhibit significantly different behavioural response to a simulated predator at any of the tested turbidities, and 5) that yellow eyed mullet to do significantly alter their oxygen consumption during exposure to the turbidities in an increasing series. The results presented in these studies indicate that turbidites above 50 NTU pose a significant risk to the lifestyle of the yellow eyed mullet, potentially impacting their ability to perceive their surroundings, feed, school, and avoid predation. Future work has a lot of ground to cover to more precisely determine the relationship between yellow eyed mullet behaviour and physiology, and the turbidity of their environment. In particular, future work should focus more closely on the turbidities between 10 and 50 NTU, as well as looking to field work to see what the predominant predators of the mullet are, and specifically whether turbidity increases or decreases the risk of mullet being subject to avian predation. There is also considerable scope for studies on the effects of chronic turbidity upon mullet, which will add understand to the predicament of escalating turbidity and its effects upon this common and yet mysterious native fish.

There has not been substantial research conducted in the area of fraud and natural disasters. Therefore, this study sought to examine the perceptions of Canterbury residents toward the recovery process following the September 2010 and February 2011 earthquakes and whether residents felt as though contractor fraud occurs in Canterbury. A questionnaire was developed to gauge information about Canterbury residents’ self-reports involving the earthquakes, specific contractors involved, parties involved with the recovery process in general, and demographic information. Participants included a total of 213 residents from the Canterbury region who had been involved with contractors and/or insurance companies due to the recovery process. Results indicated that a high percentage of the participants were not satisfied with the recovery process and that almost half of the participants reported feeling scammed by contractors in Canterbury after the 2010 and 2011 earthquakes. Moreover, the results indicate that participants neither agreed with the assessments made about their property losses nor the plans made to recover their properties. In many cases, participants felt pressured and even reluctant to accept these assessments and/or plans. The present study does not seek to explain why contractor fraud exists or what motivates scammers. Conversely, it attempts to demonstrate the perceptions of contractor fraud and satisfaction that have taken place in the aftermath of the Canterbury earthquakes.

Natural catastrophes are increasing worldwide. They are becoming more frequent but also more severe and impactful on our built environment leading to extensive damage and losses. Earthquake events account for the smallest part of natural events; nevertheless seismic damage led to the most fatalities and significant losses over the period 1981-2016 (Munich Re). Damage prediction is helpful for emergency management and the development of earthquake risk mitigation projects. Recent design efforts focused on the application of performance-based design engineering where damage estimation methodologies use fragility and vulnerability functions. However, the approach does not explicitly specify the essential criteria leading to economic losses. There is thus a need for an improved methodology that finds the critical building elements related to significant losses. The here presented methodology uses data science techniques to identify key building features that contribute to the bulk of losses. It uses empirical data collected on site during earthquake reconnaissance mission to train a machine learning model that can further be used for the estimation of building damage post-earthquake. The first model is developed for Christchurch. Empirical building damage data from the 2010-2011 earthquake events is analysed to find the building features that contributed the most to damage. Once processed, the data is used to train a machine-learning model that can be applied to estimate losses in future earthquake events.

Recent severe earthquakes, such as the 2010-2011 Christchurch earthquake series, have put emphasis on building resilience all over the world. To achieve such resilience, procedures for low damage seismic design have been developed to satisfy both life safety requirements and the need to minimize undesirable economic effects of required building repair or structural member replacement following a major earthquake. Seismic resisting systems following this concept are expected to withstand severe earthquakes without requiring major post-earthquake repairs, using isolating mechanisms or sacrificial systems that either do not need repair or are readily repairable or replaceable. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs) and symmetric friction connections (SFCs) in braces of the braced frames. A 9 m tall, configurable three-storey steel framed composite floor building incorporating frictionbased connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. The structural systems are configurable, allowing different moment and braced frame structural systems tested in two horizontal directions. The structure is designed and detailed to undergo, at worst, minor damage under a planned series of severe earthquakes.

This study explores the nature of smaller businesses’ resilience following two major earthquakes that severely disrupted their place of doing business. Data from the owners of ten smaller businesses are qualitative and longitudinal, spanning the period 2011 through 2018, providing first-hand narrative accounts of their responses in the earthquakes’ aftermath. All ten owners showed some individual resilience; six businesses survived through to 2018, of which three have recovered strongly. All three owned their premises; operated business-tobusiness models; and were able to adapt and continue to follow path-extension strategies. All the other businesses had direct business-to-customer models operating from leased premises, typically in major retail malls. Four eventually recognised path-exhaustion at different times and so did not survive through to 2018. We conclude however that post-disaster recovery is best explained in terms of business model resilience. Even the most resilient of individual owners will struggle to survive if their business model is either not resilient or cannot be made so. Individual resilience is necessary but not sufficient.

In recent years, significant research has been undertaken into the development of lead-extrusion damping technology. The high force-to-volume (HF2V) devices developed at the University of Canterbury have been the subject of much of this research. However, while these devices have undergone a limited range of velocity testing, limitations in test equipment has meant that they have never been tested at representative earthquake velocities. Such testing is important as the peak resistive force provided by the dampers under large velocity spikes is an important design input that must be known for structural applications. This manuscript presents the high-speed testing of HF2V devices with quasi-static force capacities of 250-300kN. These devices have been subjected to peak input velocities of approximately 200mm/s, producing peak resistive forces of approximately 350kN. The devices show stable hysteretic performance, with slight force reduction during high-speed testing due to heat build-up and softening of the lead working material. This force reduction is recovered following cyclic loading as heat is dissipated and the lead hardens again. The devices are shown to be only weakly velocity dependent, an advantage in that they do not deliver large forces to the connecting elements and surrounding structure if larger than expected response velocities occur. This high-speed testing is an important step towards uptake as it provides important information to designers.

Research indicates that aside from the disaster itself, the next major source of adverse outcomes during such events, is from errors by either the response leader or organisation. Yet, despite their frequency, challenge, complexity, and the risks involved; situations of extreme context remain one of the least researched areas in the leadership field. This is perhaps surprising. In the 2010 and 2011 (Christchurch) earthquakes alone, 185 people died and rebuild costs are estimated to have been $40b. Add to this the damage and losses annually around the globe arising from natural disasters, major business catastrophes, and military conflict; there is certainly a lot at stake (lives, way of life, and our well-being). While over the years, much has been written on leadership, there is a much smaller subset of articles on leadership in extreme contexts, with the majority of these focusing on the event rather than leadership itself. Where leadership has been the focus, the spotlight has shone on the actions and capabilities of one person - the leader. Leadership, however, is not simply one person, it is a chain or network of people, delivering outcomes with the support of others, guided by a governance structure, contextualised by the environment, and operating on a continuum across time (before, during, and after an event). This particular research is intended to examine the following: • What are the leadership capabilities and systems necessary to deliver more successful outcomes during situations of extreme context; • How does leadership in these circumstances differ from leadership during business as usual conditions; • Lastly, through effective leadership, can we leverage these unfortunate events to thrive, rather than merely survive?

Mr Wayne Tobeck, Director of Southrim Group (SRG), sponsored this 2013 MEM Project titled; A Technical and Economic Feasibility Study for the Integration of GSHP Technology in the Christchurch Rebuild. Following the recent Christchurch earthquakes, a significant amount of land has become too unstable to support traditional building foundations. This creates an opportunity to implement new and unique foundation designs previously unconsidered due to high costs compared to traditional methods. One such design proposes that an Injection Micro-Piling technique could be used. This can also be coupled with HVAC technology to create a Ground Source Heat Pump (GSHP) arrangement in both new buildings and as retrofits for building requiring foundation repair. The purpose of this study was to complete a feasibility study on the merits of SRG pursuing this proposed product. A significant market for such a product was found to exist, while the product was also found to be technically and legally feasible. However, the proposed product was found to not be economically feasible with respect to Air Source Heat Pumps due to the significantly higher capital and installation costs required. Further analysis suggests GSHPs may become more economically attractive in operating temperatures lower than -9oC, though the existence of markets with this climate in NZ has not been studied. It is therefore suggested that SRG do not proceed with plans to develop a GSHP coupled foundation solution for the Christchurch rebuild.

The objective of this study is to examine the influence of near-fault motions on liquefaction triggering in Christchurch and neighboring towns during the 2010-2011 Canterbury earthquake sequence (CES). The CES began with the 4 September 2010, Mw7.1 Darfield earthquake and included up to ten events that triggered liquefaction. However, most notably, widespread liquefaction was induced by the Darfield earthquake and the Mw6.2, 22 February 2011 Christchurch earthquake. Of particular relevance to this study is the forward directivity effects that were prevalent in the motions recorded during the Darfield earthquake, and to a much lesser extent, during the Christchurch earthquake. A 2D variant of the Richart-Newmark fatigue theory was used to compute the equivalent number of cycles (neq) for the ground motions, where volumetric strain was used as the damage metric. This study is unique because it considers the contribution and phasing of both the fault-normal and fault-parallel components of motion on neq and the magnitude scaling factor (MSF). It was found that when the fault-normal and fault-parallel motions were treated individually, the former yielded a lower neq than the latter. Additionally, when the combined effects of fault-normal and fault-parallel components were considered, it was found that the MSF were higher than those commonly used. This implies that motions containing near-fault effects are less demanding on the soil than motions that do not. This may be one of several factors that resulted in less severe liquefaction occurring during the Darfield earthquake than the Christchurch earthquake.
