Loss of equity and quality of life, risk transfer and other substantial shifts are taking place. We suggest that a regular mini-census should be conducted through the remainder of the recovery at intervals of 6-12 months to monitor deprivation, insurance cover (or lack of it), mortgage, home equity, and rental status. If unexpected changes identified, investigation and correction measures should be implemented. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents ."

A video of a presentation by Professor David Johnston during the fourth plenary of the 2016 People in Disasters Conference. Johnston is a Senior Scientist at GNS Science and Director of the Joint Centre for Disaster Research in the School of Psychology at Massey University. The presentation is titled, "Understanding Immediate Human Behaviour to the 2010-2011 Canterbury Earthquake Sequence, Implications for injury prevention and risk communication".The abstract for the presentation reads as follows: The 2010 and 2011 Canterbury earthquake sequences have given us a unique opportunity to better understand human behaviour during and immediately after an earthquake. On 4 September 2010, a magnitude 7.1 earthquake occurred near Darfield in the Canterbury region of New Zealand. There were no deaths, but several thousand people sustained injuries and sought medical assistance. Less than 6 months later, a magnitude 6.2 earthquake occurred under Christchurch City at 12:51 p.m. on 22 February 2011. A total of 182 people were killed in the first 24 hours and over 7,000 people injured overall. To reduce earthquake casualties in future events, it is important to understand how people behaved during and immediately after the shaking, and how their behaviour exposed them to risk of death or injury. Most previous studies have relied on an analysis of medical records and/or reflective interviews and questionnaire studies. In Canterbury we were able to combine a range of methods to explore earthquake shaking behaviours and the causes of injuries. In New Zealand, the Accident Compensation Corporation (a national health payment scheme run by the government) allowed researchers to access injury data from over 9,500 people from the Darfield (4 September 2010) and Christchurch (22 February 2011 ) earthquakes. The total injury burden was analysed for demography, context of injury, causes of injury, and injury type. From the injury data inferences into human behaviour were derived. We were able to classify the injury context as direct (immediate shaking of the primary earthquake or aftershocks causing unavoidable injuries), and secondary (cause of injury after shaking ceased). A second study examined people's immediate responses to earthquakes in Christchurch New Zealand and compared responses to the 2011 earthquake in Hitachi, Japan. A further study has developed a systematic process and coding scheme to analyse earthquake video footage of human behaviour during strong earthquake shaking. From these studies a number of recommendations for injury prevention and risk communication can be made. In general, improved building codes, strengthening buildings, and securing fittings will reduce future earthquake deaths and injuries. However, the high rate of injuries incurred from undertaking an inappropriate action (e.g. moving around) during or immediately after an earthquake suggests that further education is needed to promote appropriate actions during and after earthquakes. In New Zealand - as in US and worldwide - public education efforts such as the 'Shakeout' exercise are trying to address the behavioural aspects of injury prevention.

He talks about the risks facing cyclists along Main Road and in greater Christchurch, including pot holes and narrow roads. He advises cyclists to wear bright clothing and lights, and for cars to slow down and give cyclists room.

A video of Ladi6 and All Right? staff member Ciaran Fox "getting out and about in Christchurch", talking to Anni Watkin and Shaun Asi from Youth and Cultural Development (YCD). Watkin and Asi talk about their work with YCD and youth both before and after the earthquakes. YCD are an independent organisation providing opportunities to young people and support to those who are at risk of getting caught in a cycle of offending. YCD was set up by Ladi's parents in 1992. All Right? uploaded the video to YouTube on 21 April 2015 and posted a link to the video on their Facebook Timeline on 11 May 2015 at 7:00pm.

We believe that, as regards residential recovery, monitoring should extend to code compliance certificates. According to figures published in 2014, only factions of repairs/rebuilds are completed with the issue of a code compliance certificate. To conclude the work to the required standard, someone must pay for the code compliance. Leaving things as they are could have serious negative consequences for the recovery and for the city as a whole. We suggest an investigation of number of outstanding code compliance certificates and that responsible parties are made to address this outstanding work. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents."

The faults are mapped at a district scale and the information is intended to highlight areas where there is a risk of permanent fault movement at the ground surface, and where more detailed investigations should be done if development is proposed in that area (depending on the potential activity of the fault and the type of development proposed). See Object Overview for background and usage information. Most of the faults and folds identified at the ground surface in Ashburton District are in rural or very sparsely populated areas. In addition, most of the faults have relatively long recurrence intervals (long-term average time between fault movements) in the order of several thousand years. Following the Ministry for the Environment Active Fault Guidelines, normal residential development would be allowed on or near faults with recurrence intervals this long. There are no recommendations associated with this report. The information in the report will be reviewed as required, after the remaining district reports are completed in the region.

The purpose of the event was to share lessons from the Canterbury earthquakes so that New Zealand as a whole can be better prepared in future for any similar natural disasters. Speakers and presenters included Greater Christchurch Regeneration Minister, Hon Dr Megan Woods, Christchurch Mayor, Lianne Dalziel, Ngāi Tahu chief executive, Arihia Bennett, head of the public inquiry into EQC, Dame Sylvia Cartwright, urban planner specialising in disaster recovery and castrophe risk management, Dr Laurie Johnson; Christchurch NZ chief executive and former Press editor, Joanna Norris; academic researcher and designer, Barnaby Bennett; and filmmaker, Gerard Smyth. About 300 local and national participants from the public, private, voluntary sectors and academia attended the Symposium. They represented those involved in the Canterbury recovery effort, and also leaders of organisations that may be impacted by future disasters or involved in recovery efforts. The focus of the Symposium was on ensuring that we learn from the Canterbury experience and that we can apply those learnings.

The previously unknown Greendale Fault ruptured to the ground surface, causing up to 5 metres horizontal and 1 metre vertical permanent offset of the ground, during the September 2010 Darfield (Canterbury) earthquake. Environment Canterbury commissioned GNS Science, with help from the University of Canterbury, to define a fault avoidance zone and to estimate the fault recurrence interval. There is little evidence for past movement on the fault in the past 16,000 years. However, because of the uncertainties involved, a conservative approach was taken and the fault has been categorised as a Recurrence Interval Class IV fault (a recurrence interval of between 5,000 and 10,000 years). A PhD study by a University of Canterbury student will work towards refining the Recurrence Interval Class over the next three years. Taking a risk-based approach, the Ministry for the Environment Active Fault Guidelines recommend that normal residential development be allowed within the fault avoidance zone for faults of this Recurrence Interval Class, but recommends restrictions for larger community buildings or facilities with post-disaster functions. The report is assisting Selwyn District Council in granting consents for rebuilding houses on or near the Greendale Fault that were damaged by permanent distortion of the ground due to the fault rupture in the September 2010 earthquake. The report provides specific recommendations for building on or close to the Greendale Fault, which are being implemented by Selwyn District Council. A video of a presentation by Richard Conlin during the Community Resilience Stream of the 2016 People in Disasters Conference. The presentation is titled, "Resilience, Poverty, and Seismic Culture".The abstract for this presentation reads as follows: A strategy of resilience is built around the recognition that effective emergency response requires community involvement and mobilization. It further recognizes that many of the characteristics that equip communities to respond most effectively to short term emergencies are also characteristics that build strong communities over the long term. Building resilient communities means integrating our approaches to poverty, community engagement, economic development, and housing into a coherent strategy that empowers community members to engage with each other and with other communities. In this way, resilience becomes a complementary concept to sustainability. This requires an asset-based change strategy where external agencies meet communities where they are, in their own space, and use collective impact approaches to work in partnership. This also requires understanding and assessing poverty, including physical, financial, and social capital in their myriad manifestations. Poverty is not exclusively a matter of class. It is a complex subject, and different communities manifest multiple versions of poverty, which must be respected and understood through the asset-based lens. Resilience is a quality of a community and a system, and develops over time as a result of careful analysis of strengths and vulnerabilities and taking actions to increase competencies and reduce risk situations. Resilience requires maintenance and must be developed in a way that includes practicing continuous improvement and adaptation. The characteristics of a resilient community include both physical qualities and 'soft infrastructure', such as community knowledge, resourcefulness, and overall health. This presentation reviews the experience of some earlier disasters, outlines a working model of how emergency response, resilience, and poverty interact and can be addressed in concert, and concludes with a summary of what the 2010 Chilean earthquake tells us about how a 'seismic culture' can function effectively in communities even when government suffers from unexpected shortcomings.
