A copy of a letter from Hugo Kristinsson which was sent to Roger Sutton on 19 September 2013. The letter was sent on behalf of Empowered Christchurch. In the letter, Kristinsson expresses his concern about changes to the Building Act which he states, 'waive liability for the Building Consent Authority when repairs are carried out on homes with land damage'. He also discusses the CERA community forums, which he feel are not fufilling their purpose of supporting and informing the Canterbury community. Lastly, Kristinsson lodges an Official Information Act request, asking for all forum notices and minutes to be released to the public and for access to land information to be provided.

From here, we picked up our vehicles from the CCC car park and headed out to get out of the chaos to a position where we could check on loved ones. Heading first along Manchester Street, buildings that were already heavily damaged were now completely written off. We couldn't get much further down Manchester Street so eventually made it to Colombo Street".
A PDF copy of the six signs that together read, "Share the love." The signs were used at the 'Outrageous Burst of All Right: Bacon Bombing' in December 2013. This saw team members from All Right? dress up as bacon butties and provide bacon butties for SCIRT workers. From allright.org.nz: SCIRT workers are tasked with the enormous job of rebuilding and repairing the damaged underground infrastructure and roads. With the help of Hellers and an anonymous giant bacon buttie, the All Right? team visited several SCIRT sites in December 2013 to show the workers a bit of (rather unusual) love. A copy of a document from Empowered Christchurch which was sent to Queen Elizabeth. The document consists of a letter from Empowered Christchurch to Douglas Martin, Crown Manager from the Christchurch City Council, and Official Information Act requests sent to Building and Construction Minister Maurice Williamson and Canterbury Earthquake Recovery Minister Gerry Brownlee. It also includes an appeal to the Queen on behalf of Christchurch residents with badly-damaged houses. Please note that a letter from the Ministry of Business, Innovation and Employment, which was originally included in the document, has been removed due to copyright issues.
Aerial footage of Christchurch recorded the day after the 22 February 2011 earthquake. The footage shows damage to the Smith City car park, the Cathedral of the Blessed Sacrament, the CTV Building, the PGC Building, the Durham Street Methodist Church, the Lyttelton Timeball Station, the roads alongside the Avon River, and the ChristChurch Cathedral. It also shows New Zealand Army road blocks outside the hospital, crushed buses on Colombo Street, a Royal New Zealand Navy vessel in Lyttelton Harbour, rock fall on the Summit Road, collapsed cliffs in Sumner and Redcliffs, tents set up in a park, flooding in New Brighton, and liquefaction in QEII Park.

The word "closed" has been spray painted on the road surface. The photographer comments, "These photos show our old house in River Rd and recovery work around Richmond and St Albans. River Rd was again subject to severe lateral spreading. The river is still grey with silt, the road is ripped and sunken, and power poles lean at random angles. The red car belonged to a postie, who had to come back with a tow truck to extricate the car from the hole that had opened underneath it. Looking along River Road to the north-east. The Christchurch liquefaction study was initiated to better determine liquefaction susceptibility in Christchurch city. It aimed to improve on earlier liquefaction susceptibility maps, which were based on soil type and distribution, by incorporating soil strength data into liquefaction analysis. This stage of the study included collating available geological and geotechnical data from Environment Canterbury and Christchurch City Council into a database, modelling liquefaction hazard and ground damage and presenting these as maps. The report contains many recommendations, which were taken up in subsequent stages of the study. (Note that the results of Stage 1 of the Christchurch liquefaction study were provided to Environment Canterbury as a letter rather than a report. This was a summary of work completed to 30 June 2001, including a review of geological and geotechnical data available within Environment Canterbury and Christchurch City Council records.) The presentation is titled, "Local System Perspective".The abstract for this presentation reads as follows: The devastating Canterbury earthquakes of 2010 and 2011 have resulted in challenges for the people of Canterbury and have altered the population's health needs. In the wake of New Zealand's largest natural disaster, the health system needed to respond rapidly to changing needs and damaged infrastructure in the short-term in the context of developing sustainable long-term solutions. Canterbury was undergoing system transformation prior to the quakes, however the horizon of transformation was brought forward post-quake: 'Vision 2020' became the vision for now. Innovation was enabled as people working across the system addressed new constraints such as the loss of 106 acute hospital beds, 635 aged residential care beds, the loss of general practices and pharmacies as well as damaged non-government organisation sector. A number of new integration initiatives (e.g. a shared electronic health record system, community rehabilitation for older people, community falls prevention) and expansion of existing programs (e.g. acute demand management) were focused on supporting people to stay well in their homes and communities. The system working together in an integrated way has resulted in significant reductions in acute health service utilisation in Canterbury. Acute admission rates have not increased and remain significantly below national rates and the number of acute and rehabilitation bed days have fallen since the quakes, with these trends most evident among older people. However, health needs frequently reported in post-disaster literature have created greater pressures on the system. In particular, an escalating number of people facing mental health problems and coping with acute needs of the migrant rebuild population provide new challenges for a workforce also affected by the quakes. The recovery journey for Canterbury is not over.

Risk Acceptance. It is the role of insurance companies, the EQC included, to accept the risks covered under their terms of reference/policies and compensate policyholders when such risks eventuate. However, many policyholders in Christchurch have not been compensated for the damage to their homes and their lives. These responsibilities need to be faced by the entities responsible. An equitable solution needs to be found for properties with hazards such as flooding that are a direct result of the earthquakes. In tandem with this, every effort must be made to protect residents from the risks posed by climate change. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents".
A woman takes a photograph over the top of the cordon fence at the east end of Re:Start mall. The photographer comments, "The new temporary city mall has been open in Christchurch now for a week. Buildings damaged in the earthquake have been demolished and replaced with cargo containers to create a new, temporary, Cashel Mall. I visited the mall yesterday and was quite impressed with what they have done. The cargo containers have been nicely converted, brightly painted and smartly branded to create some good looking stores ... You'd think it would be strange to stand where my old office used to be and view these cargo-container-stores, but the reality was that it was so far removed from what used to be there that it was actually quite difficult to make the connection. It was only when straying to the attractive wooden boundary fences and peering over that you're suddenly taken back to the time running right up to, and shortly after, the earthquake".
Balloons and a sign advertising a garage sale hang from a fence. The photographer comments, "Today, 23/7/2011 the Bexley community in Christchurch got together and held a Bexley wide garage sale. You could pick up a map of the garage sales in Arncliffe St, which meant that people could find all the garage sales even if they were on the back sections. People got together with close neighbours to hold joint Garage Sales. In the area where the garage sales were held all the homes have been 'written off' by the government, as the land on which they sit is too damaged by the Christchurch earthquakes to repair. In places it looked more like a ships graveyard with the hulls of the houses sinking lopsidedly into the sand. Unfortunately for nearly everyone in the red zone they cannot rebuild a new home as sections to build on start now around $2,000 and the government is not paying them enough to buy a plot of land and build a new home. The choices for Bexley residents in most cases is to rent, buy a house at least a few years old or move to Australia to start again. I was told that up to 80% could be off to Oz".
The previously unknown Greendale Fault ruptured to the ground surface, causing up to 5 metres horizontal and 1 metre vertical permanent offset of the ground, during the September 2010 Darfield (Canterbury) earthquake. Environment Canterbury commissioned GNS Science, with help from the University of Canterbury, to define a fault avoidance zone and to estimate the fault recurrence interval. There is little evidence for past movement on the fault in the past 16,000 years. However, because of the uncertainties involved, a conservative approach was taken and the fault has been categorised as a Recurrence Interval Class IV fault (a recurrence interval of between 5,000 and 10,000 years). A PhD study by a University of Canterbury student will work towards refining the Recurrence Interval Class over the next three years. Taking a risk-based approach, the Ministry for the Environment Active Fault Guidelines recommend that normal residential development be allowed within the fault avoidance zone for faults of this Recurrence Interval Class, but recommends restrictions for larger community buildings or facilities with post-disaster functions. The report is assisting Selwyn District Council in granting consents for rebuilding houses on or near the Greendale Fault that were damaged by permanent distortion of the ground due to the fault rupture in the September 2010 earthquake. The report provides specific recommendations for building on or close to the Greendale Fault, which are being implemented by Selwyn District Council. The presentation is titled, "A Community Wellbeing Centric Approach to Disaster Resilience".The abstract for this presentation reads as follows: A higher bar for advancing community disaster resilience can be set by conducting research and developing capacity-building initiatives that are based on understanding and monitoring community wellbeing. This presentation jumps off from this view, arguing that wellbeing is the most important concept for improving the disaster resilience of communities. The presentation uses examples from the 2010 and 2011 Canterbury earthquakes to illustrate the need and effectiveness of a wellbeing-centric approach. While wellbeing has been integrated in the Canterbury recovery process, community wellbeing and resilience need to guide research and planning. The presentation unpacks wellbeing in order to synthesize it with other concepts that are relevant to community disaster resilience. Conceptualizing wellbeing as either the opportunity for or achievement of affiliation, autonomy, health, material needs, satisfaction, and security is common and relatively accepted across non-disaster fields. These six variables can be systematically linked to fundamental elements of resilience. The wellbeing variables are subject to potential loss, recovery, and adaptation based on the empirically established ties to community identity, such as sense of place. Variables of community identity are what translate the disruption, damage, restoration, reconstruction, and reconfiguration of a community's different critical services and capital resources to different states of wellbeing across a community that has been impacted by a hazard event. With reference to empirical research and the Canterbury case study, the presentation integrates these insights into a robust framework to facilitate meeting the challenge of raising the standard of community disaster resilience research and capacity building through development of wellbeing-centric approaches.
