Following the devastation of the Canterbury earthquake sequence a unique opportunity exists to rebuild and restructure the city of Christchurch, ensuring that its infrastructure is constructed better than before and is innovative. By installing an integrated grid of modern sensor technologies into concrete structures during the rebuild of the Christchurch CBD, the aim is to develop a network of self-monitored ‘digital buildings’. A diverse range of data will be recorded, potentially including parameters such as concrete stresses, strains, thermal deformations, acoustics and the monitoring of corrosion of reinforcement bars. This procedure will allow an on-going complete assessment of the structure’s performance and service life, both before and after seismic activity. The data generated from the embedded and surface mounted sensors will be analysed to allow an innovative and real-time health monitoring solution where structural integrity is continuously known. This indication of building performance will allow the structure to alert owners, engineers and asset managers of developing problems prior to failure thresholds being reached. A range of potential sensor technologies for monitoring the performance of existing and newly constructed concrete buildings is discussed. A description of monitoring work conducted on existing buildings during the July 2013 Cook Strait earthquake sequence is included, along with details of current work that investigates the performance of sensing technologies for detecting crack formation in concrete specimens. The potential market for managing the real-time health of installed infrastructure is huge. Civil structures all over the world require regular visual inspections in order to determine their structural integrity. The information recorded during the Christchurch rebuild will generate crucial data sets that will be beneficial in understanding the behaviour of concrete over the complete life cycle of the structure, from construction through to operation and building repairs until the time of failure. Industrial steel storage pallet racking systems are used extensively worldwide to store goods. Forty percent of all goods are stored on storage racks at some time during their manufactureto- consumption life. In 2017, goods worth USD 16.5 billion were carried on cold-formed steel racking systems in seismically active regions worldwide. Historically, these racks are particularly vulnerable to collapse in severe earthquakes. In the 2010/2011 Christchurch earthquakes, around NZD 100 million of pallet racking stored goods were lost, with much greater associated economic losses due to disruptions to the national supply chain. A novel component, the friction slipper baseplate, has been designed and developed to very significantly improve the seismic performance of a selective pallet racking system in both the cross-aisle and the down-aisle directions. This thesis documents the whole progress of the development of the friction slipper baseplate from the design concept development to experimental verification and incorporation into the seismic design procedure for selective pallet racking systems. The test results on the component joint tests, full-scale pull-over and snap-back tests and fullscale shaking table tests of a steel storage racking system are presented. The extensive experimental observations show that the friction slipper baseplate exhibits the best seismic performance in both the cross-aisle and the down-aisle directions compared with all the other base-connections tested. It protects the rack frame and concrete floor from damage, reduces the risk of overturning in the cross-aisle direction, and minimises the damage at beam-end connectors in the down-aisle direction, without sustaining damage to the connection itself. Moreover, this high level of seismic performance can be delivered by a simple and costeffective baseplate with almost no additional cost. The significantly reduced internal force and frame acceleration response enable the more cost-effective and safer design of the pallet racking system with minimal extra cost for the baseplate. The friction slipper baseplate also provides enhanced protection to the column base from operational impact damage compared with other seismic resisting and standard baseplates.
The 2010/2011 Canterbury earthquakes have provided a unique opportunity to investigate the seismic performance of both traditional and modern buildings constructed in New Zealand. It is critical that the observed performance is examined and compared against the expected levels of performance that are outlined by the Building Code and Design Standards. In particular, in recent years there has been a significant amount of research into the seismic behaviour of precast concrete floor systems and the robustness of the support connections as a building deforms during an earthquake. An investigation of precast concrete floor systems in Christchurch has been undertaken to assess both the performance of traditional and current design practice. The observed performance for each type of precast floor unit was collated from a number of post-earthquake recognisance activities and compared against the expected performance determined for previous experimental testing and analysis. Possible reasons for both the observed damage, and in some cases the lack of damage, were identified. This critical review of precast concrete floor systems will assist in determining the success of current design practice as well as identify any areas that require further research and/or changes to design standards.
Following the 2010/2011 Canterbury, New Zealand earthquakes, a detailed door-to-door survey was conducted in the Christchurch region to establish the earthquake performance of lightweight timber-framed residential dwellings with a masonry veneer external cladding system. The post-earthquake survey involved documenting the condition of dwellings in areas that had experienced different levels of earthquake shaking, allowing comparison between the performance of different veneer systems and different shaking intensities. In total, just fewer than 1,100 residential dwellings were inspected throughout the wider Christchurch area. The survey included parameters such as level of veneer damage, type of veneer damage, observed crack widths, and level of repair required. It is concluded that based on observed earthquake performance at the shaking intensities matching or exceeding ultimate limit state loading, the post-1996 veneer fixing details performed satisfactorily and continued use of the detail is recommended without further modification. Following the 2010/2011 Canterbury earthquakes a detailed campaign of door to door assessments was conducted in a variety of areas of Christchurch to establish the earthquake performance of residential dwellings having masonry veneer as an external cladding attached to a lightweight timber framing system. Specifically, care was taken to include regions of Christchurch which experienced different levels of earthquake shaking in order to allow comparison between the performance of different systems and different shaking intensities. At the time of the inspections the buildings in the Christchurch region had been repeatedly subjected to large earthquakes, presenting an opportunity for insight into the seismic performance of masonry veneer cladding. In total just under 1100 residential dwellings were inspected throughout the wider Christchurch area, of which 24% were constructed using the older nail-on veneer tie system (prior to 1996) and 76% were constructed using screw fixed ties to comply with the new 1996 standards revision (post-1996), with 30% of all inspected houses being of two storey construction. Of the inspected dwellings 27% had some evidence of liquefaction, ground settlement or lateral spreading. Data such as damage level, damage type, crack widths, level of repair required and other parameters were collected during the survey. Quick and reliable assessment of the condition of bridges in a transportation network after an earthquake can greatly assist immediate post-disaster response and long-term recovery. However, experience shows that available resources, such as qualified inspectors and engineers, will typically be stretched for such tasks. Structural health monitoring (SHM) systems can therefore make a real difference in this context. SHM, however, needs to be deployed in a strategic manner and integrated into the overall disaster response plans and actions to maximize its benefits. This study presents, in its first part, a framework of how this can be achieved. Since it will not be feasible, or indeed necessary, to use SHM on every bridge, it is necessary to prioritize bridges within individual networks for SHM deployment. A methodology for such prioritization based on structural and geotechnical seismic risks affecting bridges and their importance within a network is proposed in the second part. An example using the methodology application to selected bridges in the medium-sized transportation network of Wellington, New Zealand is provided. The third part of the paper is concerned with using monitoring data for quick assessment of bridge condition and damage after an earthquake. Depending on the bridge risk profile, it is envisaged that data will be obtained from either local or national seismic monitoring arrays or SHM systems installed on bridges. A method using artificial neural networks is proposed for using data from a seismic array to infer key ground motion parameters at an arbitrary bridges site. The methodology is applied to seismic data collected in Christchurch, New Zealand. Finally, how such ground motion parameters can be used in bridge damage and condition assessment is outlined. The Canterbury earthquakes of 2010 and 2011 generated hundreds of thousands of insurance claims, many of which were disputed. The New Zealand justice system faced the same challenge encountered by other jurisdictions following a natural disaster: how to resolve these disputes quickly and at minimal cost but also fairly, to avoid compounding the disaster with injustice? The thesis is of this article is that although the earthquakes were catastrophic for New Zealand, they also created a unique opportunity to design an innovative civil justice process—the Christchurch High Court Earthquake List—and to test, over a relatively short timeframe, how well that process works. This article describes the Christchurch High Court Earthquake List and analyses it by reference to civil justice theory about the relative normative values of public adjudication and private settlement and the dialogic relationship between them. It then evaluates the List, using statistics available five years on from the earthquakes and by reference to the author’s own experience mediating earthquake disputes.
The susceptibility of precast hollow-core floors to sustain critical damage during an earthquake is now well-recognized throughout the structural engineering community in New Zealand. The lack of shear reinforcement in these floor units is one of the primary reasons causing issues with the seismic performance of these floors. Recent research has revealed that the unreinforced webs of these floor units can crack at drift demands as low as 0.6%. Such observation indicates that potentially many of the existing building stock incorporating hollow-core flooring systems in cities of relatively high seismic activity (e.g. Wellington and Christchurch) that probably have already experienced a level of shaking higher than 0.6% drift in previous earthquakes might already have their floor units cracked. However, there is little information available to reliably quantify the residual gravity load-carrying capacity of cracked hollow-core floor units, highlighting the need to understand the post-cracking behavior of hollow-core floor units to better quantify the extent of the risk that cracked hollow-core floor units pose.
Unreinforced masonry (URM) is a construction type that was commonly adopted in New Zealand between the 1880s and 1930s. URM construction is evidently vulnerable to high magnitude earthquakes, with the most recent New Zealand example being the 22 February 2011 Mw6.3 Christchurch earthquake. This earthquake caused significant damage to a majority of URM buildings in the Canterbury area and resulted in 185 fatalities. Many URM buildings still exist in various parts of New Zealand today, and due to their likely poor seismic performance, earthquake assessment and retrofit of the remaining URM building stock is necessary as these buildings have significant architectural heritage and occupy a significant proportion of the nation’s building stock. A collaborative research programme between the University of Auckland and Reid Construction Systems was conducted to investigate an economical yet effective solution for retrofitting New Zealand’s existing URM building stock. This solution adopts the shotcrete technique using an Engineered Cementitious Composite (ECC), which is a polyvinyl alcohol fibre reinforced mortar that exhibits strain hardening characteristics. Collaborations have been formed with a number of consulting structural engineers throughout New Zealand to develop innovative and cost effective retrofit solutions for a number of buildings. Unreinforced masonry (URM) cavity-wall construction is a form of masonry where two leaves of clay brick masonry are separated by a continuous air cavity and are interconnected using some form of tie system. A brief historical introduction is followed by details of a survey undertaken to determine the prevalence of URM cavity-wall buildings in New Zealand. Following the 2010/2011 Canterbury earthquakes it was observed that URM cavity-walls generally suffered irreparable damage due to a lack of effective wall restraint and deficient cavity-tie connections, combined with weak mortar strength. It was found that the original cavity-ties were typically corroded due to moisture ingress, resulting in decreased lateral loadbearing capacity of the cavity-walls. Using photographic data pertaining to Christchurch URM buildings that were obtained during post-earthquake reconnaissance, 252 cavity-walls were identified and utilised to study typical construction details and seismic performance. The majority (72%, 182) of the observed damage to URM cavity-wall construction was a result of out-of-plane type wall failures. Three types of out-of-plane wall failure were recognised: (1) overturning response, (2) one-way bending, and (3) two-way bending. In-plane damage was less widely observed (28%) and commonly included diagonal shear cracking through mortar bed joints or bricks. The collected data was used to develop an overview of the most commonly-encountered construction details and to identify typical deficiencies in earthquake response that can be addressed via the selection and implementation of appropriate mitigation interventions. http://www.journals.elsevier.com/structures
During the recent devastating earthquakes in Christchurch, many residential houses were damaged due to widespread liquefaction of the ground. In-situ testing is widely used as a convenient method for evaluating liquefaction potential of soils. Cone penetration test (CPT) and standard penetration test (SPT) are the two popular in situ tests which are widely used in New Zealand for site characterization. The Screw Driving Sounding (SDS) method is a relatively new operating system developed in Japan consisting of a machine that drills a rod into the ground by applying torque at seven steps of axial loading. This machine can continuously measure the required torque, load, speed of penetration and rod friction during the test, and therefore can give a clear overview of the soil profile along the depth of penetration. In this paper, based on a number of SDS tests conducted in Christchurch, a correlation was developed between tip resistance of CPT test and SDS parameters for layers consisting of different fines contents. Moreover, using the obtained correlation, a chart was proposed which relates the cyclic resistance ratio to the appropriate SDS parameter. Using the proposed chart, liquefaction potential of soil can be estimated directly using SDS data. As SDS method is simpler, faster and more economical test than CPT and SPT, it can be a reliable alternative in-situ test for soil characterization, especially in residential house constructions.
The seismic performance of soil profiles with potentially liquefiable deposits is a complex phenomenon that requires a thorough understanding of the soil properties and ground motion characteristics. The limitations of simplified liquefaction assessment methods have prompted an increase in the use of non-linear dynamic analysis methods. Focusing on onedimensional site response of a soil column, this thesis validated a soil constitutive model using in-situ pore pressure measurements and then assessed the influence of input ground motion characteristics on soil column response using traditional and newly developed metrics. Pore pressure recordings during the Canterbury Earthquake Sequence (CES) in New Zealand were used to validate the PM4Sand constitutive model. Soil profile characterization was key to accurate prediction of excess pore pressure response and accounting for any densification during the CES. Response during multiple earthquakes was captured effectively and cross-layer interaction demonstrated the model capability to capture soil response at the system-level. Synthetic and observed ground motions from the Christchurch earthquake were applied to the validated soil column to quantify the performance of synthetic motions. New metrics were developed to facilitate a robust comparison to assess performance. The synthetic input motions demonstrated a slightly larger acceleration and excess pore pressure response compared to the observed input motions. The results suggest that the synthetic motions may accumulate higher excess pore pressure at a faster rate and with fewer number of cycles in the shear response. This research compares validated soil profile subject to spectrally-matched pulse and non-pulse motions, emphasizing the inclusion of pulse motions with distinctive characteristics in ground motion suites for non-linear dynamic analysis. However, spectral matching may lead to undesired alterations in pulse characteristics. Cumulative absolute velocity and significant duration significantly differed between these two groups compared to the other key characteristics and contributed considerably to the liquefaction response. Unlike the non-pulse motions, not all of the pulse motions triggered liquefaction, likely due to their shorter significant duration. Non-pulse motions developed a greater spatial extent of liquefaction triggering in the soil profile and extended to a greater depth.
The quality of multi-owned residential buildings and the capability to maintain that quality into the future is important in preserving not only the monetary value of such housing (Lujanen, 2010) but also the quality of life for its residents. The aim of this paper is to examine the governance and decision-making rules and regulations as they relate to the undertaking of major repairs in multi-owned residential buildings in Finland and New Zealand with particular regard to the Finnish Limited Liability Housing Companies Act 2010 (LLHCA 2010) and the New Zealand Unit Titles Act 2010 (UTA 2010). Currently, major building repairs are topical issues in both countries; in Finland as a result of ageing buildings requiring major re-fitting of pipes and other infrastructure, and in New Zealand as a result of earthquake damage in Christchurch and Leaky Building Syndrome nationwide. Major repairs can be a significant financial burden to unit owners and collective decisions can be difficult to achieve. Interestingly, new legislation that governs multi-owned housing was enacted in both countries in 2010. The recent enactment of this legislation provides an opportunity to examine the UTA 2010 and LLHCA 2010 with regard to how they address major repairs, improvements in housing stock and the financing possibilities associated with these undertakings. More specifically this paper explores housing intensification (i.e. building up, out or alongside existing multi-owned residential buildings on commonly owned land) as a means of financing major repairs. The comparison of governance and decision-making in two different shared ownership systems with different histories and cultural contexts provides a chance to explore the possibilities and challenges that each country faces, and the potential to learn from each other’s practices and develop these further. In this regard the findings from this paper contribute to the academic literature (Bugden 2005; Easthope & Randolph 2009; Dupuis & Dixon 2010; Lujanen 2010; Easthope, Hudson & Randolph 2013) concerning to the governance of multi-owned housing as it relates to intensive housing development and its wider social and economic implications.
