Rocket Lab's Electron rocket launch today on the Mahia Peninsula has been scrubbed again, sadly. A power fault this time. Kaikoura residents and businesses are celebrating the re-opening of State Highway 1 north following a year of earthquake repairs. The coastal highway link between Picton and Christchurch was badly damaged during the November 2016 quake but will now re-open during the day from 7am. It will close at 8:30 each night so more repairs and assesments can be done. Kaikoura Top Ten Holiday Park co-owner Ed Nolan tells us what this means for his business and others in the town. The Prime Minister Jainda Ardern says the Government's new families package will reduce child poverty in the country by 48 per cent. We ask the panellists whether this is realistic or if there are other, more entrenched imprediments to lowering poverty in New Zealand. The panellists also discuss the state of the books, and discuss if they worry about national debt iincreasing, as the opposition has warned. The Prime Minister says wealthy New Zealanders can opt out of the Government's Winter Energy Payment, which will see those on a benefit, NZ Superannuation or a Veterans Pension get an extra boost due the winter season. We also ask if they suspect this money will be used for heating purposes. The University of Otago has a new degree which brings science and art together, the BaSc. It aims to break down barriers between the two disciplines. Two students are graduating the degree this week. We talk to Eirenie Taua'i who has been studying Pacific Studies and Neuroscience. We aslk her what careers she is considering now and what it was like to study to very different courses. The families of those who died in the CTV building collapse in Christchurch's 2011 earthquake say they will continue to fight for justice. Police announced earlier this month they won't be prosecuting the engineers of the building after a three-year long investigation. The families met with police to ask and why say they aren't convinced all has been done. We ask panellist, barrister Jonathan Krebs, if other charges could and should be laid.

So what's the Prime Minister Jacinda Ardern got to look forward to when she's back at work? Tax, water and housing concerns were all debated at length by Bill English and Jacinda Ardern in last night's TVNZ leaders debate. The debate came just an hour after shock 1 News Colmar Brunton poll put Labour out in front. There have been fires and explosions at a flood damaged chemical plant near Houston forcing the evacuation of people in nearby homes. A block of flats in Aro Street has been evacuated after a large slip has come down behind it. After heavy rains and flooding a Mumbai building has collapsed, killing at least 23 people. Biosecurity officials say they expect to decide by the end of the year whether they will need to order the destruction of dairy herds to wipe out a cow disease that's broken out in the South Island. It's been revealed that not a single one of New Zealand's 315 police buildings constructed before 2011 have had a full earthquake safety check. People who've bought houses in Canterbury since the September 2010 earthquake and are still battling with insurance companies over repairs, have been told that if they want to take the matter to court, today is their last chance. The Government has begun urgent talks with Australia over the Queensland's state government's "discriminatory" trade policy which takes effect today. Trade Minister Todd McClay joins us.

Linda Collins has a BA in English from Massey University and is a copyeditor on the political desk of The Straits Times in Singapore, where her much-loved daughter, Victoria, took her life four years ago aged 17. Linda, husband Malcolm McLeod and Victoria were living in Singapore when the 2011 earthquake struck Christchurch, wrecking the house they owned there. Amid insurer and builder delays, the replacement house was only finally completed three years after Victoria’s death. Linda’s memoir, Loss Adjustment, is her first foray into writing a book, although she is copyeditor of the Lee Kuan Yew international best-seller, Hard Truths to Keep Singapore Going, and used to write for The Expat Files column in Singapore’s Sunday Times. Earlier this year, she was shortlisted for publisher Hachette’s mentorship programme, based on the submission of her Not Ash chapter from Loss Adjustment. Poetry is a new passion, meanwhile, and she is studying it at La Salle College of the Arts, Singapore. The photo is from her work pass.
Tina, the debut feature film of Miki Magasiva is a love letter to both Samoan culture and how choral music, across cultures, can assist people in change. The way art can enable acceptance of the richness of our difference. But Tina is also centrally about how Pasifika women are leaders in taking culture forward. The title translates in English as mother, or female elder. And in the lead role Anapela Polata'ivao plays Mareta, a mother struggling after the death of her daughter in the 2011 Christchurch Earthquake. Taking on a job as a teacher at a wealthy Pakeha-dominated private school, Mareta connects with kids who it turns out also really need support. She takes them all the way to the Big Sing National Choir Competition. Anapela Polata'ivao gives a remarkable performance. She is the constant, complex beating heart of this movie. As a director and actor Anapela has long played a significant leadership role in bringing Pacific voices to stage and screen, and last year became an officer of the New Zealand Order of Merit in recognition of her service. We welcomed her to Culture 101 to play 'Fast Favourites' where her choices were Lindah Lepou, Jordyn with a Why and writer directors Arianne Mnouchkine, Vela Manusaute and Nina Nawalowalo.
Since Standing Room Only started some of the biggest changes we've seen in attitudes towards art and artists has happened in Otautahi Christchurch. How much artists contributed to the city's emotional recovery from the earthquakes through projects like Gap Filler, but also how many individual people created and shared their work. Before the quakes, Neil Dawson's monumental sculpture The Challice in the Square was initially criticised, but within days of its unveiling it became an impromptu shrine for the New York victims of 9/11. Back in 1998, the SCAPE Public Art started commissioning large outdoor works by international and Kiwi sculptors and artists. Some stayed but most of them were temporary. Some attracted criticism but they certainly got people talking. As SCAPE reaches its quarter century, its founder and Executive Director Deborah McCormick is standing down in March next year. Deborah's last SCAPE will see her tick off one of her long held ambitions - to secure a permanent sculpture for Christchurch by Auckland-based artist Dr Brett Graham. Lynn Freeman talks with Deborah and Brett, first asking Deborah to take us back to the lightbulb moment that led to SCAPE public art event.
