The Ōtakaro-Avon and Ōpāwaho-Heathcote in Christchurch are some of the most polluted in the region.  While the Avon has received a lot of attention since the Canterbury Earthquakes with $100 million going into a new promenade and cleaning up its water quality, it's a different story for the Heathcote River where raw sewage and industrial chemicals are still regularly found. Residents of some Christchurch suburbs could be in for bigger than expected rates rises after the first QV valuations since the earthquakes. The average Christchurch home now has a rating value of 455 thousand dollars, which translates into an annual rates bill of just over two thousand dollars.

The Christchurch City Council's plans to to help curb a rising homeless population has left some people who live rough worried. The council is considering funding the Christchurch City Mission to employ outreach workers for the first time since the Canterbury earthquakes, and police are increasing central city patrols. A Christchurch insurance advocate says the new Canterbury Earthquake Insurance Tribunal may finally be the solution to get unresolved claims from the 2010 and 2011 Canterbury earthquakes settled. The government has launched an earthquake insurance tribunal to try to finally resolve outstanding insurance claims from the Canterbury earthquakes. Dean Lester, who acts as a insurance claim preparer in Christchurch, told our reporter Rachel Graham the tribunal will have the power to get on and make a decision on the key sticking points, without people facing the huge cost of a high court trial.
