There have been dramatic scenes at the America's cup in Bermuda with Team New Zealand capsizing at the start of its second race of the day against the Bristish team Ben Ainslie Racing. Transport Minister Simon Bridges has been caught trying to block an Official Information request for details about a proposed new 50 million dollar Auckland railway line. Kiwirail argued it was legally required to release the information, but the idea of releasing that information was making Mr Bridges 'extremely uncomfortable.' A man believed to be an Algerian student has attacked a police officer with a hammer outside Notre-Dame Cathedral in Paris. Our correspondent Peter Allen says there is still a heavy police presence. The Labour Party says the government is short changing the health sector to the tune of $2.3 billion. The party's leader Andrew Little says funding hasn't kept up with the growing population and changing demographic. The United States secretary of state Rex Tillerson used a fleeting visit to Wellington yesterday to emphasise the importance of the Asia Pacific region and denying the US is stepping back from involvement here. Foreign affairs minister Gerry Brownlee says the US pulling out of the TPP doesn't prove anything. The immediate aftermath of the devastating 2011 Christchurch earthquake and its ongoing impact on residents' mental health is being described as a recovery of two halves. The latest wellbeing survey from the Canterbury District Health Board shows that one in five people, predominantly those living in the eastern suburbs, say they experience stress most or all of the time. Nicky Wagner, the Minister supporting Greater Christchurch Regeneration, says the city has a good quality of life when compared to the rest of the country, despite a new survey showing one in five people say they experience stress most or all of the time. Ms Wagner, says 82 per cent have a good or very good quality of life in Christchurch, which compares with 81 percent nationwide. She says the east side of the city is very low lying and suffered the most damage and work is still being down in that area.
Since Standing Room Only started some of the biggest changes we've seen in attitudes towards art and artists has happened in Otautahi Christchurch. How much artists contributed to the city's emotional recovery from the earthquakes through projects like Gap Filler, but also how many individual people created and shared their work. Before the quakes, Neil Dawson's monumental sculpture The Challice in the Square was initially criticised, but within days of its unveiling it became an impromptu shrine for the New York victims of 9/11. Back in 1998, the SCAPE Public Art started commissioning large outdoor works by international and Kiwi sculptors and artists. Some stayed but most of them were temporary. Some attracted criticism but they certainly got people talking. As SCAPE reaches its quarter century, its founder and Executive Director Deborah McCormick is standing down in March next year. Deborah's last SCAPE will see her tick off one of her long held ambitions - to secure a permanent sculpture for Christchurch by Auckland-based artist Dr Brett Graham. Rocket Lab's Electron rocket launch today on the Mahia Peninsula has been scrubbed again, sadly. A power fault this time. Kaikoura residents and businesses are celebrating the re-opening of State Highway 1 north following a year of earthquake repairs. The coastal highway link between Picton and Christchurch was badly damaged during the November 2016 quake but will now re-open during the day from 7am. It will close at 8:30 each night so more repairs and assesments can be done. Kaikoura Top Ten Holiday Park co-owner Ed Nolan tells us what this means for his business and others in the town. The Prime Minister Jainda Ardern says the Government's new families package will reduce child poverty in the country by 48 per cent. We ask the panellists whether this is realistic or if there are other, more entrenched imprediments to lowering poverty in New Zealand. The panellists also discuss the state of the books, and discuss if they worry about national debt iincreasing, as the opposition has warned. The Prime Minister says wealthy New Zealanders can opt out of the Government's Winter Energy Payment, which will see those on a benefit, NZ Superannuation or a Veterans Pension get an extra boost due the winter season. We also ask if they suspect this money will be used for heating purposes. The University of Otago has a new degree which brings science and art together, the BaSc. It aims to break down barriers between the two disciplines. Two students are graduating the degree this week. We talk to Eirenie Taua'i who has been studying Pacific Studies and Neuroscience. We aslk her what careers she is considering now and what it was like to study to very different courses. The families of those who died in the CTV building collapse in Christchurch's 2011 earthquake say they will continue to fight for justice. Police announced earlier this month they won't be prosecuting the engineers of the building after a three-year long investigation. The families met with police to ask and why say they aren't convinced all has been done. We ask panellist, barrister Jonathan Krebs, if other charges could and should be laid.
