Lincoln University was commissioned by the Avon-Otakaro Network (AvON) to estimate the value of the benefits of a ‘recreation reserve’ or ‘river park’ in the Avon River Residential Red Zone (ARRRZ). This research has demonstrated significant public desire and support for the development of a recreation reserve in the Avon River Residential Red Zone. Support is strongest for a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision, such as walking, cycling and water-based sporting and leisure activities. The research also showed support for a reserve that promotes and enables community interaction and wellbeing, and is evident in respondents’ desires for community gardens, regular festivals and markets, and the physical linking of the CBD with eastern suburbs through a green corridor. There is less support for children’s playgrounds, sports fields or open grassed areas, all of which could be considered as more typical of an urban park development. Benefits (willing to pay) to Christchurch residents (excluding tourists) of a recreation reserve could be as high as $35 million each year.
Savings to public health costs could be as high as $50.3 million each year. The incorporation or restoration of various ecosystems services, including water quality improvements, flood mitigation and storm water management could yield a further $8.8 million ($19, 600) per hectare/year at 450 ha).
Combined annual benefits of a recreational reserve in the ARRRZ are approximately $94.1 million per annum but this figure does not include potentially significant benefits from, for example, tourism, property equity gains in areas adjacent to the reserve, or the effects of economic rejuvenation in the East.
Although we were not able to provide costing estimates for park attributes, this study does make available the value of benefits, which can be used as a guide to the scope of expenditure on development of each park attribute.
The increase in urban population has required cities to rethink their strategies for minimising greenhouse gas impacts and adapting to climate change. While urban design and planning policy have been guided by principles such as walkability (to reduce the dependence on cars) and green infrastructure (to enhance the quality of open spaces to support conservation and human values), there have been conflicting views on what spatial strategies will best prepare cities for a challenging future. Researchers supporting compact cities based upon public Transit Oriented Development have claimed that walkability, higher density and mixed-uses make cities more sustainable (Owen, 2009) and that, while green spaces in cities are necessary, they are dull in comparison with shopfronts and street vendors (Speck, 2012, p 250). Other researchers claim that green infrastructure is fundamental to improving urban sustainability and attracting public space users with improved urban comfort, consequently encouraging walkability (Pitman and Ely, 2013). Landscape architects tend to assume that ‘the greener the better’; however, the efficiency of urban greenery in relation to urban comfort and urbanity depends on its density, distribution and the services provided. Green infrastructure can take many forms (from urban forests to street trees) and provide varied services (amended microclimate, aesthetics, ecology and so forth). In this paper, we evaluate the relevance of current policy in Christchurch regarding both best practice in green infrastructure and urban comfort (Tavares, 2015). We focus on the Christchurch Blueprint for rebuilding the central city, and critically examine the post-earthquake paths the city is following regarding its green and grey infrastructures and the resulting urban environment. We discuss the performance and appropriateness of the current Blueprint in post-earthquake Christchurch, particularly as it relates to the challenges that climate change is creating for cities worldwide.
Lincoln University and CBRE, a commercial real estate service provider,
have conducted research to investigate the impacts of the Canterbury
earthquake on the commercial office market in Christchurch. The 22
February 2011 Canterbury earthquake had a devastating impact on
Christchurch property with significant damage caused to land and
buildings. As at January 2012, around 740 buildings have either been
demolished or identified to be demolished in central Christchurch. On
top of this, around 140 buildings have either been partially demolished
or identified to be partially demolished. The broad aims of our research are to (i) examine the nature and extent
of the CBD office relocation, (ii) identify the nature of the occupiers, (iii)
determine occupier’s perceptions of the future: their location and space
needs post the February earthquake, and the likelihood of relocating
back to the CBD after the rebuild, and (iv) find out what occupiers see
as the future of the CBD, and how they want this to look.
When a tragedy occurs of local or national scale throughout the world a memorial is often built to remember the victims, and to keep the tragedy fresh in the minds of generations with the conviction that this must not be repeated. Memorials to commemorate natural disasters very to the objective of a human induced tragedy in that future catastrophic events that affect the lives and livelihood of many citizens are sure to reoccur in countries that are geographically pre-disposed to the ravages of nature. This thesis examines memorial sites as case studies in New Zealand and Japan to explore the differences in how these two countries memorialise earthquakes, and tsunamis in the case of Japan, and whether there are lessons that each could learn from each other. In so doing, it draws largely on scholarly literature written about memorials commemorating war as little is written on memorials that respond to natural disasters. Visited case sites in both countries are analysed through multiple qualitative research methods with a broad view of what constitutes a memorial when the landscape is changed by the devastation of a natural disaster. How communities prepare for future events through changes in planning legislation, large scale infrastructure, tourism and preparedness for personal safety are issues addressed from the perspective of landscape architecture through spatial commemorative places. The intentions and meanings of memorials may differ but in the case of a memorial of natural disaster there is a clear message that is common to all. To reduce the severity of the number of deaths and level of destruction, education and preparedness for future events is a key aim of memorials and museums.
A series of earthquakes has forced Christchurch to re-plan and rebuild. Discussions about rebuilding strategies have emphasized the intention of making it a city for the future, sustainable and vibrant. This paper discusses the relationship between microclimate and urban culture in Christchurch based upon the concept of urban comfort. It explores the relationships between environment, people and culture to help understand the local requirements for urban landscape design. In this paper we claim
that cultural requirements also should be taken into account when looking for sustainable strategies. A distinctive feature of this research is its focus on the way people are adapting to both surviving prequake and new post‐quake environments. Preliminary findings from the first year of field work using participant observation and 61 in‐depth interviews with Christchurch residents are presented. The interviews were carried out in a variety of
urban settings including: established sites (places sustaining relatively little damage) and emerging
sites (those requiring rebuilding) during 2011‐2012. Evidence from the interviews highlight future challenges regarding sustainability and urban comfort issues. Post‐quake Christchurch presents a remarkable opportunity to design an urban landscape which provides environmental, economic, social and cultural sustainability. However, to achieve successful outcomes it is fundamental to respond to the local culture. Field data suggest that the strong connections between urban and rural settings present in local culture, lifestyle and landscape generate a particular aesthetic and recreation preference for urban spaces, which should be considered in the urban landscape design strategies.
"Prior to the devastating 2010-2011 Canterbury earthquakes, the city of Christchurch was already exhibiting signs of a housing affordability crisis. The causes and symptoms were similar to those being experienced in Auckland, but the substantial damage to the housing stock caused by the earthquakes added new dimensions and impetus to the problem. Large swathes of the most affordable housing stock in the east of the city were effectively destroyed by the earthquakes. In itself this would have pushed the mean house price upwards, but compounding problems exacerbated the situation. These include the price effects of reduced supply of both rented and owned housing and increased demand from both displaced residents and an influx of rebuild workers. The need for additional temporary housing while repairs were undertaken and the associated insurance pay-outs bidding up rents with improved rental returns leading to increased interest in property investment. Land supply constraints and consenting issues inhibiting the build of new housing and political infighting and uncertainty regarding the future of parts of the city leading to a flight of development activity to peripheral locations and adjoining local authorities. Concerns that the erosion of the city council rating base combined with inadequacy of insurance cover for infrastructure will lead to large rates increases, increased development costs and reduced amenities and services in future years. These and other issuers will be elaborated on in this paper with a view to exploring the way forward for affordable housing Christchurch City."

The objective of this is to understand better how the tourism sector sees its future and what challenges and opportunities lie ahead in both the short and longer term. State of the Tourism Sector 2012 provides a current view of the tourism sector for those within the industry and for external stakeholders who have an interest in tourism in New Zealand.
The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.
The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.On 2 March 1987 the Bay of Plenty region suffered an earthquake
of magnitude 6.3 on the Richter scale, centred at Edgecumbe.
Severe damage to personal and industrial property and
drainage systems occurred.
In hindsight, although much of the damage was covered by insurance,
loans, public and government contributions, the continuing
reconstruction costs have had a tremendous impact financially
on individuals and the District as a whole.
By highlighting some of these ongoing costs and suggestions of
alternatives other Rural communities may be better prepared to
lessen the effect of a natural disaster such as the Edgecumbe
Earthquake of 1987.
While there are varying definitions of the term ‘social cohesion’, a number of common themes regularly surface to describe what cohesive societies look like. Previous studies using known indicators of social cohesion have often been conducted at the international level for cross-country comparison, while there has been less focus on social cohesion within countries. The purpose of this research is to identify if indicators of social cohesion can be used to map trends at the city level in order to draw meaningful conclusions, particularly in the aftermath of a natural disaster. Using known indicators of social cohesion and Christchurch City as the basis for this study, variations in social cohesion have been found within the city wards, that preceded but were affected by the events of the Canterbury earthquakes during 2010/11. These findings have significant policy implications for the future of Christchurch, as city leaders work towards the recovery of and subsequent rebuilding of communities.

The concept of geoparks was first introduced in the first international conference on geoparks held in China in 2004. Here in New Zealand, Kiwis are accustomed to national parks, land reserves, marine reserves, and urban cities and regional parks. The concept of these protected areas has been long-standing in the country, whereas the UNESCO concept of geoparks is still novel and yet to be established in New Zealand.
In this dissertation, I explored the geopark concept for better understanding of its merits and examined the benefits of geotourism attractions as a sustainable economic development strategy to retrieve a declining rural economy. This research is focused on Kaikoura as a case study with geological significance, and emphasizes pre-earthquake existing geological heritages and new existing geological heritages post-earthquake to determine whether the geopark concept is appropriate and what planning framework is available to process this concept proposal should Kaikoura be interested in future.

prepared in partnership with Lincoln University. The objective of this is to understand better how
the tourism sector sees its future and what challenges and opportunities lie ahead in both the short
and longer term. State of Sector 2011, alongside the ongoing series of TIA Insights and other
consultations that TIA is undertaking in its research work programme, is aimed at informing
participants at the Tourism Summit taking place in Wellington on 13 July 2011. This information is a
key driver in assisting with the development of the 2011 Tourism Industry Election Manifesto. State
of the Sector 2011 also ultimately provides a current view of the tourism sector for those within the
industry and for external stakeholders who have an interest in tourism in New Zealand.
On 4 September 2010, a 7.1 magnitude earthquake struck near Darfield, 40 kilometres west of Christchurch, New Zealand. The quake caused significant damage to land and buildings nearby, with damage extending to Christchurch city. On 22 February 2011, a 6.3 magnitude earthquake struck Christchurch, causing extensive and significant damage across the city and with the loss of 185 lives. Years on from these events, occasional large aftershocks continue to shake the region.
Two main entomological collections were situated within close proximity to the 2010/11 Canterbury earthquakes. The Lincoln University Entomology Research Collection, which is housed on the 5th floor of a 7 storey building, was 27.5 km from the 2010 Darfield earthquake epicentre. The Canterbury Museum Entomology Collection, which is housed in the basement of a multi-storeyed heritage building, was 10 km from the 2011 Christchurch earthquake epicentre. We discuss the impacts of the earthquakes on these collections, the causes of the damage to the specimens and facilities, and subsequent efforts that were made to prevent further damage in the event of future seismic events. We also discuss the wider need for preparedness against the risks posed by natural disasters and other catastrophic events.
An emerging water crisis is on the horizon and is poised to converge with several other impending problems in the 21st century. Future uncertainties such as climate change, peak oil and peak water are shifting the international focus from a business as usual approach to an emphasis on sustainable and resilient strategies that better meet these challenges. Cities are being reimagined in new ways that take a multidisciplinary approach, decompartmentalising functions and exploring ways in which urban systems can share resources and operate more like natural organisms. This study tested the landscape design implications of wastewater wetlands in the urban environment and evaluated their contribution to environmental sustainability, urban resilience and social development. Black and grey water streams were the central focus of this study and two types of wastewater wetlands, tidal flow (staged planning) and horizontal subsurface flow wetlands were tested through design investigations in the earthquake-affected city of Christchurch, New Zealand. These investigations found that the large area requirements of wastewater wetlands can be mitigated through landscape designs that enhance a matrix of open spaces and corridors in the city.
Wastewater wetlands when combined with other urban and rural services such as food production, energy generation and irrigation can aid in making communities more resilient. Landscape theory suggests that the design of wastewater wetlands must meet cultural thresholds of beauty and that the inclusion of waste and ecologies in creatively designed landscapes can deepen our emotional connection to nature and ourselves.
The magnitude 7.8 earthquake that struck North Canterbury, on the east coast of New Zealand’s South Island on 14 November 2016 had significant impacts and implications for the community of Kaikōura and surrounding settlements. The magnitude and scope of this event has resulted in extensive and ongoing geological and geophysical research into the event. The current paper complements this research by providing a review of existing social science research and offering new analysis of the impact of the earthquake and its aftermath on community resilience in Kaikōura over the past five years. Results demonstrate the significant economic implications for tourism, and primary industries. Recovery has been slow, and largely dependent on restoring transportation networks, which helped catalyse cooperation among local hospitality providers. Challenges remain, however, and not all sectors or households have benefited equally from post-quake opportunities, and long-term recovery trajectories continue to be hampered by COVID-19 pandemic. The multiple ongoing and future stressors faced by Kaikōura require integrated and equitable approaches in order to build capability and capacity for locally based development pathways to ensure long-term community resilience.
Today there is interest in building resilient communities. Identifying and managing the risks of natural hazards with communities who face compounding hazards is challenging. Alpine ski areas provide a unique context to study this challenging and complex process. The traditional approach taken to manage natural hazards is discipline-centric and focuses on common (e.g. high probability low consequence) natural hazards such as avalanches. While this thesis acknowledges that the common approach is rational, it argues that we can extend our communities of practice to include rare (e.g. low probability / high consequence) natural hazards such as earthquakes. The dynamically complex nature of these ‘rare’ hazards limits our understanding about them, but by seeking and using the lived experiences of people in mountain communities some knowledge can be gained to help improve our understanding of how to adapt. This study focuses on such an approach in the context of alpine ski areas prone to earthquakes as a first step toward identifying key policy opportunities for hazard mitigation in general.
The contributions can be broken down into methodological, contextual, and theoretical pursuits, as well as opportunities for improving future research. A development mixed method triangulated approach was justified because the research problem (i.e. earthquakes in ski areas) has had little consideration. The context provided the opportunity to test the integration of methods while dealing with the challenges of research in a novel context. Advancement to fuzzy cognitive mapping was achieved through the use of unsupervised neural networks (Self-organizing Maps or Kohonen Maps). The framework applied in the multi-site case study required a synthesis of current approaches, advances to methods and a functional use of cultural theory. Different approaches to participatory policy development were reviewed to develop a research protocol that was accessible.
Cultural theory was selected as a foundation for the thesis because of its’ preference for plural rationalities from five ways of organizing. Moreover, the study undertook a shift away from the dichotomy of ‘methodological individualism’ and ‘methodological collectivism’ and instead chose the dividual (i.e. social solidarities that consist of culural biases, behavioral strategies and social relations) as a consistent unit of analysis despite three different methodologies including: field studies, qualitative interviews, and fuzzy cognitive maps. In this sense, the thesis sought to move away from ‘elegant solutions’ from singular solidarities or methods toward a research philosophy that sustains requisite variety and clumsy solutions. Overall the approach was a trandisciplinary framework that is a step toward sustainable hazards mitigation.
The results indicate that the selections of risks and adaptation strategies associated with the in-situ hazards are driven by roles that managers, workers, and riders play in the context. Additionally, fuzzy cognitive maps were used as an extension of qualitative interviews and demonstrated the potential for power struggles that may arise between participant groups when considering strategies for preparation, response and recovery. Moreover, the results stress that prolonged engagement with stakeholders is necessary to improve the policy development process. Some comments are made on the compatibility condition of congruence between cultural biases, behavioural strategies, and social relations. As well, inclusion of the hermit/autonomous solidarities is stressed as a necessary component of future applications of cultural theory. The transdisciplinary mixed-method framework is an approach that can be transferred to many other vital areas of research where integration is desirable.
Liquefaction affects late Holocene, loose packed and water saturated sediment subjected to cyclical shear stress. Liquefaction features in the geological record are important off-fault markers that inform about the occurrence of moderate to large earthquakes (> 5 Mw). The study of contemporary liquefaction features provides a better understanding of where to find past (paleo) liquefaction features, which, if identified and dated, can provide information on the occurrence, magnitude and timing of past earthquakes. This is particularly important in areas with blind active faults.
The extensive liquefaction caused by the 2010-2011 Canterbury Earthquake Sequence (CES) gave the geoscience community the opportunity to study the liquefaction process in different settings (alluvial, coastal and estuarine), investigating different aspects (e.g. geospatial correlation with landforms, thresholds for peak ground acceleration, resilience of infrastructures), and to collect a wealth geospatial dataset in the broad region of the Canterbury Plains.
The research presented in this dissertation examines the sedimentary architecture of two environments, the alluvial and coastal settings, affected by liquefaction during the CES. The novel aim of this study is to investigate how landform and subsurface sedimentary architecture influence liquefaction and its surface manifestation, to provide knowledge for locating studies of paleoliquefaction in future.
Two study cases documented in the alluvial setting showed that liquefaction features affected a crevasse splay and point bar ridges. However, the liquefaction source layer was linked to paleochannel floor deposits below the crevasse splay in the first case, and to the point bar deposits themselves in the second case.
This research documents liquefaction features in the coastal dune system of the Canterbury Plains in detail for the first time. In the coastal dune setting the liquefiable layer is near the surface. The pore water pressure is vented easily because the coastal dune soil profile is entirely composed of non-cohesive, very well sorted sandy sediment that weakly resists disturbance from fluidised sediment under pressure. As a consequence, the liquefied flow does not need to find a specific crack through which the sediment is vented at the surface; instead, the liquefied sand finds many closely spaced conduits to vent its excess of pore water pressure. Therefore, in the coastal dune setting it is rare to observe discrete dikes (as they are defined in the alluvial setting), instead A horizon delamination (splitting) and blistering (near surface sills) are more common. The differences in styles of surface venting lead to contrasts in patterns of ejecta in the two environments. Whereas the alluvial environment is characterised by coalesced sand blows forming lineations, the coastal dune environment hosts apparently randomly distributed isolated sand blows often associated with collapse features.
Amongst the techniques tested for the first time to investigate liquefaction features are: 3D GPR, which improved the accuracy of the trenching even six years after the liquefaction events; thin section analysis to investigate sediment fabric, which helped to discriminate liquefied sediment from its host sediment, and modern from paleoliquefaction features; a Random Forest classification based on the CES liquefaction map, which was used to test relationships between surface manifestation of liquefaction and topographic parameters. The results from this research will be used to target new study sites for future paleoliquefaction research and thus will improve the earthquake hazard assessment across New Zealand.

Study focus: Low-lying coastal cities worldwide are vulnerable to shallow groundwater salinization caused by saltwater intrusion and anthropogenic activities. Shallow groundwater salinization can have cascading negative impacts on municipal assets, but this is rarely considered compared to impacts of salinization on water supply. Here, shallow groundwater salinity was sampled at high spatial resolution (1.3 piezometer/km²), then mapped and spatially interpolated. This was possible due to a uniquely extensive set of shallow piezometers installed in response to the 2010–11 Canterbury Earthquake Sequence to assess liquefaction risk. The municipal assets located within the brackish groundwater areas were highlighted. New hydrological insights for the region: Brackish groundwater areas were centred on a spit of coastal sand dunes and inside the meander of a tidal river with poorly drained soils. The municipal assets located within these areas include: (i) wastewater and stormwater pipes constructed from steel-reinforced concrete, which, if damaged, are vulnerable to premature failure when exposed to chloride underwater, and (ii) 41 parks and reserves totalling 236 ha, within which salt-intolerant groundwater-dependent species are at risk. This research highlights the importance of determining areas of saline shallow groundwater in low-lying coastal urban settings and the co-located municipal assets to allow the prioritisation of sites for future monitoring and management.
Oarai is a coastal town in Ibaraki Prefecture, Japan, affected by the Great East Japan Earthquake in 2011. The disaster severely damaged local industries, and the local tourism sector faced a sharp decline followed the event. To overcome the conundrum, the local tourism businesses have taken the opportunity to collaborate with an anime called Girls und Panzer, which has been developed by an external animation production studio. This collaboration has resulted in huge success, and the drop in the local tourism industry had been largely reversed, but has resulted in a significant change to the tourism system. This thesis explores the activities and outcomes of this tourism industry reimagining. A mixed-method approach was used to investigate the perception of local tourism businesses to the current Oarai tourism system, and examine the transformative effect of the disaster and its aftermath. Perceptions of disaster impact and anime tourism development were analysed through surveys (n=73) and interviews (n=2) which focused on tourism business operators, while participant observation was conducted to create the image of anime tourism operation in Oarai. Results show that the development of anime tourism in Oarai successfully helped the local tourism businesses to recover from the disaster. As new agencies and organisations joined the anime tourism network, anime tourism increased communication between stakeholders, and improved the resilience of the community. The new tourism development has transformed the local tourism industry, to some extent, however. the future trajectory of anime tourism in Oarai is difficult to forecast, and there is scope for longitudinal research of this tourism system.
Group case study report prepared for lecturers Ton Buhrs and Roy Montgomery by students of ERST 635 at Lincoln University, 2013.The New Zealand Government’s decision to establish a unitary authority in the Auckland Region has provided much of the context and impetus for this review of current governance arrangements in the Canterbury region, to determine whether or not they are optimal for taking the communities of greater Christchurch into the future. A number of local governance academics, as well as several respected political pundits, have prophesised that the Auckland ‘Super City’ reforms of 2009 will have serious implications and ramifications for local governance arrangements in other major cities, particularly Wellington and Christchurch. Wellington councils have already responded to the possibility of change by undertaking a series of reports on local governance arrangements, as well as a major review led by Sir Geoffrey Palmer, to investigate options for governance reform. Alongside these developments, the Christchurch earthquakes beginning in September 2010 have raised a myriad of new and complex governance issues, which may or may not be able to be addressed under the status quo, while the replacement of Regional Councillors’ with centrally-appointed Commissioners is suggestive of government dissatisfaction with current arrangements. With these things in mind, the research group has considered local government in Canterbury and the greater Christchurch area in the wider governance context. It does not limit discussion to only the structure of local government in Canterbury but rather, as the brief (Appendix 1) indicates, considers more broadly the relationship between central, regional, and local tiers of government, as well as the relationship between local government and local communities.
Numerous studies have shown that urban soils can contain elevated concentrations of heavy metals (HMs). Christchurch, New Zealand, is a relatively young city (150 years old) with a population of 390,000. Most soils in Christchurch are sub-urban, with food production in residential gardens a popular activity. Earthquakes in 2010 and 2011 have resulted in the re-zoning of 630 ha of Christchurch, with suggestions that some of this land could be used for community gardens. We aimed to determine the HM concentrations in a selection of suburban gardens in Christchurch as well as in soils identified as being at risk of HM contamination due to hazardous former land uses or nearby activities. Heavy metal concentrations in suburban Christchurch garden soils were higher than normal background soil concentrations. Some 46% of the urban garden samples had Pb concentrations higher than the residential land use national standard of 210 mg kg⁻¹, with the most contaminated soil containing 2615 mg kg⁻¹ Pb. Concentrations of As and Zn exceeded the residential land use national standards (20 mg kg⁻¹ As and 400 mg kg⁻¹ Zn) in 20% of the soils. Older neighbourhoods had significantly higher soil HM concentrations than younger neighbourhoods. Neighbourhoods developed pre-1950s had a mean Pb concentration of 282 mg kg⁻¹ in their garden soils. Soil HM concentrations should be key criteria when determining the future land use of former residential areas that have been demolished because of the earthquakes in 2010 and 2011. Redeveloping these areas as parklands or forests would result in less human HM exposure than agriculture or community gardens where food is produced and bare soil is exposed.
Following the 2010 and 2011 earthquakes Christchurch is undergoing extensive development on the periphery of the city. This has been driven in part by the large numbers of people who have lost their homes. Prior to the earthquakes, Christchurch was already experiencing placeless subdivisions and now these are being rolled out rapidly thanks to the efficiency of a formula that has been embraced by the Council, developers and the public alike. However, sprawling subdivisions have a number of issues including inefficient land use, limited housing types, high dependence on motor vehicles and low levels of resilience and no sense of place. Sense of place is of particular interest due to its glaring absence from new subdivisions and its growing importance in the literature.
Research shows that sense of place has benefits to our feeling of belonging, well-being, and self-identity, particularly following a disaster. It improves the resilience and sustainability of our living environment and fosters a connection to the landscape thereby making us better placed to respond to future changes. Despite these benefits, current planning models such as new urbanism and transit-oriented design tend to give sense of place a low priority and as a result it can get lost. Given these issues, the focus of this research is “can landscape driven sense of place drive subdivision design without compromising on other urban planning criteria to produce subdivisions that address the issues of sprawl, as well as achieving the benefits associated with a strong sense of place that can improve our overall quality of life?”
Answering this question required a thorough review of current urban planning and sense of place literature. This was used to critique existing subdivisions to gain a thorough understanding of the issues. The outcomes of this led to extensive design exploration which showed that, not only is it possible to design a subdivision with sense of place as the key driver but by doing this, the other urban planning criteria become easier to achieve.
There is strong consensus in the civil defence and emergency management literature that public participation is essential for a 'good' recovery. However, there is a paucity of research detailing how this community-led planning should be carried out in the real world. There are few processes or timelines for communities to follow when wanting to plan for themselves, nor is there a great deal of advice for communities who want to plan for their own recovery. In short, despite this consensus that community involvement is desireable, there is very little information available as to the nature of this involvement or how communities might facilitate this. It is simply assumed that communities are willing and able to participate in the recovery process and that recovery authorities will welcome, encourage, and enable this participation. This is not always the case, and the result is that community groups can be left feeling lost and ineffective when trying to plan for their own recovery.
In attempting to address this gap, my study contributes to a better understanding of community involvement in recovery planning, based on research with on particular a community group (SPRIG), who has undertaken their own form of community-led planning in a post-disaster environment. Through group observations and in-depth interviews with members of SPRIG, I was able to identify various roles for such groups in the post-disaster recovery process. My research also contributes to an enhanced understanding of the process a community group might follow to implement their own form of post-disaster recovery planning, with the main point being that any planning should be done side by side with local authorities. Finally, I discovered that a community group will face organisational, community and institutional challenges when trying to plan for their area; however, despite these challenges, opportunities exist, such as the chance to build a better future.
Orientation: Large-scale events such as disasters, wars and pandemics disrupt the economy by diverging resource allocation, which could alter employment growth within the economy during recovery.
Research purpose: The literature on the disaster–economic nexus predominantly considers the aggregate performance of the economy, including the stimulus injection. This research assesses the employment transition following a disaster by removing this stimulus injection and evaluating the economy’s performance during recovery.
Motivation for the study: The underlying economy’s performance without the stimulus’ benefit remains primarily unanswered. A single disaster event is used to assess the employment transition to guide future stimulus response for disasters.
Research approach/design and method: Canterbury, New Zealand, was affected by a series of earthquakes in 2010–2011 and is used as a single case study. Applying the historical construction–economic relationship, a counterfactual level of economic activity is quantified and compared with official results. Using an input–output model to remove the economy-wide impact from the elevated activity reveals the performance of the underlying economy and employment transition during recovery.
Main findings: The results indicate a return to a demand-driven level of building activity 10 years after the disaster. Employment transition is characterised by two distinct periods. The first 5 years are stimulus-driven, while the 5 years that follow are demand-driven from the underlying economy. After the initial period of elevated building activity, construction repositioned to its long-term level near 5% of value add. Practical/managerial implications: The level of building activity could be used to confidently assess the performance of regional economies following a destructive disaster. The study results argue for an incentive to redevelop the affected area as quickly as possible to mitigate the negative effect of the destruction and provide a stimulus for the economy. Contribution/value-add: This study contributes to a growing stream of regional disaster economics research that assesses the economic effect using a single case study.
Prognostic modelling provides an efficient means to analyse the coastal environment and provide effective knowledge for long term urban planning. This paper outlines how the use of SWAN and Xbeach numerical models within the ESRI ArcGIS interface can simulate geomorphological evolution through hydrodynamic forcing for the Greater Christchurch coastal environment. This research followed the data integration techniques of Silva and Taborda (2012) and utilises their beach morphological modelling tool (BeachMM tool). The statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 were examined to determine whether these requirements are currently being complied with when applying the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013), and it would appear that it does not meet those requirements. This is because coastal hazard risk has not been thoroughly quantified by the installation of the Canterbury Earthquake Recovery Authority (CERA) residential red zone. However, the Christchurch City Council’s (CCC) flood management area does provide an extent to which managed coastal retreat is a real option. This research assessed the effectiveness of the prognostic models, forecasted a coastline for 100 years from now, and simulated the physical effects of extreme events such as storm surge given these future predictions. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon similar to the CCC’s flood management area. There are complex interactions at the Waimakariri River mouth with very high rates of accretion and erosion within a small spatial scale due to the river discharge. There is domination of the marine environment over the river system determined by the lack of generation of a distinct river delta, and river channel has not formed within the intertidal zone clearly. The Avon-Heathcote ebb tidal delta aggrades on the innner fan and erodes on the outer fan due to wave domination. The BeachMM tool facilitates the role of spatial and temporal analysis effectively and the efficiency of that performance is determined by the computational operating system.
Aotearoa New Zealand’s population has grown rapidly from 3.85 million in 2000, to 5 million in 2020. Ethnic diversity has consequently increased. Territorial Authorities (TAs) undertaking statutory consultation and wider public engagement processes need to respond to increased diversity and foster inclusivity. Inclusivity is necessary to facilitate a greater understanding of TA statutory functions, as well as to encourage awareness and participation in annual planning processes, and resource management plans and consents. We examined perceptions, and experiences, of planning within the ethnic Chinese immigrant population of Christchurch. The Chinese ethnic group is a significant part of the city’s population and is in itself derived from diverse cultural and language backgrounds. We surveyed 111 members of this community, via social media and in person, to identify environmental and planning issues of concern to them. We sought to ascertain their previous engagement with planning processes and to gauge their willingness for future involvement. We also undertook a small number of semi-structured interviews with Chinese immigrants to explore their experiences with planning in more detail. Results showed only 6% of respondents had been engaged in any planning processes, despite only 20% being unwilling to participate. We analysed these responses by gender, age, visa category, and length of time resident in Christchurch. Notwithstanding the low level of reported engagement, earthquake recovery (70% of respondents) along with water quality, transport, and air quality were the most important issues of concern. However, there was a general lack of awareness of the ability to make public submissions on these and other issues, and of the statutory responsibilities of TAs. We discuss possible explanations and provide several suggestions for TAs to increase awareness and to improve engagement. This includes further research to assist in identifying the nature of barriers as well as the effectiveness of trialling different solutions.
The city of Ōtautahi/Christchurch experienced a series of earthquakes that began on September 4th, 2010. The most damaging event occurred on February 22nd, 2011 but significant earthquakes also occurred on June 13th and December 23rd with aftershocks still occurring well into 2012. The resulting disaster is the second deadliest natural disaster in New Zealand’s history with 185 deaths. During 2011 the Canterbury earthquakes were one of the costliest disasters worldwide with an expected cost of up to $NZ30 billion.
Hundreds of commercial buildings and thousands of houses have been destroyed or are to be demolished and extensive repairs are needed for infrastructure to over 100,000 homes. As many as 8,900 people simply abandoned their homes and left the city in the first few months after the February event (Newell, 2012), and as many as 50,000 may leave during 2012. In particular, young whānau and single young women comprised a disproportionate number of these migrants, with evidence of a general movement to the North Island.
Te Puni Kōkiri sought a mix of quantitative and qualitative research to examine the social and economic impacts of the Christchurch earthquakes on Māori and their whānau. The result of this work will be a collection of evidence to inform policy to support and assist Māori and their whānau during the recovery/rebuild phases. To that end, this report triangulates available statistical and geographical information with qualitative data gathered over 2010 and 2011 by a series of interviews conducted with Māori who experienced the dramatic events associated with the earthquakes.
A Māori research team at Lincoln University was commissioned to undertake the research as they were already engaged in transdisciplinary research (began in the May 2010), that focused on quickly gathering data from a range of Māori who experienced the disaster, including relevant economic, environmental, social and cultural factors in the response and recovery of Māori to these events.
Participants for the qualitative research were drawn from Māori whānau who both stayed and left the city. Further data was available from ongoing projects and networks that the Lincoln research team was already involved in, including interviews with Māori first responders and managers operating in the CBD on the day of the February event. Some limited data is also available from younger members of affected whānau.
Māori in Ōtautahi/Christchurch City have exhibited their own culturally-attuned collective responses to the disaster. However, it is difficult to ascertain Māori demographic changes due to a lack of robust statistical frameworks but Māori outward migration from the city is estimated to range between 560 and 1,100 people.
The mobility displayed by Māori demonstrates an important but unquantified response by whānau to this disaster, with emigration to Australia presenting an attractive option for young Māori, an entrenched phenomenon that correlates to cyclical downturns and the long-term decline of the New Zealand economy. It is estimated that at least 315 Māori have emigrated from the Canterbury region to Australia post-quake, although the disaster itself may be only one of a series of events that has prompted such a decision.
Māori children made up more than one in four of the net loss of children aged 6 to 15 years enrolled in schools in Greater Christchurch over the year to June 2011. Research literature identifies depression affecting a small but significant number of children one to two years post-disaster and points to increasing clinical and organisational demands for Māori and other residents of the city.
For those residents in the eastern or coastal suburbs – home to many of the city’s Māori population - severe damage to housing, schools, shops, infrastructure, and streets has meant disruption to their lives, children’s schooling, employment, and community functioning. Ongoing abandonment of homes by many has meant a growing sense of unease and loss of security, exacerbated by arson, burglaries, increased drinking, a stalled local and national economy, and general confusion about the city’s future.
Māori cultural resilience has enabled a considerable network of people, institutions, and resources being available to Māori , most noticeably through marae and their integral roles of housing, as a coordinating hub, and their arguing for the wider affected communities of Christchurch.
Relevant disaster responses need to be discussed within whānau, kōhanga, kura, businesses, communities, and wider neighbourhoods. Comprehensive disaster management plans need to be drafted for all iwi in collaboration with central government, regional, and city or town councils.
Overall, Māori are remarkably philosophical about the effects of the disaster, with many proudly relishing their roles in what is clearly a historic event of great significance to the city and country. Most believe that ‘being Māori’ has helped cope with the disaster, although for some this draws on a collective history of poverty and marginalisation, features that contribute to the vulnerability of Māori to such events.
While the recovery and rebuild phases offer considerable options for Māori and iwi, with Ngāi Tahu set to play an important stakeholder in infrastructural, residential, and commercial developments, some risk and considerable unknowns are evident. Considerable numbers of Māori may migrate into the Canterbury region for employment in the rebuild, and trades training strategies have already been established.
With many iwi now increasingly investing in property, the risks from significant earthquakes are now more transparent, not least to insurers and the reinsurance sector. Iwi authorities need to be appraised of insurance issues and ensure sufficient coverage exists and investments and developments are undertaken with a clear understanding of the risks from natural hazards and exposure to future disasters.
On 14 November 2016, a magnitude (Mw) 7.8 earthquake struck the small coastal settlement of Kaikōura, Aotearoa-New Zealand. With an economy based on tourism, agriculture, and fishing, Kaikōura was immediately faced with significant logistical, economic, and social challenges caused by damage to critical infrastructure and lifelines, essential to its main industries. Massive landslips cut offroad and rail access, stranding hundreds of tourists, and halting the collection, processing and distribution of agricultural products. At the coast, the seabed rose two metres, limiting harbour-access to high tide, with implications for whale watching tours and commercial fisheries. Throughout the region there was significant damage to homes, businesses, and farmland, leaving owners and residents facing an uncertain future. This paper uses qualitative case study analysis to explore post-quake transformations in a rural context. The aim is to gain insight into the distinctive dynamics of disaster response mechanisms, focusing on two initiatives that have emerged in direct response to the disaster. The first examines the ways in which agriculture, food harvesting, production and distribution are being reimagined with the potential to enhance regional food security. The second examines the rescaling of power in decision-making processes following the disaster, specifically examining the ways in which rural actors are leveraging networks to meet their needs and the consequences of that repositioning on rural (and national) governance arrangements. In these and other ways, the local economy is being revitalised, and regional resilience enhanced through diversification, capitalising not on the disaster but the region's natural, social, and cultural capital. Drawing on insights and experience of local stakeholders, policy- and decision-makers, and community representatives we highlight the diverse ways in which these endeavours are an attempt to create something new, revealing also the barriers which needed to be overcome to reshape local livelihoods. Results reveal that the process of transformation as part of rural recovery must be grounded in the lived reality of local residents and their understanding of place, incorporating and building on regional social, environmental, and economic characteristics. In this, the need to respond rapidly to realise opportunities must be balanced with the community-centric approach, with greater recognition given to the contested nature of the decisions to be made. Insights from the case examples can inform preparedness and recovery planning elsewhere, and provide a rich, real-time example of the ways in which disasters can create opportunities for reimagining resilient futures.
The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.At 4.35am on 4th September 2010, Canterbury was hit by an earthquake measuring 7.1 on the
Richter scale. On 22nd February 2011 and 13th June 2011 a separate fault line approximately
35km from the first, ruptured to inflict two further earthquakes measuring 6.3 and 6.0
respectively. As a direct result of the February earthquake, 181 people lost their lives. Some
commentators have described this series of earthquakes as the most expensive global
insurance event of all time.
These earthquakes and the more than 7000 associated aftershocks have had a significant
physical impact on parts of Canterbury and virtually none on others. The economic, social and
emotional impacts of these quakes spread across Canterbury and beyond.
Waimakariri district, north of Christchurch, has reflected a similar pattern, with over 1400 houses
requiring rebuild or substantial repair, millions of dollars of damage to infrastructure, and
significant social issues as a result. The physical damage in Waimakiriri District was
predominately in parts of Kaiapoi, and two small beach settlements, The Pines and Kairaki
Beach with pockets elsewhere in the district. While the balance of the district is largely
physically untouched, the economic, social, and emotional shockwaves have spread across the
district. Waimakariri district consists of two main towns, Rangiora and Kaiapoi, a number of
smaller urban areas and a larger rural area. It is considered mid-size in the New Zealand local
government landscape.
This paper will explore the actions and plans of Waimakiriri District Council (WDC) in the
Emergency Management Recovery programme to provide context to allow a more detailed
examination of the planning processes prior to, and subsequent to the earthquakes. This study
looked at documentation produced by WDC, applicable legislation and New Zealand
Emergency Management resources and other sources. Key managers and elected
representatives in the WOC were interviewed, along with a selection of governmental and nongovernmental
agency representatives. The interview responses enable understanding of how
central Government and other local authorities can benefit from these lessons and apply them
to their own planning.
It is intended that this paper will assist local government organisations in New Zealand to
evaluate their planning processes in light of the events of 2010/11 in Canterbury and the
lessons from WDC.
