This article reports on a study of community attitudes to cruise tourism in Akaroa, New Zealand. An important dimension of this study is the significant rate of growth in cruise arrivals over a short period of time as the result of the 2010/11 Canterbury earthquakes. Data were collected via a postal survey of the Akaroa community, and yielded a response rate of 56.6% (n = 316). The results indicate that despite the recent growth in arrivals, the Akaroa community holds a largely favorable opinion of cruise tourism. Importantly, the impacts identified by respondents were more closely aligned to threats to their identity as a destination, rather than problems with tourism, per se.

Modern cities are surprisingly dependent on tourism and competition among them for tourist dollars—both domestically and internationally—can be extreme. New Zealand’s second city, Christchurch, is no exception. In 2009, tourism reportedly earned $2.3 billion and accounted for more than 12 per cent of the region’s employment. Then came a series of devastating earthquakes that claimed 185 lives and decimated the city’s infrastructure. More than 10,000 earthquakes and aftershocks have radically altered Christchurch’s status as a tourism destination. Two years on, what is being done to recover from one of the world’s largest natural disasters? Can the “Garden City” reassert itself as a highly-desirable Australasian destination with a strong competitive advantage over rivals that have not been the target of natural disasters.

Initial recovery focus is on road access (especially the inland SH70) although attention also needs to be focussed on the timelines for reopening SH1 to the south. Information on progress and projected timelines is updated daily via NZTA (www.nzta.govt.nz/eq-travel ). Network analyses indicate potential day trip access and re-establishment of the Alpine Pacific triangle route. When verified against ‘capacity to host’ (Part 2 (15th December) there appears to potential for the reestablishment of overnight visits. Establishing secure road access is the key constraint to recovery. In terms of the economic recovery the Kaikoura District has traditionallyattracted a large number of visitors which can be grouped as: second home (and caravan) owners, domestic New Zealand and international travellers. These have been seen through a behaviour lens as “short stop”, ‘day” (where Kaikoura is the specific focal destination) and overnight visitors. At the present restricted access appears to make the latter group less amenable to visiting Kaikoura, not the least because the two large marine mammal operators have a strong focus on international visitors. For the present the domestic market provides a greater initial pathway to recovery. Our experiences in and reflections on Christchurch suggest Kaikoura will not go back to what it once was. A unique opportunity exists to reframe the Kaikoura experience around earthquake geology and its effects on human and natural elements. To capitalise on this opportunity there appears to be a need to move quickly on programming and presenting such experiences as part of a pathway to re-enabling domestic tourists while international visitor bookings and flows can be re-established. The framework developed for this study appears to be robust for rapid post disaster assessment. It needs to be regularly updated and linked with emerging governance and recovery processes.

Akaroa is a small township situated within Akaroa Harbour, on the southern side of Banks Peninsula. It is approximately 75 kilometres, or 90 minutes by car, from Christchurch City. At the 2006 Census of Population and Dwellings, the ‘usually resident’ population of the township was 510 people. In addition to the usually resident population, Akaroa has a large number of non-resident property owners/ratepayers, many of whom own holiday homes. Many of these holiday homes are available as casual rentals (i.e., they may be occupied by people other than the property owners). The township acts as a service centre for the scattered population of the outer bays area of Akaroa Harbour, many of whom work in Akaroa. Akaroa is a popular day trip or short stay destination for Christchurch residents. Akaroa is also known as a destination which draws upon the French heritage of its pioneer settlers and the associated village charm derived from this heritage. Not unexpectedly, given the size and village character of Akaroa, the increase in cruise ship arrivals and passenger numbers has had an impact upon the town’s community.

On November 14, 2016 an earthquake struck the rural districts of Kaikōura and Hurunui on New Zealand’s South Island. The region—characterized by small dispersed communities, a local economy based on tourism and agriculture, and limited transportation connections—was severely impacted. Following the quake, road and rail networks essential to maintaining steady flows of goods, visitors, and services were extensively damaged, leaving agrifood producers with significant logistical challenges, resulting in reduced productivity and problematic market access. Regional tourism destinations also suffered with changes to the number, characteristics, and travel patterns of visitors. As the region recovers, there is renewed interest in the development and promotion of agrifood tourism and trails as a pathway for enhancing rural resilience, and a growing awareness of the importance of local networks. Drawing on empirical evidence and insights from a range of affected stakeholders, including food producers, tourism operators, and local government, we explore the significance of emerging agrifood tourism initiatives for fostering diversity, enhancing connectivity, and building resilience in the context of rural recovery. We highlight the motivation to diversify distribution channels for agrifood producers, and strengthen the region’s tourism place identity. Enhancing product offerings and establishing better links between different destinations within the region are seen as essential. While such trends are common in rural regions globally, we suggest that stakeholders’ shared experience with the earthquake and its aftermath has opened up new opportunities for regeneration and reimagination, and has influenced current agrifood tourism trajectories. In particular, additional funding for tourism recovery marketing and product development after the earthquake, and an emphasis on greater connectivity between the residents and communities through strengthening rural networks and building social capital within and between regions, is enabling more resilient and sustainable futures.

Disaster recovery involves the restoration, repair and rejuvenation of both hard and soft infrastructure. In this report we present observations from seven case studies of collaborative planning from post-earthquake Canterbury, each of which was selected as a means of better understanding ‘soft infrastructure for hard times’. Though our investigation is located within a disaster recovery context, we argue that the lessons learned are widely applicable. Our seven case studies highlighted that the nature of the planning process or journey is as important as the planning objective or destination. A focus on the journey can promote positive outcomes in and of itself through building enduring relationships, fostering diverse leaders, developing new skills and capabilities, and supporting translation and navigation. Collaborative planning depends as much upon emotional intelligence as it does technical competence, and we argue that having a collaborative attitude is more important than following prescriptive collaborative planning formulae. Being present and allowing plenty of time are also key. Although deliberation is often seen as an improvement on technocratic and expert dominated decision-making models, we suggest that the focus in the academic literature on communicative rationality and discursive democracy has led us to overlook other more active forms of planning that occur in various sites and settings. Instead, we offer an expanded understanding of what planning is, where it happens and who is involved. We also suggest more attention be given to values, particularly in terms of their role as a compass for navigating the terrain of decision-making in the collaborative planning process. We conclude with a revised model of a (collaborative) decision-making cycle that we suggest may be more appropriate when (re)building better homes, towns and cities.
