The topic of ‘resilience’ thinking seems of late to have superseded that of ‘sustainability’ thinking. Sustainability means simply that which sustains and lasts but has taken on many different subtle nuances over the last 20 years since it came into common parlance with the Bruntland Report of 1987, which sought to clarify the definition. However, resilience ‘speak’ has become hot property now, especially highlighted since Christchurch experienced a natural disaster in the form of several large earthquakes from Sep 2010 until most recently in December 2011. Many people comment on how resilient people have been, how resilient the city has been, so it seems timely to investigate what resilience actually means and importantly, resilient to what and of what? (Lorenz, 2010). This essay will look at the concept of systems and resilience, definitions and theories will be explored generally and then these concepts will be more closely defined within the context of a particular system, that of Somerfield School located in the western suburbs of Christchurch.

The University of Canterbury has initialized a research program focusing on the seismic sustainability of structures. As part of this program, the relative seismic sustainability of various structures will be assessed to identify those with the highest sustainability for the Christchurch rebuild and general use in New Zealand. This preliminary case study assesses one reinforced concrete (RC) frame structure and one RC wall structure. The scenario loss is evaluated for two earthquake records considering direct losses only in order to explain and illustrate the methodology.

Utility managers are always looking for appropriate tools to estimate seismic damage in wastewater networks located in earthquake prone areas. Fragility curves, as an appropriate tool, are recommended for seismic vulnerability analysis of buried pipelines, including pressurised and unpressurised networks. Fragility curves are developed in pressurised networks mainly for water networks. Fragility curves are also recommended for seismic analysis in unpressurised networks. Applying fragility curves in unpressurised networks affects accuracy of seismic damage estimation. This study shows limitations of these curves in unpressurised networks. Multiple case study analysis was applied to demonstrate the limitations of the application of fragility curves in unpressurised networks in New Zealand. Four wastewater networks within New Zealand were selected as case studies and various fragility curves used for seismic damage estimation. Observed damage in unpressurised networks after the 2007 earthquake in Gisborne and the 2010 earthquake in Christchurch demonstrate the appropriateness of the applied fragility curves to New Zealand wastewater networks. This study shows that the application of fragility curves, which are developed from pressurised networks, cannot be accurately used for seismic damage assessment in unpressurised wastewater networks. This study demonstrated the effects of different parameters on seismic damage vulnerability of unpressurised networks.

The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.

The University of Canterbury CEISMIC Canterbury Earthquake Digital Archive draws on the example of the Centre for History and New Media’s (CHNM) September 11 Archive, which was used to collect digital artefacts after the bombing of the World Trade Centre buildings in 2001, but has gone significantly further than this project in its development as a federated digital archive. The new University of Canterbury Digital Humanities Programme – initiated to build the archive – has gathered together a Consortium of major national organizations to contribute content to a federated archive based on principles of openness and collaboration derived directly from the international digital humanities community.

The context of this study is the increasing need for public transport as issues over high private vehicle usage are becoming increasingly obvious. Public transport services need to compete with private transport to improve patronage, and issues with reliability need to be addressed. Bus bunching affects reliability through disruptions to the scheduled headways. The purpose of this study was to collect and analyse data to compare how travel time and dwell time vary, to explore the variation of key variables, and to better understand the sources of these variations. The Orbiter bus service in Christchurch was used as a case study, as it is particularly vulnerable to bus bunching. The dwell time was found to be more variable than travel time. It appeared the Canterbury earthquake had significantly reduced the average speeds for the Orbiter service. In 1964, Newell and Potts described a basic bus bunching theory, which was used as the basis for an Excel bus bunching model. This model allows input variables to vary stochastically. Random values were generated from four specified distributions derived from manually collected data, allowing variance across all bus platforms and buses. However the complexity resulted in stability and difficulty in achieving convergence, so the model was run in single Monte Carlo simulations. The outputs were realistic and showed a higher degree of bunching behaviour than previous models. The model demonstrated bunching phenomena that had not been observed in previous models, including spontaneously un-pairing, overtaking of buses delayed at platforms, and odd-numbered bunches of three buses. Furthermore, the study identified areas of further research for data collection and model development.

Though there is a broad consensus that communities play a key role in disaster response and recovery, most of the existing work in this area focuses on the activities of donor agencies, formal civil defence authorities, and local/central government. Consequently, there is a paucity of research addressing the on-going actions and activities undertaken by communities and ‘emergent groups’ , particularly as they develop after the immediate civil defence or ‘response’ phase is over. In an attempt to address this gap, this inventory of community-led recovery initiatives was undertaken approximately one year after the most devastating February 2011 earthquake. It is part of on-going project at Lincoln University documenting – and seeking a better understanding of - various emergent communities’ roles in recovery, their challenges, and strategies for overcoming them. This larger project also seeks to better understand how collaborative work between informal and formal recovery efforts might be facilitated at different stages of the process. This inventory was conducted over the December 2011 – February 2012 period and builds on Landcare Research’s Christchurch Earthquake Activity Inventory which was a similar snapshot taken in April 2011. The intention behind conducting this updated inventory is to gain a longitudinal perspective of how community-led recovery activities evolve over time. Each entry is ordered alphabetically and contact details have been provided where possible. A series of keywords have also been assigned that describe the main attributes of each activity to assist searches within this document.

A preliminary case study assessing the seismic sustainability of two reinforced concrete structures, a frame structure and a wall structure, was conducted to determine which structural system is more seismically sustainable. The two structures were designed to the same standards and were assumed to be located in Christchurch, New Zealand. A component-based probabilistic seismic loss assessment, considering direct losses only, was conducted for two ground motion records, regarded to approximately represent a 1 in 500 year earthquake event and a 1 in 2500 year earthquake event, respectively. It is shown that the wall structure results in lower direct losses than the frame structure in the less severe ground motion scenario. However, in the more severe ground motion scenario, the frame structure results in lower direct losses. Hence, this study demonstrates that which structural system has the lower direct losses depends on the ground motion intensity level.

Small, tight-knit communities, are complex to manage from outside during a disaster. The township of Lyttelton, New Zealand, and the communities of Corsair Bay, Cass Bay, and Rapaki to the east, are especially more so difficult due to the terrain that encloses them, which caused them to be cut-off from Christchurch, the largest city in the South Island, barely 10 km away, after the Mw 7.1 Darfield Earthquake and subsequent Canterbury Earthquake Sequence. Lyttelton has a very strong and deep-rooted community spirit that draws people to want to be a part of Lyttelton life. It is predominantly residential on the slopes, with retail space, service and light industry nestled near the harbour. It has heritage buildings stretching back to the very foundation of Canterbury yet hosts the largest, modern deep-water port for the region. This study contains two surveys: one circulated shortly before the Darfield Earthquake and one circulated in July 2011, after the Christchurch and Sumner Earthquakes. An analytical comparison of the participants’ household preparedness for disaster before the Darfield Earthquake and after the Christchurch and Sumner Earthquakes was performed. A population spatiotemporal distribution map was produced that shows the population in three-hourly increments over a week to inform exposure to vulnerability to natural hazards. The study went on to analyse the responses of the participants in the immediate period following the Chrsitchurch and Sumner Earthquakes, including their homeward and subsequent journeys, and the decision to evacuate or stay in their homes. Possible predictors to a decision to evacuate some or all members of the household were tested. The study also asked participants’ views on the events since September 2010 for analysis.

Following the Christchurch earthquake of 22 February 2011 a number of researchers were sent to Christchurch, New Zealand to document the damage to masonry buildings as part of “Project Masonry”. Coordinated by the Universities of Auckland and Adelaide, researchers came from Australia, New Zealand, Canada, Italy, Portugal and the US. The types of masonry investigated were unreinforced clay brick masonry, unreinforced stone masonry, reinforced concrete masonry, residential masonry veneer and churches; masonry infill was not part of this study. This paper focuses on the progress of the unreinforced masonry (URM) component of Project Masonry. To date the research team has completed raw data collection on over 600 URM buildings in the Christchurch area. The results from this study will be extremely relevant to Australian cities since URM buildings in New Zealand are similar to those in Australia.

This participant-observation study explores the process of gathering and evaluating both financial and non-financial information and communication and transfer of that information within a medium-sized electrical service company in Christchurch, New Zealand. The previous literature has established the importance and the main characteristics of small and medium enterprises, mainly studying manufacturing companies. However, there has been little research done in New Zealand on the overall communication process and the financial and non-financial information usage in a small-medium enterprise. The Electrical Company has a flat structure which allows flexibility. The two owners understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. The owners also gather and use non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch after the recent earthquakes.

The Avon and Heathcote Rivers, located in the city of Christchurch, New Zealand, are lowland spring-fed rivers linked with the Christchurch Groundwater System. At present, the flow paths and recharge sources to the Christchurch Groundwater System are not fully understood. Study of both the Avon and Heathcote Rivers can provide greater insight into this system. In addition, during the period 2010-2012, Christchurch has experienced large amounts of seismic activity, including a devastating Mw 6.2 aftershock on February 22nd, 2011, which caused widespread damage and loss of life. Associated with these earthquakes was the release of large amounts of water through liquefaction and temporary springs throughout the city. This provided a unique opportunity to study groundwater surface water interactions following a large scale seismic event. Presented herein is the first major geochemical study on the Avon and Heathcote Rivers and the hydrological impact of the February 22, 2011 Christchurch Earthquake. The Avon, Heathcote, and Waimakariri Rivers were sampled in quarterly periods starting in July 2011 and analyzed for stable Isotopes δ¹⁸O, δD, and δ¹³C and major anion composition. In addition, post -earthquake samples were collected over the days immediately following the February 22, 2011 earthquake and analyzed for stable isotopes δ¹⁸O and δD and major anion composition. A variety of analytical methods were used identify the source of the waters in the Avon-Heathcote System and evaluate the effectiveness of stable isotopes as geochemical tracers in the Christchurch Groundwater System. The results of this thesis found that the waters from the Avon and Heathcote Rivers are geochemically the same, originating from groundwater, and exhibit a strong tidal influence within 5km of the Avon-Heathcote Estuary. The surface waters released following the February 22nd, 2011 earthquake were indistinguishable from quarterly samples taken from the Avon and Heathcote Rivers when comparing stable isotopic composition. The anion data suggests the waters released following the February 22nd, 2011 Christchurch Earthquake were sourced primarily from shallow groundwater, and also suggests a presence of urban sewage at some sites. Attempts to estimate recharge sources for the Avon-Heathcote Rivers using published models for the Christchurch Groundwater System yielded results that were not consistent between models. In evaluating the use of geochemical constituents as tracers in the Christchurch Groundwater System, no one isotope could provide a clear resolution, but when used in conjunction, δ¹⁸O, δ¹³C, and DIC, seem to be the most effective tracers. Sample sizes for δ¹³C were too small for a robust evaluation. Variability on the Waimakariri River appears to be greater than previously estimated, which could have significant impacts on geochemical models for the Christchurch Groundwater System. This research demonstrates the value of using multiple geochemical constituents to enrich our understanding of the groundwater surfaces-water interactions and the Christchurch Groundwater System as a whole.

For the people of Christchurch and its wider environs of Canterbury in New Zealand, the 4th of September 2010 earthquake and the subsequent aftershocks were daunting. To then experience a more deadly earthquake five months later on the 22nd of February 2011 was, for the majority, overwhelming. A total of 185 people were killed and the earthquake and continuing aftershocks caused widespread damage to properties, especially in the central city and eastern suburbs. A growing body of literature consistently documents the negative impact of experiencing natural disasters on existing psychological disorders. As well, several studies have identified positive coping strategies which can be used in response to adversities, including reliance on spiritual and cultural beliefs as well as developing resilience and social support. The lifetime prevalence of severe mental health disorders such as posttraumatic stress disorder (PTSD) occurring as a result of experiencing natural disasters in the general population is low. However, members of refugee communities who were among those affected by these earthquakes, as well as having a past history of experiencing traumatic events, were likely to have an increased vulnerability. The current study was undertaken to investigate the relevance to Canterbury refugee communities of the recent Canterbury Earthquake Recovery Authority (CERA) draft recovery strategy for Christchurch post-earthquakes. This was accomplished by interviewing key informants who worked closely with refugee communities. These participants were drawn from different agencies in Christchurch including Refugee Resettlement Services, the Canterbury Refugee Council, CERA, and health promotion and primary healthcare organisations, in order to obtain the views of people who have comprehensive knowledge of refugee communities as well as expertise in local mainstream services. The findings from the semi-structured interviews were analysed using qualitative thematic analysis to identify common themes raised by the participants. The key informants described CERA’s draft recovery strategy as a significant document which highlighted the key aspects of recovery post disaster. Many key informants identified concerns regarding the practicality of the draft recovery strategy. For the refugee communities, some of those concerns included the short consultation period for the implementation phase of the draft recovery strategy, and issues surrounding communication and collaboration between refugee agencies involved in the recovery. This study draws attention to the importance of communication and collaboration during recovery, especially in the social reconstruction phase following a disaster, for all citizens but most especially for refugee communities.

The devastating earthquakes of September 2010 and February 2011 have without question upset the Christchurch City way of life for all. Families and businesses, as well as the natural and built environments have been directly affected, and our social landscapes have since evolved to accommodate the visible changes. Though not perhaps seen as a priority, the Christchurch nightlife has been profoundly altered by the quakes and the once popular CBD clubbing scene has ceased to exist. The concern highlighted in this article is the way in which this has put pressure on suburban bars and the the implications of this for local residents.

An emerging water crisis is on the horizon and is poised to converge with several other impending problems in the 21st century. Future uncertainties such as climate change, peak oil and peak water are shifting the international focus from a business as usual approach to an emphasis on sustainable and resilient strategies that better meet these challenges. Cities are being reimagined in new ways that take a multidisciplinary approach, decompartmentalising functions and exploring ways in which urban systems can share resources and operate more like natural organisms. This study tested the landscape design implications of wastewater wetlands in the urban environment and evaluated their contribution to environmental sustainability, urban resilience and social development. Black and grey water streams were the central focus of this study and two types of wastewater wetlands, tidal flow (staged planning) and horizontal subsurface flow wetlands were tested through design investigations in the earthquake-affected city of Christchurch, New Zealand. These investigations found that the large area requirements of wastewater wetlands can be mitigated through landscape designs that enhance a matrix of open spaces and corridors in the city. Wastewater wetlands when combined with other urban and rural services such as food production, energy generation and irrigation can aid in making communities more resilient. Landscape theory suggests that the design of wastewater wetlands must meet cultural thresholds of beauty and that the inclusion of waste and ecologies in creatively designed landscapes can deepen our emotional connection to nature and ourselves.

Earthquake events can be sudden, stressful, unpredictable, and uncontrollable events in which an individual’s internal and external assumptions of their environment may be disrupted. A number of studies have found depression, and other psychological symptoms may be common after natural disasters. They have also found an association between depression, losses and disruptions for survivors. The present study compared depression symptoms in two demographically matched communities differentially affected by the Canterbury (New Zealand) earthquakes. Hypotheses were informed by the theory of learned helplessness (Abramson, Seligman & Teasdale, 1978). A door-to-door survey was conducted in a more physically affected community sample (N=67) and a relatively unaffected community sample (N=67), 4 months after the February 2011 earthquake. Participants were again assessed approximately 10 months after the quake. Measures of depression, acute stress, anxiety, aftershock anxiety, losses, physical disruptions and psychological disruptions were taken. In addition, prior psychological symptoms, medication, alcohol and cigarette use were assessed. Participants in the more affected community reported higher depression scores than the less affected community. Overall, elevated depressive score at time 2 were predicted by depression at time 1, acute stress and anxiety symptoms at time 2, physical disruptions following the quake and psychosocial functioning disruptions at time 2. These results suggest the influence of acute stress, anxiety and disruptions in predicting depression sometime after an earthquake. Supportive interventions directed towards depression, and other psychological symptoms, may prove helpful in psychological adjustment following ongoing disruptive stressors and uncontrollable seismic activity.

This participant-observation study explores the process of gathering and evaluating both financial and non-financial information and communication and transfer of that information within a medium-size Electrical Company in Christchurch, New Zealand. The previous literature has established the importance and the main characteristics of small and medium enterprises (SMEs), mainly studying manufacturing companies. However, there has been little research done in New Zealand on the overall communication process and the financial and non-financial information usage in a small-medium enterprise. Face-to-face interviews were carried out with all the office employees and two partners, along with a ten month participant-observation in the Electrical Company in order to understand how financial and non-financial information is communicated and processed in an SME. Also, research in an SME that has overcome the 2008 economic depression and several major earthquakes allows a deep understanding of lessons learned and what is valued by the Electrical Company. The research has found characteristics of this SME similar to those that have been mentioned in previous literature. However, the partners of the Electrical Company understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. Moreover, the partners use more than just financial information to manage the company. They gather non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch.

There is strong consensus in the civil defence and emergency management literature that public participation is essential for a 'good' recovery. However, there is a paucity of research detailing how this community-led planning should be carried out in the real world. There are few processes or timelines for communities to follow when wanting to plan for themselves, nor is there a great deal of advice for communities who want to plan for their own recovery. In short, despite this consensus that community involvement is desireable, there is very little information available as to the nature of this involvement or how communities might facilitate this. It is simply assumed that communities are willing and able to participate in the recovery process and that recovery authorities will welcome, encourage, and enable this participation. This is not always the case, and the result is that community groups can be left feeling lost and ineffective when trying to plan for their own recovery. In attempting to address this gap, my study contributes to a better understanding of community involvement in recovery planning, based on research with on particular a community group (SPRIG), who has undertaken their own form of community-led planning in a post-disaster environment. Through group observations and in-depth interviews with members of SPRIG, I was able to identify various roles for such groups in the post-disaster recovery process. My research also contributes to an enhanced understanding of the process a community group might follow to implement their own form of post-disaster recovery planning, with the main point being that any planning should be done side by side with local authorities. Finally, I discovered that a community group will face organisational, community and institutional challenges when trying to plan for their area; however, despite these challenges, opportunities exist, such as the chance to build a better future.

Despite over a century of study, the relationship between lunar cycles and earthquakes remains controversial and difficult to quantitatively investigate. Perhaps as a consequence, major earthquakes around the globe are frequently followed by 'prediction' claims, using lunar cycles, that generate media furore and pressure scientists to provide resolute answers. The 2010-2011 Canterbury earthquakes in New Zealand were no exception; significant media attention was given to lunarderived earthquake predictions by non-scientists, even though the predictions were merely 'opinions' and were not based on any statistically robust temporal or causal relationships. This thesis provides a framework for studying lunisolar earthquake temporal relationships by developing replicable statistical methodology based on peer reviewed literature. Notable in the methodology is a high accuracy ephemeris, called ECLPSE, designed specifically by the author for use on earthquake catalogs, and a model for performing phase angle analysis. The statistical tests were carried out on two 'declustered' seismic catalogs, one containing the aftershocks from the Mw7.1 earthquake in Canterbury, and the other containing Australian seismicity from the past two decades. Australia is an intraplate setting far removed from active plate boundaries and Canterbury is proximal to a plate boundary, thus allowing for comparison based on tectonic regime and corresponding tectonic loading rate. No strong, conclusive, statistical correlations were found at any level of the earthquake catalogs, looking at large events, onshore events, offshore events, and the fault type of some events. This was concluded using Schuster's test of significance with α=5% and analysis of standard deviations. A few weak correlations, with p-5-10% of rejecting the null hypothesis, and anomalous standard deviations were found, but these are difficult to interpret. The results invalidate the statistical robustness of 'earthquake predictions' using lunisolar parameters in this instance. An ambitious researcher could improve on the quality of the results and on the range of parameters analyzed. The conclusions of the thesis raise more questions than answers, but the thesis provides an adaptable methodology that can be used to further investigation the problem.

Organisations locate strategically within Business Districts (CBDs) in order to cultivate their image, increase their profile, and improve access to customers, suppliers, and services. While CBDs offer an economic benefit to organisations, they also present a unique set of hazard vulnerabilities and planning challenges for businesses. As of May 2012, the Christchurch CBD has been partially cordoned off for over 14 months. Economic activity within the cordoned CBD, which previously contained 6,000 businesses and over 51,000 workers, has been significantly diminished and organisations have been forced to find new ways of operating. The vulnerabilities and resilience of CBDs not only influences outcomes for CBD organisations, but also the broader interconnected (urban/regional/national) system. A CBD is a hub of economic, social, and built infrastructure within a network of links and nodes. When the hub is disrupted all of the people, objects, and transactions that usually flow into and out of the hub must be redirected elsewhere. In an urban situation this means traffic jams in peripheries of the city, increased prices of commercial property, and capital flight; all of which are currently being faced in Canterbury. This report presents the lessons learned from organisations in CBDs affected by the Canterbury earthquakes. Here we focus on the Christchurch CBD; however, several urban town centres were extensively disrupted by the earthquakes. The statistics and discussion presented in this report are based on the results of an ongoing study conducted by Resilient Organisations (www.resorgs.org.nz). The data was captured using two questionnaire surveys of Canterbury organisations (issued November 2010 and May 2011), interviews with key informants, and in-depth case studies of organisations. Several industry sectors were sampled, and geographic samples of organisations in the Christchurch CBD, Lyttelton, and the Kaiapoi town centre were also collected. Results in this report describing “non-CBD organisations” refer to all organisations outside of the Christchurch CBD, Lyttelton, and Kaiapoi town centres.

On 4 September 2010 the Magnitude 7.1 'Darfield' Earthquake marked the beginning of the Canterbury earthquake sequence. The Darfield earthquake produced strong ground shaking throughout the centralCanterbury Plains, affecting rural areas, small towns and the city of Christchurch. The event produced a 29km long surface rupture through intensive farmland, causing localised flooding and liquefaction. The central Canterbury plains were subjected to a sustained period of thousands of aftershocks in the months after the Darfield earthquake. The primary sector is a major component of the in New Zealand economy. Business units are predominantly small family-run farm organisations, though there are increasing levels of corporate farming. The agribusiness sector contributes 20 per cent of real GDP and 47 per cent of total exports for New Zealand. Of the approximately 2,000 farms that are located in the Canterbury Plains, the most common farming sectors in the region are Mixed farming (mostly comprised of sheep and/or beef farming), Dairy farming, and Arable farming (cropping). Many farms on the Canterbury Plains require some form of irrigation and are increasingly capital intensive, reliant on built infrastructure, technology and critical services. Farms are of great significance to their local rural economies, with many rural non-farming organisations dependent on the health of local farming organisations. Despite the economic significance of the sector, there have been few, if any studies analysing how modern intensive farms are affected by earthquakes. The aim of this report is to (1) summarise the impacts the Darfield earthquake had on farming organisations and outline in general terms how farms are vulnerable to the effects of an earthquake; (2) identify what factors helped mitigate earthquake-related impacts. Data for this paper was collected through two surveys of farming and rural non-farming organisations following the earthquake and contextual interviews with affected organisations. In total, 78 organisations participated in the study (Figure 1). Farming organisations represented 72% (N=56) of the sample.

The structure and geomorphology of active orogens evolves on time scales ranging from a single earthquake to millions of years of tectonic deformation. Analysis of crustal deformation using new and established remote sensing techniques, and integration of these data with field mapping, geochronology and the sedimentary record, create new opportunities to understand orogenic evolution over these timescales. Timor Leste (East Timor) lies on the northern collisional boundary between continental crust from the Australian Plate and the Banda volcanic arc. GPS studies have indicated that the island of Timor is actively shortening. Field mapping and fault kinematic analysis of an emergent Pliocene marine sequence identifies gentle folding, overprinted by a predominance of NW-SE oriented dextral-normal faults and NE-SW oriented sinistral-normal faults that collectively bound large (5-20km2) bedrock massifs throughout the island. These fault systems intersect at non-Andersonian conjugate angles of approximately 120° and accommodate an estimated 20 km of orogen-parallel extension. Folding of Pliocene rocks in Timor may represent an early episode of contraction but the overall pattern of deformation is one of lateral crustal extrusion sub-parallel to the Banda Arc. Stratigraphic relationships suggest that extrusion began prior to 5.5 Ma, during and after initial uplift of the orogen. Sedimentological, geochemical and Nd isotope data indicate that the island of Timor was emergent and shedding terrigenous sediment into carbonate basins prior to 4.5 Ma. Synorogenic tectonic and sedimentary phases initiated almost synchronously across much of Timor Leste and <2 Myr before similar events in West Timor. An increase in plate coupling along this obliquely converging boundary, due to subduction of an outlying continental plateau at the Banda Trench, is proposed as a mechanism for uplift that accounts for orogen-parallel extension and early uplift of Timor Leste. Rapid bathymetric changes around Timor are likely to have played an important role in evolution of the Indonesian Seaway. The 2010 Mw 7.1 Darfield (Canterbury) earthquake in New Zealand was complex, involving multiple faults with strike-slip, reverse and normal displacements. Multi-temporal cadastral surveying and airborne light detection and ranging (LiDAR) surveys allowed surface deformation at the junction of three faults to be analyzed in this study in unprecedented detail. A nested, localized restraining stepover with contractional bulging was identified in an area with the overall fault structure of a releasing bend, highlighting the surface complexities that may develop in fault interaction zones during a single earthquake sequence. The earthquake also caused river avulsion and flooding in this area. Geomorphic investigations of these rivers prior to the earthquake identify plausible precursory patterns, including channel migration and narrowing. Comparison of the pre and post-earthquake geomorphology of the fault rupture also suggests that a subtle scarp or groove was present along much of the trace prior to the Darfield earthquake. Hydrogeology and well logs support a hypothesis of extended slip history and suggests that that the Selwyn River fan may be infilling a graben that has accumulated late Quaternary vertical slip of <30 m. Investigating fault behavior, geomorphic and sedimentary responses over a multitude of time-scales and at different study sites provides insights into fault interactions and orogenesis during single earthquakes and over millions of years of plate boundary deformation.

Depending on their nature and severity, disasters can create large volumes of debris and waste. Waste volumes from a single event can be the equivalent of many times the annual waste generation rate of the affected community. These volumes can overwhelm existing solid waste management facilities and personnel. Mismanagement of disaster waste can affect both the response and long term recovery of a disaster affected area. Previous research into disaster waste management has been either context specific or event specific, making it difficult to transfer lessons from one disaster event to another. The aim of this research is to develop a systems understanding of disaster waste management and in turn develop context- and disaster-transferrable decision-making guidance for emergency and waste managers. To research this complex and multi-disciplinary problem, a multi-hazard, multi-context, multi-case study approach was adopted. The research focussed on five major disaster events: 2011 Christchurch earthquake, 2009 Victorian Bushfires, 2009 Samoan tsunami, 2009 L’Aquila earthquake and 2005 Hurricane Katrina. The first stage of the analysis involved the development of a set of ‘disaster & disaster waste’ impact indicators. The indicators demonstrate a method by which disaster managers, planners and researchers can simplify the very large spectra of possible disaster impacts, into some key decision-drivers which will likely influence post-disaster management requirements. The second stage of the research was to develop a set of criteria to represent the desirable environmental, economic, social and recovery effects of a successful disaster waste management system. These criteria were used to assess the effectiveness of the disaster waste management approaches for the case studies. The third stage of the research was the cross-case analysis. Six main elements of disaster waste management systems were identified and analysed. These were: strategic management, funding mechanisms, operational management, environmental and human health risk management, and legislation and regulation. Within each of these system elements, key decision-making guidance (linked to the ‘disaster & disaster waste’ indicators) and management principles were developed. The ‘disaster & disaster waste’ impact indicators, the effects assessment criteria and management principles have all been developed so that they can be practically applied to disaster waste management planning and response in the future.

The Christchurch earthquake sequence has been on-going since September 4th 2010. The largest two earthquakes, magnitude (M) 7.1 on September 4th and the M 6.3 on February 22nd 2011 caused immediate and significant damage to the city of Christchurch. As a consequence of the earthquakes, the tourism sector in the Canterbury region has been heavily impacted, with broader impacts being felt throughout the South Island. Resilient Organisations and the University of Canterbury began a series of quantitative investigations into the recovery and response of key business sectors to the earthquakes. The purpose of this study was to build on this work by exploring the outcomes of the earthquakes on the tourism sector, a critical economic driver in the region. Two postal surveys were sent to 719 tourism business managers; the first to businesses in the ‘Impact Zone’ defined as areas that experienced Modified Mercalli intensities greater than 6. The second survey was sent to the remaining businesses throughout the Canterbury region (‘Rest of Canterbury’). Response rates were 46% response for the Impact Zone, and 29% for the Rest of Canterbury. Key findings:

During the Christchurch earthquake of February 2011, several midrise buildings of Reinforced Concrete Masonry (RCM) construction achieved performance levels in the range of life safety to near collapse levels. These buildings were subjected to seismic demands higher than the building code requirements of the time and higher than the current New Zealand Loadings Standard (NZS-1170.5:2004). Structural damage to these buildings has been documented and is currently being studied to establish lessons to be learned from their performance and how to incorporate these lessons into future RCM design and construction practices. This paper presents a case study of a six story RCM building deemed to have reached the near collapse performance level. The RCM walls on the 2nd floor failed due to toe crushing reducing the building’s lateral resistance in the east-west direction. A nonlinear dynamic analysis on a 3D model was conducted to simulate the development of the governing failure mechanism. Preliminary analysis results show that the damaged walls were initially under large compression forces from gravity loads which caused increase in their lateral strength and reduced their ductility. After toe crushing failure developed, axial instability of the model was prevented by a redistribution of gravity loads.

Ingham and Biggs were in Christchurch during the M6.3, 22 February 2011 earthquake and Moon arrived the next day. They were enlisted by officials to provide rapid assessment of buildings within the Central Business District (CBD). In addition, they were asked to: 1) provide a rapid assessment of the numbers and types of buildings that had been damaged, and 2) identify indicator buildings that represent classes of structures that can be used to monitor changing conditions for each class following continuing aftershocks and subsequent damage. This paper explains how transect methodology was incorporated into the rapid damage assessment that was performed 48 hours after the earthquake. Approximately 300 buildings were assessed using exterior Level 1 reporting techniques. That data was used to draw conclusions on the condition of the entire CBD of approximately 4400 buildings. In the context of a disaster investigation, a transect involves traveling a selected path assessing the condition of the buildings and documenting the class of each building, and using the results in conjunction with prior knowledge relating to the overall population of buildings affected in the area of the study. In this paper we introduce CityViewAR, a mobile outdoor Augmented Reality (AR) application for providing AR information visualization on a city scale. The CityViewAR application was developed to provide geographical information about the city of Christchurch, which was hit by several major earthquakes in 2010 and 2011. The application provides information about destroyed buildings and historical sites that were affected by the earthquakes. The geo-located content is provided in a number of formats including 2D map views, AR visualization of 3D models of buildings on-site, immersive panorama photographs, and list views. The paper describes the iterative design and implementation details of the application, and gives one of the first examples of a study comparing user response to AR and non-AR viewing in a mobile tourism application. Results show that making such information easily accessible to the public in a number of formats could help people to have richer experience about cities. We provide guidelines that will be useful for people developing mobile AR applications for city-scale tourism or outdoor guiding, and discuss how the underlying technology could be used for applications in other areas.

This paper shows an understanding of the availability of resources in post-disaster reconstruction and recovery in Christchurch, New Zealand following its September 4, 2010 and February 22, 2011 earthquakes. Overseas experience in recovery demonstrates how delays and additional costs may incur if the availability of resources is not aligned with the reconstruction needs. In the case of reconstruction following Christchurch earthquakes, access to normal resource levels will be insufficient. An on-line questionnaire survey, combined with in-depth interviews was used to collect data from the construction professionals that had been participated in the post-earthquake reconstruction. The study identified the resources that are subject to short supply and resourcing challenges that are currently faced by the construction industry. There was a varied degree of impacts felt by the surveyed organisations from resource shortages. Resource pressures were primarily concentrated on human resources associated with structural, architectural and land issues. The challenges that may continue playing out in the longer-term reconstruction of Christchurch include limited capacity of the construction industry, competition for skills among residential, infrastructure and commercial sectors, and uncertainties with respect to decision making.
