Following the magnitude 6.3 aftershock in Christchurch, New Zealand, on 22 February 2011, a number of researchers were sent to Christchurch as part of the New Zealand Natural Hazard Research Platform funded “Project Masonry” Recovery Project. Their goal was to document and interpret the damage to the masonry buildings and churches in the region. Approximately 650 unreinforced and retrofitted clay brick masonry buildings in the Christchurch area were surveyed for commonly occurring failure patterns and collapse mechanisms. The entire building stock of Christchurch, and in particular the unreinforced masonry building stock, is similar to that in the rest of New Zealand, Australia, and abroad, so the observations made here are relevant for the entire world.

Christchurch and Canterbury suffered significant housing losses due to the earthquakes. Estimates from the Earthquake Commission (EQC) (2011) suggest that over 150,000 homes (around three quarters of Christchurch housing stock) sustained damage from the earthquakes. Some areas of Christchurch have been declared not suitable for rebuilding, affecting more than 7,500 residential properties.

Unreinforced masonry (URM) is a construction type that was commonly adopted in New Zealand between the 1880s and 1930s. URM construction is evidently vulnerable to high magnitude earthquakes, with the most recent New Zealand example being the 22 February 2011 Mw6.3 Christchurch earthquake. This earthquake caused significant damage to a majority of URM buildings in the Canterbury area and resulted in 185 fatalities. Many URM buildings still exist in various parts of New Zealand today, and due to their likely poor seismic performance, earthquake assessment and retrofit of the remaining URM building stock is necessary as these buildings have significant architectural heritage and occupy a significant proportion of the nation’s building stock. A collaborative research programme between the University of Auckland and Reid Construction Systems was conducted to investigate an economical yet effective solution for retrofitting New Zealand’s existing URM building stock. This solution adopts the shotcrete technique using an Engineered Cementitious Composite (ECC), which is a polyvinyl alcohol fibre reinforced mortar that exhibits strain hardening characteristics. Collaborations have been formed with a number of consulting structural engineers throughout New Zealand to develop innovative and cost effective retrofit solutions for a number of buildings. A significant portion of economic loss from the Canterbury Earthquake sequence in 2010-2011 was attributed to losses to residential buildings. These accounted for approximately $12B of a total $40B economic losses (Horspool, 2016). While a significant amount of research effort has since been aimed at research in the commercial sector, little has been done to reduce the vulnerability of the residential building stock.

The progressive damage and subsequent demolition of unreinforced masonry (URM) buildings arising from the Canterbury earthquake sequence is reported. A dataset was compiled of all URM buildings located within the Christchurch CBD, including information on location, building characteristics, and damage levels after each major earthquake in this sequence. A general description of the overall damage and the hazard to both building occupants and to nearby pedestrians due to debris falling from URM buildings is presented with several case study buildings used to describe the accumulation of damage over the earthquake sequence. The benefit of seismic improvement techniques that had been installed to URM buildings is shown by the reduced damage ratios reported for increased levels of retrofit. The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, an inventory of the stone masonry buildings in Christchurch and surrounding areas was carried out in order to assemble a database containing the characteristic features of the building stock, as a basis for studying the vulnerability factors that might have influenced the seismic performance of the stone masonry building stock during the Canterbury earthquake sequence. The damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described using a specific survey procedure currently in use in Italy. The observed performance of seismic retrofit interventions applied to stone masonry buildings is also described, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the utility of such strengthening techniques when applied to unreinforced stone masonry structures. he 2016 Building (Earthquake Prone Building) Amendment Act aims to improve the system for managing earthquake-prone buildings. The proposed changes to the Act were precipitated by the Canterbury earthquakes, and the need to improve the seismic safety of New Zealand’s building stock. However, the Act has significant ramifications for territorial authorities, organisations and individuals in small New Zealand towns, since assessing and repairing heritage buildings poses a major cost to districts with low populations and poor rental returns on commercial buildings.

Following the 2010–2011 Canterbury earthquakes, a renewed focus has been directed across New Zealand to the hazard posed by the country‘s earthquake-vulnerable buildings, namely unreinforced masonry (URM) and reinforced concrete (RC) buildings with potentially nonductile components that have historically performed poorly in large earthquakes. The research reported herein was pursued with the intention of addressing several recommendations made by the Canterbury Earthquakes Royal Commission of Inquiry which were classified into the following general categories:  Identification and provisional vulnerability assessment of URM and RC buildings and building components;  Testing, assessment, and retrofitting of URM walls loaded out-of-plane, with a particular focus on highly vulnerable URM cavity walls;  Testing and assessment of RC frame components, especially those with presumably non-ductile reinforcement detailing;  Portfolio management considering risks, regulations, and potential costs for a portfolio that includes several potentially earthquake-vulnerable buildings; and  Ongoing investigations and proposed research needs. While the findings from the reported research have implications for seismic assessments of buildings across New Zealand and elsewhere, an emphasis was placed on Auckland given this research program‘s partnership with the Auckland Council, the Auckland region accounting for about a third each of the country‘s population and economic production, and the number and variety of buildings within the Auckland building stock. An additional evaluation of a historic building stock was carried out for select buildings located in Hawke‘s Bay, and additional experimental testing was carried out for select buildings located in Hawke‘s Bay and Christchurch.

Existing New Zealand (NZ) building stock contains a significant number of structures designed prior to 1995 with non-ductile reinforced concrete (RC) columns. Recent earthquakes and research show that columns with such details perform poorly when subjected to seismic demand, losing gravity load carrying capacity at drift levels lower than the expected one. Therefore, in order to have a better understanding of existing RC columns in NZ, the history of these elements is investigated in this paper. The evolution of RC column design guidelines in NZ standards since the 1970s is scrutinized. For this purpose, a number of RC columns from Christchurch buildings built prior to 1995 are assessed using the current code of practice.

Unreinforced masonry (URM) buildings have repeatedly been shown to perform poorly in large magnitude earthquakes, with both New Zealand and Australia having a history of past earthquakes that have resulted in fatalities due to collapsed URM buildings. A comparison is presented here of the URM building stock and the seismic vulnerability of Christchurch and Adelaide in order to demonstrate the relevance to Australian cities of observations in Christchurch resulting from the 2010/2011 Canterbury earthquake swarm. It is shown that the materials, architecture and hence earthquake strength of URM buildings in both countries is comparable and that Adelaide and other cities of Australia have seismic vulnerability sufficient to cause major damage to their URM buildings should a design level earthquake occur. Such an earthquake is expected to cause major building damage, and fatalities should be expected.

Between September 4, 2010 and December 23, 2011, a series of earthquakes struck the South Island of New Zealand including the city of Christchurch producing heavy damage. During the strongest shaking, the unreinforced masonry (URM) building stock in Christchurch was subjected to seismic loading equal to approximately 150-200% of code values. Post-earthquake reconnaissance suggested numerous failures of adhesive anchors used for retrofit connection of roof and floor diaphragms to masonry walls. A team of researchers from the Universities of Auckland (NZ) and Minnesota (USA) conducted a field investigation on the performance of new adhesive anchors installed in existing masonry walls. Variables included adhesive type, anchor diameter, embedment length, anchor inclination, and masonry quality. Buildings were selected that had been slated for demolition but which featured exterior walls that had not been damaged. The 2011, 6.3 magnitude Christchurch earthquake in New Zealand caused considerable structural damage. It is believed that this event has now resulted in demolition of about 65-70% of the building stock in the Central Business District (CBD), significantly crippling economic activities in the city of Christchurch. A major concern raised from this event was adequacy of the current seismic design practice adopted for reinforced concrete walls due to their poor performance in modern buildings. The relatively short-duration earthquake motion implied that the observed wall damage occurred in a brittle manner despite adopting a ductile design philosophy. This paper presents the lessons learned from the observed wall damage in the context of current state of knowledge in the following areas: concentrating longitudinal reinforcement in wall end regions; determining wall thickness to prevent out-of-plane wall buckling; avoiding lap splices in plastic hinge zones; and quantifying minimum vertical reinforcement. http://www.2eceesistanbul.org/

The paper proposes a simple method for quick post-earthquake assessment of damage and condition of a stock of bridges in a transportation network using seismic data recorded by a strong motion array. The first part of the paper is concerned with using existing free field strong motion recorders to predict peak ground acceleration (PGA) at an arbitrary bridge site. Two methods are developed using artificial neural networks (a single network and a committee of neural networks) considering influential parameters, such as seismic magnitude, hypocentral depth and epicentral distance. The efficiency of the proposed method is explored using actual strong motion records from the devastating 2010 Darfield and 2011 Christchurch earthquakes in New Zealand. In the second part, two simple ideas are outlined how to infer the likely damage to a bridge using either the predicted PGA and seismic design spectrum, or a broader set of seismic metrics, structural parameters and damage indices.

This paper presents the preliminary findings of a study on the resilience and recovery of organisations following the Darfield earthquake in New Zealand on 4 September 2010. Sampling included organisations proximal and distal to the fault trace, organisations located within central business districts, and organisations from seven diverse industry sectors. The research captured information on the challenges to, the impacts on, and the reflections of the organisations in the first months of recovery. Organisations in central business districts and in the hospitality sector were most likely to close while organisations that had perishable stock and livestock were more heavily reliant on critical services. Staff well-being, cash flow, and customer loss were major concerns for organisations across all sectors. For all organisations, the most helpful factors in mitigating the effects of the earthquake to be their relationship with staff, the design and type of buildings, and critical service continuity or swift reinstatement of services.

The susceptibility of precast hollow-core floors to sustain critical damage during an earthquake is now well-recognized throughout the structural engineering community in New Zealand. The lack of shear reinforcement in these floor units is one of the primary reasons causing issues with the seismic performance of these floors. Recent research has revealed that the unreinforced webs of these floor units can crack at drift demands as low as 0.6%. Such observation indicates that potentially many of the existing building stock incorporating hollow-core flooring systems in cities of relatively high seismic activity (e.g. Wellington and Christchurch) that probably have already experienced a level of shaking higher than 0.6% drift in previous earthquakes might already have their floor units cracked. However, there is little information available to reliably quantify the residual gravity load-carrying capacity of cracked hollow-core floor units, highlighting the need to understand the post-cracking behavior of hollow-core floor units to better quantify the extent of the risk that cracked hollow-core floor units pose.

The 4th of September 2010 Mw 7.1 Darfield (Canterbury) earthquake had generated significant ground shaking within the Christchurch Central Business District (CBD). Despite the apparently significant shaking, the observed structural damage for pre-1970s reinforced concrete (RC) buildings was indeed limited and lower than what was expected for such typology of buildings. This paper explores analytically and qualitatively the different aspects of the "apparent‟ good seismic performance of the pre-1970s RC buildings in the Christchurch CBD, following the earthquake reconnaissance survey by the authors. Damage and building parameters survey result, based on a previously established inventory of building stock of these non-ductile RC buildings, is briefly reported. From an inventory of 75 buildings, one building was selected as a numerical case-study to correlate the observed damage with the non-linear analyses. The result shows that the pre-1970s RC frame buildings performed as expected given the intensity of the ground motion shaking during the Canterbury earthquake. Given the brittle nature of this type of structure, it was demonstrated that more significant structural damage and higher probability of collapse could occur when the buildings were subjected to alternative input signals with different frequency content and duration characteristics and still compatible to the seismicity hazard for Christchurch CBD.

This study analyses the Earthquake Commission’s (EQC) insurance claims database to investigate the influence of seismic intensity and property damage resulting from the Canterbury Earthquake Sequence (CES) on the repair costs and claim settlement duration for residential buildings. Firstly, the ratio of building repair cost to its replacement cost was expressed as a Building Loss Ratio (BLR), which was further extended to Regional Loss Ratio (RLR) for greater Christchurch by multiplying the average of all building loss ratios with the proportion of building stock that lodged an insurance claim. Secondly, the total time required to settle the claim and the time taken to complete each phase of the claim settlement process were obtained. Based on the database, the regional loss ratio for greater Christchurch for three events producing shakings of intensities 6, 7, and 8 on the modified Mercalli intensity scale were 0.013, 0.066, and 0.171, respectively. Furthermore, small (less than NZD15,000), medium (between NZD15,000 and NZD100,000), and large (more than NZD100,000) claims took 0.35-0.55, 1.95-2.45, and 3.35-3.85 years to settle regardless of the building’s construction period and earthquake intensities. The number of claims was also disaggregated by various building characteristics to evaluate their relative contribution to the damage and repair costs.

This paper presents the preliminary conclusions of the first stage of Wellington Case Study project (Regulating For Resilience in an Earthquake Vulnerable City) being undertaken by the Disaster Law Research Group at the University of Canterbury Law School. This research aims to map the current regulatory environment around improving the seismic resilience of the urban built environment. This work provides the basis for the second stage of the project which will map the regulatory tools onto the reality of the current building stock in Wellington. Using a socio-legal methodology, the current research examines the regulatory framework around seismic resilience for existing buildings in New Zealand, with a particularly focus on multi-storey in the Wellington CBD. The work focusses both on the operation and impact of the formal seismic regulatory tools open to public regulators (under the amended Building Act) as other non-seismic regulatory tools. As well as examining the formal regulatory frame, the work also provides an assessment of the interactions between other non-building acts (such as Health and Safety at Work Act 2015) on the requirements of seismic resilience. Other soft-law developments (particularly around informal building standards) are also examined. The final output of this work will presents this regulatory map in a clear and easily accessible manner and provide an assessment of the suitability of this at times confusing and patchy legal environment as Wellington moves towards becoming a resilient city. The final conclusion of this work will be used to specifically examine the ability of Wellington to make this transition under the current regulatory environment as phase two of the Wellington Case Study project.

Seismic isolation is an effective technology for significantly reducing damage to buildings and building contents. However, its application to light-frame wood buildings has so far been unable to overcome cost and technical barriers such as susceptibility to movement during high-wind loading. The precursor to research in the field of isolation of residential buildings was the 1994 Northridge Earthquake (6.7 MW) in the United States and the 1995 Kobe Earthquake (6.9 MW) in Japan. While only a small number of lives were lost in residential buildings in these events, the economic impact was significant with over half of earthquake recovery costs given to repair and reconstruction of residential building damage. A value case has been explored to highlight the benefits of seismically isolated residential buildings compared to a standard fixed-base dwellings for the Wellington region. Loss data generated by insurance claim information from the 2011 Christchurch Earthquake has been used by researchers to determine vulnerability functions for the current light-frame wood building stock. By further considering the loss attributed to drift and acceleration sensitive components, and a simplified single degree of freedom (SDOF) building model, a method for determining vulnerability functions for seismic isolated buildings was developed. Vulnerability functions were then applied directly in a loss assessment using the GNS developed software, RiskScape. Vulnerability was shown to dramatically reduce for isolated buildings compared to an equivalent fixed-base building and as a result, the monetary savings in a given earthquake scenario were significant. This work is expected to drive further interest for development of solutions for the seismic isolation of residential dwellings, of which one option is further considered and presented herein.

Vulnerability was shown to dramatically reduce for isolated buildings compared to an equivalent fixed-base building resulting in significant monetary savings, justifying the value case. A state-of-the-art timber modelling software, Timber3D, is then used to model a typical residential building with and without seismic isolation to assess the performance of a proposed seismic isolation system which addresses the technical and cost issues.

Following the 22 February 2011 Christchurch earthquake a comprehensive damage survey of the unreinforced masonry (URM) building stock of Christchurch city, New Zealand was undertaken. Because of the large number of aftershocks associated with both the 2011 Christchurch earthquake and the earlier 4 September 2010 Darfield earthquake, and the close proximity of their epicentres to Christchurch city, this earthquake sequence presented a unique opportunity to assess the performance of URM buildings and the various strengthening methods used in New Zealand to increase the performance of these buildings in earthquakes. Because of the extent of data that was collected, a decision was made to initially focus exclusively on the earthquake performance of URM buildings located in the central business district (CBD) of Christchurch city. The main objectives of the data collection exercise were to document building characteristics and any seismic strengthening methods encountered, and correlate these attributes with observed earthquake damage. In total 370 URM buildings in the CBD were surveyed. Of the surveyed buildings, 62% of all URM buildings had received some form of earthquake strengthening and there was clear evidence that installed earthquake strengthening techniques in general had led to reduced damage levels. Territorial authorities in New Zealand are responding to regulatory and market forces in the wake of the 2011 Christchurch earthquake to assess and retrofit buildings determined to be particularly vulnerable to earthquakes. Pending legislation may shorten the permissible timeframes on such seismic improvement programmes, but Auckland Council’s Property Department is already engaging in a proactive effort to assess its portfolio of approximately 3500 buildings, prioritise these assets for retrofit, and forecast construction costs for improvements. Within the programme structure, the following varied and often competing factors must be accommodated: * The council’s legal, fiscal, and ethical obligations to the people of Auckland per building regulations, health and safety protocols, and economic growth and urban development planning strategies; * The council’s functional priorities for service delivery; * Varied and numerous stakeholders across the largest territorial region in New Zealand in both population and landmass; * Heritage preservation and community and cultural values; and * Auckland’s prominent economic role in New Zealand’s economy which requires Auckland’s continued economic production post-disaster. Identifying those buildings most at risk to an earthquake in such a large and varied portfolio has warranted a rapid field assessment programme supplemented by strategically chosen detailed assessments. Furthermore, Auckland Council will benefit greatly in time and resources by choosing retrofit solutions, techniques, and technologies applicable to a large number of buildings with similar configurations and materials. From a research perspective, the number and variety of buildings within the council’s property portfolio will provide valuable data for risk modellers on building typologies in Auckland, which are expected to be fairly representative of the New Zealand building stock as a whole.

Following the devastating 1931 Hawke's Bay earthquake, buildings in Napier and surrounding areas in the Hawke's Bay region were rebuilt in a comparatively homogenous structural and architectural style comprising the region's famous Art Deco stock. These interwar buildings are most often composed of reinforced concrete two-way space frames, and although they have comparatively ductile detailing for their date of construction, are often expected to be brittle, earthquake-prone buildings in preliminary seismic assessments. Furthermore, the likelihood of global collapse of an RC building during a design-level earthquake became an issue warranting particular attention following the collapse of multiple RC buildings in the February 22, 2011 Christchurch earthquake. Those who value the architectural heritage and future use of these iconic Art Deco buildings - including building owners, tenants, and city officials, among others - must consider how they can be best preserved and utilized functionally given the especially pressing implications of relevant safety, regulatory, and economic factors. This study was intended to provide information on the seismic hazard, geometric weaknesses, collapse hazards, material properties, structural detailing, empirically based vulnerability, and recommended analysis approaches particular to Art Deco buildings in Hawke's Bay as a resource for professional structural engineers tasked with seismic assessments and retrofit designs for these buildings. The observed satisfactory performance of similar low-rise, ostensibly brittle RC buildings in other earthquakes and the examination of the structural redundancy and expected column drift capacities in these buildings, led to the conclusion that the seismic capacity of these buildings is generally underrated in simple, force-based assessments.

New Zealand’s stock of unreinforced masonry (URM) bearing wall buildings was principally constructed between 1880 and 1935, using fired clay bricks and lime or cement mortar. These buildings are particularly vulnerable to horizontal loadings such as those induced by seismic accelerations, due to a lack of tensile force-resisting elements in their construction. The poor seismic performance of URM buildings was recently demonstrated in the 2011 Christchurch earthquake, where a large number of URM buildings suffered irreparable damage and resulted in a significant number of fatalities and casualties. One of the predominant failure modes that occurs in URM buildings is diagonal shear cracking of masonry piers. This diagonal cracking is caused by earthquake loading orientated parallel to the wall surface and typically generates an “X” shaped crack pattern due to the reversed cyclic nature of earthquake accelerations. Engineered Cementitious Composite (ECC) is a class of fiber reinforced cement composite that exhibits a strain-hardening characteristic when loaded in tension. The tensile characteristics of ECC make it an ideal material for seismic strengthening of clay brick unreinforced masonry walls. Testing was conducted on 25 clay brick URM wallettes to investigate the increase in shear strength for a range of ECC thicknesses applied to the masonry wallettes as externally bonded shotcrete reinforcement. The results indicated that there is a diminishing return between thickness of the applied ECC overlay and the shear strength increase obtained. It was also shown that, the effectiveness of the externally bonded reinforcement remained constant for one and two leaf wallettes, but decreased rapidly for wall thicknesses greater than two leafs. The average pseudo-ductility of the strengthened wallettes was equal to 220% of that of the as-built wallettes, demonstrating that ECC shotcrete is effective at enhancing both the in-plane strength and the pseudo-ductility of URM wallettes. The quality of multi-owned residential buildings and the capability to maintain that quality into the future is important in preserving not only the monetary value of such housing (Lujanen, 2010) but also the quality of life for its residents. The aim of this paper is to examine the governance and decision-making rules and regulations as they relate to the undertaking of major repairs in multi-owned residential buildings in Finland and New Zealand with particular regard to the Finnish Limited Liability Housing Companies Act 2010 (LLHCA 2010) and the New Zealand Unit Titles Act 2010 (UTA 2010). Currently, major building repairs are topical issues in both countries; in Finland as a result of ageing buildings requiring major re-fitting of pipes and other infrastructure, and in New Zealand as a result of earthquake damage in Christchurch and Leaky Building Syndrome nationwide. Major repairs can be a significant financial burden to unit owners and collective decisions can be difficult to achieve. Interestingly, new legislation that governs multi-owned housing was enacted in both countries in 2010. The recent enactment of this legislation provides an opportunity to examine the UTA 2010 and LLHCA 2010 with regard to how they address major repairs, improvements in housing stock and the financing possibilities associated with these undertakings. More specifically this paper explores housing intensification (i.e. building up, out or alongside existing multi-owned residential buildings on commonly owned land) as a means of financing major repairs. The comparison of governance and decision-making in two different shared ownership systems with different histories and cultural contexts provides a chance to explore the possibilities and challenges that each country faces, and the potential to learn from each other’s practices and develop these further. In this regard the findings from this paper contribute to the academic literature (Bugden 2005; Easthope & Randolph 2009; Dupuis & Dixon 2010; Lujanen 2010; Easthope, Hudson & Randolph 2013) concerning to the governance of multi-owned housing as it relates to intensive housing development and its wider social and economic implications.

Six months after the 4 September 2010 Mw 7.1 Darfield (Canterbury) earthquake, a Mw 6.2 Christchurch (Lyttelton) aftershock struck Christchurch on the 22 February 2011. This earthquake was centred approximately 10km south-east of the Christchurch CBD at a shallow depth of 5km, resulting in intense seismic shaking within the Christchurch central business district (CBD). Unlike the 4 Sept earthquake when limited-to-moderate damage was observed in engineered reinforced concrete (RC) buildings [35], in the 22 February event a high number of RC Buildings in the Christchurch CBD (16.2 % out of 833) were severely damaged. There were 182 fatalities, 135 of which were the unfortunate consequences of the complete collapse of two mid-rise RC buildings. This paper describes immediate observations of damage to RC buildings in the 22 February 2011 Christchurch earthquake. Some preliminary lessons are highlighted and discussed in light of the observed performance of the RC building stock. Damage statistics and typical damage patterns are presented for various configurations and lateral resisting systems. Data was collated predominantly from first-hand post-earthquake reconnaissance observations by the authors, complemented with detailed assessment of the structural drawings of critical buildings and the observed behaviour. Overall, the 22 February 2011 Mw 6.2 Christchurch earthquake was a particularly severe test for both modern seismically-designed and existing non-ductile RC buildings. The sequence of earthquakes since the 4 Sept 2010, particularly the 22 Feb event has confirmed old lessons and brought to life new critical ones, highlighting some urgent action required to remedy structural deficiencies in both existing and “modern” buildings. Given the major social and economic impact of the earthquakes to a country with strong seismic engineering tradition, no doubt some aspects of the seismic design will be improved based on the lessons from Christchurch. The bar needs to and can be raised, starting with a strong endorsement of new damage-resisting, whilst cost-efficient, technologies as well as the strict enforcement, including financial incentives, of active policies for the seismic retrofit of existing buildings at a national scale.

On 14 November 2016, the Mw 7.8 Kaikōura earthquake caused widespread damage along the east coast of the South Island, New Zealand. Kaikōura town itself was isolated from the rest of the country by landslides blocking off major roads. While impacts from the Kaikōura earthquake on large, urban population centres have been generally well documented, this thesis aims to fill gaps in academic knowledge regarding small rural towns. This thesis investigates what, where and when critical infrastructure and lifeline service disruption occurred following the 2016 Kaikōura earthquake in a selection of small towns, and how the communities in these areas adapted to disruption. Following a robust review of literature and news media, four small rural towns were selected from North Canterbury (Culverden & Waiau) and Marlborough (Seddon & Ward) in the South Island, New Zealand. Semi-structured interview sessions with a special focus on these towns were held with infrastructure managers, emergency response and recovery officials, and organisation leaders with experience or expertise in the 2016 Kaikōura earthquake. Findings were supplemented with emergency management situation reports to produce hazard maps and infrastructure exposure maps. A more detailed analysis was conducted for Waiau involving interdependence analyses and a level of service timeline for select lifeline services. The earthquake impacted roads by blocking them with landslides, debris and surface rupture. Bridges where shaken off their abutments, breaking infrastructure links such as fibre landlines as they went. Water supplies and other forms of infrastructure relied heavily on the level of service of roads, as rough rural terrain left few alternatives. Adapting to an artificial loss of road service, some Waiau locals created their own detour around a road cordon in order to get home to family and farms. Performance of dwellings was tied to socioeconomic factors as much as proximity to the epicentre. Farmers who lost water access pulled out fences to allow stock to drink from rivers. Socioeconomic differences between farmland and township residents also contributed to resilience variations between the towns assessed in this study. Understanding how small rural towns respond and adapt to disaster allows emergency management officials and policy to be well informed and flexible with planning for multiple size classes of towns.

In this thesis, focus is given to develop methodologies for rapidly estimating specific components of loss and downtime functions. The thesis proposes methodologies for deriving loss functions by (i) considering individual component performance; (ii) grouping them as per their performance characteristics; and (iii) applying them to similar building usage categories. The degree of variation in building stock and understanding their characteristics are important factors to be considered in the loss estimation methodology and the field surveys carried out to collect data add value to the study. To facilitate developing ‘downtime’ functions, this study investigates two key components of downtime: (i) time delay from post-event damage assessment of properties; and (ii) time delay in settling the insurance claims lodged. In these two areas, this research enables understanding of critical factors that influence certain aspects of downtime and suggests approaches to quantify those factors. By scrutinising the residential damage insurance claims data provided by the Earthquake Commission (EQC) for the 2010- 2011 Canterbury Earthquake Sequence (CES), this work provides insights into various processes of claims settlement, the time taken to complete them and the EQC loss contributions to building stock in Christchurch city and Canterbury region. The study has shown diligence in investigating the EQC insurance claim data obtained from the CES to get new insights and build confidence in the models developed and the results generated. The first stage of this research develops contribution functions (probabilistic relationships between the expected losses for a wide range of building components and the building’s maximum response) for common types of claddings used in New Zealand buildings combining the probabilistic density functions (developed using the quantity of claddings measured from Christchurch buildings), fragility functions (obtained from the published literature) and cost functions (developed based on inputs from builders) through Monte Carlo simulations. From the developed contribution functions, glazing, masonry veneer, monolithic and precast concrete cladding systems are found to incur 50% loss at inter-storey drift levels equal to 0.027, 0.003, 0.005 and 0.011, respectively. Further, the maximum expected cladding loss for glazing, masonry veneer, monolithic, precast concrete cladding systems are found to be 368.2, 331.9, 365.0, and 136.2 NZD per square meter of floor area, respectively. In the second stage of this research, a detailed cost breakdown of typical buildings designed and built for different purposes is conducted. The contributions of structural and non- structural components to the total building cost are compared for buildings of different usages, and based on the similar ratios of non-structural performance group costs to the structural performance group cost, four-building groups are identified; (i) Structural components dominant group: outdoor sports, stadiums, parkings and long-span warehouses, (ii) non- structural drift-sensitive components dominant group: houses, single-storey suburban buildings (all usages), theatres/halls, workshops and clubhouses, (iii) non-structural acceleration- sensitive components dominant group: hospitals, research labs, museums and retail/cold stores, and (iv) apartments, hotels, offices, industrials, indoor sports, classrooms, devotionals and aquariums. By statistically analysing the cost breakdowns, performance group weighting factors are proposed for structural, and acceleration-sensitive and drift-sensitive non-structural components for all four building groups. Thus proposed building usage groupings and corresponding weighting factors facilitate rapid seismic loss estimation of any type of building given the EDPs at storey levels are known. A model for the quantification of post-earthquake inspection duration is developed in the third stage of this research. Herein, phase durations for the three assessment phases (one rapid impact and two rapid building) are computed using the number of buildings needing inspections, the number of engineers involved in inspections and a phase duration coefficient (which considers the median building inspection time, efficiency of engineer and the number of engineers involved in each assessment teams). The proposed model can be used: (i) by national/regional authorities to decide the length of the emergency period following a major earthquake, and estimate the number of engineers required to conduct a post-earthquake inspection within the desired emergency period, and (ii) to quantify the delay due to inspection for the downtime modelling framework. The final stage of this research investigates the repair costs and insurance claim settlement time for damaged residential buildings in the 2010-2011 Canterbury earthquake sequence. Based on the EQC claim settlement process, claims are categorized into three groups; (i) Small Claims: claims less than NZD15,000 which were settled through cash payment, (ii) Medium Claims: claims less than NZD100,000 which were managed through Canterbury Home Repair Programme (CHRP), and (iii) Large Claims: claims above NZD100,000 which were managed by an insurance provider. The regional loss ratio (RLR) for greater Christchurch for three events inducing shakings of approximate seismic intensities 6, 7, and 8 are found to be 0.013, 0.066, and 0.171, respectively. Furthermore, the claim duration (time between an event and the claim lodgement date), assessment duration (time between the claim lodgement day and the most recent assessment day), and repair duration (time between the most recent assessment day and the repair completion day) for the insured residential buildings in the region affected by the Canterbury earthquake sequence is found to be in the range of 0.5-4 weeks, 1.5- 5 months, and 1-3 years, respectively. The results of this phase will provide useful information to earthquake engineering researchers working on seismic risk/loss and insurance modelling.

Need – The freight industry is facing challenges related to climate change, including natural hazards and carbon emissions. These challenges impact the efficiency of freight networks, increase costs, and negatively affect delivery times. To address these challenges, freight logistics modelling should consider multiple variables, such as natural hazards, sustainability, and emission reduction strategies. Freight operations are complex, involving various factors that contribute to randomness, such as the volume of freight being transported, the location of customers, and truck routes. Conventional methods have limitations in simulating a large number of variables. Hence, there is a need to develop a method that can incorporate multiple variables and support freight sustainable development. Method - A minimal viable model (MVM) method was proposed to elicit tacit information from industrial clients for building a minimally sufficient simulation model at the early modelling stages. The discrete-event simulation (DES) method was applied using Arena® software to create simulation models for the Auckland and Christchurch corridor, including regional pick-up and delivery (PUD) models, Christchurch city delivery models, and linehaul models. Stochastic variables in freight operations such as consignment attributes, customer locations, and truck routes were incorporated in the simulation. The geographic information system (GIS) software ArcGIS Pro® was used to identify and analyse industrial data. The results obtained from the GIS software were applied to create DES models. Life cycle assessment (LCA) models were developed for both diesel and battery electric (BE) trucks to compare their life cycle greenhouse gas (GHG) emissions and total cost of ownership (TCO) and support GHG emissions reduction. The line-haul model also included natural hazards in several scenarios, and the simulation was used to forecast the stock level of Auckland and Christchurch depots in response to each corresponding scenario. Results – DES is a powerful technique that can be employed to simulate and evaluate freight operations that exhibit high levels of variability, such as regional pickup and delivery (PUD) and linehaul. Through DES, it becomes possible to analyse multiple factors within freight operations, including transportation modes, routes, scheduling, and processing times, thereby offering valuable insights into the performance, efficiency, and reliability of the system. In addition, GIS is a useful tool for analysing and visualizing spatial data in freight operations. This is exemplified by their ability to simulate the travelling salesman problem (TSP) and conduct cluster analysis. Consequently, the integration of GIS into DES modelling is essential for improving the accuracy and reliability of freight operations analysis. The outcomes of the simulation were utilised to evaluate the ecological impact of freight transport by performing emission calculations and generating low-carbon scenarios to identify approaches for reducing the carbon footprint. LCA models were developed based on simulation results. Results showed that battery-electric trucks (BE) produced more greenhouse gas (GHG) emissions in the cradle phase due to battery manufacturing but substantially less GHG emissions in the use phase because of New Zealand's mostly renewable energy sources. While the transition to BE could significantly reduce emissions, the financial aspect is not compelling, as the total cost of ownership (TCO) for the BE truck was about the same for ten years, despite a higher capital investment for the BE. Moreover, external incentives are necessary to justify a shift to BE trucks. By using simulation methods, the effectiveness of response plans for natural hazards can be evaluated, and the system's vulnerabilities can be identified and mitigated to minimize the risk of disruption. Simulation models can also be utilized to simulate adaptation plans to enhance the system's resilience to natural disasters. Novel contributions – The study employed a combination of DES and GIS methods to incorporate a large number of stochastic variables and driver’s decisions into freight logistics modelling. Various realistic operational scenarios were simulated, including customer clustering and PUD truck allocation. This showed that complex pickup and delivery routes with high daily variability can be represented using a model of roads and intersections. Geographic regions of high customer density, along with high daily variability could be represented by a two-tier architecture. The method could also identify delivery runs for a whole city, which has potential usefulness in market expansion to new territories. In addition, a model was developed to address carbon emissions and total cost of ownership of battery electric trucks. This showed that the transition was not straightforward because the economics were not compelling, and that policy interventions – a variety were suggested - could be necessary to encourage the transition to decarbonised freight transport. A model was developed to represent the effect of natural disasters – such as earthquake and climate change – on road travel and detour times in the line haul freight context for New Zealand. From this it was possible to predict the effects on stock levels for a variety of disruption scenarios (ferry interruption, road detours). Results indicated that some centres rather than others may face higher pressure and longer-term disturbance after the disaster subsided. Remedies including coastal shipping were modelled and shown to have the potential to limit the adverse effects. A philosophical contribution was the development of a methodology to adapt the agile method into the modelling process. This has the potential to improve the clarification of client objectives and the validity of the resulting model.

The assessment of damage and remaining capacity after an earthquake is an immediate measure to determine whether a reinforced concrete (RC) building is usable and safe for occupants. The recent Christchurch earthquake (22 February 2011) caused a uniquely severe level of structural damage to modern buildings, resulting in extensive damage to the building stock. About 60% of damaged multistorey concrete buildings (3 storeys and up) were demolished after the earthquake, and the cost of reconstruction amounted to 40 billion NZD. The aftermath disclosed issues of great complexities regarding the future of the RC buildings damaged by the earthquakes. This highlighted the importance of post-event decision-making, as the outcome will allow the appropriate course of action—demolition, repair or acceptance of the existing building—to be considered. To adopt the proper strategy, accurate assessment of the residual capacity and the level of damage is required. This doctoral dissertation aims to assess the damage and remaining capacity at constituent material and member level (i.e., concrete material and beams) through a systematic approach in an attempt to address part of an existing gap in the available literature. Since the residual capacity of RC members is not unique and depends on previously applied loading history, post-event residual capacity in this study was assessed in terms of fraction of fatigue life (i.e., the number of cycles required to failure). This research comprises three main parts: (1) residual capacity and damage assessment at material level (i.e., concrete), (2) post-yield bond deterioration and damage assessment at the interface of steel and concrete, and, finally, (3) residual capacity and damage assessment at member level (i.e., RC beam). The first part of this research focused on damage assessment and the remaining capacity of concrete from a material point of view. It aimed to employ appropriate and reliable durability-based testing and image-detection techniques to quantify deterioration in the mechanical properties of concrete on the basis that stress-induced damage occurred in the microstructural system of the concrete material. To this end, in the first phase, a feasibility study was conducted in which a combination of oxygen permeability, electrical resistivity and porosity tests were assessed to determine if they were robust and reliable enough to reveal damage which occurred in the microstructural system of concrete. The results, in terms of change in permeability, electrical resistivity and porosity features of disk samples taken from the middle third of damaged concrete cylinders (200 mm × 100 mm) monotonically pre-loaded to 50%, 70%, 90% and 95% of the ultimate strength (f′c), showed the permeability test is a reliable tool to identify the degree of damage, due to its high sensitivity to the load-induced microcracking. In parallel, to determine the residual capacity, the companion damaged concrete cylinders already loaded to the same level of compressive strength were reloaded up to failure. Comparing the stress–strain relationship of damaged concrete with intact material, it was also found that the strain capacity of the reloaded pre-damaged concrete cylinders decreases while strength remained virtually unchanged. In the second phase of the first part, a fluorescent microscopy technique was used to assess the damage and develop a correlation between material degradation, by virtue of the geometrical features, and damage to the concrete. To account for the effect of confinement and cyclic loading, in the third phase, the residual capacity and damage assessment of unconfined and GFRP confined concrete cylinders subjected to low-cycle fatigue loading, was investigated. Similar to the first phase, permeability testing technique was used to provide an indirect evaluation of fatigue damage. Finally, in the fourth phase of the first part, the suitability of permeability testing technique to assess damage was evaluated for cored concrete taken from three types of RC members: columns, beams and a beam-column joint. In view of the fact that the composite action of an RC member is highly dependent on the bond between reinforcement and surrounding concrete, understanding the deterioration of the bond in the post-yield range of strain in steel was crucial to assess damage at member level. Therefore, in the second phase of this research, a state-of-the- art distributed fibre optic strain sensor system (DFOSSS) system was used to evaluate bond deterioration in a cantilever RC beam subjected to monotonic lateral loading. The technology allowed the continuous capture of strain, every 2.6 mm along the length, in both reinforcing bars and cover concrete. The strain profile provided a basis by which the slip, axial stress and bond stress distributions were then established. In the third part, the study focused on the damage assessment and residual capacity of seven half-scale RC beams subjected to a constant-amplitude cyclic loading protocol. In the first stage, the structural performances of three specimens under constant-amplitude fatigue at 1%, 2% and 4% chord rotation (drift) were examined. In parallel, the number of cycles to failure, degradation in strength, stiffness and energy dissipation were characterized. In the second stage, four RC beams were subjected to loading up to 70% and 90% of their fatigue life, at 2% and 4% drift, and then monotonically pulled up to failure. To determine the residual flexural capacity, the lateral force–displacement results of pre-damaged specimens were compared with an undamaged specimen subjected to only monotonic loading. The study showed significant losses in strength, deformability, stiffness and energy dissipation capacity. A nonlinear finite element analysis (FEA) using concrete damage plasticity (CDP) model was also conducted in ABAQUS to numerically investigate the behaviour of the tested specimen. The results of the FE simulations indicated a reasonable response compared with the behaviour of the test specimen in terms of force–displacement and cracking pattern. During the Christchurch earthquake it was observed that the loading history has a significant influence on structural responses. While in conventional pseudo-static loading protocol, internal forces can be redistributed along the plastic length: there is little chance for structures undergoing high initial loading amplitude to redistribute pertinent stresses. As a result, in the third phase of this part, the effect of high rate of loading on the behaviour of seismically designed RC beams was investigated. Two half-scale cantilever RC beams were subjected to similar constant-amplitude cyclic loading at 2% and 4% drifts, but at a rate of 500 mm/s. Due to the incapability of conventional measuring techniques, a motion-tracking system was employed for data acquisition with the high-speed tests. The effect of rate of loading on the fatigue life of specimens (i.e., the number of cycles required to failure), secant stiffness, failure mode, cracking pattern, beam elongations and bar fracture surface were analysed. Integrating the results of all parts of this research has resulted in a better understanding of residual capacity and the development of damage at both the material and member level by using a low-cycle fatigue approach.
