Triple P parenting programmes have provided promising results for children and families in recent years. The aim of the current project was to explore the experiences of families leading up to participating in a Teen Triple P programme three years following the Christchurch earthquakes and their need for assistance in the management of their teenagers. Parents were interviewed prior to the commencement of the Teen Triple P programme and after its completion. Parents were also asked to complete a journal entry or engage in two brief telephone conversations with the researcher outlining their experiences with the Teen Triple P programme. These outlined the perceived fit of the programme to the needs of the family. Parents provided insight into their family’s experiences of the Christchurch 2010 and 2011 series of earthquakes and the perceived impact this had on their lives and the management of their teenagers. The results indicated that parents felt more positively about their parenting behaviours post-programme and were able to identify changes in their teen and/or family that they felt were as a response to participation in Teen Triple P. Parents provided rich descriptions of their earthquake experiences and the immediate and long-term impacts they endured both individually and as a family. Parents did not feel that the earthquakes fed into their decision to do a Teen Triple P Programme. The results helped improve our understanding of the effectiveness of Teen Triple P as a parenting programme as well increased our understanding of the challenges and needs of families in post-earthquake Christchurch.
This report to RCP Ltd and University of Canterbury summarises the findings of a 5 month secondment to the CERA Port Hills Land Clearance Team. Improvement strategies were initiated and observed. The Port Hills Land Clearance Programme is the undertaking of the demolition of all built structures from the Crown’s compulsory acquired 714 residential red zoned properties. These properties are zoned red due to an elevated life risk as a result of geotechnical land uncertainty following the 2011 Canterbury Earthquakes.
This report discusses the experiences gained and lessons learned during a project management internship in post-earthquake Christchurch as part of the construction industry and rebuild effort.
The timeliness and quality of recovery activities are impacted by the organisation and human resourcing of the physical works. This research addresses the suitability of different resourcing strategies on post-disaster demolition and debris management programmes. This qualitative analysis primarily draws on five international case studies including 2010 Canterbury earthquake, 2009 L’Aquila earthquake, 2009 Samoan Tsunami, 2009 Victorian Bushfires and 2005 Hurricane Katrina. The implementation strategies are divided into two categories: collectively and individually facilitated works. The impacts of the implementation strategies chosen are assessed for all disaster waste management activities including demolition, waste collection, transportation, treatment and waste disposal. The impacts assessed include: timeliness, completeness of projects; and environmental, economic and social impacts. Generally, the case studies demonstrate that detritus waste removal and debris from major repair work is managed at an individual property level. Debris collection, demolition and disposal are generally and most effectively carried out as a collective activity. However, implementation strategies are affected by contextual factors (such as funding and legal constraints) and the nature of the disaster waste (degree of hazardous waste, geographical spread of waste etc.) and need to be designed accordingly. Community involvement in recovery activities such as demolition and debris removal is shown to contribute positively to psychosocial recovery.
A wide range of reinforced concrete (RC) wall performance was observed following the 2010/2011 Canterbury earthquakes, with most walls performing as expected, but some exhibiting undesirable and unexpected damage and failure characteristics. A comprehensive research programme, funded by the Building Performance Branch of the New Zealand Ministry of Business, Innovation and Employment, and involving both numerical and experimental studies, was developed to investigate the unexpected damage observed in the earthquakes and provide recommendations for the design and assessment procedures for RC walls. In particular, the studies focused on the performance of lightly reinforced walls; precast walls and connections; ductile walls; walls subjected to bi-directional loading; and walls prone to out-of-plane instability. This paper summarises each research programme and provides practical recommendations for the design and assessment of RC walls based on key findings, including recommended changes to NZS 3101 and the NZ Seismic Assessment Guidelines.
Programme interventions for people who have experienced natural disasters are limited. To investigate whether Group Teen Positive Parenting (GTPPP) programme promoted family functioning in the aftermath of disaster, 14 parents and nine adolescents, self-reported measures of family functioning and adjustment prior to and after the intervention. It was found that GTPPP enhanced parenting competence, parental wellbeing, decreased conflict between parents and their adolescents. These findings suggest that GTPPP may provide a practical way of supporting families after a natural disaster.

of magnitude 6.3 on the Richter scale, centred at Edgecumbe.
Severe damage to personal and industrial property and
drainage systems occurred.
In hindsight, although much of the damage was covered by insurance,
loans, public and government contributions, the continuing
reconstruction costs have had a tremendous impact financially
on individuals and the District as a whole.
By highlighting some of these ongoing costs and suggestions of
alternatives other Rural communities may be better prepared to
lessen the effect of a natural disaster such as the Edgecumbe
Earthquake of 1987.
The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.At 4.35am on 4th September 2010, Canterbury was hit by an earthquake measuring 7.1 on the
Richter scale. On 22nd February 2011 and 13th June 2011 a separate fault line approximately
35km from the first, ruptured to inflict two further earthquakes measuring 6.3 and 6.0
respectively. As a direct result of the February earthquake, 181 people lost their lives. Some
commentators have described this series of earthquakes as the most expensive global
insurance event of all time.
These earthquakes and the more than 7000 associated aftershocks have had a significant
physical impact on parts of Canterbury and virtually none on others. The economic, social and
emotional impacts of these quakes spread across Canterbury and beyond.
Waimakariri district, north of Christchurch, has reflected a similar pattern, with over 1400 houses
requiring rebuild or substantial repair, millions of dollars of damage to infrastructure, and
significant social issues as a result. The physical damage in Waimakiriri District was
predominately in parts of Kaiapoi, and two small beach settlements, The Pines and Kairaki
Beach with pockets elsewhere in the district. While the balance of the district is largely
physically untouched, the economic, social, and emotional shockwaves have spread across the
district. Waimakariri district consists of two main towns, Rangiora and Kaiapoi, a number of
smaller urban areas and a larger rural area. It is considered mid-size in the New Zealand local
government landscape.
This paper will explore the actions and plans of Waimakiriri District Council (WDC) in the
Emergency Management Recovery programme to provide context to allow a more detailed
examination of the planning processes prior to, and subsequent to the earthquakes. This study
looked at documentation produced by WDC, applicable legislation and New Zealand
Emergency Management resources and other sources. Key managers and elected
representatives in the WOC were interviewed, along with a selection of governmental and nongovernmental
agency representatives. The interview responses enable understanding of how
central Government and other local authorities can benefit from these lessons and apply them
to their own planning.
It is intended that this paper will assist local government organisations in New Zealand to
evaluate their planning processes in light of the events of 2010/11 in Canterbury and the
lessons from WDC.

Blended learning plays an important role in many tertiary institutions but little has been written about the implementation of blended learning in times of adversity, natural disaster or crisis. This paper describes how, in the wake of the 22 February Canterbury earthquake, five teacher educators responded to crisis-driven changing demands and changing directions. Our narratives describe how blended learning provided students in initial teacher education programmes with some certainty and continuity during a time of civil emergency. The professional learning generated from our experiences provides valuable insights for designing and preparing for blended learning in times of crisis, as well as developing resilient blended learning programmes for the future.
The self-regulation approach to educating parents focusses on promoting parenting confidence, independence, and the ability to solve future problems. As parents learn the skills to modify their own behaviour, in turn, they aim to foster self-regulation in their children/adolescents. A need had been identified by Christchurch school principals for the Ministry of Education to respond to the post-earthquake stress in local families. The aim of this study was to investigate if a parenting programme was effective in promoting parental self-management skills and adolescent behaviour change in Christchurch families affected by earthquakes between 2010 and 2012. A single case research design was used to follow five families with adolescents (12-16 years old) as they participated in a Group Teen Triple P – Positive Parenting Programme. Measures of self-management skill acquisition were taken during three family discussions (pre-intervention, mid-intervention, and post-intervention) and during the three telephone consultations (Sessions 5-7). Adolescent target behaviour tallies were also analysed for change. The main findings showed that parental self-management skill acquisition increased over-time accompanied by positive change in adolescent behaviour. Additionally, the results suggested that higher rates and levels of self-management skill acquisition in the parents were associated with greater improvements in adolescent behaviour. This study demonstrated that Group Teen Triple P – Positive Parenting Programme was effective in promoting self-management competencies in parents and behaviour change in adolescents.
The Canterbury earthquakes of 2010 and 2011 caused significant damage and disruption to the city of Christchurch, New Zealand. A Royal Commission was established to report on the causes of building failure as a result of the earthquakes as well as look at the legal and best-practice requirements for buildings in New Zealand Central Business Districts. The Royal Commission made 189 recommendations on a variety of matters including managing damaged buildings after an earthquake, the adequacy of building codes and standards, and the processes of seismic assessments of existing buildings to determine their earthquake vulnerability. In response the Ministry of Business, Innovation and Employment, the agency responsible for administering building regulation in New Zealand, established a work programme to assist with the Canterbury rebuild and to implement the lessons learned throughout New Zealand. The five primary work streams in the programme are: • Facilitating the Canterbury Rebuild • Structural Performance and Design Standards • Geotechnical and structural guidance • Existing Building Resilience • Post Disaster Building Management This paper provides more detail on each of the work streams. There has been significant collaboration between the New Zealand Government and the research community, technical societies, and engineering consultants, both within New Zealand and internationally, to deliver the programme and improve the resilience of the New Zealand built environment. This has presented major challenges for an extremely busy industry in the aftermath of the Canterbury earthquakes. The paper identifies the items of work that have been completed and the work that is still in progress at the time of writing.
Territorial authorities in New Zealand are responding to regulatory and market forces in the wake of the 2011 Christchurch earthquake to assess and retrofit buildings determined to be particularly vulnerable to earthquakes. Pending legislation may shorten the permissible timeframes on such seismic improvement programmes, but Auckland Council’s Property Department is already engaging in a proactive effort to assess its portfolio of approximately 3500 buildings, prioritise these assets for retrofit, and forecast construction costs for improvements. Within the programme structure, the following varied and often competing factors must be accommodated: * The council’s legal, fiscal, and ethical obligations to the people of Auckland per building regulations, health and safety protocols, and economic growth and urban development planning strategies; * The council’s functional priorities for service delivery; * Varied and numerous stakeholders across the largest territorial region in New Zealand in both population and landmass; * Heritage preservation and community and cultural values; and * Auckland’s prominent economic role in New Zealand’s economy which requires Auckland’s continued economic production post-disaster. Identifying those buildings most at risk to an earthquake in such a large and varied portfolio has warranted a rapid field assessment programme supplemented by strategically chosen detailed assessments. Furthermore, Auckland Council will benefit greatly in time and resources by choosing retrofit solutions, techniques, and technologies applicable to a large number of buildings with similar configurations and materials. From a research perspective, the number and variety of buildings within the council’s property portfolio will provide valuable data for risk modellers on building typologies in Auckland, which are expected to be fairly representative of the New Zealand building stock as a whole.
Disaster recovery is significantly affected by funding availability. The timeliness and quality of recovery activities are not only impacted by the extent of the funding but also the mechanisms with which funding is prioritised, allocated and delivered. This research addresses the impact of funding mechanisms on the effectiveness and efficiency of post-disaster demolition and debris management programmes. A qualitative assessment of the impacts on recovery of different funding sources and mechanisms was carried out, using the 2010 Canterbury Earthquake as well as other recent international events as case studies. The impacts assessed include: timeliness, completeness, environmental, economic and social impacts. Of the case studies investigated, the Canterbury Earthquake was the only disaster response to rely solely on a privatised approach to insurance for debris management. Due to the low level of resident displacement and low level of hazard in the waste, this was a satisfactory approach, though not ideal. This approach has led to greater organisational complexity and delays. For many other events, the potential community wide impacts caused by the prolonged presence of disaster debris means that publicly funded and centrally facilitated programmes appear to be the most common and effective method of managing disaster waste.
This thesis presents the findings from an experimental programme to determine the performance and behaviour of an integrated building incorporating low damage structural and non-structural systems. The systems investigated included post-tensioned rocking concrete frames, articulated floor solutions, low damage claddings and low damage partition systems. As part of a more general aim to increase the resilience of society against earthquake hazards, more emphasis has been given to damage-control design approaches in research. Multiple low-damage earthquake resistant structural and non-structural systems have emerged that are able to withstand high levels of drift or deflections will little or negligible residual. Dry jointed connections, articulated floor solutions, low damage cladding systems and low damage drywall partitions have all been developed separately and successfully tested. In spite of the extensive research effort and the adoption in practice of the low damage systems, work was required to integrate the systems within one building and verify the constructibility, behaviour and performance of the integrated systems. The objectives of this research were to perform dynamic experimental testing of a building which incorporated the low damage systems and acquire data which could be used to dynamically validate numerical models for each of the systems. A three phase experimental programme was devised and performed to dynamically test a half-scale two storey reinforced concrete building on the University of Canterbury shaking table. The three phases of the programme investigated: The structural system only. The rocking connections were tested as Post-Tensioned only connections and Hybrid connections (including dissipators). Two different articulated floor connections were also investigated. Non-structural systems. The Hybrid building was tested with each non-structural system separately; including low damage claddings, low damage partitions and traditional partitions. The Complete building was tested with Hybrid connections, low damage claddings and low damage partitions all integrated within the test specimen. The building was designed based on a full scale prototype building following the direct displacement based design to reach a peak inter-storey drift of 1.6% in a 1/500 year ground motion for a Wellington site. For each test set up, the test specimen was subjected to a ground motion sequence of 39 single direction ground motions. Through the sequence, both the local and global behaviours of the building and integrated systems were recorded in real time. The test specimen was subjected to over 400 ground motions throughout the testing programme. It sustained no significant damage that required reparations other than crumbling of the grout pads. The average peak inter-storey drifts of the buildings were lower than the design value of 1.6%. The low damage non-structural elements were undamaged in the ground motion sequence. The data acquired from each of the phases was used to successfully validate numerical models for each of the low damage systems included in the research.
Recycling is often employed as part of a disaster waste management system. However, the feasibility, method and effectiveness of recycling varies between disaster events. This qualitative study is based on literature reviews, expert interviews and active participatory research of five international disaster events in developed countries (2009 Victorian Bushfires, Australia; 2009 L’Aquila earthquake, Italy; 2005 Hurricane Katrina, United States; 2010 and 2011 Canterbury earthquakes, New Zealand; 2011 Great East Japan earthquake) to answer three questions: What are the main factors that affect the feasibility of recycling post-disaster? When is on-site or off-site separation more effective? What management approaches improve recycling effectiveness? Seven disaster-specific factors need to be assessed to determine the feasibility of disaster waste recycling programmes: volume of waste; degree of mixing of waste; human and environmental health hazards; areal extent of the waste; community priorities; funding mechanisms; and existing and disaster-specific regulations. The appropriateness of on or off-site waste separation depends on four factors: time constraints; resource availability; degree of mixing of waste and human and public health hazards. Successful recycling programmes require good management including clear and well enforced policies (through good contracts or regulations) and pre-event planning. Further research into post-disaster recycling markets, funding mechanisms and recycling in developing countries is recommended.
As cities evolve, change and grow, the need and desire for adaptable architecture becomes evident across the nation. Architecture needs to undertake techniques that are flexible in order to adapt and align with the development of future generations in New Zealand. The Education industry is a primary example of a sector which requires flexibility within both classroom architectural form and interior configuration. This is a resultant of the recently updated Ministry of Education requirements; which state that every new classroom built or renovated nationwide, must implement the MoE classroom design standards for Innovative Learning Environments. ILE teaching spaces are configured as an open plan interior, supporting flexibility in classroom arrangement and teaching techniques. ILE classrooms are capable of evolving and adapting as educational practices evolve and change, allowing schools to remain modern and future focused. As part of this movement to ILE, the Ministry of Education has also recently made an attempt to improve the quality of temporary classrooms. This has been done by looking into the initiation of a programme that utilizes relocatable classroom buildings. Relocatable classrooms have been selected for multiple reasons, primarily flexibility. Flexibility is key for a school environment as it allows the school to actively respond to fluctuating school rolls. It is anticipated that the programme will provide a faster delivery process with a standardised design that allows the classrooms to be relocated from one school to another with relative ease. Following the devastating February 2011 earthquake the Greater Christchurch Region, the Education sector is in the midst of the Canterbury Schools Rebuild Programme. As a repercussion of this natural disaster, the majority of Christchurch schools have redevelopment or rebuild projects in progress, with preliminary design phases already in action for a small group of select schools regarded as high priority. The primary funding for these projects are sourced from insurance money, implementing tight budget restrictions, affecting the architectural design, quality and speed of the construction and repair works. The available funding limits the affordable classroom options to basic teaching spaces that have been stripped back to simple architectural forms, dictating not only the re-design, but also how our future generations will learn. Thus causing the development of the new student-led learning ILE concept to become controlled by existing construction techniques and the Rebuild Programmes budget restrictions. This thesis focuses on the future proofing of New Zealand schools by providing an affordable and time efficient alternative option to the current static, traditional construction, an option that has the ability to cater to the unpredictable fluctuating school rolls across the nation. This has been done by developing a prefabricated system for standalone classroom blocks. These blocks have the ability to be relocated between different school sites, dynamically catering to the unpredictable school roll numbers experienced across New Zealand. This site flexibility is reflected with the interior flexibility in the classrooms, enhancing the internal teaching space composition and challenges the existing design standards set by the Ministry of Education for Innovative Learning Environments. This system is called “Flexi-Ed”. Flexibility has been a key driver for this thesis, as the prefabricated structure is have to be flexible in three ways; first in the sense of being easy to assemble and disassemble. Second by offering flexible interior learning environments and thirdly the joints of the structure are designed with the ability to be flexible in order to cope with seismic activity. These three principles will provide schools with long term flexibility, minimal on-site interruption and heighten the standard of ILE across the nation. I strive to provide schools with long term flexibility and minimal site interruption, whilst heightening the standard of Innovative Learning Environments across New Zealand.
The Resilient Organisations Research Programme and the University of Canterbury are undertaking a longitudinal study to examine the resilience and recovery of organisations within the Canterbury region following the 4 September Canterbury earthquake. The preliminary data suggest the physical, economic and social effects of the earthquake were varied across industry sectors within Canterbury. These preliminary results catalogue organisations’ perceptions of the: - disruptions to their ability to do business - challenges faced in the aftermath of the earthquake - factors that have helped mitigate the effects of the earthquake - revenue changes and projections for the duration of this change - financing options for recovery
The University of Canterbury CEISMIC Canterbury Earthquake Digital Archive draws on the example of the Centre for History and New Media’s (CHNM) September 11 Archive, which was used to collect digital artefacts after the bombing of the World Trade Centre buildings in 2001, but has gone significantly further than this project in its development as a federated digital archive. The new University of Canterbury Digital Humanities Programme – initiated to build the archive – has gathered together a Consortium of major national organizations to contribute content to a federated archive based on principles of openness and collaboration derived directly from the international digital humanities community.
Very little research exists on total house seismic performance. This testing programme provides stiffness and response data for five houses of varying ages including contributions of non-structural elements. These light timber framed houses in Christchurch, New Zealand had minor earthquake damage from the 2011 earthquakes and were lateral load tested on site to determine their strength and stiffness, and preliminary damage thresholds. Dynamic characteristics were also investigated. Various loading schemes were utilised including quasi-static loading above the foundation, unidirectional loading through the floor diaphragm, cyclic quasi-static loading and snapback tests. Dynamic analysis on two houses provided the seismic safety levels of post-quake houses with respect to local hazard levels. Compared with New Zealand Building Standards all the tested houses had an excess of strength, damage is a significant consideration in earthquake resilience and was observed in all of the houses. A full size house laboratory test is proposed.

Energy is dissipated by means of friction connections. These connections are arranged in a number of structural configurations. Typical building nonskeletal elements (NSEs) are also included. Testing is performed on the Jiading Campus shaking table at Tongji University, Shanghai, China. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. This paper provides a general overview of the project describing a number of issues encountered in the planning of this programme including issues related to international collaboration, the test plan, and technical issues.

prepared in partnership with Lincoln University. The objective of this is to understand better how
the tourism sector sees its future and what challenges and opportunities lie ahead in both the short
and longer term. State of Sector 2011, alongside the ongoing series of TIA Insights and other
consultations that TIA is undertaking in its research work programme, is aimed at informing
participants at the Tourism Summit taking place in Wellington on 13 July 2011. This information is a
key driver in assisting with the development of the 2011 Tourism Industry Election Manifesto. State
of the Sector 2011 also ultimately provides a current view of the tourism sector for those within the
industry and for external stakeholders who have an interest in tourism in New Zealand.
As far as suburbs with bad reputations go, Aranui in Christchurch often seems to dominate local public perceptions. High crime, high unemployment, low incomes, run-down state houses and uncared-for neighbourhoods have been the key words and phrases used over many decades. This reputation achieved national standing over the same period and in 2001 Aranui gained the dubious distinction of becoming the pilot project for the Labour Government’s state housing Community Renewal Programme initiated in 2001. It is common to read “Don’t buy or rent here” comments on websites and blogs advising prospective immigrants on where to live. One of the dispiriting moments in Aranui’s history came in September 2009 with the discovery of two bodies under the floorboards of a Hampshire Street property and the subsequent charge of double-homicide and conviction of local resident Jason Somerville for the murder of his wife Rebecca Chamberlain and neighbour Tisha Lowry.

The Bachelor of Youth and Community Leadership (BYCL) was launched by the University of Canterbury (UC) in 2020. The genesis of this new degree was a Stage One service-learning course that, in turn, arose from the innovative and active response of many of the university’s students in the aftermath of the Christchurch earthquakes in 2010 and 2011. That innovative action saw the formation of the Student Volunteer Army as well as the adoption of a new set of Graduate Attributes for every undergraduate at the university. The idea of a specialist undergraduate degree that captured this unique chain of events began to take form from 2016. The resulting degree was developed as a flexible, transdisciplinary programme for young (and not so young) leaders wanting an academic grounding for their passions in community leadership and social action. In 2020, the inaugural intake of students commenced their studies. In this reflection, we discuss our experience of teaching within the BYCL for the first time, using a collaborative approach to teaching that we based on what we understand, individually and collectively, to draw on principles of democratic pedagogy.
With the occurrence of natural disasters on the increase, major cities around the world face the potential of complete loss of infrastructure due to design guidelines that do not consider resilience in the design. With the February 22nd, 2011 earthquake in Christchurch, being the largest insured event, lessons learnt from the rebuild will be vital for the preparation of future disasters. Therefore the objective of this research is to understand the financial implications of the changes to the waste water design guidelines used throughout the five year rebuild programme of works. The research includes a study of the SCIRT alliance model selected for the delivery that is flexible enough to handle changes in the design with minimal impact on the direct cost of the rebuild works. The study further includes the analysis and compares the impact of the three different guidelines on maintenance and replacement cost over the waste water pipe asset life. The research concludes that with the varying ground conditions in Christchurch and also the wide variety of materials in use in the waste water network up to the start of the CES, the rebuild was not a ‘one size fits all’ approach.
New Zealand's devastating Canterbury earthquakes provided an opportunity to examine the efficacy of existing regulations and policies relevant to seismic strengthening of vulnerable buildings. The mixed-methods approach adopted, comprising both qualitative and quantitative approaches, revealed that some of the provisions in these regulations pose as constraints to appropriate strengthening of earthquake-prone buildings. Those provisions include the current seismic design philosophy, lack of mandatory disclosure of seismic risks and ineffective timeframes for strengthening vulnerable buildings. Recommendations arising from these research findings and implications for pre-disaster mitigation for future earthquake and Canterbury's post-disaster reconstruction suggest: (1) a reappraisal of the requirements for earthquake engineering design and construction, (2) a review and realignment of all regulatory frameworks relevant to earthquake risk mitigation, and (3) the need to develop a national programme necessary to achieve consistent mitigation efforts across the country. These recommendations are important in order to present a robust framework where New Zealand communities such as Christchurch can gradually recover after a major earthquake disaster, while planning for pre-disaster mitigation against future earthquakes. Structural members made of laminated veneer lumber (LVL) in combination with unbonded post-tensioning have recently been proposed, which makes it possible to design moment-resisting frames with longer spans for multi-storey timber buildings. It has been shown that prefabricated and prestressed timber structures can be designed to have excellent seismic resistance, with enhanced re-centring and energy dissipation characteristics. The post-tensioning provides re-centring capacity while energy is dissipated through yielding of mild steel dissipating devices. This paper summarizes an experimental investigation into the seismic response of LVL columns to bi-directional seismic loading, performed as part of a research programme on timber structures at the University of Canterbury. The experimental investigation includes testing under both quasi-static cyclic and pseudo-dynamic protocols. The results show excellent seismic performance, characterized by negligible damage of the structural members and small residual deformations, even under the combined effect of loading in two directions. Energy is dissipated mostly through yielding of external dissipators connecting the column and the foundation, which can be easily removed and replaced after an earthquake. Since post-tensioning can be economically performed on site, the system can be easily implemented in multi-storey timber buildings
Planning in New Zealand in 2014 has largely been dominated by housing and urban development, potential local government and legislative reforms, and water issues. This volume’s peer reviewed research, which combines Issues 1 and 2, focuses on these issues, but with perspectives and issues that are outside the mainstream. In our lead research article, John Ryks and his co-authors review the opportunities from Treaty settlements and legislative provisions and challenges for Māori participation in urban development, such as the balancing of matawaka and mana whenua perspectives. Water issues are picked up by Ronlyn Duncan and Phil Holland who each take constructively critical views toward some currently well-regarded approaches to resolutions. We have reflective and somewhat contrasting contributions from two highly respected semi-retired planners, Malcolm Douglass (FNZPI) and Derek Hall, that challenge aspects of New Zealand’s current approach to planning. In our outreach part of this Volume we include the response of some political parties to questions put to them about planning by LPR team member Nicole Read. Finally, Lincoln University appears to have turned a corner after the earthquakes, at least in the planning programmes.
4th September 2010 a 7.1 magnitude earthquake strikes near Christchurch, New Zealand’s second largest city of approximately 370,000 people. This is followed by a 6.3 magnitude quake on 22nd February 2011 and a 6.4 on 13th June. In February 181 people died and a state of national emergency was declared from 23 February to 30th April. Urban Search and Rescue teams with 150 personnel from New Zealand and 429 from overseas worked tirelessly in addition to Army, Police and Fire services. Within the central business district 1,000 buildings (of 4,000) are expected to be demolished. An estimated 10,000 houses require demolition and over 100,000 were damaged. Meanwhile the over 7,000 aftershocks have become part of the “new normal” for us all.
During this time how have libraries supported their staff? What changes have been made to services? What are the resourcing opportunities?
This presentation will provide a personal view from Lincoln University, Te Whare Wanaka o Aoraki, Library Teaching and Learning. Lincoln is New Zealand's third oldest university having been founded in 1878. Publicly owned and operated it is New Zealand's specialist land-based university. Lincoln is based on the Canterbury Plains, 22 kilometres south of Christchurch. On campus there was mostly minor damage to buildings while in the Library 200,000 volumes were thrown from the shelves. I will focus on the experiences of the Disaster Team and on our experiences with hosting temporarily displaced staff and students from the Christchurch Polytechnic Institute of Technology, Library, Learning & Information Services.
Experiences from two other institutions will be highlighted:
Christchurch City Libraries, Ngā Kete Wānanga-o-Ōtautahi. Focusing on the Māori Services Team and the Ngā Pounamu Māori and Ngāi Tahu collections. The Central library located within the red zone cordon has been closed since February, the Central library held the Ngā Pounamu Māori and Ngai Tahu collections, the largest Māori collections in the Christchurch public library network. The lack of access to these collections changed the way the Māori Services Team, part of the larger Programmes, Events and Learning Team at Christchurch City Libraries were able to provide services to their community resulting in new innovative outreach programmes and a focus on promotion of online resources. On 19th December the “temporary” new and smaller Central library Peterborough opened. The retrieved Ngā Pounamu Māori and Ngai Tahu collections "Ngā rakau teitei e iwa”, have since been re-housed and are once again available for use by the public.
Te Rūnanga o Ngāi Tahu. This organisation, established by the Te Rūnanga o Ngāi Tahu Act 1996, services the statutory rights for the people of Ngāi Tahu descent and ensures that the benefits of their Treaty Claim Settlement are enjoyed by Ngāi Tahu now and in the future. Ngāi Tahu are the indigenous Māori people of the southern islands of New Zealand - Te Waipounamu. The iwi (people) hold the rangatiratanga or tribal authority to over 80 per cent of the South Island. With their headquarters based in the central business they have also had to be relocated to temporary facilities. This included their library/archive collection of print resources, art works and taonga (cultural treasures).
