In response to the February 2011 earthquake, Parliament enacted the Canterbury Earthquake Recovery Act. This emergency legislation provided the executive with extreme powers that extended well beyond the initial emergency response and into the recovery phase. Although New Zealand has the Civil Defence Emergency Management Act 2002, it was unable to cope with the scale and intensity of the Canterbury earthquake sequence. Considering the well-known geological risk facing the Wellington region, this paper will consider whether a standalone “Disaster Recovery Act” should be established to separate an emergency and its response from the recovery phase. Currently, Government policy is to respond reactively to a disaster rather than proactively. In a major event, this typically involves the executive being given the ability to make rules, regulations and policy without the delay or oversight of normal legislative process. In the first part of this paper, I will canvas what a “Disaster Recovery Act” could prescribe and why there is a need to separate recovery from emergency. Secondly, I will consider the shortfalls in the current civil defence recovery framework which necessitates this kind of heavy governmental response after a disaster. A natural disaster will inevitably strike New Zealand in the coming years, damaging educational facilities. Delays in building quality replacement facilities will lead to short-term disruption of education, risking long-term inequalities for the affected students. The Christchurch earthquake demonstrated the issues arising from a lack of school planning and support. This research proposes a system that can effectively provide rapid, prefabricated, primary schools in post-disaster environments. The aim is to continue education for children in the short term, while using construction that is suitable until the total replacement of the given school is completed. The expandable prefabricated architecture meets the strength, time, and transport requirements to deliver a robust, rapid relief temporary construction. It is also adaptable to any area within New Zealand. This design solution supports personal well-being and mitigates the risk of educational gaps, PTSD linked with anxiety and depression, and many other mental health disorders that can impact students and teachers after a natural disaster.

On the 22nd of February, 2011 the city of Christchurch, New Zealand was crippled by a colossal earthquake. 185 people were killed, thousands injured and what remained was a city left in destruction and ruin. Thousands of Christchurch properties and buildings were left damaged beyond repair and the rich historical architecture of the Canterbury region had suffered irreparably.  This research will conduct an investigation into whether the use of mixed reality can aid in liberating Christchurch’s rich architectural heritage when applied to the context of destructed buildings within Christchurch.  The aim of this thesis is to formulate a narrative around the embodiment of mixed reality when subjected to the fragmentary historical architecture of Christchurch. Mixed reality will aspire to act as the defining ligature that holds the past, present and future of Christchurch’s architectural heritage intact as if it is all part of the same continuum.  This thesis will focus on the design of a memorial museum within a heavily damaged historical trust registered building due to the Christchurch earthquake. It is important and relevant to conceive the idea of such a design as history is what makes everything we know. The memories of the past, the being of the now and the projection of the future is the basis and fundamental imperative in honouring the city and people of Christchurch. Using the technologies of Mixed Reality and the realm of its counter parts the memorial museum will be a definitive proposition of desire in providing a psychological and physical understanding towards a better Christchurch, for the people of Christchurch.  This thesis serves to explore the renovation possibilities of the Canterbury provincial council building in its destructed state to produce a memorial museum for the Christchurch earthquake. The design seeks to mummify the building in its raw state that sets and develops the narrative through the spaces. The design intervention is kept at a required minimum and in doing so manifests a concentrated eloquence to the derelict space. The interior architecture unlocks the expression of history and time encompassed within a destructive and industrialised architectural dialogue. History is the inhabitant of the building, and using the physical and virtual worlds it can be set free.  This thesis informs a design for a museum in central Christchurch that celebrates and informs the public on past, present and future heritage aspects of Christchurch city. Using mixed reality technologies the spatial layout inside will be a direct effect of the mixed reality used and the exploration of the physical and digital heritage aspects of Christchurch. The use of technology in today’s world is so prevalent that incorporating it into a memorial museum for Christchurch would not only be interesting and exploratory but also offer a sense of pushing forward and striving beyond for a newer, fresher Christchurch. The memorial museum will showcase a range of different exhibitions that formulate around the devastating Christchurch earthquake. Using mixed reality technologies these exhibitions will dictate the spaces inside dependant on their various applications of mixed reality as a technology for architecture. Research will include; what the people of Canterbury are most dear to in regards to Christchurch’s historical environment; the use of mixed reality to visualise digital heritage, and the combination of the physical and digital to serve as an architectural mediation between what was, what is and what there could be.

This dissertation explores the advocacy for the Christchurch Town Hall that occurred in 2012-2015 after the Canterbury Earthquakes. It frames this advocacy as an instance of collective-action community participation in a heritage decision, and explores the types of heritage values it expressed, particularly social values. The analysis contextualises the advocacy in post-quake Christchurch, and considers its relationship with other developments in local politics, heritage advocacy, and urban activism. In doing so, this dissertation considers how collective action operates as a form of public participation, and the practical implications for understanding and recognising social value.  This research draws on studies of practices that underpin social value recognition in formal heritage management. Social value is held by communities outside institutions. Engaging with communities enables institutions to explore the values of specific places, and to realise the potential of activating local connections with heritage places. Such projects can be seen as participatory practices. However, these processes require skills and resources, and may not be appropriate for all places, communities and institutions. However, literature has understudied collective action as a form of community participation in heritage management. All participation processes have nuances of communities, processes, and context, and this dissertation analyses these in one case. The research specifically asked what heritage values (especially social values) were expressed through collective action, what the relationship was with the participation processes, communities, and wider situation that produced them, and the impact on institutional rhetoric and decisions. The research analysed values expressed in representations made to council in support of the Town Hall. It also used documentary sources and interviews with key informants to analyse the advocacy and decision-making processes and their relationships with the wider context and other grassroots activities. The analysis concluded that the values expressed intertwined social and professional values. They were related to the communities and circumstance that produced them, as an advocacy campaign for a civic heritage building from a Western architectural tradition. The advocacy value arguments were one of several factors that impacted the decision. They have had a lasting impact on rhetoric around the Town Hall, as was a heritage-making practice in its own right. This dissertation makes a number of contributions to the discussion of social value and community in heritage. It suggests connections between advocacy and participation perspectives in heritage. It recommends consideration of nuances of communities, context, and place meanings when using heritage advocacy campaigns as evidence of social value. It adds to the literature on heritage advocacy, and offers a focused analysis of one of many heritage debates that occurred in post-quake Christchurch. Ultimately, it encourages practice to actively integrate social and community values and to develop self-reflexive engagement and valuation processes. Despite inherent challenges, participatory processes offer opportunities to diversify understandings of value, co-produce heritage meanings with communities, and empower citizens in democratic processes around the places they live with and love.

The suburb of New Brighton in Christchurch Aotearoa was once a booming retail sector until the end of its exclusivity to Saturday shopping in 1980 and the aftermath of the devastating 2011 Christchurch earthquake. The suburb of New Brighton was hit particularly hard and fell into economic collapse, partly brought on by the nature of its economic structure. This implosion created an urban crisis where people and businesses abandoned the suburb and its once-booming commercial economy. As a result, New Brighton has been left with the residue of abandoned infrastructure and commercial propaganda such as billboards, ATM machines, commercial facades, and shopping trolleys that as abandoned fragments, no longer contribute to culture, society and the economy. This design-led research investigation proposes to repurpose the broken objects that were left behind. By strategically selecting objects that are symbols of the root cause of the economic devastation, the repurposed and re-contextualised fragments will seek to allegorically expose the city’s destructive economic narrative, while providing a renewed sense of place identity for the people. This design-led thesis investigation argues that the seemingly innocuous icons of commercial industry, such as billboards, ATM machines, commercial facades, and shopping trolleys, are intended to act as lures to encourage people to spend money; ultimately, these urban and architectural lures can contribute to economic devastation. The aim of this investigation is to repurpose abandoned fragments of capitalist infrastructure in ways that can help to unveil new possibilities for a disrupted community and enhance their awareness of what led to the urban disruption. The thesis proposes to achieve this research aim by exploring three principal research objectives: 1) to assimilate and re-contextualise disconnected urban fragments into new architectural interventions; 2) to anthropomorphise these new interventions so that they are recognisable as architectural ‘inhabitants’, the storytellers of the urban context; and 3) to curate these new architectural interventions in ways that enable a community-scale allegorical and didactic experience to be recognised.

This poster presents preliminary results of ongoing experimental campaigns at the Universities of Auckland and Canterbury, aiming at investigating the seismic residual capacity of damaged reinforced concrete plastic hinges, as well as the effectiveness of epoxy injection techniques for restoring their stiffness, energy dissipation, and deformation capacity characteristics. This work is part of wider research project which started in 2012 at the University of Canterbury entitled “Residual Capacity and Repairing Options for Reinforced Concrete Buildings”, funded by the Natural Hazards Research Platform (NHRP). This research project aims at gaining a better understanding and providing the main end-users and stakeholders (practitioner engineers, owners, local and government authorities, insurers, and regulatory agencies) with comprehensive evidence-based information and practical guidelines to assess the residual capacity of damaged reinforced concrete buildings, as well as to evaluate the feasibility of repairing and thus support their delicate decision-making process of repair vs. demolition or replacement.

Overview of SeisFinder SeisFinder is an open-source web service developed by QuakeCoRE and the University of Canterbury, focused on enabling the extraction of output data from computationally intensive earthquake resilience calculations. Currently, SeisFinder allows users to select historical or future events and retrieve ground motion simulation outputs for requested geographical locations. This data can be used as input for other resilience calculations, such as dynamic response history analysis. SeisFinder was developed using Django, a high-level python web framework, and uses a postgreSQL database. Because our large-scale computationally-intensive numerical ground motion simulations produce big data, the actual data is stored in file systems, while the metadata is stored in the database. The basic SeisFinder architecture is shown in Figure 1.

The University of Canterbury is known internationally for the Origins of New Zealand English (ONZE) corpus (see Gordon et al 2004). ONZE is a large collection of recordings from people born between 1851 and 1984, and it has been widely utilised for linguistic and sociolinguistic research on New Zealand English. The ONZE data is varied. The recordings from the Mobile Unit (MU) are interviews and were collected by members of the NZ Broadcasting service shortly after the Second World War, with the aim of recording stories from New Zealanders outside the main city centres. These were supplemented by interview recordings carried out mainly in the 1990s and now contained in the Intermediate Archive (IA). The final ONZE collection, the Canterbury Corpus, is a set of interviews and word-list recordings carried out by students at the University of Canterbury. Across the ONZE corpora, there are different interviewers, different interview styles and a myriad of different topics discussed. In this paper, we introduce a new corpus – the QuakeBox – where these contexts are much more consistent and comparable across speakers. The QuakeBox is a corpus which consists largely of audio and video recordings of monologues about the 2010-2011 Canterbury earthquakes. As such, it represents Canterbury speakers’ very recent ‘danger of death’ experiences (see Labov 2013). In this paper, we outline the creation and structure of the corpus, including the practical issues involved in storing the data and gaining speakers’ informed consent for their audio and video data to be included.

This report contributes to a collaborative project between the Marlborough District Council (MDC) and University of Canterbury (UC) which aims to help protect and promote the recovery of native dune systems on the Marlborough coast. It is centred around the mapping of dune vegetation and identification of dune protection zones for old-growth seed sources of the native sand-binders spinifex (Spinifex sericeus) and pīngao (Ficinia spiralis). Both are key habitat-formers associated with nationally threatened dune ecosystems, and pīngao is an important weaving resource and Ngāi Tahu taonga species. The primary goal is to protect existing seed sources that are vital for natural regeneration following major disturbances such as the earthquake event. Several additional protection zones are also identified for areas where new dunes are successfully regenerating, including areas being actively restored in the Beach Aid project that is assisting new native dunes to become established where there is available space.

This literature review uses research informed by disasters including the Christchurch Earthquakes, Hurricane Katrina, Red River floods, War in Israel and natural disasters in Indonesia to identify key aspects within teacher-student relationships which result in an increase in the emotional stability of our students. These aspects include prior knowledge of students and their development, psycho-social interventions and incorporation of the disaster into the curriculum. Teacher-student relationships are highlighted as vital to a child’s healing and resilience after experiencing disaster trauma.

In a natural hazard context, the terms sustainable planning‘’, and resilience‘planning are now’being used, often interchangeably. This poster provides an overview of resilience and sustainability within a land use planning and natural hazard context, and discusses how they are interrelated in the situation of the earthquake impacted city of Christchurch, New Zealand.

Background Liquefaction induced land damage has been identified in more than 13 notable New Zealand earthquakes within the past 150 years, as presented on the timeline below. Following the 2010-2011 Canterbury Earthquake Sequence (CES), the consequences of liquefaction were witnessed first-hand in the city of Christchurch and as a result the demand for understanding this phenomenon was heightened. Government, local councils, insurers and many other stakeholders are now looking to research and understand their exposure to this natural hazard.

The 2010-2011 Christchurch earthquakes generated damage in several Reinforced Concrete (RC) buildings, which had RC walls as the principal resistant element against earthquake demand. Despite the agreement between structural engineers and researchers in an overall successfully performance there was a lack of knowledge about the behaviour of the damaged structures, and even deeper about a repaired structure, which triggers arguments between different parties that remains up to these days. Then, it is necessary to understand the capacity of the buildings after the earthquake and see how simple repairs techniques improve the building performance. This study will assess the residual capacity of ductile slender RC walls according to current standards in New Zealand, NZS 3101.1 2006 A3. First, a Repaired RC walls Database is created trying to gather previous studies and to evaluate them with existing international guidelines. Then, an archetype building is designed, and the wall is extracted and scaled. Four half-scale walls were designed and will be constructed and tested at the Structures Testing Laboratory at The University of Auckland. The overall dimensions are 3 [m] height, 2 [m] length and 0.175 [m] thick. All four walls will be identical, with differences in the loading protocol and the presence or absence of a repair technique. Results are going to be useful to assess the residual capacity of a damaged wall compare to the original behaviour and also the repaired capacity of walls with simpler repair techniques. The expected behaviour is focussed on big changes in stiffness, more evident than in previously tested RC beams found in the literature.

Results from a series of 1D seismic effective stress analyses of natural soil deposits from Christchurch are summarized. The analysed soil columns include sites whose performance during the 2010-2011 Canterbury earthquakes varied significantly, from no liquefaction manifestation at the ground surface to very severe liquefaction, in which case a large area of the site was covered by thick soil ejecta. Key soil profile characteristics and response mechanisms affecting the severity of surface liquefaction manifestation and subsequent damage are explored. The influence of shaking intensity on the triggering and contribution of these mechanisms is also discussed. Careful examination of the results highlights the importance of considering the deposit as a whole, i.e. a system of layers, including interactions between layers in the dynamic response and through pore water pressure redistribution and water flow.

This is a joint Resilience Framework undertaken by the Electrical, Computer and Software Engineering Department of the University of Auckland in association with West Power and Orion networks and partially funded by the New Zealand National Science Challenge and QuakeCoRE. The Energy- Communication research group nearly accomplished two different researches focusing on both asset resilience and system resilience. Asset resilience research which covers underground cables system in Christchurch region is entitled “2010-2011 Canterbury Earthquake Sequence Impact on 11KV Underground Cables” and system resilience research which covers electricity distribution and communication system in West Coast region is entitled “NZ Electricity Distribution Network Resilience Assessment and Restoration Models following Major Natural Disturbance“. As the fourth milestone of the aforementioned research project, the latest outcome of both projects has been socialised with the stakeholders during the Cigre NZ 2019 Forum.

A significant portion of economic loss from the Canterbury Earthquake sequence in 2010-2011 was attributed to losses to residential buildings. These accounted for approximately $12B of a total $40B economic losses (Horspool, 2016). While a significant amount of research effort has since been aimed at research in the commercial sector, little has been done to reduce the vulnerability of the residential building stock.

Unreinforced masonry churches in New Zealand, similarly to everywhere else in the word have proven to be highly vulnerable to earthquakes, because of their particular construction features. Research following the 2010-2011 Canterbury earthquakes investigated the minimum vertical reinforcement required in RC walls to generate well distributed cracking in the plastic hinge region. However, the influence of the loading sequence and rate has not been fully addressed. The new minimum vertical reinforcement limits in NZS 3101:2006 (Amendment 3) include consideration of the material strengths under dynamic load rates, but these provisions have not been validated at a member or system level. A series of tests were conducted on RC prisms to investigate the effect of loading rate and sequence on the local behaviour of RC members. Fifteen axially loaded RC prisms with the designs representing the end region of RC walls were tested under various loading rates to cover the range of pseudo-static and earthquake loading scenarios. These tests will provide substantial data for understanding the local behaviour of RC members, including hysteretic load-deformation behaviour, crack patterns, failure mode, steel strain, strain rate and ductility. Recommendations will be made regarding the effect of loading rate and reinforcement content on the cracking behaviour and ductility of RC members.

Introduction In 2011 Christchurch city centre was partially destroyed by an earthquake. Government-led anchor projects were tasked with bringing Christchurch back from rubble. After a period of 7 years out of 16 proposed projects, 10 are already over time for their initial completion dates and the ones completed, are under scrutiny for failing to deliver their expected outcome.

Disasters are rare events with major consequences; yet comparatively little is known about managing employee needs in disaster situations. Based on case studies of four organisations following the devastating earthquakes of 2010 - 2011 in Christchurch, New Zealand, this paper presents a framework using redefined notions of employee needs and expectations, and charting the ways in which these influence organisational recovery and performance. Analysis of in-depth interview data from 47 respondents in four organisations highlighted the evolving nature of employee needs and the crucial role of middle management leadership in mitigating the effects of disasters. The findings have counterintuitive implications for human resource functions in a disaster, suggesting that organisational justice forms a central framework for managing organisational responses to support and engage employees for promoting business recovery.

In 2010 and 2011 a series of earthquakes hit the central region of Canterbury, New Zealand, triggering widespread and damaging liquefaction in the area of Christchurch. Liquefaction occurred in natural clean sand deposits, but also in silty (fines-containing) sand deposits of fluvial origin. Comprehensive research efforts have been subsequently undertaken to identify key factors that influenced liquefaction triggering and severity of its manifestation. This research aims at evaluating the effects of fines content, fabric and layered structure on the cyclic undrained response of silty soils from Christchurch using Direct Simple Shear (DSS) tests. This poster outlines preliminary calibration and verification DSS tests performed on a clean sand to ensure reliability of testing procedures before these are applied to Christchurch soils.

essential systems upon which the well-being and functioning of societies depend. They deliver a service or a good to the population using a network, a combination of spatially-distributed links and nodes. As they are interconnected, network elements’ functionality is also interdependent. In case of a failure of one component, many others could be momentarily brought out-of-service. Further problems arise for buried infrastructure when it comes to buried infrastructure in earthquake and liquefaction-prone areas for the following reasons: • Technically more demanding inspections than those required for surface horizontal infrastructure • Infrastructure subject to both permanent ground displacement and transient ground deformation • Increase in network maintenance costs (i.e. deterioration due to ageing material and seismic hazard) These challenges suggest careful studies on network resilience will yield significant benefits. For these reasons, the potable water network of Christchurch city (Figure 1) has been selected for its well-characterized topology and its extensive repair dataset.

We measure the longer-term effect of a major earthquake on the local economy, using night-time light intensity measured from space, and investigate whether insurance claim payments for damaged residential property affected the local recovery process. We focus on the destructive Canterbury Earthquake Sequence (CES) 2010 -2011 as our case study. Uniquely for this event, more than 95% of residential housing units were covered by insurance, but insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery and describe the recovery’s determinants. We also find that insurance payments contributed significantly to the process of economic recovery after the earthquake, but delayed payments were less affective and cash settlement of claims were more effective than insurance-managed repairs in contributing to local recovery.

This research aims to explore how business models of SMEs revolve in the face of a crisis to be resilient. The business model canvas was used as a tool to analyse business models of SMEs in Greater Christchurch. The purpose was to evaluate the changes SMEs brought in their business models after hit by a series of earthquake in 2010 and 2011. The idea was to conduct interviews of business owners and analyse using grounded theory methods. Because this method is iterative, a tentative theoretical framework was proposed, half way through the data collection. It was realised that owner specific characteristics were more prominent in the data than the elements business model. Although, SMEs in this study experienced several operational changes in their business models such as change of location and modification of payment terms. However, the suggested framework highlights how owner specific attributes influence the survival of a small business. Small businesses and their owners are extremely interrelated that the business models personify the owner specific characteristics. In other words, the adaptation of the business model reflects the extent to which the owner possess these attributes. These attributes are (a) Mindsets – the attitude and optimism of business owner; (b) Adaptive coping – the ability of business owner to take corrective actions; and (c) Social capital – the network of a business owner, including family, friends, neighbours and business partners.
