In this thesis, focus is given to develop methodologies for rapidly estimating specific components of loss and downtime functions. The thesis proposes methodologies for deriving loss functions by (i) considering individual component performance; (ii) grouping them as per their performance characteristics; and (iii) applying them to similar building usage categories. The degree of variation in building stock and understanding their characteristics are important factors to be considered in the loss estimation methodology and the field surveys carried out to collect data add value to the study. To facilitate developing ‘downtime’ functions, this study investigates two key components of downtime: (i) time delay from post-event damage assessment of properties; and (ii) time delay in settling the insurance claims lodged. In these two areas, this research enables understanding of critical factors that influence certain aspects of downtime and suggests approaches to quantify those factors. By scrutinising the residential damage insurance claims data provided by the Earthquake Commission (EQC) for the 2010- 2011 Canterbury Earthquake Sequence (CES), this work provides insights into various processes of claims settlement, the time taken to complete them and the EQC loss contributions to building stock in Christchurch city and Canterbury region. The study has shown diligence in investigating the EQC insurance claim data obtained from the CES to get new insights and build confidence in the models developed and the results generated. The first stage of this research develops contribution functions (probabilistic relationships between the expected losses for a wide range of building components and the building’s maximum response) for common types of claddings used in New Zealand buildings combining the probabilistic density functions (developed using the quantity of claddings measured from Christchurch buildings), fragility functions (obtained from the published literature) and cost functions (developed based on inputs from builders) through Monte Carlo simulations. From the developed contribution functions, glazing, masonry veneer, monolithic and precast concrete cladding systems are found to incur 50% loss at inter-storey drift levels equal to 0.027, 0.003, 0.005 and 0.011, respectively. Further, the maximum expected cladding loss for glazing, masonry veneer, monolithic, precast concrete cladding systems are found to be 368.2, 331.9, 365.0, and 136.2 NZD per square meter of floor area, respectively. In the second stage of this research, a detailed cost breakdown of typical buildings designed and built for different purposes is conducted. The contributions of structural and non- structural components to the total building cost are compared for buildings of different usages, and based on the similar ratios of non-structural performance group costs to the structural performance group cost, four-building groups are identified; (i) Structural components dominant group: outdoor sports, stadiums, parkings and long-span warehouses, (ii) non- structural drift-sensitive components dominant group: houses, single-storey suburban buildings (all usages), theatres/halls, workshops and clubhouses, (iii) non-structural acceleration- sensitive components dominant group: hospitals, research labs, museums and retail/cold stores, and (iv) apartments, hotels, offices, industrials, indoor sports, classrooms, devotionals and aquariums. By statistically analysing the cost breakdowns, performance group weighting factors are proposed for structural, and acceleration-sensitive and drift-sensitive non-structural components for all four building groups. Thus proposed building usage groupings and corresponding weighting factors facilitate rapid seismic loss estimation of any type of building given the EDPs at storey levels are known. A model for the quantification of post-earthquake inspection duration is developed in the third stage of this research. Herein, phase durations for the three assessment phases (one rapid impact and two rapid building) are computed using the number of buildings needing inspections, the number of engineers involved in inspections and a phase duration coefficient (which considers the median building inspection time, efficiency of engineer and the number of engineers involved in each assessment teams). The proposed model can be used: (i) by national/regional authorities to decide the length of the emergency period following a major earthquake, and estimate the number of engineers required to conduct a post-earthquake inspection within the desired emergency period, and (ii) to quantify the delay due to inspection for the downtime modelling framework. The final stage of this research investigates the repair costs and insurance claim settlement time for damaged residential buildings in the 2010-2011 Canterbury earthquake sequence. Based on the EQC claim settlement process, claims are categorized into three groups; (i) Small Claims: claims less than NZD15,000 which were settled through cash payment, (ii) Medium Claims: claims less than NZD100,000 which were managed through Canterbury Home Repair Programme (CHRP), and (iii) Large Claims: claims above NZD100,000 which were managed by an insurance provider. The regional loss ratio (RLR) for greater Christchurch for three events inducing shakings of approximate seismic intensities 6, 7, and 8 are found to be 0.013, 0.066, and 0.171, respectively. Furthermore, the claim duration (time between an event and the claim lodgement date), assessment duration (time between the claim lodgement day and the most recent assessment day), and repair duration (time between the most recent assessment day and the repair completion day) for the insured residential buildings in the region affected by the Canterbury earthquake sequence is found to be in the range of 0.5-4 weeks, 1.5- 5 months, and 1-3 years, respectively. The results of this phase will provide useful information to earthquake engineering researchers working on seismic risk/loss and insurance modelling.
Soil Liquefaction during Recent Large-Scale Earthquakes contains selected papers presented at the New Zealand – Japan Workshop on Soil Liquefaction during Recent Large-Scale Earthquakes (Auckland, New Zealand, 2-3 December 2013). The 2010-2011 Canterbury earthquakes in New Zealand and the 2011 off the Pacific Coast of Tohoku Earthquake in Japan have caused significant damage to many residential houses due to varying degrees of soil liquefaction over a very wide extent of urban areas unseen in past destructive earthquakes. While soil liquefaction occurred in naturally-sedimented soil formations in Christchurch, most of the areas which liquefied in Tokyo Bay area were reclaimed soil and artificial fill deposits, thus providing researchers with a wide range of soil deposits to characterize soil and site response to large-scale earthquake shaking. Although these earthquakes in New Zealand and Japan caused extensive damage to life and property, they also serve as an opportunity to understand better the response of soil and building foundations to such large-scale earthquake shaking. With the wealth of information obtained in the aftermath of both earthquakes, information-sharing and knowledge-exchange are vital in arriving at liquefaction-proof urban areas in both countries. Data regarding the observed damage to residential houses as well as the lessons learnt are essential for the rebuilding efforts in the coming years and in mitigating buildings located in regions with high liquefaction potential. This is an ethnographic case study, tracking the course of arguments about the future of a city’s central iconic building, damaged following a major earthquake sequence. The thesis plots this as a social drama and examines the central discourses of the controversy. The focus of the drama is the Anglican neo-Gothic Christ Church Cathedral, which stands in the central square of Christchurch, New Zealand. A series of major earthquakes in 2010/2011 devastated much of the inner city, destroying many heritage-listed buildings. The Cathedral was severely damaged and was declared by Government officials in 2011 to be a dangerous building, which needed to be demolished. The owners are the Church Property Trustees, chaired by Bishop Victoria Matthews, a Canadian appointed in 2008. In March 2012 Matthews announced that the Cathedral, because of safety and economic factors, would be deconstructed. Important artefacts were to be salvaged and a new Cathedral built, incorporating the old and new. This decision provoked a major controversy, led by those who claimed that the building could and should be restored. Discourses of history and heritage, memory, place and identity, ownership, economics and power are all identified, along with the various actors, because of their significance. However, the thesis is primarily concerned with the differing meanings given to the Cathedral. The major argument centres on the symbolic interaction between material objects and human subjects and the various ways these are interpreted. At the end of the research period, December 2015, the Christ Church Cathedral stands as a deteriorating wreck, inhabited by pigeons and rats and shielded by protective, colourfully decorated wooden fences. The decision about its future remains unresolved at the time of writing.
Following the Christchurch earthquake of 22 February 2011 a number of researchers were sent to Christchurch, New Zealand to document the damage to masonry buildings as part of “Project Masonry”. Coordinated by the Universities of Auckland and Adelaide, researchers came from Australia, New Zealand, Canada, Italy, Portugal and the US. The types of masonry investigated were unreinforced clay brick masonry, unreinforced stone masonry, reinforced concrete masonry, residential masonry veneer and churches; masonry infill was not part of this study. This paper focuses on the progress of the unreinforced masonry (URM) component of Project Masonry. To date the research team has completed raw data collection on over 600 URM buildings in the Christchurch area. The results from this study will be extremely relevant to Australian cities since URM buildings in New Zealand are similar to those in Australia.
The Canterbury Earthquakes of 2010-2011, in particular the 4th September 2010 Darfield earthquake and the 22nd February 2011 Christchurch earthquake, produced severe and widespread liquefaction in Christchurch and surrounding areas. The scale of the liquefaction was unprecedented, and caused extensive damage to a variety of man-made structures, including residential houses. Around 20,000 residential houses suffered serious damage as a direct result of the effects of liquefaction, and this resulted in approximately 7000 houses in the worst-hit areas being abandoned. Despite the good performance of light timber-framed houses under the inertial loads of the earthquake, these structures could not withstand the large loads and deformations associated with liquefaction, resulting in significant damage. The key structural component of houses subjected to liquefaction effects was found to be their foundations, as these are in direct contact with the ground. The performance of house foundations directly influenced the performance of the structure as a whole. Because of this, and due to the lack of research in this area, it was decided to investigate the performance of houses and in particular their foundations when subjected to the effects of liquefaction. The data from the inspections of approximately 500 houses conducted by a University of Canterbury summer research team following the 4th September 2010 earthquake in the worst-hit areas of Christchurch were analysed to determine the general performance of residential houses when subjected to high liquefaction loads. This was followed by the detailed inspection of around 170 houses with four different foundation types common to Christchurch and New Zealand: Concrete perimeter with short piers constructed to NZS3604, concrete slab-on-grade also to NZS3604, RibRaft slabs designed by Firth Industries and driven pile foundations. With a focus on foundations, floor levels and slopes were measured, and the damage to all areas of the house and property were recorded. Seven invasive inspections were also conducted on houses being demolished, to examine in more detail the deformation modes and the causes of damage in severely affected houses. The simplified modelling of concrete perimeter sections subjected to a variety of liquefaction-related scenarios was also performed, to examine the comparative performance of foundations built in different periods, and the loads generated under various bearing loss and lateral spreading cases. It was found that the level of foundation damage is directly related to the level of liquefaction experienced, and that foundation damage and liquefaction severity in turn influence the performance of the superstructure. Concrete perimeter foundations were found to have performed most poorly, suffering high local floor slopes and being likely to require foundation repairs even when liquefaction was low enough that no surface ejecta was seen. This was due to their weak, flexible foundation structure, which cannot withstand liquefaction loads without deforming. The vulnerability of concrete perimeter foundations was confirmed through modelling. Slab-on-grade foundations performed better, and were unlikely to require repairs at low levels of liquefaction. Ribraft and piled foundations performed the best, with repairs unlikely up to moderate levels of liquefaction. However, all foundation types were susceptible to significant damage at higher levels of liquefaction, with maximum differential settlements of 474mm, 202mm, 182mm and 250mm found for concrete perimeter, slab-on-grade, ribraft and piled foundations respectively when subjected to significant lateral spreading, the most severe loading scenario caused by liquefaction. It was found through the analysis of the data that the type of exterior wall cladding, either heavy or light, and the number of storeys, did not affect the performance of foundations. This was also shown through modelling for concrete perimeter foundations, and is due to the increased foundation strengths provided for heavily cladded and two-storey houses. Heavy roof claddings were found to increase the demands on foundations, worsening their performance. Pre-1930 concrete perimeter foundations were also found to be very vulnerable to damage under liquefaction loads, due to their weak and brittle construction.
Micro - electro - mechanical system (MEMS) based accelerometers are now frequently used in many different parts of our day - to - day lives. It is also increasingly being used for structural testing applications. Researchers have had res ervation of using these devices as they are relatively untested, but now with the wider adoption, it provides a much cheaper and more versatile tool for structural engineering researchers. A number of damaged buildings in the Christchurch Central Business District (CBD) were instrumented with a number of low - cost MEMS accelerometers after the major Christchurch earthquakes. The accelerometers captured extremely high quality building response data as the buildings experienced thousands of aftershocks. This d ata set was amongst one of only a handful of data set s available around the world which provides building response data subjected to real ground motion. Furthermore, due to technological advances, a much larger than usual number of accelerometers has been deployed making the data set one of the most comprehensive available. This data set is utilised to extract modal parameters of the buildings. This paper summarises the operating requirements and preference for using such accelerometers for experimental mod al analysis. The challenges for adapting MEMS based devices for successful modal parameters identification are also discussed.
The current seismic design practice for reinforced concrete (RC) walls has been drawn into question following the Canterbury earthquakes. An overview of current research being undertaken at the University of Auckland into the seismic behaviour of RC walls is presented. The main objectives of this research project are to understand the observed performance of several walls in Christchurch, quantify the seismic loads on RC walls, and developed improved design procedures for RC walls that will assist in revisions to NZS 3101. A database summarising of the performance of RC wall buildings in the Christchurch CBD was collated to identify damage modes and case-study buildings. A detailed investigation is underway to verify the seismic performance of lightly reinforced concrete walls and an experimental setup has been developed to subject RC wall specimen to loading that is representative of a multi-storey building. Numerical modelling is being used to understand the observed performance of several case-study RC walls buildings in Christchurch. Of particular interest is the influence that interactions between walls and other structural elements have on the seismic response of buildings and the loads generated on RC walls.
On 4 September 2010, a magnitude Mw 7.1 earthquake struck the Canterbury region on the South Island of New Zealand. The epicentre of the earthquake was located in the Darfield area about 40 km west of the city of Christchurch. Extensive damage occurred to unreinforced masonry buildings throughout the region during the mainshock and subsequent large aftershocks. Particularly extensive damage was inflicted to lifelines and residential houses due to widespread liquefaction and lateral spreading in areas close to major streams, rivers and wetlands throughout Christchurch and Kaiapoi. Despite the severe damage to infrastructure and residential houses, fortunately, no deaths occurred and only two injuries were reported in this earthquake. From an engineering viewpoint, one may argue that the most significant aspects of the 2010 Darfield Earthquake were geotechnical in nature, with liquefaction and lateral spreading being the principal culprits for the inflicted damage. Following the earthquake, a geotechnical reconnaissance was conducted over a period of six days (10–15 September 2010) by a team of geotechnical/earthquake engineers and geologists from New Zealand and USA (GEER team: Geo-engineering Extreme Event Reconnaissance). JGS (Japanese Geotechnical Society) members from Japan also participated in the reconnaissance team from 13 to 15 September 2010. The NZ, GEER and JGS members worked as one team and shared resources, information and logistics in order to conduct thorough and most efficient reconnaissance covering a large area over a very limited time period. This report summarises the key evidence and findings from the reconnaissance.
It is well known that buildings constructed using unreinforced masonry (URM) are susceptible to damage from earthquake induced lateral forces that may result in partial or full building collapse. The 2010/2011 Canterbury earthquakes are the most recent New Zealand example of destructive earthquakes, which have drawn people's attention to the inherent seismic weaknesses of URM buildings and anchored masonry veneer systems in New Zealand. A brief review of the data collected following the 2010 Darfield earthquake and more comprehensive documentation of data that was collected following the 2011 Christchurch earthquake is presented, along with the findings from subsequent data interrogation. Large stocks of earthquake prone vintage URM buildings that remain in New Zealand and in other seismically active parts of the world result in the need for minimally invasive and cost effective seismic retrofit techniques. The principal objective of the doctoral research reported herein was to investigate the applicability of near surface mounted (NSM) carbon fibre reinforced polymer (CFRP) strips as a seismic improvement technique. A comprehensive experimental program consisting of 53 pull tests is presented and is used to assess the accuracy of existing FRP-to-masonry bond models, with a modified model being proposed. The strength characteristics of vintage clay brick URM wall panels from two existing URM buildings was established and used as a benchmark when manufacturing replica clay brick test assemblages. The applicability of using NSM CFRP strips as a retrofitting technique for improving the shear strength and the ductility capacity of multi-leaf URM walls constructed using solid clay brick masonry is investigated by varying CFRP reinforcement ratios. Lastly, an experimental program was undertaken to validate the proposed design methodology for improving the strength capacity of URM walls. The program involved testing full-scale walls in a laboratory setting and testing full-scale walls in-situ in existing vintage URM buildings. Experimental test results illustrated that the NSM CFRP technique is an effective method to seismically strengthen URM buildings.
Recent severe earthquakes, such as Christchurch earthquake series, worldwide have put emphasis on building resilience. In resilient systems, not only life is protected, but also undesirable economic effects of building repair or replacement are minimized following a severe earthquake. Friction connections are one way of providing structure resilience. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs), and the symmetric friction connections (SFCs) in braces of the braced frames. Experimental and numerical studies on components have been conducted internationally. However, actual building performance depends on the many interactions, occurring within a whole building system, which may be difficult to determine accurately by numerical modelling or testing of structural components alone. Dynamic inelastic testing of a full-scale multi-storey composite floor building with full range of non-structural elements (NSEs) has not yet been performed, so it is unclear if surprises are likely to occur in such a system. A 9 m tall three-storey configurable steel framed composite floor building incorporating friction-based connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. Beams and columns are designed to remain elastic during an earthquake event, with all non-linear behaviour occurring through stable sliding frictional behaviour, dissipating energy by SHJAFCs used in MRFs and SFCs in braced frames, with and without Belleville springs. Structural systems are configurable, allowing different moment and braced frame structural systems to be tested in two horizontal directions. In some cases, these systems interact with rocking frame or rocking column system in orthogonal directions subjected to unidirectional and bidirectional horizontal shaking. The structure is designed and detailed to undergo, at worst, minor damage under series of severe earthquakes. NSEs applied include precast-concrete panels, glass curtain walling, internal partitions, suspended ceilings, fire sprinkler piping as well as some other common contents. Some of the key design considerations are presented and discussed herein
The city of Christchurch has experienced over 10,000 aftershocks since the 4th of September 2010 earthquake of which approximately 50 have been greater than magnitude 5. The damage caused to URM buildings in Christchurch over this sequence of earthquakes has been well documented. Due to the similarity in age and construction of URM buildings in Adelaide, South Australia and Christchurch (they are sister cities, of similar age and heritage), an investigation was conducted to learn lessons for Adelaide based on the Christchurch experience. To this end, the number of URM buildings in the central business districts of both cities, the extent of seismic strengthening that exists in both cities, and the relative earthquake hazards for both cities were considered. This paper will report on these findings and recommend strategies that the city of Adelaide could consider to significantly reduce the seismic risk posed by URM buildings in future earthquake.
Over 6.3 million waste tyres are produced annually in New Zealand (Tyrewise, 2021), leading to socioeconomic and environmental concerns. The 2010-11 Canterbury Earthquake Sequence inflicted extensive damage to ~6,000 residential buildings, highlighting the need to improve the seismic resilience of the residential housing sector. A cost-effective and sustainable eco-rubber geotechnical seismic isolation (ERGSI) foundation system for new low-rise buildings was developed by the authors. The ERGSI system integrates a horizontal geotechnical seismic isolation (GSI) layer i.e., a deformable seismic energy dissipative filter made of granulated tyre rubber (GTR) and gravel (G) – and a flexible rubberised concrete raft footing. Geotechnical experimental and numerical investigations demonstrated the effectiveness of the ERGSI system in reducing the seismic demand at the foundation level (i.e., reduced peak ground acceleration) (Hernandez et al., 2019; Tasalloti et al., 2021). However, it is essential to ensure that the ERGSI system has minimal leaching attributes and does not result in long-term negative impacts on the environment.
Unreinforced masonry (URM) cavity-wall construction is a form of masonry where two leaves of clay brick masonry are separated by a continuous air cavity and are interconnected using some form of tie system. A brief historical introduction is followed by details of a survey undertaken to determine the prevalence of URM cavity-wall buildings in New Zealand. Following the 2010/2011 Canterbury earthquakes it was observed that URM cavity-walls generally suffered irreparable damage due to a lack of effective wall restraint and deficient cavity-tie connections, combined with weak mortar strength. It was found that the original cavity-ties were typically corroded due to moisture ingress, resulting in decreased lateral loadbearing capacity of the cavity-walls. Using photographic data pertaining to Christchurch URM buildings that were obtained during post-earthquake reconnaissance, 252 cavity-walls were identified and utilised to study typical construction details and seismic performance. The majority (72%, 182) of the observed damage to URM cavity-wall construction was a result of out-of-plane type wall failures. Three types of out-of-plane wall failure were recognised: (1) overturning response, (2) one-way bending, and (3) two-way bending. In-plane damage was less widely observed (28%) and commonly included diagonal shear cracking through mortar bed joints or bricks. The collected data was used to develop an overview of the most commonly-encountered construction details and to identify typical deficiencies in earthquake response that can be addressed via the selection and implementation of appropriate mitigation interventions. http://www.journals.elsevier.com/structures
Currently there is a worldwide renaissance in timber building design. At the University of Canterbury, new structural systems for commercial multistorey timber buildings have been under development since 2005. These systems incorporate large timber sections connected by high strength post-tensioning tendons, and timber-concrete composite floor systems, and aim to compete with existing structural systems in terms of cost, constructability, operational and seismic performance. The development of post-tensioned timber systems has created a need for improved lateral force design approaches for timber buildings. Current code provisions for seismic design are based on the strength of the structure, and do not adequately account for its deformation. Because timber buildings are often governed by deflection, rather than strength, this can lead to the exceedence of design displacement limitations imposed by New Zealand codes. Therefore, accurate modeling approaches which define both the strength and deformation of post-tensioned timber buildings are required. Furthermore, experimental testing is required to verify the accuracy of these models. This thesis focuses on the development and experimental verification of modeling approaches for the lateral force design of post-tensioned timber frame and wall buildings. The experimentation consisted of uni-direcitonal and bi-directional quasi-static earthquake simulation on a two-thirds scale, two-storey post-tensioned timber frame and wall building with timber-concrete composite floors. The building was subjected to lateral drifts of up to 3% and demonstrated excellent seismic performance, exhibiting little damage. The building was instrumented and analyzed, providing data for the calibration of analytical and numerical models. Analytical and numerical models were developed for frame, wall and floor systems that account for significant deformation components. The models predicted the strength of the structural systems for a given design performance level. The static responses predicted by the models were compared with both experimental data and finite element models to evaluate their accuracy. The frame, wall and floor models were then incorporated into an existing lateral force design procedure known as displacement-based design and used to design several frame and wall structural systems. Predictions of key engineering demand parameters, such as displacement, drift, interstorey shear, interstorey moment and floor accelerations, were compared with the results of dynamic time-history analysis. It was concluded that the numerical and analytical models, presented in this thesis, are a sound basis for determining the lateral response of post-tensioned timber buildings. However, future research is required to further verify and improve these prediction models.
The Canterbury earthquakes, which started with the 7.1 magnitude event on September 4, 2010, caused significant damage in the region. The September 4 earthquakes brought substantial damage to land, buildings, and infrastructure, while the 6.3 magnitude earthquake on February 22, 2011 (and its subsequent aftershocks), brought even greater property damage, but also significant loss of life in addition to the region. Thousands were injured, and 185 persons died. A national State of Emergency was declared and remained in effect until April 30, 2011. A significant number of people required immediate assistance and support to deal with loss, injury, trauma experiences, and property damages. Many had to find alternate accommodation as their houses were too damaged to stay in. Of those affected, many were already vulnerable, and others had been too traumatized by the events to effectively deal with the challenges they were faced with. A number of human service organizations in the region, from both government and non-government sectors, joined forces to be able to more effectively and efficiently help those in need. This was the start of what would become known as the Earthquake Support Coordination Service. The aim of this report is to present an evaluation of the Earthquake Support Coordination Service and its collaborative organization, based on documentation and interviews with key stakeholders of the service. The aim is also to evaluate the service based on perspectives gathered among the clients as well as the coordinators working in the service. The final aim is to offer a reflection on the service model, and on what factors enabled the service, as well as recommendations regarding aspects of the service which may require review, and aspects which may be useful in other contexts.
A seismic financial risk analysis of typical New Zealand reinforced concrete buildings constructed with topped precast concrete hollow-core units is performed on the basis of experimental research undertaken at the University of Canterbury over the last five years. An extensive study that examines seismic demands on a variety of multi-storey RC buildings is described and supplemented by the experimental results to determine the inter-storey drift capacities of the buildings. Results of a full-scale precast concrete super-assemblage constructed and tested in the laboratory in two stages are used. The first stage investigates existing construction and demonstrates major shortcomings in construction practice that would lead to very poor seismic performance. The second stage examines the performance of the details provided by Amendment No. 3 to the New Zealand Concrete Design Code NZS 3101:1995. This paper uses a probabilistic financial risk assessment framework to estimate the expected annual loss (EAL) from previously developed fragility curves of RC buildings with precast hollow core floors connected to the frames according to the pre-2004 standard and the two connection details recommended in the 2004 amendment. Risks posed by different levels of damage and by earthquakes of different frequencies are examined. The structural performance and financial implications of the three different connection details are compared. The study shows that the improved connection details recommended in the 2004 amendment give a significant economic payback in terms of drastically reduced financial risk, which is also representative of smaller maintenance cost and cheaper insurance premiums.
The quality of multi-owned residential buildings and the capability to maintain that quality into the future is important in preserving not only the monetary value of such housing (Lujanen, 2010) but also the quality of life for its residents. The aim of this paper is to examine the governance and decision-making rules and regulations as they relate to the undertaking of major repairs in multi-owned residential buildings in Finland and New Zealand with particular regard to the Finnish Limited Liability Housing Companies Act 2010 (LLHCA 2010) and the New Zealand Unit Titles Act 2010 (UTA 2010). Currently, major building repairs are topical issues in both countries; in Finland as a result of ageing buildings requiring major re-fitting of pipes and other infrastructure, and in New Zealand as a result of earthquake damage in Christchurch and Leaky Building Syndrome nationwide. Major repairs can be a significant financial burden to unit owners and collective decisions can be difficult to achieve. Interestingly, new legislation that governs multi-owned housing was enacted in both countries in 2010. The recent enactment of this legislation provides an opportunity to examine the UTA 2010 and LLHCA 2010 with regard to how they address major repairs, improvements in housing stock and the financing possibilities associated with these undertakings. More specifically this paper explores housing intensification (i.e. building up, out or alongside existing multi-owned residential buildings on commonly owned land) as a means of financing major repairs. The comparison of governance and decision-making in two different shared ownership systems with different histories and cultural contexts provides a chance to explore the possibilities and challenges that each country faces, and the potential to learn from each other’s practices and develop these further. In this regard the findings from this paper contribute to the academic literature (Bugden 2005; Easthope & Randolph 2009; Dupuis & Dixon 2010; Lujanen 2010; Easthope, Hudson & Randolph 2013) concerning to the governance of multi-owned housing as it relates to intensive housing development and its wider social and economic implications.
The Canterbury earthquake and aftershock sequence in New Zealand during 2010-2011 subjected the city’s structures to a significant accumulated cyclic demand and raised significant questions regarding the low-cycle fatigue demands imposed upon the structures. There is a significant challenge to quantify the level of cumulative demand imposed on structures and to assess the percentage of a structure's fatigue life that has been consumed as a result of this earthquake sequence. It is important to be able to quantify the cumulative demand to determine how a building will perform in a subsequent large earthquake and inform repair and re-occupancy decisions. This paper investigates the cumulative fatigue demand for a structure located within the Christchurch Central Business District (CBD). Time history analysis and equivalent cycle counting methods are applied across the Canterbury earthquake sequence, using key events from September 4th 2010 and February 22nd , 2011 main shocks. The estimate of the cumulative fatigue demand is then compared to the expected capacity of a case study reinforced concrete bridge pier, to undertake a structure-specific fatigue assessment. The analysis is undertaken to approximate the portion of the structural fatigue capacity that has been consumed, and how much residual capacity remains. Results are assessed for recordings at the four Christchurch central city strong motion recording sites installed by the GeoNet programme, to provide an estimate of variation in results. The computed cyclic demand results are compared to code-based design methods and as assessment of the inelastic displacement demand of the reinforcing steel. Results are also presented in a fragility context where a de minimis (inconsequential), irreparable damage and full fatigue fracture are defined to provide a probabilistic assessment of the fatigue damage incurred. This methodology can provide input into the overall assessment of fatigue demands and residual capacity.
The Canterbury earthquakes in 2010 and 2011 had a significant impact on landlords and tenants of commercial buildings in the city of Christchurch. The devastation wrought on the city was so severe that in an unprecedented response to this disaster a cordon was erected around the central business district for nearly two and half years while demolition, repairs and rebuilding took place. Despite the destruction, not all buildings were damaged. Many could have been occupied and used immediately if they had not been within the cordoned area. Others had only minor damage but repairs to them could not be commenced, let alone completed, owing to restrictions on access caused by the cordon. Tenants were faced with a major problem in that they could not access their buildings and it was likely to be a long time before they would be allowed access again. The other problem was uncertainty about the legal position as neither the standard form leases in use, nor any statute, provided for issues arising from an inaccessible building. The parties were therefore uncertain about their legal rights and obligations in this situation. Landlords and tenants were unsure whether tenants were required to pay rent for a building that could not be accessed or whether they could terminate their leases on the basis that the building was inaccessible. This thesis looks at whether the common law doctrine of frustration could apply to leases in these circumstances, where the lease had made no provision. It analyses the history of the doctrine and how it applies to a lease, the standard form leases in use at the time of the earthquakes and the unexpected and extraordinary nature of the earthquakes. It then reports on the findings of the qualitative empirical research undertaken to look at the experiences of landlords and tenants after the earthquakes. It is argued that the circumstances of landlords and tenants met the test for the doctrine of frustration. Therefore, the doctrine could have applied to leases to enable the parties to terminate them. It concludes with a suggestion for reform in the form of a new Act to govern the special relationship between commercial landlords and tenants, similar to legislation already in place covering other types of relationships like those in residential tenancies and employment. Such legislation could provide dispute resolution services to enable landlords and tenants to have access to justice to determine their legal rights at all times, and in particular, in times of crisis.
Observations made in past earthquakes, in New Zealand and around the world, have highlighted the vulnerability of non-structural elements such as facades, ceilings, partitions and services. Damage to these elements can be life-threatening or jeopardise egress routes but typically, the main concern is the cost and time associated with repair works. The Insurance Council of New Zealand highlighted the substantial economic losses in recent earthquakes due to poor performance of non-structural elements. Previous inspections and research have attributed the damage to non-structural elements principally to poor coordination, inadequate or lack of seismic restraints and insufficient clearances to cater for seismic actions. Secondary issues of design responsibility, procurement and the need for better alignment of the various Standards have been identified. In addition to the compliance issues, researchers have also demonstrated that current code provisions for non-structural elements, both in New Zealand and abroad, may be inadequate. This paper first reviews the damage observed against the requirements of relevant Standards and the New Zealand Building Code, and it appears that, had the installations been compliant, the cost of repair and business interruption would have been substantially less. The second part of the paper highlights some of the apparent shortcomings with the current design process for non-structural elements, points towards possible alternative strategies and identifies areas where more research is deemed necessary. The challenge of improving the seismic performance of non-structural elements is a complex one across a diverse construction industry. Indications are that the New Zealand construction industry needs to completely rethink the delivery approach to ensure an integrated design, construction and certification process. The industry, QuakeCentre, QuakeCoRE and the University of Canterbury are presently working together to progress solutions. Indications are that if new processes can be initiated, better performance during earthquakes will be achieved while delivering enhanced building and business resilience.

A population in a post-earthquake environment might be seriously affected by gastroenteritis because it has a short incubation period (about 10 hours). The potential for a gastroenteritis outbreak in a post-earthquake environment may increase because of compromised infrastructure services, contaminated liquefaction (lateral spreading and surface ejecta), and the presence of gastroenteritis agents in the drinking water network. A population in a post-earthquake environment might be seriously affected by gastroenteritis because it has a short incubation period (about 10 hours). The aim of this multidisciplinary research was to retrospectively analyse the gastroenteritis prevalence following the February 22, 2011 earthquake in Christchurch. The first focus was to assess whether earthquake-induced infrastructure damage, liquefaction, and gastroenteritis agents spatially explained the recorded gastroenteritis cases over the period of 35 days following the February 22, 2011 earthquake in Christchurch. The gastroenteritis agents considered in this study were Escherichia coli found in the drinking water supply (MPN/100mL) and Non-Compliant Free Associated Chlorine (FAC-NC) (less than <0.02mg/L). The second focus was the protocols that averted a gastroenteritis outbreak at three Emergency Centres (ECs): Burnside High School Emergency Centre (BEC); Cowles Stadium Emergency Centre (CEC); and Linwood High School Emergency Centre (LEC). Using a mixed-method approach, gastroenteritis point prevalence and the considered factors were quantitatively analysed. The qualitative analysis involved interviewing 30 EC staff members. The data was evaluated by adopting the Grounded Theory (GT) approach. Spatial analysis of considered factors showed that highly damaged CAUs were statistically clustered as demonstrated by Moran’s I statistic and hot spot analysis. Further modelling showed that gastroenteritis point prevalence clustering could not be fully explained by infrastructure damage alone, and other factors influenced the recorded gastroenteritis point prevalence. However, the results of this research suggest that there was a tenuous, indirect relationship between recorded gastroenteritis point prevalence and the considered factors: earthquake-induced infrastructure damage, liquefaction and FAC-NC. Two ECs were opened as part of the post-earthquake response in areas with severe infrastructure damage and liquefaction (BEC and CEC). The third EC (CEC) provided important lessons that were learnt from the previous September 4, 2010 earthquake, and implemented after the February 22, 2011 earthquake. Two types of interwoven themes identified: direct and indirect. The direct themes were preventive protocols and indirect themes included type of EC building (school or a sports stadium), and EC staff. The main limitations of the research were Modifiable Areal Units (MAUP), data detection, and memory loss. This research provides a practical method that can be adapted to assess gastroenteritis risk in a post-earthquake environment. Thus, this mixed method approach can be used in other disaster contexts to study gastroenteritis prevalence, and can serve as an appendage to the existing framework for assessing infectious diseases. BEC represented the western side of Christchurch; whilst, CEC and LEC represented the eastern side, where the potential for gastroenteritis was high according to the outputs of the quantitative spatial modelling. Qualitative analysis from the interviews at the ECs revealed that evacuees were arriving at the ECs with gastroenteritis-like symptoms. Participants believed that those symptoms did not originate at the ECs. Two types of interwoven themes identified: direct and indirect. The direct themes were preventive protocols that included prolific use of hand sanitisers; surveillance; and the services offered. Indirect themes included the EC layout, type of EC building (school or a sports stadium), and EC staff. Indirect themes governed the quality and sustainability of the direct themes implemented, which in turn averted gastroenteritis outbreaks at the ECs. The main limitations of the research were Modifiable Areal Units (MAUP), data detection, and memory loss. It was concluded that gastroenteritis point prevalence following the February 22, 2011 earthquake could not be solely explained by earthquake-induced infrastructure damage, liquefaction, and gastroenteritis causative agents alone. However, this research provides a practical method that can be adapted to assess gastroenteritis risk in a post-earthquake environment. Creating a damage profile for each CAU and using spatial data analysis can isolate vulnerable areas, and qualitative data analysis provides localised information. Thus, this mixed method approach can be used in other disaster contexts to study gastroenteritis prevalence, and can serve as an appendage to the existing framework for assessing infectious diseases. Furthermore, the lessons learnt from qualitative analysis can inform the current infectious disease management plans, designed for a post-disaster response in New Zealand and internationally.
The Canterbury earthquakes, which involved widespread damage in the February 2011 event and ongoing aftershocks near the Christchurch central business district (CBD), presented decision-makers with many recovery challenges. This paper identifies major government decisions, challenges, and lessons in the early recovery of Christchurch based on 23 key-informant interviews conducted 15 months after the February 2011 earthquake. It then focuses on one of the most important decisions – maintaining the cordon around the heavily damaged CBD – and investigates its impacts. The cordon displaced 50,000 central city jobs, raised questions about (and provided new opportunities for) the long-term viability of downtown, influenced the number and practice of building demolitions, and affected debris management; despite being associated with substantial losses, the cordon was commonly viewed as necessary, and provided some benefits in facilitating recovery. Management of the cordon poses important lessons for planning for catastrophic urban earthquakes around the world.
A wide range of reinforced concrete (RC) wall performance was observed following the 2010/2011 Canterbury earthquakes, with most walls performing as expected, but some exhibiting undesirable and unexpected damage and failure characteristics. A comprehensive research programme, funded by the Building Performance Branch of the New Zealand Ministry of Business, Innovation and Employment, and involving both numerical and experimental studies, was developed to investigate the unexpected damage observed in the earthquakes and provide recommendations for the design and assessment procedures for RC walls. In particular, the studies focused on the performance of lightly reinforced walls; precast walls and connections; ductile walls; walls subjected to bi-directional loading; and walls prone to out-of-plane instability. This paper summarises each research programme and provides practical recommendations for the design and assessment of RC walls based on key findings, including recommended changes to NZS 3101 and the NZ Seismic Assessment Guidelines.
One of the most controversial issues highlighted by the 2010-2011 Christchurch earthquake series and more recently the 2016 Kaikoura earthquake, has been the evident difficulty and lack of knowledge and guidelines for: a) evaluation of the residual capacity damaged buildings to sustain future aftershocks; b) selection and implementation of a series of reliable repairing techniques to bring back the structure to a condition substantially the same as prior to the earthquake; and c) predicting the cost (or cost-effectiveness) of such repair intervention, when compared to fully replacement costs while accounting for potential aftershocks in the near future. As a result of such complexity and uncertainty (i.e., risk), in combination with the possibility (unique in New Zealand when compared to most of the seismic-prone countries) to rely on financial support from the insurance companies, many modern buildings, in a number exceeding typical expectations from past experiences at an international level, have ended up being demolished. This has resulted in additional time and indirect losses prior to the full reconstruction, as well as in an increase in uncertainty on the actual relocation of the investment. This research project provides the main end-users and stakeholders (practitioner engineers, owners, local and government authorities, insurers, and regulatory agencies) with comprehensive evidence-based information to assess the residual capacity of damage reinforced concrete buildings, and to evaluate the feasibility of repairing techniques, in order to support their delicate decision-making process of repair vs. demolition or replacement. Literature review on effectiveness of epoxy injection repairs, as well as experimental tests on full-scale beam-column joints shows that repaired specimens have a reduced initial stiffness compared with the undamaged specimen, with no apparent strength reduction, sometimes exhibiting higher displacement ductility capacities. Although the bond between the steel and concrete is only partially restored, it still allows the repaired specimen to dissipate at least the same amount of hysteretic energy. Experimental tests on buildings subjected to earthquake loading demonstrate that even for severe damage levels, the ability of the epoxy injection to restore the initial stiffness of the structure is significant. Literature review on damage assessment and repair guidelines suggests that there is consensus within the international community that concrete elements with cracks less than 0.2 mm wide only require cosmetic repairs; epoxy injection repairs of cracks less and 2.0 mm wide and concrete patching of spalled cover concrete (i.e., minor to moderate damage) is an appropiate repair strategy; and for severe damaged components (e.g., cracks greater than 2.0 mm wide, crushing of the concrete core, buckling of the longitudinal reinforcement) local replacement of steel and/or concrete in addition to epoxy crack injection is more appropriate. In terms of expected cracking patterns, non-linear finite element investigations on well-designed reinforced concrete beam-to-column joints, have shown that lower number of cracks but with wider openings are expected to occur for larger compressive concrete strength, f’c, and lower reinforcement content, ρs. It was also observed that the tensile concrete strength, ft, strongly affects the expected cracking pattern in the beam-column joints, the latter being more uniformly distributed for lower ft values. Strain rate effects do not seem to play an important role on the cracking pattern. However, small variations in the cracking pattern were observed for low reinforcement content as it approaches to the minimum required as per NZS 3101:2006. Simple equations are proposed in this research project to relate the maximum and residual crack widths with the steel strain at peak displacement, with or without axial load. A literature review on fracture of reinforcing steel due to low-cycle fatigue, including recent research using steel manufactured per New Zealand standards is also presented. Experimental results describing the influence of the cyclic effect on the ultimate strain capacity of the steel are also discussed, and preliminary equations to account for that effect are proposed. A literature review on the current practice to assess the seismic residual capacity of structures is also presented. The various factors affecting the residual fatigue life at a component level (i.e., plastic hinge) of well-designed reinforced concrete frames are discussed, and equations to quantify each of them are proposed, as well as a methodology to incorporate them into a full displacement-based procedure for pre-earthquake and post-earthquake seismic assessment.
Unrestrained unreinforced clay brick masonry (URM) parapets are found atop a large number of vintage URM buildings. Parapets are typically non-structural cantilevered wall elements that form a fire barrier and in most cases form decorative and ornamental features of vintage URM buildings. Parapets are considered to be one of the most vulnerable elements that are prone to out-of-plane collapse when subjected to earthquake induced shaking. An in-depth analysis of the damage database collected following the 2010/2011 Canterbury earthquakes was performed to obtain information about the distribution, characteristics and observed performance of both the as-built and retrofitted parapets in the Christchurch region. On Tuesday 22 February 2011, a 6.3 magnitude earthquake struck Christchurch, New Zealand’s second largest city. The ‘earthquake’ was in fact an aftershock to an earlier 7.1 magnitude earthquake that had occurred on Saturday 4 September 2010. There were a number of key differences between the two events that meant they had dramatically different results for Christchurch and its inhabitants. The 22 February 2011 event resulted in one of New Zealand’s worst natural disasters on record, with 185 fatalities occurring and hundreds more being injured. In addition, a large number of buildings either collapsed or were damaged to the point where they needed to be totally demolished. Since the initial earthquake in September 2010, a large amount of building-related research has been initiated in New Zealand to investigate the impact of the series of seismic events – the major focus of these research projects has been on seismic, structural and geotechnical engineering matters. One project, however, conducted jointly by the University of Canterbury, the Fire Protection Association of New Zealand and BRANZ, has focused on the performance of fire protection systems in the earthquakes and the effectiveness of the systems in the event of post-earthquake fires occurring. Fortunately, very few fires actually broke out following the series of earthquake events in Christchurch, but fire after earthquakes still has significant implications for the built environment in New Zealand, and the collaborative research has provided some invaluable insight into the potential threat posed by post-earthquake fires in buildings. As well as summarising the damage caused to fire protection systems, this paper discusses the flow-on effect for designing structures to withstand post-earthquake fires. One of the underlying issues that will be explored is the existing regulatory framework in New Zealand whereby structural earthquake design and structural design for fire are treated as discrete design scenarios.
Non-structural elements (NSEs) have frequently proven to contribute to significant losses sustained from earthquakes in the form of damage, downtime, injury and death. In New Zealand (NZ), the 2010 and 2011 Canterbury Earthquake Sequence (CES), the 2013 Seddon and Cook Strait earthquake sequence and the 2016 Kaikoura earthquake were major milestones in this regard as significant damage to building NSEs both highlighted and further reinforced the importance of NSE seismic performance to the resilience of urban centres. Extensive damage in suspended ceilings, partition walls, façades and building services following the CES was reported to be partly due to erroneous seismic design or installation or caused by intervening elements. Moreover, the low-damage solutions developed for structural systems sometimes allow for relatively large inter-story drifts -compared to conventional designs- which may not have been considered in the seismic design of NSEs. Having observed these shortcomings, this study on suspended ceilings was carried out with five main goals: i) Understanding the seismic performance of the system commonly used in NZ; ii) Understanding the transfer of seismic design actions through different suspended ceiling components, iii) Investigating potential low-damage solutions; iii) Evaluating the compatibility of the current ceiling system with other low-damage NSEs; and iv) Investigating the application of numerical analysis to simulate the response of ceiling systems. The first phase of the study followed a joint research work between the University of Canterbury (UC) in NZ, and the Politecnico Di Milano, in Italy. The experimental ceiling component fragility curves obtained in this existing study were employed to produce analytical fragility curves for a perimeter-fixed ceiling of a given size and weight, with grid acceleration as the intensity measure. The validity of the method was proven through comparisons between this proposed analytical approach with the recommended procedures in proprietary products design guidelines, as well as experimental fragility curves from other studies. For application to engineering design practice, and using fragility curves for a range of ceiling lengths and weights, design curves were produced for estimating the allowable grid lengths for a given demand level. In the second phase of this study, three specimens of perimeter-fixed ceilings were tested on a shake table under both sinusoidal and random floor motion input. The experiments considered the relationship between the floor acceleration, acceleration of the ceiling grid, the axial force induced in the grid members, and the effect of boundary conditions on the transfer of these axial forces. A direct correlation was observed between the axial force (recorded via load cells) and the horizontal acceleration measured on the ceiling grid. Moreover, the amplification of floor acceleration, as transferred through ceiling components, was examined and found (in several tests) to be greater than the recommended factor for the design of ceilings provided in the NZ earthquake loadings standard NZS1170.5. However, this amplification was found to be influenced by the pounding interactions between the ceiling grid members and the tiles, and this amplification diminished considerably when the high frequency content was filtered out from the output time histories. The experiments ended with damage in the ceiling grid connection at an axial force similar to the capacity of these joints previously measured through static tests in phase one. The observation of common forms of damage in ceilings in earthquakes triggered the monotonic experiments carried out in the third phase of this research with the objective of investigating a simple and easily applicable mitigation strategy for existing or new suspended ceilings. The tests focused on the possibility of using proprietary cross-shaped clip elements ordinarily used to provide seismic gap as a strengthening solution for the weak components of a ceiling. The results showed that the solution was effective under both tension and compression loads through increasing load bearing capacity and ductility in grid connections. The feasibility of a novel type of suspended ceiling called fully-floating ceiling system was investigated through shaking table tests in the next phase of this study with the main goal of isolating the ceiling from the surrounding structure; thereby arresting the transfer of associated seismic forces from the structure to the ceiling. The fully-floating ceiling specimen was freely hung from the floor above lacking any lateral bracing and connections with the perimeter. Throughout different tests, a satisfactory agreement between the fully-floating ceiling response and simple pendulum theory was demonstrated. The addition of isolation material in perimeter gaps was found effective in inducing extra damping and protecting the ceiling from pounding impact; resulting in much reduced ceiling displacements and accelerations. The only form of damage observed throughout the random floor motion tests and the sinusoidal tests was a panel dislodgement observed in a test due to successive poundings between the ceiling specimen and the surrounding beams at resonant frequencies. Partition walls as the first effective NSE in direct interaction with ceilings were the topic of the final experimental phase. Low-damage drywall partitions proposed in a previous study in the UC were tested with two common forms of suspended ceiling: braced and perimeter-fixed. The experiments investigated the in-plane and out-of-plane performance of the low-damage drywall partitions, as well as displacement compatibility between these walls and the suspended ceilings. In the braced ceiling experiment, where no connection was made between ceiling grids and surrounding walls no damage in the grid system or partitions was observed. However, at high drift values panel dislodgement was observed on corners of the ceiling where the free ends of grids were not restrained against spreading. This could be prevented by framing the grid ends using a perimeter angle that is riveted only to the grid members while keeping sufficient clearance from the perimeter walls. In the next set of tests with the perimeter-fixed ceiling, no damage was observed in the ceiling system or the drywalls. Based on the results of the experiments it was concluded that the tested ceiling had enough flexibility to accommodate the relative displacement between two perpendicular walls up to the inter-storey drifts achieved. The experiments on perimeter-fixed ceilings were followed by numerical simulations of the performance of these ceilings in a finite element model developed in the structural analysis software, SAP2000. This model was relatively simple and easy to develop and was able to replicate the experimental results to a reasonable degree. Filtering was applied to the experimental output to exclude the effect of high frequency noise and tile-grid impact. The developed model generally simulated the acceleration responses well but underestimated the peak ceiling grid accelerations. This was possibly because the peak values in time histories were affected by impact occurring at very short periods. The model overestimated the axial forces in ceiling grids which was assumed to be caused by the initial assumptions made about the tributary area or constant acceleration associated with each grid line in the direction of excitation. Otherwise, the overall success of the numerical modelling in replicating the experimental results implies that numerical modelling using conventional structural analysis software could be used in engineering practice to analyse alternative ceiling geometries proposed for application to varying structural systems. This however, needs to be confirmed through similar analyses on other ceiling examples from existing instrumented buildings during real earthquakes. As the concluding part of this research the final phase addressed the issues raised following the review of existing ceiling standards and guidelines. The applicability of the research findings to current practice and their implications were discussed. Finally, an example was provided for the design of a suspended ceiling utilising the new knowledge acquired in this research.
Sewerage systems convey sewage, or wastewater, from residential or commercial buildings through complex reticulation networks to treatment plants. During seismic events both transient ground motion and permanent ground deformation can induce physical damage to sewerage system components, limiting or impeding the operability of the whole system. The malfunction of municipal sewerage systems can result in the pollution of nearby waterways through discharge of untreated sewage, pose a public health threat by preventing the use of appropriate sanitation facilities, and cause serious inconvenience for rescuers and residents. Christchurch, the second largest city in New Zealand, was seriously affected by the Canterbury Earthquake Sequence (CES) in 2010-2011. The CES imposed widespread damage to the Christchurch sewerage system (CSS), causing a significant loss of functionality and serviceability to the system. The Christchurch City Council (CCC) relied heavily on temporary sewerage services for several months following the CES. The temporary services were supported by use of chemical and portable toilets to supplement the damaged wastewater system. The rebuild delivery agency -Stronger Christchurch Infrastructure Rebuild Team (SCIRT) was created to be responsible for repair of 85 % of the damaged horizontal infrastructure (i.e., water, wastewater, stormwater systems, and roads) in Christchurch. Numerous initiatives to create platforms/tools aiming to, on the one hand, support the understanding, management and mitigation of seismic risk for infrastructure prior to disasters, and on the other hand, to support the decision-making for post-disaster reconstruction and recovery, have been promoted worldwide. Despite this, the CES in New Zealand highlighted that none of the existing platforms/tools are either accessible and/or readable or usable by emergency managers and decision makers for restoring the CSS. Furthermore, the majority of existing tools have a sole focus on the engineering perspective, while the holistic process of formulating recovery decisions is based on system-wide approach, where a variety of factors in addition to technical considerations are involved. Lastly, there is a paucity of studies focused on the tools and frameworks for supporting decision-making specifically on sewerage system restoration after earthquakes. This thesis develops a decision support framework for sewerage pipe and system restoration after earthquakes, building on the experience and learning of the organisations involved in recovering the CSS following the CES in 2010-2011. The proposed decision support framework includes three modules: 1) Physical Damage Module (PDM); 2) Functional Impact Module (FIM); 3) Pipeline Restoration Module (PRM). The PDM provides seismic fragility matrices and functions for sewer gravity and pressure pipelines for predicting earthquake-induced physical damage, categorised by pipe materials and liquefaction zones. The FIM demonstrates a set of performance indicators that are categorised in five domains: structural, hydraulic, environmental, social and economic domains. These performance indicators are used to assess loss of wastewater system service and the induced functional impacts in three different phases: emergency response, short-term recovery and long-term restoration. Based on the knowledge of the physical and functional status-quo of the sewerage systems post-earthquake captured through the PDM and FIM, the PRM estimates restoration time of sewer networks by use of restoration models developed using a Random Forest technique and graphically represented in terms of restoration curves. The development of a decision support framework for sewer recovery after earthquakes enables decision makers to assess physical damage, evaluate functional impacts relating to hydraulic, environmental, structural, economic and social contexts, and to predict restoration time of sewerage systems. Furthermore, the decision support framework can be potentially employed to underpin system maintenance and upgrade by guiding system rehabilitation and to monitor system behaviours during business-as-usual time. In conjunction with expert judgement and best practices, this framework can be moreover applied to assist asset managers in targeting the inclusion of system resilience as part of asset maintenance programmes.
In order to provide information related to seismic vulnerability of non-ductile reinforced concrete (RC) frame buildings, and as a complementary investigation on innovative feasible retrofit solutions developed in the past six years at the University of Canterbury on pre-19170 reinforced concrete buildings, a frame building representative of older construction practice was tested on the shake table. The specimen, 1/2.5 scale, consists of two 3-storey 2-bay asymmetric frames in parallel, one interior and one exterior, jointed together by transverse beams and floor slabs. The as-built (benchmark) specimen was first tested under increasing ground motion amplitudes using records from Loma Prieta Earthquake (California, 1989) and suffered significant damage at the upper floor, most of it due to lap splices failure. As a consequence, in a second stage, the specimen was repaired and modified by removing the concrete in the lap splice region, welding the column longitudinal bars, replacing the removed concrete with structural mortar, and injecting cracks with epoxy resin. The modified as-built specimen was then tested using data recorded during Darfield (New Zealand, 2010) and Maule (Chile, 2010) Earthquakes, with whom the specimen showed remarkably different responses attributed to the main variation in frequency content and duration. In this contribution, the seismic performance of the three series of experiments are presented and compared.
Based on the recent developments on alternative jointed ductile dry connections for concrete multistorey buildings, the paper aims to extend and propose similar innovative seismic connections for laminated veneer lumber (LVL) timber buildings. The dry connections herein proposed are characterised by a sort of rocking occurring at the section interface of the structural elements when an earthquake occurs; unbonded post-tensioned techniques and dissipative devices respectively provide self-centring and dissipation capacities. The paper illustrates some experimental investigations of an extensive campaign, still undergoing at the University of Canterbury Christchurch, NZ) are herein presented and critically discussed. In particular, results of cyclic quasi-static testing on exterior beam-column subassemblies and wall-to-foundation systems are herein presented; preliminary results of pseudo-dynamic testing on wall-to-foundation specimens are also illustrated. The research investigations confirmed the enhanced seismic performance of these systems/connections; three key aspects , as the no-damageability in the structural elements, typical “flag-shape” cyclic behaviour (with self-centring and dissipation capacity), negligible residual deformations, i.e. limited costs of repair, joined with low mass, flexibility of design and rapidity of construction LVL timber, all create the potential for an increased use in low-rise multistorey buildings.
