The Mw 6.2 February 22nd 2011 Christchurch earthquake (and others in the 2010-2011 Canterbury sequence) provided a unique opportunity to study the devastating effects of earthquakes first-hand and learn from them for future engineering applications. All major events in the Canterbury earthquake sequence caused widespread liquefaction throughout Christchurch’s eastern suburbs, particularly extensive and severe during the February 22nd event. Along large stretches of the Avon River banks (and to a lesser extent along the Heathcote) significant lateral spreading occurred, affecting bridges and the infrastructure they support. The first stage of this research involved conducting detailed field reconnaissance to document liquefaction and lateral spreading-induced damage to several case study bridges along the Avon River. The case study bridges cover a range of ages and construction types but all are reinforced concrete structures which have relatively short, stiff decks. These factors combined led to a characteristic deformation mechanism involving deck-pinning and abutment back-rotation with consequent damage to the abutment piles and slumping of the approaches. The second stage of the research involved using pseudo-static analysis, a simplified seismic modelling tool, to analyse two of the bridges. An advantage of pseudo-static analysis over more complicated modelling methods is that it uses conventional geotechnical data in its inputs, such as SPT blowcount and CPT cone resistance and local friction. Pseudo-static analysis can also be applied without excessive computational power or specialised knowledge, yet it has been shown to capture the basic mechanisms of pile behaviour. Single pile and whole bridge models were constructed for each bridge, and both cyclic and lateral spreading phases of loading were investigated. Parametric studies were carried out which varied the values of key parameters to identify their influence on pile response, and computed displacements and damages were compared with observations made in the field. It was shown that pseudo-static analysis was able to capture the characteristic damage mechanisms observed in the field, however the treatment of key parameters affecting pile response is of primary importance. Recommendations were made concerning the treatment of these governing parameters controlling pile response. In this way the future application of pseudo-static analysis as a tool for analysing and designing bridge pile foundations in liquefying and laterally spreading soils is enhanced.
The Darfield earthquake caused widespread damage in the Canterbury region of New Zealand, with the majority of damage resulting from liquefaction and lateral spreading. One of the worst hit locations was the small town of Kaiapoi north of Christchurch, an area that has experienced liquefaction during past events and has been identified as highly susceptible to liquefaction. The low lying town sits on the banks of the Kaiapoi River, once a branch of the Waimakariri, a large braided river transporting gravelly sediment. The Waimakariri has been extensively modified both by natural and human processes, consequently many areas in and around the town were once former river channels.
Fire following earthquakes have caused the largest single loss due to earthquakes and in most cases have caused more damage than the quake itself. This problem is regarded very seriously in Japan and in some parts of the United States of America (San Francisco), but is not very seriously considered in other earthquake prone countries, yet the potential for future conflagrations following earthquakes is enormous. Any discussion of post earthquake fire must take into account structural and non-structural damages, initial and spreading fire, wind, water availability, and emergency responses. In this paper we will look at initial fire ignitions, growth and spread and life and property damage. Prevention methods will also be discussed. We will also discuss as examples some case studies: - San Francisco 1989 - Napier 1931 -Christchurch (scenario)
Structural engineering is facing an extraordinarily challenging era. These challenges are driven by the increasing expectations of modern society to provide low-cost, architecturally appealing structures which can withstand large earthquakes. However, being able to avoid collapse in a large earthquake is no longer enough. A building must now be able to withstand a major seismic event with negligible damage so that it is immediately occupiable following such an event. As recent earthquakes have shown, the economic consequences of not achieving this level of performance are not acceptable. Technological solutions for low-damage structural systems are emerging. However, the goal of developing a low-damage building requires improving the performance of both the structural skeleton and the non-structural components. These non-structural components include items such as the claddings, partitions, ceilings and contents. Previous research has shown that damage to such items contributes a disproportionate amount to the overall economic losses in an earthquake. One such non-structural element that has a history of poor performance is the external cladding system, and this forms the focus of this research. Cladding systems are invariably complicated and provide a number of architectural functions. Therefore, it is important than when seeking to improve their seismic performance that these functions are not neglected. The seismic vulnerability of cladding systems are determined in this research through a desktop background study, literature review, and postearthquake reconnaissance survey of their performance in the 2010 – 2011 Canterbury earthquake sequence. This study identified that precast concrete claddings present a significant life-safety risk to pedestrians, and that the effect they have upon the primary structure is not well understood. The main objective of this research is consequently to better understand the performance of precast concrete cladding systems in earthquakes. This is achieved through an experimental campaign and numerical modelling of a range of precast concrete cladding systems. The experimental campaign consists of uni-directional, quasi static cyclic earthquake simulation on a test frame which represents a single-storey, single-bay portion of a reinforced concrete building. The test frame is clad with various precast concrete cladding panel configurations. A major focus is placed upon the influence the connection between the cladding panel and structural frame has upon seismic performance. A combination of experimental component testing, finite element modelling and analytical derivation is used to develop cladding models of the cladding systems investigated. The cyclic responses of the models are compared with the experimental data to evaluate their accuracy and validity. The comparison shows that the cladding models developed provide an excellent representation of real-world cladding behaviour. The cladding models are subsequently applied to a ten-storey case-study building. The expected seismic performance is examined with and without the cladding taken into consideration. The numerical analyses of the case-study building include modal analyses, nonlinear adaptive pushover analyses, and non-linear dynamic seismic response (time history) analyses to different levels of seismic hazard. The clad frame models are compared to the bare frame model to investigate the effect the cladding has upon the structural behaviour. Both the structural performance and cladding performance are also assessed using qualitative damage states. The results show a poor performance of precast concrete cladding systems is expected when traditional connection typologies are used. This result confirms the misalignment of structural and cladding damage observed in recent earthquake events. Consequently, this research explores the potential of an innovative cladding connection. The outcomes from this research shows that the innovative cladding connection proposed here is able to achieve low-damage performance whilst also being cost comparable to a traditional cladding connection. It is also theoretically possible that the connection can provide a positive value to the seismic performance of the structure by adding addition strength, stiffness and damping. Finally, the losses associated with both the traditional and innovative cladding systems are compared in terms of tangible outcomes, namely: repair costs, repair time and casualties. The results confirm that the use of innovative cladding technology can substantially reduce the overall losses that result from cladding damage.
Having a quick but reliable insight into the likelihood of damage to bridges immediately after an earthquake is an important concern especially in the earthquake prone countries such as New Zealand for ensuring emergency transportation network operations. A set of primary indicators necessary to perform damage likelihood assessment are ground motion parameters such as peak ground acceleration (PGA) at each bridge site. Organizations, such as GNS in New Zealand, record these parameters using distributed arrays of sensors. The challenge is that those sensors are not installed at, or close to, bridge sites and so bridge site specific data are not readily available. This study proposes a method to predict ground motion parameters for each bridge site based on remote seismic array recordings. Because of the existing abundant source of data related to two recent strong earthquakes that occurred in 2010 and 2011 and their aftershocks, the city of Christchurch is considered to develop and examine the method. Artificial neural networks have been considered for this research. Recent severe earthquakes, such as the 2010-2011 Christchurch earthquake series, have put emphasis on building resilience all over the world. To achieve such resilience, procedures for low damage seismic design have been developed to satisfy both life safety requirements and the need to minimize undesirable economic effects of required building repair or structural member replacement following a major earthquake. Seismic resisting systems following this concept are expected to withstand severe earthquakes without requiring major post-earthquake repairs, using isolating mechanisms or sacrificial systems that either do not need repair or are readily repairable or replaceable. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs) and symmetric friction connections (SFCs) in braces of the braced frames. A 9 m tall, configurable three-storey steel framed composite floor building incorporating frictionbased connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. The structural systems are configurable, allowing different moment and braced frame structural systems tested in two horizontal directions. The structure is designed and detailed to undergo, at worst, minor damage under a planned series of severe earthquakes.
Soil Liquefaction during Recent Large-Scale Earthquakes contains selected papers presented at the New Zealand – Japan Workshop on Soil Liquefaction during Recent Large-Scale Earthquakes (Auckland, New Zealand, 2-3 December 2013). The 2010-2011 Canterbury earthquakes in New Zealand and the 2011 off the Pacific Coast of Tohoku Earthquake in Japan have caused significant damage to many residential houses due to varying degrees of soil liquefaction over a very wide extent of urban areas unseen in past destructive earthquakes. While soil liquefaction occurred in naturally-sedimented soil formations in Christchurch, most of the areas which liquefied in Tokyo Bay area were reclaimed soil and artificial fill deposits, thus providing researchers with a wide range of soil deposits to characterize soil and site response to large-scale earthquake shaking. Although these earthquakes in New Zealand and Japan caused extensive damage to life and property, they also serve as an opportunity to understand better the response of soil and building foundations to such large-scale earthquake shaking. With the wealth of information obtained in the aftermath of both earthquakes, information-sharing and knowledge-exchange are vital in arriving at liquefaction-proof urban areas in both countries. Data regarding the observed damage to residential houses as well as the lessons learnt are essential for the rebuilding efforts in the coming years and in mitigating buildings located in regions with high liquefaction potential. Non-structural elements (NSEs) have frequently proven to contribute to significant losses sustained from earthquakes in the form of damage, downtime, injury and death. In New Zealand (NZ), the 2010 and 2011 Canterbury Earthquake Sequence (CES), the 2013 Seddon and Cook Strait earthquake sequence and the 2016 Kaikoura earthquake were major milestones in this regard as significant damage to building NSEs both highlighted and further reinforced the importance of NSE seismic performance to the resilience of urban centres. Extensive damage in suspended ceilings, partition walls, façades and building services following the CES was reported to be partly due to erroneous seismic design or installation or caused by intervening elements. Moreover, the low-damage solutions developed for structural systems sometimes allow for relatively large inter-story drifts -compared to conventional designs- which may not have been considered in the seismic design of NSEs. Having observed these shortcomings, this study on suspended ceilings was carried out with five main goals: i) Understanding the seismic performance of the system commonly used in NZ; ii) Understanding the transfer of seismic design actions through different suspended ceiling components, iii) Investigating potential low-damage solutions; iii) Evaluating the compatibility of the current ceiling system with other low-damage NSEs; and iv) Investigating the application of numerical analysis to simulate the response of ceiling systems. The first phase of the study followed a joint research work between the University of Canterbury (UC) in NZ, and the Politecnico Di Milano, in Italy. The experimental ceiling component fragility curves obtained in this existing study were employed to produce analytical fragility curves for a perimeter-fixed ceiling of a given size and weight, with grid acceleration as the intensity measure. The validity of the method was proven through comparisons between this proposed analytical approach with the recommended procedures in proprietary products design guidelines, as well as experimental fragility curves from other studies. For application to engineering design practice, and using fragility curves for a range of ceiling lengths and weights, design curves were produced for estimating the allowable grid lengths for a given demand level. In the second phase of this study, three specimens of perimeter-fixed ceilings were tested on a shake table under both sinusoidal and random floor motion input. The experiments considered the relationship between the floor acceleration, acceleration of the ceiling grid, the axial force induced in the grid members, and the effect of boundary conditions on the transfer of these axial forces. A direct correlation was observed between the axial force (recorded via load cells) and the horizontal acceleration measured on the ceiling grid. Moreover, the amplification of floor acceleration, as transferred through ceiling components, was examined and found (in several tests) to be greater than the recommended factor for the design of ceilings provided in the NZ earthquake loadings standard NZS1170.5. However, this amplification was found to be influenced by the pounding interactions between the ceiling grid members and the tiles, and this amplification diminished considerably when the high frequency content was filtered out from the output time histories. The experiments ended with damage in the ceiling grid connection at an axial force similar to the capacity of these joints previously measured through static tests in phase one. The observation of common forms of damage in ceilings in earthquakes triggered the monotonic experiments carried out in the third phase of this research with the objective of investigating a simple and easily applicable mitigation strategy for existing or new suspended ceilings. The tests focused on the possibility of using proprietary cross-shaped clip elements ordinarily used to provide seismic gap as a strengthening solution for the weak components of a ceiling. The results showed that the solution was effective under both tension and compression loads through increasing load bearing capacity and ductility in grid connections. The feasibility of a novel type of suspended ceiling called fully-floating ceiling system was investigated through shaking table tests in the next phase of this study with the main goal of isolating the ceiling from the surrounding structure; thereby arresting the transfer of associated seismic forces from the structure to the ceiling. The fully-floating ceiling specimen was freely hung from the floor above lacking any lateral bracing and connections with the perimeter. Throughout different tests, a satisfactory agreement between the fully-floating ceiling response and simple pendulum theory was demonstrated. The addition of isolation material in perimeter gaps was found effective in inducing extra damping and protecting the ceiling from pounding impact; resulting in much reduced ceiling displacements and accelerations. The only form of damage observed throughout the random floor motion tests and the sinusoidal tests was a panel dislodgement observed in a test due to successive poundings between the ceiling specimen and the surrounding beams at resonant frequencies. Partition walls as the first effective NSE in direct interaction with ceilings were the topic of the final experimental phase. Low-damage drywall partitions proposed in a previous study in the UC were tested with two common forms of suspended ceiling: braced and perimeter-fixed. The experiments investigated the in-plane and out-of-plane performance of the low-damage drywall partitions, as well as displacement compatibility between these walls and the suspended ceilings. In the braced ceiling experiment, where no connection was made between ceiling grids and surrounding walls no damage in the grid system or partitions was observed. However, at high drift values panel dislodgement was observed on corners of the ceiling where the free ends of grids were not restrained against spreading. This could be prevented by framing the grid ends using a perimeter angle that is riveted only to the grid members while keeping sufficient clearance from the perimeter walls. In the next set of tests with the perimeter-fixed ceiling, no damage was observed in the ceiling system or the drywalls. Based on the results of the experiments it was concluded that the tested ceiling had enough flexibility to accommodate the relative displacement between two perpendicular walls up to the inter-storey drifts achieved. The experiments on perimeter-fixed ceilings were followed by numerical simulations of the performance of these ceilings in a finite element model developed in the structural analysis software, SAP2000. This model was relatively simple and easy to develop and was able to replicate the experimental results to a reasonable degree. Filtering was applied to the experimental output to exclude the effect of high frequency noise and tile-grid impact. The developed model generally simulated the acceleration responses well but underestimated the peak ceiling grid accelerations. This was possibly because the peak values in time histories were affected by impact occurring at very short periods. The model overestimated the axial forces in ceiling grids which was assumed to be caused by the initial assumptions made about the tributary area or constant acceleration associated with each grid line in the direction of excitation. Otherwise, the overall success of the numerical modelling in replicating the experimental results implies that numerical modelling using conventional structural analysis software could be used in engineering practice to analyse alternative ceiling geometries proposed for application to varying structural systems. This however, needs to be confirmed through similar analyses on other ceiling examples from existing instrumented buildings during real earthquakes. As the concluding part of this research the final phase addressed the issues raised following the review of existing ceiling standards and guidelines. The applicability of the research findings to current practice and their implications were discussed. Finally, an example was provided for the design of a suspended ceiling utilising the new knowledge acquired in this research.
The 2010 Darfield earthquake is the largest earthquake on record to have occurred within 40 km of a major city and not cause any fatalities. In this paper the authors have reflected on their experiences in Christchurch following the earthquake with a view to what worked, what didn’t, and what lessons can be learned from this for the benefit of Australian earthquake preparedness. Owing to the fact that most of the observed building damage occurred in Unreinforced Masonry (URM) construction, this paper focuses in particular on the authors’ experience conducting rapid building damage assessment during the first 72 hours following the earthquake and more detailed examination of the performance of unreinforced masonry buildings with and without seismic retrofit interventions.
A magnitude 6.3 earthquake struck the city of Christchurch at 12:51pm on Tuesday 22 February 2011. The earthquake caused 182 fatalities, a large number of injuries, and resulted in widespread damage to the built environment, including significant disruption to the lifelines. The event created the largest lifeline disruption in a New Zealand city in 80 years, with much of the damage resulting from extensive and severe liquefaction in the Christchurch urban area. The Christchurch earthquake occurred when the Canterbury region and its lifelines systems were at the early stage of recovering from the 4 September 2010 Darfield (Canterbury) magnitude 7.1 earthquake. This paper describes the impact of the Christchurch earthquake on lifelines by briefly summarising the physical damage to the networks, the system performance and the operational response during the emergency management and the recovery phase. Special focus is given to the performance and management of the gas, electric and road networks and to the liquefaction ejecta clean-up operations that contributed to the rapid reinstatement of the functionality of many of the lifelines. The water and wastewater system performances are also summarized. Elements of resilience that contributed to good network performance or to efficient emergency and recovery management are highlighted in the paper.
Field surveys and experimental studies have shown that light steel or timber framed plasterboard partition walls are particularly vulnerable to earthquake damage prompting the overarching objective of this research, which is to further the development of low damage seismic systems for non-structural partition walls in order to facilitate their adoption by industry to assist with reducing the losses associated with the maintenance and repair cost of buildings across their design life. In particular, this study focused on the behaviour of steel-framed partition walls systems with novel detailing that aim to be “low-damage” designed according to common practice for walls used in commercial and institutional buildings in New Zealand. This objective was investigated by (1) investigating the performance of a flexible track system proposed by researchers and industry by experimental testing of full-scale specimens; (2) investigating the performance of the seismic gap partition wall systems proposed in a number of studies, further developed in this study with input from industry, by experimental testing of full-scale specimens; and (3) investigating the potential implications of using these systems compared with traditionally detailed partition wall systems within multi-storey buildings using the Performance Based Earthquake Engineering loss assessment methodology. Three full-scale testing frames were designed in order to replicate, under controlled laboratory conditions, the effects of seismic shaking on partition walls within multi-storey buildings by the application of quasi-static uni-directional cyclic loading imposing an inter-storey drift. The typical configuration for test specimens was selected to be a unique “y-shape”, including one angled return wall, with typical dimensions of approximately 2400 mm along the main wall and 600 mm along (approximately) the returns walls with a height of 2405 mm from floor to ceiling. The specimens were aligned within test frames at an oblique angle to the direction of loading in order to investigate bi- directional effects. Three wall specimens with flexible track detailing, two identical plane specimens and the third including a doorway, were tested. The detailing involved removing top track anchors within the proximity of wall intersections, thus allowing the tracks to ‘bow’ out at these locations. Although the top track anchors were specified to be removed the proximity of wall intersections, a construction error was made whereby a single top track slab to concrete anchor was left in at the three-way wall junction. Despite this error, the experimental testing was deemed worthwhile since such errors will also occur in practice and because the behaviour of the wall can be examined with this fixing in mind. The specimens also included an acoustic/fire sealant at the top lining to floor boundary. In addition to providing drift capacities, the force-displacement behaviour is also reported, the dissipated energy was computed, and the parameters of the Wayne-Stewart hysteretic model were fitted to the results. The specimen with the door opening behaved significantly different to the plane specimens: damage to the doorway specimen began as cracking of the wallboard propagating from the corners of the doorway following which the L- and Y- shaped junctions behaved independently, whereas damage to the plane specimens began as cracking of the wallboard at the top of the L-junction and wall system deformed as a single unit. The results suggest that bi-directional behaviour is important even if its impact cannot be directly quantified by the experiments conducted. Damage to sealant implies that the bond between plasterboard and sealant is important for its seismic performance. Careful quality control is advised as defects in the bond may significantly impact its ability to withstand seismic movement. Two specimens with seismic gap detailing were tested: a steel stud specimen and a timber stud specimen. Observed drift capacities were significantly greater than traditional plasterboard partition systems. Equations were used to predict the drift at which damage state 1 (DS1) and damage state 2 (DS2) would initiate. The equation used to estimate the drift at the onset of DS1 accurately predicted the onset of plaster cracking but overestimated the drift at which the gap filling material was damaged. The equation used to predict the onset of DS2 provided a lower bound for both specimens and also when used to predict results of previous experimental tests on seismic gap systems. The gap-filling material reduced the drift at the onset of DS1, however, it had a beneficial effect on the re-centring behaviour of the linings. Out-of-plane displacements and return wall configuration did not appear to significantly impact the onset of plaster cracking in the specimens. A loss assessment according to the PBEE methodology was conducted on four steel MRF case study buildings: (1) a 4-storey building designed for the Christchurch region, (2) a 4-storey building designed for the Wellington region, (3) a 12-storey building designed for the Christchurch region, and (4) a 12- storey building designed for the Wellington region. The fragility parameters for a traditional partition system, the flexible track partition system, and the seismic gap steel stud and timber stud partition systems were included within the loss assessment. The order (lowest to highest) of each system in terms of the expected annual losses of each building when incorporating the system was, (1) the seismic gap timber stud system, (2) the seismic gap steel stud system, (3) the traditional/baseline system, and (4) the flexible track system. For the seismic gap timber stud system, which incurred the greatest reduction in expected annual losses for each case study building, the reduction in expected annual losses in comparison to the losses found when using the traditional system ranged from a 5% to a 30% reduction. This reinforces the fact that while there is a benefit to the using low damage partition systems in each building the extent of reduction in expected annual losses is significantly dependent on the particular building design and its location. The flexible track specimens had larger repair costs at small hazard levels compared to the traditional system but smaller repair costs at larger hazard levels. However, the resulting expected annual losses for the flexible track system was higher than the traditional system which reinforces findings from past studies which observed that the greatest contribution to expected annual losses arises from low to moderate intensity shaking seismic events (low hazard levels).
Sewerage systems convey sewage, or wastewater, from residential or commercial buildings through complex reticulation networks to treatment plants. During seismic events both transient ground motion and permanent ground deformation can induce physical damage to sewerage system components, limiting or impeding the operability of the whole system. The malfunction of municipal sewerage systems can result in the pollution of nearby waterways through discharge of untreated sewage, pose a public health threat by preventing the use of appropriate sanitation facilities, and cause serious inconvenience for rescuers and residents. Christchurch, the second largest city in New Zealand, was seriously affected by the Canterbury Earthquake Sequence (CES) in 2010-2011. The CES imposed widespread damage to the Christchurch sewerage system (CSS), causing a significant loss of functionality and serviceability to the system. The Christchurch City Council (CCC) relied heavily on temporary sewerage services for several months following the CES. The temporary services were supported by use of chemical and portable toilets to supplement the damaged wastewater system. The rebuild delivery agency -Stronger Christchurch Infrastructure Rebuild Team (SCIRT) was created to be responsible for repair of 85 % of the damaged horizontal infrastructure (i.e., water, wastewater, stormwater systems, and roads) in Christchurch. Numerous initiatives to create platforms/tools aiming to, on the one hand, support the understanding, management and mitigation of seismic risk for infrastructure prior to disasters, and on the other hand, to support the decision-making for post-disaster reconstruction and recovery, have been promoted worldwide. Despite this, the CES in New Zealand highlighted that none of the existing platforms/tools are either accessible and/or readable or usable by emergency managers and decision makers for restoring the CSS. Furthermore, the majority of existing tools have a sole focus on the engineering perspective, while the holistic process of formulating recovery decisions is based on system-wide approach, where a variety of factors in addition to technical considerations are involved. Lastly, there is a paucity of studies focused on the tools and frameworks for supporting decision-making specifically on sewerage system restoration after earthquakes. This thesis develops a decision support framework for sewerage pipe and system restoration after earthquakes, building on the experience and learning of the organisations involved in recovering the CSS following the CES in 2010-2011. The proposed decision support framework includes three modules: 1) Physical Damage Module (PDM); 2) Functional Impact Module (FIM); 3) Pipeline Restoration Module (PRM). The PDM provides seismic fragility matrices and functions for sewer gravity and pressure pipelines for predicting earthquake-induced physical damage, categorised by pipe materials and liquefaction zones. The FIM demonstrates a set of performance indicators that are categorised in five domains: structural, hydraulic, environmental, social and economic domains. These performance indicators are used to assess loss of wastewater system service and the induced functional impacts in three different phases: emergency response, short-term recovery and long-term restoration. Based on the knowledge of the physical and functional status-quo of the sewerage systems post-earthquake captured through the PDM and FIM, the PRM estimates restoration time of sewer networks by use of restoration models developed using a Random Forest technique and graphically represented in terms of restoration curves. The development of a decision support framework for sewer recovery after earthquakes enables decision makers to assess physical damage, evaluate functional impacts relating to hydraulic, environmental, structural, economic and social contexts, and to predict restoration time of sewerage systems. Furthermore, the decision support framework can be potentially employed to underpin system maintenance and upgrade by guiding system rehabilitation and to monitor system behaviours during business-as-usual time. In conjunction with expert judgement and best practices, this framework can be moreover applied to assist asset managers in targeting the inclusion of system resilience as part of asset maintenance programmes.
Industrial steel storage pallet racking systems are used extensively worldwide to store goods. Forty percent of all goods are stored on storage racks at some time during their manufactureto- consumption life. In 2017, goods worth USD 16.5 billion were carried on cold-formed steel racking systems in seismically active regions worldwide. Historically, these racks are particularly vulnerable to collapse in severe earthquakes. In the 2010/2011 Christchurch earthquakes, around NZD 100 million of pallet racking stored goods were lost, with much greater associated economic losses due to disruptions to the national supply chain. A novel component, the friction slipper baseplate, has been designed and developed to very significantly improve the seismic performance of a selective pallet racking system in both the cross-aisle and the down-aisle directions. This thesis documents the whole progress of the development of the friction slipper baseplate from the design concept development to experimental verification and incorporation into the seismic design procedure for selective pallet racking systems. The test results on the component joint tests, full-scale pull-over and snap-back tests and fullscale shaking table tests of a steel storage racking system are presented. The extensive experimental observations show that the friction slipper baseplate exhibits the best seismic performance in both the cross-aisle and the down-aisle directions compared with all the other base-connections tested. It protects the rack frame and concrete floor from damage, reduces the risk of overturning in the cross-aisle direction, and minimises the damage at beam-end connectors in the down-aisle direction, without sustaining damage to the connection itself. Moreover, this high level of seismic performance can be delivered by a simple and costeffective baseplate with almost no additional cost. The significantly reduced internal force and frame acceleration response enable the more cost-effective and safer design of the pallet racking system with minimal extra cost for the baseplate. The friction slipper baseplate also provides enhanced protection to the column base from operational impact damage compared with other seismic resisting and standard baseplates.
New Zealand has a long tradition of using light timber frame for construction of its domestic dwellings. After the most recent earthquakes (e.g. Canterbury earthquakes sequence), wooden residential houses showed satisfactory life safety performance. However, poor performance was reported in terms of their seismic resilience. Although numerous innovative methods to mitigate damage have been introduced to the New Zealand community in order to improve wooden house performance, these retrofit options have not been readily taken up. The low number of retrofitted wooden-framed houses leads to questions about whether homeowners are aware of the necessity of seismic retrofitting their houses to achieve a satisfactory seismic performance. This study aims to explore different retrofit technologies that can be applied to wooden-framed houses in Wellington, taking into account the need of homeowners to understand the risk, likelihood and extent of damage expected after an event. A survey will be conducted in Wellington about perceptions of homeowners towards the expected performance of their wooden-framed houses. The survey questions were designed to gain an understanding of homeowners' levels of safety and awareness of possible damage after a seismic event. Afterwards, a structural review of a sample of the houses will be undertaken to identify common features and detail potential seismic concerns. The findings will break down barriers to making improvements in the performance of wooden-framed houses and lead to enhancements in the confidence of homeowners in the event of future seismic activity. This will result in increased understanding and contribute towards an accessible knowledge base, which will possibly increase significantly the use of these technologies and avoid unnecessary economic and social costs after a seismic event.

Fault rupture, ground shaking, liquefaction, and co-seismic landslides caused severe damage to distributed infrastructure, and particularly transportation networks; large segments of the country’s main highway, State Highway 1 (SH1), and the Main North Line (MNL) railway line, were damaged between Picton and Christchurch. The damage caused direct local impacts, including isolation of communities, and wider regional impacts, including disruption of supply chains. Adaptive measures have ensured immediate continued regional transport of goods and people. Air and sea transport increased quickly, both for emergency response and to ensure routine transport of goods. Road diversions have also allowed critical connections to remain operable. This effective response to regional transport challenges allowed Civil Defence Emergency Management to quickly prioritise access to isolated settlements, all of which had road access 23 days after the earthquake. However, 100 days after the earthquake, critical segments of SH1 and the MNL remain closed and their ongoing repairs are a serious national strategic, as well as local, concern. This paper presents the impacts on South Island transport infrastructure, and subsequent management through the emergency response and early recovery phases, during the first 100 days following the initial earthquake, and highlights lessons for transportation system resilience.

The performance of buildings in recent New Zealand earthquakes (Canterbury, Seddon and Kaikōura), delivered stark lessons on seismic resilience. Most of our buildings, with a few notable exceptions, performed as our Codes intended them to, that is, to safeguard people from injury. Many buildings only suffered minor structural damage but were unable to be reused and occupied for significant periods of time due to the damage and failure of non-structural elements. This resulted in substantial economic losses and major disruptions to our businesses and communities. Research has attributed the damage to poor overall design coordination, inadequate or lack of seismic restraints for non structural elements and insufficient clearances between building components to cater for the interaction of non structural elements under seismic actions. Investigations have found a clear connection between the poor performance of non-structural elements and the issues causing pain in the industry (procurement methods, risk aversion, the lack of clear understanding of design and inspection responsibility and the need for better alignment of the design codes to enable a consistent integrated design approach). The challenge to improve the seismic performance of non structural elements in New Zealand is a complex one that cuts across a diverse construction industry. Adopting the key steps as recommended in this paper is expected to have significant co-benefits to the New Zealand construction industry, with improvements in productivity alongside reductions in costs and waste, as the rework which plagues the industry decreases.
Impact between structures of bridge sections can play a major, unexpected role in seismic structural damage. Linear and non-linear models are developed to analyze structural impact and response of two single-degree-of-freedom structures, representing adjacent buildings or bridge sections. The analyses presented assess probability of impact, displacement change due to impact, and the probability of increased displacement due to impact. These are assessed over a matrix of structural periods for each degree-of-freedom, different impact coefficients of restitution, and a probabilistically scaled suite of earthquake events. Linear versus non-linear effects are assessed using a Ramberg-Osgood non-linear model for column inelasticity. The normalized distance, or gap-ratio (GR), defined as a percentage of the summed spectral displacements, is used to create probabilistic design requirements. Increasing GR and structural periods that are similar (T2/T1~0.8-1.25) significantly decrease the likelihood of impact, and vice-versa. Including column inelasticity and decreasing coefficient of restitution decrease displacement increases due to impact and thus reduce potential damage. A minimum GR~0.5-0.9 ensures that any displacement increases will be less than 10% for 90% of ground motions over all structural period combinations (0.2-5.0sec). These results enable probabilistic design guidelines to manage undesirable effects of impact– an important factor during the recent Canterbury, New Zealand Earthquakes.
The 22nd February 2011, Mw 6.3 Christchurch earthquake in New Zealand caused major damage to critical infrastructure, including the healthcare system. The Natural Hazard Platform of NZ funded a short-term project called “Hospital Functions and Services” to support the Canterbury District Health Board’s (CDHB) efforts in capturing standardized data that describe the effects of the earthquake on the Canterbury region’s main hospital system. The project utilised a survey tool originally developed by researchers at Johns Hopkins University (JHU) to assess the loss of function of hospitals in the Maule and Bío-Bío regions following the 27th February 2010, Mw 8.8 Maule earthquake in Chile. This paper describes the application of the JHU tool for surveying the impact of Christchurch earthquake on the CDHB Hospital System, including the system’s residual capacity to deliver emergency response and health care. A short summary of the impact of the Christchurch earthquake on other CDHB public and private hospitals is also provided. This study demonstrates that, as was observed in other earthquakes around the world, the effects of damage to non-structural building components, equipment, utility lifelines, and transportation were far more disruptive than the minor structural damage observed in buildings (FEMA 2007). Earthquake related complications with re-supply and other organizational aspects also impacted the emergency response and the healthcare facilities’ residual capacity to deliver services in the short and long terms.
Following the Mw 6.2 Christchurch Earthquake on 22 February 2011, extensive ground cracking in loessial soils was reported in some areas of the Port Hills, southeast of central Christchurch. This study was undertaken to investigate the mechanisms of earthquake-induced ground damage on the eastern side of the Hillsborough Valley. A zone of extensional cracking up to 40m wide and 600m long was identified along the eastern foot-slope, accompanied by compression features and spring formation at the toe of the slope. An engineering geological and geomorphological model was developed for the eastern Hillsborough Valley that incorporates geotechnical investigation data sourced from the Canterbury Geotechnical Database (CGD), the findings of trenching and seismic refraction surveying carried out for this research, and interpretation of historical aerial photographs. The thickness and extent of a buried peat swamp at the base of the slope was mapped, and found to coincide with significant compression features. Ground cracking was found to have occurred entirely within loess-colluvium and to follow the apices of pre-1920s tunnel-gully fan debris at the southern end of the valley. The ground-cracking on the eastern side of the Hillsborough Valley is interpreted to have formed through tensile failure of the loess-colluvium. Testing was carried out to determine the tensile strength of Port Hills loess colluvium as a function of water content and density, in order to better understand the occurrence and distribution of the observed ground cracking. A comprehensive review of the soil tensile strength testing literature was undertaken, from which a test methodology was developed. Results show remoulded loess-colluvium to possess tensile strength of 7 - 28 kPa across the range of tested moisture contents (10-15%) and dry densities (1650-1900kg/m3). A positive linear relationship was observed between tensile strength and dry density, and a negative linear relationship between moisture content and tensile strength. The observed ground damage and available geotechnical information (inclinometer and piezometer records provided by the Earthquake Commission) were together used to interpret the mechanism(s) of slope movement that occurred in the eastern Hillsborough Valley. The observed ground damage is characteristic of translational movement, but without the development of lateral release scarps, or a basal sliding surface - which was not located during drilling. It is hypothesised that shear displacement has been accommodated by multiple slip surfaces of limited extent within the upper 10m of the slope. Movement has likely occurred within near-saturated colluvial units that have lost strength during earthquake shaking. The eastern Hillsborough Valley is considered to be an ‘incipient translational slide’, as both the patterns of damage and shearing are consistent with the early stages of such slide development. Sliding block analysis was utilised to understand how the eastern Hillsborough Valley may perform in a future large magnitude earthquake. Known cumulative displacements of ~0.3m for eastern Hillsborough Valley during the 2010-2011 Canterbury Earthquake Sequence were compared with modelled slope displacements to back-analyse a lower-bound yield acceleration of 0.2 - 0.25g. Synthetic broadband modelling for future Alpine and Hope Fault earthquakes indicates PGAs of approximately 0.08g for soil sites in the Christchurch area, as such, slope movement is unlikely to be reactivated by an Alpine Fault or Hope Fault earthquake. This does not take into account the possible role of strength loss due to excess pore pressure that may occur during these future events.
Following the 2010/2011 Canterbury, New Zealand earthquakes, a detailed door-to-door survey was conducted in the Christchurch region to establish the earthquake performance of lightweight timber-framed residential dwellings with a masonry veneer external cladding system. The post-earthquake survey involved documenting the condition of dwellings in areas that had experienced different levels of earthquake shaking, allowing comparison between the performance of different veneer systems and different shaking intensities. In total, just fewer than 1,100 residential dwellings were inspected throughout the wider Christchurch area. The survey included parameters such as level of veneer damage, type of veneer damage, observed crack widths, and level of repair required. It is concluded that based on observed earthquake performance at the shaking intensities matching or exceeding ultimate limit state loading, the post-1996 veneer fixing details performed satisfactorily and continued use of the detail is recommended without further modification. Unreinforced masonry (URM) buildings have repeatedly been shown to perform poorly in large magnitude earthquakes, with both New Zealand and Australia having a history of past earthquakes that have resulted in fatalities due to collapsed URM buildings. A comparison is presented here of the URM building stock and the seismic vulnerability of Christchurch and Adelaide in order to demonstrate the relevance to Australian cities of observations in Christchurch resulting from the 2010/2011 Canterbury earthquake swarm. It is shown that the materials, architecture and hence earthquake strength of URM buildings in both countries is comparable and that Adelaide and other cities of Australia have seismic vulnerability sufficient to cause major damage to their URM buildings should a design level earthquake occur. Such an earthquake is expected to cause major building damage, and fatalities should be expected.
A wide range of reinforced concrete (RC) wall performance was observed following the 2010/2011 Canterbury earthquakes, with most walls performing as expected, but some exhibiting undesirable and unexpected damage and failure characteristics. A comprehensive research programme, funded by the Building Performance Branch of the New Zealand Ministry of Business, Innovation and Employment, and involving both numerical and experimental studies, was developed to investigate the unexpected damage observed in the earthquakes and provide recommendations for the design and assessment procedures for RC walls. In particular, the studies focused on the performance of lightly reinforced walls; precast walls and connections; ductile walls; walls subjected to bi-directional loading; and walls prone to out-of-plane instability. This paper summarises each research programme and provides practical recommendations for the design and assessment of RC walls based on key findings, including recommended changes to NZS 3101 and the NZ Seismic Assessment Guidelines.
The Canterbury earthquakes, which involved widespread damage in the February 2011 event and ongoing aftershocks near the Christchurch central business district (CBD), presented decision-makers with many recovery challenges. This paper identifies major government decisions, challenges, and lessons in the early recovery of Christchurch based on 23 key-informant interviews conducted 15 months after the February 2011 earthquake. It then focuses on one of the most important decisions – maintaining the cordon around the heavily damaged CBD – and investigates its impacts. The cordon displaced 50,000 central city jobs, raised questions about (and provided new opportunities for) the long-term viability of downtown, influenced the number and practice of building demolitions, and affected debris management; despite being associated with substantial losses, the cordon was commonly viewed as necessary, and provided some benefits in facilitating recovery. Management of the cordon poses important lessons for planning for catastrophic urban earthquakes around the world.
The 2010–2011 Canterbury earthquakes, which involved widespread damage during the February 2011 event and ongoing aftershocks near the Christchurch Central Business District, left this community with more than $NZD 40 billion in losses (~20 % GDP), demolition of approximately 60 % of multi-storey concrete buildings (3 storeys and up), and closure of the core business district for over 2 years. The aftermath of the earthquake sequence has revealed unique issues and complexities for the owners of commercial and multi-storey residential buildings in relation to unexpected technical, legal, and financial challenges when making decisions regarding the future of their buildings impacted by the earthquakes. The paper presents a framework to understand the factors influencing post-earthquake decisions (repair or demolish) on multi-storey concrete buildings in Christchurch. The study, conducted in 2014, includes in-depth investigations on 15 case-study buildings using 27 semi-structured interviews with various property owners, property managers, insurers, engineers, and government authorities in New Zealand. The interviews revealed insights regarding the multitude of factors influencing post-earthquake decisions and losses. As expected, the level of damage and repairability (cost to repair) generally dictated the course of action. There is strong evidence, however, that other variables have significantly influenced the decision on a number of buildings, such as insurance, business strategies, perception of risks, building regulations (and compliance costs), and government decisions. The decision-making process for each building is complex and unique, not solely driven by structural damage. Furthermore, the findings have put the spotlight on insurance policy wordings and the paradoxical effect of insurance on the recovery of Christchurch, leading to other challenges and issues going forward.
Unreinforced masonry (URM) cavity-wall construction is a form of masonry where two leaves of clay brick masonry are separated by a continuous air cavity and are interconnected using some form of tie system. A brief historical introduction is followed by details of a survey undertaken to determine the prevalence of URM cavity-wall buildings in New Zealand. Following the 2010/2011 Canterbury earthquakes it was observed that URM cavity-walls generally suffered irreparable damage due to a lack of effective wall restraint and deficient cavity-tie connections, combined with weak mortar strength. It was found that the original cavity-ties were typically corroded due to moisture ingress, resulting in decreased lateral loadbearing capacity of the cavity-walls. Using photographic data pertaining to Christchurch URM buildings that were obtained during post-earthquake reconnaissance, 252 cavity-walls were identified and utilised to study typical construction details and seismic performance. The majority (72%, 182) of the observed damage to URM cavity-wall construction was a result of out-of-plane type wall failures. Three types of out-of-plane wall failure were recognised: (1) overturning response, (2) one-way bending, and (3) two-way bending. In-plane damage was less widely observed (28%) and commonly included diagonal shear cracking through mortar bed joints or bricks. The collected data was used to develop an overview of the most commonly-encountered construction details and to identify typical deficiencies in earthquake response that can be addressed via the selection and implementation of appropriate mitigation interventions. http://www.journals.elsevier.com/structures
In 2010 Neil Challenger, Head of the School of Landscape Architecture at Lincoln University, stated that the malls surrounding Christchurch drove the life out of the inner city of Christchurch. His economic and sociological concerns were expressed even before the earthquake occurred, and this forms the current hesitation on the rebuilding of Christchurch’s inner city. The position of this research proposal is to establish whether an urban architectural intervention can address these economic and sociological concerns and the potentially devastating effects the suburban mall has had on urban life within Christchurch. The thesis specifically asks whether establishing a mall typology as a landmark building within the inner city can strategically engage the damaged historic buildings of post-earthquake Christchurch in ways that actively preserve these historic remnants. The main intention of this research is to engage the damaged historic buildings of post-earthquake Christchurch in ways that actively preserve these remnants and are also economically viable. By preserving the remnants as active, working elements of the urban fabric, they act as historic reminders or memorials of the event and associated loss, while also actively participating in the regrowth of the city. The thesis argues that contemporary architecture can play a strategic role in these imperatives. Overall this research argues that there exists a distinct requirement for large-scale retail in the inner city urban environment that recognises and responds to the damaged cultural and historic architecture of inner city Christchurch. The objective of the thesis is to propose means to rejuvenate not only the economic vitality of central Christchurch,but also its historic character.
Light timber framed (LTF) structures provide a cost-effective and structurally efficient solution for low-rise residential buildings. This paper studies seismic performance of single-storey LTF buildings sheathed by gypsum-plasterboards (GPBs) that are a typical lining product in New Zealand houses. Compared with wood-based structural panels, GPBs tend to be more susceptible to damage when they are used in bracing walls to resist earthquake loads. This study aims to provide insights on how the bracing wall irregularity allowed by the current New Zealand standard NZS 3604 and the in-plane rigidity of ceiling diaphragms affect the overall seismic performance of these GPB-braced LTF buildings. Nonlinear time-history analyses were conducted on a series of single-storey baseline buildings with different levels of bracing wall irregularities and ceiling diaphragm rigidity. The results showed significant torsional effect caused by the eccentric bracing wall layout with semi-rigid/rigid ceiling diaphragms. On average, bracing wall drift demand caused by the extreme bracing wall irregularities was three times of that in the regular bracing wall layout under the rigid diaphragm assumption. This finding agreed well with the house survey after the 2011 Canterbury Earthquake in which significantly more damage was observed in the houses with irregular bracing wall layouts and relatively rigid diaphragms. Therefore, it is recommended to limit the level of bracing wall eccentricity and ensure the sufficiently rigid diaphragms to avoid excessive damage in these LTF buildings in future events.
Christchurch and Canterbury suffered significant housing losses due to the earthquakes. Estimates from the Earthquake Commission (EQC) (2011) suggest that over 150,000 homes (around three quarters of Christchurch housing stock) sustained damage from the earthquakes. Some areas of Christchurch have been declared not suitable for rebuilding, affecting more than 7,500 residential properties.
