The 2010-2011 Canterbury earthquake sequence was extremely damaging to structures in Christchurch and continues to have a large economic and social impact on the city and surrounding regions. In addition to strong ground shaking (Bradley and Cubrinovski 2011 SRL; Bradley 2012 SDEE), extensive liquefaction was observed, particularly in the 4 September 2010 Darfield earthquake and the 22 February 2011 Christchurch earthquake (Cubrinovski et al. 2010 BNZSEE; 2011 SRL). Large observed vertical ground motion amplitudes were recorded in the events in this sequence, with vertical peak ground accelerations of over 2.2g being observed at the Heathcote Valley Primary School during the Christchurch earthquake, and numerous other vertical motions exceeding 1.0g (Bradley and Cubrinovski 2011 SRL; Bradley 2012 SDEE; Fry et al 2011 SRL). Vertical peak ground accelerations of over 1.2g were observed in the Darfield earthquake.

One of the less understood geotechnical responses to the cyclic loading from the MW6.2 Christchurch Earthquake, on the 22nd of February 2011, is the fissuring in the loessial soil-mantled, footslope positions of the north-facing valleys of the Port Hills. The fissures are characterized by mostly horizontal offset (≤500mm), with minor vertical displacement (≤300mm), and they extend along both sides of valleys for several hundred metres in an approximately contour-parallel orientation. The fissure traces correspond to extensional features mapped in other studies. Previous studies have suggested that the fissures are the headscarps of incipient landslides, but the surface and subsurface features are not typical of landslide movement. Whilst there are some features that correlate with landslide movement, there are many features that contradict the landslide movement hypothesis. Of critical importance to this investigation was the fact that there are no landslide flanks, there has been no basal shear surface found, there is little deformation in the so-called ‘landslide body’, and there have been no recorded zones of low shear strength in the soil deposit that are indicative of a basal shear surface. This thesis is a detailed geotechnical study on the fissures along part of Ramahana Road in the Hillsborough Valley, Christchurch. Shallow and deep investigation methods found that the predominant soil is loess-colluvium, to depths of ~20m, and this soil has variable geotechnical characteristics depending on the layer sampled. The factor that has the most influence on shear strength was found to be the moisture content. Direct shear-box testing of disturbed, recompacted loess-colluvium found that the soil had a cohesion of 35-65kPa and a friction angle of 38-43° when the soil moisture content was at 8-10%. However when the moisture content was at 19-20% the soil’s cohesion decreased to 3-5kPa and its friction angle decreased to 33-38°, this moisture content is at or slightly above the plastic limit. An electrical resistivity geophysical survey was conducted perpendicular to multiple fissure traces and through the compressional zone at 17 Ramahana Road. The electrical resistivity line found that there was an area of high resistivity at the toe of the slope, and an area of high conductivity downslope of this and at greater depths. This area correlated to the compressional zone recorded by previous studies. Moisture content testing of the soil in these locations showed that the soil in the resistive area was relatively dry (9%) compared to the surrounding soil (13%), whilst the soil in the conductive area was relatively wet (22%)compared to the surrounding soil (19%). Density tests of the soil in the compressional zone recorded that the resistive area had a higher dry density than the surrounding soil (~1790 kg/m3 compared to ~1650 kg/m3). New springs arose downslope of the compressional zone contemporaneously with the fissures, and it is interpreted that these have arisen from increased hydraulic head in the Banks Peninsula bedrock aquifer system, and earthquake induced-bedrock fracturing. A test pit was dug across an infilled fissure trace at 17 Ramahana Road to a depth of 3m. The fissure trace had an aperture of 450-470mm at the ground surface, but it gradually lost aperture with depth until 2.0-2.1m where it became a segmented fissure trace with 1-2mm aperture. A mixed-colluvium layer was intercepted by the fissure trace at 2.4m depth, and there was no observable vertical offset of this layer. The fissure trace was at an angle of 78° at the ground surface, but it also flattened with depth, which gave it a slightly curved appearance. The fissure trace was at an assumed angle of 40-50° near the base of the test pit. Rotational slide, translational slide and lateral spread landslide movement types were compared and contrasted as possibilities for landslide movement types, whilst an alternative hypothesis was offered that the fissures are tensile failures with a quasi-toppling motion involving a cohesive block of loessial soil moving outwards from the slope, with an accommodating compressional strain in the lower less cohesive soil. The mechanisms behind this movement are suggested to be the horizontal earthquake inertia forces from the Christchurch Earthquake, the static shear stress of the slope, and bedrock uplift of the Port Hills in relation to the subsidence of the Christchurch city flatlands. Extremely high PGA is considered to be a prerequisite to the fissure trace development, and these can only be induced in the Hillsborough Valley from a Port Hills Fault rupture, which has a recurrence interval of ~10,000 years. The current understanding of how the loess-colluvium soil would behave under cyclic loading is limited, and the mechanisms behind the suggested movement type are not completely understood. Further research is needed to confirm the proposed mechanism of the fissure traces. Laboratory tests such as the cyclic triaxial and cyclic shear test would be beneficial in future research to quantitatively test how the soil behaves under cyclic loading at various moisture contents and clay contents, and centrifuge experiments would be of great use to qualitatively test the suggested mode of movement in the loessial soil.

This thesis explores how social entrepreneurship develops following a crisis. A review of literature finds that despite more than 15 years of academic attention, a common definition of social entrepreneurship remains elusive, with the field lacking the unified framework to set it apart as a specialised field of study. There are a variety of different conceptualisations of how social entrepreneurship works, and what it aims to achieve. The New Zealand context for social entrepreneurship is explored, finding that it receives little attention from the government and education sectors, despite its enormous potential. A lack of readily available information on social entrepreneurship leads most studies to investigate it as a phenomenon, and given the unique context of this research, it follows suit. Following from several authors’ recommendations that social entrepreneurship be subjected to further exploration, this is an exploratory, inductive study. A multiple case study is used to explore how social entrepreneurship develops following a natural disaster, using the example of the February 2011 earthquake in Christchurch, New Zealand. With little existing theory in this research area, this method is used to provide interesting examples of how the natural disaster, recognised as a crisis, can lead to business formation. Findings revealed the crisis initially triggered an altruistic response from social entrepreneurs, leading them to develop newly highlighted opportunities that were related to fields in which they had existing skills and expertise. In the process of developing these opportunities, initial altruistic motivations faded, with a new focus on the pursuit of a social mission and aims for survival and growth. The social missions addressed broad issues, and while they did address the crisis to differing extents, they were not confined to addressing its consequences. A framework is presented to explain how social entrepreneurship functions, once triggered in response to crisis. This framework supports existing literature that depicts social entrepreneurship as a continuous process, and illustrates the effects of a crisis as the catalyst for social business formation. In the aftermath of a crisis, when resources are likely to be scarce, social entrepreneurs play a significant role in the recovery process and their contributions should be highly valued both by government and relevant disaster response bodies. Policies that support social entrepreneurs and their ventures should be considered in the same way as commercial ventures.

Tsunami have the potential to cause significant disruptions to society, including damage to infrastructure, critical to the every-day operation of society. Effective risk management is required to reduce the potential tsunami impacts to them. Christchurch city, situated on the eastern coast of New Zealand’s South Island, is exposed to a number of far-field tsunami hazards. Although the tsunami hazard has been well identified for Christchurch city infrastructure, the likely impacts have not been well constrained. To support effective risk management a credible and realistic infrastructure impact model is required to inform risk management planning. The objectives of this thesis are to assess the impacts on Christchurch city infrastructure from a credible, hypothetical far-field tsunami scenario. To achieve this an impact assessment process is adopted, using tsunami hazard and exposure measures to determine asset vulnerability and subsequent impacts. However, the thesis identified a number of knowledge gaps in infrastructure vulnerability to tsunami. The thesis addresses this by using two approaches: a tsunami damage matrix; and the development of tsunami fragility functions. The tsunami damage matrix pools together tsunami impacts on infrastructure literature, and post-event field observations. It represents the most comprehensive ‘look-up’ resource for tsunami impacts to infrastructure to date. This damage matrix can inform the assessment of tsunami impacts on Christchurch city infrastructure by providing a measure of damage likelihood at various hazard intensities. A more robust approach to tsunami vulnerability of infrastructure are fragility functions, which are also developed in this thesis. These were based on post-event tsunami surveys of the 2011 ‘Tohoku’ earthquake tsunami in Japan. The fragility functions are limited to road and bridge infrastructure, but represent the highest resolution measure of vulnerability for the given assets. As well as providing a measure of damage likelihood for a given tsunami hazard intensity, these also indicate a level of asset damage. The impact assessment process, and synthesized vulnerability measures, are used to run tsunami impact models for Christchurch infrastructure to determine the probability of asset damage occurring and to determine if impact will reach or exceed a given damage state. The models suggest that infrastructure damage is likely to occur in areas exposed to tsunami inundation in this scenario, with significant damage identified for low elevation roads and bridges. The results are presented and discussed in the context of the risk management framework, with emphasis on using risk assessment to inform risk treatment, monitoring and review. In summary, this thesis A) advances tsunami vulnerability and impact assessment methodologies for infrastructure and B) provides a tsunami impact assessment framework for Christchurch city infrastructure which will inform infrastructure tsunami risk management for planners, emergency managers and lifelines groups.

The self-regulation approach to educating parents focusses on promoting parenting confidence, independence, and the ability to solve future problems. As parents learn the skills to modify their own behaviour, in turn, they aim to foster self-regulation in their children/adolescents. A need had been identified by Christchurch school principals for the Ministry of Education to respond to the post-earthquake stress in local families. The aim of this study was to investigate if a parenting programme was effective in promoting parental self-management skills and adolescent behaviour change in Christchurch families affected by earthquakes between 2010 and 2012. A single case research design was used to follow five families with adolescents (12-16 years old) as they participated in a Group Teen Triple P – Positive Parenting Programme. Measures of self-management skill acquisition were taken during three family discussions (pre-intervention, mid-intervention, and post-intervention) and during the three telephone consultations (Sessions 5-7). Adolescent target behaviour tallies were also analysed for change. The main findings showed that parental self-management skill acquisition increased over-time accompanied by positive change in adolescent behaviour. Additionally, the results suggested that higher rates and levels of self-management skill acquisition in the parents were associated with greater improvements in adolescent behaviour. This study demonstrated that Group Teen Triple P – Positive Parenting Programme was effective in promoting self-management competencies in parents and behaviour change in adolescents.

Data from the 2010-2011 Canterbury earthquake sequence (CES) provides an unprecedented opportunity to assess and advance the current state of practice for evaluating liquefaction triggering. Towards this end, select case histories from the CES are used herein to assess the predictive capabilities of three alternative CPT-based simplified liquefaction evaluation procedures: Robertson and Wride (1998); Moss et al. (2006); and Idriss and Boulanger (2008). Additionally, the Liquefaction Potential Index (LPI) framework for predicting the severity of surficial liquefaction manifestations is also used to assess the predictive capabilities of the liquefaction evaluation procedures. Although it is not without limitations, use of the LPI framework for this purpose circumvents the need for selecting “critical” layers and their representative properties for study sites, which inherently involves subjectivity and thus has been a point of contention among researchers. It was found that while all the assessed liquefaction triggering evaluation procedures performed well for the parameter ranges of the sites analyzed, the procedure proposed by Idriss and Boulanger (2008) yielded predictions that are more consistent with field observations than the other procedures. However, use of the Idriss and Boulanger (2008) procedure in conjunction with a Christchurch-specific correlation to estimate fines content showed a decreased performance relative to using a generic fines content correlation. As a result, the fines correction for the Idriss and Boulanger (2008) procedure needs further study.

The 2010-2011 Canterbury earthquakes were recorded over a dense strong motion network in the near-source region, yielding significant observational evidence of seismic complexities, and a basis for interpretation of multi-disciplinary datasets and induced damage to the natural and built environment. This paper provides an overview of observed strong motions from these events and retrospective comparisons with both empirical and physics-based ground motion models. Both empirical and physics-based methods provide good predictions of observations at short vibration periods in an average sense. However, observed ground motion amplitudes at specific locations, such as Heathcote Valley, are seen to systematically depart from ‘average’ empirical predictions as a result of near surface stratigraphic and topographic features which are well modelled via sitespecific response analyses. Significant insight into the long period bias in empirical predictions is obtained from the use of hybrid broadband ground motion simulation. The comparison of both empirical and physics-based simulations against a set of 10 events in the sequence clearly illustrates the potential for simulations to improve ground motion and site response prediction, both at present, and further in the future.

The effects of soil-foundation-structure interaction (SFSI) have been a topic of discussion amongst the structural and geotechnical community for many decades. The complexity of the mechanisms, as well as the need for inter-disciplinary knowledge of geotechnical and structural dynamics has plagued the advancement and the consequent inclusion of SFSI effects in design. A rigorous performance-based design methodology should not just consider the performance of the superstructure but the supporting foundation system as well. Case studies throughout history (eg. Kobe 1995, Kocaeli 1999 and Christchurch earthquakes 2010-2011) have demonstrated that a poor performance at the foundation level can result in a full demolition of the structure and, in general terms, that the extent of damage to, and repairability of, the building system as a whole, is given by the combination of the damage to the soil, foundation and superstructure. The lack of consideration of the modifying factors of SFSI and an absence of intuitive performance levels for controlling foundation and soil behaviour under seismic loads has resulted in inadequate designs for buildings sited on soft soil. For engineers to be satisfied that their designs meet the given performance levels they must first, understand how SFSI affects the overall system performance and secondly have tools available to adequately account for it in their design/assessment. This dissertation presents an integrated performance-based design procedure for buildingfoundation systems that considers all of the major mechanisms of SFSI. A new soil-foundation macro-element model was implemented into a nonlinear finite element software and validated against several experimental tests. The numerical model was used to provide insights in to the mechanisms of SFSI and statistical analysis on the results yielded simple expressions that allow the behaviour to be quantified. Particular attention was paid to the effects of shear force on the foundation response and the quantification of the rocking mode of response. The residual deformations of the superstructure and distribution of forces up the structure were also investigated. All of the major SFSI mechanisms are discussed in detail and targeted numerical studies are used to explain and demonstrate concepts. The design procedure was validated through the design and assessment of a series of concrete buildings that were designed to account for the effects of SFSI.

Natural hazard disasters often have large area-wide impacts, which can cause adverse stress-related mental health outcomes in exposed populations. As a result, increased treatment-seeking may be observed, which puts a strain on the limited public health care resources particularly in the aftermath of a disaster. It is therefore important for public health care planners to know whom to target, but also where and when to initiate intervention programs that promote emotional wellbeing and prevent the development of mental disorders after catastrophic events. A large body of literature assesses factors that predict and mitigate disaster-related mental disorders at various time periods, but the spatial component has rarely been investigated in disaster mental health research. This thesis uses spatial and spatio-temporal analysis techniques to examine when and where higher and lower than expected mood and anxiety symptom treatments occurred in the severely affected Christchurch urban area (New Zealand) after the 2010/11 Canterbury earthquakes. High-risk groups are identified and a possible relationship between exposure to the earthquakes and their physical impacts and mood and anxiety symptom treatments is assessed. The main research aim is to test the hypothesis that more severely affected Christchurch residents were more likely to show mood and anxiety symptoms when seeking treatment than less affected ones, in essence, testing for a dose-response relationship. The data consisted of mood and anxiety symptom treatment information from the New Zealand Ministry of Health’s administrative databases and demographic information from the National Health Index (NHI) register, when combined built a unique and rich source for identifying publically funded stress-related treatments for mood and anxiety symptoms in almost the whole population of the study area. The Christchurch urban area within the Christchurch City Council (CCC) boundary was the area of interest in which spatial variations in these treatments were assessed. Spatial and spatio-temporal analyses were done by applying retrospective space-time and spatial variation in temporal trends analysis using SaTScan™ software, and Bayesian hierarchical modelling techniques for disease mapping using WinBUGS software. The thesis identified an overall earthquake-exposure effect on mood and anxiety symptom treatments among Christchurch residents in the context of the earthquakes as they experienced stronger increases in the risk of being treated especially shortly after the catastrophic 2011 Christchurch earthquake compared to the rest of New Zealand. High-risk groups included females, elderly, children and those with a pre-existing mental illness with elderly and children especially at-risk in the context of the earthquakes. Looking at the spatio-temporal distribution of mood and anxiety symptom treatments in the Christchurch urban area, a high rates cluster ranging from the severely affected central city to the southeast was found post-disaster. Analysing residential exposure to various earthquake impacts found that living in closer proximity to more affected areas was identified as a risk factor for mood and anxiety symptom treatments, which largely confirms a dose-response relationship between level of affectedness and mood and anxiety symptom treatments. However, little changes in the spatial distribution of mood and anxiety symptom treatments occurred in the Christchurch urban area over time indicating that these results may have been biased by pre-existing spatial disparities. Additionally, the post-disaster mobility activity from severely affected eastern to the generally less affected western and northern parts of the city seemed to have played an important role as the strongest increases in treatment rates occurred in less affected northern areas of the city, whereas the severely affected eastern areas tended to show the lowest increases. An investigation into the different effects of mobility confirmed that within-city movers and temporary relocatees were generally more likely to receive care or treatment for mood or anxiety symptoms, but moving within the city was identified as a protective factor over time. In contrast, moving out of the city from minor, moderately or severely damaged plain areas of the city, which are generally less affluent than Port Hills areas, was identified as a risk factor in the second year post-disaster. Moreover, residents from less damaged plain areas of the city showed a decrease in the likelihood of receiving care or treatment for mood or anxiety symptoms compared to those from undamaged plain areas over time, which also contradicts a possible dose-response relationship. Finally, the effects of the social and physical environment, as well as community resilience on mood and anxiety symptom treatments among long-term stayers from Christchurch communities indicate an exacerbation of pre-existing mood and anxiety symptom treatment disparities in the city, whereas exposure to ‘felt’ earthquake intensities did not show a statistically significant effect. The findings of this thesis highlight the complex relationship between different levels of exposure to a severe natural disaster and adverse mental health outcomes in a severely affected region. It is one of the few studies that have access to area-wide health and impact information, are able to do a pre-disaster / post-disaster comparison and track their sample population to apply spatial and spatio-temporal analysis techniques for exposure assessment. Thus, this thesis enhances knowledge about the spatio-temporal distribution of adverse mental health outcomes in the context of a severe natural disaster and informs public health care planners, not only about high-risk groups, but also where and when to target health interventions. The results indicate that such programs should broadly target residents living in more affected areas as they are likely to face daily hardship by living in a disrupted environment and may have already been the most vulnerable ones before the disaster. Special attention should be focussed on women, elderly, children and people with pre-existing mental illnesses as they are most likely to receive care or treatment for stress-related mental health symptoms. Moreover, permanent relocatees from affected areas and temporarily relocatees shortly after the disaster may need special attention as they face additional stressors due to the relocation that may lead to the development of adverse mental health outcomes needing treatment.

Liquefaction during the 4th September 2010 Mw 7.1 Darfield earthquake and large aftershocks in 2011 (Canterbury earthquake sequence, CES) caused severe damage to land and infrastructure within Christchurch, New Zealand. Approximately one third of the total CES-induced financial losses were directly attributable to liq- uefaction and thus highlights the need for local and regional authorities to assess liquefaction hazards for present and future developments. This thesis is the first to conduct paleo-liquefaction studies in eastern Christchurch for the purpose of de- termining approximate return times of liquefaction-inducing earthquakes within the region. The research uncovered evidence for pre-CES liquefaction dated by radiocarbon and cross-cutting relationships as post-1660 to pre-1905. Additional paleo-liquefaction investigations within the eastern Christchurch suburb of Avon- dale, and the northern township of Kaiapoi, revealed further evidence for pre-CES liquefaction. Pre-CES liquefaction in Avondale is dated as post-1321 and pre-1901, while the Kaiapoi features likely formed during three distinct episodes: post-1458 and possibly during the 1901 Cheviot earthquake, post-1297 to pre-1901, and pre-1458. Evaluation of the liquefaction potential of active faults within the Can- terbury region indicates that many faults have the potential to cause widespread liquefaction within Avondale and Kaiapoi. The identification of pre-CES liquefac- tion confirms that these areas have previously liquefied, and indicates that residen- tial development in eastern Christchurch between 1860 and 2005 occurred in areas containing geologic evidence for pre-CES liquefaction. Additionally, on the basis of detailed field and GIS-based mapping and geospatial-statistical analysis, the distribution and severity of liquefaction and lateral spreading within the eastern Christchurch suburb of Avonside is shown in this study to be strongly in uenced by geomorphic and topographic variability. This variability is not currently ac- counted for in site-specific liquefaction assessments nor the simplified horizontal displacement models, and accounts for some of the variability between the pre- dicted horizontal displacements and those observed during the CES. This thesis highlights the potential applications of paleo-liquefaction investigations and ge- omorphic mapping to seismic and liquefaction hazard assessments and may aid future land-use planning decisions.

The Canterbury Earthquakes of 2010 and 2011 and subsequent re-organisation and rebuilding of schools in the region is initiating a rapid transitioning from traditional classrooms and individual teaching to flexible learning spaces (FLS’s) and co-teaching. This transition is driven by the Ministry of Education property division who have specific guidelines for designing new schools, re-builds and the five and ten year property plan requirements. Boards of Trustees, school leaders and teachers are faced with the challenge of reconceptualising teaching and learning from private autonomous learning environments to co-teaching in Flexible Learning Spaces provisioned for 50 to 180 children and two to six teachers in a single space. This process involves risks and opportunities especially for teachers and children. This research project investigates the key components necessary to create effective co-teaching relationships and environments. It explores the lessons learnt from the 1970’s open plan era and the views of 40 experienced practitioners and leaders with two or more years’ experience working in collaborative teaching and learning environments in sixteen New Zealand and Australian schools. The research also considers teacher collaboration and co-teaching as evidenced in literature. The findings lead to the identification of eight key components required to create effective collaborative teaching and learning environments which are discussed using three themes of student centeredness, effective pedagogy and collaboration. Six key recommendations are provided to support the effective co-teaching in a flexible learning space: 1. Situate learners at the centre 2. Develop shared understanding about effective pedagogy in a FLS 3. Develop skills of collaboration 4. Implement specific co-teaching strategies 5. Analyse the impact of co-teaching strategies 6. Strategically prepare for change and the future

Following the 2010-2011 earthquakes in Canterbury, New Zealand, the University of Canterbury (UC) was faced with the need to respond to major challenges in its teaching and learning environment. With the recognition of education as a key component to the recovery of the Canterbury region, UC developed a plan for the transformation and renewal of the campus. Central to this renewal is human capital – graduates who are distinctly resilient and broadly skilled, owing in part to their living and rebuilding through a disaster. Six desired graduate attributes have been articulated through this process: knowledge and skills of a recognized subject, critical thinking skills, the ability to interpret information from a range of sources, the ability to self-direct learning, cultural competence, and the recognition of global connections through social, ethical, and environmental values. All of these attributes may readily be identified in undergraduate geoscience field education and graduate field-based studies, and this is particularly important to highlight in a climate where the logistical and financial requirements of fieldwork are becoming a barrier to its inclusion in undergraduate curricula. Fieldwork develops discipline-specific knowledge and skills and fosters independent and critical thought. It encourages students to recognize and elaborate upon relevant information, plan ways to solve complicated problems, execute and re-evaluate these plans. These decisions are largely made by the learners, who often direct their own field experience. The latter two key graduate attributes, cultural competence and global recognition of socio-environmental values, have been explicitly addressed in field education elsewhere and there is potential to do so within the New Zealand context. These concepts are inherent to the sense of place of geoscience undergraduates and are particularly important when the field experience is viewed through the lens of landscape heritage. This work highlights the need to understand how geoscience students interact with field places, with unique implications for their cultural and socio-environmental awareness as global citizens, as well as the influence that field pedagogy has on these factors.

In practice, several competing liquefaction evaluation procedures (LEPs) are used to compute factors of safety against soil liquefaction, often for use within a liquefaction potential index (LPI) framework to assess liquefaction hazard. At present, the influence of the selected LEP on the accuracy of LPI hazard assessment is unknown, and the need for LEP-specific calibrations of the LPI hazard scale has never been thoroughly investigated. Therefore, the aim of this study is to assess the efficacy of three CPT-based LEPs from the literature, operating within the LPI framework, for predicting the severity of liquefaction manifestation. Utilising more than 7000 liquefaction case studies from the 2010–2011 Canterbury (NZ) earthquake sequence, this study found that: (a) the relationship between liquefaction manifestation severity and computed LPI values is LEP-specific; (b) using a calibrated, LEP-specific hazard scale, the performance of the LPI models is essentially equivalent; and (c) the existing LPI framework has inherent limitations, resulting in inconsistent severity predictions against field observations for certain soil profiles, regardless of which LEP is used. It is unlikely that revisions of the LEPs will completely resolve these erroneous assessments. Rather, a revised index which more adequately accounts for the mechanics of liquefaction manifestation is needed.

This paper reports on a service-learning public journalism project in which postgraduate journalism students explore ways to engage with and report on diverse communities. Media scholars have argued that news media, and local newspapers in particular, must re-engage with their communities. Likewise, journalism studies scholars have urged educators to give journalism students greater opportunities to reflect on their work by getting out among journalism’s critics, often consumers or citizens concerned about content and the preparation of future journalists. The challenge for journalism educators is to prepare students for working in partnership with communities while also developing their ability to operate reflectively and critically within the expectations of the news media industry and wider society. The aim of this project has been to help students find ways to both listen and lead in a community, and also reflect on the challenges and critiques of community journalism practices. The project began in 2013 with stories about residents’ recovery following the devastating 2011 Canterbury earthquakes, and aimed to create stories that could contribute to community connection and engagement, and thereby resilience and recovery. The idea was inspired by research about post-disaster renewal that indicated that communities with strong social capital and social networks were more resilient and recovered more quickly and strongly. The project’s longer-term aim has been to explore community journalism practices that give greater power to citizens and communities by prioritising listening and processes of engagement. Over several months, students network with a community group to identify subjects with whom they will co-create a story, and then complete a story on which they must seek the feedback of their subject. Community leaders have described the project as a key example of how to do things “with people not to people”, and an outstanding contribution to the community-led component of Canterbury’s recovery. Analysis of student reflections, which are a key part of each year’s project, reveals the process of engaging with communities has helped students to map community dynamics, think more critically about source relationships, editorial choices and objectivity norms, and to develop a perspective on the diverse ways they can go about their journalism in the future. Each year, students partner with different groups and organisations, addressing different themes each time the project runs. For 2016, the programme proposes to develop the project in a new way, by not just exploring a community’s stories but also exploring its media needs and it aims to work with Christchurch’s new migrant Filipino community to develop the groundwork for a community media and/or communication platform, which Filipino community leaders say is a pressing need. For this iteration, journalism students will be set further research tasks aimed at deepening their ‘public listening’: they will conduct a survey of community members’ media use and needs as well as qualitative research interviews. It is hoped that the data collected will strengthen students’ understanding of their own journalism practice, as well as form the basis for work on developing media tools for minority groups who are generally poorly represented in mainstream media. In 2015, the journalism programme surveyed its community partners and held follow-up interviews with 13 of 18 story subjects to elicit further feedback on its news content and thereby deepen understanding of different community viewpoints. The survey and interview data revealed the project affected story subjects in a number of positive and interesting ways. Subjects said they appreciated the way student reporters took their time to build relationships and understand the context of the community groups with which they were involved, and contrasted this with their experience of professional journalists who had held pre-conceived assumptions about stories and/or rushed into interviews. As a direct consequence of the students’ approach, participants said they better trusted the student journalists to portray them accurately and fairly. Most were also encouraged by the positive recognition stories brought and several said the engagement process had helped their personal development, all of which had spin-offs for their community efforts. The presentation night that wraps up each year’s project, where community groups, story subjects and students come together to network and share the final stories, was cited as a significant positive aspect of the project and a great opportunity for community partners to connect with others doing similar work. Community feedback will be sought in future projects to inform and improve successive iterations.

This project was initiated by ENGEO Limited and KiwiRail Holdings Limited to assess the stability of Slovens Creek Viaduct (specifically its western abutment) and a 3km section of rail corridor between Slovens Creek Viaduct and Avoca on the Midland Line (MDL). Commonly known as the scenic TranzAlpine rail journey (through Arthurs Pass National Park) the MDL connects Greymouth to Christchurch via Rolleston, where the MDL meets the Main South Line into Christchurch. The project area is approximately 40km southeast of Arthurs Pass Township, in the eastern extension of the Castle Hill Basin which is part of the Waimakariri Catchment and Canterbury Foothills. The field area is underlain by Rakaia Terrane, which is part of the Torlesse Composite Terrane forming the basement rock unit for the field area. Cretaceous-Tertiary rocks of the Castle Hill Basin overlie the basement strata and record a transgression-regression sequence, as well as mid-Oligocene submarine volcanism. The stratigraphic sequence in the Castle Hill Basin, and its eastern extension to Avoca, comprises two formations of the Eyre group, the older Broken River Formation and the younger Iron Creek Formation. Deep marine Porter Group limestones, marls, and tuffs of Oligocene age succeed the Iron Creek Formation of the Eyre Group, and probably records the maximum of the transgression. The Enys Formation lies disconformably on the Porter Group and is overlain unconformably by Late Pleistocene glacifluvial and glacial deposits. The Tertiary strata in the Slovens-Avoca rail corridor are weak, and the clay-rich tuff derived from mid-Oligocene volcanism is particularly prone to slaking. Extensive mapping carried out for this project has identified that some 90 percent of the surface along the length of the Slovens-Avoca corridor has been subject to mass movement. The landslides of the Slovens-Avoca rail corridor are clearly younger than the Last Glaciation, and Slovens Creek has been downcutting, with associated faulting and uplift, to form the present day geomorphology of the rail corridor. Deep-seated landslides in the rail corridor extend to Slovens Creek, locally deflecting the stream course, and a generic ground failure model for the rail corridor has been developed. Exploratory geotechnical investigations, including core drilling, installation of an inclinometer and a piezometer, enabled the construction of a simple ground model and cross section for the Slovens Creek Viaduct western abutment. Limit-equilibrium and pseudo-static slope stability analyses using both circular and block critical slip surface search methods were applied to the ground model for the western abutment of Slovens Creek Viaduct. Piezometric and strength data obtained during laboratory testing of core material have been used to constrain the western abutment stability assessment for one representative section line (C-C’). Prior to pseudo-static sensitivity analyses peak ground acceleration (PGA) for various Ultimate Limit State (ULS) design return periods, defined by an equation given in NZS1170.5:2004, were calculated and have been used as a calibration technique to find and compare specific PGA values for pseudo-static analyses in the Slovens Creek Viaduct area. The main purpose has been to provide an indication of how railway infrastructure could be affected by seismic events of various return periods defined by ULS design standards for the area. Limit equilibrium circular slip surface search methods, both grid search and auto refine search, indicated the slope is stable with a FoS greater than 1.0 returned from each, although one particular surface returned the lowest FoS in each. This surface is in the lower portion of the slope, adjacent to Slovens Stream and northeast of the MDL. As expected, pseudo-static analyses returned a lower FoS overall when compared to limit equilibrium analyses. The PGA analyses suggest that partial ground failure at the Slovens Creek Viaduct western abutment could occur in a 1 in 25-year return period event within materials on the slower slope beyond the immediate rail corridor. A ULS (1 in 500-year) event in the Slovens Creek Viaduct area would likely produce a PGA of ~0.9g, and the effects on the western abutment and rail infrastructure would most likely be catastrophic. Observed ground conditions for the western abutment of the Slovens Creek Viaduct suggest there is no movement within the landslide at depth within the monitoring timeframe of this project (22 May 2015 – 4 August 2015). Slope stability monitoring is recommended to be continued in two parts: (1) the inclinometer in BH1 is to be monitored on a six monthly basis for one year following completion of this thesis, and then annually unless ground movements become evident; and (2) surface movement monitoring should be installed using a fixed datum on the stable eastern abutment. Long-term stability management strategies for the Slovens Creek Viaduct western abutment are dependent upon future observed changes and ongoing monitoring. Hazard and risk assessment using the KiwiRail Qualitative Risk Assessment Framework (QRA) is recommended, and if slope stability becomes problematic for operation of the Midland Line consideration should be given to deep slope drainage. In the event of a large magnitude or high PGA earthquake all monitoring should be reviewed.

Programme interventions for people who have experienced natural disasters are limited. To investigate whether Group Teen Positive Parenting (GTPPP) programme promoted family functioning in the aftermath of disaster, 14 parents and nine adolescents, self-reported measures of family functioning and adjustment prior to and after the intervention. It was found that GTPPP enhanced parenting competence, parental wellbeing, decreased conflict between parents and their adolescents. These findings suggest that GTPPP may provide a practical way of supporting families after a natural disaster.

The Avon River and the Avon-Heathcote Estuary/Ihutai are features of the urban environment of Christchurch City and are popular for recreational and tourist activities. These include punting, rowing, organized yachting, water skiing, shoreline walking, bird watching, recreational fishing and aesthetic appreciation. The Canterbury earthquakes of 2010 and 2011 significantly affected the estuarine and river environments, affecting both the valued urban recreation resources and infrastructure. The aim of the research is to evaluate recreational opportunities using a questionnaire, assess levels of public participation in recreation between winter 2014 and summer 2014-2015 and evaluate the quality of recreational resources. The objective is to determine the main factors influencing recreational uses before and after the February 2011 earthquake and to identify future options for promoting recreational activities. Resource evaluation includes water quality, wildlife values, habitats, riparian strip and the availability of facilities and infrastructure. High levels of recreational participation usually occurred at locations that provided many facilities along with their suitability for family activities, scenic beauty, relaxation, amenities and their proximity to residences. Some locations included more land-based activities, while some included more water-based activities. There were greater opportunities for recreation in summer compared to winter. Activities that were negatively affected by the earthquake such as rowing, kayaking and sailing have resumed. But activities at some places may be limited due to the lack of proper tracks, jetty, public toilets and other facilities and infrastructure. Also, some locations had high levels of bacterial pollution, excessive growth of aquatic plants and a low number of amenity values. These problems need to be solved to facilitate recreational uses. In recovering from the earthquake, the enhancement of recreation in the river and the Estuary will lead to a better quality of life and the improved well-being and psychological health of Christchurch residents. It was concluded that the Avon River and the Avon-Heathcote Estuary/Ihutai continue to provide various opportunities of recreation for users.

<b>Aotearoa has undoubtedly some of the most beautiful landscapes in the world, a privilege for its inhabitants. However, as our cities have developed post-colonisation, the connection between the natural environment and its occupants has diminished. Designers play a vital role within an ever evolving world to progress the built environment in a way that reflects and restores vital values that have been deprioritised. Future practice should prioritise diversity, care for the land, enhancement of community space, and sustainable practices.</b> This research sets out to demonstrate that new design methodologies can encourage kaitiakitanga, whilst meeting the needs of urban public space. Initially through critical analysis and literature based research, a study of Ōtautahi Christchurch, the South Island’s largest city, was undertaken. The principles of a ‘15 minute city’ were also explored and applied to the city, establishing issues within the built environment that drove the overall research direction. Through the tools of critical reflection and a research through design methodology, a design toolkit was constructed. This toolkit sets out to provide designers with a simple streamlined method of developing urban interventions that are sustainable and beneficial for human well-being. The toolkit incorporates an abstraction of the ‘15 minute city’ ideology and introduces the concepts of evolving green transportation routes within cities. Ōtautahi Christchurch, a city with a significant history of earthquake-caused damage, was chosen as the primary site for the application of this research’s proposed toolkit. The city becomes a canvas for an urban rebuild that explores and aims to set a precedent for a progressive 21st-century city. A key finding as the toolkit research developed was the idea of a ‘temporary’ phase or intervention, being added to traditional design methodologies prior to permanent building. The research explains how this temporary phase could more actively engage diverse user groups and create active conversations between communities and designers. The refined toolkit sets outs proposed timeline phases, methods of site analysis and development of design drivers. Alongside this, a modular architectural system establishes a design proposal for the temporary phase of an individual site within an evolving green route. This outcome provides further opportunity for realistic testing, which would actively involve communities and aims to shift our priorities within urban development. The introduction of the ‘temporary’ phase is beneficial in mitigating psychological implications on people and limiting physical impacts on the landscape. The final design stage of the thesis applied the toolkit process to three sites in Ōtautahi Christchurch. Through a holistic lens, the toolkit framework set out methods to collate information that provides guidance for development on the sites. While some layers are initiated simply by recognising site characteristics, others are informed through software such as GIS. Connected by a proposed green transport route, the three initial sites are developed with temporary interventions that utilise the modular design set out previously in the research. Contextualising the interventions on real world sites tested the flexibility of the system and allowed for critical reflection on the applicability of the toolkit to Aotearoa. The research concludes by identifying future research opportunities and speculates on possible applications of its findings within the real world. Temporary Permanence highlights the significant role that we, as designers, have in shifting urban priorities to create more holistic, sustainable, and inclusive cities for people and the planet.

<strong>Natural disasters are often unpredictable and are happening frequently. Some natural disasters cause damage to communities, resulting in displaced individuals. Due to this there is a need for shelter, however, there are many unknown factors. These include unknown demographics, a strain on time, cost, and resources, and the unknown location. This study begins by identifying a lack of identity and personality in existing post-disaster shelter designs, including the example of Linwood Park from the Christchurch 2011 earthquake. Further research shows the lack of personalisation within shelters, along with addressing key requirements needed for shelters. While providing the basic needs is essential, this thesis also addresses how personalisation can impact a space. Taking bach architecture as a driver for a basic, yet unique approach to temporary accommodation, Lake Clearwater Settlement was used as a case study. Through surveys, interviews, and a reflective design process, the importance of embracing identity emerges as a key element in fostering dignity, livelihood, and a sense of self in displaced individuals.</strong>This thesis explores innovative approaches to post-disaster shelter design with a focus on accommodating the unique needs and individuality of displaced individuals. From challenging conventional shelter concepts to embracing self-design and community involvement, the research addresses the question of how interior and exterior features can cater to the diverse requirements of those affected by natural disasters.

<strong>Sea level rise is one consequence of Earth’s changing climate. Century-long tide gauge records show that global-mean sea-level rise reached 11-16 cm during the twentieth century at a mean rate of 1.2 mm/y. Today, the average rate of global-mean sea-level rise is higher at 3-4 mm/y and is expected to increase in the future. This represents a hazard to low elevation coastal zones worldwide. Yet, before global sea level projections can be used to characterise future coastal flood hazard at a local scale, the effects of tectonics (and other processes) that drive vertical land motion (VLM) must be considered. VLM is defined as the vertical velocity (uplift or subsidence) of the solid surface with respect to the centre of Earth. In this study, new VLM maps are generated over coastal strips in New Zealand, using Sentinel-1 InSAR and GNSS data.</strong>In New Zealand, measuring VLM using InSAR on naturally vegetated or agricultural land is difficult due to signal decorrelation. Along the rural Bay of Plenty coastal strip, I use a persistent-scatterer approach to generate a VLM map from both east-looking ascending and west-looking descending Sentinel-1 data between 2015-2021. Using time-series data over the same time period from a dense network of 20 GNSS sensors, I tie InSAR-derived line-of-sight velocity to the 2014 ITRF reference frame. I test two different methods for measuring VLM and compare the results against GNSS vertical velocity along the Bay of Plenty coast. Best results are achieved by first removing the interpolated horizontal GNSS velocity field from each of the InSAR datasets, before averaging the two VLM estimates. Measured VLM is between -3 and 3 mm/y, with negative values (subsidence) occurring within the low-lying Rangitāiki Plain and Ōpōtiki valley, and uplift across the elevated region west of Matatā.This thesis integrates geomorphological, geological, and historical levelling VLM records with modern satellite datasets to assess VLM across timescales ranging from 10 to 100,000 years at Matatā. Uplift rate has been variable through time, with average uplift over the last 300,000 years of 1 mm/y, 4.5 mm/y since 1720 years, 2 mm/y between 1950-1978, and 10 mm/y between 2004-2011. Previous modelling has shown that the best fit to the 2004-2011 rapid uplift rates is an inflating magmatic source at ~10 km depth beneath Matatā. To reconcile all data, I present a VLM model that consists of short-lived periods (7 years) of rapid uplift (10 mm/y), separated by longer periods (30 years) of lower background uplift (3 mm/y). The episodic nature of VLM at Matatā likely reflects short-lived periods of magmatic intrusion. Episodic VLM characterised by large rates of uplift (10 mm/y) has been seen at Taupō volcano, and other volcanic centers globally. It has been 12 years since the end of the last intrusion episode; this modelling suggest one may expect to observe increased uplift rates at Matatā in the coming decades. Densely populated urban coastal strips are most at risk from the effects of relative sea-level rise. At the same time, anthropogenic activities associated with urbanization, such as groundwater withdrawal, and land reclamation can lead to local land subsidence (LLS), further exacerbating the risk to urban infrastructure. LLS refers to subsidence relative to nearby land area assumed to be stable. In this thesis, I create the first high-resolution (10 m) maps of LLS at six urban coastal strips in New Zealand, with a combined length of 285 km, using Sentinel-1 InSAR data between 2018-2021. This analysis reveals 89% of urban coastal strips are subsiding at rates of -0.5 mm/y or greater, and 11% is subsiding at higher rates of -3.0 mm/y or greater. On average, subsidence is -0.6 to -2.9 mm/y higher at the coastal strip, compared to inland areas occupied by GNSS stations. This analysis also documents highly-localised hotspots of LLS, with subsidence rates of up to -15 mm/y. In Christchurch, rapid and localised subsidence (-8 mm/y) is observed within coastal suburbs New Brighton and Southshore. In most cities, the highest subsidence rates occur on land reclaimed in the early-late twentieth century, and in areas built on Holocene sediment. Time-series analysis of LLS at sites of reclaimed land shows both linear and non-linear rates of deformation over time periods of up to 6-8 years. This thesis highlights the variable exposure to relative sea-level rise of New Zealand coastal strips, and demonstrates that in many cases current rates of VLM should be expected to continue for the next few decades.

This paper begins with a discussion of the history of negligent manslaughter in New Zealand and its development from the standard of ordinary negligence to the current test of a “major departure” from the expected standard of care, as set out under s 150A of the Crimes Act 1961. The paper then examines failings in s 150A’s current application, arguing that the “major departure” test has created injustices due to its strictly objective nature. Two examples of this are discussed in-depth, Bawa-Garba v R (UK) where a doctor was convicted of grossly negligent manslaughter for the death of her patient; and the decision not to prosecute the negligent engineers of the CTV building which collapsed in the Christchurch earthquake of 2011. The paper discusses three potential resolutions moving forward. It concludes that a more subjective interpretation of the wording of s 150A, which takes account of circumstances excusing or condemning a defendant’s conduct, would prevent future injustices and be a reasonably open interpretation on the wording of s 150A.

The standard way in which disaster damages are measured involves examining separately the number of fatalities, of injuries, of people otherwise affected, and the financial damage that natural disasters cause. Here, we implement a novel way to aggregate these separate measures of disaster impact and apply it to two recent catastrophic events: the Christchurch (New Zealand) earthquakes and the Greater Bangkok (Thailand) floods of 2011. This new measure, which is similar to the World Health Organization’s calculation of Disability Adjusted Life Years (DALYs) lost from the burden of diseases and injuries, is described in detail in Noy (2014). It allows us to conclude that New Zealand lost 180 thousand lifeyears as a result of the 2011 events, and Thailand lost 2,644 thousand years. In per capita terms, the loss is similar, with both countries losing about 15 days per person due to the 2011 catastrophic events in these two countries. We also compare these events to other potentially similar events.

We examine the role of business interruption insurance in business recovery following the Christchurch earthquake in 2011 in the short- and medium-term. In the short-term analysis, we ask whether insurance increases the likelihood of business survival in the aftermath of a disaster. We find only weak evidence that those firms that had incurred damage, but were covered by business interruption insurance, had higher likelihood of survival post-quake compared with those firms that did not have insurance. This absence of evidence may reflect the high degree of uncertainty in the months following the 2011 earthquake and the multiplicity of severe aftershocks. For the medium-term, our results show a more explicit role for insurance in the aftermath of a disaster. Firms with business interruption insurance have a higher probability of increasing productivity and improved performance following a catastrophe. Furthermore, our results show that those organisations that receive prompt and full payments of their claims have a better recovery, in terms of profitability and a subjective ‘”better off” measure’ than those that had protracted or inadequate claim payments (less than 80% of the claim paid within 2.5 years). Interestingly, the latter group does worse than those organisations that had damage but no insurance coverage. This analysis strongly indicates the importance not only of good insurance coverage, but of an insurance system that also delivers prompt claim payments. As a first paper attempting to empirically identify a causal effect of insurance on business recovery, we also emphasize some caveats to our analysis.

Earthquakes are insured only with public sector involvement in high-income countries where the risk of earthquakes is perceived to be high. The proto-typical examples of this public sector involvement are the public earthquake insurance schemes in California, Japan, and New Zealand (NZ). Each of these insurance programs is structured differently, and the purpose of this paper is to examine these differences using a concrete case-study, the sequence of earthquakes that occurred in the Christchurch, New Zealand, in 2011. This event turned out to have been the most heavily insured earthquake event in history. We examine what would have been the outcome of the earthquakes had the system of insurance in NZ been different. In particular, we focus on the public earthquake insurance programs in California (the California Earthquake Authority - CEA), and in Japan (Japanese Earthquake Reinsurance - JER). Overall, the aggregate cost to the public insurer in NZ was $NZ 11.1 billion in its response to the earthquakes. If a similar-sized disaster event had occurred in Japan and California, homeowners would have received $NZ 2.5 billion and $NZ 1.4 billion from the JER and CEA, respectively. We further describe the spatial and distributive patterns of these different scenarios.

We measure the longer-term effect of a major earthquake on the local economy, using night-time light intensity measured from space, and investigate whether insurance claim payments for damaged residential property affected the local recovery process. We focus on the destructive Christchurch earthquake of 2011 as our case study. In this event more than 95% of residential housing units were covered by insurance, but insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery and describe the recovery’s determinants. We also find that insurance payments contributed significantly to the process of economic recovery after the earthquake, but delayed payments were less affective and cash settlement of claims were more affective in contributing to local recovery than insurance-managed rebuilding.

We estimate the causal effects of a large unanticipated natural disaster on high schoolers’ university enrolment decisions and subsequent medium-term labour market outcomes. Using national administrative data after a destructive earthquake in New Zealand, we estimate that the disaster raises tertiary education enrolment of recent high school graduates by 6.1 percentage points. The effects are most pronounced for males, students who are academically weak relative to their peers, and students from schools directly damaged by the disaster. As relatively low ability males are overrepresented in sectors of the labour market helped by the earthquake, greater demand for university may stem from permanent changes in deeper behavioural parameters such as risk aversion or time preference, rather than as a coping response to poor economic opportunities.

Heritage buildings are an important element of our urban environments, representing the hope and aspirations of a generation gone, reminding us of our achievements and our identity.  When heritage buildings suffer damage, or fall into disrepair they are either met by one of two extremes; a bulldozer or painstaking repair. If the decision to conserve defeats the bulldozer, current heritage practice favours restoration into a mausoleum-type monument to yesteryear. But what if, rather than becoming a museum, these heritage buildings could live on and become a palimpsest of history? What if the damage was embraced and embodied in the repair?  The Cathedral of the Blessed Sacrament on Barbadoes Street, Christchurch is the case study building for this thesis. Suffering damage in the Canterbury earthquakes of 2010 and 2011, the Cathedral sits in ruin waiting for decisions to be made around how it can be retained for future generations.  This thesis will propose a reconstruction for the Cathedral through the analysis of precedent examples of reconstructing damaged heritage buildings and guided by a heritage framework proposed in this thesis. The employed process will be documented as an alternative method for reconstructing other damaged heritage buildings.

Museums around the world are often affected by major catastrophes, and yet planning for these disasters is an often neglected aspect of museum practice. New Zealand is not immune from these events, as can be seen in the recent series of serious earthquakes in Christchurch in 2010 and 2011. This dissertation considers how prepared the New Zealand museum sector is to handle unexpected events that negatively affect its buildings, staff, operations and treasured collections. The central research question was: What is the overall state of emergency planning in the New Zealand museum sector? There was a significant gap in the literature, especially in the local context, as there has been only one other comparable study conducted in Britain, and nothing locally. This dissertation makes a valuable contribution to the field of museum studies by drawing on theory from relevant areas such as crises management literature and by conducting original empirical research on a topic which has received little attention hitherto. The research employed a number of methods, including a review of background secondary sources, a survey and interviews. After contextualising the study with a number of local examples, Ian online survey was then developed an which enabled precise understanding of the nature of current museum practices and policies around emergency planning. Following this I conducted several interviews with museum professionals from a variety of institutional backgrounds which explored their thoughts and feelings behind the existing practices within the industry. The findings of the research were significant and somewhat alarming: almost 40% of the museum and galleries in New Zealand do not have any emergency plan at all, and only 11% have what they considered ‘complete’ plans. The research revealed a clear picture of the current width and depth of planning, as well as practices around updating the plans and training related to them. Within the industry there is awareness that planning for emergencies is important, but museum staff typically lack the knowledge and guidance needed to conduct effective emergency planning. As a result of the analysis, several practical suggestions are presented aimed at improving emergency planning practices in New Zealand museums. However this study has implications for museum studies and for current museum practice everywhere, as many of the recommendations for resolving the current obstacles and problems are applicable anywhere in the world, suggesting that New Zealand museums could become leaders in this important area.

In 2010 Neil Challenger, Head of the School of Landscape Architecture at Lincoln University, stated that the malls surrounding Christchurch drove the life out of the inner city of Christchurch. His economic and sociological concerns were expressed even before the earthquake occurred, and this forms the current hesitation on the rebuilding of Christchurch’s inner city.  The position of this research proposal is to establish whether an urban architectural intervention can address these economic and sociological concerns and the potentially devastating effects the suburban mall has had on urban life within Christchurch.  The thesis specifically asks whether establishing a mall typology as a landmark building within the inner city can strategically engage the damaged historic buildings of post-earthquake Christchurch in ways that actively preserve these historic remnants.  The main intention of this research is to engage the damaged historic buildings of post-earthquake Christchurch in ways that actively preserve these remnants and are also economically viable. By preserving the remnants as active, working elements of the urban fabric, they act as historic reminders or memorials of the event and associated loss, while also actively participating in the regrowth of the city. The thesis argues that contemporary architecture can play a strategic role in these imperatives.  Overall this research argues that there exists a distinct requirement for large-scale retail in the inner city urban environment that recognises and responds to the damaged cultural and historic architecture of inner city Christchurch. The objective of the thesis is to propose means to rejuvenate not only the economic vitality of central Christchurch,but also its historic character.
