Soil Liquefaction during Recent Large-Scale Earthquakes contains selected papers presented at the New Zealand – Japan Workshop on Soil Liquefaction during Recent Large-Scale Earthquakes (Auckland, New Zealand, 2-3 December 2013). The 2010-2011 Canterbury earthquakes in New Zealand and the 2011 off the Pacific Coast of Tohoku Earthquake in Japan have caused significant damage to many residential houses due to varying degrees of soil liquefaction over a very wide extent of urban areas unseen in past destructive earthquakes. While soil liquefaction occurred in naturally-sedimented soil formations in Christchurch, most of the areas which liquefied in Tokyo Bay area were reclaimed soil and artificial fill deposits, thus providing researchers with a wide range of soil deposits to characterize soil and site response to large-scale earthquake shaking. Although these earthquakes in New Zealand and Japan caused extensive damage to life and property, they also serve as an opportunity to understand better the response of soil and building foundations to such large-scale earthquake shaking. With the wealth of information obtained in the aftermath of both earthquakes, information-sharing and knowledge-exchange are vital in arriving at liquefaction-proof urban areas in both countries. Data regarding the observed damage to residential houses as well as the lessons learnt are essential for the rebuilding efforts in the coming years and in mitigating buildings located in regions with high liquefaction potential. The Canterbury Earthquakes of 2010-2011, in particular the 4th September 2010 Darfield earthquake and the 22nd February 2011 Christchurch earthquake, produced severe and widespread liquefaction in Christchurch and surrounding areas. The scale of the liquefaction was unprecedented, and caused extensive damage to a variety of man-made structures, including residential houses. Around 20,000 residential houses suffered serious damage as a direct result of the effects of liquefaction, and this resulted in approximately 7000 houses in the worst-hit areas being abandoned. Despite the good performance of light timber-framed houses under the inertial loads of the earthquake, these structures could not withstand the large loads and deformations associated with liquefaction, resulting in significant damage. The key structural component of houses subjected to liquefaction effects was found to be their foundations, as these are in direct contact with the ground. The performance of house foundations directly influenced the performance of the structure as a whole. Because of this, and due to the lack of research in this area, it was decided to investigate the performance of houses and in particular their foundations when subjected to the effects of liquefaction. The data from the inspections of approximately 500 houses conducted by a University of Canterbury summer research team following the 4th September 2010 earthquake in the worst-hit areas of Christchurch were analysed to determine the general performance of residential houses when subjected to high liquefaction loads. This was followed by the detailed inspection of around 170 houses with four different foundation types common to Christchurch and New Zealand: Concrete perimeter with short piers constructed to NZS3604, concrete slab-on-grade also to NZS3604, RibRaft slabs designed by Firth Industries and driven pile foundations. With a focus on foundations, floor levels and slopes were measured, and the damage to all areas of the house and property were recorded. Seven invasive inspections were also conducted on houses being demolished, to examine in more detail the deformation modes and the causes of damage in severely affected houses. The simplified modelling of concrete perimeter sections subjected to a variety of liquefaction-related scenarios was also performed, to examine the comparative performance of foundations built in different periods, and the loads generated under various bearing loss and lateral spreading cases. It was found that the level of foundation damage is directly related to the level of liquefaction experienced, and that foundation damage and liquefaction severity in turn influence the performance of the superstructure. Concrete perimeter foundations were found to have performed most poorly, suffering high local floor slopes and being likely to require foundation repairs even when liquefaction was low enough that no surface ejecta was seen. This was due to their weak, flexible foundation structure, which cannot withstand liquefaction loads without deforming. The vulnerability of concrete perimeter foundations was confirmed through modelling. Slab-on-grade foundations performed better, and were unlikely to require repairs at low levels of liquefaction. Ribraft and piled foundations performed the best, with repairs unlikely up to moderate levels of liquefaction. However, all foundation types were susceptible to significant damage at higher levels of liquefaction, with maximum differential settlements of 474mm, 202mm, 182mm and 250mm found for concrete perimeter, slab-on-grade, ribraft and piled foundations respectively when subjected to significant lateral spreading, the most severe loading scenario caused by liquefaction. It was found through the analysis of the data that the type of exterior wall cladding, either heavy or light, and the number of storeys, did not affect the performance of foundations. This was also shown through modelling for concrete perimeter foundations, and is due to the increased foundation strengths provided for heavily cladded and two-storey houses. Heavy roof claddings were found to increase the demands on foundations, worsening their performance. Pre-1930 concrete perimeter foundations were also found to be very vulnerable to damage under liquefaction loads, due to their weak and brittle construction.
Base isolation is an incredibly effective technology used in seismic regions throughout the world to limit structural damage and maintain building function, even after severe earthquakes. However, it has so far been underutilised in light-frame wood construction due to perceived cost issues and technical problems, such as a susceptibility to movement under strong wind loads. Light-frame wood buildings make up the majority of residential construction in New Zealand and sustained significant damage during the 2010-2011 Canterbury earthquake sequence, yet the design philosophy has remained largely unchanged for years due to proven life-safety performance. Recently however, with the advent of performance based earthquake engineering, there has been a renewed focus on performance factors such as monetary loss that has driven a want for higher performing residential buildings. This research develops a low-cost approach for the base isolation of light-frame wood buildings using a flat-sliding friction base isolation system, which addresses the perceived cost and technical issues, and verifies the seismic performance through physical testing on the shake table at the University of Canterbury. Results demonstrate excellent seismic performance with no structural damage reported despite a large number of high-intensity earthquake simulations. Numerical models are subsequently developed and calibrated to New Zealand light-frame wood building construction approaches using state-of-the-art wood modelling software, Timber3D. The model is used to accurately predict both superstructure drift and acceleration demand parameters of fixed-base testing undertaken after the base isolation testing programme is completed. The model development allows detailed cost analyses to be undertaken within the performance based earthquake engineering framework that highlights the monetary benefits of using base isolation. Cost assessments indicate the base isolation system is only 6.4% more compared to the traditional fixed-base system. Finally, a design procedure is recommended for base isolated light-frame wood buildings that is founded on the displacement based design (DBD) approach used in the United States and New Zealand. Nonlinear analyses are used to verify the DBD method which indicate its suitability.
<b>Ōtautahi-Christchurch faces the future in an enviable position. Compared to other New Zealand cities Christchurch has lower housing costs, less congestion, and a brand-new central city emerging from the rubble of the 2011 earthquakes. ‘Room to Breathe: designing a framework for medium density housing (MDH) in Ōtautahi-Christchurch’ seeks to answer the timely question how can medium density housing assist Ōtautahi-Christchurch to respond to growth in a way that supports a well-functioning urban environment? Using research by design, the argument is made that MDH can be used to support a safe, accessible, and connected urban environment that fosters community, while retaining a level of privacy. This is achieved through designing a neighbourhood concept addressing 3 morphological scales- macro- the city; meso- the neighbourhood; and micro- the home and street. The scales are used to inform a design framework for MDH specific to Ōtautahi-Christchurch, presenting a typological concept that takes full advantage of the benefits higher density living has to offer.</b>
Room to Breathe proposes repurposing underutilised areas surrounding existing mass transit infrastructure to provide a concentrated populous who do not solely rely on private vehicles for transport. By considering all morphological scales Room to Breathe provides one suggestion on how MDH could become accepted as part of a well-functioning urban environment.
New Zealand has a long tradition of using light timber frame for construction of its domestic dwellings. After the most recent earthquakes (e.g. Canterbury earthquakes sequence), wooden residential houses showed satisfactory life safety performance which aligns with New Zealand design codes requirements. However, poor performance was reported in terms of their seismic resilience that can be generally associated with community demands. Future expectations of the seismic performance of wooden-framed houses by homeowners were assessed in this research. Homeowners in the Wellington region were asked in a survey about the levels of safety and expected possible damage in their houses after a seismic event. Findings bring questions about whether New Zealand code requirements are good enough to satisfy community demands. Also, questions whether available information of strengthening techniques to structurally prepare wooden-framed houses to face future major earthquakes can help to make homeowners feel safer at home during major seismic events.
Timber has experienced renewed interests as a sustainable building material in recent times. Although traditionally it has been the prime choice for residential construction in New Zealand and some other parts of the world, its use can be increased significantly in the future through a wider range of applications, particularly when adopting engineered wood material, Research has been started on the development of innovative solutions for multi-storey non-residential timber buildings in recent years and this study is part of that initiative. Application of timber in commercial and office spaces posed some challenges with requirements of large column-free spaces. The current construction practice with timber is not properly suited for structures with the aforementioned required characteristics and new type of structures has to be developed for this type of applications. Any new structural system has to have adequate capacity for carry the gravity and lateral loads due to occupancy and the environmental effects. Along with wind loading, one of the major sources of lateral loads is earthquakes. New Zealand, being located in a seismically active region, has significant risk of earthquake hazard specially in the central region of the country and any structure has be designed for the seismic loading appropriate for the locality. There have been some significant developments in precast concrete in terms of solutions for earthquake resistant structures in the last decade. The “Hybrid” concept combining post-tensioning and energy dissipating elements with structural members has been introduced in the late 1990s by the precast concrete industry to achieve moment-resistant connections based on dry jointed ductile connections. Recent research at the University of Canterbury has shown that the concept can be adopted for timber for similar applications. Hybrid timber frames using post-tensioned beams and dissipaters have the potential to allow longer spans and smaller cross sections than other forms of solid timber frames. Buildings with post-tensioned frames and walls can have larger column-free spaces which is a particular advantage for non-residential applications. While other researchers are focusing on whole structural systems, this research concentrated on the analysis and design of individual members and connections between members or between member and foundation. This thesis extends existing knowledge on the seismic behaviour and response of post-tensioned single walls, columns under uni-direction loads and small scale beam-column joint connections into the response and design of post-tensioned coupled walls, columns under bi-directional loading and full-scale beam-column joints, as well as to generate further insight into practical applications of the design concept for subassemblies. Extensive experimental investigation of walls, column and beam-column joints provided valuable confirmation of the satisfactory performance of these systems. In general, they all exhibited almost complete re-centering capacity and significant energy dissipation, without resulting into structural damage. The different configurations tested also demonstrated the flexibility in design and possibilities for applications in practical structures. Based on the experimental results, numerical models were developed and refined from previous literature in precast concrete jointed ductile connections to predict the behaviour of post-tensioned timber subassemblies. The calibrated models also suggest the values of relevant parameters for applications in further analysis and design. Section analyses involving those parameters are performed to develop procedures to calculate moment capacities of the subassemblies. The typical features and geometric configurations the different types of subassemblies are similar with the only major difference in the connection interfaces. With adoption of appropriate values representing the corresponding connection interface and incorporation of the details of geometry and configurations, moment capacities of all the subassemblies can be calculated with the same scheme. That is found to be true for both post-tensioned-only and hybrid specimens and also applied for both uni-directional and bi-directional loading. The common section analysis and moment capacity calculation procedure is applied in the general design approach for subassemblies.
Following the Christchurch earthquake of 22 February 2011 a number of researchers were sent to Christchurch, New Zealand to document the damage to masonry buildings as part of “Project Masonry”. Coordinated by the Universities of Auckland and Adelaide, researchers came from Australia, New Zealand, Canada, Italy, Portugal and the US. The types of masonry investigated were unreinforced clay brick masonry, unreinforced stone masonry, reinforced concrete masonry, residential masonry veneer and churches; masonry infill was not part of this study. This paper focuses on the progress of the unreinforced masonry (URM) component of Project Masonry. To date the research team has completed raw data collection on over 600 URM buildings in the Christchurch area. The results from this study will be extremely relevant to Australian cities since URM buildings in New Zealand are similar to those in Australia.
The Screw Driving Sounding (SDS) method developed in Japan is a relatively new insitu testing technique to characterise soft shallow sites, typically those required for residential house construction. An SDS machine drills a rod into the ground in several loading steps while the rod is continuously rotated. Several parameters, such as torque, load and speed of penetration, are recorded at every rotation of the rod. The SDS method has been introduced in New Zealand, and the results of its application for characterising local sites are discussed in this study. A total of 164 SDS tests were conducted in Christchurch, Wellington and Auckland to validate/adjust the methodologies originally developed based on the Japanese practice. Most of the tests were conducted at sites where cone penetration tests (CPT), standard penetration tests (SPT) and borehole logs were available; the comparison of SDS results with existing information showed that the SDS method has great potential as an in-situ testing method for classifying the soils. By compiling the SDS data from 3 different cities and comparing them with the borehole logs, a soil classification chart was generated for identifying the soil type based on SDS parameters. Also, a correlation between fines content and SDS parameters was developed and a procedure for estimating angle of internal friction of sand using SDS parameters was investigated. Furthermore, a correlation was made between the tip resistance of the CPT and the SDS data for different percentages of fines content. The relationship between the SPT N value and a SDS parameter was also proposed. This thesis also presents a methodology for identifying the liquefiable layers of soil using SDS data. SDS tests were performed in both liquefied and non-liquefied areas in Christchurch to find a representative parameter and relationship for predicting the liquefaction potential of soil. Plots were drawn of the cyclic shear stress ratios (CSR) induced by the earthquakes and the corresponding energy of penetration during SDS tests. By identifying liquefied or unliquefied layers using three different popular CPT-based methods, boundary lines corresponding to the various probabilities of liquefaction happening were developed for different ranges of fines contents using logistic regression analysis, these could then be used for estimating the liquefaction potential of soil directly from the SDS data. Finally, the drilling process involved in screw driving sounding was simulated using Abaqus software. Analysis results proved that the model successfully captured the drilling process of the SDS machine in sand. In addition, a chart to predict peak friction angles of sandy sites based on measured SDS parameters for various vertical effective stresses was formulated. As a simple, fast and economical test, the SDS method can be a reliable alternative insitu test for soil and site characterisation, especially for residential house construction.
As part of the 'Project Masonry' Recovery Project funded by the New Zealand Natural Hazards Research Platform, commencing in March 2011, an international team of researchers was deployed to document and interpret the observed earthquake damage to masonry buildings and to churches as a result of the 22nd February 2011 Christchurch earthquake. The study focused on investigating commonly encountered failure patterns and collapse mechanisms. A brief summary of activities undertaken is presented, detailing the observations that were made on the performance of and the deficiencies that contributed to the damage to approximately 650 inspected unreinforced clay brick masonry (URM) buildings, to 90 unreinforced stone masonry buildings, to 342 reinforced concrete masonry (RCM) buildings, to 112 churches in the Canterbury region, and to just under 1100 residential dwellings having external masonry veneer cladding. In addition, details are provided of retrofit techniques that were implemented within relevant Christchurch URM buildings prior to the 22nd February earthquake and brief suggestions are provided regarding appropriate seismic retrofit and remediation techniques for stone masonry buildings. http://www.nzsee.org.nz/publications/nzsee-quarterly-bulletin/
New Zealand has experienced several strong earthquakes in its history. While an earthquake cannot be prevented from occurring, planning can reduce its consequences when it does occur. This dissertation research examines various aspects of disaster risk management policy in Aotearoa New Zealand.
Chapter 2 develops a method to rank and prioritise high-rise buildings for seismic retrofitting in Wellington, the earthquake-prone capital city of New Zealand. These buildings pose risks to Wellington’s long-term seismic resilience that are of clear concern to current and future policymakers. The prioritization strategy we propose, based on multi-criteria decision analysis (MCDA) methods, considers a variety of data on each building, including not only its structural characteristics, but also its location, its economic value to the city, and its social importance to the community around it. The study demonstrates how different measures, within four general criteria – life safety, geo-spatial location of the building, its economic role, and its socio-cultural role – can be operationalized into a viable framework for determining retrofitting/demolition policy priorities.
Chapter 3 and chapter 4 analyse the Residential Red Zone (RRR) program that was implemented in Christchurch after the 2011 earthquake. In the program, approximately 8,000 homeowners were told that their homes were no longer permittable, and they were bought by the government (through the Canterbury Earthquake Recovery Authority).
Chapter 3 examines the subjective wellbeing of the RRR residents (around 16000 people) after they were forced to move. We consider three indicators of subjective wellbeing: quality of life, stress, and emotional wellbeing. We found that demographic factors, health conditions, and the type of government compensation the residents accepted, were all significant determinants of the wellbeing of the Red Zone residents. More social relations, better financial circumstances, and the perception of better government communication were also all associated positively with a higher quality of life, less stress, and higher emotional wellbeing.
Chapter 4 concentrates on the impact of this managed retreat program on RRR residents’ income. We use individual-level comprehensive, administrative, panel data from Canterbury, and difference in difference evaluation method to explore the effects of displacement on Red Zone residential residents. We found that compared to non-relocated neighbours, the displaced people experience a significant initial decrease in their wages and salaries, and their total income. The impacts vary with time spent in the Red Zone and when they moved away. Wages and salaries of those who were red-zoned and moved in 2011 were reduced by 8%, and 5.4% for those who moved in 2012. Females faced greater decreases in wages and salaries, and total income, than males. There were no discernible impacts of the relocation on people’s self-employment income.
Christchurch was struck by a 6.3 magnitude earthquake on the 22 February 2011. The quake devastated the city, taking lives and causing widespread damage to the inner city and suburban homes. The central city lost over half its buildings and over 7000 homes were condemned throughout Christchurch. The loss of such a great number of homes has created the requirement for new housing to replace those that were lost. Many of which were located in the eastern, less affluent, suburbs. The response to the housing shortage is the planned creation of large scale subdivisions on the outskirts of the city. Whilst this provides the required housing it creates additional sprawl to a city that does not need it. The extension of Christchurch’s existing suburban sprawl puts pressure on roading and pushes residents further out of the city, creating a disconnection between them. Christchurch’s central city had a very small residential population prior to the earthquakes with very few options for dense inner city living. The proposed rebuild of the inner city calls for a new ‘dense, vibrant and diverse central hub’. Proposing the introduction of new residential units within the central city. However the placement of the low-rise housing in a key attribute of the rebuild, the eastern green ‘Frame’, diminishes its value as open green space. The proposed housing will also be restrictive in its target market and therefore the idea of a ‘vibrant’ inner city is difficult to achieve. This thesis acts as response to the planned rebuild of inner Christchurch. Proposing the creation of a model for inner city housing which provides an alternative option to the proposed housing and existing and ongoing suburban sprawl. The design options were explored through a design-led process were the options were critiqued and developed. The ‘final’ proposal is comprises of three tall towers, aptly named the Triple Towers, which condense the proposed low-rise housing from an 11000 square metre footprint to combined footprint of 1500 square metres. The result is an expansion of the publicly available green space along the proposed eastern frame of the city. The height of the project challenges the height restrictions and is provocative in its proposal and placement. The design explores the relationships between the occupants, the building, the ‘Frame’ and the central city. The project is discussed through an exploration of the architecture of Rem Koolhaas, Renzo Piano and Oscar Niemeyer. Rather than their architecture being taken as a direct influence on which the design is based the discussion revolves around how and why each piece of comparative architecture is relevant to the designs desired outcome.
This paper presents site-specific and spatially-distributed ground-motion intensity estimates which have been utilized in the aftermath of the 2010-2011 Canterbury, New Zealand earthquakes. The methodology underpinning the ground motion intensity estimation makes use of both prediction models for ground motion intensity and its within-event spatial correlation. A key benefit of the methodology is that the estimated ground motion intensity at a given location is not a single value but a distribution of values. The distribution is comprised of both a mean and standard deviation, with the standard deviation being a function of the distance to nearby observations at strong motion stations. The methodology is illustrated for two applications. Firstly, maps of conditional peak ground acceleration (PGA) have been developed for the major events in the Canterbury earthquake sequence, which among other things, have been utilized for assessing liquefaction triggering susceptibility of land in residential areas. Secondly, the conditional distribution of response spectral ordinates is obtained at the location of the Canterbury Television building (CTV), which catastrophically collapsed in the 22 February 2011 earthquake. The conditional response spectra provide insight for the selection of ground motion records for use in forensic seismic response analyses of important structures at locations where direct recordings are absent.
The Canterbury earthquake sequence (2010-2011) was the most devastating catastrophe in New Zealand‘s modern history. Fortunately, in 2011 New Zealand had a high insurance penetration ratio, with more than 95% of residences being insured for these earthquakes. This dissertation sheds light on the functions of disaster insurance schemes and their role in economic recovery post-earthquakes. The first chapter describes the demand and supply for earthquake insurance and provides insights about different public-private partnership earthquake insurance schemes around the world. In the second chapter, we concentrate on three public earthquake insurance schemes in California, Japan, and New Zealand. The chapter examines what would have been the outcome had the system of insurance in Christchurch been different in the aftermath of the Canterbury earthquake sequence (CES). We focus on the California Earthquake Authority insurance program, and the Japanese Earthquake Reinsurance scheme. Overall, the aggregate cost of the earthquake to the New Zealand public insurer (the Earthquake Commission) was USD 6.2 billion. If a similar-sized disaster event had occurred in Japan and California, homeowners would have received only around USD 1.6 billion and USD 0.7 billion from the Japanese and Californian schemes, respectively. We further describe the spatial and distributive aspects of these scenarios and discuss some of the policy questions that emerge from this comparison. The third chapter measures the longer-term effect of the CES on the local economy, using night-time light intensity measured from space, and focus on the role of insurance payments for damaged residential property during the local recovery process. Uniquely for this event, more than 95% of residential housing units were covered by insurance and almost all incurred some damage. However, insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery; and that insurance payments contributed significantly to the process of local economic recovery after the earthquake. Yet, delayed payments were less affective in assisting recovery and cash settlement of claims were more effective than insurance-managed repairs. After the Christchurch earthquakes, the government declared about 8000 houses as Red Zoned, prohibiting further developments in these properties, and offering the owners to buy them out. The government provided two options for owners: the first was full payment for both land and dwelling at the 2007 property evaluation, the second was payment for land, and the rest to be paid by the owner‘s insurance. Most people chose the second option. Using data from LINZ combined with data from Stats NZ, the fourth chapter empirically investigates what led people to choose this second option, and how peer effect influenced the homeowners‘ choices. Due to climate change, public disclosure of coastal hazard information through maps and property reports have been used more frequently by local government. This is expected to raise awareness about disaster risks in local community and help potential property owners to make informed locational decision. However, media outlets and business sector argue that public hazard disclosure will cause a negative effect on property value. Despite this opposition, some district councils in New Zealand have attempted to implement improved disclosure. Kapiti Coast district in the Wellington region serves as a case study for this research. In the fifth chapter, we utilize the residential property sale data and coastal hazard maps from the local district council. This study employs a difference-in-difference hedonic property price approach to examine the effect of hazard disclosure on coastal property values. We also apply spatial hedonic regression methods, controlling for coastal amenities, as our robustness check. Our findings suggest that hazard designation has a statistically and economically insignificant impact on property values. Overall, the risk perception about coastal hazards should be more emphasized in communities.
Over 900 buildings in the Christchurch central business district and 10,000 residential homes were demolished following the 22nd of February 2011 Canterbury earthquake, significantly disrupting the rebuild progress. This study looks to quantify the time required for demolitions during this event which will be useful for future earthquake recovery planning. This was done using the Canterbury Earthquake Recovery Authority (CERA) demolition database, which allowed an in-depth look into the duration of each phase of the demolition process. The effect of building location, building height, and the stakeholder which initiated the demolition process (i.e. building owner or CERA) was investigated. The demolition process comprises of five phases; (i) decision making, (ii) procurement and planning, (iii) demolition, (iv) site clean-up, and (v) completion certification. It was found that the time required to decide to demolish the building made up majority of the total demolition duration. Demolition projects initiated by CERA had longer procurement and planning durations, but was quicker in other phases. Demolished buildings in the suburbs had a longer decision making duration, but had little effect on other phases of the demolition process. The decision making and procurement and planning phases of the demolition process were shorter for taller buildings, though the other phases took longer. Fragility functions for the duration of each phase in the demolition process are provided for the various categories of buildings for use in future studies.
- The Avon-Ōtākaro Redzone is an 11 kilometer stretch of land along the Avon-Ōtākaro River in Christchurch. - This project focused on the creation of a publicly available biodiversity map of the AvonŌtākaro River Corridor, a project undertaken as part of the ecological restoration of the Christchurch redzone. - This project originated from the Christchurch 2010-2011 earthquake sequence which saw liquefaction damage along 11km of the Avon River. Under guidance from The Nature Lab & Ōtākaro Living Laboratory, and various other experts, the primary research objective was to map historical biodiversity, identify hotspots, and assess areas for potential revegetation. - The data collected came from historical black maps, current iNaturalist data, and soil classification information. - The findings show that, pre-colonialism, the area was composed of herbaceous areas, wetlands, native shrubland, and tussock land, with key plants such as river, fern, tutu, and cabbage trees. - The post-earthquake analysis shows a transition from a residential area to patchy grasslands and swampy areas. - The findings also showed a strong relationship between historic sites and soil classifications, providing knowledge for past and future vegetation patterns and spread. - This map will be a valuable resource for conservation efforts and public engagement as the area transitions into a blue-green corridor.
Predictive modelling provides an efficient means to analyse the coastal environment and generate knowledge for long term urban planning. In this study, the numerical models SWAN and XBeach were incorporated into the ESRI ArcGIS interface by means of the BeachMMtool. This was applied to the Greater Christchurch coastal environment to simulate geomorphological evolution through hydrodynamic forcing. Simulations were performed using the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013) to determine whether the statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 are consistent with central, regional and district designations. Our results indicate that current land use zoning in Greater Christchurch is not consistent with these predictions. This is because coastal hazard risk has not been thoroughly quantified during the process of installing the Canterbury Earthquake Recovery Authority residential red zone. However, the Christchurch City Council’s flood management area does provide an extent to which managed coastal retreat is a real option. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon.
This paper shows an understanding of the availability of resources in post-disaster reconstruction and recovery in Christchurch, New Zealand following its September 4, 2010 and February 22, 2011 earthquakes. Overseas experience in recovery demonstrates how delays and additional costs may incur if the availability of resources is not aligned with the reconstruction needs. In the case of reconstruction following Christchurch earthquakes, access to normal resource levels will be insufficient. An on-line questionnaire survey, combined with in-depth interviews was used to collect data from the construction professionals that had been participated in the post-earthquake reconstruction. The study identified the resources that are subject to short supply and resourcing challenges that are currently faced by the construction industry. There was a varied degree of impacts felt by the surveyed organisations from resource shortages. Resource pressures were primarily concentrated on human resources associated with structural, architectural and land issues. The challenges that may continue playing out in the longer-term reconstruction of Christchurch include limited capacity of the construction industry, competition for skills among residential, infrastructure and commercial sectors, and uncertainties with respect to decision making. As part of the ‘Project Masonry’ Recovery Project funded by the New Zealand Natural Hazards Research Platform, commencing in March 2011, an international team of researchers was deployed to document and interpret the observed earthquake damage to masonry buildings and to churches as a result of the 22nd February 2011 Christchurch earthquake. The study focused on investigating commonly encountered failure patterns and collapse mechanisms. A brief summary of activities undertaken is presented, detailing the observations that were made on the performance of and the deficiencies that contributed to the damage to approximately 650 inspected unreinforced clay brick masonry (URM) buildings, to 90 unreinforced stone masonry buildings, to 342 reinforced concrete masonry (RCM) buildings, to 112 churches in the Canterbury region, and to just under 1100 residential dwellings having external masonry veneer cladding. Also, details are provided of retrofit techniques that were implemented within relevant Christchurch URM buildings prior to the 22nd February earthquake. In addition to presenting a summary of Project Masonry, the broader research activity at the University of Auckland pertaining to the seismic assessment and improvement of unreinforced masonry buildings is outlined. New Zealand has a long tradition of using light timber frame for construction of its domestic dwellings. After the most recent earthquakes (e.g. Canterbury earthquakes sequence), wooden residential houses showed satisfactory life safety performance. However, poor performance was reported in terms of their seismic resilience. Although numerous innovative methods to mitigate damage have been introduced to the New Zealand community in order to improve wooden house performance, these retrofit options have not been readily taken up. The low number of retrofitted wooden-framed houses leads to questions about whether homeowners are aware of the necessity of seismic retrofitting their houses to achieve a satisfactory seismic performance. This study aims to explore different retrofit technologies that can be applied to wooden-framed houses in Wellington, taking into account the need of homeowners to understand the risk, likelihood and extent of damage expected after an event. A survey will be conducted in Wellington about perceptions of homeowners towards the expected performance of their wooden-framed houses. The survey questions were designed to gain an understanding of homeowners' levels of safety and awareness of possible damage after a seismic event. Afterwards, a structural review of a sample of the houses will be undertaken to identify common features and detail potential seismic concerns. The findings will break down barriers to making improvements in the performance of wooden-framed houses and lead to enhancements in the confidence of homeowners in the event of future seismic activity. This will result in increased understanding and contribute towards an accessible knowledge base, which will possibly increase significantly the use of these technologies and avoid unnecessary economic and social costs after a seismic event.
This research employs a deterministic seismic risk assessment methodology to assess the potential damage and loss at meshblock level in the Christchurch CBD and Mount Pleasant primarily due to building damage caused by earthquake ground shaking. Expected losses in terms of dollar value and casualties are calculated for two earthquake scenarios. Findings are based on: (1) data describing the earthquake ground shaking and microzonation effects; (2) an inventory of buildings by value, floor area, replacement value, occupancy and age; (3) damage ratios defining the performance of buildings as a function of earthquake intensity; (4) daytime and night-time population distribution data and (5) casualty functions defining casualty risk as a function of building damage. A GIS serves as a platform for collecting, storing and analyzing the original and the derived data. It also allows for easy display of input and output data, providing a critical functionality for communication of outcomes. The results of this study suggest that economic losses due to building damage in the Christchurch CBD and Mount Pleasant will possibly be in the order of $5.6 and $35.3 million in a magnitude 8.0 Alpine fault earthquake and a magnitude 7.0 Ashley fault earthquake respectively. Damage to non-residential buildings constitutes the vast majority of the economic loss. Casualty numbers are expected to be between 0 and 10.
There are many swaths of land that are deemed unsuitable to build on and occupy. These places, however, are rarely within an established city. The Canterbury earthquakes of 2010 and 2011 left areas in central Christchurch with such significant land damage that it is unlikely to be re-inhabited for a considerable period of time. These areas are commonly known as the ‘Red Zone’.This thesis explores redevelop in on volatile land through innovative solutions found and adapted from the traditional Indonesian construction techniques. Currently, Indonesia’s vernacular architecture sits on the verge of extinction after a cultural shift towards the masonry bungalow forced a rapid decline in their occupation and construction. The 2004 Indian Ocean earthquake and tsunami illustrated the bungalows’ poor performance in the face of catastrophic seismic activity, being outperformed by the traditional structures. This has been particularly evident in the Rumah Aceh construction of the Aceh province in Northern Sumatra. Within a New Zealand context an adaptation and modernisation of the Rumah Aceh construction will generate an architectural response not currently accepted under the scope of NZS 3604:2011; the standards most recent revision following the Canterbury earthquake of 2010 concerning timber-based seismic performance. This architectural exploration will further address light timber structures, their components, sustainability and seismic resilience. Improving new builds’ durability as New Zealand moves away from the previously promoted bungalow model that extends beyond residential and into all aspects of New Zealand built environment.
In this thesis, focus is given to develop methodologies for rapidly estimating specific components of loss and downtime functions. The thesis proposes methodologies for deriving loss functions by (i) considering individual component performance; (ii) grouping them as per their performance characteristics; and (iii) applying them to similar building usage categories. The degree of variation in building stock and understanding their characteristics are important factors to be considered in the loss estimation methodology and the field surveys carried out to collect data add value to the study. To facilitate developing ‘downtime’ functions, this study investigates two key components of downtime: (i) time delay from post-event damage assessment of properties; and (ii) time delay in settling the insurance claims lodged. In these two areas, this research enables understanding of critical factors that influence certain aspects of downtime and suggests approaches to quantify those factors. By scrutinising the residential damage insurance claims data provided by the Earthquake Commission (EQC) for the 2010- 2011 Canterbury Earthquake Sequence (CES), this work provides insights into various processes of claims settlement, the time taken to complete them and the EQC loss contributions to building stock in Christchurch city and Canterbury region. The study has shown diligence in investigating the EQC insurance claim data obtained from the CES to get new insights and build confidence in the models developed and the results generated. The first stage of this research develops contribution functions (probabilistic relationships between the expected losses for a wide range of building components and the building’s maximum response) for common types of claddings used in New Zealand buildings combining the probabilistic density functions (developed using the quantity of claddings measured from Christchurch buildings), fragility functions (obtained from the published literature) and cost functions (developed based on inputs from builders) through Monte Carlo simulations. From the developed contribution functions, glazing, masonry veneer, monolithic and precast concrete cladding systems are found to incur 50% loss at inter-storey drift levels equal to 0.027, 0.003, 0.005 and 0.011, respectively. Further, the maximum expected cladding loss for glazing, masonry veneer, monolithic, precast concrete cladding systems are found to be 368.2, 331.9, 365.0, and 136.2 NZD per square meter of floor area, respectively. In the second stage of this research, a detailed cost breakdown of typical buildings designed and built for different purposes is conducted. The contributions of structural and non- structural components to the total building cost are compared for buildings of different usages, and based on the similar ratios of non-structural performance group costs to the structural performance group cost, four-building groups are identified; (i) Structural components dominant group: outdoor sports, stadiums, parkings and long-span warehouses, (ii) non- structural drift-sensitive components dominant group: houses, single-storey suburban buildings (all usages), theatres/halls, workshops and clubhouses, (iii) non-structural acceleration- sensitive components dominant group: hospitals, research labs, museums and retail/cold stores, and (iv) apartments, hotels, offices, industrials, indoor sports, classrooms, devotionals and aquariums. By statistically analysing the cost breakdowns, performance group weighting factors are proposed for structural, and acceleration-sensitive and drift-sensitive non-structural components for all four building groups. Thus proposed building usage groupings and corresponding weighting factors facilitate rapid seismic loss estimation of any type of building given the EDPs at storey levels are known. A model for the quantification of post-earthquake inspection duration is developed in the third stage of this research. Herein, phase durations for the three assessment phases (one rapid impact and two rapid building) are computed using the number of buildings needing inspections, the number of engineers involved in inspections and a phase duration coefficient (which considers the median building inspection time, efficiency of engineer and the number of engineers involved in each assessment teams). The proposed model can be used: (i) by national/regional authorities to decide the length of the emergency period following a major earthquake, and estimate the number of engineers required to conduct a post-earthquake inspection within the desired emergency period, and (ii) to quantify the delay due to inspection for the downtime modelling framework. The final stage of this research investigates the repair costs and insurance claim settlement time for damaged residential buildings in the 2010-2011 Canterbury earthquake sequence. Based on the EQC claim settlement process, claims are categorized into three groups; (i) Small Claims: claims less than NZD15,000 which were settled through cash payment, (ii) Medium Claims: claims less than NZD100,000 which were managed through Canterbury Home Repair Programme (CHRP), and (iii) Large Claims: claims above NZD100,000 which were managed by an insurance provider. The regional loss ratio (RLR) for greater Christchurch for three events inducing shakings of approximate seismic intensities 6, 7, and 8 are found to be 0.013, 0.066, and 0.171, respectively. Furthermore, the claim duration (time between an event and the claim lodgement date), assessment duration (time between the claim lodgement day and the most recent assessment day), and repair duration (time between the most recent assessment day and the repair completion day) for the insured residential buildings in the region affected by the Canterbury earthquake sequence is found to be in the range of 0.5-4 weeks, 1.5- 5 months, and 1-3 years, respectively. The results of this phase will provide useful information to earthquake engineering researchers working on seismic risk/loss and insurance modelling.
Small, tight-knit communities, are complex to manage from outside during a disaster. The township of Lyttelton, New Zealand, and the communities of Corsair Bay, Cass Bay, and Rapaki to the east, are especially more so difficult due to the terrain that encloses them, which caused them to be cut-off from Christchurch, the largest city in the South Island, barely 10 km away, after the Mw 7.1 Darfield Earthquake and subsequent Canterbury Earthquake Sequence. Lyttelton has a very strong and deep-rooted community spirit that draws people to want to be a part of Lyttelton life. It is predominantly residential on the slopes, with retail space, service and light industry nestled near the harbour. It has heritage buildings stretching back to the very foundation of Canterbury yet hosts the largest, modern deep-water port for the region. This study contains two surveys: one circulated shortly before the Darfield Earthquake and one circulated in July 2011, after the Christchurch and Sumner Earthquakes. An analytical comparison of the participants’ household preparedness for disaster before the Darfield Earthquake and after the Christchurch and Sumner Earthquakes was performed. A population spatiotemporal distribution map was produced that shows the population in three-hourly increments over a week to inform exposure to vulnerability to natural hazards. The study went on to analyse the responses of the participants in the immediate period following the Chrsitchurch and Sumner Earthquakes, including their homeward and subsequent journeys, and the decision to evacuate or stay in their homes. Possible predictors to a decision to evacuate some or all members of the household were tested. The study also asked participants’ views on the events since September 2010 for analysis.
The Canterbury region of New Zealand experienced a sequence of strong earthquakes during 2010-2011. Responses included government acquisition of many thousands of residential properties in the city of Christchurch in areas with severe earthquake effects. A large and contiguous tract of this ‘red zoned’ land lies in close proximity to the Ōtākaro / Avon River and is known as the Avon-Ōtākaro Red Zone (AORZ). The focus of this study was to provide an overview of the floodplain characteristics of the AORZ and review of international experience in ecological restoration of similar river margin and floodplain ecosystems to extract restoration principles and associated learnings. Compared to pre-earthquake ground levels, the dominant trend in the AORZ is subsidence, together with lateral movement especially in the vicinity of waterway. An important consequence of land subsidence in the lower Ōtākaro / Avon River is greater exposure to flooding and the effects of sea level rise. Scenario modelling for sea level rise indicates that much of the AORZ is exposed to inundation within a 100 year planning horizon based on a 1 m sea level rise. As with decisions on built infrastructure, investments in nature-based ‘green infrastructure’ also require a sound business case including attention to risks posed by climate change. Future-proofing of the expected benefits of ecological restoration must therefore be secured by design. Understanding and managing the hydrology and floodplain dynamics are vital to the future of the AORZ. However, these characteristics are shared by other floodplain and river restoration projects worldwide. Identifying successful approaches provides a useful a source of useful information for floodplain planning in the AORZ. This report presents results from a comparative case study of three international examples to identify relevant principles for large-scale floodplain management at coastal lowland sites.
Light timber framed (LTF) structures provide a cost-effective and structurally efficient solution for low-rise residential buildings. This paper studies seismic performance of single-storey LTF buildings sheathed by gypsum-plasterboards (GPBs) that are a typical lining product in New Zealand houses. Compared with wood-based structural panels, GPBs tend to be more susceptible to damage when they are used in bracing walls to resist earthquake loads. This study aims to provide insights on how the bracing wall irregularity allowed by the current New Zealand standard NZS 3604 and the in-plane rigidity of ceiling diaphragms affect the overall seismic performance of these GPB-braced LTF buildings. Nonlinear time-history analyses were conducted on a series of single-storey baseline buildings with different levels of bracing wall irregularities and ceiling diaphragm rigidity. The results showed significant torsional effect caused by the eccentric bracing wall layout with semi-rigid/rigid ceiling diaphragms. On average, bracing wall drift demand caused by the extreme bracing wall irregularities was three times of that in the regular bracing wall layout under the rigid diaphragm assumption. This finding agreed well with the house survey after the 2011 Canterbury Earthquake in which significantly more damage was observed in the houses with irregular bracing wall layouts and relatively rigid diaphragms. Therefore, it is recommended to limit the level of bracing wall eccentricity and ensure the sufficiently rigid diaphragms to avoid excessive damage in these LTF buildings in future events.
This research attempts to understand whether community resilience and perceived livability are influenced by housing typologies in Christchurch, New Zealand. Using recent resident surveys undertaken by the Christchurch City Council, two indexes were created to reflect livability and community resilience. Indicators used to create both indexes included (1) enjoyment living in neighbourhood (2) satisfaction with local facilities (3) safety walking and (4) safety using public transport, (5) sense of community (6) neighbour interactions, (7) home ownership and (8) civic engagement. Scores were attributed to 72 neighbourhoods across Christchurch –and each neighbourhood was classified in one of the following housing typologies; (1) earthquake damaged, (2) relatively undamaged, (3) medium density and (4) greenfield developments. Spatial analysis of index scores and housing classifications suggest housing typologies do influence resident’s perceived livability and community bonds to an extent. It was found that deprivation also had a considerable influence on these indexes as well as residential stability. These additional influences help explain why neighbourhoods within the same housing classification differ in their index scores. Based on these results, several recommendations have been made to the CCC in relation to future research, urban development strategies and suburb specific renewal projects. Of chief importance, medium density neighbourhoods and deprived neighbourhoods require conscious efforts to foster community resilience. Results indicate that community resilience might be more important than livability in having a positive influence on the lived experience of residents. While thoughtful design and planning are important, this research suggests geospatial research tools could enable better community engagement outcomes and planning outcomes, and this could be interwoven into proactive and inclusive planning approaches like placemaking.
The 2010–2011 Canterbury earthquakes, which involved widespread damage during the February 2011 event and ongoing aftershocks near the Christchurch Central Business District, left this community with more than $NZD 40 billion in losses (~20 % GDP), demolition of approximately 60 % of multi-storey concrete buildings (3 storeys and up), and closure of the core business district for over 2 years. The aftermath of the earthquake sequence has revealed unique issues and complexities for the owners of commercial and multi-storey residential buildings in relation to unexpected technical, legal, and financial challenges when making decisions regarding the future of their buildings impacted by the earthquakes. The paper presents a framework to understand the factors influencing post-earthquake decisions (repair or demolish) on multi-storey concrete buildings in Christchurch. The study, conducted in 2014, includes in-depth investigations on 15 case-study buildings using 27 semi-structured interviews with various property owners, property managers, insurers, engineers, and government authorities in New Zealand. The interviews revealed insights regarding the multitude of factors influencing post-earthquake decisions and losses. As expected, the level of damage and repairability (cost to repair) generally dictated the course of action. There is strong evidence, however, that other variables have significantly influenced the decision on a number of buildings, such as insurance, business strategies, perception of risks, building regulations (and compliance costs), and government decisions. The decision-making process for each building is complex and unique, not solely driven by structural damage. Furthermore, the findings have put the spotlight on insurance policy wordings and the paradoxical effect of insurance on the recovery of Christchurch, leading to other challenges and issues going forward.
In 2010 and 2011, Aotearoa New Zealand was hit by a number of major disasters involving loss of human life and severe disruption to social, ecological and economic wellbeing. The Pike River mine explosions were closely followed by a sequence of major earthquakes in Christchurch, seismic events that have permanently altered the lives of thousands of people in our third largest city, the closure of the central business district and the effective abandonment of whole residential areas. In early October 2011, the ship, Rena, grounded on a reef off the port of Tauranga and threatened a major oil spill throughout the Bay of Plenty, where local communities with spiritual and cultural connections to the land depend on sea food as well as thrive on tourism. The Council for Social Work Education Aotearoa New Zealand (CSWEANZ), representing all the Schools of Social Work in New Zealand, held a ‘Disaster Curriculum’ day in November 2011, at which social workers and Civil Defence leaders involved in the Christchurch earthquakes, the Rena Disaster, Fiji floods and the Boxing Day tsunami presented their narrative experience of disaster response and recovery. Workshops discussed and identified core elements that participants considered vital to a social work curriculum that would enable social work graduates in a range of community and cultural settings to respond in safe, creative and informed ways. A number of field testing techniques, such as standard penetration test (SPT), cone penetration test (CPT), and Swedish weight sounding (SWS), are popularly used for in-situ characterisation. The screw driving sounding (SDS) method, which has been recently developed in Japan, is an improved version of the SWS technique and measures more parameters, including the required torque, load, speed of penetration and rod friction; these provide more robust way of characterising soil stratigraphy. It is a cost-efficient technique which uses a machine-driven and portable device, making it ideal for testing in small-scale and confined areas. Moreover, with a testing depth of up to 10-15m, it is suitable for liquefaction assessment. Thus, the SDS method has great potential as an in-situ testing method for geotechnical site characterisation, especially for residential house construction. In this paper, the results of SDS tests performed at a variety of sites in New Zealand are presented. The soil database was employed to develop a soil classification chart based on SDS-derived parameters. In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch. This Annual Meeting of the Law and Society Association in New Orleans is a particularly appropriate forum for this paper, given the recent ten year anniversary of Hurricane Katrina and the plenary session theme of “Natural and Unnatural Disasters – human crises and law’s response.” The presenter has a personal connection with this theme, as she was a Fulbright scholar from New Zealand at New York University in 2005/2006 and participated in the student volunteer cleanup effort in New Orleans following Katrina. http://www.lawandsociety.org/NewOrleans2016/docs/2016_Program.pdf
