Predicting building collapse due to seismic motion is critical in design and more so after a major event. Damaged structures can appear sound, but collapse under following major events. There can thus be significant risk in decision making after a major seismic event concerning the safe occupation of a building or surrounding areas, versus the unknown impact of unknown major aftershocks. Model-based pushover analyses are effective if the structural properties are well understood, which is not valid post-event when this risk information is most useful. This research combines Hysteresis Loop Analysis (HLA) structural health monitoring (SHM) and Incremental Dynamic Analysis (IDA) methods to determine collapse capacity and probability of collapse for a specific structure, at any time, a range of earthquake excitations to ensure robustness. The nonlinear dynamic analysis method presented enables constant updating of building performance predictions using post-event SHM results. The resulting combined methods provide near real-time updating of collapse fragility curves as events progress, quantifying the change of collapse probability or seismic induced losses for decision-making - a novel, higher resolution risk analysis than previously available. The methods are not computationally expensive and there is no requirement for a validated numerical model. Results show significant potential benefits and a clear evolution of risk. They also show clear need for extending SHM toward creating improved predictive models for analysis of subsequent events, where the Christchurch series of 2010-2011 had significant post-event aftershocks after each main event. Finally, the overall method is generalisable to any typical engineering demand parameter.
A seismic financial risk analysis of typical New Zealand reinforced concrete buildings constructed with topped precast concrete hollow-core units is performed on the basis of experimental research undertaken at the University of Canterbury over the last five years. An extensive study that examines seismic demands on a variety of multi-storey RC buildings is described and supplemented by the experimental results to determine the inter-storey drift capacities of the buildings. Results of a full-scale precast concrete super-assemblage constructed and tested in the laboratory in two stages are used. The first stage investigates existing construction and demonstrates major shortcomings in construction practice that would lead to very poor seismic performance. The second stage examines the performance of the details provided by Amendment No. 3 to the New Zealand Concrete Design Code NZS 3101:1995. This paper uses a probabilistic financial risk assessment framework to estimate the expected annual loss (EAL) from previously developed fragility curves of RC buildings with precast hollow core floors connected to the frames according to the pre-2004 standard and the two connection details recommended in the 2004 amendment. Risks posed by different levels of damage and by earthquakes of different frequencies are examined. The structural performance and financial implications of the three different connection details are compared. The study shows that the improved connection details recommended in the 2004 amendment give a significant economic payback in terms of drastically reduced financial risk, which is also representative of smaller maintenance cost and cheaper insurance premiums.
Seismic behaviour of typical unreinforced masonry (URM) brick houses, that were common in early last century in New Zealand and still common in many developing countries, is experimentally investigated at University of Canterbury, New Zealand in this research. A one halfscale model URM house is constructed and tested under earthquake ground motions on a shaking table. The model structure with aspect ratio of 1.5:1 in plan was initially tested in the longitudinal direction for several earthquakes with peak ground acceleration (PGA) up to 0.5g. Toppling of end gables (above the eaves line) and minor to moderate cracking around window and door piers was observed in this phase. The structure was then rotated 90º and tested in the transverse (short) direction for ground motions with PGA up to 0.8g. Partial out-of-plane failure of the face loaded walls in the second storey and global rocking of the model was observed in this phase. A finite element analysis and a mechanism analysis are conducted to assess the dynamic properties and lateral strength of the model house. Seismic fragility function of URM houses is developed based on the experimental results. Damping at different phases of the response is estimated using an amplitude dependent equivalent viscous damping model. Financial risk of similar URM houses is then estimated in term of expected annual loss (EAL) following a probabilistic financial risk assessment framework. Risks posed by different levels of damage and by earthquakes of different frequencies are then examined.

Thus, this combination of methods enables a novel, higher-resolution analysis of risk that was not previously available. The methods are not computationally expensive and there is no requirement for a validated numerical model, thus providing a relatively simpler means of assessing collapse probability immediately post-event when such speed can provide better information for critical decision-making. Finally, the results also show a clear need to extend the area of SHM toward creating improved predictive models for analysis of subsequent events, where the Christchurch series of 2010–2011 had significant post-event aftershocks.
This book is the result of an investigation into the vulnerability of the infrastructure serving metropolitan Christchurch (including Lyttelton). The work was undertaken by the Christchurch Engineering Lifelines Group and the objectives are: to identify the vulnerability of engineering lifeline services to damage from earthquakes, flooding, tsunami and meteorological hazards; to identify practical engineering strategies for reducing the risk or impact of such damage and for providing for reinstatement following such events; and to communicate the issues to people involved in the management of these services and to raise the awareness of the public to their importance.
The Canterbury Earthquake Recovery Authority (CERA) and the Canterbury Lifeline Utilities Group have collaborated to assemble documented infra- structure-related learnings from the recent Canterbury earthquakes and other natural hazard events over the last 15 years (i.e. since publication of Risks and Realities). The project was led by the Centre for Advanced Engineering (CAE) and was undertaken to promote knowledge sharing by facilitating access to diverse documents on natural hazard learnings, a matter of ongoing relevance and very considerable current interest.
Improving community resilience requires a way of thinking about the nature of a community. Two complementary aspects are proposed: the flows connecting the community with its surrounding environment and the resources the community needs for its ongoing life. The body of necessary resources is complex, with many interactions between its elements. A systems approach is required to understand the issues adequately. Community resilience is discussed in general terms together with strategies for improving it. The ideas are then illustrated and amplified by an extended case study addressing means of improving the resilience of a community on the West Coast of New Zealand to natural disasters. The case study is in two phases. The first relies on a mix of on-the-ground observations and constructed scenarios to provide recommendations for enhancing community resilience, while the second complements the first by developing a set of general lessons and issues to be addressed from observations of the Christchurch earthquakes of 2010 and 2011.
In 2016, the Building (Earthquake-prone Buildings) Amendment Act 2016 was introduced to address the issue of seismic vulnerability amongst existing buildings in Aotearoa New Zealand. This Act introduced a mandatory scheme to remediate buildings deemed particularly vulnerable to seismic hazard, as recommended by the 2012 Royal Commission into the Canterbury earthquake sequence of 2010–2011. This Earthquake-prone Building (EPB) framework is unusual internationally for the mandatory obligations that it introduces. This article explores and critiques the operation of the scheme in practice through an examination of its implementation provisions and the experiences of more recent seismic events (confirmed by engineering research). This analysis leads to the conclusion that the operation of the current scheme and particularly the application of the concept of EPB vulnerability excludes large numbers of (primarily urban) buildings which pose a significant risk in the event of a significant (but expected) seismic event. As a result, the EPB scheme fails to achieve its goals and instead may create a false impression that it does so
The timeliness and quality of recovery activities are impacted by the organisation and human resourcing of the physical works. This research addresses the suitability of different resourcing strategies on post-disaster demolition and debris management programmes. This qualitative analysis primarily draws on five international case studies including 2010 Canterbury earthquake, 2009 L’Aquila earthquake, 2009 Samoan Tsunami, 2009 Victorian Bushfires and 2005 Hurricane Katrina. The implementation strategies are divided into two categories: collectively and individually facilitated works. The impacts of the implementation strategies chosen are assessed for all disaster waste management activities including demolition, waste collection, transportation, treatment and waste disposal. The impacts assessed include: timeliness, completeness of projects; and environmental, economic and social impacts. Generally, the case studies demonstrate that detritus waste removal and debris from major repair work is managed at an individual property level. Debris collection, demolition and disposal are generally and most effectively carried out as a collective activity. However, implementation strategies are affected by contextual factors (such as funding and legal constraints) and the nature of the disaster waste (degree of hazardous waste, geographical spread of waste etc.) and need to be designed accordingly. Community involvement in recovery activities such as demolition and debris removal is shown to contribute positively to psychosocial recovery.
The Canterbury earthquake sequence in New Zealand’s South Island induced widespread liquefaction phenomena across the Christchurch urban area on four occasions (4 Sept 2010; 22 Feb; 13 June; 23 Dec 2011), that resulted in widespread ejection of silt and fine sand. This impacted transport networks as well as infiltrated and contaminated the damaged storm water system, making rapid clean-up an immediate post-earthquake priority. In some places the ejecta was contaminated by raw sewage and was readily remobilised in dry windy conditions, creating a long-term health risk to the population. Thousands of residential properties were inundated with liquefaction ejecta, however residents typically lacked the capacity (time or resources) to clean-up without external assistance. The liquefaction silt clean-up response was co-ordinated by the Christchurch City Council and executed by a network of contractors and volunteer groups, including the ‘Farmy-Army’ and the ‘Student-Army’. The duration of clean-up time of residential properties and the road network was approximately 2 months for each of the 3 main liquefaction inducing earthquakes; despite each event producing different volumes of ejecta. Preliminary cost estimates indicate total clean-up costs will be over NZ$25 million. Over 500,000 tonnes of ejecta has been stockpiled at Burwood landfill since the beginning of the Canterbury earthquakes sequence. The liquefaction clean-up experience in Christchurch following the 2010-2011 earthquake sequence has emerged as a valuable case study to support further analysis and research on the coordination, management and costs of large volume deposition of fine grained sediment in urban areas.
The performance of buildings in recent New Zealand earthquakes (Canterbury, Seddon and Kaikōura), delivered stark lessons on seismic resilience. Most of our buildings, with a few notable exceptions, performed as our Codes intended them to, that is, to safeguard people from injury. Many buildings only suffered minor structural damage but were unable to be reused and occupied for significant periods of time due to the damage and failure of non-structural elements. This resulted in substantial economic losses and major disruptions to our businesses and communities. Research has attributed the damage to poor overall design coordination, inadequate or lack of seismic restraints for non structural elements and insufficient clearances between building components to cater for the interaction of non structural elements under seismic actions. Investigations have found a clear connection between the poor performance of non-structural elements and the issues causing pain in the industry (procurement methods, risk aversion, the lack of clear understanding of design and inspection responsibility and the need for better alignment of the design codes to enable a consistent integrated design approach). The challenge to improve the seismic performance of non structural elements in New Zealand is a complex one that cuts across a diverse construction industry. Adopting the key steps as recommended in this paper is expected to have significant co-benefits to the New Zealand construction industry, with improvements in productivity alongside reductions in costs and waste, as the rework which plagues the industry decreases.
Over 6.3 million waste tyres are produced annually in New Zealand (Tyrewise, 2021), leading to socioeconomic and environmental concerns. The 2010-11 Canterbury Earthquake Sequence inflicted extensive damage to ~6,000 residential buildings, highlighting the need to improve the seismic resilience of the residential housing sector. A cost-effective and sustainable eco-rubber geotechnical seismic isolation (ERGSI) foundation system for new low-rise buildings was developed by the authors. The ERGSI system integrates a horizontal geotechnical seismic isolation (GSI) layer i.e., a deformable seismic energy dissipative filter made of granulated tyre rubber (GTR) and gravel (G) – and a flexible rubberised concrete raft footing. Geotechnical experimental and numerical investigations demonstrated the effectiveness of the ERGSI system in reducing the seismic demand at the foundation level (i.e., reduced peak ground acceleration) (Hernandez et al., 2019; Tasalloti et al., 2021). However, it is essential to ensure that the ERGSI system has minimal leaching attributes and does not result in long-term negative impacts on the environment.
The Manchester Courts building was a heritage building located in central Christchurch (New Zealand) that was damaged in the Mw 7.1 Darfield earthquake on 4 September 2010 and subsequently demolished as a risk reduction exercise. Because the building was heritage listed, the decision to demolish the building resulted in strong objections from heritage supporters who were of the opinion that the building had sufficient residual strength to survive possible aftershock earthquakes. On 22 February 2011 Christchurch was struck by a severe aftershock, leading to the question of whether building demolition had proven to be the correct risk reduction strategy. Finite element analysis was used to undertake a performance-based assessment, validating the accuracy of the model using the damage observed in the building before its collapse. In addition, soil-structure interaction was introduced into the research due to the comparatively low shear wave velocity of the soil. The demolition of a landmark heritage building was a tragedy that Christchurch will never recover from, but the decision was made considering safety, societal, economic and psychological aspects in order to protect the city and its citizens. The analytical results suggest that the Manchester Courts building would have collapsed during the 2011 Christchurch earthquake, and that the collapse of the building would have resulted in significant fatalities.
A linear and non-linear model are developed to analyze the structural impact and response of two single degree of freedom structures, representing adjacent buildings or bridge sections. Different impact coefficients of restitution, normalized distances between structures and a range of different structural periods are considered. The probability of impact and the displacement changes that can result from these collisions are computed. The likelihood of an increase in displacement is quantified in a probabilistic sense. A full matrix of response simulations are performed to individually investigate and delineate the effects of inter-structure gap-ratio, period ratios, structural non-linearity and impact elasticity. Column inelasticity is incorporated through the use of a Ramberg-Osgood type hysteresis rule. The minimum normalized distance, or gap-ratio, required between two structures to ensure that the likelihood of increased displacement of more than 10% for either structure for 90% of the given earthquake ground motions is assessed as one of many possible design risk bounds. Increased gap ratio, defined as a percentage of spectral displacement, is shown to reduce the likelihood of impact, as well as close structural periods. Larger differences in the relative periods of the two structures were seen to significantly increase the likelihood of impact. Inclusion of column inelasticity and higher plasticity of impact reduce displacement increases from impact and thus possible further damage to the structures. Such information can be used as a guideline to manage undesirable effects of impact in design - a factor that has been observed to be very important during the recent Canterbury, New Zealand Earthquakes.
The extent of liquefaction in the eastern suburbs of Christchurch (Aranui, Bexley, Avonside, Avonhead and Dallington) from the February 22 2011 Earthquake resulted in extensive damage to in-ground waste water pipe systems. This caused a huge demand for portable toilets (or port-a-loos) and companies were importing them from outside Canterbury and in some instances from Australia. However, because they were deemed “assets of importance” under legislation, their allocation had to be coordinated by Civil Defence and Emergency Management (CDEM). Consequently, companies supplying them had to ignore requests from residents, businesses and rest homes; and commitments to large events outside of the city such as the Hamilton 400 V8 Supercars and the Pasifika Festival in Auckland were impacted. Frustrations started to show as neighbourhoods questioned the equity of the port-a-loos distribution. The Prime Minister was reported as reassuring citizens in the eastern suburbs in the first week of March that1 “a report about the distribution of port-a-loos and chemical toilets shows allocation has been fair. Key said he has asked Civil Defence about the distribution process and where the toilets been sent. He said there aren’t enough for the scale of the event but that is quickly being rectified and the need for toilets is being reassessed all the time.” Nonetheless, there still remained a deep sense of frustration and exclusion over the equity of the port-a-loos distribution. This study took the simple approach of mapping where those port-a-loos were on 11-12 March for several areas in the eastern suburbs and this suggested that their distribution was not equitable and was not well done. It reviews the predictive tools available for estimating damage to waste water pipes and asks the question could this situation have been better planned so that pot-a-loo locations could have been better prioritised? And finally it reviews the integral roles of communication and monitoring as part of disaster management strategy. The impression from this study is that other New Zealand urban centres could or would also be at risk and that work is need to developed more rational management approaches for disaster planning.
New Zealand's devastating Canterbury earthquakes provided an opportunity to examine the efficacy of existing regulations and policies relevant to seismic strengthening of vulnerable buildings. The mixed-methods approach adopted, comprising both qualitative and quantitative approaches, revealed that some of the provisions in these regulations pose as constraints to appropriate strengthening of earthquake-prone buildings. Those provisions include the current seismic design philosophy, lack of mandatory disclosure of seismic risks and ineffective timeframes for strengthening vulnerable buildings. Recommendations arising from these research findings and implications for pre-disaster mitigation for future earthquake and Canterbury's post-disaster reconstruction suggest: (1) a reappraisal of the requirements for earthquake engineering design and construction, (2) a review and realignment of all regulatory frameworks relevant to earthquake risk mitigation, and (3) the need to develop a national programme necessary to achieve consistent mitigation efforts across the country. These recommendations are important in order to present a robust framework where New Zealand communities such as Christchurch can gradually recover after a major earthquake disaster, while planning for pre-disaster mitigation against future earthquakes. This report to RCP Ltd and University of Canterbury summarises the findings of a 5 month secondment to the CERA Port Hills Land Clearance Team. Improvement strategies were initiated and observed. The Port Hills Land Clearance Programme is the undertaking of the demolition of all built structures from the Crown’s compulsory acquired 714 residential red zoned properties. These properties are zoned red due to an elevated life risk as a result of geotechnical land uncertainty following the 2011 Canterbury Earthquakes.
This paper presents the probabilistic seismic performance and loss assessment of an actual bridge– foundation–soil system, the Fitzgerald Avenue twin bridges in Christchurch, New Zealand. A two-dimensional finite element model of the longitudinal direction of the system is modelled using advanced soil and structural constitutive models. Ground motions at multiple levels of intensity are selected based on the seismic hazard deaggregation at the site. Based on rigorous examination of several deterministic analyses, engineering demand parameters (EDP’s), which capture the global and local demand, and consequent damage to the bridge and foundation are determined. A probabilistic seismic loss assessment of the structure considering both direct repair and loss of functionality consequences was performed to holistically assess the seismi risk of the system. It was found that the non-horizontal stratification of the soils, liquefaction, and soil–structure interaction had pronounced effects on the seismic demand distribution of the bridge components, of which the north abutment piles and central pier were critical in the systems seismic performance. The consequences due to loss of functionality of the bridge during repair were significantly larger than the direct repair costs, with over a 2% in 50 year probability of the total loss exceeding twice the book-value of the structure.
In the last century, seismic design has undergone significant advancements. Starting from the initial concept of designing structures to perform elastically during an earthquake, the modern seismic design philosophy allows structures to respond to ground excitations in an inelastic manner, thereby allowing damage in earthquakes that are significantly less intense than the largest possible ground motion at the site of the structure. Current performance-based multi-objective seismic design methods aim to ensure life-safety in large and rare earthquakes, and to limit structural damage in frequent and moderate earthquakes. As a result, not many recently built buildings have collapsed and very few people have been killed in 21st century buildings even in large earthquakes. Nevertheless, the financial losses to the community arising from damage and downtime in these earthquakes have been unacceptably high (for example; reported to be in excess of 40 billion dollars in the recent Canterbury earthquakes). In the aftermath of the huge financial losses incurred in recent earthquakes, public has unabashedly shown their dissatisfaction over the seismic performance of the built infrastructure. As the current capacity design based seismic design approach relies on inelastic response (i.e. ductility) in pre-identified plastic hinges, it encourages structures to damage (and inadvertently to incur loss in the form of repair and downtime). It has now been widely accepted that while designing ductile structural systems according to the modern seismic design concept can largely ensure life-safety during earthquakes, this also causes buildings to undergo substantial damage (and significant financial loss) in moderate earthquakes. In a quest to match the seismic design objectives with public expectations, researchers are exploring how financial loss can be brought into the decision making process of seismic design. This has facilitated conceptual development of loss optimisation seismic design (LOSD), which involves estimating likely financial losses in design level earthquakes and comparing against acceptable levels of loss to make design decisions (Dhakal 2010a). Adoption of loss based approach in seismic design standards will be a big paradigm shift in earthquake engineering, but it is still a long term dream as the quantification of the interrelationships between earthquake intensity, engineering demand parameters, damage measures, and different forms of losses for different types of buildings (and more importantly the simplification of the interrelationship into design friendly forms) will require a long time. Dissecting the cost of modern buildings suggests that the structural components constitute only a minor portion of the total building cost (Taghavi and Miranda 2003). Moreover, recent research on seismic loss assessment has shown that the damage to non-structural elements and building contents contribute dominantly to the total building loss (Bradley et. al. 2009). In an earthquake, buildings can incur losses of three different forms (damage, downtime, and death/injury commonly referred as 3Ds); but all three forms of seismic loss can be expressed in terms of dollars. It is also obvious that the latter two loss forms (i.e. downtime and death/injury) are related to the extent of damage; which, in a building, will not just be constrained to the load bearing (i.e. structural) elements. As observed in recent earthquakes, even the secondary building components (such as ceilings, partitions, facades, windows parapets, chimneys, canopies) and contents can undergo substantial damage, which can lead to all three forms of loss (Dhakal 2010b). Hence, if financial losses are to be minimised during earthquakes, not only the structural systems, but also the non-structural elements (such as partitions, ceilings, glazing, windows etc.) should be designed for earthquake resistance, and valuable contents should be protected against damage during earthquakes. Several innovative building technologies have been (and are being) developed to reduce building damage during earthquakes (Buchanan et. al. 2011). Most of these developments are aimed at reducing damage to the buildings’ structural systems without due attention to their effects on non-structural systems and building contents. For example, the PRESSS system or Damage Avoidance Design concept aims to enable a building’s structural system to meet the required displacement demand by rocking without the structural elements having to deform inelastically; thereby avoiding damage to these elements. However, as this concept does not necessarily reduce the interstory drift or floor acceleration demands, the damage to non-structural elements and contents can still be high. Similarly, the concept of externally bracing/damping building frames reduces the drift demand (and consequently reduces the structural damage and drift sensitive non-structural damage). Nevertheless, the acceleration sensitive non-structural elements and contents will still be very vulnerable to damage as the floor accelerations are not reduced (arguably increased). Therefore, these concepts may not be able to substantially reduce the total financial losses in all types of buildings. Among the emerging building technologies, base isolation looks very promising as it seems to reduce both inter-storey drifts and floor accelerations, thereby reducing the damage to the structural/non-structural components of a building and its contents. Undoubtedly, a base isolated building will incur substantially reduced loss of all three forms (dollars, downtime, death/injury), even during severe earthquakes. However, base isolating a building or applying any other beneficial technology may incur additional initial costs. In order to provide incentives for builders/owners to adopt these loss-minimising technologies, real-estate and insurance industries will have to acknowledge the reduced risk posed by (and enhanced resilience of) such buildings in setting their rental/sale prices and insurance premiums.
Christchurch City Council (Council) is undertaking the Land Drainage Recovery Programme in order to assess the effects of the earthquakes on flood risk to Christchurch. In the course of these investigations it has become better understood that floodplain management should be considered in a multi natural hazards context. Council have therefore engaged the Jacobs, Beca, University of Canterbury, and HR Wallingford project team to investigate the multihazards in eastern areas of Christchurch and develop flood management options which also consider other natural hazards in that context (i.e. how other hazards contribute to flooding both through temporal and spatial coincidence). The study has three stages: Stage 1 Gap Analysis – assessment of information known, identification of gaps and studies required to fill the gaps. Stage 2 Hazard Studies – a gap filling stage with the studies identified in Stage 1. Stage 3 Collating, Optioneering and Reporting – development of options to manage flood risk. This present report is to document findings of Stage 1 and recommends the studies that should be completed for Stage 2. It has also been important to consider how Stage 3 would be delivered and the gaps are prioritised to provide for this. The level of information available and hazards to consider is extensive; requiring this report to be made up of five parts each identifying individual gaps. A process of identifying information for individual hazards in Christchurch has been undertaken and documented (Part 1) followed by assessing the spatial co-location (Part 2) and probabilistic presence of multi hazards using available information. Part 3 considers multi hazard presence both as a temporal coincidence (e.g. an earthquake and flood occurring at one time) and as a cascade sequence (e.g. earthquake followed by a flood at some point in the future). Council have already undertaken a number of options studies for managing flood risk and these are documented in Part 4. Finally Part 5 provides the Gap Analysis Summary and Recommendations to Council. The key findings of Stage 1 gap analysis are: - The spatial analysis showed eastern Christchurch has a large number of hazards present with only 20% of the study area not being affected by any of the hazards mapped. Over 20% of the study area is exposed to four or more hazards at the frequencies and data available. - The majority of the Residential Red Zone is strongly exposed to multiple hazards, with 86% of the area being exposed to 4 or more hazards, and 24% being exposed to 6 or more hazards. - A wide number of gaps are present; however, prioritisation needs to consider the level of benefit and risks associated with not undertaking the studies. In light of this 10 studies ranging in scale are recommended to be done for the project team to complete the present scope of Stage 3. - Stage 3 will need to consider a number of engineering options to address hazards and compare with policy options; however, Council have not established a consistent policy on managed retreat that can be applied for equal comparison; without which substantial assumptions are required. We recommend Council undertake a study to define a managed retreat framework as an option for the city. - In undertaking Stage 1 with floodplain management as the focal point in a multi hazards context we have identified that Stage 3 requires consideration of options in the context of economics, implementation and residual risk. Presently the scope of work will provide a level of definition for floodplain options; however, this will not be at equal levels of detail for other hazard management options. Therefore, we recommend Council considers undertaking other studies with those key hazards (e.g. Coastal Hazards) as a focal point and identifies the engineering options to address such hazards. Doing so will provide equal levels of information for Council to make an informed and defendable decision on which options are progressed following Stage 3.
This project was initiated by ENGEO Limited and KiwiRail Holdings Limited to assess the stability of Slovens Creek Viaduct (specifically its western abutment) and a 3km section of rail corridor between Slovens Creek Viaduct and Avoca on the Midland Line (MDL). Commonly known as the scenic TranzAlpine rail journey (through Arthurs Pass National Park) the MDL connects Greymouth to Christchurch via Rolleston, where the MDL meets the Main South Line into Christchurch. The project area is approximately 40km southeast of Arthurs Pass Township, in the eastern extension of the Castle Hill Basin which is part of the Waimakariri Catchment and Canterbury Foothills. The field area is underlain by Rakaia Terrane, which is part of the Torlesse Composite Terrane forming the basement rock unit for the field area. Cretaceous-Tertiary rocks of the Castle Hill Basin overlie the basement strata and record a transgression-regression sequence, as well as mid-Oligocene submarine volcanism. The stratigraphic sequence in the Castle Hill Basin, and its eastern extension to Avoca, comprises two formations of the Eyre group, the older Broken River Formation and the younger Iron Creek Formation. Deep marine Porter Group limestones, marls, and tuffs of Oligocene age succeed the Iron Creek Formation of the Eyre Group, and probably records the maximum of the transgression. The Enys Formation lies disconformably on the Porter Group and is overlain unconformably by Late Pleistocene glacifluvial and glacial deposits. The Tertiary strata in the Slovens-Avoca rail corridor are weak, and the clay-rich tuff derived from mid-Oligocene volcanism is particularly prone to slaking. Extensive mapping carried out for this project has identified that some 90 percent of the surface along the length of the Slovens-Avoca corridor has been subject to mass movement. The landslides of the Slovens-Avoca rail corridor are clearly younger than the Last Glaciation, and Slovens Creek has been downcutting, with associated faulting and uplift, to form the present day geomorphology of the rail corridor. Deep-seated landslides in the rail corridor extend to Slovens Creek, locally deflecting the stream course, and a generic ground failure model for the rail corridor has been developed. Exploratory geotechnical investigations, including core drilling, installation of an inclinometer and a piezometer, enabled the construction of a simple ground model and cross section for the Slovens Creek Viaduct western abutment. Limit-equilibrium and pseudo-static slope stability analyses using both circular and block critical slip surface search methods were applied to the ground model for the western abutment of Slovens Creek Viaduct. Piezometric and strength data obtained during laboratory testing of core material have been used to constrain the western abutment stability assessment for one representative section line (C-C’). Prior to pseudo-static sensitivity analyses peak ground acceleration (PGA) for various Ultimate Limit State (ULS) design return periods, defined by an equation given in NZS1170.5:2004, were calculated and have been used as a calibration technique to find and compare specific PGA values for pseudo-static analyses in the Slovens Creek Viaduct area. The main purpose has been to provide an indication of how railway infrastructure could be affected by seismic events of various return periods defined by ULS design standards for the area. Limit equilibrium circular slip surface search methods, both grid search and auto refine search, indicated the slope is stable with a FoS greater than 1.0 returned from each, although one particular surface returned the lowest FoS in each. This surface is in the lower portion of the slope, adjacent to Slovens Stream and northeast of the MDL. As expected, pseudo-static analyses returned a lower FoS overall when compared to limit equilibrium analyses. The PGA analyses suggest that partial ground failure at the Slovens Creek Viaduct western abutment could occur in a 1 in 25-year return period event within materials on the slower slope beyond the immediate rail corridor. A ULS (1 in 500-year) event in the Slovens Creek Viaduct area would likely produce a PGA of ~0.9g, and the effects on the western abutment and rail infrastructure would most likely be catastrophic. Observed ground conditions for the western abutment of the Slovens Creek Viaduct suggest there is no movement within the landslide at depth within the monitoring timeframe of this project (22 May 2015 – 4 August 2015). Slope stability monitoring is recommended to be continued in two parts: (1) the inclinometer in BH1 is to be monitored on a six monthly basis for one year following completion of this thesis, and then annually unless ground movements become evident; and (2) surface movement monitoring should be installed using a fixed datum on the stable eastern abutment. Long-term stability management strategies for the Slovens Creek Viaduct western abutment are dependent upon future observed changes and ongoing monitoring. Hazard and risk assessment using the KiwiRail Qualitative Risk Assessment Framework (QRA) is recommended, and if slope stability becomes problematic for operation of the Midland Line consideration should be given to deep slope drainage. In the event of a large magnitude or high PGA earthquake all monitoring should be reviewed.
Many buildings with relatively low damage from the 2010-2011 Canterbury were deemed uneconomic to repair and were replaced [1,2]. Factors that affected commercial building owners’ decisions to replace rather than repair, included capital availability, uncertainty with regards to regional recovery, local market conditions and ability to generate cash flow, and repair delays due to limited property access (cordon). This poster provides a framework for modeling decision-making in a case where repair is feasible but replacement might offer greater economic value – a situation not currently modeled in engineering risk analysis.
Depending on their nature and severity, disasters can create large volumes of debris and waste. Waste volumes from a single event can be the equivalent of many times the annual waste generation rate of the affected community. These volumes can overwhelm existing solid waste management facilities and personnel. Mismanagement of disaster waste can affect both the response and long term recovery of a disaster affected area. Previous research into disaster waste management has been either context specific or event specific, making it difficult to transfer lessons from one disaster event to another. The aim of this research is to develop a systems understanding of disaster waste management and in turn develop context- and disaster-transferrable decision-making guidance for emergency and waste managers. To research this complex and multi-disciplinary problem, a multi-hazard, multi-context, multi-case study approach was adopted. The research focussed on five major disaster events: 2011 Christchurch earthquake, 2009 Victorian Bushfires, 2009 Samoan tsunami, 2009 L’Aquila earthquake and 2005 Hurricane Katrina. The first stage of the analysis involved the development of a set of ‘disaster & disaster waste’ impact indicators. The indicators demonstrate a method by which disaster managers, planners and researchers can simplify the very large spectra of possible disaster impacts, into some key decision-drivers which will likely influence post-disaster management requirements. The second stage of the research was to develop a set of criteria to represent the desirable environmental, economic, social and recovery effects of a successful disaster waste management system. These criteria were used to assess the effectiveness of the disaster waste management approaches for the case studies. The third stage of the research was the cross-case analysis. Six main elements of disaster waste management systems were identified and analysed. These were: strategic management, funding mechanisms, operational management, environmental and human health risk management, and legislation and regulation. Within each of these system elements, key decision-making guidance (linked to the ‘disaster & disaster waste’ indicators) and management principles were developed. The ‘disaster & disaster waste’ impact indicators, the effects assessment criteria and management principles have all been developed so that they can be practically applied to disaster waste management planning and response in the future.
Territorial authorities in New Zealand are responding to regulatory and market forces in the wake of the 2011 Christchurch earthquake to assess and retrofit buildings determined to be particularly vulnerable to earthquakes. Pending legislation may shorten the permissible timeframes on such seismic improvement programmes, but Auckland Council’s Property Department is already engaging in a proactive effort to assess its portfolio of approximately 3500 buildings, prioritise these assets for retrofit, and forecast construction costs for improvements. Within the programme structure, the following varied and often competing factors must be accommodated: * The council’s legal, fiscal, and ethical obligations to the people of Auckland per building regulations, health and safety protocols, and economic growth and urban development planning strategies; * The council’s functional priorities for service delivery; * Varied and numerous stakeholders across the largest territorial region in New Zealand in both population and landmass; * Heritage preservation and community and cultural values; and * Auckland’s prominent economic role in New Zealand’s economy which requires Auckland’s continued economic production post-disaster. Identifying those buildings most at risk to an earthquake in such a large and varied portfolio has warranted a rapid field assessment programme supplemented by strategically chosen detailed assessments. Furthermore, Auckland Council will benefit greatly in time and resources by choosing retrofit solutions, techniques, and technologies applicable to a large number of buildings with similar configurations and materials. From a research perspective, the number and variety of buildings within the council’s property portfolio will provide valuable data for risk modellers on building typologies in Auckland, which are expected to be fairly representative of the New Zealand building stock as a whole.
The 2010-2011 Canterbury earthquake sequence, and the resulting extensive data sets on damaged buildings that have been collected, provide a unique opportunity to exercise and evaluate previously published seismic performance assessment procedures. This poster provides an overview of the authors’ methodology to perform evaluations with two such assessment procedures, namely the P-58 guidelines and the REDi Rating System. P-58, produced by the Federal Emergency Management Agency (FEMA) in the United States, aims to facilitate risk assessment and decision-making by quantifying earthquake ground shaking, structural demands, component damage and resulting consequences in a logical framework. The REDi framework, developed by the engineering firm ARUP, aids stakeholders in implementing resilience-based earthquake design. Preliminary results from the evaluations are presented. These have the potential to provide insights on the ability of the assessment procedures to predict impacts using “real-world” data. However, further work remains to critically analyse these results and to broaden the scope of buildings studied and of impacts predicted.
The susceptibility of precast hollow-core floors to sustain critical damage during an earthquake is now well-recognized throughout the structural engineering community in New Zealand. The lack of shear reinforcement in these floor units is one of the primary reasons causing issues with the seismic performance of these floors. Recent research has revealed that the unreinforced webs of these floor units can crack at drift demands as low as 0.6%. Such observation indicates that potentially many of the existing building stock incorporating hollow-core flooring systems in cities of relatively high seismic activity (e.g. Wellington and Christchurch) that probably have already experienced a level of shaking higher than 0.6% drift in previous earthquakes might already have their floor units cracked. However, there is little information available to reliably quantify the residual gravity load-carrying capacity of cracked hollow-core floor units, highlighting the need to understand the post-cracking behavior of hollow-core floor units to better quantify the extent of the risk that cracked hollow-core floor units pose.
Structural engineering is facing an extraordinarily challenging era. These challenges are driven by the increasing expectations of modern society to provide low-cost, architecturally appealing structures which can withstand large earthquakes. However, being able to avoid collapse in a large earthquake is no longer enough. A building must now be able to withstand a major seismic event with negligible damage so that it is immediately occupiable following such an event. As recent earthquakes have shown, the economic consequences of not achieving this level of performance are not acceptable. Technological solutions for low-damage structural systems are emerging. However, the goal of developing a low-damage building requires improving the performance of both the structural skeleton and the non-structural components. These non-structural components include items such as the claddings, partitions, ceilings and contents. Previous research has shown that damage to such items contributes a disproportionate amount to the overall economic losses in an earthquake. One such non-structural element that has a history of poor performance is the external cladding system, and this forms the focus of this research. Cladding systems are invariably complicated and provide a number of architectural functions. Therefore, it is important than when seeking to improve their seismic performance that these functions are not neglected. The seismic vulnerability of cladding systems are determined in this research through a desktop background study, literature review, and postearthquake reconnaissance survey of their performance in the 2010 – 2011 Canterbury earthquake sequence. This study identified that precast concrete claddings present a significant life-safety risk to pedestrians, and that the effect they have upon the primary structure is not well understood. The main objective of this research is consequently to better understand the performance of precast concrete cladding systems in earthquakes. This is achieved through an experimental campaign and numerical modelling of a range of precast concrete cladding systems. The experimental campaign consists of uni-directional, quasi static cyclic earthquake simulation on a test frame which represents a single-storey, single-bay portion of a reinforced concrete building. The test frame is clad with various precast concrete cladding panel configurations. A major focus is placed upon the influence the connection between the cladding panel and structural frame has upon seismic performance. A combination of experimental component testing, finite element modelling and analytical derivation is used to develop cladding models of the cladding systems investigated. The cyclic responses of the models are compared with the experimental data to evaluate their accuracy and validity. The comparison shows that the cladding models developed provide an excellent representation of real-world cladding behaviour. The cladding models are subsequently applied to a ten-storey case-study building. The expected seismic performance is examined with and without the cladding taken into consideration. The numerical analyses of the case-study building include modal analyses, nonlinear adaptive pushover analyses, and non-linear dynamic seismic response (time history) analyses to different levels of seismic hazard. The clad frame models are compared to the bare frame model to investigate the effect the cladding has upon the structural behaviour. Both the structural performance and cladding performance are also assessed using qualitative damage states. The results show a poor performance of precast concrete cladding systems is expected when traditional connection typologies are used. This result confirms the misalignment of structural and cladding damage observed in recent earthquake events. Consequently, this research explores the potential of an innovative cladding connection. The outcomes from this research shows that the innovative cladding connection proposed here is able to achieve low-damage performance whilst also being cost comparable to a traditional cladding connection. It is also theoretically possible that the connection can provide a positive value to the seismic performance of the structure by adding addition strength, stiffness and damping. Finally, the losses associated with both the traditional and innovative cladding systems are compared in terms of tangible outcomes, namely: repair costs, repair time and casualties. The results confirm that the use of innovative cladding technology can substantially reduce the overall losses that result from cladding damage.
Timber has experienced renewed interests as a sustainable building material in recent times. Although traditionally it has been the prime choice for residential construction in New Zealand and some other parts of the world, its use can be increased significantly in the future through a wider range of applications, particularly when adopting engineered wood material, Research has been started on the development of innovative solutions for multi-storey non-residential timber buildings in recent years and this study is part of that initiative. Application of timber in commercial and office spaces posed some challenges with requirements of large column-free spaces. The current construction practice with timber is not properly suited for structures with the aforementioned required characteristics and new type of structures has to be developed for this type of applications. Any new structural system has to have adequate capacity for carry the gravity and lateral loads due to occupancy and the environmental effects. Along with wind loading, one of the major sources of lateral loads is earthquakes. New Zealand, being located in a seismically active region, has significant risk of earthquake hazard specially in the central region of the country and any structure has be designed for the seismic loading appropriate for the locality. There have been some significant developments in precast concrete in terms of solutions for earthquake resistant structures in the last decade. The “Hybrid” concept combining post-tensioning and energy dissipating elements with structural members has been introduced in the late 1990s by the precast concrete industry to achieve moment-resistant connections based on dry jointed ductile connections. Recent research at the University of Canterbury has shown that the concept can be adopted for timber for similar applications. Hybrid timber frames using post-tensioned beams and dissipaters have the potential to allow longer spans and smaller cross sections than other forms of solid timber frames. Buildings with post-tensioned frames and walls can have larger column-free spaces which is a particular advantage for non-residential applications. While other researchers are focusing on whole structural systems, this research concentrated on the analysis and design of individual members and connections between members or between member and foundation. This thesis extends existing knowledge on the seismic behaviour and response of post-tensioned single walls, columns under uni-direction loads and small scale beam-column joint connections into the response and design of post-tensioned coupled walls, columns under bi-directional loading and full-scale beam-column joints, as well as to generate further insight into practical applications of the design concept for subassemblies. Extensive experimental investigation of walls, column and beam-column joints provided valuable confirmation of the satisfactory performance of these systems. In general, they all exhibited almost complete re-centering capacity and significant energy dissipation, without resulting into structural damage. The different configurations tested also demonstrated the flexibility in design and possibilities for applications in practical structures. Based on the experimental results, numerical models were developed and refined from previous literature in precast concrete jointed ductile connections to predict the behaviour of post-tensioned timber subassemblies. The calibrated models also suggest the values of relevant parameters for applications in further analysis and design. Section analyses involving those parameters are performed to develop procedures to calculate moment capacities of the subassemblies. The typical features and geometric configurations the different types of subassemblies are similar with the only major difference in the connection interfaces. With adoption of appropriate values representing the corresponding connection interface and incorporation of the details of geometry and configurations, moment capacities of all the subassemblies can be calculated with the same scheme. That is found to be true for both post-tensioned-only and hybrid specimens and also applied for both uni-directional and bi-directional loading. The common section analysis and moment capacity calculation procedure is applied in the general design approach for subassemblies.
Natural catastrophes are increasing worldwide. They are becoming more frequent but also more severe and impactful on our built environment leading to extensive damage and losses. Earthquake events account for the smallest part of natural events; nevertheless seismic damage led to the most fatalities and significant losses over the period 1981-2016 (Munich Re). Damage prediction is helpful for emergency management and the development of earthquake risk mitigation projects. Recent design efforts focused on the application of performance-based design engineering where damage estimation methodologies use fragility and vulnerability functions. However, the approach does not explicitly specify the essential criteria leading to economic losses. There is thus a need for an improved methodology that finds the critical building elements related to significant losses. The here presented methodology uses data science techniques to identify key building features that contribute to the bulk of losses. It uses empirical data collected on site during earthquake reconnaissance mission to train a machine learning model that can further be used for the estimation of building damage post-earthquake. The first model is developed for Christchurch. Empirical building damage data from the 2010-2011 earthquake events is analysed to find the building features that contributed the most to damage. Once processed, the data is used to train a machine-learning model that can be applied to estimate losses in future earthquake events.
Geosynthetic reinforced soil (GRS) walls involve the use of geosynthetic reinforcement (polymer material) within the retained backfill, forming a reinforced soil block where transmission of overturning and sliding forces on the wall to the backfill occurs. Key advantages of GRS systems include the reduced need for large foundations, cost reduction (up to 50%), lower environmental costs, faster construction and significantly improved seismic performance as observed in previous earthquakes. Design methods in New Zealand have not been well established and as a result, GRS structures do not have a uniform level of seismic and static resistance; hence involve different risks of failure. Further research is required to better understand the seismic behaviour of GRS structures to advance design practices. The experimental study of this research involved a series of twelve 1-g shake table tests on reduced-scale (1:5) GRS wall models using the University of Canterbury shake-table. The seismic excitation of the models was unidirectional sinusoidal input motion with a predominant frequency of 5Hz and 10s duration. Seismic excitation of the model commenced at an acceleration amplitude level of 0.1g and was incrementally increased by 0.1g in subsequent excitation levels up to failure (excessive displacement of the wall panel). The wall models were 900mm high with a full-height rigid facing panel and five layers of Microgird reinforcement (reinforcement spacing of 150mm). The wall panel toe was founded on a rigid foundation and was free to slide. The backfill deposit was constructed from dry Albany sand to a backfill relative density, Dr = 85% or 50% through model vibration. The influence of GRS wall parameters such as reinforcement length and layout, backfill density and application of a 3kPa surcharge on the backfill surface was investigated in the testing sequence. Through extensive instrumentation of the wall models, the wall facing displacements, backfill accelerations, earth pressures and reinforcement loads were recorded at the varying levels of model excitation. Additionally, backfill deformation was also measured through high-speed imaging and Geotechnical Particle Image Velocimetry (GeoPIV) analysis. The GeoPIV analysis enabled the identification of the evolution of shear strains and volumetric strains within the backfill at low strain levels before failure of the wall thus allowing interpretations to be made regarding the strain development and shear band progression within the retained backfill. Rotation about the wall toe was the predominant failure mechanism in all excitation level with sliding only significant in the last two excitation levels, resulting in a bi-linear displacement acceleration curve. An increase in acceleration amplification with increasing excitation was observed with amplification factors of up to 1.5 recorded. Maximum seismic and static horizontal earth pressures were recorded at failure and were recorded at the wall toe. The highest reinforcement load was recorded at the lowest (deepest in the backfill) reinforcement layer with a decrease in peak load observed at failure, possibly due to pullout failure of the reinforcement layer. Conversely, peak reinforcement load was recorded at failure for the top reinforcement layer. The staggered reinforcement models exhibited greater wall stability than the uniform reinforcement models of L/H=0.75. However, similar critical accelerations were determined for the two wall models due to the coarseness of excitation level increments of 0.1g. The extended top reinforcements were found to restrict the rotational component of displacement and prevented the development of a preliminary shear band at the middle reinforcement layer, contributing positively to wall stability. Lower acceleration amplification factors were determined for the longer uniform reinforcement length models due to reduced model deformation. A greater distribution of reinforcement load towards the top two extended reinforcement layers was also observed in the staggered wall models. An increase in model backfill density was observed to result in greater wall stability than an increase in uniform reinforcement length. Greater acceleration amplification was observed in looser backfill models due to their lower model stiffness. Due to greater confinement of the reinforcement layers, greater reinforcement loads were developed in higher density wall models with less wall movement required to engage the reinforcement layers and mobilise their resistance. The application of surcharge on the backfill was observed to initially increase the wall stability due to greater normal stresses within the backfill but at greater excitation levels, the surcharge contribution to wall destabilising inertial forces outweighs its contribution to wall stability. As a result, no clear influence of surcharge on the critical acceleration of the wall models was observed. Lower acceleration amplification factors were observed for the surcharged models as the surcharge acts as a damper during excitation. The application of the surcharge also increases the magnitude of reinforcement load developed due to greater confinement and increased wall destabilising forces. The rotation of the wall panel resulted in the progressive development of shears surface with depth that extended from the backfill surface to the ends of the reinforcement (edge of the reinforced soil block). The resultant failure plane would have extended from the backfill surface to the lowest reinforcement layer before developing at the toe of the wall, forming a two-wedge failure mechanism. This is confirmed by development of failure planes at the lowest reinforcement layer (deepest with the backfill) and at the wall toe observed at the critical acceleration level. Key observations of the effect of different wall parameters from the GeoPIV results are found to be in good agreement with conclusions developed from the other forms of instrumentation. Further research is required to achieve the goal of developing seismic guidelines for GRS walls in geotechnical structures in New Zealand. This includes developing and testing wall models with a different facing type (segmental or wrap-around facing), load cell instrumentation of all reinforcement layers, dynamic loading on the wall panel and the use of local soils as the backfill material. Lastly, the limitations of the experimental procedure and wall models should be understood.
