Paper No.37A three dimensional approximately half scale experimental subassemblage is currently being tested at the University of Canterbury to investigate the effect of precast-prestressed floor units, which do not span past the internal columns, on the seismic performance of reinforced concrete moment resisting frames. This paper reports the preliminary results from the test, with the focus on elongation within the plastic hinges and strength enhancement in the frames. The preliminary results have shown that elongation between the external and internal plastic hinges varies by more than two fold. With the addition of the prestressed floor units, the strength of the moment resisting frame used in the test was found to be 25% higher than the current code specified value. In other situations, particularly where there are more than 2 bays in a moment resisting frame, greater strength enhancement may be expected. Any underestimation of beam strength is undesirable as it may result in the development of nonductile failure modes in a major earthquake.

Rising disaster losses, growth in global migration, migrant labour trends, and increasingly diverse populations have serious implications for disaster resilience around the world. These issues are of particular concern in New Zealand, which is highly exposed to disaster risk and has the highest proportion of migrant workers to national population in the OECD. Since there has been no research conducted into this issue in New Zealand to date, greater understanding of the social capital used by migrant workers in specific New Zealand contexts is needed to inform more targeted and inclusive disaster risk management approaches. A New Zealand case study is used to investigate the extent and types of social capital and levels of disaster risk awareness reported by members of three Filipino migrant workers organisations catering to dairy farm, construction and aged care workers in different urban and rural Canterbury districts. Findings from (3) semi-structured interviews and (3) focus groups include consistently high reliance on bonding capital and low levels of bridging capital across all three organisations and industry sectors, and in both urban and rural contexts. The transitory, precarious residential status conveyed by temporary work visas, and the difficulty of building bridging capital with host communities has contributed to this heavy reliance on bonding capital. Social media was essential to connect workers with family and friends in other countries, while Filipino migrant workers organisations provided members with valuable access to industry and district-specific networks of other Filipino migrant workers. Linking capital varied between the three organisations, with members of the organisation set up to advocate for dairy farm workers reporting the highest levels of linking capital. Factors influencing the capacity of workers organisations to develop linking capital appeared to include motivation (establishment objectives), length of time since establishment, support from government and industry groups, urban-rural context, income levels and gender. Although aware of publicity around earthquake and tsunami risk in the Canterbury region, participants were less aware of flood risk, and expressed fatalistic attitudes to disaster risk. Workers organisations offer a valuable potential interface between CDEM Group activities and migrant worker communities, since organisation leaders were interested in accessing government support to participate (with and on behalf of members) in disaster risk planning at district and regional level. With the potential to increase disaster resilience among these vulnerable, hard to reach communities, such participation could also help to build capacity across workers organisations (within Canterbury and across the country) to develop linking capital at national, as well as regional level. However, these links will also depend on greater government and industry commitment to providing more targeted and appropriate support for migrant workers, including consideration of the cultural qualifications of staff tasked with liaising with this community.

While it is well known that challenging and distressing events can negatively impact people’s psychological and physical state, increasingly researchers have investigated how challenging or stressful life circumstances can lead to the phenomenon of posttraumatic growth: positive psychological or life changes that can emerge from potentially traumatic events. Posttraumatic growth has been investigated primarily with people displaying varying levels of posttraumatic stress symptoms and other psychopathology due to theories suggesting that resilience would prohibit posttraumatic growth. Few studies have examined growth amongst resilient people. The current study examined posttraumatic growth in a sample of sixty psychologically healthy people who experienced the Canterbury earthquake sequence of 2010-2011. The current study is a follow-up study that used thematic analysis to explore: (1) Whether posttraumatic growth is evident nine years after the Canterbury earthquake sequence and approximately six years after baseline assessment; and (2) What themes may facilitate the posttraumatic growth process in psychologically healthy people. Data were collected using semi-structured interviews. Thematic analysis revealed four themes describing participants’ experiences of growth: New possibilities, reappraisal of life and priorities, positive changes in self-perception and closer more meaningful relationships. Themes describing posttraumatic growth provide evidence for research question one. Thematic analysis revealed three main themes and multiple subthemes that may facilitate the process of growth in psychologically healthy people: Hardship, optimistic positive appraisal and people helping people. Themes describing processes that may lead to growth provide evidence for research question two. Results of the current study provide insights about the experience of growth in psychologically healthy people and cognitive and psychosocial factors that may facilitate growth in resilient individuals.

This document reviews research-based understandings of the concept of resilience. A conceptual model is developed which identifies a number of the factors that influence individual and household resilience. Guided by the model, a series of recommendations are developed for practices that will support individual and household resilience in Canterbury in the aftermath of the 2010-2011 earthquakes.

This paper describes how, in the wake of the 22 February Canterbury earthquake, five teacher educators responded to crisis-driven changing demands and changing directions. Our narratives describe how blended learning provided students in initial teacher education programmes with some certainty and continuity during a time of civil emergency. The professional learning generated from our experiences provides valuable insights for designing and preparing for blended learning in times of crisis, as well as developing resilient blended learning programmes for the future.

This research examines a surprising partner in emergency management - a local community time bank. Specifically, we explain the role of the Lyttelton Time Bank in promoting community resiliency following the Canterbury earthquakes in 2010 and 2011. A time bank is a grassroots exchange system in which members trade services non-reciprocally. This exchange model assumes that everyone has tradable skills and all labour is equal in value. One hour of any labour earns a member one time bank hour, which can be used to purchase another member’s services. Before the earthquakes struck, the Lyttelton Time Bank (TB) had organised over 10% of the town’s residents and 18 local organisations. It was documenting, developing, and mobilising skills to solve individual and collective problems. This report examines the Lyttelton Time Bank and its’ role before, during, and after the earthquakes based on the analysis of over three and a half years of fieldwork, observations, interviews, focus groups, trading activity, and secondary data.

Natural disasters are increasingly disruptive events that affect livelihoods, organisations, and economies worldwide. Research has identified the impacts and responses of organisations to different types of natural disasters, and have outlined factors, such as industry sector, that are important to organisational vulnerability and resilience. One of the most costly types of natural disasters in recent years has been earthquakes, and yet to date, the majority of studies have focussed on the effects of earthquakes in urban areas, while rural organisational impact studies have primarily focused on the effects of meteorological and climatic driven hazards. As a result, the likely impacts of an earthquake on rural organisations in a developed context is unconstrained in the literature. In countries like New Zealand, which have major earthquakes and agricultural sectors that are significant contributors to the economy, it is important to know what impacts an earthquake event would have on the rural industries, and how these impacts compare to that of a more commonly analysed, high-frequency event. In September of 2010, rural organisations in Canterbury experienced the 4 September 2010 Mw 7.1 `Darfield' earthquake and the associated aftershocks, which came to be known as the Canterbury earth- quake sequence. The earthquake sequence caused intense ground shaking, creating widespread critical service outages, structural and non-structural damage to built infrastructure, as well as ground surface damage from ooding, liquefaction and surface rupture. Concurrently on September 18 2010, rural organisations in Southland experienced an unseasonably late snowstorm and cold weather snap that brought prolonged sub-zero temperatures, high winds and freezing rain, damaging structures in the City of Invercargill and causing widespread livestock losses and production decreases across the region. This thesis documents the effects of the Canterbury earthquake sequence and Southland snowstorm on farming and rural non-farming organisations, utilizing comparable methodologies to analyse rural organisational impacts, responses and recovery strategies to natural disasters. From the results, a short- term impact assessment methodology is developed for multiple disasters. Additionally, a regional asset repair cost estimation model is proposed for farming organisations following a major earthquake event, and the use of social capital in rural organisational recovery strategies following natural disasters is analysed.

There are many things that organisations of any size can do to prepare for a disaster or crisis. Traditionally, the advice given to business has focused on identifying risks, reducing their likely occurrence, and planning in advance how to respond. More recently, there is growing interest in the broader concept of organisational resilience which includes planning for crisis but also considers traits that lead to organisational adaptability and ability to thrive despite adverse circumstances. In this paper we examine the policy frameworks1 within New Zealand that influence the resilience of small and medium sized businesses (SMEs). The first part of the paper focuses on the New Zealand context, including the prevailing political and economic ideologies, the general nature of New Zealand SMEs and the nature of New Zealand’s hazard environment. The paper then goes on to outline the key policy frameworks in place relevant to SMEs and hazards. The final part of the paper examines the way the preexisting policy environment influenced the response of SMEs and Government following the Canterbury earthquakes.

On 4 September 2010, people in Canterbury were shaken from their beds by a major earthquake. This report tells the story of the University of Canterbury (UC), its staff and its students, as they rose to the many challenges presented by the earthquake. This report however, is intended to do more than just acknowledge their hard work and determination; it also critically reflects on the things that worked well and the aspects of the response that, in hindsight, could have been done better. Luckily major events such as this earthquake do not happen every day. UC has benefited from the many universities around the world that have shared their experiences of previous disasters. We hope that this report serves to pass forward the favour and enables others to benefit from the lessons that we have learnt from this event.

Individual responses to natural disasters are highly variable. The psychological and behavioural response trajectories of those who manage to cope well with adverse life events are in need of further investigation. Increased alcohol use is often observed in communities exposed to mass traumas, particularly among those exposed to severe levels of trauma, with males drinking more than females. The current study examined patterns of alcohol use and motivations for drinking among a sample of psychologically resilient individuals with varying levels of exposure to the Canterbury earthquakes (N = 91) using structured and semi-structured interviews and self-report measures. As hypothesised, there was a significant increase in alcohol consumption since the earthquakes began, and males reported significantly higher levels of pre-earthquake and current alcohol consumption than females. Contrary to expectations, there was no association between traumatic exposure severity and alcohol consumption. While participants reported anxiety-based coping motives for drinking at levels comparable to those reported by other studies, depression-based coping motives were significantly lower, providing partial support for the hypothesis that participants would report coping motives for drinking at levels comparable to those found by other researchers. No gender differences in drinking motives were found. As expected, current alcohol consumption was positively correlated with anxiety and depression-based coping motives for drinking. Psychological resilience was not significantly associated with alcohol use, however resilience was negatively associated with depression-based coping motives for drinking. These findings have inter-generational and international implications for post-traumatic intervention.

The Resilient Organisations Research Programme and the University of Canterbury are undertaking a longitudinal study to examine the resilience and recovery of organisations within the Canterbury region following the 4 September Canterbury earthquake. The preliminary data suggest the physical, economic and social effects of the earthquake were varied across industry sectors within Canterbury. These preliminary results catalogue organisations’ perceptions of the: - disruptions to their ability to do business - challenges faced in the aftermath of the earthquake - factors that have helped mitigate the effects of the earthquake - revenue changes and projections for the duration of this change - financing options for recovery

The 4 September, 22 February, and 13 June earthquakes experienced in Canterbury, New Zealand would have been significant events individually. Together they present a complex and unprecedented challenge for Canterbury and New Zealand. The repetitive and protracted nature of these events has caused widespread building and infrastructure damage, strained organisations’ financial and human resources and challenged insurer and investor confidence. The impact of the earthquakes was even more damaging coming in the wake of the worst worldwide recession since the great depression of the 1930s. However, where there is disruption there is also opportunity. Businesses and other organisations will drive the physical, economic and social recovery of Canterbury, which will be a dynamic and long-term undertaking. Ongoing monitoring of the impacts, challenges and developments during the recovery is critical to maintaining momentum and making effective mid-course adjustments. This report provides a synthesis of research carried out by the Resilient Organisations (ResOrgs) Research Programme1 at the University of Canterbury and Recover Canterbury in collaboration with Opus Central Laboratories (part of Opus International Consultants). The report includes discussions on the general state of the economy as well as data from three surveys (two conducted by ResOrgs and one by Recover Canterbury) on business impacts of the earthquakes, population movements and related economic recovery issues. The Canterbury earthquakes are unique in that the there have been a series of major earthquakes, each with their own subsequent aftershock pattern. These have extended from the first large earthquake in September 2010 to currently, at the time of writing, two years later. The last significant earthquake of over magnitude 5.0 on the Richter scale was in May on 2012, and the total number of aftershocks has exceeded 12,000. The consequences, in addition to the loss of life, significant injury and widespread damage, have been far reaching and long term, with detrimental effects and still uncertain effects for many. This provides unique challenges for individuals, communities, organisations and institutions within Canterbury. This document reviews research-based understandings of the concept of resilience. Following a disaster, an organisation’s ability to recover is influenced by its internal capacities, but also by the people, organisations, and places to which it is connected. Current approaches to organisational resilience tend to focus predominantly on an organization's internal capacities and do not adequately consider the place-based contexts and networks in which it is embedded. This thesis explores how organisations’ connections may both hinder and enable organisational resilience. Organisations in the Canterbury region of New Zealand experienced significant and repeated disruptions as a result of two major earthquakes and thousands of aftershocks throughout 2010 and 2011. This thesis draws upon 32 case studies of organisations located in three severely damaged town centres in Canterbury to assess the influence that organisations’ place-based connections and relational networks had on their post-earthquake trajectories. The research has four objectives: 1) to examine the ways organisations connected to their local contexts both before and after the earthquakes, 2) to explore the characteristics of the formal and informal networks organisations used to aid their response and recovery, 3) to identify the ways organisations’ connections to their local contexts and support networks influenced their ability to recover following the earthquakes, and finally, 4) to develop approaches to assess resilience that consider these extra-organisational connections. The thesis contests the fiction that organisations recover and adapt independently from their contexts following disasters. Although organisations have a set of internal capacities that enable their post-disaster recovery, they are embedded within external structures that constrain and enable their adaptive options following a disaster. An approach which considers organisations’ contexts and networks as potential sources of organisational resilience has both conceptual and practical value. Refining our understanding of the influence of extra-organisational connections can improve our ability to explain variability in organisational outcomes following disasters and foster new ways to develop and manage organisational resilience.

The purpose of this study is to analyse the felt earthquake impacts, resilience and recovery of organizations in Canterbury by comparing three business sectors (accommodation/food services, Education/Training and Manufacturing). A survey of the three sectors in 2013 of Canterbury organizations impacted by the earthquakes revealed significant differences between the three sectors on felt earthquake impacts and resilience. On recovery and mitigation factors, the accommodation/food services sector is not significantly different from the other two sectors. Overall, the survey results presented here indicate that the Accommodation/Food Services sector was the least impacted by the earthquakes in comparison to the Education/Training and Manufacturing sectors. Implications for post-disaster management and recovery of the accommodation sector are suggested.

Between September 2010 and February 2012 (a period of 18 months) the Canterbury region of New Zealand has experienced over 10,000 earthquakes (Nicholls, 2012). This report is the first in a series that will describe the impact of the Canterbury earthquake on businesses. This initial report gives a high level overview of the earthquake events and the impacts on the Canterbury economy and businesses. This report is intended to provide background and context for more in-depth analyses to come in future reports.

The Canterbury earthquakes of 2010-2012 have been generation shaping. People living and working in and around the city during this time have had their lives and social landscapes changed forever. The earthquake response, recovery and rebuild efforts have highlighted unheralded social strengths and vulnerabilities within individuals, organisations, communities and country writ large. It is imperative that the social sciences stand up to be counted amongst the myriad of academic research, commentary and analysis.

Following the 2010-2011 earthquakes in Canterbury, New Zealand, the University of Canterbury (UC) was faced with the need to respond to major challenges in its teaching and learning environment. With the recognition of education as a key component to the recovery of the Canterbury region, UC developed a plan for the transformation and renewal of the campus. Central to this renewal is human capital – graduates who are distinctly resilient and broadly skilled, owing in part to their living and rebuilding through a disaster. Six desired graduate attributes have been articulated through this process: knowledge and skills of a recognized subject, critical thinking skills, the ability to interpret information from a range of sources, the ability to self-direct learning, cultural competence, and the recognition of global connections through social, ethical, and environmental values. All of these attributes may readily be identified in undergraduate geoscience field education and graduate field-based studies, and this is particularly important to highlight in a climate where the logistical and financial requirements of fieldwork are becoming a barrier to its inclusion in undergraduate curricula. Fieldwork develops discipline-specific knowledge and skills and fosters independent and critical thought. It encourages students to recognize and elaborate upon relevant information, plan ways to solve complicated problems, execute and re-evaluate these plans. These decisions are largely made by the learners, who often direct their own field experience. The latter two key graduate attributes, cultural competence and global recognition of socio-environmental values, have been explicitly addressed in field education elsewhere and there is potential to do so within the New Zealand context. These concepts are inherent to the sense of place of geoscience undergraduates and are particularly important when the field experience is viewed through the lens of landscape heritage. This work highlights the need to understand how geoscience students interact with field places, with unique implications for their cultural and socio-environmental awareness as global citizens, as well as the influence that field pedagogy has on these factors.

The operation of telecommunication networks is critical during business as usual times, and becomes most vital in post-disaster scenarios, when the services are most needed for restoring other critical lifelines, due to inherent interdependencies, and for supporting emergency and relief management tasks. In spite of the recognized critical importance, the assessment of the seismic performance for the telecommunication infrastructure appears to be underrepresented in the literature. The FP6 QuakeCoRE project “Performance of the Telecommunication Network during the Canterbury Earthquake Sequence” will provide a critical contribution to bridge this gap. Thanks to an unprecedented collaboration between national and international researchers and highly experienced asset managers from Chorus, data and evidences on the physical and functional performance of the telecommunication network after the Canterbury Earthquakes 2010-2011 have been collected and collated. The data will be processed and interpreted aiming to reveal fragilities and resilience of the telecommunication networks to seismic events

Researchers have begun to explore the opportunity presented by blue-green infrastructure(a subset of nature-based solutions that provide blue and green space in urban infrastructure)as a response to the pressures of climate change. The 2010/2011 Canterbury earthquake sequence created a unique landscape within which there is opportunity to experiment with and invest in new solutions to climate change adaptation in urban centres. Constructed wetlands are an example of blue-green infrastructure that can potentially support resilience in urban communities. This research explores interactions between communities and constructed wetlands to understand how this may influence perceptions of community resilience. The regeneration of the Ōtākaro Avon River Corridor (OARC) provides a space to investigate these relationships. Seven stakeholders from the community, industry, and academia, each with experience in blue-green infrastructure in the OARC, participated in a series of semi-structured interviews. Each participant was given the opportunity to reflect on their perspectives of community, community resilience, and constructed wetlands and their interconnections. Interview questions aligned with the overarching research objectives to (1) understand perceptions around the role of wetlands in urban communities, (2) develop a definition for community resilience in the context of the Ōtākaro Avon community, and (3) reflect on how wetlands can contribute to (or detract from) community resilience. This study found that constructed wetlands can facilitate learning about the challenges and solutions needed to adapt to climate change. From the perspective of the community representatives, community resilience is linked to social capital. Strong social networks and a relationship with nature were emphasised as core components of a community’s ability to adapt to disruption. Constructed wetlands are therefore recognised as potentially contributing to community resilience by providing spaces for people to engage with each other and nature. Investment in constructed wetlands can support a wider response to climate change impacts. This research was undertaken with the support of the Ōtākaro Living Laboratory Trust, who are invested in the future of the OARC. The outcomes of this study suggest that there is an opportunity to use wetland spaces to establish programmes that explore the perceptions of constructed wetlands from a broader community definition, at each stage of the wetland life cycle, and at wider scales(e.g., at a city scale or beyond).

Recent surface-rupturing earthquakes in New Zealand have highlighted significant exposure and vulnerability of the road network to fault displacement. Understanding fault displacement hazard and its impact on roads is crucial for mitigating risks and enhancing resilience. There is a need for regional-scale assessments of fault displacement to identify vulnerable areas within the road network for the purposes of planning and prioritising site-specific investigations. This thesis employs updated analysis of data from three historical surface-rupturing earthquakes (Edgecumbe 1987, Darfield 2010, and Kaikoūra 2016) to develop an empirical model that addresses the gap in regional fault displacement hazard analysis. The findings contribute to understanding of • How to use seismic hazard model inputs for regional fault displacement hazard analysis • How faulting type and sediment cover affects the magnitude and spatial distribution of fault displacement • How the distribution of displacement and regional fault displacement hazard is impacted by secondary faulting • The inherent uncertainties and limitations associated with employing an empirical approach at a regional scale • Which sections of New Zealand’s roading network are most susceptible to fault displacement hazard and warrant site-specific investigations • Which regions should prioritise updating emergency management plans to account for post-event disruptions to roading. I used displacement data from the aforementioned historical ruptures to generate displacement versus distance-to-fault curves for various displacement components, fault types, and geological characteristics. Using those relationships and established relationships for along-strike displacement, displacement contours were generated surrounding active faults within the NZ Community Fault Model. Next, I calculated a new measure of 1D strain along roads as well as relative hazard, which integrated 1D strain and normalised slip rate data. Summing these values at the regional level identified areas of heightened relative hazard across New Zealand, and permits an assessment of the susceptibility of road networks using geomorphon land classes as proxies for vulnerability. The results reveal that fault-parallel displacements tend to localise near the fault plane, while vertical and fault-perpendicular displacements sustain over extended distances. Notably, no significant disparities were observed in off-fault displacement between the hanging wall and footwall sides of the fault, or among different surface geology types, potentially attributed to dataset biases. The presence of secondary faulting in the dataset contributes to increased levels of tectonic displacement farther from the fault, highlighting its significance in hazard assessments. Furthermore, fault displacement contours delineate broader zones around dip-slip faults compared to strike-slip faults, with correlations identified between fault length and displacement width. Road ‘strain’ values are higher around dip-slip faults, with notable examples observed in the Westland and Buller Districts. As expected, relative hazard analysis revealed elevated values along faults with high slip rates, notably along the Alpine Fault. A regional-scale analysis of hazard and exposure reveals heightened relative hazard in specific regions, including Wellington, Southern Hawke’s Bay, Central Bay of Plenty, Central West Coast, inland Canterbury, and the Wairau Valley of Marlborough. Notably, the Central West Coast exhibits the highest summed relative hazard value, attributed to the fast-slipping Alpine Fault. The South Island generally experiences greater relative hazard due to larger and faster-slipping faults compared to the North Island, despite having fewer roads. Central regions of New Zealand face heightened risk compared to Southern or Northern regions. Critical road links intersecting high-slipping faults, such as State Highways 6, 73, 1, and 2, necessitate prioritisation for site-specific assessments, emergency management planning and targeted mitigation strategies. Roads intersecting with the Alpine Fault are prone to large parallel displacements, requiring post-quake repair efforts. Mitigation strategies include future road avoidance of nearby faults, modification of road fill and surface material, and acknowledgement of inherent risk, leading to prioritised repair efforts of critical roads post-quake. Implementing these strategies enhances emergency response efforts by improving accessibility to isolated regions following a major surface-rupturing event, facilitating faster supply delivery and evacuation assistance. This thesis contributes to the advancement of understanding fault displacement hazard by introducing a novel regional, empirical approach. The methods and findings highlight the importance of further developing such analyses and extending them to other critical infrastructure types exposed to fault displacement hazard in New Zealand. Enhancing our comprehension of the risks associated with fault displacement hazard offers valuable insights into various mitigation strategies for roading infrastructure and informs emergency response planning, thereby enhancing both national and global infrastructure resilience against geological hazards.

We present preliminary observations on three waters impacts from the Mw7.8 14th November 2016 Kaikōura Earthquake on wider metropolitan Wellington, urban and rural Marlborough, and in Kaikōura township. Three waters systems in these areas experienced widespread and significant transient ground deformation in response to seismic shaking, with localised permanent ground deformation via liquefaction and lateral spreading. In Wellington, potable water quality was impacted temporarily by increased turbidity, and significant water losses occurred due to damaged pipes at the port. The Seaview and Porirua wastewater treatment plants sustained damage to clarifier tanks from water seiching, and increased water infiltration to the wastewater system occurred. Most failure modes in urban Marlborough were similar to the 2010-2011 Canterbury Earthquake Sequence; however some rural water tanks experienced rotational and translational movements, highlighting importance of flexible pipe connections. In Kaikōura, damage to reservoirs and pipes led to loss of water supply and compromised firefighting capability. Wastewater damage led to environmental contamination, and necessitated restrictions on greywater entry into the system to minimise flows. Damage to these systems necessitated the importation of tankered and bottled water, boil water notices and chlorination of the system, and importation of portaloos and chemical toilets. Stormwater infrastructure such as road drainage channels was also damaged, which could compromise condition of underlying road materials. Good operational asset management practices (current and accurate information, renewals, appreciation of criticality, good system knowledge and practical contingency plans) helped improve system resilience, and having robust emergency management centres and accurate Geographic Information System data allowed effective response coordination. Minimal damage to the wider built environment facilitated system inspections. Note Future research will include detailed geospatial assessments of seismic demand on these systems and attendant modes of failure, levels of service restoration, and collaborative development of resilience measures.

This data can be used as input for other resilience calculations, such as dynamic response history analysis. SeisFinder was developed using Django, a high-level python web framework, and uses a postgreSQL database. Because our large-scale computationally-intensive numerical ground motion simulations produce big data, the actual data is stored in file systems, while the metadata is stored in the database.

1. INTRODUCTION. Earthquakes and geohazards, such as liquefaction, landslides and rock falls, constitute a major risk for New Zealand communities and can have devastating impacts as the Canterbury 2010/2011 experience shows. Development patterns expose communities to an array of natural hazards, including tsunamis, floods, droughts, and sea level rise amongst others. Fostering community resilience is therefore vitally important. As the rhetoric of resilience is mainstreamed into the statutory framework, a major challenge emerges: how can New Zealand operationalize this complex and sometimes contested concept and build ‘community capitals’? This research seeks to provide insights to this question by critically evaluating how community capitals are conceptualized and how they can contribute to community resilience in the context of the Waimakariri District earthquake recovery and regeneration process.

Nowadays the telecommunication systems’ performance has a substantial impact on our lifestyle. Their operationality becomes even more substantial in a post-disaster scenario when these services are used in civil protection and emergency plans, as well as for the restoration of all the other critical infrastructure. Despite the relevance of loss of functionality of telecommunication networks on seismic resilience, studies on their performance assessment are few in the literature. The telecommunication system is a distributed network made up of several components (i.e. ducts, utility holes, cabinets, major and local exchanges). Given that these networks cover a large geographical area, they can be easily subjected to the effects of a seismic event, either the ground shaking itself, or co-seismic events such as liquefaction and landslides. In this paper, an analysis of the data collected after the 2010-2011 Canterbury Earthquake Sequence (CES) and the 2016 Kaikoura Earthquake in New Zealand is conducted. Analysing these data, information gaps are critically identified regarding physical and functional failures of the telecommunication components, the timeline of repair/reconstruction activities and service recovery, geotechnical tests and land planning maps. Indeed, if these missing data were presented, they could aid the assessment of the seismic resilience. Thus, practical improvements in the post-disaster collection from both a network and organisational viewpoints are proposed through consultation of national and international researchers and highly experienced asset managers from Chorus. Finally, an outline of future studies which could guide towards a more resilient seismic performance of the telecommunication network is presented.

The 14 November 2016 Kaikōura earthquake had major impacts on New Zealand's transport system. Road, rail and port infrastructure was damaged, creating substantial disruption for transport operators, residents, tourists, and business owners in the Canterbury, Marlborough and Wellington regions, with knock-on consequences elsewhere. During both the response and recovery phases, a large amount of information and data relating to the transport system was generated, managed, analysed, and exchanged within and between organisations to assist decision making. To improve information and data exchanges and related decision making in the transport sector during future events and guide new resilience strategies, we present key findings from a recent post-earthquake assessment. The research involved 35 different stakeholder groups and was conducted for the Ministry of Transport. We consider what transport information was available, its usefulness, where it was sourced from, mechanisms for data transfer between organisations, and suggested approaches for continued monitoring.

Knowing how to rapidly rebuild disaster-damaged infrastructure, while deciding appropriate recovery strategies and catering for future investment is a matter of core interest to government decision makers, utility providers, and business sectors. The purpose of this research is to explore the effects of decisions and outcomes for physical reconstruction on the overall recovery process of horizontal infrastructure in New Zealand using the Canterbury and Kaikoura earthquakes as cases. A mixed approach including a systematic review, questionnaire survey and semi-structured interviews is used to capture perspectives of those involved in reconstruction process and gain insights into the effect of critical elements on infrastructure downtime. Findings from this research will contribute towards advancements of a systems dynamics model considering critical decision-making variables across phases of the reconstruction process to assess how these variables affect the rebuild process and the corresponding downtime. This project will improve the ability to explore alternative resilience improvement pathways and test the efficacy of alternative means for facilitating a faster and better reconstruction process.

Farming and urban regions are impacted by earthquake disasters in different ways, and feature a range of often different recovery requirements. In New Zealand, and elsewhere, most earthquake impact and recovery research is urban focused. This creates a research deficit that can lead to the application of well-researched urban recovery strategies in rural areas to suboptimal effect. To begin to reduce this deficit, in-depth case studies of the earthquake impacts and recovery of three New Zealand farms severely impacted by the 14th November 2016, M7.8 Hurunui-Kaikōura earthquake were conducted. The initial earthquake, its aftershocks and coseismic hazards (e.g., landslides, liquefaction, surface rupture) affected much of North Canterbury, Marlborough and the Wellington area. The three case study farms were chosen to broadly represent the main types of farming and topography in the Hurunui District in North Canterbury. The farms were directly and indirectly impacted by earthquakes and related hazards. On-farm infrastructure (e.g., woolsheds, homesteads) and essential services (e.g., water, power), frequently sourced from distributed networks, were severely impacted. The earthquake occurred after two years of regional drought had already stressed farm systems and farmers to restructuring or breaking point. Cascading interlinked hazards stemming from the earthquakes and coseismic hazards continued to disrupt earthquake recovery over a year after the initial earthquake. Semi-structured interviews with the farmers were conducted nine and fourteen months after the initial earthquake to capture the timeline of on-going impacts and recovery. Analysis of both geological hazard data and interview data resulted in the identification of key factors influencing farm level earthquake impact and recovery. These include pre-existing conditions (e.g., drought); farm-specific variations in recovery timelines; and resilience strategies for farm recovery resources. The earthquake recovery process presented all three farms with opportunities to change their business plans and adapt to mitigate on-going and future risk.
