Though there is a broad consensus that communities play a key role in disaster response and recovery, most of the existing work in this area focuses on the activities of donor agencies, formal civil defence authorities, and local/central government. Consequently, there is a paucity of research addressing the on-going actions and activities undertaken by communities and ‘emergent groups’ , particularly as they develop after the immediate civil defence or ‘response’ phase is over.
In an attempt to address this gap, this inventory of community-led recovery initiatives was undertaken approximately one year after the most devastating February 2011 earthquake. It is part of on-going project at Lincoln University documenting – and seeking a better understanding of -
various emergent communities’ roles in recovery, their challenges, and strategies for overcoming them. This larger project also seeks to better understand how collaborative work between informal and formal recovery efforts might be facilitated at different stages of the process.
This inventory was conducted over the December 2011 – February 2012 period and builds on Landcare Research’s Christchurch Earthquake Activity Inventory which was a similar snapshot taken in April 2011. The intention behind conducting this updated inventory is to gain a longitudinal perspective of how community-led recovery activities evolve over time.
Each entry is ordered alphabetically and contact details have been provided where possible. A series of keywords have also been assigned that describe the main attributes of each activity to assist searches within this document.This inventory was supported by the Lincoln University Research Fund and the Royal Society Marsden Fund.
Since the 2010/11 Canterbury earthquakes, Akaroa has been hosting the majority of cruise ship
arrivals to Canterbury. This amounts to approximately 70-74 days per season, when between 2,000-
4,000 persons come ashore between 9am and 4pm when in port. This increased level of cruise ship
arrivals has had significant impacts, both beneficial and detrimental, on Akaroa. Attitudes within the
Akaroa community to hosting cruise ship arrivals appear to be divided, and has led to public debate
in Akaroa about the issue. In response to this situation, Christchurch and Canterbury Tourism (CCT)
commissioned this research project to assess the impact of cruise ship tourism on the Akaroa
community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).
The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand.
This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.
When an “I thought I was going to die quake” occurs amidst four additional major earthquakes and 15,000 aftershocks during a sixteen-month period, it challenges people’s ability to cope and recover. Residents of Canterbury, New Zealand endured this extended, chaotic state in 2010/11; and continue to deal with lingering effects on their devastated central city, Christchurch. Stress and coping theory suggests that finding meaning in such situations can help people recover, and that religion and spirituality often play a role in post-disaster resilience. Despite this, there is very little research literature examining this phenomenon and even less that considers spirituality separate from religion. This research focuses on this underrepresented area by considering the personal spiritual or meaningful experiences of people in post-earthquake Canterbury. Data from sixteen in-depth, minimally directed interviews were thematically analyzed to understand each individual’s meaning construction and coping/recovery process and identify connective themes and patterns amongst their experiences. Four core elements of acceptance, clarity and choice, connection, and transcendence emerged from the thematic analysis to conceptualize a model of transcendent coping. Transcendent coping represents an additional type of coping in the transactional model of stress and coping, which serves to support the previous denoted problem-, emotion-, and meaning-focused coping approaches. Transcendent coping offers openness, empowerment, comfort and expansion not necessarily reliant upon theistic or religious beliefs and practices. Rather, this secular spiritual coping is inherent in everyday, mundane practices such as being in the moment, aligning to and acting from personal values, connecting to that and those who bring comfort, and experiencing transcendence in moments of awe and expansion. This research contributes to the growing interest in spirituality as an important facet of human nature that can support wellbeing in the face of stress.
The impact of the Canterbury earthquake sequence of 2010-12 and its aftermath has been enormous. This inventory lists some of the thousands of community-led groups and initiatives across the region that have developed or evolved as a result of the quake. This inventory is the third such inventory to have been produced. The Christchurch Earthquake Activity Inventory was released by Landcare Research in May 2011, three months after the devastating 22 February 2011 earthquake. The second inventory, entitled An Inventory of Community-led Recovery Initiatives in Canterbury, was collated by Bailey Peryman and Dr Suzanne Vallance (Lincoln University) approximately one year after the February earthquake. The research for this third inventory was undertaken over a four month period from June to September 2013, and was conducted primarily through online searches.This research was undertaken with funding support from the Natural Hazards Platform and GNS, New Zealand.
There is strong consensus in the civil defence and emergency management literature that public participation is essential for a 'good' recovery. However, there is a paucity of research detailing how this community-led planning should be carried out in the real world. There are few processes or timelines for communities to follow when wanting to plan for themselves, nor is there a great deal of advice for communities who want to plan for their own recovery. In short, despite this consensus that community involvement is desireable, there is very little information available as to the nature of this involvement or how communities might facilitate this. It is simply assumed that communities are willing and able to participate in the recovery process and that recovery authorities will welcome, encourage, and enable this participation. This is not always the case, and the result is that community groups can be left feeling lost and ineffective when trying to plan for their own recovery.
In attempting to address this gap, my study contributes to a better understanding of community involvement in recovery planning, based on research with on particular a community group (SPRIG), who has undertaken their own form of community-led planning in a post-disaster environment. Through group observations and in-depth interviews with members of SPRIG, I was able to identify various roles for such groups in the post-disaster recovery process. My research also contributes to an enhanced understanding of the process a community group might follow to implement their own form of post-disaster recovery planning, with the main point being that any planning should be done side by side with local authorities. Finally, I discovered that a community group will face organisational, community and institutional challenges when trying to plan for their area; however, despite these challenges, opportunities exist, such as the chance to build a better future.
As a result of the Christchurch Earthquake that occurred on 22nd February 2011 and the resultant loss of life and widespread damage, a Royal Commission of Enquiry was convened in April 2011. The Royal Commission recommended a number of significant changes to the regulation of earthquake prone building in New Zealand. Earthquake prone buildings are buildings that are deemed to be of insufficient strength to perform adequately in a moderate earthquake. In response to the Royal Commission recommendations the New Zealand Government carried out a consultative process before announcing proposed changes to the building regulations in August 2013. One of the most significant changes is the imposition of mandatory strengthening requirements for earthquake prone buildings on a national basis. This will have a significant impact on the urban fabric of most New Zealand towns and cities. The type of traditional cost benefit study carried out to date fails to measure these impacts and this paper proposes an alternative methodology based on the analysis of land use data and rating valuations. This methodology was developed and applied to a small provincial town in the form of a case study. The results of this case study and the methodology used are discussed in this paper.
With the recent innovation and development within Christchurch following the earthquakes there have been suggestions of developing an ethnic precinct or 'Chinatown' within the city. This article explores the possibility of this and its potential benefits.
The 2010 and 2011 earthquakes have had a devastating impact on the city of Christchurch, New Zealand. The level of destruction has been especially evident in the central business district where it has been estimated over 1000 buildings have already been or will eventually require demolition. Although, contrary to expectations, most of the fatalities were in relatively modern buildings, the Victorian and Edwardian era building stock was especially hard hit in terms of property damage. Unfortunately this era and style of building were also the focus of the most successful inner city revitalisation projects to date. A major research project is now underway examining the impact on the earthquakes on one of these revitalisation areas. The first step is to examine the international literature on similar inner city revitalisation or gentrification areas and in particular the characteristics of owners and occupiers attracted to this type of environment. This is the focus of this paper.
This research provides an investigation into the impact on the North Island freight infrastructure, in the event of a disruption of the Ports of Auckland (POAL).
This research is important to New Zealand, especially having experienced the Canterbury earthquake disaster in 2010/2011 and the current 2012 industrial action plaguing the POAL. New Zealand is a net exporter of a combination of manufactured high value goods, commodity products and raw materials. New Zealand’s main challenge lies in the fact of its geographical distances to major markets. Currently New Zealand handles approximately 2 million containers per annum, with a minimum of ~40% of those containers being shipped through POAL.
It needs to be highlighted that POAL is classified as an import port in comparison to Port of Tauranga (POT) that has traditionally had an export focus. This last fact is of great importance, as in a case of a disruption of the POAL, any import consigned to the Auckland and northern region will need to be redirected through POT in a quick and efficient way to reach Auckland and the northern regions. This may mean a major impact on existing infrastructure and supply chain systems that are currently in place.
This study is critical as an element of risk management, looking at how to mitigate the risk to the greater Auckland region. With the new Super City taking hold, the POAL is a fundamental link in the supply chain to the largest metropolitan area within New Zealand.
Following the 2010 and 2011 earthquakes Christchurch is undergoing extensive development on the periphery of the city. This has been driven in part by the large numbers of people who have lost their homes. Prior to the earthquakes, Christchurch was already experiencing placeless subdivisions and now these are being rolled out rapidly thanks to the efficiency of a formula that has been embraced by the Council, developers and the public alike. However, sprawling subdivisions have a number of issues including inefficient land use, limited housing types, high dependence on motor vehicles and low levels of resilience and no sense of place. Sense of place is of particular interest due to its glaring absence from new subdivisions and its growing importance in the literature.
Research shows that sense of place has benefits to our feeling of belonging, well-being, and self-identity, particularly following a disaster. It improves the resilience and sustainability of our living environment and fosters a connection to the landscape thereby making us better placed to respond to future changes. Despite these benefits, current planning models such as new urbanism and transit-oriented design tend to give sense of place a low priority and as a result it can get lost. Given these issues, the focus of this research is “can landscape driven sense of place drive subdivision design without compromising on other urban planning criteria to produce subdivisions that address the issues of sprawl, as well as achieving the benefits associated with a strong sense of place that can improve our overall quality of life?”
Answering this question required a thorough review of current urban planning and sense of place literature. This was used to critique existing subdivisions to gain a thorough understanding of the issues. The outcomes of this led to extensive design exploration which showed that, not only is it possible to design a subdivision with sense of place as the key driver but by doing this, the other urban planning criteria become easier to achieve.
There is a critical strand of literature suggesting that there are no ‘natural’ disasters (Abramovitz, 2001; Anderson and Woodrow, 1998; Clarke, 2008; Hinchliffe, 2004). There are only those that leave us – the people - more or less shaken and disturbed. There may be some substance to this; for example, how many readers recall the 7.8 magnitude earthquake centred in Fiordland in July 2009? Because it was so far away from a major centre and very few people suffered any consequences, the number is likely to be far fewer than those who remember (all too vividly) the relatively smaller 7.1 magnitude Canterbury quake of September 4th 2010 and the more recent 6.3 magnitude February 22nd 2011 event.
One implication of this construction of disasters is that seismic events, like those in Canterbury, are as much socio-political as they are geological. Yet, as this paper shows, the temptation in recovery is to tick boxes and rebuild rather than recover, and to focus on hard infrastructure rather than civic expertise and community involvement. In this paper I draw upon different models of community engagement and use Putnam’s (1995) notion of ‘social capital’ to frame the argument that ‘building bridges’ after a disaster is a complex blend of engineering, communication and collaboration. I then present the results of a qualitative research project undertaken after the September 4th earthquake. This research helps to illustrate the important connections between technical rebuilding, social capital, recovery processes and overall urban resilience.
‘Housing affordability’ has been a term used to refer to a problem that arises when the costs of housing are seen as being unreasonably high in relation to incomes. In the United Kingdom and Australia the local town planning systems have been used to address housing affordability issues. This response in countries that share New Zealand’s town and country planning history raised the question for this research of the local government response to housing affordability issues in the city of Christchurch, New Zealand. This research was undertaken during the fifth year after the 2010/2011 Canterbury earthquake series. Research conducted by the Centre for Housing Research
Aotearoa New Zealand and the New Zealand Productivity Commission present quite different pictures of the housing affordability problem, suggest different solutions and indicate different roles for levels of government, the community housing sector and the housing market. The research undertaken for this dissertation aimed to address the question of the role of the state, through the lense of a local response to housing affordability issues, in the context of a central government response focused on land supply and reforming the Resource Management Act 1991.
The devastating earthquakes of September 2010 and February 2011 have without question upset the Christchurch City way of life for all. Families and businesses, as well as the natural and built environments have been directly affected, and our social landscapes have since evolved to accommodate the visible changes. Though not perhaps seen as a priority, the Christchurch nightlife has been profoundly altered by the quakes and the once popular CBD clubbing scene has ceased to exist. The concern highlighted in this article is the way in which this has put pressure on suburban bars and the the implications of this for local residents.
This presentation outlines the impacts on the Maori community of the Christchurch earthquakes including responses, resilience and population movements.
The world is constantly changing. Christchurch, New Zealand, has recently experienced drastic changes after earthquakes struck the city. The earthquakes caused the city to physically shake, and the land to sink in some places and rise in others. Now further change is forcast and parts of Christchurch could be under water by 2115 according to experts.
Climate change induced sea level rise is recognised as a international issue with potential impacts for coastal communities all over the world. The Chrischtchurch City Council is required to have a 100-year planning horizon for sea level rise and this means planning for at least one meter, and possibly up to two meters, of sea level rise by 2115. This dissertation investigates the planning response to slow onset disasters, change, and uncertainty, using the example of sea-level rise in Christchurch, and it examines the role of public participation in this. To achieve this, the ways in which planning theory and practice acknowledge uncertainty, and cope with change, were critically analysed along with the Christchurch City Council’s response to the Tonkin and Taylor predictions and modelling. Semi-structured interviews with professionals in natural hazards risk reduction, policy, and planning were conducted, and the previous and proposed Christchurch City District Plans were compared.
Planning for sea level rise in Christchurch provides an example of how planners may cope with slow onset change. The results of this dissertation suggests that the favoured risk reduction strategy for coastal communities in Christchurch is an adaptation strategy, and at present there is no sign of managed retreat being employed. The results also suggests using a planning approach that involves public participation for best results when planning for change, uncertainty or slow onset disasters.
On September the 4th 2010 and February 22nd 2011
the Canterbury region of New Zealand was shaken by
two massive earthquakes. This paper is set broadly
within the civil defence and emergency management
literature and informed by recent work on community
participation and social capital in the building of resilient
cities. Work in this area indicates a need to recognise
both the formal institutional response to the earthquakes
as well as the substantive role communities play in their
own recovery. The range of factors that facilitate or
hinder community involvement also needs to be better
understood. This paper interrogates the assumption
that recovery agencies and officials are both willing
and able to engage communities who are themselves
willing and able to be engaged in accordance with
recovery best practice. Case studies of three community
groups – CanCERN, Greening the Rubble and Gap
Filler – illustrate some of the difficulties associated
with becoming a community during the disaster
recovery phase. Based on my own observations and
experiences, combined with data from approximately
50 in-depth interviews with Christchurch residents
and representatives from community groups, the
Christchurch City Council, the Earthquake Commission
and so on, this paper outlines some practical strategies
emerging communities may use in the early disaster
recovery phase that then strengthens their ability to
‘participate’ in the recovery process.
The housing and mortgage market in Christchurch experienced significant changes since the 2011 earthquake, especially after the reconstruction of the city. The increasing speed of Christchurch average house price exceed the average house price of the whole country, as well as the number of new dwellings. By this regard, this study surveyed the households in Christchurch to analyze the effect of the earthquake on housing and mortgage market. This includes factors such as housing price, interest rate, government policy and socioeconomic factors in terms of age, gender, educational attainment, income, marital status and family life cycle.
Logistic regression model is used to analyze the data. The study provides an overview of the housing market and mortgage market in Christchurch. The logistic regression, results show changes on sensitivity between the socio-economic factors and house purchase, as well as mortgage borrowing pre- and post-earthquake. The result indicates that the earthquake in Christchurch has affected households’ decision on house purchase and mortgage borrowing.
The earthquake swarm that has struck Canterbury, New Zealand from September 2010 has led to widespread destruction and loss of life in the city of Christchurch. In response to this the New Zealand government convened a Royal Commission under the Commissions of Inquiry Act 1908. The terms of reference for this enquiry were wide ranging, and included inquiry into legal and best-practice requirements for earthquake-prone buildings and associated risk management strategies. The Commission produced a final report on earthquake-prone buildings and recommendations which was made public on the 7th December 2012. Also on the 7th of December 2012 the Ministry of Business, Innovation and Employment (MBIE) released a Consultation Document that includes many of the recommendations put forward by the Royal Commission. This paper examines the evidence presented to the Royal Commission and reviews their recommendations and those of MBIE in relation to the management of earthquake-prone buildings. An analysis of the likely impacts of the recommendations and proposals on both the property market and society in general is also undertaken.
This report presents research on the affects of the Ōtautahi/Christchurch earthquakes of 2010 to 2012 on the city’s Tangata Whaiora community, ‘people seeking health’ as Māori frame mental health clients. Drawing on the voices of 39 participants of a Kaupapa Māori provider (Te Awa o te Ora), this report presents extended quotes from Tangata Whaiora, their support staff (many of whom are Tangata Whaiora), and managers as they speak of the events, their experiences, and support that sustained them in recoveries of well-being through the worse disaster in Aotearoa/New Zealand in three generations.
Ōtautahi contains a significant urban Māori population, many living in suburbs that were seriously impacted by the earthquakes that began before dawn on September 4th, 2010, and continued throughout 2011 and 2012. The most damaging event occurred on February 22nd, 2011, and killed 185 people and severely damaged the CBD as well as many thousands of homes. The thousands of aftershocks delayed the rebuilding of homes and infrastructure and exacerbated the stress and dislocation felt by residents. The tensions and disorder continue for numerous residents into 2014 and it will be many years before full social and physical recovery can be expected.
This report presents extended excerpts from the interviews of Tangata Whaiora and their support staff. Their stories of survival through the disaster reinforce themes of community and whānau while emphasising the reality that a significant number of Tangata Whaiora do not or cannot draw on this supports. The ongoing need for focused responses in the area of housing and accommodation, sufficiently resourced psycho-social support, and the value of Kaupapa Māori provision for Māori and non-Māori mental health clients cannot be overstated. The report also collates advice from participants to other Tangata Whaiora, their whānau, providers and indeed all residents of places subject to irregular but potentially devastating disaster. Much of this advice is relevant for more daily challenges and should not be underestimated despite its simplicity.
This report reviews the literature on regeneration requirements of main canopy
tree species in Westland. Forests managed for production purposes have to be
harvested in an ecologically sustainable way; to maintain their natural character, harvesting should facilitate regeneration of target species and ensure that their recruitment is in proportion to the extent of extraction. The reasons for species establishing at any point in time are unclear; however, they are probably related to the availability of suitable microsites for establishment, the size of the canopy openings formed by disturbance, and whether or not seeds are available at or around the time of the disturbance. Age structures from
throughout Westland show that extensive, similar-aged, post-earthquake cohorts of trees are a feature of the region. This suggests that infrequent, massive earthquakes are the dominant coarse-scale disturbance agent, triggering episodes of major erosion and sedimentation and leaving a strong imprint in the forest structure. In other forests, flooding and catastrophic
windthrow are major forms of disturbance. The findings suggest that, in general, large disturbances are required for conifer regeneration. This has implications for any sustained yield management of these forests if conifers are to remain an important component. Any harvesting should recognise the importance for tree establishment of: forest floor microsites, such as fallen logs
and tree tip-up mounds; and the variable way in which canopy gaps are formed. Harvesting should maintain the 'patchy' nature of the natural forest—large patches of dense conifers interspersed with more heterogeneous patches of mixed species.This is a client report commissioned by West Coast Conservancy and funded from the Unprogrammed Science Advice fund.
The disastrous earthquakes that struck Christchurch in 2010 and 2011 seriously impacted on the individual and collective lives of Māori residents. This paper continues earlier, predominantly qualitative research on the immediate effects on Māori by presenting an analysis of a survey carried out 18 months after the most destructive event, on 22 February 2011. Using a set-theoretic approach, pathways to Māori resilience are identified, emphasising the combination of whānau connectivity and high incomes in those who have maintained or increased their wellbeing post-disaster. However, the results show that if resilience is used to describe a “bounce back” in wellbeing, Māori are primarily enduring the post-disaster environment. This endurance phase is a precursor to any resilience and will be of much longer duration than first thought. With continued uncertainty in the city and wider New Zealand economy, this endurance may not necessarily lead to a more secure environment for Māori in the city.
Prognostic modelling provides an efficient means to analyse the coastal environment and provide effective knowledge for long term urban planning. This paper outlines how the use of SWAN and Xbeach numerical models within the ESRI ArcGIS interface can simulate geomorphological evolution through hydrodynamic forcing for the Greater Christchurch coastal environment. This research followed the data integration techniques of Silva and Taborda (2012) and utilises their beach morphological modelling tool (BeachMM tool). The statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 were examined to determine whether these requirements are currently being complied with when applying the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013), and it would appear that it does not meet those requirements. This is because coastal hazard risk has not been thoroughly quantified by the installation of the Canterbury Earthquake Recovery Authority (CERA) residential red zone. However, the Christchurch City Council’s (CCC) flood management area does provide an extent to which managed coastal retreat is a real option. This research assessed the effectiveness of the prognostic models, forecasted a coastline for 100 years from now, and simulated the physical effects of extreme events such as storm surge given these future predictions. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon similar to the CCC’s flood management area. There are complex interactions at the Waimakariri River mouth with very high rates of accretion and erosion within a small spatial scale due to the river discharge. There is domination of the marine environment over the river system determined by the lack of generation of a distinct river delta, and river channel has not formed within the intertidal zone clearly. The Avon-Heathcote ebb tidal delta aggrades on the innner fan and erodes on the outer fan due to wave domination. The BeachMM tool facilitates the role of spatial and temporal analysis effectively and the efficiency of that performance is determined by the computational operating system.
To the casual observer, community gardens may look like places where people just come to grow fruit and vegetables. Through digging beneath surface appearances, however, the research literature suggests that there is more to the creation of and participation in community gardens than that which is immediately apparent.
The overall aim of this research was to explore and interpret the meaning of community gardens in terms of the sought and experienced well-being of the individuals who participate, and their associated communities. This research was undertaken in the Christchurch/Selwyn district, in the aftermath of the Christchurch earthquakes of 2010-2011.
This research utilised the technique of photo-elicitation interviews to study the meanings attributed to community gardening, in the post-earthquake environment. Five gardens were investigated. Results show that a range of meanings, and well-being outcomes are experienced through a combination of physical, educational, aesthetic appreciation, contemplative, creative and social connections within the garden and within the overall context of nature. Significantly, within the post-earthquake environment, the community gardens can offer participants the opportunity to appreciate life and what it means for them.
Oarai is a coastal town in Ibaraki Prefecture, Japan, affected by the Great East Japan Earthquake in 2011. The disaster severely damaged local industries, and the local tourism sector faced a sharp decline followed the event. To overcome the conundrum, the local tourism businesses have taken the opportunity to collaborate with an anime called Girls und Panzer, which has been developed by an external animation production studio. This collaboration has resulted in huge success, and the drop in the local tourism industry had been largely reversed, but has resulted in a significant change to the tourism system. This thesis explores the activities and outcomes of this tourism industry reimagining. A mixed-method approach was used to investigate the perception of local tourism businesses to the current Oarai tourism system, and examine the transformative effect of the disaster and its aftermath. Perceptions of disaster impact and anime tourism development were analysed through surveys (n=73) and interviews (n=2) which focused on tourism business operators, while participant observation was conducted to create the image of anime tourism operation in Oarai. Results show that the development of anime tourism in Oarai successfully helped the local tourism businesses to recover from the disaster. As new agencies and organisations joined the anime tourism network, anime tourism increased communication between stakeholders, and improved the resilience of the community. The new tourism development has transformed the local tourism industry, to some extent, however. the future trajectory of anime tourism in Oarai is difficult to forecast, and there is scope for longitudinal research of this tourism system.
Knowledge of past climate variability is essential for understanding present and future climate trends. This study used Halocarpus biformis (pink pine) ring-width chronologies to investigate palaeotemperature history in Westland, New Zealand. The ensuing reconstruction is among the longest palaeoseries produced for New Zealand to date. It is in good agreement with other tree-ring-based records, and with instrumental (both local and hemispheric) data.
Thirteen pink pine chronologies were developed. Ring-width measurements were detrended using the Regional Curve Standardisation method to retain as much low-frequency variance as possible. Crossdating revealed the existence of a strong common signal among trees. Inter-site comparison indicated that a common control mechanism affected tree growth not only within sites, but also across sites.
To determine whether climate was the main factor that controlled the growth of pink pine in Westland, correlation and response function analyses were employed. Temperature, precipitation and the Southern Oscillation Index were tested for their relationship with tree growth. Mean monthly temperature was identified as the primary growth-limiting factor. Chronologies were positively correlated with temperature over an extended period (5-17 months), and climate response modelling showed that temperature explained 11-60% variance in the tree-ring data. The highest and most stable correlations occurred between tree growth and summer (January-March) temperatures.
Tree-ring data from the six sites that contained the strongest temperature signal were combined, and the Westland Regional Chronology (WRC) was developed. The WRC was then used to reconstruct January-March temperatures back to A.D. 1480. The calibration model explained 43% of the variance in temperature, and all calibration and verification tests were passed at high levels of significance. The reconstruction showed that temperatures in Westland have been following a positive trend over the last 520 years. The coolest 25-year period was 1542-1566, while temperatures reached their maximum in 1966-1990. Spectral analysis of the Westland palaeotemperature record revealed cycles at periods of about 3, 5-6, 11, 14, 22, 45 and 125 years.
This study also confirmed that climate response is species-dependent. A separate exercise, which compared two species from the same site, demonstrated that while pink pine's growth was mainly influenced by summer temperatures, Libocedrus bidwillii was affected by conditions at the beginning of the growing season. However, the temperature signal in Westland's Libocedrus bidwillii was insufficient to produce a reliable reconstruction. It might be because the climate signal in this species was obscured by disturbances, as was shown in the final section of this project. Frequent growth releases and suppressions implied that Libocedrus bidwillii integrated both major (Alpine Fault earthquakes) and minor (windthrow) disturbances in its ring widths. Pink pine, on the other hand, was not sensitive to disturbance, and was therefore a better indicator of palaeotemperatures in Westland.
This research has strengthened the New Zealand network of chronology sites, and confirmed that pink pine has great dendroclimatic value. The last 520 years of temperature fluctuations were reconstructed with a high degree of fidelity - the model developed in this thesis is currently the most accurate estimate of a temperature-growth relationship in the country.
In the wake of a series of devastating earthquakes, Christchurch, New Zealand is faced with a long, complicated mourning and memorialisation process. The initial intention of this research was to comparatively examine memorial design theory with popular memorial sentiment as expressed in Christchurch City Council's 'Share an Idea' initiative. The outcome of such an investigation was hypothesized to reveal conflicting perspectives which may potentially be reconciled by the development of a series of schematic models for memorial design. As the research was carried out, it became clear that any attempt to develop such models is counter-intuitive. This position is reinforced by the literature reviewed and the data examined. Subsequently, a fundamentally different approach to memorialisation focused on an active participation process is suggested.
This article reports on a study of community attitudes to cruise tourism in Akaroa, New Zealand. An important dimension of this study is the significant rate of growth in cruise arrivals over a short period of time as the result of the 2010/11 Canterbury earthquakes. Data were collected via a postal survey of the Akaroa community, and yielded a response rate of 56.6% (n = 316). The results indicate that despite the recent growth in arrivals, the Akaroa community holds a largely favorable opinion of cruise tourism. Importantly, the impacts identified by respondents were more closely aligned to threats to their identity as a destination, rather than problems with tourism, per se.
The recent earthquakes in Canterbury have left thousands of Christchurch residents’ homeless or facing the possibility of homelessness. The New Zealand Government, so far, have announced that 5,100 homes in Christchurch will have to be abandoned as a result of earthquake damaged land (Christchurch City Council, 2011). They have been zoned red on the Canterbury Earthquake Recovery Authority (CERA) map and there are another 10,000 that have been zoned orange, awaiting a decision (Christchurch City Council, 2011). This situation has placed pressures on land developers and local authorities to speed up the process associated with the development of proposed subdivisions in Christchurch to accommodate residents in this situation (Tarrant, 2011).
Purpose - The purpose of this paper is to identify through the application of Actor Network Theory (ANT) the issues and impediments to the implementation of mandatory seismic retrofitting policies proposed by the New Zealand Government. In particular the tension between the heritage protection objectives contained in the Resource Management Act 1991 and the earthquake mitigation measures contained in the Building Act 2004 are examined.
Design/methodology/approach - The paper uses a case study approach based on the Harcourts Building in Wellington New Zealand and the case law relating to attempts to demolish this particular building. Use is made of ANT as a 'lens' to identify and study the controversies around mandatory seismic retrofitting of heritage buildings. The concept of translation is used to draw network diagrams.
