Implementing seismic risk mitigation is a major challenge in many earthquake prone regions. The objective of this research is to investigate how property investment market practices can be used to enhance building owners’ decisions to improve seismic performance of earthquake prone buildings (EPBs). A case study method adopted, revealed the impacts of the property market stakeholders’ practices on seismic retrofit decisions. The findings from this research provide significant new insights on how property market-based incentives such as such as mandatory disclosure of seismic risks in all transactions in the property market, effective awareness seismic risk program and a unified earthquake safety assessment information system, can be used to enhance EPBs owners seismic retrofit decisions. These market-based incentives offer compelling reasons for the different property market stakeholders and the public at large to retain, care, invest, and act responsibly to rehabilitate EPBs. The findings suggest need for stakeholders involved in property investment and retrofit decisions to work together to foster seismic rehabilitation of EPBs.
As a result of the findings and recommendations of the Royal Commission of Inquiry into the Canterbury Earthquake Swarm of 2010-2011 the New Zealand Government has introduced new legislation that will require the mandatory strengthening of all earthquake-prone buildings in New Zealand. An earthquake prone building is currently defined as a building that is less than one third the seismic strength of a new building. If an owner does not wish to strengthen their buildings then they must demolish them. Seismic retrofitting of buildings is a form of property development and as such, the decision to retrofit or not should be based on a robust and soundly conducted feasibility study. Feasibility studies on seismic retrofitting can be particularly challenging for a number of reasons thus making it difficult for owners to make informed and sound decisions relating to their earthquake prone buildings. This paper considers the concept and process of feasibility analysis as applied to earthquake prone buildings and discusses the current challenges posed by such feasibility studies. A number of recommendations are made in an attempt to help develop a best practice model for decision making relating to earthquake prone buildings."
The Building Act 2004 now requires Territorial Authorities (TAs) to have in place a policy setting out how they intend making existing buildings that would be unable to withstand a moderate earthquake safe for their occupiers. Many of the resultant policies developed by TAs have put in place mandatory upgrade requirements that will force owners to expend large amounts of capital on seismic upgrading of their buildings. The challenge for the property owners and TAs alike is to make such development work economic or the result will be wide scale demolition of old buildings. This has serious implications for both heritage conservation and inner city revitalisation plans that are based on existing heritage buildings. This paper sets out the issues and challenges for the seismic upgrading of buildings in New Zealand and puts forward some potential solutions
Purpose - The purpose of this paper is to identify through the application of Actor Network Theory (ANT) the issues and impediments to the implementation of mandatory seismic retrofitting policies proposed by the New Zealand Government. In particular the tension between the heritage protection objectives contained in the Resource Management Act 1991 and the earthquake mitigation measures contained in the Building Act 2004 are examined.
Design/methodology/approach - The paper uses a case study approach based on the Harcourts Building in Wellington New Zealand and the case law relating to attempts to demolish this particular building. Use is made of ANT as a 'lens' to identify and study the controversies around mandatory seismic retrofitting of heritage buildings. The concept of translation is used to draw network diagrams.
At 4.35 a.m. on the 4th of September 2010 Christchurch
residents were shaken awake by a magnitude
7.1 earthquake, the largest earthquake to hit
urban New Zealand for nearly 80 years. It was a
large earthquake. On average the world only has 17
earthquakes a year larger than magnitude seven.
Haiti’s earthquake in January 2010 was magnitude
7.1 and Chile’s earthquake in February was magnitude
8.8. Although it was a big quake, Christchurch
was lucky. In Haiti’s earthquake over 230,000
people were killed and in Chile 40,000 homes were
destroyed.
Happily this was not the situation in Christchurch,
however the earthquake has caused considerable
damage. The challenge for the Landscape Architecture
community is to contribute to the city’s
reconstruction in ways that will not only fix the
problems of housing, and the city’s urban, suburban
and neighbourhood fabric but that will do so
in ways that will help solve the landscape problems
that dogged the city before the earthquake struck.
The earthquake swarm that has struck Canterbury, New Zealand from September 2010 has led to widespread destruction and loss of life in the city of Christchurch. In response to this the New Zealand government convened a Royal Commission under the Commissions of Inquiry Act 1908. The terms of reference for this enquiry were wide ranging, and included inquiry into legal and best-practice requirements for earthquake-prone buildings and associated risk management strategies. The Commission produced a final report on earthquake-prone buildings and recommendations which was made public on the 7th December 2012. Also on the 7th of December 2012 the Ministry of Business, Innovation and Employment (MBIE) released a Consultation Document that includes many of the recommendations put forward by the Royal Commission. This paper examines the evidence presented to the Royal Commission and reviews their recommendations and those of MBIE in relation to the management of earthquake-prone buildings. An analysis of the likely impacts of the recommendations and proposals on both the property market and society in general is also undertaken.
As a result of the Christchurch Earthquake that occurred on 22nd February 2011 and the resultant loss of life and widespread damage, a Royal Commission of Enquiry was convened in April 2011. The Royal Commission recommended a number of significant changes to the regulation of earthquake prone building in New Zealand. Earthquake prone buildings are buildings that are deemed to be of insufficient strength to perform adequately in a moderate earthquake. In response to the Royal Commission recommendations the New Zealand Government carried out a consultative process before announcing proposed changes to the building regulations in August 2013. One of the most significant changes is the imposition of mandatory strengthening requirements for earthquake prone buildings on a national basis. This will have a significant impact on the urban fabric of most New Zealand towns and cities. The type of traditional cost benefit study carried out to date fails to measure these impacts and this paper proposes an alternative methodology based on the analysis of land use data and rating valuations. This methodology was developed and applied to a small provincial town in the form of a case study. The results of this case study and the methodology used are discussed in this paper.
The timing of large Holocene prehistoric earthquakes is determined by dated surface ruptures and landslides at the edge of the Australia-Pacific plate boundary zone in North Canterbury, New Zealand. Collectively, these data indicate two large (M > 7) earthquakes during the last circa 2500 years, within a newly formed zone of hybrid strike-slip and thrust faulting herein described as the Porter's Pass-to-Amberley Fault Zone (PPAFZ). Two earlier events during the Holocene are also recognized, but the data prior to 2500 years are presumed to be incomplete. A return period of 1300–2000 years between large earthquakes in the PPAFZ is consistent with a late Holocene slip rate of 3–4 mm/yr if each displacement is in the range 4–8 m. Historical seismicity in the PPAFZ is characterized by frequent small and moderate magnitude earthquakes and a seismicity rate that is identical to a region surrounding the structurally mature Hope fault of the Marlborough Fault System farther north. This is despite an order-of-magnitude difference in slip rate between the respective fault zones and considerable differences in the recurrence rate of large earthquakes. The magnitude-frequency distribution in the Hope fault region is in accord with the characteristic earthquake model, whereas the rate of large earthquakes in the PPAFZ is approximated (but over predicted) by the Gutenberg-Richter model. The comparison of these two fault zones demonstrates the importance of the structural maturity of the fault zone in relation to seismicity rates inferred from recent, historical, and paleoseismic data.
There is a critical strand of literature suggesting that there are no ‘natural’ disasters (Abramovitz, 2001; Anderson and Woodrow, 1998; Clarke, 2008; Hinchliffe, 2004). There are only those that leave us – the people - more or less shaken and disturbed. There may be some substance to this; for example, how many readers recall the 7.8 magnitude earthquake centred in Fiordland in July 2009? Because it was so far away from a major centre and very few people suffered any consequences, the number is likely to be far fewer than those who remember (all too vividly) the relatively smaller 7.1 magnitude Canterbury quake of September 4th 2010 and the more recent 6.3 magnitude February 22nd 2011 event.
One implication of this construction of disasters is that seismic events, like those in Canterbury, are as much socio-political as they are geological. Yet, as this paper shows, the temptation in recovery is to tick boxes and rebuild rather than recover, and to focus on hard infrastructure rather than civic expertise and community involvement. In this paper I draw upon different models of community engagement and use Putnam’s (1995) notion of ‘social capital’ to frame the argument that ‘building bridges’ after a disaster is a complex blend of engineering, communication and collaboration. I then present the results of a qualitative research project undertaken after the September 4th earthquake. This research helps to illustrate the important connections between technical rebuilding, social capital, recovery processes and overall urban resilience.
The earthquakes that struck Ōtautahi/Christchurch began September 2010 and continued throughout2012 with the worse shock being February 22, 2011. The extended ‘seismic event’ radically altered thegeophysical and socio-cultural environments of the city. This working paper presents a broad array of datadescribing the impacts of the disaster on Māori. These data frame the results of small email surveyconducted 18 months after the most destructive February 22, 2011. This survey followed two projectsinvestigating the resilience of Māori to the disaster (Lambert & Mark-Shadbolt, 2011; Lambert & Mark-Shadbolt, 2012; Lambert, Mark-Shadbolt, Ataria, & Black, 2012). Results show that while the termresilience has become common to the point of cliché, the Māori experience thus far is best described asendurance.
Liquefaction affects late Holocene, loose packed and water saturated sediment subjected to cyclical shear stress. Liquefaction features in the geological record are important off-fault markers that inform about the occurrence of moderate to large earthquakes (> 5 Mw). The study of contemporary liquefaction features provides a better understanding of where to find past (paleo) liquefaction features, which, if identified and dated, can provide information on the occurrence, magnitude and timing of past earthquakes. This is particularly important in areas with blind active faults.
The extensive liquefaction caused by the 2010-2011 Canterbury Earthquake Sequence (CES) gave the geoscience community the opportunity to study the liquefaction process in different settings (alluvial, coastal and estuarine), investigating different aspects (e.g. geospatial correlation with landforms, thresholds for peak ground acceleration, resilience of infrastructures), and to collect a wealth geospatial dataset in the broad region of the Canterbury Plains.
The research presented in this dissertation examines the sedimentary architecture of two environments, the alluvial and coastal settings, affected by liquefaction during the CES. The novel aim of this study is to investigate how landform and subsurface sedimentary architecture influence liquefaction and its surface manifestation, to provide knowledge for locating studies of paleoliquefaction in future.
Two study cases documented in the alluvial setting showed that liquefaction features affected a crevasse splay and point bar ridges. However, the liquefaction source layer was linked to paleochannel floor deposits below the crevasse splay in the first case, and to the point bar deposits themselves in the second case.
This research documents liquefaction features in the coastal dune system of the Canterbury Plains in detail for the first time. In the coastal dune setting the liquefiable layer is near the surface. The pore water pressure is vented easily because the coastal dune soil profile is entirely composed of non-cohesive, very well sorted sandy sediment that weakly resists disturbance from fluidised sediment under pressure. As a consequence, the liquefied flow does not need to find a specific crack through which the sediment is vented at the surface; instead, the liquefied sand finds many closely spaced conduits to vent its excess of pore water pressure. Therefore, in the coastal dune setting it is rare to observe discrete dikes (as they are defined in the alluvial setting), instead A horizon delamination (splitting) and blistering (near surface sills) are more common. The differences in styles of surface venting lead to contrasts in patterns of ejecta in the two environments. Whereas the alluvial environment is characterised by coalesced sand blows forming lineations, the coastal dune environment hosts apparently randomly distributed isolated sand blows often associated with collapse features.
Amongst the techniques tested for the first time to investigate liquefaction features are: 3D GPR, which improved the accuracy of the trenching even six years after the liquefaction events; thin section analysis to investigate sediment fabric, which helped to discriminate liquefied sediment from its host sediment, and modern from paleoliquefaction features; a Random Forest classification based on the CES liquefaction map, which was used to test relationships between surface manifestation of liquefaction and topographic parameters. The results from this research will be used to target new study sites for future paleoliquefaction research and thus will improve the earthquake hazard assessment across New Zealand.
High rise developments dominate skylines and are contentious in many low rise urban environments. Christchurch is no exception and its residents have historically been vocal in articulating their opinions on matters they care about, especially in regard to projects they perceive will ruin their ‘garden city’. At the turn of the millennium, developers were preparing yet another proposal which would get the tongues wagging in Christchurch with the development of the former Ferrymead Tavern site on Ferry Road. The planning process was a long and antagonistic one with many individuals viewing the built towers with a look of ‘disgust’ and discontent. In an ironic twist, the seismic activity in Christchurch over the last few years which has had major implications for a range of planning issues, incrementally led to the death of highly controversial Ferrymead ‘Water’s Edge’ Apartments.
This thesis investigates landscape disturbance history in Westland since 1350 AD. Specifically, I test the hypothesis that large-magnitude regional episodes of natural disturbance have periodically devastated portions of the landscape and forest, and that these were caused by infrequent earthquakes along the Alpine Fault.
Forest stand history reconstruction was used to determine the timing and extent of erosion and sedimentation events that initiated new forest cohorts in a 1412 ha study area in the Karangarua River catchment, south Westland. Over 85 % of the study area was disturbed sufficiently by erosion/sedimentation since 1350 AD to initiate new forest cohorts. During this time four episodes of catchment-wide disturbance impacted the study area, and these took place about 1825 AD ± 5 years (Ruera episode), 1715 AD ± 5 years (Sparkling episode), 1615 AD ± 5 years (McTaggart episode), and 1445 AD ± 15 years (Junction episode). The three most recent episodes disturbed 10 %, 35-40 % and 32-50 % respectively of the study area. The Junction episode disturbed at least 6 % of the study area, but elimination of evidence by more recent disturbances prevented an upper limit being defined.
The three earliest episodes correspond to the date-ranges for three Alpine Fault earthquakes from geological data, and are the only episodes of disturbance within each date-range. An earthquake cause is also consistent with features of the disturbance record: large portions of the study area were disturbed, disturbance occurred on all types 'of landforms, and terrace surfaces were abandoned upstream of the Alpine Fault. On this basis erosion/sedimentation induced by Alpine Fault earthquakes has disturbed 14-20 % of the land surface in the study area per century. Storms and other non-seismic erosional processes have disturbed 3-4 % per century.
To examine the importance of the Alpine Fault earthquakes to forest disturbance throughout Westland, I collated all available data on conifer stand age structures in the region and identified dates of disturbance events from 55 even-aged cohorts of trees. Three region-wide episodes of forest disturbance since 1350 AD were found in this sample, and these matched the three Alpine Fault earthquake-caused episodes found in the Karangarua. Forest disturbance at these times was widespread across Westland over at least 200 km from Paringa to Hokitika, and originated from both tree fall and erosion processes. This disturbance history can explain the long-observed regional conifer forest pattern in Westland, of a predominance of similar-sized stands of trees and a relative lack of small-sized (young) stands. The many similar-sized stands are a consequence of synchronous forest disturbance and re-establishment accompanying the infrequent Alpine Fault earthquakes, while the dominance of mature stands of trees and relative lack of young small-sized trees in stands is explained by the long lapsed time since the last Alpine Fault earthquake (c. 280 years).
I applied the landscape disturbance history information to the existing geological data to reconstruct the paleoseismicity of the Alpine Fault since 1350 AD. Best estimates for the timing of the most recent three rupture events from these data are 1715 AD ± 5 years, 1615 AD ± 5 years and 1445 AD ± 15 years. Earthquake recurrence intervals were variable, ranging from about 100 years to at least 280 years (the lapsed time since the last event). All three events caused forest and geomorphic disturbance over at least a 200 km section of Fault between the Karangarua and Hokitika Rivers, and were probably single rupture events. Suppressions in cross dated tree-ring chronologies in the western South Island suggest that the last rupture occurred in 1717 AD, and extended as a single rupture from Haupiri to Fiordland, a distance along the Fault of 375 km.
