Saltwater Forest is a Dacrydium cupressinum-dominated lowland forest covering 9000 ha in south Westland, South Island, New Zealand. Four thousand hectares is managed for sustainable production of indigenous timber. The aim of this study was to provide an integrated analysis of soils, soil-landform relationships, and soil-vegetation relationships at broad and detailed scales. The broad scale understandings provide a framework in which existing or future studies can be placed and the detailed studies elucidate sources of soil and forest variability.
Glacial landforms dominate. They include late Pleistocene lateral, terminal and ablation moraines, and outwash aggradation and degradation terraces. Deposits and landforms from six glacial advances have been recognised ranging from latest Last (Otira) Glaciation to Penultimate (Waimea) Glaciation. The absolute ages of landforms were established by analysis of the thickness and soil stratigraphy of loess coverbeds, augmented with radiocarbon dating and phytolith and pollen analysis.
In the prevailing high rainfall of Westland soil formation is rapid. The rate of loess accretion in Saltwater
Forest (ca. 30 mm ka⁻¹) has been low enough that soil formation and loess accretion took place contemporaneously. Soils formed in this manner are known as upbuilding soils. The significant difference between upbuilding pedogenesis and pedogenesis in a topdown sense into an existing sediment body is that each subsoil increment of an upbuilding soil has experienced processes of all horizons above. In Saltwater Forest subsoils of upbuilding soils are strongly altered because they have experienced the extremely acid environment of the soil surface at some earlier time. Some soil chronosequence studies in Westland have included upbuilding soils formed in loess as the older members of the sequence. Rates and types of processes inferred from these soils should be reviewed because upbuilding is a different pedogenic pathway to topdown pedogenesis.
Landform age and morphology were used as a primary stratification for a study of the soil pattern and nature of soil variability in the 4000 ha production area of Saltwater Forest. The age of landforms (> 14 ka) and rapid soil formation mean that soils are uniformly strongly weathered and leached. Soils include Humic Organic Soils, Perch-gley Podzols, Acid Gley Soils, Allophanic Brown Soils, and Orthic or Pan Podzols. The major influence on the nature of soils is site hydrology which is determined by macroscale features of landforms (slope, relief, drainage density), mesoscale effects related to position on landforms, and microscale influences determined by microtopography and individual tree effects. Much of the soil variability arises at microscales so that it is not possible to map areas of uniform soils at practical map scales. The distribution of soil variability across spatial scales, in relation to the intensity of forest management, dictates that it is most appropriate to map soil complexes with boundaries coinciding with landforms.
Disturbance of canopy trees is an important agent in forest dynamics. The frequency of forest disturbance in the production area of Saltwater Forest varies in a systematic way among landforms in accord with changes in abundance of different soils. The frequency of forest turnover is highest on landforms with the greatest abundance of extremely poorly-drained Organic Soils. As the abundance of better-drained soils increases the frequency of forest turnover declines. Changes in turnover frequency are reflected in the mean size and density of canopy trees (Dacrydium cupressinum) among landforms. Terrace and ablation moraine landforms with the greatest abundance of extremely poorly-drained soils have on average the smallest trees growing most densely. The steep lateral moraines, characterised by well drained soils, have fewer, larger trees. The changes manifested at the landform scale are an integration of processes operating over much shorter range as a result of short-range soil variability. The systematic changes in forest structure and turnover frequency among landforms and soils have important implications for sustainable forest management.
Geographically isolated communities around the world are dependent upon the limited assets in local subsistence economies to generate livelihoods. Locally available resources shape and give identity to unique cultural activities that guarantee individual, family and community livelihood sustainability. The social structure provides community relationship networks, which ensure access to, and availability of, resources over long periods. Resources are utilised in ways that reduces vulnerability, stresses and shocks while ensuring long-term resilience. Preparedness and adaptation are embedded into cultural memory, enabling communities to survive in isolated, remote and harsh conditions. Communities’ cultural memories, storytelling, traditional knowledge, interdependence and unwritten cultural norms that build resilience to sustain cultures that have limited interactions with the outside world.
This thesis aims to investigate the consequences of transport infrastructure development, mainly of roads, on livelihood strategies of isolated communities in a tourism context in Gilgit-Baltistan, Pakistan. The thesis incorporates a review of literature of transport infrastructure development and livelihood security in reference to vulnerability, resilience and sustainability. Research gaps are identified in terms of transport infrastructure development and tourism, the Sustainable Livelihood Approach, resilience and sustainability. The fieldwork was undertaken using qualitative research methods. Ninety-eight participants were interviewed using open-ended semi-structured interview questions to get an in-depth understanding of livelihood systems, livelihood activities and transport infrastructure development within the tourism context.
Gilgit-Baltistan is a disputed mountainous territory in the Asia Subcontinent whose ancient trade routes (silk routes) were severed during the geopolitical upheaval of the partition of the Indian Subcontinent in 1947. An alliance between Pakistan and China resulted in transport infrastructure development of the Karakorum Highway between 1958 and 1978, providing the only road access to the regions isolated communities. Karakoram Highway connects China with Pakistan through Gilgit-Baltistan. Gilgit-Baltistan is going through immense transport infrastructure development, including the China Pakistan Economic Corridor. The road infrastructure is expected to link China and other South Asian and Central Asian countries to the world and provide a direct link for Chinese goods to reach the Persian Gulf. China Pakistan Economic Corridor is part of China’s Belt and Road Initiative project, which aims to improve connectivity and cooperation between 69 Eurasian countries by investing in infrastructure development. Such an immense infrastructural development is expected to enhance the mobility of people, goods and services.
In order to understand the impacts of transport infrastructure development, this thesis has analysed livelihood capital status at macro, and micro levels are examined over two time periods (pre-road and post-road). Results show that sustainable farming practices provided long-term resilience to these geographically isolated communities. Transport infrastructure development has been a significant factor to ensure access and has resulted in changes to social inclusion, socio-political structures and livelihood opportunities with a subsequent dependence upon tourism, imported consumer goods and a monetary economy as people divert valuable farmland to building developments and cash crop monocultures. Gilgit-Baltistan is vulnerable to frequent manmade and natural disasters, such as terrorism, earthquakes and landslides. Shocks impact upon the livelihoods of those affiliated with tourism who are forced to revert to subsistence farming practices and alternative livelihood choices. The dependency on external resources and subsequent loss of the cultural memory and farming techniques has created a vulnerability to the unpredictable shocks and disasters that frequently close the singular access road.
The thesis finally presents the ‘Livelihood Framework for Transport Infrastructure Development and Tourism (LF-TIDT)’ a guiding tool to understand the impacts of transport infrastructure development at micro and macro levels for tourism planning, policy formulation and implementation and management. Attention is drawn to the newly introduced ‘Location: a Meta Capital’ and its importance in terms of geographically isolated communities. The research also highlights that livelihood capitals are not equally essential to achieve sustainable and resilient livelihood outcomes.
Mixed conifer, beech and hardwood forests are relatively common in Aotearoa/New
Zealand, but are not well studied. This thesis investigates the coexistence, regeneration
dynamics and disturbance history of a mixed species forest across an environmental
gradient of drainage and soil development in north Westland.
The aim was to investigate whether conifers, beech and non-beech hardwood species were
able to coexist on surfaces that differed in their underlying edaphic conditions, and if so to understand the mechanisms that influenced their regeneration on both poorly drained and
well drained soils. The site selected was an area of high tree species diversity on a lowland
0.8 km² post-glacial terrace at the base of Mount Harata in the Grey River Valley.
My approach was to use forest stand history reconstruction at two spatial scales: an
intensive within-plot study of stand dynamics (chapter 1) and a whole-landform approach
(chapter 2) that examined whether the dynamics identified at the smaller within-plot scale
reflected larger patterns across the terrace.
In chapter 1, three large permanent plots (0.3-0.7 ha) were placed at different points along
the drainage gradient, one plot situated in each of the mainly well-drained, poorly drained
and very poorly drained areas along the terrace. Information was gathered on species age
and size structures, spatial distributions of tree ages, species interactions, microsite
establishment preferences, patterns of stand mortality, and disturbance history in each plot.
There were differences in stand structure, composition and relative abundance of species
found between the well drained plot and the two poorer drained plots. On the well drained
site conifers were scarce, the beeches Nothofagus fusca and N. menziesii dominated the
canopy, and in the subcanopy the hardwood species Weinmannia racemosa and Quintinia
acutifolia were abundant. As drainage became progressively poorer, the conifers
Dacrydium cupressinum and Dacrycarpus dacrydioides became more abundant and
occupied the emergent tier over a beech canopy. The hardwoods W. racemosa and Q.
acutifolia became gradually less abundant in the subcanopy, whereas the hardwood
Elaeocarpus hookerianus became more so.
In the well drained plot, gap partitioning for light between beeches and hardwoods enabled
coexistence in response to a range of different sized openings resulting from disturbances
of different extent. In the two more poorly drained plots, species also coexisted by
partitioning microsite establishment sites according to drainage.
There were several distinct periods where synchronous establishment of different species
occurred in different plots, suggesting there were large disturbances: c. 100yrs, 190-200
yrs, 275-300 yrs and 375-425 yrs ago. Generally after the same disturbance, different
species regenerated in different plots reflecting the underlying drainage gradient. However,
at the same site after different disturbances, different sets of species regenerated,
suggesting the type and extent of disturbances and the conditions left behind influenced
species regeneration at some times but not others. The regeneration of some species (e.g.,
N. fusca in the well-drained plot, and Dacrydium in the poorer drained plots) was periodic
and appeared to be closely linked to these events. In the intervals between these
disturbances, less extensive disturbances resulted in the more frequent N. menziesii and
especially hardwood regeneration. The type of tree death caused by different disturbances
favoured different species, with dead standing tree death favouring the more shade-tolerant
N. menziesii and hardwoods, whereas uprooting created a mosaic of microsite conditions
and larger gap sizes that enabled Dacrycarpus, N. fusca and E. hookerianus to maintain
themselves in the poorly drained areas.
In chapter 2, 10 circular plots (c. 0.12 ha) were placed in well drained areas and 10
circular plots (c. 0.2 ha) in poorly drained plots to collect information on species
population structures and microsite preferences. The aims were to reconstruct species'
regeneration responses to a range of disturbances of different type and extent across the
whole terrace, and to examine whether there were important differences in the effects of
these disturbances.
At this landform scale, the composition and relative abundances of species across the
drainage gradient reflected those found in chapter 1. There were few scattered conifers in well drained areas, despite many potential regeneration opportunities created from a range
of different stand destroying and smaller scale disturbances.
Three of the four periods identified in chapter 1 reflected distinct terrace-wide periods of
regeneration 75-100 yrs, 200-275 yrs and 350-450 yrs ago, providing strong evidence of
periodic large, infrequent disturbances that occurred at intervals of 100-200 yrs. These
large, infrequent disturbances have had a substantial influence in determining forest
history, and have had long term effects on forest structure and successional processes.
Different large, infrequent disturbances had different effects across the terrace, with the
variability in conditions that resulted enabling different species to regenerate at different
times. For example, the regeneration of distinct even-aged Dacrydium cohorts in poorly
drained areas was linked to historical Alpine Fault earthquakes, but not to more recent
storms. The variation in the intensity of different large, infrequent disturbances at different
points along the environmental drainage gradient, was a key factor influencing the scale of
impacts. In effect, the underlying edaphic conditions influenced species composition along
the drainage gradient and disturbance history regulated the relative abundances of species.
The results presented here further emphasise the importance of large scale disturbances as a
mechanism that allows coexistence of different tree species in mixed forest, in particular
for the conifers Dacrydium, Dacrycarpus and the beech N. fusca, by creating much of the
environmental variation to which these species responded. This study adds to our
understanding of the effects of historical earthquakes in the relatively complex forests of
north Westland, and further illustrates their importance in the Westland forest landscape as
the major influential disturbance on forest pattern and history.
These results also further develop the 'two-component' model used to describe
conifer/angiosperm dynamics, by identifying qualitative differences in the impacts of
different large, infrequent disturbances across an environmental gradient that allowed for
coexistence of different species. In poorer drained areas, these forests may even be thought
of as 'three-component' systems with conifers, beeches and hardwoods exhibiting key
differences in their regeneration patterns after disturbances of different type and extent, and
in their microsite preferences.
Disaster recovery involves the restoration, repair and rejuvenation of both hard and soft infrastructure. In this report we present observations from seven case studies of collaborative planning from post-earthquake Canterbury, each of which was selected as a means of better understanding ‘soft infrastructure for hard times’. Though our investigation is located within a disaster recovery context, we argue that the lessons learned are widely applicable.
Our seven case studies highlighted that the nature of the planning process or journey is as important as the planning objective or destination. A focus on the journey can promote positive outcomes in and of itself through building enduring relationships, fostering diverse leaders, developing new skills and capabilities, and supporting translation and navigation. Collaborative planning depends as much upon emotional intelligence as it does technical competence, and we argue that having a collaborative attitude is more important than following prescriptive collaborative planning formulae. Being present and allowing plenty of time are also key.
Although deliberation is often seen as an improvement on technocratic and expert dominated decision-making models, we suggest that the focus in the academic literature on communicative rationality and discursive democracy has led us to overlook other more active forms of planning that occur in various sites and settings. Instead, we offer an expanded understanding of what planning is, where it happens and who is involved. We also suggest more attention be given to values, particularly in terms of their role as a compass for navigating the terrain of decision-making in the collaborative planning process. We conclude with a revised model of a (collaborative) decision-making cycle that we suggest may be more appropriate when (re)building better homes, towns and cities.
Group case study report prepared for lecturers Ton Buhrs and Roy Montgomery by students of ERST 635 at Lincoln University, 2013.The New Zealand Government’s decision to establish a unitary authority in the Auckland Region has provided much of the context and impetus for this review of current governance arrangements in the Canterbury region, to determine whether or not they are optimal for taking the communities of greater Christchurch into the future. A number of local governance academics, as well as several respected political pundits, have prophesised that the Auckland ‘Super City’ reforms of 2009 will have serious implications and ramifications for local governance arrangements in other major cities, particularly Wellington and Christchurch. Wellington councils have already responded to the possibility of change by undertaking a series of reports on local governance arrangements, as well as a major review led by Sir Geoffrey Palmer, to investigate options for governance reform. Alongside these developments, the Christchurch earthquakes beginning in September 2010 have raised a myriad of new and complex governance issues, which may or may not be able to be addressed under the status quo, while the replacement of Regional Councillors’ with centrally-appointed Commissioners is suggestive of government dissatisfaction with current arrangements. With these things in mind, the research group has considered local government in Canterbury and the greater Christchurch area in the wider governance context. It does not limit discussion to only the structure of local government in Canterbury but rather, as the brief (Appendix 1) indicates, considers more broadly the relationship between central, regional, and local tiers of government, as well as the relationship between local government and local communities.
The world experiences a number of disasters each year. Following a disaster, the affected area moves to a phase of recovery which involves multiple stakeholders. An important element of recovery is planning the rebuild of the affected environment guided by the legislative framework to which planning is bound to (March & Kornakova, 2017). Yet, there appears to be little research that has investigated the role of planners in a recovery setting and the implications of recovery legislative planning frameworks. This study was conducted to explore the role of the planner in the Canterbury earthquake recovery process in New Zealand and the impact of the Canterbury Earthquake Recovery Act 2011 (CER Act) on planners’ roles and how they operated.
The methodology comprised a combination of document analysis of legislation and related recovery material and 21 semi-structured interviews with key planners, politicians and professionals involved in the recovery. The results suggest that the majority of planners interviewed were affected by the CER Act in their role and how they operated, although institutional context, especially political constraints, was a key factor in determining the degree of impact. It is argued that planners played a key role in recovery and were generally equipped in terms of skills needed in a recovery setting. In order to better utilise planners in post-disaster recovery or disaster risk management, two suggestions are proposed. Firstly, better promote planners and their capabilities to improve awareness of what planners can do. Secondly, educate and build an understanding between central government politicians and planners over each others role to produce better planning outcomes.
The timing of large Holocene prehistoric earthquakes is determined by dated surface ruptures and landslides at the edge of the Australia-Pacific plate boundary zone in North Canterbury, New Zealand. Collectively, these data indicate two large (M > 7) earthquakes during the last circa 2500 years, within a newly formed zone of hybrid strike-slip and thrust faulting herein described as the Porter's Pass-to-Amberley Fault Zone (PPAFZ). Two earlier events during the Holocene are also recognized, but the data prior to 2500 years are presumed to be incomplete. A return period of 1300–2000 years between large earthquakes in the PPAFZ is consistent with a late Holocene slip rate of 3–4 mm/yr if each displacement is in the range 4–8 m. Historical seismicity in the PPAFZ is characterized by frequent small and moderate magnitude earthquakes and a seismicity rate that is identical to a region surrounding the structurally mature Hope fault of the Marlborough Fault System farther north. This is despite an order-of-magnitude difference in slip rate between the respective fault zones and considerable differences in the recurrence rate of large earthquakes. The magnitude-frequency distribution in the Hope fault region is in accord with the characteristic earthquake model, whereas the rate of large earthquakes in the PPAFZ is approximated (but over predicted) by the Gutenberg-Richter model. The comparison of these two fault zones demonstrates the importance of the structural maturity of the fault zone in relation to seismicity rates inferred from recent, historical, and paleoseismic data.
Recovery from disasters is a significant issue faced by all countries in the world at various times. Governments, including central and local governments, are the key actors regarding post-disaster recovery because they have the authority and responsibility to rescue affected people and recover affected areas (Yang, 2010). Planning is a critical step in the recovery process and provides the basis for defining a shared vision for recovery, clear objectives and intended results. Subsequently, the concept of collaborative planning and ‘build back better’ are highly desirable in recovery planning. However, in practice, these concepts are difficult to achieve. A brief description of the recovery planning in Christchurch City following the Canterbury earthquakes 2011 is provided as an example and comparison. This research aims to analyse the planning process to develop a post-disaster recovery plan in Indonesia using Mataram City’s recovery plan following the Lombok Earthquakes 2018 as the case study. It will emphasise on the roles of the central and local governments and whether they collaborate or not, and the implications of decentralisation for recovery planning. The methodology comprised a combination of legislation analysis and semi-structure interviews with the representatives of the central and local governments who were involved in the planning process. The results indicate that there was no collaboration between the central and local governments when developing the recovery plan, with the former tend to dominate and control the planning process. It is because there are regulatory and institutional problems concerning disaster management in Indonesia. In order to improve the implementation of disaster management and develop a better recovery plan, some recommendations are proposed. These include amendments the disaster management law and regulations to provide a clear guideline regarding the roles and responsibilities of both the central and local governments. It is also imperative to improve the capacity and capability of the local governments in managing disaster.
The increase in urban population has required cities to rethink their strategies for minimising greenhouse gas impacts and adapting to climate change. While urban design and planning policy have been guided by principles such as walkability (to reduce the dependence on cars) and green infrastructure (to enhance the quality of open spaces to support conservation and human values), there have been conflicting views on what spatial strategies will best prepare cities for a challenging future. Researchers supporting compact cities based upon public Transit Oriented Development have claimed that walkability, higher density and mixed-uses make cities more sustainable (Owen, 2009) and that, while green spaces in cities are necessary, they are dull in comparison with shopfronts and street vendors (Speck, 2012, p 250). Other researchers claim that green infrastructure is fundamental to improving urban sustainability and attracting public space users with improved urban comfort, consequently encouraging walkability (Pitman and Ely, 2013). Landscape architects tend to assume that ‘the greener the better’; however, the efficiency of urban greenery in relation to urban comfort and urbanity depends on its density, distribution and the services provided. Green infrastructure can take many forms (from urban forests to street trees) and provide varied services (amended microclimate, aesthetics, ecology and so forth). In this paper, we evaluate the relevance of current policy in Christchurch regarding both best practice in green infrastructure and urban comfort (Tavares, 2015). We focus on the Christchurch Blueprint for rebuilding the central city, and critically examine the post-earthquake paths the city is following regarding its green and grey infrastructures and the resulting urban environment. We discuss the performance and appropriateness of the current Blueprint in post-earthquake Christchurch, particularly as it relates to the challenges that climate change is creating for cities worldwide.
Numerous studies have shown that urban soils can contain elevated concentrations of heavy metals (HMs). Christchurch, New Zealand, is a relatively young city (150 years old) with a population of 390,000. Most soils in Christchurch are sub-urban, with food production in residential gardens a popular activity. Earthquakes in 2010 and 2011 have resulted in the re-zoning of 630 ha of Christchurch, with suggestions that some of this land could be used for community gardens. We aimed to determine the HM concentrations in a selection of suburban gardens in Christchurch as well as in soils identified as being at risk of HM contamination due to hazardous former land uses or nearby activities. Heavy metal concentrations in suburban Christchurch garden soils were higher than normal background soil concentrations. Some 46% of the urban garden samples had Pb concentrations higher than the residential land use national standard of 210 mg kg⁻¹, with the most contaminated soil containing 2615 mg kg⁻¹ Pb. Concentrations of As and Zn exceeded the residential land use national standards (20 mg kg⁻¹ As and 400 mg kg⁻¹ Zn) in 20% of the soils. Older neighbourhoods had significantly higher soil HM concentrations than younger neighbourhoods. Neighbourhoods developed pre-1950s had a mean Pb concentration of 282 mg kg⁻¹ in their garden soils. Soil HM concentrations should be key criteria when determining the future land use of former residential areas that have been demolished because of the earthquakes in 2010 and 2011. Redeveloping these areas as parklands or forests would result in less human HM exposure than agriculture or community gardens where food is produced and bare soil is exposed.
Natural hazards continue to have adverse effects on communities and households worldwide, accelerating research on proactively identifying and enhancing characteristics associated with resilience. Although resilience is often characterized as a return to normal, recent studies of postdisaster recovery have highlighted the ways in which new opportunities can emerge following disruption, challenging the status quo. Conversely, recovery and reconstruction may serve to reinforce preexisting social, institutional, and development pathways. Our understanding of these dynamics is limited however by the small number of practice examples, particularly for rural communities in developed nations. This study uses a social–ecological inventory to document the drivers, pathways, and mechanisms of resilience following a large-magnitude earthquake in Kaikōura, a coastal community in Aotearoa New Zealand. As part of the planning and implementation phase of a multiyear project, we used the tool as the basis for indepth and contextually sensitive analysis of rural resilience. Moreover, the deliberate application of social–ecological inventory was the first step in the research team reengaging with the community following the event. The inventory process provided an opportunity for research partners to share their stories and experiences and develop a shared understanding of changes that had taken place in the community. Results provide empirical insight into reactions to disruptive change associated with disasters. The inventory also informed the design of targeted research collaborations, established a platform for longer-term community engagement, and provides a baseline for assessing longitudinal changes in key resilience-related characteristics and community capacities. Findings suggest the utility of social–ecological inventory goes beyond natural resource management, and that it may be appropriate in a range of contexts where institutional, social, and economic restructuring have developed out of necessity in response to felt or anticipated external stressors.
Millions of urban residents around the world in the coming century will experience severe landscape change – including increased frequencies of flooding due to intensifying storm events and impacts from sea level rise. For cities, collisions of environmental change with mismatched cultural systems present a major threat to infrastructure systems that support urban living. Landscape architects who address these issues express a need to realign infrastructure with underlying natural systems, criticizing the lack of social and environmental considerations in engineering works. Our ability to manage both society and the landscapes we live in to better adapt to unpredictable events and landscape changes is essential if we are to sustain the health and safety of our families, neighbourhoods, and wider community networks.
When extreme events like earthquakes or flooding occur in developed areas, the feasibility of returning the land to pre-disturbance use can be questioned. In Christchurch for example, a large expanse of land (630 hectares) within the city was severely damaged by the earthquakes and judged too impractical to repair in the short term. The central government now owns the land and is currently in the process of demolishing the mostly residential houses that formed the predominant land use. Furthermore, cascading impacts from the earthquakes have resulted in a general land subsidence of .5m over much of eastern Christchurch, causing disruptive and damaging flooding. Yet, although disasters can cause severe social and environmental distress, they also hold great potential as a catalyst to increasing adaption. But how might landscape architecture be better positioned to respond to the potential for transformation after disaster?
This research asks two core questions: what roles can the discipline of landscape architecture play in improving the resilience of communities so they become more able to adapt to change? And what imaginative concepts could be designed for alternative forms of residential development that better empower residents to understand and adapt the infrastructure that supports them?
Through design-directed inquiry, the research found landscape architecture theory to be well positioned to contribute to goals of social-ecological systems resilience. The discipline of landscape architecture could become influential in resilience-oriented multi disciplinary collaborations, with our particular strengths lying in six key areas: the integration of ecological and social processes, improving social capital, engaging with temporality, design-led innovation potential, increasing diversity and our ability to work across multiple scales. Furthermore, several innovative ideas were developed, through a site-based design exploration located within the residential red zone, that attempt to challenge conventional modes of urban living – concepts such as time-based land use, understanding roads as urban waterways, and landscape design and management strategies that increase community participation and awareness of the temporality in landscapes.
