Akaroa is a small township situated within Akaroa Harbour, on the southern side of Banks Peninsula. It is approximately 75 kilometres, or 90 minutes by car, from Christchurch City. At the 2006 Census of Population and Dwellings, the ‘usually resident’ population of the township was 510 people. In addition to the usually resident population, Akaroa has a large number of non-resident property owners/ratepayers, many of whom own holiday homes. Many of these holiday homes are available as
casual rentals (i.e., they may be occupied by people other than the property owners). The township acts as a service centre for the scattered population of the outer bays area of Akaroa Harbour, many
of whom work in Akaroa. Akaroa is a popular day trip or short stay destination for Christchurch residents. Akaroa is also known as a destination which draws upon the French heritage of its pioneer
settlers and the associated village charm derived from this heritage. Not unexpectedly, given the size and village character of Akaroa, the increase in cruise ship arrivals and passenger numbers has had an impact upon the town’s community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).
The Building Act 2004 now requires Territorial Authorities (TAs) to have in place a policy setting out how they intend making existing buildings that would be unable to withstand a moderate earthquake safe for their occupiers. Many of the resultant policies developed by TAs have put in place mandatory upgrade requirements that will force owners to expend large amounts of capital on seismic upgrading of their buildings. The challenge for the property owners and TAs alike is to make such development work economic or the result will be wide scale demolition of old buildings. This has serious implications for both heritage conservation and inner city revitalisation plans that are based on existing heritage buildings. This paper sets out the issues and challenges for the seismic upgrading of buildings in New Zealand and puts forward some potential solutions
The study contributes to a better understanding of utilisation and interaction patterns in post-disaster temporary urban open spaces. A series of devastating earthquakes caused large scale damage to Christchurch’s central city and many suburbs in 2010 and 2011. Various temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Drawing on empirical data obtained from a spatial qualities survey and a Public Life Study, the report analyses how people used and interacted with three exemplary transitional community-initiated open spaces (CIOS) in relation to particular physical spatial qualities in central Christchurch over a period of three weeks. The report provides evidence that users of post-disaster transitional community-initiated open spaces show similar utilisation and interaction patterns in relation to specific spatial qualities as observed in other urban environments. The temporary status of CIOS did apparently not influence ‘typical’ utilisation and interaction patterns.
Oarai is a coastal town in Ibaraki Prefecture, Japan, affected by the Great East Japan Earthquake in 2011. The disaster severely damaged local industries, and the local tourism sector faced a sharp decline followed the event. To overcome the conundrum, the local tourism businesses have taken the opportunity to collaborate with an anime called Girls und Panzer, which has been developed by an external animation production studio. This collaboration has resulted in huge success, and the drop in the local tourism industry had been largely reversed, but has resulted in a significant change to the tourism system. This thesis explores the activities and outcomes of this tourism industry reimagining. A mixed-method approach was used to investigate the perception of local tourism businesses to the current Oarai tourism system, and examine the transformative effect of the disaster and its aftermath. Perceptions of disaster impact and anime tourism development were analysed through surveys (n=73) and interviews (n=2) which focused on tourism business operators, while participant observation was conducted to create the image of anime tourism operation in Oarai. Results show that the development of anime tourism in Oarai successfully helped the local tourism businesses to recover from the disaster. As new agencies and organisations joined the anime tourism network, anime tourism increased communication between stakeholders, and improved the resilience of the community. The new tourism development has transformed the local tourism industry, to some extent, however. the future trajectory of anime tourism in Oarai is difficult to forecast, and there is scope for longitudinal research of this tourism system.

prepared in partnership with Lincoln University. The objective of this is to understand better how
the tourism sector sees its future and what challenges and opportunities lie ahead in both the short
and longer term. State of Sector 2011, alongside the ongoing series of TIA Insights and other
consultations that TIA is undertaking in its research work programme, is aimed at informing
participants at the Tourism Summit taking place in Wellington on 13 July 2011. This information is a
key driver in assisting with the development of the 2011 Tourism Industry Election Manifesto. State
of the Sector 2011 also ultimately provides a current view of the tourism sector for those within the
industry and for external stakeholders who have an interest in tourism in New Zealand.
On November 14, 2016 an earthquake struck the rural districts of Kaikōura and Hurunui on New Zealand’s South Island. The region—characterized by small dispersed communities, a local economy based on tourism and agriculture, and limited transportation connections—was severely impacted. Following the quake, road and rail networks essential to maintaining steady flows of goods, visitors, and services were extensively damaged, leaving agrifood producers with significant logistical challenges, resulting in reduced productivity and problematic market access. Regional tourism destinations also suffered with changes to the number, characteristics, and travel patterns of visitors. As the region recovers, there is renewed interest in the development and promotion of agrifood tourism and trails as a pathway for enhancing rural resilience, and a growing awareness of the importance of local networks. Drawing on empirical evidence and insights from a range of affected stakeholders, including food producers, tourism operators, and local government, we explore the significance of emerging agrifood tourism initiatives for fostering diversity, enhancing connectivity, and building resilience in the context of rural recovery. We highlight the motivation to diversify distribution channels for agrifood producers, and strengthen the region’s tourism place identity. Enhancing product offerings and establishing better links between different destinations within the region are seen as essential. While such trends are common in rural regions globally, we suggest that stakeholders’ shared experience with the earthquake and its aftermath has opened up new opportunities for regeneration and reimagination, and has influenced current agrifood tourism trajectories. In particular, additional funding for tourism recovery marketing and product development after the earthquake, and an emphasis on greater connectivity between the residents and communities through strengthening rural networks and building social capital within and between regions, is enabling more resilient and sustainable futures.
During the 21st century, New Zealand has experienced increasing public concern over the quality of the design and appearance of new developments, and their effects on the urban environment. In response to this, a number of local authorities developed a range of tools to address this issue, including urban design panels to review proposals and provide independent advice. Following the 2010 and 2011 Canterbury earthquake sequence, the commitment to achieve high quality urban design within Christchurch was given further importance, with the city facing the unprecedented challenge of rebuilding a ‘vibrant and successful city’.
The rebuild and regeneration reinforced the need for independent design review, putting more focus and emphasis on the role and use of the urban design panel; first through collaboratively assisting applicants in achieving a better design outcome for their development by providing an independent set of eyes on their design; and secondly in assisting Council officers in forming their recommendations on resource consent decisions. However, there is a perception that urban design and the role of the urban design panel is not fully understood, with some stakeholders arguing that Council’s urban design requirements are adding cost and complexity to their developments.
The purpose of this research was to develop a better understanding on the role of the Christchurch urban design panel post-earthquake in the central city; its direct and indirect influence on the built environment; and the deficiencies in the broader planning framework and institutional settings that it might be addressing. Ultimately, the perceived role of the Panel is understood, and there is agreement that urban design is having a positive influence on the built environment, albeit viewed differently amongst the varying groups involved. What has become clear throughout this research is that the perceived tension between the development community and urban design well and truly exists, with the urban design panel contributing towards this. This tension is exacerbated further through the cost of urban design to developers, and the drive for financial return from their investments.
The panel, albeit promoting a positive experience, is simply a ‘tick box’ exercise for some, and as the research suggests, groups or professional are determining themselves what constitutes good urban design, based on their attitude, the context in which they sit and the financial constraints to incorporate good design elements. It is perhaps a bleak time for urban design, and more about building homes.
Group case study report prepared for lecturers Ton Buhrs and Roy Montgomery by students of ERST 635 at Lincoln University, 2013.The New Zealand Government’s decision to establish a unitary authority in the Auckland Region has provided much of the context and impetus for this review of current governance arrangements in the Canterbury region, to determine whether or not they are optimal for taking the communities of greater Christchurch into the future. A number of local governance academics, as well as several respected political pundits, have prophesised that the Auckland ‘Super City’ reforms of 2009 will have serious implications and ramifications for local governance arrangements in other major cities, particularly Wellington and Christchurch. Wellington councils have already responded to the possibility of change by undertaking a series of reports on local governance arrangements, as well as a major review led by Sir Geoffrey Palmer, to investigate options for governance reform. Alongside these developments, the Christchurch earthquakes beginning in September 2010 have raised a myriad of new and complex governance issues, which may or may not be able to be addressed under the status quo, while the replacement of Regional Councillors’ with centrally-appointed Commissioners is suggestive of government dissatisfaction with current arrangements. With these things in mind, the research group has considered local government in Canterbury and the greater Christchurch area in the wider governance context. It does not limit discussion to only the structure of local government in Canterbury but rather, as the brief (Appendix 1) indicates, considers more broadly the relationship between central, regional, and local tiers of government, as well as the relationship between local government and local communities.
The focus of this paper is to identify potential benefits of community involvement in master planning in the post-earthquake recovery context in Christchurch; and to identify considerations for planners involved in the design of master planning processes that involve the community. Findings are based on the results of an information sharing event on these topics convened by The Habitat Project in December 2011, and a review of the relevant literature.
Millions of urban residents around the world in the coming century will experience severe landscape change – including increased frequencies of flooding due to intensifying storm events and impacts from sea level rise. For cities, collisions of environmental change with mismatched cultural systems present a major threat to infrastructure systems that support urban living. Landscape architects who address these issues express a need to realign infrastructure with underlying natural systems, criticizing the lack of social and environmental considerations in engineering works. Our ability to manage both society and the landscapes we live in to better adapt to unpredictable events and landscape changes is essential if we are to sustain the health and safety of our families, neighbourhoods, and wider community networks.
When extreme events like earthquakes or flooding occur in developed areas, the feasibility of returning the land to pre-disturbance use can be questioned. In Christchurch for example, a large expanse of land (630 hectares) within the city was severely damaged by the earthquakes and judged too impractical to repair in the short term. The central government now owns the land and is currently in the process of demolishing the mostly residential houses that formed the predominant land use. Furthermore, cascading impacts from the earthquakes have resulted in a general land subsidence of .5m over much of eastern Christchurch, causing disruptive and damaging flooding. Yet, although disasters can cause severe social and environmental distress, they also hold great potential as a catalyst to increasing adaption. But how might landscape architecture be better positioned to respond to the potential for transformation after disaster?
This research asks two core questions: what roles can the discipline of landscape architecture play in improving the resilience of communities so they become more able to adapt to change? And what imaginative concepts could be designed for alternative forms of residential development that better empower residents to understand and adapt the infrastructure that supports them?
Through design-directed inquiry, the research found landscape architecture theory to be well positioned to contribute to goals of social-ecological systems resilience. The discipline of landscape architecture could become influential in resilience-oriented multi disciplinary collaborations, with our particular strengths lying in six key areas: the integration of ecological and social processes, improving social capital, engaging with temporality, design-led innovation potential, increasing diversity and our ability to work across multiple scales. Furthermore, several innovative ideas were developed, through a site-based design exploration located within the residential red zone, that attempt to challenge conventional modes of urban living – concepts such as time-based land use, understanding roads as urban waterways, and landscape design and management strategies that increase community participation and awareness of the temporality in landscapes.
The city of Ōtautahi/Christchurch experienced a series of earthquakes that began on September 4th, 2010. The most damaging event occurred on February 22nd, 2011 but significant earthquakes also occurred on June 13th and December 23rd with aftershocks still occurring well into 2012. The resulting disaster is the second deadliest natural disaster in New Zealand’s history with 185 deaths. During 2011 the Canterbury earthquakes were one of the costliest disasters worldwide with an expected cost of up to $NZ30 billion.
Hundreds of commercial buildings and thousands of houses have been destroyed or are to be demolished and extensive repairs are needed for infrastructure to over 100,000 homes. As many as 8,900 people simply abandoned their homes and left the city in the first few months after the February event (Newell, 2012), and as many as 50,000 may leave during 2012. In particular, young whānau and single young women comprised a disproportionate number of these migrants, with evidence of a general movement to the North Island.
Te Puni Kōkiri sought a mix of quantitative and qualitative research to examine the social and economic impacts of the Christchurch earthquakes on Māori and their whānau. The result of this work will be a collection of evidence to inform policy to support and assist Māori and their whānau during the recovery/rebuild phases. To that end, this report triangulates available statistical and geographical information with qualitative data gathered over 2010 and 2011 by a series of interviews conducted with Māori who experienced the dramatic events associated with the earthquakes.
A Māori research team at Lincoln University was commissioned to undertake the research as they were already engaged in transdisciplinary research (began in the May 2010), that focused on quickly gathering data from a range of Māori who experienced the disaster, including relevant economic, environmental, social and cultural factors in the response and recovery of Māori to these events.
Participants for the qualitative research were drawn from Māori whānau who both stayed and left the city. Further data was available from ongoing projects and networks that the Lincoln research team was already involved in, including interviews with Māori first responders and managers operating in the CBD on the day of the February event. Some limited data is also available from younger members of affected whānau.
Māori in Ōtautahi/Christchurch City have exhibited their own culturally-attuned collective responses to the disaster. However, it is difficult to ascertain Māori demographic changes due to a lack of robust statistical frameworks but Māori outward migration from the city is estimated to range between 560 and 1,100 people.
The mobility displayed by Māori demonstrates an important but unquantified response by whānau to this disaster, with emigration to Australia presenting an attractive option for young Māori, an entrenched phenomenon that correlates to cyclical downturns and the long-term decline of the New Zealand economy. It is estimated that at least 315 Māori have emigrated from the Canterbury region to Australia post-quake, although the disaster itself may be only one of a series of events that has prompted such a decision.
Māori children made up more than one in four of the net loss of children aged 6 to 15 years enrolled in schools in Greater Christchurch over the year to June 2011. Research literature identifies depression affecting a small but significant number of children one to two years post-disaster and points to increasing clinical and organisational demands for Māori and other residents of the city.
For those residents in the eastern or coastal suburbs – home to many of the city’s Māori population - severe damage to housing, schools, shops, infrastructure, and streets has meant disruption to their lives, children’s schooling, employment, and community functioning. Ongoing abandonment of homes by many has meant a growing sense of unease and loss of security, exacerbated by arson, burglaries, increased drinking, a stalled local and national economy, and general confusion about the city’s future.
Māori cultural resilience has enabled a considerable network of people, institutions, and resources being available to Māori , most noticeably through marae and their integral roles of housing, as a coordinating hub, and their arguing for the wider affected communities of Christchurch.
Relevant disaster responses need to be discussed within whānau, kōhanga, kura, businesses, communities, and wider neighbourhoods. Comprehensive disaster management plans need to be drafted for all iwi in collaboration with central government, regional, and city or town councils.
Overall, Māori are remarkably philosophical about the effects of the disaster, with many proudly relishing their roles in what is clearly a historic event of great significance to the city and country. Most believe that ‘being Māori’ has helped cope with the disaster, although for some this draws on a collective history of poverty and marginalisation, features that contribute to the vulnerability of Māori to such events.
While the recovery and rebuild phases offer considerable options for Māori and iwi, with Ngāi Tahu set to play an important stakeholder in infrastructural, residential, and commercial developments, some risk and considerable unknowns are evident. Considerable numbers of Māori may migrate into the Canterbury region for employment in the rebuild, and trades training strategies have already been established.
With many iwi now increasingly investing in property, the risks from significant earthquakes are now more transparent, not least to insurers and the reinsurance sector. Iwi authorities need to be appraised of insurance issues and ensure sufficient coverage exists and investments and developments are undertaken with a clear understanding of the risks from natural hazards and exposure to future disasters.
Disasters are a critical topic for practitioners of landscape architecture. A
fundamental role of the profession is disaster prevention or mitigation
through practitioners having a thorough understanding of known threats. Once we reach the ‘other side’ of a disaster – the aftermath – landscape architecture plays a central response in dealing with its consequences, rebuilding of settlements and infrastructure and gaining an enhanced understanding of the causes of any failures. Landscape architecture must respond not only to the physical dimensions of disaster landscapes but also to the social, psychological and spiritual aspects. Landscape’s experiential potency is heightened in disasters in ways that may challenge and extend the spectrum of emotions. Identity is rooted in landscape, and massive transformation through the impact of a disaster can lead to ongoing psychological devastation. Memory and landscape are tightly
intertwined as part of individual and collective identities, as connections to place and time. The ruptures caused by disasters present a challenge to remembering the lives lost and the prior condition of the landscape, the intimate attachments to places now gone and even the event itself.
Within four weeks of the September 4 2010 Canterbury Earthquake a new, loosely-knit community group appeared in Christchurch under the banner of “Greening the Rubble.” The general aim of those who attended the first few meetings was to do something to help plug the holes that had already appeared or were likely to appear over the coming weeks in the city fabric with some temporary landscaping and planting projects. This article charts the first eighteen months of Greening the Rubble and places the initiative in a broader context to argue that although seismic events in Christchurch acted as a “call to palms,” so to speak, the city was already in need of some remedial greening. It concludes with a reflection on lessons learned to date by GTR and commentary on the likely issues ahead for this new mini-social-environmental movement in the context of a quake-affected and still quake-prone major New Zealand city. One of the key lessons for GTR and all of those involved in Christchurch recovery activities to date is that the city is still very much in the middle of the event and is to some extent a laboratory for seismic and agency management studies alike.
Knowledge of past climate variability is essential for understanding present and future climate trends. This study used Halocarpus biformis (pink pine) ring-width chronologies to investigate palaeotemperature history in Westland, New Zealand. The ensuing reconstruction is among the longest palaeoseries produced for New Zealand to date. It is in good agreement with other tree-ring-based records, and with instrumental (both local and hemispheric) data.
Thirteen pink pine chronologies were developed. Ring-width measurements were detrended using the Regional Curve Standardisation method to retain as much low-frequency variance as possible. Crossdating revealed the existence of a strong common signal among trees. Inter-site comparison indicated that a common control mechanism affected tree growth not only within sites, but also across sites.
To determine whether climate was the main factor that controlled the growth of pink pine in Westland, correlation and response function analyses were employed. Temperature, precipitation and the Southern Oscillation Index were tested for their relationship with tree growth. Mean monthly temperature was identified as the primary growth-limiting factor. Chronologies were positively correlated with temperature over an extended period (5-17 months), and climate response modelling showed that temperature explained 11-60% variance in the tree-ring data. The highest and most stable correlations occurred between tree growth and summer (January-March) temperatures.
Tree-ring data from the six sites that contained the strongest temperature signal were combined, and the Westland Regional Chronology (WRC) was developed. The WRC was then used to reconstruct January-March temperatures back to A.D. 1480. The calibration model explained 43% of the variance in temperature, and all calibration and verification tests were passed at high levels of significance. The reconstruction showed that temperatures in Westland have been following a positive trend over the last 520 years. The coolest 25-year period was 1542-1566, while temperatures reached their maximum in 1966-1990. Spectral analysis of the Westland palaeotemperature record revealed cycles at periods of about 3, 5-6, 11, 14, 22, 45 and 125 years.
This study also confirmed that climate response is species-dependent. A separate exercise, which compared two species from the same site, demonstrated that while pink pine's growth was mainly influenced by summer temperatures, Libocedrus bidwillii was affected by conditions at the beginning of the growing season. However, the temperature signal in Westland's Libocedrus bidwillii was insufficient to produce a reliable reconstruction. It might be because the climate signal in this species was obscured by disturbances, as was shown in the final section of this project. Frequent growth releases and suppressions implied that Libocedrus bidwillii integrated both major (Alpine Fault earthquakes) and minor (windthrow) disturbances in its ring widths. Pink pine, on the other hand, was not sensitive to disturbance, and was therefore a better indicator of palaeotemperatures in Westland.
This research has strengthened the New Zealand network of chronology sites, and confirmed that pink pine has great dendroclimatic value. The last 520 years of temperature fluctuations were reconstructed with a high degree of fidelity - the model developed in this thesis is currently the most accurate estimate of a temperature-growth relationship in the country.
The quality of public space is vital to livable cities. Yet livable cities also require empowered communities. This thesis asks: how is the landscape architect’s design expertise expressed as part of the public participation process, what are the key features of design expertise that lead to an effective design-based participation process and how does quality in the participation process relate to the quality of design outcomes? A theoretical framework is developed from which to clarify the relationship between decision-making processes in design and public participation. Insights from design theory are combined with the findings of key informant interviews with New Zealand and Northern Europe design experts, and with landscape architects, community and Council staff working in post-earthquake Ōtautahi/Christchurch, Aotearoa/New Zealand. Results of a case study of Albion Square in Ōhinehou/Lyttelton reveal that the designer’s interactions with the public play a critical role in shaping elegant design outcomes in public space design. Four key insights reveal that participatory design processes in New Zealand need to be reconsidered in order to enable landscape architects to work more closely with communities in mutual learning, rather than the currently limiting technical problem solving process. Institutional, professional and theoretical implications are drawn from the findings.

State of the Tourism Sector 2012 provides a current view of the tourism sector for those within the industry and for external stakeholders who have an interest in tourism in New Zealand.
Lincoln University was commissioned by the Avon-Otakaro Network (AvON) to estimate the value of the benefits of a ‘recreation reserve’ or ‘river park’ in the Avon River Residential Red Zone (ARRRZ). This research has demonstrated significant public desire and support for the development of a recreation reserve in the Avon River Residential Red Zone. Support is strongest for a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision, such as walking, cycling and water-based sporting and leisure activities. The research also showed support for a reserve that promotes and enables community interaction and wellbeing, and is evident in respondents’ desires for community gardens, regular festivals and markets, and the physical linking of the CBD with eastern suburbs through a green corridor. There is less support for children’s playgrounds, sports fields or open grassed areas, all of which could be considered as more typical of an urban park development. Benefits (willing to pay) to Christchurch residents (excluding tourists) of a recreation reserve could be as high as $35 million each year.
Savings to public health costs could be as high as $50.3 million each year. The incorporation or restoration of various ecosystems services, including water quality improvements, flood mitigation and storm water management could yield a further $8.8 million ($19, 600) per hectare/year at 450 ha).
Combined annual benefits of a recreational reserve in the ARRRZ are approximately $94.1 million per annum but this figure does not include potentially significant benefits from, for example, tourism, property equity gains in areas adjacent to the reserve, or the effects of economic rejuvenation in the East.
Although we were not able to provide costing estimates for park attributes, this study does make available the value of benefits, which can be used as a guide to the scope of expenditure on development of each park attribute.
This report reviews the literature on regeneration requirements of main canopy
tree species in Westland. Forests managed for production purposes have to be
harvested in an ecologically sustainable way; to maintain their natural character, harvesting should facilitate regeneration of target species and ensure that their recruitment is in proportion to the extent of extraction. The reasons for species establishing at any point in time are unclear; however, they are probably related to the availability of suitable microsites for establishment, the size of the canopy openings formed by disturbance, and whether or not seeds are available at or around the time of the disturbance. Age structures from
throughout Westland show that extensive, similar-aged, post-earthquake cohorts of trees are a feature of the region. This suggests that infrequent, massive earthquakes are the dominant coarse-scale disturbance agent, triggering episodes of major erosion and sedimentation and leaving a strong imprint in the forest structure. In other forests, flooding and catastrophic
windthrow are major forms of disturbance. The findings suggest that, in general, large disturbances are required for conifer regeneration. This has implications for any sustained yield management of these forests if conifers are to remain an important component. Any harvesting should recognise the importance for tree establishment of: forest floor microsites, such as fallen logs
and tree tip-up mounds; and the variable way in which canopy gaps are formed. Harvesting should maintain the 'patchy' nature of the natural forest—large patches of dense conifers interspersed with more heterogeneous patches of mixed species.This is a client report commissioned by West Coast Conservancy and funded from the Unprogrammed Science Advice fund.
In the last two decades, the retail sector has experienced unprecedented upheaval, having severe implications for economic development and sustenance of traditional inner-city retail districts. In the city of Christchurch, New Zealand, this effect has been exacerbated by a series of earthquakes in 2010/2011 which destroyed much of the traditional retail precinct of the city. After extensive rebuild activity of the city’s infrastructure, the momentum of retailers returning to the inner city was initially sluggish but eventually gathered speed supported by increased international visitation. In early 2020, the return to retail normality came to an abrupt halt after the emergence of the COVID-19 pandemic. This study uses spending and transaction data to analyze the compounding impact of the earthquake’s aftermath, shift to online shopping, and the retail disruption in the Christchurch central retail precinct because of COVID-19. The findings illustrate how consumers through their spending respond to different types of external shocks, altering their consumption patterns and retail mode (offline and online) to cope with an ever-changing retail landscape. Each event triggers different spending patterns that have some similarities but also stark differences, having implications for a sustainable and resilient retail industry in Christchurch. Implications for urban retail precinct development are also discussed.
Numerous rockfalls released during the 2010–2011 Canterbury earthquake sequence affected vital road sections for local commuters. We quantified rockfall fatality risk on two main routes by adapting a risk approach for roads originally developed for snow avalanche risk. We present results of the collective and individual fatality risks for traffic flow and waiting traffic. Waiting traffic scenarios particularly address the critical spatial-temporal dynamics of risk, which should be acknowledged in operational risk management. Comparing our results with other risks commonly experienced in New Zealand indicates that local rockfall risk is close to tolerability thresholds and likely exceeds acceptable risk.
Mixed conifer, beech and hardwood forests are relatively common in Aotearoa/New
Zealand, but are not well studied. This thesis investigates the coexistence, regeneration
dynamics and disturbance history of a mixed species forest across an environmental
gradient of drainage and soil development in north Westland.
The aim was to investigate whether conifers, beech and non-beech hardwood species were
able to coexist on surfaces that differed in their underlying edaphic conditions, and if so to understand the mechanisms that influenced their regeneration on both poorly drained and
well drained soils. The site selected was an area of high tree species diversity on a lowland
0.8 km² post-glacial terrace at the base of Mount Harata in the Grey River Valley.
My approach was to use forest stand history reconstruction at two spatial scales: an
intensive within-plot study of stand dynamics (chapter 1) and a whole-landform approach
(chapter 2) that examined whether the dynamics identified at the smaller within-plot scale
reflected larger patterns across the terrace.
In chapter 1, three large permanent plots (0.3-0.7 ha) were placed at different points along
the drainage gradient, one plot situated in each of the mainly well-drained, poorly drained
and very poorly drained areas along the terrace. Information was gathered on species age
and size structures, spatial distributions of tree ages, species interactions, microsite
establishment preferences, patterns of stand mortality, and disturbance history in each plot.
There were differences in stand structure, composition and relative abundance of species
found between the well drained plot and the two poorer drained plots. On the well drained
site conifers were scarce, the beeches Nothofagus fusca and N. menziesii dominated the
canopy, and in the subcanopy the hardwood species Weinmannia racemosa and Quintinia
acutifolia were abundant. As drainage became progressively poorer, the conifers
Dacrydium cupressinum and Dacrycarpus dacrydioides became more abundant and
occupied the emergent tier over a beech canopy. The hardwoods W. racemosa and Q.
acutifolia became gradually less abundant in the subcanopy, whereas the hardwood
Elaeocarpus hookerianus became more so.
In the well drained plot, gap partitioning for light between beeches and hardwoods enabled
coexistence in response to a range of different sized openings resulting from disturbances
of different extent. In the two more poorly drained plots, species also coexisted by
partitioning microsite establishment sites according to drainage.
There were several distinct periods where synchronous establishment of different species
occurred in different plots, suggesting there were large disturbances: c. 100yrs, 190-200
yrs, 275-300 yrs and 375-425 yrs ago. Generally after the same disturbance, different
species regenerated in different plots reflecting the underlying drainage gradient. However,
at the same site after different disturbances, different sets of species regenerated,
suggesting the type and extent of disturbances and the conditions left behind influenced
species regeneration at some times but not others. The regeneration of some species (e.g.,
N. fusca in the well-drained plot, and Dacrydium in the poorer drained plots) was periodic
and appeared to be closely linked to these events. In the intervals between these
disturbances, less extensive disturbances resulted in the more frequent N. menziesii and
especially hardwood regeneration. The type of tree death caused by different disturbances
favoured different species, with dead standing tree death favouring the more shade-tolerant
N. menziesii and hardwoods, whereas uprooting created a mosaic of microsite conditions
and larger gap sizes that enabled Dacrycarpus, N. fusca and E. hookerianus to maintain
themselves in the poorly drained areas.
In chapter 2, 10 circular plots (c. 0.12 ha) were placed in well drained areas and 10
circular plots (c. 0.2 ha) in poorly drained plots to collect information on species
population structures and microsite preferences. The aims were to reconstruct species'
regeneration responses to a range of disturbances of different type and extent across the
whole terrace, and to examine whether there were important differences in the effects of
these disturbances.
At this landform scale, the composition and relative abundances of species across the
drainage gradient reflected those found in chapter 1. There were few scattered conifers in well drained areas, despite many potential regeneration opportunities created from a range
of different stand destroying and smaller scale disturbances.
Three of the four periods identified in chapter 1 reflected distinct terrace-wide periods of
regeneration 75-100 yrs, 200-275 yrs and 350-450 yrs ago, providing strong evidence of
periodic large, infrequent disturbances that occurred at intervals of 100-200 yrs. These
large, infrequent disturbances have had a substantial influence in determining forest
history, and have had long term effects on forest structure and successional processes.
Different large, infrequent disturbances had different effects across the terrace, with the
variability in conditions that resulted enabling different species to regenerate at different
times. For example, the regeneration of distinct even-aged Dacrydium cohorts in poorly
drained areas was linked to historical Alpine Fault earthquakes, but not to more recent
storms. The variation in the intensity of different large, infrequent disturbances at different
points along the environmental drainage gradient, was a key factor influencing the scale of
impacts. In effect, the underlying edaphic conditions influenced species composition along
the drainage gradient and disturbance history regulated the relative abundances of species.
The results presented here further emphasise the importance of large scale disturbances as a
mechanism that allows coexistence of different tree species in mixed forest, in particular
for the conifers Dacrydium, Dacrycarpus and the beech N. fusca, by creating much of the
environmental variation to which these species responded. This study adds to our
understanding of the effects of historical earthquakes in the relatively complex forests of
north Westland, and further illustrates their importance in the Westland forest landscape as
the major influential disturbance on forest pattern and history.
These results also further develop the 'two-component' model used to describe
conifer/angiosperm dynamics, by identifying qualitative differences in the impacts of
different large, infrequent disturbances across an environmental gradient that allowed for
coexistence of different species. In poorer drained areas, these forests may even be thought
of as 'three-component' systems with conifers, beeches and hardwoods exhibiting key
differences in their regeneration patterns after disturbances of different type and extent, and
in their microsite preferences.
There is strong consensus in the civil defence and emergency management literature that public participation is essential for a 'good' recovery. However, there is a paucity of research detailing how this community-led planning should be carried out in the real world. There are few processes or timelines for communities to follow when wanting to plan for themselves, nor is there a great deal of advice for communities who want to plan for their own recovery. In short, despite this consensus that community involvement is desireable, there is very little information available as to the nature of this involvement or how communities might facilitate this. It is simply assumed that communities are willing and able to participate in the recovery process and that recovery authorities will welcome, encourage, and enable this participation. This is not always the case, and the result is that community groups can be left feeling lost and ineffective when trying to plan for their own recovery.
In attempting to address this gap, my study contributes to a better understanding of community involvement in recovery planning, based on research with on particular a community group (SPRIG), who has undertaken their own form of community-led planning in a post-disaster environment. Through group observations and in-depth interviews with members of SPRIG, I was able to identify various roles for such groups in the post-disaster recovery process. My research also contributes to an enhanced understanding of the process a community group might follow to implement their own form of post-disaster recovery planning, with the main point being that any planning should be done side by side with local authorities. Finally, I discovered that a community group will face organisational, community and institutional challenges when trying to plan for their area; however, despite these challenges, opportunities exist, such as the chance to build a better future.
The world is constantly changing. Christchurch, New Zealand, has recently experienced drastic changes after earthquakes struck the city. The earthquakes caused the city to physically shake, and the land to sink in some places and rise in others. Now further change is forcast and parts of Christchurch could be under water by 2115 according to experts.
Climate change induced sea level rise is recognised as a international issue with potential impacts for coastal communities all over the world. The Chrischtchurch City Council is required to have a 100-year planning horizon for sea level rise and this means planning for at least one meter, and possibly up to two meters, of sea level rise by 2115. This dissertation investigates the planning response to slow onset disasters, change, and uncertainty, using the example of sea-level rise in Christchurch, and it examines the role of public participation in this. To achieve this, the ways in which planning theory and practice acknowledge uncertainty, and cope with change, were critically analysed along with the Christchurch City Council’s response to the Tonkin and Taylor predictions and modelling. Semi-structured interviews with professionals in natural hazards risk reduction, policy, and planning were conducted, and the previous and proposed Christchurch City District Plans were compared.
Planning for sea level rise in Christchurch provides an example of how planners may cope with slow onset change. The results of this dissertation suggests that the favoured risk reduction strategy for coastal communities in Christchurch is an adaptation strategy, and at present there is no sign of managed retreat being employed. The results also suggests using a planning approach that involves public participation for best results when planning for change, uncertainty or slow onset disasters.
The sample of water referred to in the present note was collected by the writer on the 21st January, 1889, in the Otira Gorge, from a spring which is stated to have been first discovered shortly after the earthquake of the 1st September, 1888. From the results obtained this water might be termed siliceous and sulphurous. It is essentially different from the water from the Hanmer Springs, and pertains more to the character of the waters of the Rotorua district. It differs, however, from these waters in having only a portion of its carbonic anhydride replaced by silica, and in containing less dissolved matter.
This article reports on a study of community attitudes to cruise tourism in Akaroa, New Zealand. An important dimension of this study is the significant rate of growth in cruise arrivals over a short period of time as the result of the 2010/11 Canterbury earthquakes. Data were collected via a postal survey of the Akaroa community, and yielded a response rate of 56.6% (n = 316). The results indicate that despite the recent growth in arrivals, the Akaroa community holds a largely favorable opinion of cruise tourism. Importantly, the impacts identified by respondents were more closely aligned to threats to their identity as a destination, rather than problems with tourism, per se.
Purpose - The purpose of this paper is to identify through the application of Actor Network Theory (ANT) the issues and impediments to the implementation of mandatory seismic retrofitting policies proposed by the New Zealand Government. In particular the tension between the heritage protection objectives contained in the Resource Management Act 1991 and the earthquake mitigation measures contained in the Building Act 2004 are examined.
Design/methodology/approach - The paper uses a case study approach based on the Harcourts Building in Wellington New Zealand and the case law relating to attempts to demolish this particular building. Use is made of ANT as a 'lens' to identify and study the controversies around mandatory seismic retrofitting of heritage buildings. The concept of translation is used to draw network diagrams.
Question: Does canopy tree regeneration response to different large disturbances vary with soil drainage? Location: Old-growth conifer (Dacrydium and Dacrycarpus), angiosperm (Nothofagus and Weinmannia) rain forest, Mount Harata, South Island, New Zealand. Methods: Trees were aged (1056 cores) to reconstruct stand history in 20 (0.12 - 0.2 ha) plots with different underlying drainage. Spatial analyses of an additional 805 tree ages collected from two (0.3 - 0.7 ha) plots were conducted to detect patchiness for five canopy tree species. Microsite preferences for trees and saplings were determined. Results: There were clear differences in species regeneration patterns on soils with different drainage. Conifer recruitment occurred infrequently in even-aged patches (> 1000 m²) and only on poorly drained soils. Periodic Nothofagus fusca and N. menziesii recruitment occurred more frequently in different sized canopy openings on all soils. Weinmannia recruitment was more continuous on all soils reflecting their greater relative shade-tolerance. Distinct periods of recruitment that occurred in the last 400 years matched known large disturbances in the region. These events affected species differently as soil drainage varied. Following earthquakes, both conifers and N. menziesii regenerated on poorly drained soils, while Nothofagus species and Weinmannia regenerated on well-drained soils. However, Dacrydium failed to regenerate after patchy storm damage in the wetter forest interior; instead faster-growing N. fusca captured elevated microsites caused by uprooting. Conclusions: Underlying drainage influenced species composition, while variation in the impacts of large disturbance regulated relative species abundances on different soils.
The increase in urban population has required cities to rethink their strategies for minimising greenhouse gas impacts and adapting to climate change. While urban design and planning policy have been guided by principles such as walkability (to reduce the dependence on cars) and green infrastructure (to enhance the quality of open spaces to support conservation and human values), there have been conflicting views on what spatial strategies will best prepare cities for a challenging future. Researchers supporting compact cities based upon public Transit Oriented Development have claimed that walkability, higher density and mixed-uses make cities more sustainable (Owen, 2009) and that, while green spaces in cities are necessary, they are dull in comparison with shopfronts and street vendors (Speck, 2012, p 250). Other researchers claim that green infrastructure is fundamental to improving urban sustainability and attracting public space users with improved urban comfort, consequently encouraging walkability (Pitman and Ely, 2013). Landscape architects tend to assume that ‘the greener the better’; however, the efficiency of urban greenery in relation to urban comfort and urbanity depends on its density, distribution and the services provided. Green infrastructure can take many forms (from urban forests to street trees) and provide varied services (amended microclimate, aesthetics, ecology and so forth). In this paper, we evaluate the relevance of current policy in Christchurch regarding both best practice in green infrastructure and urban comfort (Tavares, 2015). We focus on the Christchurch Blueprint for rebuilding the central city, and critically examine the post-earthquake paths the city is following regarding its green and grey infrastructures and the resulting urban environment. We discuss the performance and appropriateness of the current Blueprint in post-earthquake Christchurch, particularly as it relates to the challenges that climate change is creating for cities worldwide.
Advocates for Compact City, Smart Growth and New Urbanism claim intensification of land use as a means to achieve sustainability imperatives, manage urbanisation and curb peripheral sprawl. It appears policy makers and planners have taken this perspective into consideration over the last two decades as intensification appears more prevalent in policy and planning. Literature points to residential infill as a method of providing for housing development within city limits. While residential infill is recognised in literature, little is known about what it consists of and the different stakeholders involved. This study will document different types of infill, identify various stakeholders associated with the different types and how their roles align and conflict.
It is no secret that there is a problem with the suburb of Aranui. Developed in the 1950s,
Aranui and neighbouring Wainoni are an example of the large-scale, state-funded
subdivisions of the time, yet, unlike similar developments in the North Island, they have
received little to no attention from researchers. In light of the recent Canterbury
earthquakes, this dissertation aims to trace the evolution of these suburbs until the 1970s
and act as the first stage of a more comprehensive review of state housing and the
Aranui/Wainoni area. By critically reviewing existing literature on state housing and housing
policy in New Zealand, as well as undertaking archival research, this dissertation addresses
the international influences on state housing in New Zealand generally and the development
of the Aranui and Wainoni area more specifically in order to provide a foundation for
answering the question, "What went so wrong?"
