The 2010 and 2011 earthquakes of Canterbury have had a serious and ongoing effect on Maori in the city (Lambert, Mark-Shadbolt, Ataria, & Black, 2012). Many people had to rely on themselves, their neighbours and their whanau for an extended period in 2011, and some are still required to organise and coordinate various activities such as schooling, health care, work and community activities such as church, sports and recreation in a city beset by ongoing disruption and distress. Throughout the phases of response and recovery, issues of leadership have been implicitly and explicitly woven through both formal and informal investigations and debates. This paper presents the results of a small sample of initial interviews of Maori undertaken in the response and early recovery period of the disaster and discusses some of the implications for Maori urban communities.

prepared in partnership with Lincoln University. The objective of this is to understand better how
the tourism sector sees its future and what challenges and opportunities lie ahead in both the short
and longer term. State of Sector 2011, alongside the ongoing series of TIA Insights and other
consultations that TIA is undertaking in its research work programme, is aimed at informing
participants at the Tourism Summit taking place in Wellington on 13 July 2011. This information is a
key driver in assisting with the development of the 2011 Tourism Industry Election Manifesto. State
of the Sector 2011 also ultimately provides a current view of the tourism sector for those within the
industry and for external stakeholders who have an interest in tourism in New Zealand.
The earthquake swarm that has struck Canterbury, New Zealand from September 2010 has led to widespread destruction and loss of life in the city of Christchurch. In response to this the New Zealand government convened a Royal Commission under the Commissions of Inquiry Act 1908. The terms of reference for this enquiry were wide ranging, and included inquiry into legal and best-practice requirements for earthquake-prone buildings and associated risk management strategies. The Commission produced a final report on earthquake-prone buildings and recommendations which was made public on the 7th December 2012. Also on the 7th of December 2012 the Ministry of Business, Innovation and Employment (MBIE) released a Consultation Document that includes many of the recommendations put forward by the Royal Commission. This paper examines the evidence presented to the Royal Commission and reviews their recommendations and those of MBIE in relation to the management of earthquake-prone buildings. An analysis of the likely impacts of the recommendations and proposals on both the property market and society in general is also undertaken.
The housing and mortgage market in Christchurch experienced significant changes since the 2011 earthquake, especially after the reconstruction of the city. The increasing speed of Christchurch average house price exceed the average house price of the whole country, as well as the number of new dwellings. By this regard, this study surveyed the households in Christchurch to analyze the effect of the earthquake on housing and mortgage market. This includes factors such as housing price, interest rate, government policy and socioeconomic factors in terms of age, gender, educational attainment, income, marital status and family life cycle.
Logistic regression model is used to analyze the data. The study provides an overview of the housing market and mortgage market in Christchurch. The logistic regression, results show changes on sensitivity between the socio-economic factors and house purchase, as well as mortgage borrowing pre- and post-earthquake. The result indicates that the earthquake in Christchurch has affected households’ decision on house purchase and mortgage borrowing.
The Building Act 2004 now requires Territorial Authorities (TAs) to have in place a policy setting out how they intend making existing buildings that would be unable to withstand a moderate earthquake safe for their occupiers. Many of the resultant policies developed by TAs have put in place mandatory upgrade requirements that will force owners to expend large amounts of capital on seismic upgrading of their buildings. The challenge for the property owners and TAs alike is to make such development work economic or the result will be wide scale demolition of old buildings. This has serious implications for both heritage conservation and inner city revitalisation plans that are based on existing heritage buildings. This paper sets out the issues and challenges for the seismic upgrading of buildings in New Zealand and puts forward some potential solutions
The study contributes to a better understanding of utilisation and interaction patterns in post-disaster temporary urban open spaces. A series of devastating earthquakes caused large scale damage to Christchurch’s central city and many suburbs in 2010 and 2011. Various temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Drawing on empirical data obtained from a spatial qualities survey and a Public Life Study, the report analyses how people used and interacted with three exemplary transitional community-initiated open spaces (CIOS) in relation to particular physical spatial qualities in central Christchurch over a period of three weeks. The report provides evidence that users of post-disaster transitional community-initiated open spaces show similar utilisation and interaction patterns in relation to specific spatial qualities as observed in other urban environments. The temporary status of CIOS did apparently not influence ‘typical’ utilisation and interaction patterns.
The topic of ‘resilience’ thinking seems of late to have superseded that of ‘sustainability’ thinking. Sustainability means simply that which sustains and lasts but has taken on many different subtle nuances over the last 20 years since it came into common parlance with the Bruntland Report of 1987, which sought to clarify the definition. However, resilience ‘speak’ has become hot property now, especially highlighted since Christchurch experienced a natural disaster in the form of several large earthquakes from Sep 2010 until most recently in December 2011. Many people comment on how resilient people have been, how resilient the city has been, so it seems timely to investigate what resilience actually means and importantly, resilient to what and of what? (Lorenz, 2010).
This essay will look at the concept of systems and resilience, definitions and theories will be explored generally and then these concepts will be more closely defined within the context of a particular system, that of Somerfield School located in the western suburbs of Christchurch.
This report forms part of a research project examining rural community resilience to natural hazard events, with a particular focus on transient population groups. A preliminary desktop and scoping exercise was undertaken to examine nine communities affected by the Kaikoura earthquake and to identify the variety of transient population groups that are commonly (and increasingly) found in rural New Zealand (see Wilson & Simmons, 2017). From this, four case study communities – Blenheim, Kaikoura, Waiau and St Arnaud – were selected to represent a range of settlement types.
These communities varied in respect of social, economic and geographic features, including the presence of particular transient population groups, and earthquake impact. While the 2016 Kaikoura earthquake provided a natural hazard event on which to focus the research, the research interest was in long-term (and broad) community resilience, rather than short-term (and specific) response and recovery actions which occurred post-earthquake.
The disastrous earthquakes that struck Christchurch in 2010 and 2011 seriously impacted on the individual and collective lives of Māori residents. This paper continues earlier, predominantly qualitative research on the immediate effects on Māori by presenting an analysis of a survey carried out 18 months after the most destructive event, on 22 February 2011. Using a set-theoretic approach, pathways to Māori resilience are identified, emphasising the combination of whānau connectivity and high incomes in those who have maintained or increased their wellbeing post-disaster. However, the results show that if resilience is used to describe a “bounce back” in wellbeing, Māori are primarily enduring the post-disaster environment. This endurance phase is a precursor to any resilience and will be of much longer duration than first thought. With continued uncertainty in the city and wider New Zealand economy, this endurance may not necessarily lead to a more secure environment for Māori in the city.
Knowledge of past climate variability is essential for understanding present and future climate trends. This study used Halocarpus biformis (pink pine) ring-width chronologies to investigate palaeotemperature history in Westland, New Zealand. The ensuing reconstruction is among the longest palaeoseries produced for New Zealand to date. It is in good agreement with other tree-ring-based records, and with instrumental (both local and hemispheric) data.
Thirteen pink pine chronologies were developed. Ring-width measurements were detrended using the Regional Curve Standardisation method to retain as much low-frequency variance as possible. Crossdating revealed the existence of a strong common signal among trees. Inter-site comparison indicated that a common control mechanism affected tree growth not only within sites, but also across sites.
To determine whether climate was the main factor that controlled the growth of pink pine in Westland, correlation and response function analyses were employed. Temperature, precipitation and the Southern Oscillation Index were tested for their relationship with tree growth. Mean monthly temperature was identified as the primary growth-limiting factor. Chronologies were positively correlated with temperature over an extended period (5-17 months), and climate response modelling showed that temperature explained 11-60% variance in the tree-ring data. The highest and most stable correlations occurred between tree growth and summer (January-March) temperatures.
Tree-ring data from the six sites that contained the strongest temperature signal were combined, and the Westland Regional Chronology (WRC) was developed. The WRC was then used to reconstruct January-March temperatures back to A.D. 1480. The calibration model explained 43% of the variance in temperature, and all calibration and verification tests were passed at high levels of significance. The reconstruction showed that temperatures in Westland have been following a positive trend over the last 520 years. The coolest 25-year period was 1542-1566, while temperatures reached their maximum in 1966-1990. Spectral analysis of the Westland palaeotemperature record revealed cycles at periods of about 3, 5-6, 11, 14, 22, 45 and 125 years.
This study also confirmed that climate response is species-dependent. A separate exercise, which compared two species from the same site, demonstrated that while pink pine's growth was mainly influenced by summer temperatures, Libocedrus bidwillii was affected by conditions at the beginning of the growing season. However, the temperature signal in Westland's Libocedrus bidwillii was insufficient to produce a reliable reconstruction. It might be because the climate signal in this species was obscured by disturbances, as was shown in the final section of this project. Frequent growth releases and suppressions implied that Libocedrus bidwillii integrated both major (Alpine Fault earthquakes) and minor (windthrow) disturbances in its ring widths. Pink pine, on the other hand, was not sensitive to disturbance, and was therefore a better indicator of palaeotemperatures in Westland.
This research has strengthened the New Zealand network of chronology sites, and confirmed that pink pine has great dendroclimatic value. The last 520 years of temperature fluctuations were reconstructed with a high degree of fidelity - the model developed in this thesis is currently the most accurate estimate of a temperature-growth relationship in the country.
Planning in New Zealand in 2014 has largely been dominated by housing and urban development, potential local government and legislative reforms, and water issues. This volume’s peer reviewed research, which combines Issues 1 and 2, focuses on these issues, but with perspectives and issues that are outside the mainstream. In our lead research article, John Ryks and his co-authors review the opportunities from Treaty settlements and legislative provisions and challenges for Māori participation in urban development, such as the balancing of matawaka and mana whenua perspectives. Water issues are picked up by Ronlyn Duncan and Phil Holland who each take constructively critical views toward some currently well-regarded approaches to resolutions. We have reflective and somewhat contrasting contributions from two highly respected semi-retired planners, Malcolm Douglass (FNZPI) and Derek Hall, that challenge aspects of New Zealand’s current approach to planning. In our outreach part of this Volume we include the response of some political parties to questions put to them about planning by LPR team member Nicole Read. Finally, Lincoln University appears to have turned a corner after the earthquakes, at least in the planning programmes.
To the casual observer, community gardens may look like places where people just come to grow fruit and vegetables. Through digging beneath surface appearances, however, the research literature suggests that there is more to the creation of and participation in community gardens than that which is immediately apparent.
The overall aim of this research was to explore and interpret the meaning of community gardens in terms of the sought and experienced well-being of the individuals who participate, and their associated communities. This research was undertaken in the Christchurch/Selwyn district, in the aftermath of the Christchurch earthquakes of 2010-2011.
This research utilised the technique of photo-elicitation interviews to study the meanings attributed to community gardening, in the post-earthquake environment. Five gardens were investigated. Results show that a range of meanings, and well-being outcomes are experienced through a combination of physical, educational, aesthetic appreciation, contemplative, creative and social connections within the garden and within the overall context of nature. Significantly, within the post-earthquake environment, the community gardens can offer participants the opportunity to appreciate life and what it means for them.
Akaroa is a small township situated within Akaroa Harbour, on the southern side of Banks Peninsula. It is approximately 75 kilometres, or 90 minutes by car, from Christchurch City. At the 2006 Census of Population and Dwellings, the ‘usually resident’ population of the township was 510 people. In addition to the usually resident population, Akaroa has a large number of non-resident property owners/ratepayers, many of whom own holiday homes. Many of these holiday homes are available as
casual rentals (i.e., they may be occupied by people other than the property owners). The township acts as a service centre for the scattered population of the outer bays area of Akaroa Harbour, many
of whom work in Akaroa. Akaroa is a popular day trip or short stay destination for Christchurch residents. Akaroa is also known as a destination which draws upon the French heritage of its pioneer
settlers and the associated village charm derived from this heritage. Not unexpectedly, given the size and village character of Akaroa, the increase in cruise ship arrivals and passenger numbers has had an impact upon the town’s community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).
The Kaikoura earthquake in November 2016 highlighted the vulnerability of New Zealand’s rural communities to locally-specific hazard events, which generate regional and national scale impacts. Kaikoura was isolated with significant damage to both the east coast road (SH1) and rail corridor, and the Inland Road (Route 70). Sea bed uplift along the coast was significant – affecting marine resources and ocean access for marine operators engaged in tourism and harvesting, and recreational users. While communities closest to the earthquake epicentre (e.g., Kaikoura, Waiau, Rotherham and Cheviot) suffered the most immediate earthquake damage, the damage to the transport network, and the establishment of an alternative transport route between Christchurch and Picton, has significantly impacted on more distant communities (e.g., Murchison, St Arnaud and Blenheim). There was also considerable damage to vineyard infrastructure across the Marlborough region and damage to buildings and infrastructure in rural settlements in Southern Marlborough (e.g., Ward and Seddon).
‘Housing affordability’ has been a term used to refer to a problem that arises when the costs of housing are seen as being unreasonably high in relation to incomes. In the United Kingdom and Australia the local town planning systems have been used to address housing affordability issues. This response in countries that share New Zealand’s town and country planning history raised the question for this research of the local government response to housing affordability issues in the city of Christchurch, New Zealand. This research was undertaken during the fifth year after the 2010/2011 Canterbury earthquake series. Research conducted by the Centre for Housing Research
Aotearoa New Zealand and the New Zealand Productivity Commission present quite different pictures of the housing affordability problem, suggest different solutions and indicate different roles for levels of government, the community housing sector and the housing market. The research undertaken for this dissertation aimed to address the question of the role of the state, through the lense of a local response to housing affordability issues, in the context of a central government response focused on land supply and reforming the Resource Management Act 1991.
4th September 2010 a 7.1 magnitude earthquake strikes near Christchurch, New Zealand’s second largest city of approximately 370,000 people. This is followed by a 6.3 magnitude quake on 22nd February 2011 and a 6.4 on 13th June. In February 181 people died and a state of national emergency was declared from 23 February to 30th April. Urban Search and Rescue teams with 150 personnel from New Zealand and 429 from overseas worked tirelessly in addition to Army, Police and Fire services. Within the central business district 1,000 buildings (of 4,000) are expected to be demolished. An estimated 10,000 houses require demolition and over 100,000 were damaged. Meanwhile the over 7,000 aftershocks have become part of the “new normal” for us all.
During this time how have libraries supported their staff? What changes have been made to services? What are the resourcing opportunities?
This presentation will provide a personal view from Lincoln University, Te Whare Wanaka o Aoraki, Library Teaching and Learning. Lincoln is New Zealand's third oldest university having been founded in 1878. Publicly owned and operated it is New Zealand's specialist land-based university. Lincoln is based on the Canterbury Plains, 22 kilometres south of Christchurch. On campus there was mostly minor damage to buildings while in the Library 200,000 volumes were thrown from the shelves. I will focus on the experiences of the Disaster Team and on our experiences with hosting temporarily displaced staff and students from the Christchurch Polytechnic Institute of Technology, Library, Learning & Information Services.
Experiences from two other institutions will be highlighted:
Christchurch City Libraries, Ngā Kete Wānanga-o-Ōtautahi. Focusing on the Māori Services Team and the Ngā Pounamu Māori and Ngāi Tahu collections. The Central library located within the red zone cordon has been closed since February, the Central library held the Ngā Pounamu Māori and Ngai Tahu collections, the largest Māori collections in the Christchurch public library network. The lack of access to these collections changed the way the Māori Services Team, part of the larger Programmes, Events and Learning Team at Christchurch City Libraries were able to provide services to their community resulting in new innovative outreach programmes and a focus on promotion of online resources. On 19th December the “temporary” new and smaller Central library Peterborough opened. The retrieved Ngā Pounamu Māori and Ngai Tahu collections "Ngā rakau teitei e iwa”, have since been re-housed and are once again available for use by the public.
Te Rūnanga o Ngāi Tahu. This organisation, established by the Te Rūnanga o Ngāi Tahu Act 1996, services the statutory rights for the people of Ngāi Tahu descent and ensures that the benefits of their Treaty Claim Settlement are enjoyed by Ngāi Tahu now and in the future. Ngāi Tahu are the indigenous Māori people of the southern islands of New Zealand - Te Waipounamu. The iwi (people) hold the rangatiratanga or tribal authority to over 80 per cent of the South Island. With their headquarters based in the central business they have also had to be relocated to temporary facilities. This included their library/archive collection of print resources, art works and taonga (cultural treasures).
Earthquakes rupture not only the objective realm of the physical landscape, but also the subjective landscape of emotions. Using the concepts of topophilia and topophobia developed by Yi-Fu Tuan as theories of love and fear of place, this paper investigates the impact of
Christchurch’s earthquakes of 2010 and 2011 on relationships with the city’s landscape.
Published accounts of the earthquakes in newspapers from around New Zealand are examined for evidence of how people responded to the situation, in particular their shifting relationship with familiar landscapes. The reports illustrate how residents and visitors reacted to the actual
and perceived changes to their surroundings, grappling with how a familiar place had become alien and often startling. The extreme nature of the event and the death toll of 185 heightened perceptions of the landscape, and even the most taken-for-granted elements of the landscape became amplified in significance. Enhanced understanding of the landscape of emotions is a vital component of wellbeing. Through recognising that the impact of disasters and perceived threats to familiar places has a profound emotional effect, the significance of sense of place to wellbeing can be appreciated.
The Christchurch earthquakes brought to an abrupt halt a process of adaptive reuse and gentrification that was underway in the south eastern corner of the central business district. The retail uses that were a key to the success of this area pre-earthquake could be characterised as small, owner operated, quirky, bohemian, chaotic and relatively low rent. This research reports on the progress of a long term, comprehensive case study that follows the progress of these retailers both before and after the earthquakes. Findings include the immediate post-earthquake intentions to resume business in the same location as soon as possible were thwarted by government imposed cordons of the CBD that were only lifted nearly three years later. But, businesses were resilient and generally reinvented themselves quickly in alternative suburban locations where government “rebuild” restrictions were absent. It remains to be seen if this type of retail will ever return to the CBD as government imposed plans and the rents demanded for retail space in new buildings appear to preclude small owner-operated businesses.
There is growing expectation that local volunteers will play a more integrated role in disaster response, yet emergent groups are often ‘outsiders’ to crisis management, prompting questions of the conditions and processes by which these groups can forge relationships with established response agencies, and the tensions which can arise those interactions. This article analyses how student-led volunteers, as an emergent group, nevertheless gained “authority to operate” in the aftermath of the 2010-2011 earthquakes in Canterbury, New Zealand. Our study demonstrates how established response agencies and emergent groups can form hugely impactful and mutually supportive relationships. However, our analysis also points to two interrelated tensions that can arise, regarding the terms by which emergent groups are recognised, and the ‘distance’ considered necessary between emergent groups and established response agencies. The discussion considers implications for inclusiveness, risk and responsibility if emergent volunteers are to be further integrated into disaster response.
As a result of the Christchurch Earthquake that occurred on 22nd February 2011 and the resultant loss of life and widespread damage, a Royal Commission of Enquiry was convened in April 2011. The Royal Commission recommended a number of significant changes to the regulation of earthquake prone building in New Zealand. Earthquake prone buildings are buildings that are deemed to be of insufficient strength to perform adequately in a moderate earthquake. In response to the Royal Commission recommendations the New Zealand Government carried out a consultative process before announcing proposed changes to the building regulations in August 2013. One of the most significant changes is the imposition of mandatory strengthening requirements for earthquake prone buildings on a national basis. This will have a significant impact on the urban fabric of most New Zealand towns and cities. The type of traditional cost benefit study carried out to date fails to measure these impacts and this paper proposes an alternative methodology based on the analysis of land use data and rating valuations. This methodology was developed and applied to a small provincial town in the form of a case study. The results of this case study and the methodology used are discussed in this paper.
Tourism is New Zealand’s fourth largest industry, providing jobs for thousands of New
Zealanders and significant foreign capital for the nation’s economy. Of concern to ministry and industry
decision makers is the “spatial yield” of these tourists which takes into account the spatial and temporal
contributions of their movements in terms of economic, cultural and environmental impacts. We have
developed an agent-based model of tourism movements to simulate these impacts and to allow for the
evaluation of different scenarios (such as increases in petrol prices or variations in currency exchange rates)
on the behaviours of those tourists. In order to develop realistic and grounded heuristics for the model,
interview protocols were developed in order to identify the key drivers in tourists’ decision making process.
On September the 4th 2010 and February 22nd 2011
the Canterbury region of New Zealand was shaken by
two massive earthquakes. This paper is set broadly
within the civil defence and emergency management
literature and informed by recent work on community
participation and social capital in the building of resilient
cities. Work in this area indicates a need to recognise
both the formal institutional response to the earthquakes
as well as the substantive role communities play in their
own recovery. The range of factors that facilitate or
hinder community involvement also needs to be better
understood. This paper interrogates the assumption
that recovery agencies and officials are both willing
and able to engage communities who are themselves
willing and able to be engaged in accordance with
recovery best practice. Case studies of three community
groups – CanCERN, Greening the Rubble and Gap
Filler – illustrate some of the difficulties associated
with becoming a community during the disaster
recovery phase. Based on my own observations and
experiences, combined with data from approximately
50 in-depth interviews with Christchurch residents
and representatives from community groups, the
Christchurch City Council, the Earthquake Commission
and so on, this paper outlines some practical strategies
emerging communities may use in the early disaster
recovery phase that then strengthens their ability to
‘participate’ in the recovery process.
A series of earthquakes has forced Christchurch to re-plan and rebuild. Discussions about rebuilding strategies have emphasized the intention of making it a city for the future, sustainable and vibrant. This paper discusses the relationship between microclimate and urban culture in Christchurch based upon the concept of urban comfort. It explores the relationships between environment, people and culture to help understand the local requirements for urban landscape design. In this paper we claim
that cultural requirements also should be taken into account when looking for sustainable strategies. A distinctive feature of this research is its focus on the way people are adapting to both surviving prequake and new post‐quake environments. Preliminary findings from the first year of field work using participant observation and 61 in‐depth interviews with Christchurch residents are presented. The interviews were carried out in a variety of
urban settings including: established sites (places sustaining relatively little damage) and emerging
sites (those requiring rebuilding) during 2011‐2012. Evidence from the interviews highlight future challenges regarding sustainability and urban comfort issues. Post‐quake Christchurch presents a remarkable opportunity to design an urban landscape which provides environmental, economic, social and cultural sustainability. However, to achieve successful outcomes it is fundamental to respond to the local culture. Field data suggest that the strong connections between urban and rural settings present in local culture, lifestyle and landscape generate a particular aesthetic and recreation preference for urban spaces, which should be considered in the urban landscape design strategies.
This report focuses on the Waimakariri District Council's approach to earthquake recovery which was developed as an Integrated, Community-based Recovery Framework. This approach has been held up as exemplary in a number of fora and has received a great deal of interest and support both nationally and internationally. It has evolved as a result of the September earthquake and the thousands of aftershocks that have followed, along with the regulatory changes that have impacted on building safety and land availability since, but it builds on a set of pre-existing competencies and a well-established organisational culture that focusses on:
* Working with communities and each other;
* Keeping people informed;
* Doing better everyday;
* Taking responsibility;
* Acting with integrity, honesty and trust.
The report identifies, and speaks to, three themes or tensions drawn from either the disaster/emergency management literature or actual cases of recovery practice observed here in Canterbury over the last 2 years. These themes are the:
1. unique position of local government to undertake integrated or ‘holistic’ recovery work with community at the centre, versus the lack of clarity around both community and local government’s role in disaster recovery; 2. general consensus that good local government-community relationships are crucial to recovery processes, versus the lack of practical advice on how best to engage, and engage with, communities post-disaster; and 3. balancing Business as Usual (BaU) with recovery issues.Ministry of Civil Defence and Emergency Management.
The quality of public space is vital to livable cities. Yet livable cities also require empowered communities. This thesis asks: how is the landscape architect’s design expertise expressed as part of the public participation process, what are the key features of design expertise that lead to an effective design-based participation process and how does quality in the participation process relate to the quality of design outcomes? A theoretical framework is developed from which to clarify the relationship between decision-making processes in design and public participation. Insights from design theory are combined with the findings of key informant interviews with New Zealand and Northern Europe design experts, and with landscape architects, community and Council staff working in post-earthquake Ōtautahi/Christchurch, Aotearoa/New Zealand. Results of a case study of Albion Square in Ōhinehou/Lyttelton reveal that the designer’s interactions with the public play a critical role in shaping elegant design outcomes in public space design. Four key insights reveal that participatory design processes in New Zealand need to be reconsidered in order to enable landscape architects to work more closely with communities in mutual learning, rather than the currently limiting technical problem solving process. Institutional, professional and theoretical implications are drawn from the findings.
The coordination of actors has been a major focus for much of the research in the disaster relief humanitarian logistics discipline. While much of this literature focuses on the initial response phase, little has been written on the longer term recover phase. As the response phase transitions into the longer term recover phase the number and types of actors change from predominantly disaster relief NGOs to more commercial entities we argue that humanitarian values should still be part of the rebuild phase. It has been noted that humanitarian actors both cooperate and compete at the same time (Balcik, Beamon, Krejci, Muramatsu and Ramirez, 2010), in a form of behavior that can be described as ‘co-opetition’ (Nalebuff and Brandenburger, 1996). We use a case study approach to examine an organizational model used to coordinate civil and commercial actors for the rebuild of the civil infrastructure for Christchurch, New Zealand following a series of devastating earthquakes in 2010/11. For the rebuild phase we argue that ‘co-opetition’ is a key behaviour that allows the blending of humanitarian and commercial values to help communities rebuild to a new normal. While at this early stage our contribution is limited, we eventually hope to fully elaborate on an organisational model that has been created specifically for the tight coordination of commercial actors and its relevance to the rebuild phase of a disaster. Examining the behaviour of co-opetition and the structures that incentivise this behaviour offers insights for the humanitarian logistic field.
Throughout 2010 and 2011, the city of Christchurch, New Zealand, suffered a series of devastating earthquakes that caused serious damage to the city. This study examines the effect these earthquakes have had on the sport of swimming in Christchurch. It specifically focuses on three different aspects of the swimming industry: indoor competitive swimming, open water swimming and learning to swim. It reports on the industry prior to the earthquakes before examining the developments subsequent to the shakes. The effects on both facilities and participation numbers were examined. Results showed that many indoor swimming facilities were lost which had significant flow-on effects. In addition, many beaches were out of bounds and almost half of the schools in Canterbury lost the use of their own swimming pools. In terms of participation numbers, results showed that while there was a decrease in the number of indoor competitive swimmers, Canterbury clubs were still highly competitive and their rankings at events either remained similar or bettered during and after the period of the earthquakes. On the other hand, an increase in the number of participants was seen in swimming lessons as temporary pools were constructed and subsidies were offered to cover transport and lesson costs. Open water swimming, however, seems to have been relatively unaffected by the earthquakes.This report was made possible through Lincoln University’s Summer Scholarship programme. This research provides an investigation into the impact on the North Island freight infrastructure, in the event of a disruption of the Ports of Auckland (POAL).
This research is important to New Zealand, especially having experienced the Canterbury earthquake disaster in 2010/2011 and the current 2012 industrial action plaguing the POAL. New Zealand is a net exporter of a combination of manufactured high value goods, commodity products and raw materials. New Zealand’s main challenge lies in the fact of its geographical distances to major markets. Currently New Zealand handles approximately 2 million containers per annum, with a minimum of ~40% of those containers being shipped through POAL.
It needs to be highlighted that POAL is classified as an import port in comparison to Port of Tauranga (POT) that has traditionally had an export focus. This last fact is of great importance, as in a case of a disruption of the POAL, any import consigned to the Auckland and northern region will need to be redirected through POT in a quick and efficient way to reach Auckland and the northern regions. This may mean a major impact on existing infrastructure and supply chain systems that are currently in place.
This study is critical as an element of risk management, looking at how to mitigate the risk to the greater Auckland region. With the new Super City taking hold, the POAL is a fundamental link in the supply chain to the largest metropolitan area within New Zealand.
"Prior to the devastating 2010-2011 Canterbury earthquakes, the city of Christchurch was already exhibiting signs of a housing affordability crisis. The causes and symptoms were similar to those being experienced in Auckland, but the substantial damage to the housing stock caused by the earthquakes added new dimensions and impetus to the problem. Large swathes of the most affordable housing stock in the east of the city were effectively destroyed by the earthquakes. In itself this would have pushed the mean house price upwards, but compounding problems exacerbated the situation. These include the price effects of reduced supply of both rented and owned housing and increased demand from both displaced residents and an influx of rebuild workers. The need for additional temporary housing while repairs were undertaken and the associated insurance pay-outs bidding up rents with improved rental returns leading to increased interest in property investment. Land supply constraints and consenting issues inhibiting the build of new housing and political infighting and uncertainty regarding the future of parts of the city leading to a flight of development activity to peripheral locations and adjoining local authorities. Concerns that the erosion of the city council rating base combined with inadequacy of insurance cover for infrastructure will lead to large rates increases, increased development costs and reduced amenities and services in future years. These and other issuers will be elaborated on in this paper with a view to exploring the way forward for affordable housing Christchurch City."
An emerging water crisis is on the horizon and is poised to converge with several other impending problems in the 21st century. Future uncertainties such as climate change, peak oil and peak water are shifting the international focus from a business as usual approach to an emphasis on sustainable and resilient strategies that better meet these challenges. Cities are being reimagined in new ways that take a multidisciplinary approach, decompartmentalising functions and exploring ways in which urban systems can share resources and operate more like natural organisms. This study tested the landscape design implications of wastewater wetlands in the urban environment and evaluated their contribution to environmental sustainability, urban resilience and social development. Black and grey water streams were the central focus of this study and two types of wastewater wetlands, tidal flow (staged planning) and horizontal subsurface flow wetlands were tested through design investigations in the earthquake-affected city of Christchurch, New Zealand. These investigations found that the large area requirements of wastewater wetlands can be mitigated through landscape designs that enhance a matrix of open spaces and corridors in the city.
Wastewater wetlands when combined with other urban and rural services such as food production, energy generation and irrigation can aid in making communities more resilient. Landscape theory suggests that the design of wastewater wetlands must meet cultural thresholds of beauty and that the inclusion of waste and ecologies in creatively designed landscapes can deepen our emotional connection to nature and ourselves.
