Initial recovery focus is on road access (especially the inland SH70) although attention also needs to be focussed on the timelines for reopening SH1 to the south. Information on progress and projected timelines is updated daily via NZTA (www.nzta.govt.nz/eq-travel ). Network analyses indicate potential day trip access and re-establishment of the Alpine Pacific triangle route. When verified against ‘capacity to host’ (Part 2 (15th December) there appears to potential for the reestablishment of overnight visits. Establishing secure road access is the key constraint to recovery.
In terms of the economic recovery the Kaikoura District has traditionallyattracted a large number of visitors which can be grouped as: second home (and caravan) owners, domestic New Zealand and international travellers. These have been seen through a behaviour lens as “short stop”, ‘day” (where Kaikoura is the specific focal destination) and overnight visitors. At the present restricted access appears to make the latter group less amenable to visiting Kaikoura, not the least because the two large marine mammal operators have a strong focus on international visitors. For the present the domestic market provides a greater initial pathway to recovery.
Our experiences in and reflections on Christchurch suggest Kaikoura will not go back to what it once was. A unique opportunity exists to reframe the Kaikoura experience around earthquake geology and its effects on human and natural elements. To capitalise on this opportunity there appears to be a need to move quickly on programming and presenting such experiences as part of a pathway to re-enabling domestic tourists while international visitor bookings and flows can be re-established. The framework developed for this study appears to be robust for rapid post disaster assessment. It needs to be regularly updated and linked with emerging governance and recovery processes.
The coordination of actors has been a major focus for much of the research in the disaster relief humanitarian logistics discipline. While much of this literature focuses on the initial response phase, little has been written on the longer term recover phase. As the response phase transitions into the longer term recover phase the number and types of actors change from predominantly disaster relief NGOs to more commercial entities we argue that humanitarian values should still be part of the rebuild phase. It has been noted that humanitarian actors both cooperate and compete at the same time (Balcik, Beamon, Krejci, Muramatsu and Ramirez, 2010), in a form of behavior that can be described as ‘co-opetition’ (Nalebuff and Brandenburger, 1996). We use a case study approach to examine an organizational model used to coordinate civil and commercial actors for the rebuild of the civil infrastructure for Christchurch, New Zealand following a series of devastating earthquakes in 2010/11. For the rebuild phase we argue that ‘co-opetition’ is a key behaviour that allows the blending of humanitarian and commercial values to help communities rebuild to a new normal. While at this early stage our contribution is limited, we eventually hope to fully elaborate on an organisational model that has been created specifically for the tight coordination of commercial actors and its relevance to the rebuild phase of a disaster. Examining the behaviour of co-opetition and the structures that incentivise this behaviour offers insights for the humanitarian logistic field.
In the last two decades, the retail sector has experienced unprecedented upheaval, having severe implications for economic development and sustenance of traditional inner-city retail districts. In the city of Christchurch, New Zealand, this effect has been exacerbated by a series of earthquakes in 2010/2011 which destroyed much of the traditional retail precinct of the city. After extensive rebuild activity of the city’s infrastructure, the momentum of retailers returning to the inner city was initially sluggish but eventually gathered speed supported by increased international visitation. In early 2020, the return to retail normality came to an abrupt halt after the emergence of the COVID-19 pandemic. This study uses spending and transaction data to analyze the compounding impact of the earthquake’s aftermath, shift to online shopping, and the retail disruption in the Christchurch central retail precinct because of COVID-19. The findings illustrate how consumers through their spending respond to different types of external shocks, altering their consumption patterns and retail mode (offline and online) to cope with an ever-changing retail landscape. Each event triggers different spending patterns that have some similarities but also stark differences, having implications for a sustainable and resilient retail industry in Christchurch. Implications for urban retail precinct development are also discussed.
Akaroa is a small township situated within Akaroa Harbour, on the southern side of Banks Peninsula. It is approximately 75 kilometres, or 90 minutes by car, from Christchurch City. At the 2006 Census of Population and Dwellings, the ‘usually resident’ population of the township was 510 people. In addition to the usually resident population, Akaroa has a large number of non-resident property owners/ratepayers, many of whom own holiday homes. Many of these holiday homes are available as
casual rentals (i.e., they may be occupied by people other than the property owners). The township acts as a service centre for the scattered population of the outer bays area of Akaroa Harbour, many
of whom work in Akaroa. Akaroa is a popular day trip or short stay destination for Christchurch residents. Akaroa is also known as a destination which draws upon the French heritage of its pioneer
settlers and the associated village charm derived from this heritage. Not unexpectedly, given the size and village character of Akaroa, the increase in cruise ship arrivals and passenger numbers has had an impact upon the town’s community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).
Creativity that is driven by a need for physical or economic survival, which disasters are likely to inspire, raises the question of whether such creativity fits with conventional theories and perspectives of creativity. In this paper we use the opportunity afforded by the 2010-2013 Christchurch, New Zealand earthquakes to follow and assess the creative practices and responses of a number of groups and individuals. We use in-depth interviews to tease out motivations and read these against a range of theoretical propositions about creativity. In particular, we focus on the construct of “elite panic” and the degree to which this appeared to be evident in the Christchurch earthquakes context. Bureaucratic attempts to control or limit creativity were present but they did not produce a completely blanket dampening effect. Certain individuals and groups seemed to be pre-equipped to navigate or ignore potential blocks to creativity. We argue, using Geir Kaufmann’s novelty-creativity matrix and aspects of Teresa Amabile’s and Michael G. Pratt’s revised componential theory of creativity that a special form of disaster creativity does exist.
We examined the stratigraphy of alluvial fans formed at the steep range front of the Southern Alps at Te Taho, on the north bank of the Whataroa River in central West Coast, South Island, New Zealand. The range front coincides with the Alpine Fault, an Australian-Pacific plate boundary fault, which produces regular earthquakes. Our study of range front fans revealed aggradation at 100- to 300-year intervals. Radiocarbon ages and soil residence times (SRTs) estimated by a quantitative profile development index allowed us to elucidate the characteristics of four episodes of aggradation since 1000 CE. We postulate a repeating mode of fan behaviour (fan response cycle [FRC]) linked to earthquake cycles via earthquake-triggered landslides. FRCs are characterised by short response time (aggradation followed by incision) and a long phase when channels are entrenched and fan surfaces are stable (persistence time). Currently, the Te Taho and Whataroa River fans are in the latter phase. The four episodes of fan building we determined from an OxCal sequence model correlate to Alpine Fault earthquakes (or other subsidiary events) and support prior landscape evolution studies indicating ≥M7.5 earthquakes as the main driver of episodic sedimentation. Our findings are consistent with other historic non-earthquake events on the West Coast but indicate faster responses than other earthquake sites in New Zealand and elsewhere where rainfall and stream gradients (the basis for stream power) are lower. Judging from the thickness of fan deposits and the short response times, we conclude that pastoral farming (current land-use) on the fans and probably across much of the Whataroa River fan would be impossible for several decades after a major earthquake. The sustainability of regional tourism and agriculture is at risk, more so because of the vulnerability of the single through road in the region (State Highway 6).
There is growing expectation that local volunteers will play a more integrated role in disaster response, yet emergent groups are often ‘outsiders’ to crisis management, prompting questions of the conditions and processes by which these groups can forge relationships with established response agencies, and the tensions which can arise those interactions. This article analyses how student-led volunteers, as an emergent group, nevertheless gained “authority to operate” in the aftermath of the 2010-2011 earthquakes in Canterbury, New Zealand. Our study demonstrates how established response agencies and emergent groups can form hugely impactful and mutually supportive relationships. However, our analysis also points to two interrelated tensions that can arise, regarding the terms by which emergent groups are recognised, and the ‘distance’ considered necessary between emergent groups and established response agencies. The discussion considers implications for inclusiveness, risk and responsibility if emergent volunteers are to be further integrated into disaster response.
Today there is interest in building resilient communities. Identifying and managing the risks of natural hazards with communities who face compounding hazards is challenging. Alpine ski areas provide a unique context to study this challenging and complex process. The traditional approach taken to manage natural hazards is discipline-centric and focuses on common (e.g. high probability low consequence) natural hazards such as avalanches. While this thesis acknowledges that the common approach is rational, it argues that we can extend our communities of practice to include rare (e.g. low probability / high consequence) natural hazards such as earthquakes. The dynamically complex nature of these ‘rare’ hazards limits our understanding about them, but by seeking and using the lived experiences of people in mountain communities some knowledge can be gained to help improve our understanding of how to adapt. This study focuses on such an approach in the context of alpine ski areas prone to earthquakes as a first step toward identifying key policy opportunities for hazard mitigation in general.
The contributions can be broken down into methodological, contextual, and theoretical pursuits, as well as opportunities for improving future research. A development mixed method triangulated approach was justified because the research problem (i.e. earthquakes in ski areas) has had little consideration. The context provided the opportunity to test the integration of methods while dealing with the challenges of research in a novel context. Advancement to fuzzy cognitive mapping was achieved through the use of unsupervised neural networks (Self-organizing Maps or Kohonen Maps). The framework applied in the multi-site case study required a synthesis of current approaches, advances to methods and a functional use of cultural theory. Different approaches to participatory policy development were reviewed to develop a research protocol that was accessible.
Cultural theory was selected as a foundation for the thesis because of its’ preference for plural rationalities from five ways of organizing. Moreover, the study undertook a shift away from the dichotomy of ‘methodological individualism’ and ‘methodological collectivism’ and instead chose the dividual (i.e. social solidarities that consist of culural biases, behavioral strategies and social relations) as a consistent unit of analysis despite three different methodologies including: field studies, qualitative interviews, and fuzzy cognitive maps. In this sense, the thesis sought to move away from ‘elegant solutions’ from singular solidarities or methods toward a research philosophy that sustains requisite variety and clumsy solutions. Overall the approach was a trandisciplinary framework that is a step toward sustainable hazards mitigation.
The results indicate that the selections of risks and adaptation strategies associated with the in-situ hazards are driven by roles that managers, workers, and riders play in the context. Additionally, fuzzy cognitive maps were used as an extension of qualitative interviews and demonstrated the potential for power struggles that may arise between participant groups when considering strategies for preparation, response and recovery. Moreover, the results stress that prolonged engagement with stakeholders is necessary to improve the policy development process. Some comments are made on the compatibility condition of congruence between cultural biases, behavioural strategies, and social relations. As well, inclusion of the hermit/autonomous solidarities is stressed as a necessary component of future applications of cultural theory. The transdisciplinary mixed-method framework is an approach that can be transferred to many other vital areas of research where integration is desirable.
